in NorthMin Acquire IP Rights through DOST SciTech Superhighway

26 Firms

Twenty-six firms from various provinces in Northern Mindanao acquire intellectual property rights through the acquisition of trademark registration. The Department of Science and Technology has successfully assisted these firms through the SciTech Superhighway program. The certificates of registration are from and signed by the Bureau of Trademarks - Intellectual Property of the Philippines, with a 10year validity period.

In partnership with the Intellectual Property Office of the Philippines (IPOPHIL) and the Technology Application and Promotion Institute (TAPI), DOST region 10 was able to endorse these applications. The SciTech Superhighway is a collaborative project of DOST-TAPI and IPOPHIL to strategize ways to streamline and hasten formality examinations of IP applications and other administrative processes up until the financial assistance of the following fees: Filing Fee, 1st Publication Fee,

2nd Publication Fee, and Issuance Fee.

The applications were endorsed during the SciTech Superhighway 11th Technical Working Group (TWG) Deliberation Meeting in March 2022. Proceeding after the actions of the rec-

ommendation provided by the IPOPHL TWG member, the applications were then officially filed in May 2022. Assisted firms have finally received their Certificate of Registrations in the last quarter of 2022.

In Bukidnon, there were

three certificates of trademark registration given, while in Camiguin, there were six. In Lanao del Norte and in Misamis Occidental there were five firms who also acquired the certificate. Meanwhile, DOST Misamis Oriental were able to assist

7 firms. Most of the 26 firms are in the food processing industry.

terms of brand identity in the marketplace. It gives the owner the exclusive rights to prevent others from using or exploiting the mark in any way. Aside from being a source-identifier, differentiator, quality indicator, and an advertising device, a protective mark may also bring another stream of income to the owner through licensing or franchising.

In a Facebook post, one of the 2022 trademark registration recipients, Mr. Recarte Bacus of Candiisan Diversified Farm, expressed his thanks to DOST for facilitating their application.

Low enrollment, graduation rates hound BARMM schools

MANILA – A proposed Senate inquiry wants to look into the state of education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and address low enrollment, improve learner outcomes and improve access to quality basic education.

Decades of armed conflict and civil unrest have greatly affected the quality of basic education, based on the performance of BARMM in several education indicators, according to Senator Sherwin Gatchalian.

In a news release on Monday, Gatchalian said he filed Proposed Senate Resolution No. 455 to review the status of the implementation of the education provisions of the Organic Law for the Bangsamoro Autonomous Region in Muslim Mind -

anao (Republic Act 11054) and the Bangsamoro Education Code (BEC) of 2021.

Gatchalian cited that historical Net Enrollment Rate (NER) has been a persistent problem in BARMM, with the problem being more pronounced in junior high school (JHS) and senior high school (SHS).

While the national NER is 97 percent, only about 36 percent of individuals aged 12 to 15 are enrolled in JHS, and 10 percent of individuals aged 16 to 17 are enrolled in SHS.

According to the 2020 Philippine Statistics Authority's Annual Poverty Indicators Survey, among the top reasons for nonattendance in schools are the high cost of education (21 percent), accessibility of schools (17 percent), and

lack of personal interest (16 percent).

data for BARMM, where for every 100 children who enrolled in Grade 1 in School Year (SY) 2010-2011, only

He also said the "Balikatan" exercises are for the second week of April but added that this is still "tentative" and is still "to be finalized".

– This year's "Balikatan" military exercises between American and Filipino troops will take place in April.

"The AFP and the US Armed Forces are once again holding the 38th iteration of annual bilateral 'Balikatan' exercises. although this is a bilateral activity, the AFP takes the lead in planning and execution, supported by the US Armed Forces with other like-minded nations as observers," Armed Forces of the Philippines (AFP) spokesperson Col. Medel Aguilar said in a statement Monday.

Aguilar said "Balikatan" 38-2023 will help the AFP in developing its external defense capabilities and fulfilling its obligations to other countries in the region in terms of countering terrorism and other security threats.

