CAGAYAN DE ORO CITY (PIA)--The Department of Public Works and Highways (DPWH)-Cagayan de Oro City 1st District Engineer Office (CDO 1st DEO) takes the lead in the construction of four solar water system projects to answer the need for rising sustainable potable water sources.

628 Subanen learners benefit from DOST’s S&T Digital library

Six hundred twenty-eight Subanen learners from Geographically Isolated and Disadvantaged Areas (GIDA) in Conception, Misamis Occidental are now actively using STARBOOKS, the country’s first S&T digitized library, in seven public schools.

After six months of deployment, teachers have observed significant improvement in learners' competence. The beneficiary schools are Concepcion National High School, Malvar Elementary School, Migubay Elementary School, Balongkot Elementary School, Debaloy Elementary School, Concepcion Central School, and San and Francisco Elementary School.

“In the few months of using this offline teaching tool, we have noticed great results on the side of our learners through their actions and the way they respond to given commands and directions during classes. They are now much more eager to come to school compared to those last times when the said scientific referencing tool hasn’t yet been installed. They become more attentive, energetic, and participative in class if the STARBOOKS is the teaching tool to use during discussions”, said Ms. Winilyn C. Magdusa, San Francisco Elementary School. Learners can now explore and learn science and technology in a more

comprehensible and enjoyable way amid their isolated geographical location since its installation on September 16, 2022.

Moreover, teachers expressed gratitude to DOST10 for the assistance as it helped them in delivering their classroom lectures innovatively. “It revolutionized my teaching strategies to the extent that I can explore and connect my subject to interdisciplinary schemes, and for the scientific referencing tool”, said Jamael Marohombsar, Debaloy Elementary School.

STARBOOKS is a Science Digital Library developed by the Science and Technology Information Institute of the

El Salvador national yields P16.5-M cocaine at NAIA

MANILA – Airport authorities led by the Bureau of Customs (BOC) apprehended on Monday a foreign national carrying cocaine worth more than PHP16 million concealed in his luggage, at the Ninoy Aquino International Airport (NAIA) in Pasay City.

PNP to start probe on 'measly' 2022 service incentive of cops

MANILA – The Philippine National Police (PNP) will start the investigation on the release of service recognition incentives (SRI) to police officers for fiscal year 2022 after reports that some received less than the agreed amount.

PNP Chief, Gen. Benjamin Acorda Jr., said they would coordinate with Interior Secretary Benjamin Abalos Jr. and other concerned offices to look into the matter.

“We are constantly coordinating with the SILG (Secretary of the Interior and Local Government). Meanwhile, Evangelista said some traders have agreed to set a cold storage wholesale price following their stakeholders’ meeting.

“Kaya po ang sabi natin, ang wholesale na para sa cold storage, PHP115. Ito po ang napagkasunduan namin for the red and PHP100 for the white. ‘Yan po ang magiging basehan kung magkano naman dapat ibagsak sa palengke (That’s why we said, our wholesale [price] for cold storage is PHP115. This is what we have agreed on for the red and PHP100 for the white. That will be the basis how much it should be in the market),” she said.

Such price considers the farm gate price at PHP75 to PHP85 during the harvest season.

Evangelista said that for the retailers to implement a PHP150 market price, the price of onions from cold storage must reach at PHP125 to PHP130.

Apayao province braces for Super Typhoon Mawar

LAOAG CITY — The Apayao provincial government is taking proactive measures and bracing for the incoming Super Typhoon Mawar (local name Betty) which is expected to enter the Philippine Area of Responsibility (PAR) in the next few days.

As of 4 p.m. Tuesday, Mawar was spotted 2,285 kilometers east of the Visayas area, outside the PAR, with a maximum sustained winds of 185 kilometers per hour near the center, and gustiness of up to 230 kph.

It is projected to enter PAR by Friday evening (May 26) or Saturday morning (May 27).

As moderate to heavy rains are now being experienced in some parts of the province, Governor Elias Bulut Jr. on Tuesday directed local officials to mobilize the necessary resources to prepare for the super typhoon.

On Tuesday afternoon, the Provincial Disaster Risk Reduction and Management

Office (PDRRMO) has been activated to coordinate the overall response efforts.

Emergency response teams, including rescue units, medical personnel, and relief workers, have been put on standby and will be deployed to vulnerable areas across the province.

Bulut also urged residents to remain vigilant and follow the advisories and warnings issued by authorities.

Ilocos Norte town fishers adopt eco-friendly fish trap technology

LAOAG CITY – Over 100

fishermen from Dilavo, Pasuquin, Ilocos Norte have received their “lambaklad” (fish net), an eco-friendly fish trap technology to boost their production.

