BukSU is recognized as 1 of the 12 Outstanding Organizations in the Philippines as it receives the Recognition for Proficiency in Quality Management (Level II) under the 25th Philippine Quality

Award (PQA) Assessment Cycle, during a conferment ceremony held today at the Malacanang Palace.

The prestigious award was received by Comm. Jo Mark M. Libre, CHED Commissioner and Chairperson of the BukSU Board of Regents, BukSU President Dr. Joy M. Mirasol, BukSU College of Arts and Sciences Dean Dr. Maribel G. Valdez. and Atty Ronnie Azura, representative of Sen. Chiz Escudero.

The PQA is the country's highest national recognition for exemplary organizational perfor -

mance for the public and private sectors.

The award is a testament to BukSU's commitment to excellence and service quality. It is the product of the hard work and synergy of the BukSU community, under the guidance of its Board of Regents and the support of its community partners.

Caraga State University is also a recipient of the award. BukSU and CSU are state universities under the charge of Hon. Comm. Jo Mark M. Libre.

Authorities arrested five Chinese nationals and 13 Filipino laborers during a raid last Saturday in an illegal gold mining site in the environmentally threatened Iponan River here.

Jr., head of the Department of Environment and Natural Resources (DENR) Mines and Geosciences Bureau 10, said they found a bottle of mercury among the tents used by the miners in Barangay Pigsag-an here.

Gacad said he had water samples taken along the Iponan River and vowed to check other possible mining sites to check if mercury have contaminated the waters.

“We need to revisit the site to see how rampant is the use of mercury in the illegal mining operations,” Gacad said.

A joint team of DENR personnel, National Bureau of Investigation (NBI) agents and Army elite Special Forces raided the mining site in the hinterland village of Pigsag-an following a tip from a concerned citizen.

Chuangao, Pan Jiquan, Luo Jian Hui, and Yuan Yin Lin. NBI assistant regional director Norman Decampong said the Chinese nationals did not have passports and only showed copies of their Alien Certificates of Registration (ACR).

“All five Chinese nationals are from the mainland China and speaks only Mandarin,” Decampong said.

Senate to deliver a 'well-crafted, impactful' MIF law – Sen.Villar

MANILA – The ongoing series of interpellations at the Senate plenary discussing the Maharlika Investment Fund (MIF) bill shows the commitment of the Senate to ensure the measure will serve the best interest of the Filipino people, Senator Mark Villar assured on Wednesday.

Villar, who authored and sponsored Senate Bill No. (SBN) 2020 seeking to create the MIF, also assured that he stands firmly committed to the ideals and objectives of the MIF Bill that shall ensure it empowers the people, creates a fair and equitable society, and builds a prosperous future for all.

our fellow senators). From the start, we always wanted to scrutinize this bill. No better way to accomplish that than by entertaining questions from our colleagues," Villar said in a statement.

“The ongoing process of interpellation highlights the Senate's commitment to deliver a well-crafted and impactful law. By engaging in open discussions and collaboration, we are emphasizing the importance of a thorough examination of the Maharlika Bill," he added.

Emphasizing the significance of scrutinizing the bill thoroughly, Villar said he believes that engaging in discussions and addressing concerns raised by fellow senators is a vital part of the legislative process. Meanwhile, the law -

maker allayed the fears of some critics (of) what happened to the Norway Wealth Fund could also happen to MIF.

The Norway Wealth Fund experienced an unforeseen situation in the first half of 2022 incurring high paper losses.

"But then again, when you analyze it over an extended period, let’s say over 10 years, the overall return for government surpasses that period of losses.“ Villar explained.

He also reiterated the Maharlika has enough safeguards to ensure that the government will achieve a good rate of return.

Liberate Humanity from Unbridled Materialism

Wake-Up Call to Debunk Fallacies of Life

“What would profit a man, if he shall gain the whole world, and lose his own soul?” (Mark 8 verse 34-38)

This biblical pronouncement by Jesus Himself should awaken humanity that is now in deep slumber as spiritual consciousness has been replaced by materialism and consumerism. Even religions have succumbed to this wrong mindset in a world that is now suffering from collective insanity.

