BAYAWAN CITY, Negros Oriental - Two of the four suspects being investigated by government authorities has tagged a certain Congressman Teves as the alleged mastermind in the recent killing of Governor Roel Degamo and eight other people.

In an interview with reporters, the suspects named a certain "Marvin" as the alleged middleman who contacted them to execute the plan of killing the governor.

will effect social transformation as social change has been so elusive all these years despite 14 years of Martial Law and two-people powered revolutions.

In a highly skewed societal pyramidal societal order, we do not need transactional but transformative leaders who must trailblaze the empowering of the poor and the vulnerable to draw those in the margins into the mainstream of development processes. Such is easier said than done and is very much doable. But first, that transformative leader must first lister to the cry of the poor and of the earth.

Let us recall that on June 18, 2015, Pope Francis published his now famous Encyclical Letter on “Care For Our Common Future” It began with words, “Now face as we are with global environmental deterioration, I wish to address every person living in this planet.” Central to the message is the world’s need for “an integrated approach to combating poverty, restoring dignity to the excluded, and at the same time protecting nature.”

Anyway, sometimes there is no sense in crying, but we feel paralyzed. A good friend of mine told me that a couple of days ago. Words cannot describe it and words fail me, but I wouldn't be a writer, if I couldn't express the right words at the right moment.

After the long talk with my friend, I must confess that, many times, I also felt speechless and paralyzed.

Look at this: follow ups seem to become the new national character. Indifferent people in our surroundings let us feel like that every day. Indifference seems to become one of the varagies in today's new society.

We try to get an appointment, but the other side seems to be very busy - every day of the week! Of course, we don't want to encroach on other people's time. Let's try again tomorrow! How do you feel, if you observe

Yes, I might fall out of favor with some readers with today's column, but guys, what's the difference between being busy, making a good deal of money out of something and just being indifferent or "not in the mood" to entertain people.

I can tell you frankly: Many people feel paralyzed and experience a terrible loss of power of movement or sensation while dealing with uselessness, if indifference, arrogance and ignorance determine the different situations in our daily life.

If the promise has been given to help or support someone, it shouldn't be broken by endless excuses and terrible stalling tactics.

A "YES" is a "YES" and a "NO" should be a "NO" and not "MAYBE", if a promise can't be held understandable

and comprehensive. I don't like to let somebody wait for an answer or during an appointment. I try to look after it or take care of it. If I have been informed that somebody tried to contact me, but missed me, I really do everything to find him or her. What's bad about it? Sorry, I really don't like being late or "remaining silent"... . How many good ideas and highly appreciated business deals had gone with the wind because of uncomprehending, unsympathetic and unappreciated everyday deals between fellow creatures? Can you get the hang of it?

Yes, sometimes I also feel uncomfortable while observing lost chances. Remember; we don't get anything for nothing in the whole word - sure! But first, we should learn how to keep promises, to help each other, to be honest and to be one of the leaders of national stabilization and consolidation.

Iloilo police warns public against ATM swindler

ILOILO CITY – The Iloilo City Police Office (ICPO) is warning the public to be wary of the swindling activity by the so-called “ATM queen” who was able to steal PHP130,000 from an elderly at Molo district last Feb. 25.

“We would like to warn our public who are doing transactions through Automated Teller Machines (ATM), especially our seniors or have no companions who are the potent target of the suspect,” said ICPO spokesperson Major Shella Mae Sangrines in a follow-up interview on Thursday.

She identified the suspect as Lunalyn G. De Pedro, 40, with last known address in Barangay Gustilo in La Paz district.

Sangrines said as per their record, De Pedro has 13 cases of theft, malicious mischief, swindling and violation of the Access Device Regulation Act of 1998 (Credit Card Violation Act) in Iloilo City; Sara town, Iloilo province; Bacolod City; and Lipa City in Batangas province.

The spokesperson added that probably there was somebody who bails her out so she was able to get out of jail.

“She was served with a warrant of arrest by the La Paz

Police Station but she posted bail and it took some time, we didn’t have reports of the ATM swindling until this Molo incident,” she said. The victim was a 62-yearold woman who made a deposit transaction in one of the ATMs in a mall in the Molo district but the machine did not dispense a receipt.

Negros Oriental bans pork products from Cebu

DUMAGUETE CITY – The provincial government of Negros Oriental has imposed a total ban on pigs, pork, and byproducts from nearby Cebu province following the first reported African swine fever (ASF) case in Carcar City.

The total ban will be in effect for the next 45 days based on an executive order issued on March 3, said Ophelia Felisilda, chief operations officer of the Provincial Veterinary Office (PVO), told the Philippine News Agency on Thursday.

“(The late) Governor Degamo signed and issued the executive order on the total ban even before the news of the ASF cases in Carcar City came out, to prevent the swine industry in Negros Oriental from being affected by the animal disease,” she said in mixed English and Cebuano.

On Wednesday, the Bureau of Animal Industry (BAI) in Region 7 confirmed the first ASF case in Carcar City, after 58 of 149 pig blood samples tested positive last March 1.

The BAI statement said the animals tested were from Negros Island, although it did not specify which of the two provinces – Oriental or Occidental – the pigs came from.

Cebu province has also banned the entry of pigs and pork-related by-products from Negros Island following the detection of ASF

cases in Carcar.

Meanwhile, Felisilda said that as of March 8, Negros Oriental remains ASF-free, based on reports from 17 of the 25 local government units (LGUs) submitted to the PVO.

Last month, the BAI conducted a seminar-training on pig blood sampling for the LGUs, she said.

She added the PVO has one animal diagnostic laboratory in this provincial capital where they can run blood samples for animal disease testing.