"'Balikatan' 38-2023 will

result in the development of the AFP capability not only in the conduct of external defense operations but also in fulfilling its obligation in working with other countries in the region against terrorism and other threats," he added.

The AFP neither indicated the exact dates of the exercises nor gave an exact number of participating American and Filipino

military personnel for this year's exercises.

However, it said the maneuvers will be held in the areas of jurisdiction of the Northern Luzon Command, Visayas Command and Western Command.

"Yun (the) number of (participating) personnel is still undergoing discussion," AFP public affairs office chief Col. Jorry Baclor told reporters.

The Philippines and US exercise forces employed more than 50 aircraft, four ships, 10 amphibious craft, four high mobility artillery rocket system launchers, and four Patriot missile systems during "Balikatan" 2022.

"Balikatan" 2022 also included approximately 40 personnel from the Australian Defense Force.

Cabrera would identify herself as an owner of a fashion styling company in a dating app. She would allegedly tell her supposed victims that her company was on the verge of bankruptcy, and she needed investors.

MANILA – Newly appointed Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian is planning the full digitalization of the agency’s systems, processes and programs and services as one of his major priorities to improve DSWD operations further.

Gatchalian pointed this out during his meeting with DSWD undersecretaries and other officials last Wednesday, his first day in office, after being on the operations, programs and services being implemented by the agency.

He said that he also planning on cleansing the beneficiaries’ database to ensure that only deserving and eligible families and individuals will be served.

The DSWD secretary also cited other plans that he hopes to pursue, which include setting up logistics networks and additional warehouses for relief goods and family food packs in strategic locations in the country that are closer to the people in order to provide immediate and prompt assistance to the families that

will be affected by disasters and calamities.

This, Gatchalian said, is in line with the directive of President Ferdinand R. Marcos Jr. His first order of the day was to do away with formalities and to make things happen in a timely manner to allay the fears of personnel.

Gatchalian also gave his assurance that the existing

structure will remain, emphasizing that he is willing to work with the present workforce of the department.

The entire DSWD workforce has expressed their full support to the new Secretary.

In the meantime, briefing sessions on the functions and key results areas of the different offices, bureaus, services and units (OBSUs),

as well as the different field offices of the department will continue in the days ahead. Gatchalian will also make the rounds of the OBSUs, meet with the staff, and familiarize himself within the DSWD premises. He is also set to meet the Regional Directors of the Department next week. (PNA)

Another important news that shoots down the US narrative about the “Chinese “spy balloon” is the absolute nonsense is the comment of ex-Pentagon analyst Chuck Spinney who said, “It is hard to imagine why the Chinese would risk sending military-grade surveillance equipment in a vulnerable, uncontrollable balloon that cannot even be directed to a specific target,... These high altitude balloons basically go with the wind-flows.”

The Global Times in the early hours of Feb. 3, headline China’s response: “China rejects US’ spy balloon accusation, says civilian airship deviated from planned course caused by force majeure.” On Feb. 4, Global Times issued its second report, “China blasts ‘spy balloon’ hype, urges communication to avoid misjudgment” and stressed that the postponed Blinken visit to China anti-China elements were linking to the incident was never as formally scheduled event yet.

Be a good influencer

WHEN Christ told his disciples to be the salt and light of the earth (cfr. Mt 5,13-16), we too should feel addressed by such divine command and make ourselves good influencers in a world that is increasingly wracked by confusion and error despite the apparent lights it seems to enjoy due to the powerful developments in the sciences and technologies today.

We can readily conclude from that gospel that what Christ wants is for us to provide Christian flavor in a world that is fast evolving, as well as help in preserving the true Christian spirit in a world that is so exposed to a lot of changes, many of them with their luggage of dangers even as they also offer a lot of benefits.

