Oriental (PIA)--In line with its commitment to the motto "Pamilyang Misamisnon Unahon," the Provincial Government of Misamis Oriental (PGMO) simultaneously launched its PAGLAUM Help Desk in eight Misamis Oriental Provincial Hospitals (MOPH), February 16.

The PAGLAUM Help Desk is a program crafted by the administration of

Governor Peter M. Unabia under the unified effort on health and social services of the ‘PAGLAUM’ banner and is now available in eight MOPHs at Talisayan, Gingoog, Claveria, Alubijid, Initao, Manticao, Magsaysay, and Balingasag.

Bacolod City seeks explanation for 122

'missing' gov't vehicles

BACOLOD CITY – The city government here will issue notices asking for explanations from 45 individuals for the whereabouts of government vehicles reported as missing.

As of Tuesday, inventory of the General Services Office (GSO) showed that of the number, 77 have been accounted for, but still not physically seen during the time of inspection while the remaining 45 have not been located yet.

DFA: 308 affected "Pinoys" in Turkey, Syria

A top-ranking government official of the Department of Foreign Affairs (DFA) said that there are a total of 308 affected Filipinos in Turkey and Syria.

DFA Usec Eduardo Jose de Vega told PTV4 that in Turkey, there were 248 affected Filipinos properly accounted for by the embassy, and they are being sheltered in Ankara.

Australian Deputy PM pays courtesy call on Marcos

Deputy Prime Minister and Minister of Defense Richard Marles made a courtesy call on President Ferdinand R. Marcos Jr. at Malacañan Palace on Wednesday.

During the meeting, Marcos and Marles tackled ways to boost the alliance between the Philippines and Australia.

"I truly believe that the future lies in strong alliances

and in a united front in promoting again the values that we consider important to our countries," Marcos said.

Nueva Ecija braces for seasonal crop pest infestation

CABANATUAN CITY, Nueva Ecija – The Office of the Provincial Agriculturist (OPA) here on Wednesday urged farmers to protect crops from possible infestation by monitoring pests and diseases that normally attack during the first quarter of the year.

The Department of Agriculture, based on its historical data, noted in its advisory released last week that the pests and diseases likely to occur from January to March are rodents, rice black bug, brown plant hopper, rice stem borer and bacterial leaf blight.

Bataan, Bulacan, Pampanga and Tarlac are the provinces in Central Luzon that are susceptible to infestation.

Nueva Ecija provincial agriculturist Bernardo Valdez said although there is no report yet of pest infestation, particularly rats in the province, their extension workers are closely monitoring the presence of the destructive pests.

He added that crop damage could be avoided by monitoring the presence of pests and diseases.

After losing 17 million hectares of natural forest in just a century, there is no stopping now the rampaging waters that wreaks havoc to anything it finds in its path, be it life, limb or property. As the forest ecosystem goes, so goes our ecological security, not to mention our mega-diversity that has evolved for millions of years yet has vanished from the face of the earth in a “wink of an eye” in the evolutionary period.

The logging industry, despite amassing $48 billion (ADB Report) from 1970-1988, in the same period, it had only contributed from 0.5%-1.3% to the total government revenue. That time, the loggers were in cohort with an agency of government that is primarily tasked to enforce forestry laws. We got the information then that each of the fifty 10-wheeler logging trucks passing the thoroughfares of Cagayan de Oro daily from midnight till dawn, that were carrying illegally-cut logs were paying the Check Point about P5,000 per truck. As we were demanding then, all of these trucks must be arrested as there were massive violations of existing laws. It was prohibited then to cut trees in topography that are more than 1,000 meters above sea-level or in hilly areas

Our tendency to be impertinent

YES, we have such tendency, and so we have to be wary of it. We are reminded of this fact of life when after Christ told his apostles about his impending suffering, death and resurrection, the apostles were caught simply discussing about who the greatest among them was. (cfr. Mk 9,30-37)

That’s when he told them, “If anyone wishes to be first, he shall be the last of all and the servant of all.” And taking a child, he told them, “Whoever receives one child such as this in my name, receives me.” This is how we can counter our tendency to be impertinent.

If we truly want to be an authentic Christian, and not just Christian by name, we have to realize that we somehow cannot avoid the same fate that Christ had, that is, we are also meant to suffer and die not only for our sins but also for the sins of the others, and that in our heart of hearts, like Christ, our desire is to serve and not to be served, and that we should be as simple as a child whose heart is always open to the things of God.

