TO TAKE ON UTAH'S AFFORDABLE HOUSING CRISIS

As the leader of Summit Sotheby’s International Realty and an active real estate broker with clients at all price points, I have seen firsthand the challenges and demands on the Utah housing market in recent years. More specifically, I’ve seen a rising number of families who cannot locate affordable housing in our state. Sadly, this has become a common and more pressing issue that has grown as Utah has become an increasingly desirable place to relocate to in recent years. It’s no secret that the Beehive State is an amazing place, offering easy access to unparalleled natural beauty, a thriving economy and business-friendly regulatory and workforce conditions. Unfortunately for prospective homebuyers and renters, the cost of housing in Utah has become a serious crisis for many households. New home year-over-year median prices in Utah are up 50% in the past five years, rising from $366k to $550k. (A large portion of that increase, (18.3%), occurred in the last year alone.) Nationwide, house prices rose 18.7% from the first quarter of 2021 to the first quarter of 2022 – and in Utah, prices increased even more dramatically, 26.8% during that same time range.

At the start of the pandemic in 2020, Utah was already short 53,100 homes, putting thousands of families in a tough spot of trying to find housing. Today, Utah currently ranks third in the nation for year-over-year housing price increases from Q1 2021 to Q1 2022. If the current housing problem isn’t addressed and solved, our children won’t be able to afford to stay in the communities where they grew up. Even if Utah could somehow stop anyone else from migrating here (an impossible suggestion), new household creation for the children and grandchildren of current Utah residents alone would continue to drive a shortage of affordable housing options for all. So, what steps must we take? The obvious answer is to do whatever possible to incentivize the building of more housing – of all types and at all price points. The difficulty therein is finding the balance between Utah’s rising housing needs while respecting private property rights, local zoning laws, impact fees and the ‘Not In My Backyard’ (NIMBY) mentality that is all too common. Understandably, in a place as scenic as Utah, few people want to see higher density in their area. Local residents go to great lengths to ensure their city council prevents just that through zoning laws and other legal avenues. Eventually however, this NIMBY mentality will ensure that most areas throughout our great state will be spoken for – it’s already happened in some cities. At the same time, most Utahns can agree that the answer will not be found in unchecked urban sprawl and the resulting infrastructure costs and long commute times that would then arise.

The state legislature has made progress in the past few years, incentivizing local governments to take steps in allowing more affordable housing options within their municipalities. But local
governments need to go beyond this plan, creating even more land use development tools for much needed housing projects. Cities must recognize that local zoning is one of the most significant roadblocks toward building more homes and stabilizing Utah housing costs, making it their top priority to incentivize the building of the “missing middle” multifamily housing stock, such as duplexes, townhomes, accessory dwelling units and medium-to-high density condominium projects. This is the most practical solution to building strong, stable communities with the added benefits that come from homeownership. Plus, it helps avoid the costs of urban sprawl that is the unintended consequence of zoning laws that are hyper-focused on continuing large-lot, single-family zones. “NIMBYism” and the slow approval processes of land-use applications are two of the great barriers to meeting our housing needs. It manifests in the form of slow moving, strict zoning laws and political pressure on elected officials who, in turn, limit approval of healthy growth of new housing stock to the detriment of the greater community. The value of money that suffers from inefficient approval processes is great; the longer the process takes, the greater the cost of the end housing product. For this to change, Utahns must become more comfortable with medium density housing within residential communities and our cities must make good use of currently under-utilized, existing properties with low-performing land uses. For example, the conversion of big box retailer parking lots into higher density housing; these oversized parking lots (which even at their peak were too big) would provide valuable real estate conveniently located on transit-oriented roads with robust utility infrastructure – perfect for converting into high and medium density homes. Medium density housing like condos, townhomes, accessory dwelling units and even small lot detached single-family homes can fit seamlessly within traditional neighborhoods while supplementing the traditional single-family stock. This doesn’t mean rentcontrolled low-income, high-density housing
projects. Instead, these dwellings provide a modern housing solution that young working professionals — many of whom have already been priced out of the traditional single family housing market — and retirees are embracing today. They meet the needs of those who want a low maintenance and attractive, but affordable place to live. Historically, large-lot single-family detached homes have been the preferred option for homebuyers. But if we don’t have enough medium density options, it negatively affects the entire natural housing cycle. Imagine: retired, empty nesters who don’t have nice townhome or condo options won’t leave their single-family homes, preventing households with growing families from buying that home. And if the growing families aren’t given the option to upgrade housing, the renting population won’t be able to break into homeownership of these smaller, more affordable options either. Investing in sufficient housing stock for each step of the cycle is critical because without it, stagnation in certain sectors of our market will be inevitable as inventory decreases, prices increase, and demand rapidly outstrips supply.