We also are meant to give light to the others by giving good example and by actively doing apostolate, leading people to God along the right if prudent and tortuous and treacherous paths of this world. With rectitude of intention, we have to inspire others to follow us so that with us they can come to Christ. This is what a good influencer is.

This means that we have to see to it that we inspire others properly. And by that,

We should avoid the practice of simply making off-the-cuff comments and shooting from the hip, pure gossiping, backbiting and idle talk, etc.

Especially in the world of public opinion, we should try our best that our views are properly studied and expressed. We should express our opinions, despite contrary positions from others, in a way that would at least leave people enlight-

ened and edified. This can always be done if we truly live by our Christian standards where truth, charity, mercy, fairness, patience and courtesy are always upheld.

We may disagree with others in their views and opinions, but we should avoid being disagreeable. Even in matters of faith and belief, when we feel that a party is clearly in error, we should not feel as if we are entitled to be rude to him. In fact, he should be treated with utmost delicacy.

What is helpful in this regard is to see to it that we do everything always in the presence of God. We should be wary when we would only be guided and driven by our own emotions and passions, if not by our own biases and prejudices. It would be good to know where everybody is coming from in order to facilitate understanding and a meaningful exchange of views.

Let’s always remember that in matters of opinion, we cannot make ours the

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) is seeking PHP2.94 billion in funding for the construction of 35 flood control projects in three Eastern Visayas provinces this year.

DPWH Eastern Visayas Regional Director Edgar Tabacon said these projects are highly necessary given the recent massive flooding experienced in the region from late December 2022 to early January this year.

“We are happy that the Regional Development Council (RDC) endorsed these projects to our central office for inclusion in the 2023 funding. These are urgent projects meant to protect lives and proper-

DOH declares Oriental Mindoro malaria-free

TACLOBAN CITY – A total of 53,941 family food packs (FFPs) have been distributed to families in Eastern Visayas region heavily affected by recent flooding, the Department of Social Welfare and Development (DSWD) reported on Friday.

DSWD regional director Grace Subong said in a press briefing that around PHP27 million worth of food packs were delivered in the provinces of Northern Samar, Leyte, Samar, Eastern Samar, Southern Leyte and Biliran hit by weather disturbances.

Borongan pushes tourism; offers airfare discount

TACLOBAN CITY – To encourage people to visit Borongan City and other areas in Eastern Samar province, Borongan will provide air fare discounts to take the air route connecting the city to Cebu and Manila.

Borongan City Mayor Jose Ivan Dayan Agda said the discount could only be availed if the ticket is booked or bought from the ticketing office operated by the city government located at the FUN Borongan building at the city’s Baybay Boulevard.

“We are trying very hard to promote the new air route. We are hoping this will boost the local economy and help us recover from the ill effects of Covid-19,” Agda told reporters Monday.

The city government, she said, will give a PHP1,500 discount per flight booked through the local government-operated ticketing office.

“We are still waiting for advice from our finance officer before the launch. This is encompassing to all would-be passengers, not only from Borongan and Eastern Samar, but even from other parts of the country who wanted to visit the province,” Agda added.

Aside from offering discounts, the city government will also give free shuttle to all passengers of the province using the Borongan City Airport.

MANILA – After three straight weeks of price increases, oil companies will slash pump prices starting 12:01 a.m. Tuesday.

In separate advisories, Caltex, Clean Fuel, Petro Gazz, Seaoil and Shell announced gasoline price rollback by PHP2.10 per liter and PHP3 per liter on diesel.

Caltex, Seaoil and Shell will likewise reduce kerosene prices by PHP2.30 per liter.

Other oil companies are expected to implement the same price adjustments.

Global food prices drop for 10th straight month in January

ANKARA – Global food prices fell for the 10th consecutive month in January, the UN Food and Agriculture Organization (FAO) reported on Friday.

The FAO Food Price Index averaged 131.2 points in January, down 0.8 percent from the previous month.

The decline in the main reading was led by decreases in the price indices of vegetable oils, dairy, and sugar, while those for cereals and meat remained largely stable last month.