We all need to be reminded that all our suffering has a positive and favorable aspect. It’s not all entirely bad

with more than 50% slope, not to mention the laws that prohibit the cutting of trees that are classified as “hard wood,” i.e., Narra, Almacega, Lauan, Mahogany, etc. All of these trees were logged in these prohibited areas, thus, illegal. Ito rin po ang ipinaglaban ni late Secretary Gina Lopez kaya hindi siya na appoint. Ganoon po ka powerful ang mga loggers at miners! Thus, the saying that in this country, no one is above the law; that all must bow down to the majesty of the law because we follow the rule of law and not of men! That is bullshit! That is not true with regards to the environment. Don’t you know that in one shipment of logs alone, a logger would earn some 360 million pesos. In fact, out of their rakings, many run as mayor, governor, congressmen or senators

and negative, though in itself it will always be bad. But if viewed and lived through our Christian faith, that is, with Christ, there is something in it that can give us a greater good.

Our pains and suffering are always the result of sin, ours and those of the others. They are the necessary consequence of our separation, whether temporary or permanent, from God from whom all good things come.

(cfr. Ps 16,2; James 1,17) We may not be the direct cause of our own suffering, but in this world, we cannot escape the effects of sin, and so we must be ready for them just the same.

We just have to remind ourselves that we are not meant to suffer. Our original as well as our ideal definitive state in heaven excludes suffering. Our first parents, Adam and Eve, were in the state of original justice, where everything was in order and in harmony. No pain and suffering touched them, until they fell into sin.

Also, we have to realize that like Christ, we should have the attitude of wanting to serve and not to be served, to do a lot of good while passing unnoticed, looking always for the last place in

any situation.

This is what love is all about, love in its most distilled form. It goes beyond merely wishing others well, or giving something and sharing things. This is love in action, in total self-giving even if nothing can be gained by doing so.

Besides, it is a love done in total obedience and availability to his loved ones. For love is true when done both at the instance of the loved ones and of one’s own personal gratuitous initiative.

We have to do everything to acquire, develop and enrich this attitude in ourselves and among ourselves, inspiring and inculcating it in others as much as we can, for it is what truly proper of us all.

With God’s grace, we have to exert effort to overcome the understandable awkwardness and tension involved in blending the natural and the supernatural aspects of this affair, as well as the expected resistance we can give, due to the effects of our sins.

This attitude will restrain our tendency to be impertinent!

COMES NOW, petitioner through the undersigned counsel and unto this Honorable Court, most respectfully avers that:

PARTIES

1. Petitioner is of legal age, Filipino citizen, widow and a resident of Kapatagan, Lanao del Norte. She may be served by this Honorable Court’s notices and other processes through the undersigned counsel with Office Address as here-under indicated;

2. Respondent PNP RETIREMENT AND BENEFITS ADMINISTRATION SERVICE (RBAS) is a government entity with office address at ‘ Camp Crame’, Quezon City where it may be served with this Honorable Court’s notices and other processes.

3. Respondent MERLYN D. TENCHAVEZ is of legal age, Filipino citizen, single and a resident of ‘ Pakilawag, Sultan Naga Dimaporo, Lanao del Norte’ , where she may be served with summons, notices and other processes of this Honorable Court; CAUSE OF ACTION

4. Petitioner was legally married to Ret. SPO2 MARCOS B. RAMIREZ. Their marriage ceremony was celebrated sometime 12 September 2007 by the ‘Presiding Judge’, Hon. Salome P. Dungog, of RTC, Branch 35, Ozamis City. The couple, however, were not blessed with any children. Copy of their ‘ Certificate of Marriage ’ is hereto attached and marked as Annex “A” hereof;

5. Petitioner’s husband, (Ret.) SPO2 MARCOS B. RAMIREZ, was an officer of the ‘ Philippine National Police ’ until he retired from service sometime 08 August 2014. (Ret.) SPO2 MARCOS B. RAMIREZ died sometime 03 June 2021. Upon his death, the latter’s legal beneficiary is entitled for the transfer of the pensioner’s pension to him/her upon application before the PNP RETIREMENT AND BENEFITS ADMINISTRATION SERVICE (‘RBAS’, for short), ‘ Camp Crame’, Quezon City. Petitioner applied for the said ‘ transfer of pension ’ before the afore-mentioned office.