An Oxfam Study has concluded “that humanity has been buried in unbridled consumerism and materialism as there is so much veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities and all religions while there is so much denigration of spirituality.”

This is because the contemporaneous development paradigm called neo-liberal capitalism also known as corporate globalization has been anchored on the “money-must-grow principle,” and “growth-at-all-cost development strategy,” that has sacrificed the people and the environment to the altar of greed and profit under the regime of one percent as the wealth of one percent is greater than the combined assets of the ninety-nine percent of the world’s population. In fact, the combined wealth of eight richest families in the world equal the combined assets of 3.6 billion people.

The regime of one percent has put humanity in the state of planetary emergency not just because of the threat of climate change but of the threats of a nuclear war as what is happening now in Ukraine and in Sudan. War has been used for so much money making by these

global corporations and would kill anyone like what they did to the late US President John F. Kennedy when he dared to stop in the Sixties the Vietnam war. No way will a powerful corporation allow Kenney to stop the Vietnam war as it was gaining some 500 billion dollars a year out of that war. That corporation connived with the FBI and the CIA to kill Kennedy. Now it is established that it was not Lee Harvey Osward who assassinated Kennedy based on the US Congress investigation.

This time, no way will these corporations stop Climate Change through the continuing use of coal and fossil fuel as some 19 corporations are raking some 15 trillion dollars a year or 10 million dollar every minute through the intensive use of highly carbon emitting coal and fossil fuel – money that these corporations are sharing with powerful politicians like former US President Donald Trump who is a Climate Denier, to the mainstream media and to religious fundamentalists. The regime of one percent has not only led to the death of democracy but to the democracy of death in connivance with religious groups who have failed to do their biblical mandate that is why the Satanic Egoic mindset is winning that has created deep inequities globally.

Such gross inequities have been justified by the rich and powerful as the offshoot of the principle of the “survival-ofthe-fittest.” They are stronger, more powerful, more aggressive -thus, they have more, more,

The peace Christ gives us

It’s important that we understand the kind of peace that Christ gives us. As he said, “Peace I leave with you; my peace I give to you. Not as the world gives do I give it to you. Do not let your hearts be troubled or afraid.” (Jn 14,27) Very heartwarming words of Christ, but we have to know exactly what that peace is all about.

Yes, we have to understand that Christ gives us a specific kind of peace, one that definitely goes beyond the worldly definition and standards of peace. It’s a peace that is not simply the absence of wars, troubles, worries, etc. In fact, it is one that can only be achieved through constant struggles. As one saint would put it, it is a peace that is a result of war!

This is a peace that can only be achieved and felt when we try our best to keep a good relation with Christ. That is to say, that we develop a healthy interior or spiritual life that links us with Christ. With him, we can manage to have peace however the situation of our life and the world in general turns. It’s an all-weather kind of peace, a realistic one that can be enjoyed both in good times and bad times.

This is a peace that is not

more wealth, more money, more power. But the survival-of-thefittest principle works only in a jungle-like existence where a stronger lion eats a cornered prey but not in a civilized society. Let notice be served to one and all that each one of us will be judged not on wealth, fame or power but on how we have served the “least of our brethren.” Development that is based on individual pursuit for self- aggrandizement and wealth, where money is used not to enhance life and the well-being of the people but to make more money is not anymore economically viable and ecologically sustainable. That kind of development (which is really mal-development) makes a few elites have much too much and the many who are poor much too little.