The FAO food price index is a trade-weighted index that tracks international market prices of five major food commodity

groups.

The vegetable oil price index fell 2.9 percent month-on-month in January, due to lower world prices of palm, soy, sunflower seed, and rapeseed oils.

Driven by lower international prices of butter and milk powders, the diary price index was down 1.4 percent from December to a 12-month low in January.

The sugar price index was 1.1 percent lower, marking the first decline after sharp rises in the previous two months.

Peso strengthens, PSEi up on positive earnings reports

MANILA – Positive earnings reports of listed firms here and in the United States helped boost the local bourse’s main index on Friday while the peso strengthened further against the US dollar.

The Philippine Stock Exchange index (PSEi) gained by 0.59 percent, or 41.19 points, to 7,027.38 points.

All Shares jumped by 0.59 percent, or 21.68 points, to 3,705.46 points.

Most of the sectoral gauges also increased during the day – Property, 2.42 percent; Industrial, 0.63 percent; Financials, 0.39 percent; and Holding Firms, 0.03 percent.

On the other hand, Mining and Oil shed by 1.76 percent and Services by 0.46 percent.

Volume reached nearly 1.9 billion shares amounting to PHP20.12 billion.

Decliners led advancers at 103 to 83 while 48 shares were unchanged.

Luis Limlingan, Regina Capital Development Corp. head of sales, said the latest

changes in the composition of the 30-company PSEi helped boost the value turnover in the local bourse during the day.

He said mixed earnings reports among high-profile listed firms in the US, such as Meta, Apple, Alphabet, and Merck, contributed to investors’ sentiment.

The national government’s report on the drop of its debt to PHP13.42 trillion as of end-2022 also contributed to the positive sentiments.

Oil prices in the international market fell “as US industrial-linked factory orders dipped while the greenback strengthened, making crude more expensive for non-American buyers.”

Brent crude oil futures slipped by 1.04 percent to USD81.98 per barrel and the West Texas Intermediate (WTI) by 0.84 percent to USD75.77 per barrel.

Addressing social issues, cultivating a culture of dialogue key to success of DENR’s Multi-Stakeholder Forums

Leaders from the government and private sectors agree that a holistic approach is needed to address the Philippines’ pressing socio-economic problems arising from climate change and environment degradation.

Over 400 stakeholders from the national and local governments, private and development sectors, and the academe joined the DENR Multi-Stakeholder Forum held February 2-3, 2023 at Cagayan de Oro City.

The two-day forum was aimed at helping the DENR in championing an environmentally- resilient Philippines; identifying the sectors' main challenges; and creating an inventory of the current frameworks, tools and technologies that can be adopted by other sectors.

It was the continuation of the three-day multistakeholder forum held in Manila on October 2022 and the two-day multistakeholder forum held in lloilo on January 2023. The multi-stakeholder forum in Mindanao is the last leg of DENR’s nationwide consultations to gather insights on environmental governance, ecotourism, agriculture, food security, forest and land management, climate and disaster resilience, and mining.

DENR Secretary Antonia Loyzaga explained the rationale for conducting a separate Multi-Stakeholder Forum for Mindanao.

“The Mindanao region is blessed with a rich, complex, social and natural history. It is in the intersection of this social and physical geography that both risk and opportunities reside. Creating and building these opportunities and mitigating the risks require partnerships that lead to a new type of agency based on competent and committed

leadership that prioritizes human development, sustainable local economies, resilient infrastructure, and underpinning all of these ecosystems that support human security, food, water, energy, peace and equity,” Loyzaga noted.

Echoing the statement of Department of the Interior and Local Government Secretary Benjamin Abalos Jr. during the DENR Multistakeholder Forum-Visayas to “commit to our advocacy for our next generation of Filipinos for sustainable development,” the DENR is committed to ensuring that extensive consultation with local actors will be done across all interventions and at all stages.