6. Upon application, however, petitioner learned that another woman, herein respondent, MERLYN GONZAGA TENCHAVEZ, claiming to be the lawful wife of (Ret.) SPO2 MARCOS B. RAMIREZ, had also applied for the said “ transfer of pension ’. Apparently, said respondent presented to the RVAS a ‘ Certificate of Marriage ’ indicating that (Ret.) SPO2 MARCOS B. RAMIREZ and her were married to each other as early as 08 June 1982, or about 25 years prior to the marriage of (Ret.) SPO2 MARCOS B. RAMIREZ and herein petitioner. Despite said certificate being an UNSIGNED DOCUMENT, either by (Ret.) SPO2 MARCOS B. RAMIREZ or respondent, MERLYN GONZAGA TENCHAVES, RBAS admitted the same and duly considered said document in arriving at its decision respecting petitioner’s application. Said “ Certificate of Marriage ’ is hereto attached and marked as Annex “B” hereof;

7. As can be gleaned from Annex “B” also, it is indicated therein that respondent, MERLYN GONZAGA TENCHAVES, was only 16 years ild at the time of her alleged marriage with (Ret.) SPO2 MARCOS B. RAMIREZ. Consequently, her marriage with SPO2 MARCOS B. RAMIREZ was void ab initio, which was what RBAS also arrived at in its decision. Finally, respondent, MERLYN GONZAGA TENCHAVES is shown to have birth a child from another man which, apparently, is a ground for disqualification by a surviving spouse/wife for the ‘ transfer of pension ’ of pensioner. Accordingly, the application of said respondent was denied;

8. Unfortunately, by reason of the certificate (Annex “B”) submitted to by respondent, MERLYN GONZAGA TENCHAVES, the application of herein petitioner was also denied by the RBAS ratiocinating that her marriage with (ret.) SPO2 MARCOS B. RAMIREZ was also null and void for failure to secure a judicial declaration of nullity respecting the first marriage of (Ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TENCHAVEZ, as required by Article 40 of the Family Code. The “ Letter of Denial ” of RBAS, dated 10 November 2021, is attached as Annex “C” hereof;

9. Petitioner was, then, advised to secure a court order declaring her as the legal beneficiary of (Ret.) SPO2 MARCOS B. RAMIREZ reiterating their mandate respecting claims of death benefits, which is “ Memorandum Circular No. 2014-044 ” entitled “ Guidelines and Procedures in the Issuance of Decree of Entitlement and Distribution ”, excerpt thereof is hereby quoted, to wit:

“If they discover that it is a case of “ delayed registration” or contracting parties has “ no signature ”, kindly advise the concerned claimant to secure court order

declaring that they are the legal beneficiary prior receiving and processing of their claims” Copy of the said ‘ Memorandum’ is attached in this petition as Annex “D” hereof.

10. It is the opinion of herein petitioner, however, the committed an error when it considered the UNSIGNED certificate of marriage between respondent, MERLYN GONZAGA TENCHAVES, and (Ret.) SPO2 MARCOS B. RAMIREZ, in concluding that a marriage between the latter parties subsists;

11. For all intents and purposes, such document (Annex “B”) is no more than a mere scrap of paper. It has no legal or official value whatsoever. A marriage does not suddenly exist just because an incomplete and irregular ‘ certificate of marriage ’ is submitted to the civil registrar without any participation thereto by one, in fact, even both, of the contracting parties. Notice also some other discrepancies in the said certificate which are as follows:

a) The marriage between respondent, MERLYN GONZAGA TENCHAVEZ, and (Ret.) SPO2 MARCOS B. RAMIREZ was supposedly celebrated sometime 08 June 1982 yet the ‘ Certificate of Marriage ’ (Annex “B”) form used and submitted to the civil registrar is the ‘ January 1993 Revised Form’ . It is clear that said document was belatedly submitted and registered before the civil registrar;

b) Cleverly, it was not indicated in the said document does as to when it was received by the local civil registrar concerned. It’s not even sure if it was actually received by the latter office as nothing was indicated in Annex “B” of such fact;

c) Sometime 31 July 2007, (Ret.) SPO2 MARCOS B. RAMIREZ applied for a CENOMAR (‘ Certificate of No Marriag e’) before the ‘ National Statistics Office ’. Said office confirmed, in a certificate, that he does not appear in the ‘ National Indices of Marriage ’ as of 31 may 2007 database. Copy of (Ret.) SPO2 MARCOS B. RAMIREZ CENOMAR is hereto attached and marked as Annex “E” hereof. Thus, clearly, the questioned certificate of marriage (Annex “B”) was registered not earlier than 31 May 2007 notwithstanding that (Ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TENCHAVEZ, were supposed to have been married to each other 25 years prior (1982). To reiterate, petitioner and (Ret.) SPO2 MARCOS B. RAMIREZ’ marriage was celebrated sometime 12 September 2007 ;

