Death toll in shear linedriven storm rises to 17

MDNN NATIONAL – With the bad weather continuing to threaten the country, the National Disaster Risk Reduction and Management Council (NDRRMC) reported the death toll to have increased to 17.
Still, the shear line-driven phenomenon, according to NDRRMC, was the main culprit in the continued rains and floods that hit Northern Mindanao, Eastern Visayas and parts of Luzon.
NDRRMC data showed 9 deaths in Northern Mindanao, 5 deaths in Bicol Region and 1 death each for Zamboanga Peninsula
and Eastern Visayas.
In Northern Mindanao, the highest number of casualties was recorded in Misamis Occidental, which registered 7 deaths, while the other two fatalities were recorded in Gingoog City and Misamis Oriental.

Globe optimizing SIM Registration portal for better customer experience
Customers have until April 26, 2023 to
Globe, the leader in Mobile, launched its SIM Registration portal new. globe.com.ph/simreg early on December 27, Tuesday, in compliance with the law but had to make the site temporarily inaccessible to ensure a better registration experience for customers.
Several customers were able to access the site and register between 4 a.m. and 7 a.m. but the portal temporarily went offline as the site is being optimized. Globe aims to have the online platform back up within the day.
“We would like to thank our customers for going in to register early. Technical teams are working double time so the online platform can go live before the day ends. Rest assured that we are optimizing our systems to give you a better registration experience. We’d also like to remind our customers that there is enough time to register,” said Yoly Crisanto, Chief Sustainability and Corporate Communications of the Globe Group.

BFP records 13K fire incidents for 2022

MANILA – The Bureau of Fire Protection (BFP) reported that fires in the country went down by 4.02 percent from January 1 to December 26 `this year.
In a television interview Wednesday, BFP spokesperson Supt. Annalee Carbajal-Atienza, said 13,029 fires were posted from January 1 to Dec. 26, a 4.02 percent lower than what was recorded during the same period in 2021 at 13,574.
While there was a downtrend in the number of fires in the country, Atienza however said there was an increase in the number of fires caused by firecrackers or fireworks.
Records showed that there were 19 fireworks or firecrackers-related incidents recorded in 2022 compared to seven posted during the previous year.
Atienza urged the public
to refrain from using firecrackers and fireworks and should watch the fireworks displays organized by their local government units instead in welcoming the New Year.
She appealed to the public not to expose themselves to the danger brought by firecrackers and instead use improvised noisemakers to welcome the New Year.
It is also advisable, she added, that every family should exercise an emergency drill at home so they would be able to respond to possible fires.
“Families should talk about the location of fire extinguishers and fire exits as well as what to do in case of fire,’’ she said.
She also assured that enough BFP personnel and fire trucks are now deployed in strategic places especially in Metro Manila in time for the New Year revelry. (PNA)

Of the Country’s Resources: Who Control? Who Profits? A Disempowered People
Of the country’s resources, be natural or financial, three questions must now be asked: Who profits? Who decides? Who controls?
We can categorically answer that in the Philippines, it is never the people but only a few elite, the ruling class, the landlords, the TNCs, the cartels, the conglomerates, the monopolies and if I may add, the most recent – some legislators. Poverty is rooted, not in the lack of resources but in the powerlessness of the people to have access and control over their resources which are fast slipping through their fingers. That’s what development experts say. That’s what the people perceive now in the light of the pork barrel scams.
Look at Mindanao, so rich yet so poor. While the island oozes with ecological resources, poverty is glaring in the life of the peasants who must till the land not their own. And if they do, they are victims to a mode of production and marketing system that they do not control. The farmers have been “robbed” of farming, using seeds and technologies which are not within their control but by big agri-business corporations.