The first day focused on the private sector and local government units of Mindanao's vision for an environmentally-resilient Philippines, how the DENR can be an effective development partner, and the

organizations' main challenges.

Social Issues

During the press conference following the first plenary, Loyzaga stressed the need to address social issues as an integral component of environmental initiatives.

“Sociology trumps technology any day… Unless we can address the social issues, I firmly believe that we will not be able to address the environmental ones. So, it has to start with addressing the way our communities are growing, what are their needs, what are the reasons for the development of these communities, and how are they part of the overall Philippine Development Plan,” she stressed.

Political action and structures

During his presentation Research and Development to Accelerate Climate Action, Ateneo de Davao University President Joel E.

Tabora, SJ stressed the need for strong political leadership to ensure environmental and other considerations are not subsumed to those of the economy.

“Research and development for environmental action, to save the planet, cannot be forever limited [or tyrannized] by the pragmatic needs of the economy. The economy does not trump action to save the planet. Political action and political structures must control and tame the economy, and not vice versa,” Fr. Tabora emphasized.

“For instance, DENR cannot just be a govt agency to exploit the natural resources of the Philippines in favor of the economy and the private interests that drive this. The DENR must be the protector of the environment, for the common weal- make sure that society and the planet are not killed by the vicious technocratic paradigm driv-

ing the economy. It must be guided by voices of people on the ground, in local government units, or in the regions,” he added.

Culture of Dialogue

Loyzaga stressed that the Mindanao region “requires a localized and contextualized approach” and assured stakeholders that the DENR will continue its extensive consultations across all sectors and local communities.

“Complexity wise, we are now at the whole of government and whole of society approach and that’s why we are having the multistakeholder forums. We cannot just listen to one sector, we have to listen to everyone across sectors,” she explained.

“So what we would like to use is what the Philippine Eagle Foundation has done. They’ve engaged multiple stakeholders, they have set science based goals, and they are achieving targets.”

However, Fr. Tabora

voiced his apprehensions about the effectiveness of such forums in creating meaningful change given their previous experiences with similar consultations.

“We really have to cultivate a culture of dialogue, where people really feel they’re being listened to. Because so often, our experience is, we manifest problems, we manifest concerns, but we don’t feel listened to,” he lamented.

He cited the numerous times civil society called DENR’s attention to how the planned bridge between Davao City and Samal island would destroy a coral reef. However, the DENR regional office could only respond that the plans had already been made in Manila without consulting the local governments. Thus, the local stakeholders feel they’re just not being listened to.

– Seven Abu Sayyaf Group (ASG) extremists were killed while two others were captured following a firefight in the hinterlands of Sulu province, a top police official said Monday.

Teaching in Alternative Learning System

Learning in today’s new normal is tough feat, not just for students but for the teachers and parents as well. But, learning is a basic human right. It is a need for every child in the community to grab the opportunity of free basic education.

In Alternative Learning System, learning has increased over the years and has been recognized as a flexible and convenient educational experience for students. The implementation of Alternative Learning System paved way to the rights for education to be asserted by marginalized groups like children, women, people with special needs and Indigenous people in the communities ( Doronila, 1997;Raywid, 1994; Valk, 2009) and also out-of –school youths (OSY) who did not finish their basic education due to economic and support issues.

Teaching in Alternative Learning System requires

enormous efforts, wide-range of understanding and compassionate heart to appreciate the diversity of learners. With this, mobile teachers engage more on differentiated activities and to set flexible time schedules.

It is not as easy as what other people believed that mobile as we are, who transfer from place to another do not experience struggles. Overcoming the rocky and unsafe roads going to community learning centers challenged mobile teachers in rendering their public service in the teaching field. However, the continuous support given by the community people and other stakeholders made the teachers realized how lucky and fortunate educators are!

Though, teaching in the Alternative Learning System is tough and full of challenges, what is important is the teaching and learning process and its learners’ success!

He said they were taken to the hospital but were declared dead on arrival by the attending physician.