Another issue that local governments face is balancing impact fees with sustainable growth. Localities often rely on impact fees to fund necessary infrastructure, but unless done prudently and trasparently, the costs can add to the problem of families getting priced out of the market – even with new infrastructure. Cities charge building fees, permitting fees, impact fees and more with the intent to cover the costs of growth and infrastructure within their borders. They have the right idea that growth should pay for

growth, but unless done deliberately to only cover only the direct costs of the impact, fees will continue to rise every year, ultimately creating higher costs for the end user – whether that be a residential home buyer or a small business owner. While updating zoning laws to adjust to the needs of our population growth is a great way to impact housing availability and cost, even with more flexible zoning laws local municipalities are still impeding the affordable housing market through current fee structures. Until both are drastically changed, affording a home will continue to be unattainable for many Utahns. Utah’s population has grown more than any other state in the last decade and is expected to nearly double in the next 50 years. Our great state is

attractive for obvious reasons, and we can keep it that way, even with the growth. We need to meet the housing demands of today while preparing for our growing children and the ‘transplant’ residents who will inevitably move here. Strict zoning laws and NIMBYism have made it almost impossible to build fast enough to keep up with the needs of Utah’s growth; our state and local leaders must address the outdated mentality that shapes zoning laws by quelling myths about dangers of affordable housing. We must embrace the structural changes that come with a growing state and economy. It’s important for Utahns and our leaders to think of the housing market like a staircase – each step needs to have adequate inventory for the entire market to function properly.
Without sufficient inventory in one part of the market, it creates missing steps that makes reaching homeownership much harder for Utah families. Building this missing middle housing stock will help all Utahns find more affordable housing options. Utah’s affordable housing problem is a complex one that will require a multifaceted solution, but state and city leaders do have multiple options within their reach to grow housing availability and affordability within our borders. However, it’s going to require taking strategic policymaking to put residents’ needs first and balance the costs of Utah’s growth. Reevaluating zoning laws, repurposing under-utilized commercial and industrial properties for mixed-use
and residential development, accelerating the approval processes, and keeping taxes and fees that affect housing costs low is a good place to start. If we don’t act soon, everyday Utahns will continue to be overwhelmed with growth, and priced out of the very state they call home.

Why did you move to Utah? Unless you’re one of the lucky few native residents of our beautiful corner of the world, you – like so many others – chose to move here. The Beehive State is well-known for its healthy population of ‘transplant’ residents, people who moved to Utah from outside the state. I moved to the commanding mountains of Utah almost 15 years ago in the fall of 2007. I was a fresh college grad from New England ready to set out and find a season of adventure in the wild backcountry of a state that – at the time – was vastly unfamiliar to myself and my compatriot travelers. I had been told many excellent stories regarding the quality of the winter snowfalls here in the Beehive State and was assured that outdoor recreation was a way of life, with abundant opportunities for adventure easily found year-round. Although I can admit to a few initial doubts and misgivings as we entered our new home of Summit County in late October, (having been born and raised in the Green Mountains of Vermont, at that time of year Utah’s Wasatch Mountains seemed an awfully dreary shade of brown), my fears would be for naught when the total snowfall for that December alone reached eight feet in Park City and twelve feet in the nearby Cottonwood Canyons. (Utah’s 200708 season would continue as such, ending far above average with 124% of normal snowfall totals in our area.) It was an experience. I spent the winter shoveling never-ending quantities of light, fluffy snow off the steps of our unrenovated miner’s cabin in historic Old Town every day, wondering where I’d put it
as the snowbanks gradually grew above head-height. I later learned it wasn’t uncommon for the city to send fleets of dump trucks into town to remove excess snow from our narrow streets. It was during the following spring, summer and autumn seasons which brought with them some of the best weather I’d ever experienced, (sun-filled, bluebird skies that were blissfully free of mosquitoes and humidity) that I truly fell in love with Utah. I spent time visiting the southern half of the state, exploring a foreign desert landscape unlike anything I had ever seen before. It was filled with towering red rock canyons and natural stone arches that defied gravity and left my jaw hanging. It was hard to comprehend the eons of time and erosion that had sculpted such a place, but it was clear that I had moved somewhere truly special. I didn’t know it then, but from the moment I’d arrived – transplanted into this new and beautiful landscape – I had started putting down strong roots that would stay firmly planted to this day. Utah had become my home, and I was irrevocably changed for the better because of it.