But the momentum is ours, too. It's tempting to believe on New Year's Day that we are standing still while the world rushes on, as if we were passengers in one of Einstein's thought experiments. But who is to say that we aren't the ones

How about our ordinary consumers? How powerless they are as they are consuming what they are not producing! Yes, our country has become a dumping ground of finished products and cheap source of raw materials. It is a pity that everything sold in this country, from needle to tractor, passes at least five marketing layers so that a P.65 pill of Lipitor- bought
rushing onward, and the world is trying desperately to keep up? Time's arrow is embedded in the very nature of this universe, and it's a good thing, too, because otherwise everything would be so disorganized.
Many times we are really in too much of a hurry while feeling uncomfortable if we notice how time flies. Yes, my late grandmother was right, when she said: The older you become, the faster time passes by. My late mother told us the same. Yes, I am 69 now. I can only strongly agree with her.
When I was still a teenager, I was longing to be an adult already. Later, I enjoyed listening to my late grandmother (born 1898!) stories such as "Once upon a time" or "When I was young" from her life yesterday's life... .
After a couple of years, especially while observing that time really flies like a racket to the moon, I also have the same question in mind: Are the present hours and days less valuable?

Unvaxxed Cebuanos urged to get jabs before Sinulog

CEBU CITY – The Department of Health in Central Visayas (DOH-7) on Wednesday encouraged Cebuanos who have not been vaccinated for their initial two doses yet to take their jabs to be protected against coronavirus disease 2019 (Covid-19) before the Sinulog celebration in January.
Dr. Eugenia Mercedes Cañal, Regional Epidemiology Surveillance Unit (RESU)-7 cluster head, said their data shows no threat of a Covid-19 surge in Cebu province, attributing the decrease in cases to the effective vaccination campaign of the government.
Despite the crowding of people in some commercial centers and establishments during the Christmas holidays, Cañal said the number of cases has continued to decrease as compared to 2020 and 2021 when infections were at an all-time high.
“If we based on our data, there would (be) no impending surge or what. Again, as I have mentioned, it may be because the vaccine is very effective in protecting the community (against Covid-19),” she said in a media forum.
However, Cañal said the gains in the fight against the pandemic should not be a reason for the public to be complacent, as incidents of surges in cases at the height of the public health crisis in 2020 were caused by the easing of people’s vigilance.
“Again, let’s not be too confident about it kay wala ta kahibalo sa (because we don’t know yet about the) virus. It can just take overnight. We don’t know what will happen. But then again, ang atong
komunidad, ang tagsatagsa nato, pirme nato gi-remind ug gi-encourage nga magpakabakuna ta (our community, our individual self, we are always reminded and encouraged to be vaccinated),” she said.
Ca ñ al also reminded the Cebuanos to wear face masks in areas with poor ventilation to avoid getting infected during the holidays up to the Sinulog fiesta.

TACLOBAN CITY –Red tide remains in IrongIrong and San Pedro Bays in Samar province more than a month after the two bays turned positive for paralytic shellfish poisoning (PSP) toxin, the Bureau of Fisheries and Aquatic Resources (BFAR) reported on Wednesday.
Citing the latest laboratory results, BFAR said the presence of toxic red tide in both seawater and shellfish meat is still beyond the regulatory limit.
“All types of shellfish and Acetes sp. or alamang or hipon gathered from these bays are not safe for human consumption,” the BFAR said in its advisory.

The two bays are included in the national shellfish bulletin issued by the BFAR central office.
Local red tide advisories are still in place within Matarinao Bay in General MacArthur, Hernani, Quinapondan and Salcedo, Eastern Samar; Cancabato Bay in Tacloban City and coastal waters of Guiuan in Eastern Samar due to the presence of pyrodinium bahamense, a toxic microorganism that causes PSP.
The BFAR regional office here is still waiting for confirmatory test results from the BFAR National Fisheries Laboratory.
“To safeguard human lives, a local red tide warning is issued in this area as a precautionary advice to the public to refrain from gathering, selling, and eating all types of shellfishes from the said bay,” BFAR added.
Fish, squid, crab and shrimp gathered from these areas are safe to eat provided that all entrails are removed and the marine products are washed thoroughly with running water before cooking.
The BFAR asked local government units to heighten their watch against the gathering, trading and consumption of shellfish to prevent the incidence of PSP which can occur minutes after ingesting bivalve shellfish (such as mussels, oysters, and clams) that contain red tide toxins.
Early PSP symptoms include tingling of the lips and tongue and may progress to tingling of fingers and toes and then loss of control of arms and legs, followed by difficulty in breathing.
Red tide is a term used to describe a phenomenon where the water is discolored by high algal biomass or a high concentration of algae. (PNA)