In this country, you call that block capitalism where cartels and the oligarchs run the country, owned by only 50 families. To perpetuate their economic control, they must have a hold to political power including that of the media and continuing financial support to the churches. Look at Mindanao, so rich yet so poor where 70% of the land (the choicest) is under the control of big agri-business corporations (based on a study by the Development Academy of the Philippines). Where are the

simply based on natural and human conditions. It is one that comes from God, that channels the peace of God himself who can transcend and resolve whatever twists and turns our life here on earth goes through. It’s a peace that comes as a result of God’s wisdom and omnipotence.

It’s important that we earnestly make the effort the identify ourselves more and more with God’s will and ways, since only then can we enjoy the true peace meant for us. God’s will and ways have been revealed to us through Christ and are now shared with us through the Holy Spirit working through the different instrumentalities of the Church.

Definitely this peace that comes from God will lead us to become more spiritual and supernatural in our ways, without of course compromising what is human and natural in us. But certainly, there will always be the need for disciplining our natural and carnal selves so we can enter into the spiritual and supernatural dimension of our life with God.

Thus, there is a need to outgrow our carnal selves, a process that will involve constant struggle. We all need

to overcome our carnality and sensuality to allow reason and eventually our faith to take root, dominate, guide, and lead us. That’s because we are meant to be spiritual men, not carnal men. Reason, will, faith, hope and charity --all these make up the spiritual character of our life.

We have to be careful with the many ideological definitions and descriptions of man that can contain certain elements of truth but still miss the core point. Man is not just a social, economic or political being. He is a lot more than these.

Much less is he a purely material being, completely imprisoned in time, space and worldliness, and detached from God, the eternal, supernatural, perfect being, who created him to be God’s image and likeness, as what some worldly ideologies teach.

When we manage to live our life with God through Christ in the Holy Spirit, then we can be sure of having that invincible peace Christ promised to give us

DEL MONTE, Bulacan – AC Health, Ayala Corp.’s health care unit, is interested to participate in the Marcos administration’s first public-private partnership (PPP) project, the PHP6 billion University of the Philippines’ Philippine General Hospital (UP-PGH) Cancer Center.

AC Health president and chief executive officer Paolo Borromeo told reporters Tuesday evening that part of the company’s expansion is to participate in the government’s PPP projects in the health care sector.

“We’re also keen to explore the public-private partnership proposal that they are releasing for the (PGH) cancer hospital.

I think that’s a PHP6.5 billion project, the first of this administration’s PPP projects, and we are looking to participating in that project,” Borromeo said on the

sidelines of its hospital rebranding in this city.

In February, the National Economic and Development Authority (NEDA) Board, chaired by President Ferdinand R. Marcos Jr., approved

the construction of the 300-bed UP-PGH Cancer Center.

Half of the bed capacity will be dedicated to underprivileged Filipinos, providing them with advanced, integrated,

and affordable oncology care services.

AC Health and PGH are already partners as the former’s ambulatory surgery center, QualiMed Manila, is located at the UP-PGH Faculty Medical

Arts Building (FMAB), where PGH doctors can do their private practice in QualiMed’s facility.

Rebranding

AC Health is now putting its hospitals and clinics under one roof, the Healthway Medical Network (HMN).

Part of this initiative is rebranding its QualiMed brand hospitals as Healthway.

The QualiMed Hospital in this city is the second facility that was rebranded to Healthway QualiMed Hospital San Jose Del Monte. The first was QualiMed Hospital in Sta. Rosa, Laguna.

HMN currently has five hospitals, 17 multispecialty clinics, and more than 200 corporate clinics.

Expansion Borromeo said AC Health aims to increase its footprint across the country through “greenfield and brownfield” projects.

However, he declined to disclose the number of hospitals and clinics it would build and acquire in the coming years.

For this year, Borromeo said, AC Health would open Healthway Cancer Care Hospital in Taguig City in September.

It will also open three new clinics in Cebu, Cagayan de Oro, and Davao, as well as two tourist wellness centers in El Nido and Boracay.

Ayala Corp. chairman Jaime Augusto Zobel de Ayala said the company is steadfast in delivering excellent “care beyond cure” through its AC Health’s facilities and professionals.