In the fall of 2021, Summit Sotheby’s International Realty was given the opportunity to partner with the David Eccles School of Business at the University of Utah with the intent of studying Utah’s post-pandemic migration patterns and the motivating factors driving recent transplants into the Beehive State. In an ever-tightening real estate market that showed no signs of slowing down, we jumped at the chance to work with two teams of graduate students with the intent of shedding light on the ‘great western migration’, and what exactly was drawing new residents into Utah from other areas across the United States. In addition to using definitive quantitative market data, the graduate students we partnered with surveyed 244 recent Utah home buyers and asked them where they were coming from, what their motivations for leaving their previous state were, and why they had chosen to move to Utah. This study was of deep interest to us because a Utah-focused study with qualitative motivational data didn’t exist, and it had become clear to Utahns that many new residents had moved to our uniquely beautiful state in recent years. Within today’s ultra-competitive market facing historically low housing supply and record-high demand for homes, our job as real estate professionals that serve clients at all price points is to be a source of accurate, up-to-date information. We want to help our clients better understand Utah’s rapidly changing real estate supply and demand, and we strive to offer a luxury experience for every client and transaction – regardless of the area, size or price point of the properties we represent. This process begins with an in-depth, comprehensive understanding of current market data as well as the people moving and buying homes here.

Out of the 244 survey respondents that had purchased a home in Utah during the last five years, the vast majority were not originally from Utah – almost 85% (84.84%) to be exact; most of the individuals surveyed had moved to Utah from out-of-state. They came from locations across the country, although over a quarter of them (25.93%) had moved east from California, followed by Washington state (4.1%), Colorado (3.7%) and Texas (3.3%). Most respondents were not first-time home buyers; only 28.07% had not previously purchased a home, meaning that nearly three-quarters of the individuals surveyed were at least second-time buyers. Most of our respondents also fell within the ranges of 30-39 years of age (nearly 39%) and 40-49 years (over 24%). They made up nearly 64% of the individuals surveyed. Another detail that we were not surprised by, but certainly took note of was the fact that a strong majority of our respondents (some 88.52%) had utilized a real estate agent to secure their new home in Utah. Only 11.48% of respondents had not used a real estate professional in their search, demonstrating the value of utilizing a seasoned, local real estate professional when house-hunting in the ultra-competitive real estate markets of recent years. When it came down to the actual reasons why our respondents had ultimately chosen Utah as their new home over other locations, we saw a variety of responses with a few obvious similarities. A strong job market, family ties and accessible outdoor recreation all made the list of factors drawing new residents in, but another key reason kept showing up in response after response – Utah’s overall quality of life, which is undeniably excellent. There was a variety of reasons why respondents had left their previous homes: floundering job markets, rising cost of living and increased housing costs, a lack of outdoor recreation, and the simple fact that their previous home state had become ‘too crowded’ (this was a common response in individuals moving from California). Another big takeaway that we saw in survey responses was the commonality of the past years’ global pandemic. While most respondents said that they believed their decision to move was not affected by the Coronavirus pandemic, many of them also wrote that it had ‘allowed’
them to make the move; “It allowed me to leave Boston” or “It allowed me to keep the same employment while relocating elsewhere”. Many people noted that their employers now offered them the option of working remotely from any location, a change spurred on by the onset of the pandemic in 2020 that is now common across the globe. Some respondents also noted that the Coronavirus pandemic created a sense of urgency in their decisionmaking, speeding up the process and forcing them to realize that if they wanted a change, they needed to act quickly. Most of the recent home buyers that were surveyed ultimately selected family or quality of life when asked what their main reason was for choosing Utah as their new home; however, in their freeform W E WA N T E D responses we were able to see a glimpse of the realization that TO L E AV E the pandemic simply created THE STRESS the opportunity to move and OF A BIG CITY gave them the motivation to AND THE CROWDS act upon it. We feel strongly that while our brokerage is known for providing a white glove luxury experience and often represents some of Utah’s finest properties, our reputation for excellence extends to every single client and property we have the privilege of representing – regardless of the area or price point. In 2021, Summit Sotheby’s International Realty closed a total of 4,012 transaction sides; this included all property types at all sizes, locations, and prices. Of these 4,012 transactions, over half of them (50.25%) were properties that closed at or below $750,000. About a quarter of those transactions (26.27%) were properties totaling $750,000 to $1,500,000. And on the upper end of our closed transactions, we saw 13.56% for properties valued from $1,500,000 to $3,000,000 – and only 9.92% of our total transactions involved properties valued over $3,000,000.

Heading east from Southern Utah across the Beehive State, we pass over Capitol Reef National Park on our way to Eastern Utah and the town of Moab.