DTI confiscates P64-M uncertified goods in Jan-Nov

MANILA – The Department of Trade and Industry (DTI) reported on Tuesday it confiscated a total of 219,693 uncertified products worth PHP64.5 million from January to November this year.
The DTI said it intensified its market monitoring in cracking down on uncertified goods to protect consumers from substandard electrical and electronic products, mechanical and construction materials, as well as chemical and other consumer products and systems.
During the DTI’s Fair Trade Enforcement Bureau’s (FTEB) market monitoring last Dec. 16, it seized PHP418,578 worth of uncertified products in retail stores in Manila alone.
The 650 confiscated uncertified goods include LED bulbs, lavatories and water closets, electric fans, electric rice cookers, electric food mixers and induction cookers.
Nine retail firms in the capital were issued with Notices of Violation (NOVs).
Last Dec. 7, FTEB said eight establishments were issued with NOVs for selling uncertified goods such as electric kettles, electric food mixers, electric fans, electric grills, electric cookers, electric food processors, electric rice cookers, electric juicers and self-ballasted LED lamps.

“The DTI’s intensified enforcement operation is to ensure that household appliances and other consumer products in the market have undergone and met safety standards,” DTI Undersecretary for Consumer Protection Group Ruth Castelo said.
She said this DTI initiative aims not to restrict businesses but to ensure the safety of consumers from buying uncertified products that did not undergo proper testing. (PNA)

MANILA – The local stock barometer finished higher while the peso ended weaker against the United States dollar on Tuesday’s trading.
The Philippine Stock Exchange index (PSEi) gained 23.87 points, or 0.37 percent, ending the day at 6,564.90.
Philstocks Financial Inc. research assistant manager Claire Alviar said the local bourse gained along with Asian peers after China eased its coronavirus disease 2019 (Covid-19) restrictions, boosting the sentiment in Asia as this may increase the demand in the region.
“China announced that they will end quarantine for inbound travelers on January 8 next year, and downgraded Covid to a less strict Category B from A, symbolizing an end to its zero-Covid policy. Once China eases its restrictions, we expect their consumer demand to rise which would have a positive impact on our exports,” she said.
All shares also went up by 8.95 points to 3,441.42.
Four counters finished the day higher, led by Holding Firms gaining 57.55 points to 6,501.19.
This was followed by Property, up by 26.29 points to 2,902.63; Industrial, up by 4.38 points to 9,365.09; and Services, up by 1 point to 1,607.33 from last week’s trading.
Advancers outperformed decliners at 97 to 88, with 42 remaining unchanged.
Traded shares amounted to PHP2.89 billion.
Meanwhile, the Philippine peso ended the day weaker at 55.90 to a US dollar, lower by 0.75 from the Dec. 23 trading.

Esperanza NEXUS hosted the RAVE 2022: The First Araw ng Parangal of the District of Kinoguitan on February 14, 2022 at the school covered court.
RAVE stands for Recognizing Accolades of Value and Excellence which aims to value the significant contributions and celebrate the talents and skills of the teaching and non-teaching personnel of Kinoguitan District.
The Local Government Unit headed by its Chief Executive, Hon. Mayor Lilibeth M. Lagbas, graced the event together with some of the municipal councilors.
After the program preliminaries, Mr. Rechie A. Lazalita, School Principal of Esperanza National High School and Esperanza Senior High School, gave his welcome message. He also acknowledged the support given by Mayor Lagbas and the whole Local Government of Unit of Kinoguitan in every program of the department. He also thanked the teachers of ENHS/ESHS for all the preparations that they exerted to make the venue presentable and organized.

