Farm, fishery workers to SoKot

BUTUAN City — At least 68 workers from Dinagat Islands province departed Tuesday for South Korea via Cebu International Airport following a Memorandum of Understanding (MOU) signed between the province and the Pyeongchang County late last year. Signed on Nov. 21 last year, the MOU calls for the opening of employment opportunities for seasonal farm workers from Dinagat Islands to Pyeongchang County. The first batch of workers, composed of 11 farmers, already flew to South Korea on Monday. Another 63 will also leave for South Korea on Wednesday.

DAVAO City — The Department of Health (DOH)Davao reported on Wednesday that there is a “slight increase” in the number of confirmed coronavirus disease (COVD19) cases in the region with a positivity rate of 12.2 percent.

Dr. Rachel Joy Pasion, head of the Regional Epidemiology and Surveillance Unit of DOH-Davao, said during a press briefing that the agency

is closely monitoring the COVID-19 cases, most of them manifesting mild symptoms only.

The positivity rate, she noted, is way above the acceptable positivity rate set by the World Health Organization of 5 percent.

She said an increase was noted for the month of March with a total of 803 cases from 454 cases reported in February. From April 1 to 10, a total of 296 cases were recorded.

the regional hospital capacity is at 31.1 percent for nonintensive care unit (ICU) bed use and 40.4 percent for ICU bed use. The agency reminded health facilities to observe the guidelines for Covid-19 response which mandates that all hospitals allocate at least 20 percent of their current authorized bed capacity for Covid-19 patients. For level 2 and 3 hospitals, at least 15 percent of all Covid-19 dedicated beds shall be ICU beds or ICU-ready beds. Surigao Sur seaweed farmers reaping gains from govt project

BUTUAN City — Seaweed farmers in the Surigao del Sur town of Hinatuan are now reaping the benefits of government intervention through the Department of Agriculture-Philippine Rural Development Project (DAPRDP). Among those who benefited from the initiative are members of the People Unite to Guard Aqua Marine Wealth, Incorporation (PUGAW, Inc.), a people’s organization based in Barangay Loyola, Hinatuan. Raynita Solomon, a member of the PUGAW board of directors, noted that before the

government intervention, their desire for increased seaweed production was hindered by the lack of access to needed materials. “The materials necessary for our production were supplemented by the DAPRDP. Their interventions have resulted in more development for seaweed farmers in PUGAW,” Solomon said in a statement Wednesday. She said her family has been benefiting from the project through increased income from seaweed production. The intervention of the DA-PRDP to PUGAW, Inc. started in December 2022 when the organization received 45 cultivating lines. Aside from the cultivating lines, the organization also obtained implements and inputs from the DA-PRDP in the form of propagules, polyethylene ropes, soft ties, and financial assistance worth P1.1 million. “Seaweed farming before could not sustain the needs of our families but with the support of the DAPRDP, we were able to increase

our production and sustain the demands for seaweeds in the market,” said Bonifacio Bughao, the PUGAW manager. In the past, he said the organization could only manage to earn around P73,000 in annual income. “(However), with the support of the DA-PRDP, we were able to increase our income from seaweed production. In February 2023 alone, our earnings increased to P553,450,” Bughao said. The DA-PRDP also provided the organization with additional support worth P10.5 million in the form of heavy-duty weighing scales, a refractometer, and a three-wheel cargo vehicle to assist them in the transportation of their raw dried seaweeds. DA-13, meanwhile, said that the organization is also seeking new expansion opportunities. “They begin to explore the possibilities in value-adding processes for their seaweeds, including the raw dried seaweeds into seaweed noodles, crackers, and cakes,” the agency said. NEDA: Gov’t vows to protect Filipinos’ purchasing power

AS the Philippine Statistics Authority (PSA) reported that the inflation rate slowed down this March, National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said Wednesday the government will continue to implement measures protecting the purchasing power of Filipinos.

Nearly a month after President Ferdinand R. Marcos Jr. approved the creation of the Inter-Agency

Committee on Inflation and Market Outlook, the rate of price increase in goods and services decelerated to 7.6 percent last month, or 1 percentage point from 8.6 percent in February this year.

The committee was formed to be an advisory body to the Chief Executive on measures to mitigate inflation.

Balisacan said the committee has established coordination mechanisms for

data gathering, assessment, and monitoring of supply and demand that triggers inflationary pressures.

“By streamlining data collection, the government can share a common understanding, particularly regarding data that can inform public policy and aid in the monitoring and management of inflation,” he said in a statement.

BPI targets record profit this year

BANK of the Philippine Islands (BPI) targets to post another record-high net income this year as it sees strong loan demand despite high interest rates, its top official said.