Those captured were identified as Julmin Amdan and Rogir Mukatrir.

Wounded in the crossfire were Crismalyn Hail Tajid, 22, and a child who were both taken to a hospital in Jolo, the capital town of Sulu.

Verceles said the firefight broke out when the policemen led by the Criminal Investigation and Detection Group (CIDG) were fired upon by the group of Juko and Alganer while they were about to serve a warrant of arrest for murder against the former.

A 30-minute firefight

ensued as the policemen fired back, resulting in the death of Juko and six of his companions. Alganer managed to escape.

Verceles said Juko was involved in the ambush-slay of Col. Julasirim Kasim, the police director of Sulu, in 2009 in Barangay Bato Ugis, Maimbung, Sulu.

He said the slain ASG members were followers of Majan Sahidjuan operating in the towns of Indanan, Parang and Maimbung.

Sahidjuan was killed in a clash with government troops in March 2021 in Kalupag Island, Languyan, Tawi-Tawi.

Verceles said the policemen recovered nine highpowered firearms, assorted ammunition and war materiel from the clash site. (PNA)

In the teaching field, teachers collaborate in a multitude of ways when they interact with their colleagues to exchange ideas, resources, and to discuss student learning progress.

Collaboration is a process of engaging things in

the workplace to develop positivity and camaraderie among forces, either administrators or subordinates. Collaborative relationships occur when two or more people work together in order to accomplish a common goal.

Generally, working together; cooperatively lessened struggles or even solved hindrances and problems. Collaborative efforts of the administrators, teachers, parents, stakeholders and community people in an institution, in a school, or in any learning spaces strengthened and helped in getting into, what is so called – Success.

It is in the power of collaboration which motivates teachers in the system to continuously serve with positivity and dedication.

COTABATO CITY –Sheik Khalifa Nando, one of the founders of Moro Islamic Liberation Front (MILF), died Sunday. He was 82.

Nando, largely seen as the first symbolic head of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), was laid to his final resting place on the same day, officials said Monday.

“It is with a deep sense of loss that we express our condolences and sympathy to the family of Sheik Khalifa Nando, the Wali of the Bangsamoro on his return to the mercy of Allah,” lawyer Naguib Sinarimbo,

In Islam, “Wali” means a person of authority in the community.

Some 1,500 attended Nando’s burial at dusk Sunday in Barangay Kayaga, Pandag, Maguindanao del Sur, according to relatives and MILF leaders in attendance.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on January 15, 1999 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on February 24, 2023 at 9:00 a.m. at which time, date and place. FLEX FUEL SCAM

Meanwhile, actor Luis Manzano is now 'in hot water' after five investors filed their formal complaint at the NBI in Manila, linking Manzano and his partner Ildefonso “Bong” Medel to the alleged investment scheme.

Jinky Sta Isabel, spokesperson of the four other complainants said in an interview with GMA integrated News that it was Manzano, the alleged former company chairman of Flex Fuel, who convinced them to join during a Zoom conference, which Manzano himself facilitated.

"Nung umpisa palang. Syempre Luis Manzano yan. Kilala yan ng lipunan. Ang projected ba income ay bali P70,000 quarterly. Parang malaking tulong po yun sa aming pangkaraniwang tao," Sta Isabel narrated.

She claimed she was convinced to invest her hardearned savings of P990,000 because of Manzano being part owner and chairman of Flex Fuel.

"Nagtitinda ako. Inipon ko yung pera tapos bigla nalang mawala? Paano nalang ang kinabukasan ng anak ko?," the complainant added crying.

Meanwhile, Atty. Giselle Garcia-Dumlao also told a TV network that there were two separate cases filed in their office regarding the alleged Flex Fuel scam.

"Merong dalawang separate cases na nai-file dito sa NBI. Yung isa, si Luis (Manzano) yung nagrereklamo.

Yun namang isa ay si Luis (Manzano) naman ang inirereklamo," the NBI spokesperson said.