d) Finally, the marriage of (ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TANCHAVEZ, supposed to be solemnized by an RTC Judge. Considering that the respondent was still a minor at that time (16 years old), it is safe to conclude that they were not issued, and did not have, the corresponding ‘ Marriage License ’ at the time their supposed marriage. It’s appalling to think that an RTC Judge solemnized their marriage despite this absence of a mandatory requirement. Mostly likely, no marriage transpired between (Ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TENCHAVEZ, sometime 08 June 1982, or at any time for that matter. The date/ information respecting the circumstances of the celebration of marriage filled up in the certificate of marriage (Annex “B”) of respondent, MERLYN GONZAGA TENCHAVEZ, and submitted before the civil registrar for registration, is, mostly likely, a fabricated event just so she could claim for the ‘ transfer of pension ’ of (Ret.) SPO2 MARCOS B. RAMIREZ;

12. That unless and until the other claimant can secure a judicial declaration of the existence of marriage, if that be the case, respondent’s alleged marriage with (Ret.) SPO2 MARCOS B. RAMIREZ cannot be considered existing. Thus, there was no need for the latter to secure a judicial declaration of nullity of a previous marriage before his marriage with the petitioner. Obviously, you don’t have a non-existing marriage declared void as there is nothing to declare, to begin with. Thus, the grievous error committed by RBAS in denying petitioner’s application for ‘ Transfer of Pension ’;

13. The only group of heirs that may be prejudiced by this petition, and a favorable judgment thereof, are the decedent’s siblings as they are the only remaining compulsory legal heirs of the latter. Thus, they are also furnished copies of this petition; PRAYER

WHEREFORE, premises considered, it is respectfully prayed, after DUE NOTICE, POSTING, PUBLICATION and HEARING, that an ORDER be issued declaring petition, MARIA MONETTE R. PANCIPANCI, as the legal wife of (Ret.) SPO2 MARCOS B. RAMIREZ. Consequently, it is hereby prayed that respondent, PNP RETIREMENT AND BENEFITS ADMINISTRATION SERVICE (RBAS), be ORDERED to grant the application of herein petitioner for the ‘ transfer of pension ’ of her husband, (Ret.) DSWD aids 490 quake-stricken families in Davao de Oro

retary Rex Gatchalian of the Department of Social Welfare and Development (DSWD) personally handed over on Monday afternoon the financial assistance to 490 families affected by a strong earthquake in Davao de Oro province.

The 6.0 magnitude earthquake last Feb. 1 affected at least 229,674 families or around 779,918

individuals in the province.

Each family received PHP3,000 under the Assistance to Individuals in Crisis Situations (AICS) program of the agency.

In his speech during the distribution of financial assistance in Monkayo town, Gatchalian announced the start of the payout in other Davao de Oro towns "in the coming days."

instruction of our President is to ensure that whenever the Filipinos need help with or without a disaster, the DSWD's help should be within reach," he said. Gatchalian pointed out that the government should be the one to reach out for people who need assistance.

ordinate with your local officials so that we will know what is needed in your locality," he said.

Data from the Provincial Disaster Risk Reduction Management (PDRRMO) showed the tremor left PHP107 million worth of damage on infrastructures in the province, and around PHP73 million worth of damage to various provincial hospitals and other health facilities. (PNA)

THROUGH CONVERGENCE, RTWPB-X FURTHER STRENGTHENS INTEGRATED DELIVERY OF RTWPB AND DOLE PROGRAMS

RTWPB-X, in its initiative to intensify its Productivity programs, partnered with the Department of Labor and Employment (DOLE-10) Misamis Occidental, through the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP), handed over the Livelihood Enhancement Project to the members of the organization of Gaasak –Meat Processing Using Smoke Oven, at P-5, Casusan, Aloran, Misamis Occidental on 02 February 2023, with a total of Forty Thousand Pesos (40,000.00) worth of raw products essential for the organization’s operation and business.

The partnership was initiated by RTWPB-X by alloting a portion of the DILEEP funds of DOLE10 as a support in the enhancement of selected DOLE Sustainable Livelihood Framework (SLF) projects provided that the organization shall implement productivity programs of RTWPB-X.