“That’s the plan. There are good tailwinds. Loan demand continues to be resilient,” BPI

President and Chief Executive Officer Jose Teodoro K. Limcaoco told reporters on the sidelines of the launch of the bank’s new mobile application when asked if the bank can beat 2022’s record net profit.

He said BPI’s first-quarter

financial performance was “good,” which bodes well for their earnings this year.

BPI booked an all-time high net income of P39.6 billion in 2022, 66% higher from the previous year’s level, driven by strong loan growth, higher net interest margins, and lower loan loss provisions.

Mr. Limcaoco said demand for credit remains strong, even as the Bangko Sentral ng Pilipinas (BSP) has continued to hike benchmark interest rates amid elevated inflation, with loan growth expected to

be at around 10% this year.

The BSP has raised borrowing costs by a total of 425 basis points since May 2022, with its key rate now at 6.25%, up from the all-time low of 2% seen during the height of the coronavirus pandemic.

The economy’s reopening will continue to drive loan demand for the first half of the year, but base effects are expected to fade by the second semester, Mr. Limcaoco said.

Financial market devts abroad to affect PH hot money flows

DEVELOPMENTS on United States inflation rate and price movements of oil and other commodities in the global market are seen to contribute to the movements of registered foreign portfolio investments to the Philippines in the coming months.

On Friday, the Bangko Sentral ng Pilipinas (BSP) reported the reversal to net outflows of foreign investments registered with the central bank, otherwise known as hot money, due to the speed it comes in and out of the country, amounting to $531 million, from the $292 million

net inflows in the previous month.

Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort, in a commentary, said the net hot money outflows last month, which is a result of the total inflows of $680 million and total outflows of $1.21 billion, was affected by market volatilities due to geopolitical concerns between the US and China, among others; and the slower-than-expected deceleration in some inflation gauges in the US.

He said that in the succeeding months, among

the factors forecast to affect hot money flows to and from the domestic economy include inflation environments in the domestic economy and the US and as well as developments on the US and global financial markets, movements in global oil and commodity prices and the banking issues in the US, among others.

He noted that for one, further deceleration of US inflation rate “would still support smaller Fed (Federal Reseve) rate hikes for the coming months in the quest to significantly bring down

Think a minute . . . The famous writer George Bernard Shaw said: “When I was a young man I observed that 9 out of 10 things I did were failures. I didn’t want to be a failure, so I did 10 times more work!”

All successful people say the same thing: “Luck is what you make of it with hard work.” As important as a good education is, it does not guarantee success. In every kind of career there are successful people who had little natural talent to begin with, but the most important thing they had was the desire and discipline to keep working toward their full potential and success.

There is simply no substitute for hard work. Even if you naturally know how to charm and get along with people, you still must do the work and finish the job well. If you are naturally smart in school, you still have to spend time and effort learning the new knowledge. If you do not have a lot of natural talent or ability, then you must work even harder. It is a clear, vital fact of life.

A good worker’s best friend is time. He learns not to waste or misuse his time, because he knows if he “kills time” he kills his chances for success!

Food comes from their farms but the dining tables of the farmers fall short of it, tilling lands not their own and if they do, tied-up to costly seeds and technologies that adhere to conventional agriculture which is beyond their control. They sell their products under the mercy of “compradors,” following an oppressive marketing system that makes their farming non-viable. Aptly described as the “unsung heroes” and the “backbone” of the country, yet, they wallow inside the vicious cycle of poverty. What makes it more painful is that there are agricultural p rograms designed to somehow alleviate their economic difficulties to increase their productivity (i.e. financial assistance for farm inputs and post harvest

These are the “blessed lands” of our indigenous peoples and these are the choicest of land. According to a Study of the Development Academy of the Philippines, some 63% of Mindanao is now under the control of Trans-National Corporations (TNCs) and our IPs find themselves farming marginalized and highly steep mountainous areas. “Gamay lang nga tulod, ang kabaw moligid na.”

In fact, in the last 5 years, some 63 IP leaders have been murdered including a lady Datu for fighting for the IP’s water rights. Fear is indeed being used as a means to

control the mind and to abuse the rights of the Indigenous People. In all of those killings, no one has been arrested. Thus, the killings continue without let-up.

The “blessed lands” have ceased to be so because these lands, where plantations have loomed, reek with poisons, having been bombarded for several decades with multifarious toxic chemicals, 8 of which are already internationally banned (based on the examined samples of water, air and soil in Davao.)

Certainly, these chemicals are carcinogenic, the reason why cancer has become a common disease of the Mindanawons.