LAOAG CITY–Over a hundred educators and researchers from member institutions of the Philippine-Canada Education Consortium for International Collaborative Partnerships

Magic 7+, as well as other higher education institutions in the two countries have gathered at the Teatro Ilocandia and Center for Flexible Learning in Batac City, Ilocos Norte for a threeday international conference to promote indigenous knowledge systems for quality education and community development.

With the theme, “Sustaining a Community of Transformation

share experiences, and lessons learned in research and community development in education, agriculture, forestry, climate and environment, health, culture, and the arts.

The conference will also serve as a venue for international collaboration that pushes for the protection, conservation, enhancement, and promotion of Filipino culture around the globe.

“We hope that by the end of the conference, we will be able to document, expand our network and share with the world about the salient features of indigenous knowledge systems and how the public will benefit from it,” said MMSU planning director

Aquino said they have revisited various traditional practices of the Ilocanos to deepen a better understanding of those issues. With funding from the CHED International Affairs and the Embassy of Canada in the Philippines through the Trade Commission on Education, Agriculture, and Beverages, the program is expected to deepen global education partnerships.

DGE Go appoints Leo Lizada as AG for RI District 3870 for RY 2023-2024

CAGAYAN DE ORO CITY – Rotary International District 3870 Governor-elect Gilda “Gigi” Go has chosen another Rotary officer for RY 2023-2024.

“AG G. Leo Lizada once served the Rotary Club of Cotabato City South as President, so he’s been addressed as PP Leo for quite some time now. Starting July 1 this year, PP Leo will be called AG Leo as he will be taking on a new role as District 3870’s ASSISTANT GOVERNOR,” said DGE Go.

AG LEO is a practising lawyer at Fontanilla, Lizada Law Office. He is also a Faculty in the College of Law of Notre Dame University, Cotabato City.

Duties of AG

Rotary International is a global service organization that brings together business and community leaders to provide humanitarian services, encourage high ethical

Utility firm to bring in e-buses to Iloilo City

ILOILO CITY – More Electric and Power Corporation (MORE Power), the power distribution utility operating in this city, is bringing in at least 10 air-conditioned electric buses (e-buses) to ply routes in the metro this year.

MORE Power president Roel Castro, in an interview on Tuesday, said introducing the environment-friendly mode of transportation is part of their firm’s sustainable objective in support of the local government’s thrust of becoming a sustainable city with sustainable initiatives.

“Since we are in the electric distribution business, we thought of bringing this in,” he said.

Castro said they will negotiate with the transport cooperative for the adoption of eco-friendly buses in their fleet and business process outsourcing firms in the city for the shuttle buses of their employees.

He said the e-bus causes no harm to the environment because it does not emit smoke nor create noise pollution.

“Eventually, we want this promoted and that the transport coops will really get into this. This is part of our corporate social responsibility to really introduce a very important sustainable initiative here in the city,” he added.

The e-bus can accommodate 20 passengers. When fully

charged, it could go as far as 100 kilometers.

A slow-charging unit can take around eight hours to get fully charged. Stations will be established in strategic areas in the city to cater to their charging needs.

A similar mode of transport is now in major provinces and cities in the country, including Taguig City, Davao, Cebu, Cagayan de Oro, Pampanga and Batangas.

A test run for a single unit was conducted last week where Mayor Jerry P. Treñas was among its first passengers. “Thrilled to ride the ecofriendly e-bus of MORE Power. Let’s all do our part in reducing our carbon footprint and switch to sustainable transportation options,” the mayor posted on his Facebook account. (PNA)

DICT warns liability of ‘registered SIM cards' online sellers

CEBU CITY – The Department of Communications and Information Technology (DICT) in Central Visayas on Tuesday warned online sellers peddling “alreadyregistered” subscriber identity module (SIM) cards using the Facebook social media platform of their future liability.