Under the leadership of Dir. Albert E. Gutib, the Regional Director of DOLE-X and at the same time the Chairperson of RTWPB-X, willingly supported and committed Two Hundred Thousand Pesos (200,000.00) under DILEEP enhancement program fund for the implementation of the five (5) pilot projects.

Under this pilot convergence program, selected organizations are assured with an enhancement project worth of 40,000.00 with the condition of availing and implementing programs of RTWPB. This is in consideration that the organization will be purchasing from its own budget during the execution phase of the training programs- like buying of cabinets, cleaning supplies, safety signages, organizational boxes, and other materials deemed for its improvement especially in the implementation of 7S of Good Housekeeping.

The RTWPB-X Team, headed by Atty. Ma. Vergel B. Walag, made an on-site visit of the organization’s processing plant last July 15, 2022 and to give an initial assessment and in-depth information for its improvement and application of the various productivity programs especially the 7S of Good Housekeeping.

Subsequently, after going through the consultation, the RTWPB-X Team provided productivity trainings to the members and employees of GAASAK such as Productivity 101, Productivity-Based Incentive Scheme (PBIS), ISTIV Bayanihan and 7S of Good Housekeeping. The turn-over of the Livelihood Enhancement project was immediately conducted through the DOLE-10 Misamis Occidental Provincial Field Office.

The Gaasak organization was provided with raw foodstuffs, which includes: 48kgs of Pork lean meat, 4kgs Ilogon (pork intestine), 15kgs Chicken breast, 1 sack of Refined Sugar, 5kgs Ground pepper, 1 sack Garlic, 10kgs. Accord, 10 boxes of Cheeze, 10 packs of Vetsin, 20pcs. Of cubes seasoning, 5 packs of Magic Sarap, 10kgs. Skim Milk, 4gals. Minola Oil, 2 reams of cellophane wrappers, 5 rolls of Thread, 6 rolls of Hog Casing, and 1 pack of medium-sized Eco bag.

The project Turn-over was attended by Ms. Ebba Borbon – Acosta, Chief Labor and Employment Officer of DOLE Misamis Occidental together with other officers—Ms. Gladys Myr Espiga, Labor and Employment Officer III; Ms. Jo-anne D. Villa, Labor Development Specialist Staff, Ms. Irish Mae Aljas, Labor Development Specialist Staff; and, Mr. Leo Calipusan, Job Order.

RTWPB-X team was spearheaded by Mr. Bernie Boy T. Salinas, Supervising Labor and Employment Officer, Mr. Nicolo Lorenzo Cano, Administrative Assistant I, and Mr. Jose Lestil Guillaran, Administrative Aide III.

GAASAK President Jayson Requiso, and its members: Ms. Tessie C. dela Cruz, Ms. Rose P. Herminigildo, Mr. Richard Balindres, Ms. Jeny Pana, Ms. Merilyn Damensong, Ms. Daysel Sanchez, Mr. Rolly Clarin, and Ms. Sharon Liporda gladly received the enhancement project.

The turn-over ended with an air filled with gratitude as the organization’s members claims it would be of great help to them in its Road to Recovery, a Bounce back for year 2023.

A PRODUCTIVE START OF THE YEAR AS RTWPB-X CONDUCTS BACK-TO-BACK TRAINING AND ORIENTATION IN ILIGAN CITY

The RTWPB-X, in coordination with the DOLE-X Lanao del Norte Provincial Office successfully conducted a training on Business Continuity and Resiliency Plan (BCRP) and Technical Assistance on Productivity-Based Incentive Scheme (PBIS) held at Frosty Bites Café & Restaurant, Tubod Highway, Iligan City last January 27, 2023.

Atty. Ma. Vergel B. Walag, Board Secretary VI of RTWPB-X, discussed the Technical Assistance of Productivity Based Incentive Scheme (PBIS) and the installation of the program in establishments. PBIS is a workplaceinitiated program on improving the productivity of workers and the enterprise to generate savings or additional revenues, which can be shared by the enterprise with its workers.

Ms. Evelyn I. Rivera, the Senior Labor and Employment Officer of RTWPB-X, handled the training on Business Continuity and Resiliency Plan (BCRP), a plan of action aimed at ensuring that business will continue during and after a disaster.