Funded by the Bureau of Fisheries and Aquatic Resources (BFAR) based in Ilocos Region for PHP2.8 million, the lambaklads were handed over to the Dilavo Fishermen Association represented by its president, Joel Queddeng.

“We are so thankful and blessed to have this project in our town. We will do our best to take good care of it for our future,” said Queddeng

in an interview Tuesday.

Coined from the Filipino words “lambat” (net) and “baklad” (corral), lambaklad uses a stationary huge fish trap laid down under the sea. It is a Japanese fishing technology adopted in the Philippines since it is sustainable and eco-friendly.

The project was formalized through a memorandum of agreement between the BFAR, the local government unit of Pasuquin, and the Dilavo Fsihermen Association Inc. signed on May 19.

As part of the agreement, the 120 active association members will undergo skills training and participate in the construction, operation, management and maintenance of

the Lambaklad project.

Vanessa Abegail Dagdagan, senior aquaculturist of BFAR-Ilocos Norte, said in an interview Tuesday that the technology could help uplift the living conditions of the small-scale fisherfolk by providing them with livelihood intervention that is sustainable and environment-friendly.

To assist the fishermen association, Dagdagan added that they will provide technical support and regular monitoring of the association to ensure the success and viability of the project.

Spiritual writers like the British Samuel Taylor Coleridge (1772-1834) noticed that mankind had stopped thinking even two centuries ago. That was during his age. Much less is truth about a certain view or choice that may be supported by a majority of the people. Truth can only be found in God when the Spirit of Truth shows us what truth is.

We are reminded of this very important aspect of our life when in the gospel of St. John, Christ said that the Spirit of Truth “will guide you to all truth. He will not speak on his own, but he will speak what he hears and will declare to you the things that are coming.” (Jn 16,13)

To know the truth and to be in the truth are a matter of being discerning of what the Holy Spirit tells and shows us. In short, we cannot know and be in the truth unless we follow what the Spirit tells us.

We just cannot rely on facts and data and a majority vote to be in the truth. Understanding truth that way, without the inspiration of the Spirit, would just lead us to be deceived in a way that can be most subtle and convincing. But the result or the effect of such misunderstanding of truth would only be greater division among us or some harm.

Somehow, we can verify the effect of such misunderstanding of truth just by looking at how there is now a lot of division and misunderstanding among ourselves in spite of the tremendous developments we have in the sciences and the technologies. We can have a glut of facts and data and we can make choices by majority vote, and still the truth would elude us.

Facts and data need a proper spirit for them to serve the cause of truth. We need to realize that truth in the context or setting of our human condition needs a proper spirit. Without considering the proper spirit, they can only be used --or misused-- by all sorts of possible human motives that in the end may not be right for us, or may just be self-serving to some of us but harmful to others.

The truth that comes from the Spirit of truth obviously can make use of facts and data and the results of some majority vote, but it will always be a dynamic one that in end would lead us to our ultimate goal in life --our own salvation, our attainment of the fullness

of our human dignity as children of God, sharers of his divine life and nature.

We can ask the question: how can we see the truth amid our unavoidable biases and other conditionings that affect how we see, judge, and react to things?

The simple answer is to be like Christ who himself said that he is “the way, the truth and the life.”

Thus, in the gospel cited above, Christ clearly said that the Spirit of truth “will take from what is mine and declare it to you. Everything that the Father has is mine; for this reason, I told you that he will take from what is mine and declare it to you.” (Jn 16,14-15)

We obviously need to adjust our understanding of what truth is and of how we can be in the truth. To know and to be in the truth need to be pursued in the context of our relation with God through Christ in the Spirit. They just cannot be achieved through pure science or reliance to facts, data, and majority vote!

BFAR vessel test expedition in N. Samar yields 1.5 tons of tuna

TACLOBAN CITY – The vessel donated by the Bureau of Fisheries and Aquatic Resources (BFAR) to fishermen in Northern Samar made its first voyage harvesting 1.5 tons of highvalue species.

The BFAR regional officer here reported on Tuesday that the first testfishing mission of the FV/ DA-BFAR 2102 steel hulled fish harvester within the Pacific Ocean on May 15 to 16 was successful.

Dan De San Miguel, BFAR tuna conservation management zone focal person, said in a phone interview that on board the vessel were local fishermen, local government officials, selected trained technical staff of the BFAR central office and Eastern Visayas

regional office, and staff from the BFAR provincial fishery office.

“The expedition evaluated the performance and capabilities of the vessel and assess(ed) the skills of its municipal fisherfolk crew members in the actual operations of the said 50 gross ton fishing vessel within commercial waters. The fishermen’s cooperative will be trained further on how to further improve their fishing activities using the new ship,” said De San Miguel, who was with fishermen during the expedition.