As for our fisherfolk, they are the ones catching fish, yet their children are hungry as malnutrition is highest in the coastal communities. This is so because the grandeur of the Philippine bays is now fast disappearing as they undergo progressive state of impairment and with it, the marginalization of the coastal populace. Unlike before when fish would literally jump into their “banca,” fish now can hardly be caught.

Why? What are the fatal blows causing the death of the once mighty marine and fishery ecosystem? Well, the bays are treated as waste pits. First is industrial pollution. Chemical waste from industries and factories are dumped in the bays. Other silent killers are the internationally banned chemical fertilizers and insecticides which are heavily used in surrounding plantations.

These non-biodegradable, petroleum-based agricultural inputs are washed from the soil into rivers and into the sea, entering food chain and polluting the watersheds. I am very certain that these toxic chemicals are already in our water system, in the water that we drink or bath and water we use for cooking. Other countries have banned these chemicals, why are these being used by big plantations? Are we Filipinos guinea pigs?

It is about time that we stop these plantations? For heavily

using these toxic chemicals that have harmed the health of the people, some of these plantations are barred to operate in their own respective countries. That is the reason why they are operating (and expanding at that!) here in the Philippines particularly in Mindanao. What a tragedy! Gumising na po tayo!

All told, the above-cited realities are some of the horrors of social injustices that have been rammed down the throats of our oppressed but struggling people. Apparently, the victims include the ecosystems that provide the life-support systems to our ecological people in defiance of the Constitutional Principle (Art. II, Sec. 16) that, “The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”

Unless we rectify such, there can be no genuine development. Only mal-development that sacrifices the people and the environment to the altar of greed and profit!

How can we rectify these social wrongs when these are hidden from us by the mainstream media which beholden to the financial support of the rich powerful. No way can the outpourings of lies and misinformation be stopped. There are those who were brave enough to fight for the truth but they were eliminated as some 187 journalists/broadcasters have been killed in the last five years for exposing the truth. Thus, we have been buried in the fallacies of life and religions.

So, GISING NA PO TAYO!

ONE COMMON ANCESTOR

During the last days of the Lenten saison and Easter Holidays, I experienced again, what it means to have a family. Especially as an expatriate living together with a Philippine family. What a blessing for me!

In his divine wisdom, God intended the family atmosphere where there should be parental love so that every toddling, helpless, fragile child that comes into the world finds warmth, care and security. Family life is, therefore, the first and foremost calling of every married couple.

The first thing one should look for in a married couple, is not how successful they are as lawyers or businessmen or professionals, but how successful they are as

family couples and family members. For me, if they fail as a family man or woman, I consider them complete failures in life. Strong words, I know!

According to modern evolutionary biology, all living beings could be descendants of a unique ancestor commonly referred to as the last universal common ancestor (LUCA) of all life on Earth. Common descent is an effect of speciation, in which multiple species derive from a single ancestral population. Again, strong words!

Though a bit exaggerated, there's a lot of truth there. When one gets married, he/she assumes the grave and sacred task and responsibility of begetting and rearing children for

God. And if they fail as parents, they fail in his first and foremost obligation to God.

The human family is a sacrament. As such, it is a sign, a witness, that should point to a mirror of unity and love. Of course, the so-called human family is a very imperfect reflection of the so-called "Holy Family", what with all the problems, trials and difficulties. Believe me, also in "my" family, there's a lot of impatience, anger, cruelty, many times NO TIME for one another, lack of communication, callousness or insensitivity to the other's needs.

When my wife and I were newly-married, after coming home from a hard day's work, our dogs would

bark and meet me, while my wife brought my slippers. Time changed. My dog will bring the slippers now...! Joke lang!

Let's keep in mind: there's no stressing enough the value and importance of the family. If the basic unit of society is weak, fragmented, decadent, so is the whole country. For as the family, so the country. The Philippines!

PH exports post biggest drop since August 2020

PHILIPPINE exports in February this year registered its biggest drop since August 2020, declining by 18.1 percent to $5.08 billion from $6.2 billion in the same month in 2022, the Philippine Statistics Authority (PSA) reported Tuesday.

This decline in export revenues dragged the country’s total external trade in February to $14.03 billion, down by 14.4 percent from $16.24 billion in the same period last year.

Aside from export revenues, the country’s imports in February also fell by 12.1 percent yearon-year to $8.95 billion from $10.99 billion.

Export revenues has been down for three consecutive months since December 2022.

The PSA attributed lower export revenues to the decline in shipments of the country’s top export product --electronic products-which declined to $2.68 billion from $3.44 billion over a year.

Other products that contributed to the decline in exports in February include coconut oil; other mineral products; cathodes and sections of cathodes of refined copper; and travel goods and handbags.