The RTWPB-X was also privileged to be invited as one of the resource speakers during the learning session of the Labor Management Cooperation – Voluntary Arbitration Advocates, Inc. organized by the National Conciliation and Mediation Board of Region – X (RCMB) on January 7, 2023 at Sweet Mommy’s, Pala-o, Iligan City, Lanao del Norte.

Ms. Maria Margarita R. Manaug, Information Technology Officer I of RTWPB-X, conducted an orientation on Productivity Based Incentive Scheme (PBIS) and 7S of Good Housekeeping, intended to optimize the physical workspace for efficiency and effectiveness by identifying and storing the items used, maintaining orderliness and cleanliness in the area and sustaining the new order to ensure safety of the workers in the most efficient manner.

PROVINCIAL ORDINANCE NO. 2022-72

“AN ORDINANCE CREATING THE CAMIGUIN PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE AND ITS FUNCTIONS, PROVIDING FUNDS THEREOF, AND FOR OTHER PURPOSES.

Be it ordained by the Sangguniang Panlalawigan of Camiguin, in Regular Session:

SECTION 1. TITLE. This Ordinance shall be known as the “ CAMIGUIN PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE (PENRO) CREATION ORDINANCE ”.

SECTION 2. POLICY. In line with the national policy as provided for under Section 17 (3), Paragraph (iii) of Republic Act 7160 subject to supervision, control and review of the Department of Environment and Natural Resources, it is the policy of the Provincial Government of Camiguin to adopt measures and guidelines for the protection and conservation of the environment, proper waste management and introduction of technologies ideal and beneficial to its constituents, and the proper utilization of mineral resources applying a well-balanced approach and mechanism without detriment to the ecosystem.

SECTION 3. OBJECTIVES. This Ordinance is enacted to create an office which the primary function is for the implementation of existing laws on environmental protection and conservation, and regulation with regard to the proper utilization of mineral resources in the province.

SECTION 4. SCOPE. This Ordinance shall cover the functions of the office created, its organizational structures, and the corresponding duties and responsibilities of all personnel under therein.

SECTION 5. DEFINITION OF TERMS. For purposes of this Ordinance, the following terms/words used are defined as follows:

The Province. The Provincial Government of Camiguin.

The Governor. The Provincial Governor of Camiguin.

PENRO. The Provincial Environment and Natural Resources Office.

CEC. The Camiguin Environmental Code of 2011. An environmental ordinance of the province which was enacted by the Sangguniang Panlalawigan of Camiguin aiming to conserve, protect the environment and natural resources of the province.

DENR. The Department of Environment and Natural Resources which is a national government agency tasked under the law to monitor, regulate, and implement environmental laws and regulate the utilization of natural resources and minerals in the country.

PDS. Preliminary Disinfection Storage. A disinfection storage owned and possessed by the Provincial Government of Camiguin intended primarily for infectious and hazardous waste generated by health care facilities in the province.

PMRB. The Provincial Mining Regulatory Board.

SECTION 6. POWERS AND FUNCTIONS OF THE PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE (PENRO).

To carry out its mandate, the Office shall:

a. Formulate and adopt an effective measure in the protection of the environment and the conservation of lands within the territorial jurisdiction of the province;

b. Enforce national laws, provincial ordinances, national issuances and regulations, and issuances from the Governor on environment and natural resources;

c. Implement the Camiguin Environmental Code (CEC) of 2011 and all existing environment-related laws, ordinances, resolutions, agreement and issuances relative thereto;

d. Implement the environmental programs and projects as mandated by the national government and the Office of the Provincial Governor;

e. Make some recommendations to the Office of the Governor, through the Provincial Legal Office, to revisit/ amend existing environmental ordinances or draft an environmental ordinance to address the current environmental issues in the province and outside, that would tend to affect the island in general;

f. Make recommendation to the Office of the Governor to reactivate and reconstitute the Provincial Solid Waste Management Board;

g. Serve as Secretariat and Member of the Solid Waste Management Board;

h. Manage, supervise, and oversee the over-all operation and maintenance of the sanitary landfills, Preliminary Disinfection Storage, and waste facilities possessed or owned by the province;

i. Conduct research and studies in coordination with the Provincial Planning and Development Office of the emerging local and global environmental issues like solid waste management, water treatment and the like, and provide mechanism to anticipate the same that would be beneficial to the constituents in general;

j. Collaborate with other local government units, non-government environmental organizations, civic groups, national agencies, foreign entities, local communities on conservation of the environment and effective implementation of all related laws;

k. Formulate and assist in the planning of a long-term, sustainable, and well-balanced utilization of natural resources and minerals;

l. Investigate and make recommendations to the Governor for the approval/disapproval of the renewal of existing quarry permits;

m. Investigate and make appropriate recommendations to the Governor for the regulations and suspension of quarry operations to any or all of permit holders due to; alleged violations of existing national laws, ordinances, national environmental guidelines, environmental issuances by the Governor, violation of terms and conditions of any permits which are integral to its operation, actual/immediate threat to lives and limbs of the residents, or to impose revocation of the same, if the grounds so warrant, within the bounds of the law.