ing personnel from 14 schools in the District of Kinoguitan then ramped through the red carpet their ravishing suits and gowns.
Thus, in the message of Dr. Emere Jenisan, Public Schools District Supervisor of Kinoguitan, she praised the wardrobe preparations of the teachers which according to her reflected the excitement of the teachers in receiving their hard-earned awards and recognition.
Dr. Jenisan also recognized the active leadership of the host principal, Mr. Rechie Lazalita, for working tirelessly in leading his teachers in all sorts of preparations which made the activity successful.
Dr. Jenisan further expressed her heartfelt gratitude to the support given by the Local Government of Kinoguitan headed by Mayor Lagbas for consistenly answering the needs of the teaching force in the district.
Then, each teacher from all corners of the district, showcased their hidden talents and skills which made the night livelier.
In the message of Mayor Lagbas, she mentioned that
teachers of Kinoguitan District are not only competent, but are also talented. She also thanked the teachers for passionately doing their tasks even the threats and hardship caused by the pandemic.
Mayor Lagbas also mentioned that she and the Local Government Unit of Kinoguitan are partners of the Department of Education in uplifting the lives of every Kinoguitanon students. She further said that she will always support the noble programs of the department.
After the mayor’s message, dance numbers continued. Surprise and raffle prizes were also given which gave the crowd more engaging and enthusiastic.
The teachers from various schools also excitedly received their plaques and certificates as they are called one by one on stage. District and division level awardees were also recognized as they receive their tokens and plaques in front of the crowd.
The night ended with full of vigor as teachers feel that they are valued and appreciated despite all the odds.

DAVAO CITY – The city government is set to implement hybrid processing for the one-stop-shop renewal of the mayor's permit for 2023.
In a statement Tuesday, it said clients who seek to renew their mayor’s permit can do their transactions using either the face-to-face or online systems.
This came after the city’s Business Bureau set up processing in strategic areas of the locality for the renewal of the mayor’s permit that will run in January next year.

Gingoog City declares state of calamity

(PIA)--The Gingoog City Government declares a state of calamity as they experienced flooding in multiple barangays due to moderate to heavy rains caused by shear line and wind convergence, December 25.
Sixteen out of the 79 barangays were flooded with waters up to four feet high prompting local authorities to evacuate residents. Sangguniang Panlalawigan Resolution No. 2022- 361 was issued, December 25, to urgently address the needs of the affected areas.
“Our priority is to protect and save the lives of Gingoognons,”
Gingoog City Mayor Erick Cañosa said.
The mayor disclosed that City Engineering Office personnel are monitoring and assessing the damages brought by the flooding incident, and the City Agriculture Office is monitoring the damages to the farmlands in the affected barangays.
Further, the City Social Welfare and Development has started its calamity support activities in the affected barangays and evacuation areas to assess the needs of the evacuees.
No cases of casualties and missing persons were reported to the Gingoog City Disaster Risk Reduction and Management Office
(CDRMMO), as the city records a total of 6,908 families sheltered in the different evacuation centers in the city as part of the preemptive evacuation procedures.
The city government is thankful for the private sector which had expanded its assistance in the rescue efforts of the city government.

“Our latest CDP rating reaffirms our commitment to climate action through business strategies, operations, and transparency, responsive to the urgency of climate change. We will continue to address climate-related risks as we endeavor to stay on track in our net zero commitment,” said Globe Group Chief Sustainability and Corporate Communications Officer Yoly Crisanto.
Globe regularly discloses its business milestones related to climate action to the CDP to report its progress in achieving its environment-related targets. Under CDP’s metrics, organizations are rated from a scale of A to F, with A being the highest environmental performance rating.

CITY - The Office of Civil Defense, which is also the RDRRMC Operations Center based in this city reported that as of yesterday (December 27), the number of dead persons during the aftermath of shear line-driven storm, has already escalated to 16.
In a progress report made by the Office of Civil Defense - RDRRMC Operations Center based in this city and furnished to MDNN by Regine James, Operations Center Duty Personnel - the identities of those who died were as follows: Lorenz Bargoya, 18, Gingoog City; Bebing Ambento Salindim, 47, San Fernando, Bukidnon; Melencio Lomanoy, 63, Impasug-ong, Bukidnon;
Fe Sencil, Jimenez, Misamis Occidental; Felicidad Dangcalan, 68, Jimenez, MisOcc; Mark Lester Dampas, 20, Tudela, MisOcc; Jestoni Lapat, 27, Tudela, MisOcc; Elenita Calamian, 43, Brgy Mialem, Oroquieta City; and Mario Sambiog, 70, Brgy Mialem, Oroquieta City.