Top destinations for Philippine goods in February this year were

Japan, the United States, China, Hong Kong and Singapore.

Meanwhile, lower imports of electronic goods also slashed the country’s total import value in February this year.

Electronic goods imports fell to $2.13 billion from $2.49 billion year-on-year.

Sectors with lower imports in February this year also include transport equipment, cereals and cereal preparations, iron and steel, and chemical materials and products.

Top import sources for the country for February were China, Indonesia, Japan, US and South Korea.

Filipino values among young learners of today

Seriously, learners of today have gone a major change. Their values have pronouncedly changed that you cannot almost see in most of them the Filipino values that the elders have treasured through the years. Indeed, it takes a village to raise children.

But how can the teachers help keep the Filipino values in the minds, hearts and in the actions of today’s learners?

The values of today’s youth differ very much from those of the older generation. Nowadays, a lot of youngsters are affected by peer pressure, is guidance of parents, and family crises, leading to their inappropriate behavior. The youth of older generations were diligent and

family- oriented; now, a lot of the old values have been destroyed. Many of today’s problematic youths point to family problems, like families broken due to early marriage, teenage pregnancies, and, sometimes, “home wreckers.”

However a lot of these can be prevented if, and only if, we are aware of what’s happening in our society. Their values are slowly sinking in the mud. Information in their generation is rapidly transmitted, unlike during our time.

Vehicle sales up 30% in Q1

SALES of automotive vehicles in the first quarter of the year increased by 30.1 percent to 97,284 units from 74,754 units in the same period in 2022, the joint report of the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) said Wednesday.

When you manage your classroom, one of the most important tool at your disposal is your voice. The way you communicate to your pupils verbally has much to do with how your pupils will respond to you. And it goes far beyond the message that you are actually communicating.

The way you use your voice – the tone, pace and volume – has a lot to do with how your message will be received and interpreted.

Pupils will tend to react more to the way you speak rather than what you may actually be saying. So the way you speak needs to be considered when you are teaching. Depending on how you speak you can either wind kids up or be ignored

or abused.

When you give instructions or you have something to explain, drop your volume, drop your tone, and slow down your pace. This works wonders in getting your message across. By speaking in this way, you can be sure to not say anything that will wind them up. You will also have less of a chance for your instructions to be misunderstood.

Most of us may give instructions the opposite of this way. We tend to feel the need to conquer the noise level in the classroom – to speak loud and in an irritated or excited tone. This only serves to wind up your class because your pupils will tune into your tone and to the volume of your voice.

The PSA also reported that the unemployment rate for February 2023 stood at 4.8%.

Meanwhile, the underemployment rate, the “number of underemployed persons or those employed persons who expressed the desire to have additional hours of work in their present job or to have additional job, or to have a new job with longer hours of work,” was recorded at 12.9 percent or 6.29 million of the total workers in February, according to the agency.

The PSA reported that the enterprises in the services sector employed the most number of workers, consistently dominating the labor market with a 59.6% share to the total employed population last February.

The agriculture and industry sectors came in at second and third, accounting for 24.1% and 16.3% of the total employed persons, respectively, according to the PSA.

The agency reported that the top five sub-sectors with the highest year-on-year change in the number of employed persons were wholesale and retail trade, repair of motor vehicles and motorcycles with 701,000, accommodation and food service activities with 580,000, agriculture and forestry with 554,000, other service activities with 362,000, and fishing and aquaculture with 340,000.

On the other hand, human health and social work activities, construction, mining and quarrying, information and communication, and manufacturing reported the biggest drop in terms of employment generation.

The wage and salary workers comprised the largest segment of the country’s total employment population 15 years old and over at 60.9%. This was followed by self-employed persons without any paid employees at 27.2%, unpaid family workers at 9.8%, and family-operated farms or businesses at 2.1%.

No regional employment rate was provided for February.

In Davao region, the employment rate in Davao Region stood at 95.1% last January. The underemployment rate was noted at 6.3%.

Dr. Gerna Manatad, DOHDavao assistant regional director, said that the situation is manageable, assuring the public that the current facilities for COVID-19 patients in the region are sufficient and not overburdened.

“We are at a very much controlled number of cases,” she said.

Manatad said the utilization rate for the health care facilities devoted for confirmed COVID-19 cases and symptomatic patients is still at moderate-risk.

A data released by DOHDavao showed that 33 out of 51 mechanical ventilators are used while 251 out of 635 non-ICU beds and 58 out of 129 ICU beds are occupied.

Manatad said the agency has prompted other private hospitals to open up COVID-19 beds in the event cases continue to rise.