n. Prepare and submit monthly reports to the Governor and the Sangguniang Panlalawigan as to the status, developments, and implementation of the existing local or national environmental programs;

o. Prepare and submit monthly reports to the Provincial Governor a comprehensive itemized monthly report of the actual volume of extraction of quarry materials regardless of its classification made by every quarry permit holder/operator including its outstanding balance of allowable volume to extract as provided in the quarry permit;

p. Perform such other duties and responsibilities that any statute, ordinance, or directive from the Governor that may give, vest, or assign.

SECTION 7. COMPOSITION. The Office shall consist of the Office Proper to be headed by the Provincial Environment and Natural Resources Officer or Provincial ENRO which has an equivalent to a department head of the province. The next lower in rank is the Supervising Environmental Management Specialist that would assist the Provincial ENRO with the functions of the office and coordinate with the Office of the Governor. The Office shall have 2 divisions under.

1. Environmental Services Division

2. Natural Resource Management Services Division

1. Environmental Services Division which shall be headed by a Senior Environmental Management Specialist. Under the same are:

a. Ecological Solid Waste Management Unit which shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel;

b. Camiguin Sanitary Landfill and PDS Operation Management Unit which shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel;

c. Pollution Control Management Unit which shall be headed by an Environmental Management Specialist II, Environmental Management Specialist I, and Administrative Assistant II personnel;

2. Natural Resource Management Services Division which shall be headed by a Senior Environmental Management Specialist. Under the same are:

a. Forestry Management Unit which shall be headed by an Environmental Management

Specialist Il, Environmental Specialist I, and Administrative Assistant II personnel;

b. Small Scale Mining Management Unit which shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel; and

c. Coastal Management Unit shall be headed by an Environmental Management Specialist Il, Environmental Management Specialist I, and Administrative Assistant II personnel.

The aforementioned positions shall have the corresponding salary grades

The Provincial ENRO shall be appointed by the Governor, subject to the confirmation by the Sangguniang Panlalawigan. Likewise, all the Civil Service qualifications and requirements including all pertinent documents relative thereto must be fully complied with and accomplished prior to its confirmation.

For this purpose, the PENRO shall have the following Organizational Structure and Staffing Pattern:

SECTION 8. QUALIFICATIONS, POWERS AND DUTIES OF PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICER (PENRO). As provided for under Section 484, Article XIV of Republic Act 7160, no person shall be appointed as provincial environment and natural resources officer unless:

a. He/She is a citizen of the Philippines;

b. A resident of the local government unit concerned, and of good moral character;

c. A holder of a college degree preferably in environment, forestry, agriculture or any related course from a recognized college or university;

d. A first grade civil service eligible or its equivalents;

e. He/She must have acquired experience in environmental and natural resources management, conservation and utilization of at least (5) years.

The Provincial ENRO shall take charge of the office in coordination with the Office of the Provincial Governor and perform the following duties and responsibilities:

1. Formulate measures for the consideration of the Sangguniang Panlalawigan and provide technical assistance and support to the Governor in carrying out measures to ensure delivery of basic services and provision of adequate facilities relative to environment and natural resources services;

2. Develop plans and upon approval of the Governor implement the same, particularly those which have to do with environment and natural resources programs and projects which the Governor is empowered to implement and which the Sangguniang Panlalawigan is empowered to provide for under the law;

3. Establish, maintain, protect and preserve communal forests, watersheds, tree parks, mangroves, greenbelts, and similar forest projects and commercial forest, like industrial tree farms and agro-forestry projects;

4. Provide extension services to beneficiaries of forest development projects and technical, financial and infrastructure assistance;

5. Manage and maintain seed banks and produce seedlings for forest and tree parks;

6. Provide extension services to beneficiaries of forest development projects and render assistance for natural resources-related conservation and utilization activities consistent with ecological balance;