He assured the sustainability of the vessel’s operation with a series of training on how to operate the vessel and continuing technical assistance from BFAR.

Upon the vessel’s arrival at the port of Mapanas in Northern Samar on March

16, the local government unit and BFAR followed the prescribed fish storage practices and sold the bulk of its catch to the residents of Northern Samar towns facing the Pacific Ocean.

Mapanas Mayor Ronn Michael Tejano who sailed with local fishers said in a phone interview the crew traveled back filled with joy and pride having caught 1.5 tons of fish consisting of yellowfin tuna, skipjack tuna, and galunggong (blue mackerel scad).

"With more fish expected to come in and more regular voyages, we are prospecting an increase of needed labor with the local fisherfolk to deal with the demand of work,” Tejano said.

CEBU CITY – Drug syndi-

cates here suffered a major blow after an elite unit of the Police Regional Office - Central Visayas (PRO-7) in confiscated a total of PHP8.3 million worth of shabu from three suspects, the top regional police official said on Tuesday.

Brig. Gen. Anthony Aberin, PRO-7 chief, said the seizure of 1.2 kilos of shabu in Barangay Pobla -

cion Pardo here on Monday netted three suspects -- Anthony John Adlawa, alias “Daot,” 31; Archie Marollao, alias “Poloy,” 38; and Amid Gantalao, 42.

The trio was the subject of an intelligence operation by the Regional Police Drug Enforcement Unit 7 and the Philippine Drug Enforcement Agency (PDEA-7), according to Aberin.

“The operation resulted in the recovery of an esti -

mated 1,225 grams of shabu with a standard drug value of PHP8,330,000, a pack of Alishan Jin Xuan Tea used as the container of the illegal drugs, an eco-bag, a backpack, buy-bust money and a mobile phone,” the police report said.

The arrest of the three whom Aberin called “newly identified drug personalities” is expected to reduce by 30 percent the illegal drug activities in the community. (PNA)

“The new center will help the IPs of Barangay Claro Cortez preserve their cultural practices and traditions. It will also serve as a meeting area for the indigenous community,” DSWD-13 said in a state -

DAVAO CITY – The Department of Agriculture in Davao Region (DA-11) has recently turned over a PHP20- million Bamboo Rural Enterprise and Development (BREAD) project to the Davao del Sur State College (DSSC) in Matanao town, Davao del Sur province.

In a Facebook post Monday, DA-11 Director Abel James Monteagudo said the BREAD project intends to upscale the bamboo industry by increasing productivity in the region.

This can be done, he said, by promoting, producing, and processing engineered bamboo as a substitute to the diminishing wood industry in the country.

Agudo said the established bamboo processing hub, handed over to the DSCC on May 19, would also serve as a training facility for the youth, farmers, and other interested individuals.

“Through this project, we are harnessing innovative technologies, implementing sustainable practices, and unlocking new

avenues for growth and prosperity, Monteagudo said.

He also called on other government agencies to collaborate and amplify their efforts.

Meanwhile, DSSC president Augie Fuentes lauded DA-11 for making the project a reality.

“It unlocks the potential of the bamboo industry in providing sources of livelihood for rural communities in pursuit of economic development, environmental protection, and climate change mitigation,” she said. (PNA)

1. Petitioner MINOR ABDUL HAFID BARAZAR DERAMPA represented by his mother FARHANA TUGAYA BARAZAR, is Filipino, twelve years of age, and a resident of Brgy. Lilod Saduc, Marawi City, Lanao del Sur where he may be served with notices and other court processes;

2. Respondent City Civil Registrar of Marawi City, Lanao del Sur is the custodian of all records of birth in Marawi City whose office is located at the City Hall Compound Marawi City, Lanao del Sur where she may be served with summons and other court processes;

3. Respondent Civil Registrar General of the Philippine Statistics Authority (PSA) is impleaded as the central custodian of all records of birth in the country and may be served with notices, order and other court processes at the PSA, NSO Building, East Avenue, Diliman Quezon City;

4. Petitioner, who was born on February 14, 2010, is the first child among the children of spouses Farhana Tugaya Barazar, and Lala Musa Derampa, copy of the Certificate of Live Birth (COLB) issued by the Philippine Statistics Authority (PSA) with Registry Number 2017-08152 is hereto attached as Annex “A”;

5. When the parents of the petitioner filed and registered the COLB of the petitioner before the City Civil Registrar in Marawi City, they supplied correct and true entries as evidenced in the negative COLB issued by the Local Civil Registrar of Marawi City, copy of the COLB issued by the City Civil Registrar of Marawi City is hereto attached as Annex “B”;