Frederick Amores, regional director of DICT, said their office in Cebu received reports about individuals who are selling SIM cards in the “Marketplace”, a sub-group in Facebook selling various commodities.

“Actually, we heard reports that there are people who opted to buy already registered SIM

cards. In fact, I have heard stories that it has become an underground business,” Amores told reporters at the sideline of the Fiestartup 2023 press conference here. He said peddlers who registered the SIM under their name should have realized that they become accountable as its owner.

Registered owners

of SIM cards used in illicit transactions and activities would always face the danger of being held liable, he said. He encouraged subscribers to buy their SIM cards in legitimate stores whose sales staff could provide assistance with the registration under the buyer’s name. Meanwhile, Amores said he has observed

more subscribers registering their prepaid SIM cards, after the DICT announced on April 27 that President Ferdinand R. Marcos Jr. has approved a 90-day extension.

“We are hoping that we will have a more substantial number of SIM registered by the time the extension ends. I think this is going to be the last extension. This may

no longer be extended further,” he said, as he urged subscribers to not wait for the lapse of the extension before registering their SIM cards. Republic Act No. 11934, the SIM Registration Act and commonly referred to as the SIM Card law, mandates the registration of all SIM cards before activation. (PNA)

Before this Court is a verified Petition for Correction of the Certificate of Live Birth of NORJAHANI BARAZAR DERAMPA under LCR Registry No. 2017-08151 as entered in the Records of the Local Civil Registrar of Marawi City, Lanao del Sur, which reads in part:

1. Petitioner MINOR NORJAHANI BARAZAR DERAMPA, represented by his mother FARHANA TUGAYA BARAZAR, is Filipino, twelve years of age, and a resident of Brgy. Lilod Saduc, Marawi City, Lanao del Sur where he may be served with notices and other court processes;

2. Respondent City Civil Registrar of Marawi City, Lanao del Sur is the custodian of all records of birth in Marawi City whose office is located at the City Hall Compound Marawi City, Lanao del Sur where she may be served with summons and other court processes;

3. Respondent Civil Registrar General of the Philippine Statistics Authority (PSA) is impleaded as the central custodian of all records of birth in the country and may be served with notices, order and other court processes at the PSA, NSO Building, East Avenue, Diliman Quezon City;

4. Petitioner, who was born on January 19, 2011, is the second child among the children of spouses Farhana Tugaya Barazar , and Lala Musa Derampa, copy of the Certificate of Live Birth (COLB) issued by the Philippine Statistics Authority (PSA) with Registry Number 2017-08151 is hereto attached as Annex “A”;

5. When the parents of the petitioner filed and registered the COLB of the petitioner before the City Civil Registrar in Marawi City, they supplied correct and true entries as evidenced in the negative COLB issued by the Local Civil Registrar of Marawi City, copy of the COLB issued by the City Civil Registrar of Marawi City is hereto attached as Annex “B;

6. However, when the parents of the petitioner went to PSA Iligan City to get the PSA COLB of the petitioner, they were shock when they saw that the entry in the father’s name of the petitioner is shown as “JAMAL BAYABAS MOHAMADALI” and the spelling of the surname of the petitioner is shown as “DIRAMPA”;

7. The parents of the petitioner , then and there, immediately complain before PSA Iligan City regarding the erroneous entry in the FATHER’s Name of the petitioner and the erroneous spelling of the surname of the petitioner;

8. But the PSA Iligan City advised them to go to the City Civil Registrar where they initially filed the petitioner’s COLB;

9. The parents of the petitioner went to the City Civil Registrar of Marawi City and complain as to why the entries in the Father’s Name of the petitioner entered as “JAMAL BAYABAS MOHAMMADALI” when it should be LALA MUSA DERAMPA” and the surname of the petitioner entered as “DIRAMPA” when it should be “DERAMPA”;

10. The City Civil Registrar of Marawi City advised the parents of the petitioner to come back at a later time as they will try what they can do about the complain of the parents of the petitioner;