7. Promote the small-scale mining and utilization of mineral resources;

8. Coordinate with government agencies and non-governmental organizations in the implementation of measures to prevent and control land, air, noise, and water pollution with the assistance of the Department of Environment and Natural Resources;

9. Be in the frontline of the delivery of services concerning the environment and natural resources, particularly in the renewal and rehabilitation of the environment during and in the aftermath of man-made and natural calamities and disasters;

10. Recommend to the Sangguniang Panlalawigan and advise the Governor on all matters relative to the protection, conservation, maximum utilization, application of appropriate technology and other matters related to environment and natural resources; and

11. Exercise such other powers and perform such other duties and responsibilities as may be prescribed by statutes, this ordinance, issuances from the national government, and directives from the Governor.

SECTION 9. THE HUMAN RESOURCE DEPARTMENT. Within 30 days from the passage of this Ordinance, the Human Resource Department (HRD) of the province shall provide for a definite qualifications, duties and responsibilities of each position as abovementioned except the position of Provincial ENRO. The said qualifications, duties and responsibilities shall be in accordance to the existing applicable statutes like the Administrative Code of the Philippines, Civil Service Law in relation to Qualification Standards (as Amended 2017), Department of Budget and Management Circulars, and Commission on Audit regulations. The Office of the Provincial Governor and the Sangguniang Panlalawigan shall be furnished with the said documents in compliance of this Section.

SECTION 10. APPROPRIATION. The amount necessary to implement the provisions of this Ordinance shall be included in the province’ annual budget.

SECTION 11. SEPARABILITY CLAUSE. If, for any reason or reasons, any part or provisions of this Ordinance shall be declared unconstitutional or invalid, other parts or provisions not affected thereby shall continue to be in full force and effect.

SECTION 12. REPEALING CLAUSE. All existing Provincial Ordinances, Executive Orders and issuances made by the Provincial Governor, or portions thereof which are inconsistent are hereby repealed and modified accordingly.

SECTION 13. EFFECTIVITY. This Ordinance shall take effect fifteen (15) days after the publication in a newspaper of local circulation or posting in a conspicuous place in 5 municipal halls of all the municipalities under the territorial jurisdiction of the Provincial Government of Camiguin.

2023 and its previous year proved to be an era of development in Tech industry. For example, we have witnessed several improvements in the applications that we are using. It was only last night that I found out that YouTube has as well adopted a mobile user-friendly, portrait format for video display. This year’s predecessor was also a period which Facebook Marketplace housed entrepreneurs and sellers in selling their goods, marketing space rentals, and many more services, when I have known AirBNB and Agoda to be my room rental app and Shopee and Lazada as my go-to apps when I feel like going to the mall for some tissue holders would be a time-consuming errand. Indeed, we do not know how fast time changes as well as progress in innovations. Innovators keep innovating and that is when end-users or consumers benefit the new in accessibility and usability it offers.

AI or Artificial Intelligence is the latest trend in Tech Industry. According

to website Britannica, artificial intelligence is “the ability of a digital computer or computer-controlled robot to perform tasks commonly associated with intelligent beings.” Forbes.com also described AI as “advancements in computing, systems and technology in which computer programs can perform tasks or solve problems that require the kind of reason we associate with human intelligence, even learning from past processes.”

AI is one of the greatest inventions that came in Web 4.0 period, and that is where the world is now. People usually associate AI as robots. However, it is not just that. AI was already present in our lives. Have you noticed when we clicked check-out of that white chair we found online because we chatted out friend about it? AI connects all the dots from our chats towards our online marketplace.

Moreover, one of the questions we keep asking as we transcend this advanced time is how this AI in particular impacts the job market?

Many are afraid that human jobs will become obsolete because AI comes with finding what we need in just one click. That is true, but we also noticed several new job opportunities sprouting up. The Social Media Officer today is a job that is not even in the dictionary decades ago. Our farmer that spends dawn to night in the field years ago makes use of new innovation of plow and tractors today that makes him an entrepreneur at some sort in his leisure time.

For me, however, the coming of AI causes a lot of growth economically as a country and as individuals as well. The doubts we have now is normal as we are still transitioning towards advancement. Other countries however are already there and that is some of our fellow Filipinos go abroad because the kind of life it brings, the kind of life Technology has brought to that particular country.

I believe that AI does not go after the jobs that we have. It helps us innovate and pushes us to be more of the usual that we do.