6. However, when the parents of the petitioner went to PSA Iligan City to get the PSA COLB of the petitioner, they were shock when they saw that the entry in the father’s name of the petitioner is shown as “JAMAL BAYABAS MOHAMADALI” and the spelling of the surname of the petitioner is shown as “DIRAMPA”;

7. The parents of the petitioner, then and there, immediately complain before PSA Iligan City regarding the erroneous entry in the FATHER’s Name of the petitioner and the erroneous spelling of the surname of the petitioner;

8. But the PSA Iligan City advised them to go to the City Civil Registrar where they initially filed the petitioner’s COLB;

9. The parents of the petitioner went to the City Civil Registrar of Marawi City and complain as to why the entries in the Father’s Name of the petitioner entered as “JAMAL BAYABAS MOHAMMADALI” when it should be LALA MUSA DERAMPA” and the surname of the petitioner entered as “DIRAMPA” when it should be “DERAMPA”;

10. The City Civil Registrar of Marawi City advised the parents

of the petitioner to come back at a later time as they will try what they can do about the complain of the parents of the petitioner;

11. When the parents of the petitioner went back to the City Civil Registrar of Marawi city, the latter just advised the former to file a petitioner(sic) for correction before the court;

12. Hence, herein Petitioner, represented by his mother, is left with no recourse but to seek judicial remedy for the correction of the erroneous father’s name shown in his COLB and the spelling of his surname;

13. To prove that the father of the petitioner is LALA MUSA DERAMPA, copy of the Certificate of Marriage of the parents of the petitioner with Registry Number 2021-5000324 is hereto attached as Annex “C”;

14. This petition is filed without the slightest intention to defraud or prejudice the government or any private entity; its ultimate purpose being to correct the erroneous entry as appears in the public records of the Civil Registry and thus make it reflective of the petitioner’s correct father’s name LALA MUSA DERAMPA and his correct surname DERAMPA. That pursuant to Sec. 1, Rule 74 of the Revised Rules of Court of the Philippines, and the HEIRS-SELLERS herein being all of age, they have agreed to divide as they do hereby divide and adjudicate, the real property abovedescribed, in equal shares pro indiviso;

(We have a new project, the solar water system. We have identified four areas for that project: one in Barangay San Simon, two in Dansolihon, and one in Tagpangi).

Manzano disclosed that the identified areas only rely on spring water as a source of their potable water. To address the issue, their office allocated a total of P36 million in project costs, or P9 million per solar water system, to improve their water source.

The CDO 1st DEO will construct a control house, intake box, and overhead tank or reservoir to collect the water from the source, which will be distributed in the areas via tap stands. Instead of using an electricpowered water pump, they have installed a solar-powered pump to reduce expenses for the beneficiaries.

A memorandum of agreement was signed with the barangay beneficiaries to ensure that future repair and maintenance costs of the system will be their responsibility.

All newly appointed police commissioned officers are formally turned over to the Directorate for Human Resource and Doctrine Development (DHRDD) to undergo the mandatory Officer’s Basic Course and Field Training Program before reporting to their respective unit assignments.

Globe Group cheers passage of bill strengthening Intellectual Property Code, cites benefits of effective site blocking vs piracy

The Philippines will reap significant benefits from enforcing site blocking to combat piracy, the latest YouGov consumer surveys commissioned by the Coalition Against Piracy (CAP) showed, redounding to the vibrancy of the P1.60-trillion creative industry, a top contributor to the economy.

The Globe Group said this as it celebrated the passage of House Bill No. 7600, which proposes revisions to the country’s 26-year-old Intellectual Property (IP) Code, including allowing site blocking, to address gaps that have allowed online piracy to endure and to empower regulators to act against violators.

The bill, authored by Albay 2nd District Rep. Joey Salceda, was approved on third and final reading at the House of Representatives on Monday, May 22. The bill will then be transmitted to the Senate.

CAP surveys showed that in countries where site blocking is being effectively implemented, positive behavioral change has been observed, with 62% of

consumers in Indonesia and 64% in Malaysia changing their viewing habits, opting instead to watch free and legal streaming or either stopping or reducing use of pirate sites.

In the Philippines, 58% of consumers engage with pirated content, yet they expressed willingness to pay for legal content if not available on piracy services. Based on multiple answers, the survey revealed that 53% of respondents would pay for subscription services, 15% for individual payper-view, 28% for cinema viewings, 13% for Blu-Ray or DVD, and 39% would opt for legitimate ad-supported media such as free-to-air or online platforms.