11. When the parents of the petitioner went back to the City Civil Registrar of Marwi City, the latter just advised the former to file a petitioner(sic) for correction before the court;

12. Hence, herein Petitioner, represented by his mother, is left with no recourse but to seek judicial remedy for the correction of the erroneous father’s name shown in his COLB and the spelling of his surname;

3. To prove that the father of the petitioner is LALA MUSA DERAMPA, copy of the Certificate of Marriage of the parents of the petitioner with Registry Number 2021-5000324 is hereto attached as Annex “C”;

14. This petition is filed without the slightest intention to defraud or prejudice the government or any private entity; its ultimate purpose being to correct the erroneous entry as appears in the public records of the Civil Registry and thus make it reflective of the petitioner’s correct father’s name LALA MUSA DERAMPA.

Finding the aforesaid Petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this Court on June 15, 2023 at 8:30 o’clock in the morning;

Let copy of this Order be PUBLISHED at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks.

The Local Civil Registrar of Marawi City, Lanao del Sur and the Civil Registrar General, or any person or party who has an interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this Petition or from the last day of publication of this Order.

Further, let this Order be posted for fifteen (15) days prior to the date of hearing in the Bulletin Board of the Local Civil Registrar of Marawi City, Lanao del Sur and the Bulletin Board of this Court, also at the expense of the petitioner. The petitioner is directed to notify this Court of the publication of this Order not later than three (3) days before June 15, 2023.

CDO launches LGBTQ+ federation, mental health task force

CAGAYAN DE ORO CITY

– The city government established on Tuesday the Lesbian, Gay, Bisexual, Transgender, and Queerplus (LGBTQ+) Federation and Mental Health Task Force.

In a statement, Mayor Rolando Uy signed an executive order (EO) forming the LGBTQ+ Federation "to assist in promoting equality and diversity in the city."

With the creation of the federation, Uy said there would be programs formulated for the LGBTQ+ community that would encourage them to become productive members of

society who could contribute to progress.

"I have been supporting the LGBTQ+ sector since I was still a congressman in the 17th Congress, as I was one of the main authors of House Bill 4982 (in 2017)," he said.

The proposed measure referred to as the Sexual Orientation Or Gender Identity Or Expression Bill seeks to penalize any form of discrimination based on one's gender identity.

With the new EO, Uy also seeks to encourage the city council to pass an antidiscrimination ordinance.

Meanwhile, Uy also

launched the Task Force on Mental Health as an answer to the growing concerns of mental health issues, particularly depression, among the youth in the city.

The task force, which will be chaired by City Administrator Hilario Roy Raagas and co-chaired by gender and development focal person Sheila Lumbatan, is expected to draft measures that would improve the city officials' capability in handling mental health issues.

The task force is also tasked to develop programs on suicide prevention, including its treatment and response mechanism. (PNA)

Zamboanga City to put up 911 call station

ZAMBOANGA CITY –

The city government is establishing its own 911 emergency hotline number to respond to emergency calls here.

Dr. Elmeir Jade Apolinario, the City Disaster Risk Reduction and Management Office (CDRRMO) chief, said Tuesday the creation of the local call station (LCS)-911 has the approval of the Department of the Interior and Local Government that man -

ages the 911 nationwide emergency hotline.

Apolinario said they aim to operationalize the LCS-911 next month once the funding allocation for its operation is approved.

The LCS-911, the equipment of which are already in place, will be manned by trained personnel from his office.

Personnel from the Zamboanga City Police Office, Task Force Zamboanga, and Bureau of Fire Protection will also be assigned to the LCS-911

operation center, Apolinario said.

“Mayor John Dalipe has issued an order designating one of my staff, Clint Senoza, the head of the operations division, to handle the operation of the local call station,” he said. At present, all 911 emergencies and calls for assistance are rerouted either through Davao, Cebu, or Manila.

Once operational, the LCS-911 in this city will be the first of its kind in the region. (PNA)