IN DENIAL

The beleaguered actor denied his involvement into the P100-million investment scheme, pinpointing to a certain Alfonso Medel as the person handling the management and operation of Flex Fuel.

Manzano's lawyer Regidor Caringal, reports said, sent a letter to NBI Director Atty. Medardo de Lemos, that the actor Luis Manzano resigned as chairman of Flex Fuel in February 2022.

Manzano's lawyer also told the NBI director that Medel's company even owed his client, Luis Manzano, a total of P66-million.

“I never took part in the management of the business. Bong conducted the business in such a way that operational matters were kept away from me," Manzano explained.

Earlier, the Securities and Exchange Commission (SEC) issued a certification, informing the public that there are petroleum companies that are allegedly selling securities even if they have no license to sell supposedly issued by SEC.

b) Short-Term Installment – the balance on the net selling price shall be paid in equal monthly instalment and provided the chosen payment term shall not exceed twelve (12) months subject to an interest based on the Full Risk-Based Pricing Framework for three-year fixing period.

c) Long-Term Installment – payment shall be in the form of monthly amortization based on the approved term, which may be up to a maximum of thirty (30) years with the following considerations:

c.1. Approval and term shall be subject to eligibility requirements stipulated under the Circular 428 Omnibus Guidelines on Sale of Pag-IBIG Fund Real and Other Properties Acquired;

c.2. The amount shall be the bidder’s bid offer, net of 5% down payment;

c.3. The bidder shall be required to file his/her Long-Term Installment application and pay the processing fee within thirty (30) calendar days upon receipt of Notice of Award:

-Processing fee of Two Thousand Pesos (P2,000.00);

-Equity, if applicable;

c.4. In case the Bid Offer, net of the five percent (5%) bid bond and additional discount, is still higher than the approved amount for Long Term Installment, the amount in excess shall be treated as equity. It shall be paid by the buyer within thirty (30) calendar days from receipt of Notice of Conditional Approval of Sale (NCAS).

c.5. Original Borrowers who wish to participate on the Sealed Public Auction sale shall not be allowed to avail long term install ment as mode of payment. They may only submit offer thru cash or short-term installment basis.

c.6. In case the application has been disapproved due to buyer’s fault, the 5% bidder’s bond shall be forfeited in favor of the Fund.

20) If the winning bidder fails or refuses to push through with the purchase of the property or fails to pay in full the remaining balance within 30 calendar days from receipt of the Notice of Award (NOA), he shall lose his right as winning bidder and the 5% bidder’s bond shall be forfeited in favor of the Fund.

21) The Fund shall declare the next highest bidder as the winning bidder in case the sale to the original winning bidder is cancelled. From my perspective, there were three critical periods in the past threequarters of a century that the danger of a nuclear war was imminent, the period of the Cuban Missile Crisis 1962, the period of leading to the Fall of the Berlin War in 1989 and today when the US is threatened by three conditions: the continuing explosion of inflation and the US debt, plus the global de-dollarization that will lead to the collapse of the US dollar in the immediate years ahead.

The US needs to disrupt the global geo-economics conditions but short of triggering a final nuclear showdown, exactly like what the US is doing on the European continent is its proxy war with Russia pushing the crisis only to the edge of Ukraine’s border, and in Asia beginning with the present pressure on Taiwan, Japan, South Korea and the Philippines to intensify militarization with surprise US military-political sources predicting a US-China war over Taiwan by 2025 and NATO expansion to Asia.

“In addition, majority of the said projects have direct impact on the disadvantaged sectors and areas while two were identified in the Eastern Visayas Typhoon Odette Rehabilitation and Recovery Plan,” the RDC said in its resolution signed on Dec. 19, 2022.

Sheik Nando, also known as “Sheik Khalifa,” is one of the pioneers in the establishment of the MILF who studied at the Al-Azhar University in Cairo, Egypt, along with MILF founding chair Salamat Hashim.