Castillon, 48, Casusan, Aloran.
The data, according to the report, was relayed to them by the Provincial Disaster Risk Reduction Management Offices in Misamis Oriental, Misamis Occidental, Bukidnon, Camiguin, Lanao del Norte, DSWD-10, and DOH-CHDNM.
The provinces of Misamis Occidental and Misamis Oriental were heavily affected by landslides,
rains, and floods, according to the report.
"Shear line has affected Northern Mindanao which started on December 24, 2022 up to this writing. The Region experienced heavy to torrential rains which prompteD the Local Government Units (LGUs) to evacuate their residents," the report said.

The NTF-ELCAC was created by Executive Order No. 70 in December 2018 to employ a whole-of-nation approach to end communism and institute peacebuilding initiatives.
In another interview, Senator Francis Tolentino assured that the Senate is implementing "institutional changes" to protect the budgetary support for NTF-ELCAC and other government anti-insurgency
programs.

The creation of the commission is being pushed by a group of former CPP-NPANDF members and highranking officials who have renewed their allegiance to the government.
"We want to spill out the truth for the nation, not only to correct and rectify the history, but also to protect the future generations about the destructive nature, the manipulative, and the dangerous na kaisipan at baluktot na organisasyon ng (ideology and crooked organization of the) CPPNPA-NDF," said Jeffrey "Ka Eric" Celis, a former CPP-NPA leader and host of the SMNI program that interviewed Dela Rosa and Tolentino.

“The DA I&E received derogatory information regarding container vans consigned to Taculog J International Consumer Goods Trading, Asterzenmed Inc, and SB Express Logistics and Business Solutions for allegedly containing smuggled agricultural products,” it said.
This led to their simultaneous anti-smuggling operations with other government agencies, starting Dec. 21 to 23.
Most smuggled agricultural products were found in 12 40-foot container vans in ports in Manila and Cagayan de Oro.
These were misdeclared as frozen seafood, bread, pastries, plastic bottles, slippers, cat litter, and other household items, among others.
Almost PHP72 million worth of the total estimated agricultural products were yellow and red onions, while the rest were carrots, boneless buffalo meat and used clothing.
“The Department of Agriculture is preparing to file charges against the same for violation of the Food Safety Act of 2013 (or) Republic Act (RA) 10611 and the Anti-Agricultural Smuggling Act of 2016 (RA 10845) to ensure that these importers will be held liable for endangering the consumer’s health and the livelihood of our farmers and fisherfolk,” the DA said.
To date, the DA I&E said its team is still working on its intelligence surveillance and operations against erring traders.
The DA I&E works closely with the Bureau of Customs, the Philippine Coast Guard and the Bureau of Plant Industry.
The DA, earlier, said it will continue with its intensified campaign against smuggling to help stabilize food prices in the country as well as protect local farmers.
Amid the confiscation of millions of pesos worth of smuggled onions, the DA maintained its position to exercise caution in issuing import permits to prevent the proliferation of smuggled onions in the market.
However, prices of onions continued to shoot up, as its maximum range has reached PHP720/kilogram in some markets in Metro Manila as of Wednesday. (PNA)

TUBOD, Lanao del Norte (PIA)--After winning the Great Man of the Universe- Philippines (GMU Ph) Ambassador 2022 last month, EJ Malik had a homecoming in the province and shared his advocacy in the Alternative Learning System under the Department of Education.
As the ambassador of the newest national male pageant, Malik will also support the advocacies of the other nine winners such as tourism, sports, education, culture, and others. Malik said that ALS is close to his heart as he is also a licensed teacher.
He is the tourism consultant of Nunungan town and represented Lanao del Norte in the pageant. He will also compete in the international competition next year representing the Philippines.
“It’s really important to highlight na meron tayong programa under the Department of Education na nagcacater sa out-of-school youths na pwede pa sila bumalik sa pag-aaral at matapos nila
ang curriculum nila,” he said.

Malik also encouraged the youth to not lose hope and continue pursuing their dreams.
“Sa mga kabataan since napakalapit nila sa akin since nagteacher ako, Huwag lang silang mawawalan ng pag-asa. If tingin nila it’s the end of the road for them it’s not, their journey is just starting,” he said.