Proposed amendments to Constitution to benefit economy - Fitch Solutions

MANILA

The economy is expected to get a boost from the proposed amendment to the Constitution given that current focus includes the economic provisions, according to Fitch Solutions.

In a commentary dated March 7, Fitch Solutions said amendments to the economic provisions of the law, such as restrictions on foreign direct investments (FDI), will help improve the country’s global competitiveness.

It cited a report by Bloomberg regarding the approval by the House of Representatives on third and final reading of the measure creating a body that will propose amendments to the 1987 Constitution.

“While it is still early days in the process, any pro-business changes to the Philippine’s business environment would pose upside risks to our long-term growth forecast

of the Philippines and in particular to investments,” it said.

The commentary said possible removal of restrictions on foreign investments will boost capital formation in the country, which historically has averaged at around 23 percent of domestic output from 2005-2002.

“Changes to legislation could see this ratio rise by several percentage points over the longer term,” it said.

Fitch Solutions said the proposed changes will not only boost foreign investments but domestic investments as well.

“We expect the administration to continue to enact proinvestment reforms over the coming quarters, especially as the President has reaffirmed his plans to make the Philippines a prime destination for foreign investors,” it added. (PNA)

Everyday and anywhere , we can hear stories about superficial events, seen and happening in a dark, creepy place or abandoned houses and buildings but ours in Camaman-an Elementary School is different. A lot of incidents and talks from teachers and pupils were spreading that one of the classrooms of the Grade Six building seemed to have an unseen child living in it. The Grade Six Garnet adviser Teacher Janneth Seguar who is not a believer of disembodied soul , especially of a person who has died, appearing or manifesting among the living never gave any chance to believe such yarn. Eight years

ago, reports from students like footsteps of a younger child has found on the desks hopping from one chair to another, chair was pulled but nobody was seen doing, principal called to stop the child running on the edge of the lobby but the teacher found none and a lot more stories which didn’t affect teacher’s belief. But just this school year, 2022-2023, an occurrence happened which made her believed that indeed somebody is with her in the room. One day, August 26 in the afternoon of Friday, the teacher was printing when called to report in the principal’s office. Decided to continue the work after, went out and locked the door. A few minutes after she went back and continue her work

when she noticed a doodle on one of the paper. An illustration which said to be a little school girl’s handwork. To her surprise she checked other papers but it was really the only one with a drawing. Another circumstance of another drawing was found still during printing on September 2, 2022, Friday. The teacher tried to look for answers and explanations of the two drawings but nobody could give exact reasons why such things occurred. One thing is just for sure, the embodied being exist and is staying in the room with her. The teacher is not afraid though. Zambo cop, 3 ‘contract killers’ arrested, yield shabu

ZAMBOANGA CITY –

A policeman and three alleged contract killers yielded some PHP306,000 worth of illegal drugs and firearms after being separately arrested in this city, a top police official bared Thursday.

Col. Alexander Lorenzo, Zamboanga City Police Office (ZCPO) director, said the three alleged contract killers were arrested by joint police and Philippine Drug Enforcement Agency personnel in an anti-drug operation around 9:15 a.m. Thursday in Barangay Cabatangan.

Lorenzo identified them as Jonathan Espina, Rodel Julian, and Dexter Herrera. Another cohort, Yamato Francisco, managed to escape.

Seized from the suspects were some 15 grams of suspected shabu worth PHP102,000, a .45-caliber pistol, a .38-caliber revolver, a .45-caliber replica, and other pieces of evidence.

Two of the suspects, Julian and Francisco, were involved in two recent shooting incidents in Barangays San Roque and Talisayan here, Lorenzo said.

She also commended her fellow female public servants in the Marcos Cabinet who serve as “prime examples of empowered women.”

"Your presence and leadership in the Marcos Jr. administration is also a testament to the commitment of President BBM to inclusivity and to making sure that the best leaders have a seat at the table, regardless of gender," she added.

Pangandaman is the second female to head the DBM.

The first was the late Secretary Emilia Boncodin who introduced ground-breaking reforms on budget and pro-

curement and inculcated a culture of transparency in public financial management.

This year’s National Women’s Day celebration goes by the recurring theme from this year to 2028, “WE for gender equality and inclusive society,” according to the Philippine Commission on Women (PCW) website.

“WE” stands for Women and Everyone and Women’s Empowerment.

The recurring theme is embedded in the 8-Point Socioeconomic Agenda and the Philippine Development Plan 2023-2028.

It is also reflected in the Gender and Development Budget Policy directing all government departments and agencies to allocate a minimum of 5 percent of their respective annual budget. (PNA)

A website called GetSmarter defined Blockchain Technologies as “a form of distributed ledger technology that holds records of digital data or “exchanges” in a that makes them tamper-resistant.” This technology has a set of data that can be distributed to several individuals in a formed network. They can have a copy, view it and share it. The only thing a part of a network

cannot do is make changes to the data or transaction record. If an individual wants to add or eliminate a figure or set of information, he will be required to enter a password or a private code that proves him to be an officer allowed in making changes.

There are several products of Blockchain Technologies, mostly in Finance and Healthcare. Blockchain platforms are adopted with an aim to streamline processes, improve traceability and simplify trade, and secure financial transactions. Realizing its efficiency, several industries followed afterward.

In Supply Chain Management, Blockchain Technologies assisted a lot, especially that in this industry, a complex process is involved. I said complex process because the supply chain is composed of linkage among individuals, groups, resources, activities, and technology which makes the creation and sale of a product, even from the deliv-

ery of source materials to the delivery of the end product to the customer. Blockchain Technology was commonly used to address this complexity. Through the recording of data and activities in a system, everything in the supply chain was monitored.
