Lycoming College is pleased to announce it has received an $8,850 grant from the PPL Foundation.
Lycoming College receives grant from PPL Foundation for Partnership Welcome Week and OpenWilliamsport
WILLIAMSPORT — Lycoming College is pleased to announce it has received an $8,850 grant from the PPL Foundation. These funds will support the expansion and enhancement of a complementary pair of the College’s Diversity, Equity, and Inclusion (DEI) programs successfully piloted in 202223 — Partnership Welcome Week and OpenWilliamsport.
Both programs foster relationships, community, belonging, and understanding among citizens of the greater Williamsport area and Lycoming students from diverse geographic and cultural backgrounds. The programs serve to foster these students’ transition into the broader Williamsport community and to give community members greater opportunity to interact with, learn from, and support them.
Partnership Welcome Week organizes events that bring students into the community as they first arrive, acquainting them with local businesses and leaders. OpenWilliamsport pairs students with recruited host families, provides outings for them in the community, and encourages building meaningful relationships through mutual understanding. Last year, the programs included field trips to the Little League World Series, Hiawatha Paddlewheel
Riverboat, and Knoebels Amusement Resort, as well as organized city walking tours, team-building community service projects, and a luncheon with Mayor Derek Slaughter and Chief of Police Justin Snyder.
“Lycoming College is so thankful to receive the PPL grant,” said PageCarol Woods, Ed.D., associate dean of student success. “This grant will allow our students, who come from hundreds of miles away, to experience Williamsport and Lycoming County in a unique way so they can visualize themselves becoming a part of this wonderful community! This grant will continue to allow our community to not only be a part of our students’ lives, but also grow with our students.”
“PPL supports communities where all are respected, valued and free to reach their full potential in life,” said Lissette Santana, PPL Foundation president. “The PPL Foundation is proud to recognize programs supporting underserved communities and advancing equity and inclusion in the communities we serve.”
The PPL Foundation announced the recipients of its Powering Equity Grants, awarding $203,000 in grants to support 30 organizations working to enhance diversity, equity, and inclusion in the communities they serve.

In 1915, Lieutenant Colonel John McCrae, a Canadian physician and poet, penned a now-famous poem titled “In Flanders Fields” after he saw bright red poppies sprouting among the graves of Allied troops buried in Europe during World War I. The flower has since become a symbol of remembrance, honoring the veterans who lost their lives in battle.

The larks, still bravely singing, fly Scarce heard amid the guns below.

Lycoming College graduate awarded Fulbright
WILLIAMSPORT — Recent Lycoming College graduate Dominick Philip ’24 of Nazareth, Pa., was named to the prestigious class of 2024-25 Fulbright honorees. A recipient of the Fulbright English Teaching Assistant Award, he will travel to Hamburg, Germany, to teach English to, and to share American culture with German students at the secondary education level. Philip, an economics-philosophy-comparative literature triple major with a minor in German, also graduated as a Lycoming Scholar.
The Fulbright Program is the flagship international cultural exchange program sponsored by the U.S. government and designed to increase mutual understanding between people of the United States and of other countries. The highly selective program is considered one of the most prestigious of its type.
A love of German
Although Philip studied German for two years in high school, he did not develop a true love of and passion for the European language until he studied at Lycoming with Len Cagle Ph.D., associate professor of modern language studies. Philip quickly moved to upper level German classes and received an undergraduate scholarship from the German Academic Exchange Service (Deutscher Akademischer Austauschdienst – DAAD), enabling him to immerse himself in German language and culture for one month in Munich.
“It was a really formative experience and made me certain that I wanted to continue studying the language,” said Philip.
When Philip returned to Lycoming, Cagle took him on as a peer mentor for his first year seminar, “Berlin on Film,” leading Philip to realize how much he enjoyed teaching. “I had the responsibility of helping with classroom discussion and enjoyed helping students acclimate to college life and discussing the responsibilities of college, such as exam preparation. I was also able to lead lectures when Dr. Cagle was out of town at conferences. It was a great experience during my junior and senior years.”
While continuing his studies at Lycoming, Philip said he began reading German literature with Cagle, which deeply affected him.
Getting back to Germany
“I want to really be immersed in the German experience. I was there for one month with the DAAD program, and had a great time, but it flew past me quickly and I want to be able to slow down and get a stronger understanding of the German people,” said Philip.
“When I shared with Dr. Cagle that I wanted to go back, he recommended I apply for a Fulbright.” Cagle helped Philip throughout the arduous application process. “We got to work on the first day the application was available, meeting weekly to refine and strengthen the application as much as possible. We did this right up until the October deadline,” he said.
Additionally, Lycoming’s Scholarship and Fellowship Committee, which includes a Fulbright Advisor, and on which Cagle serves, further strengthened Philip’s chances by providing feedback on his application and by interviewing him.
Philip will be teaching from September through May. While in Hamburg, where there is a large Turkish-German population, he plans to expand his knowledge of languages further by taking Turkish classes. Upon completion of his Fulbright experience, Philip will head to Dartmouth College, where he will pursue a master’s degree in comparative literature as part of a one-year intensive program.
“Dom has a lot of experience as a tutor and has led several classroom discussions and lessons. He goes out of his way to help students. He is personable, smart, a strong writer and easy to get along with. He will make a great Fulbright TA,” said Cagle. “The Fulbright program is going to open a lot of doors for Dom, both academically and personally, and has the potential to change the course of his life. It’s a wonderful opportunity.”

May landscape grad achieves state horticulturist certification
WILLIAMSPORT — Laura A. Snyder, of Harrisburg, a May graduate of Pennsylvania College of Technology’s landscape/plant production technology major, has attained Pennsylvania Certified Horticulturist status after passing the formal exam required for certification.
“I am proud of earning the recognition as a Pennsylvania Certified Horticulturist,” Snyder said. “Achieving this acknowledgement from the Pennsylvania Landscape & Nursery Association was no easy task, but I felt fully prepared for the exam after my two years of study at Penn College. I look forward to using my skills as I develop my career in the landscape industry.”
The PCH exam was administered on the last day of finals in early May by Carl J. Bower Jr., assistant professor of horticulture at Penn College. Snyder passed all four sections of the intensive test.
“The PCH certification is certainly a high honor for Laura,” Bower said. “It is a tough exam, on which you need to score an 80% or more to achieve (certification). It demonstrates her commitment to our industry and confirms her knowledge of the field.”
The PCH program offers a formal way for landscape or nursery professionals to test their knowledge and gain professional credibility. It recognizes those who have demonstrated a high level of competence in the profession.
“Since graduation, I have been working for Hummel’s Landscape Inc., a highly respected landscape business based in the Harrisburg area,” Snyder shared. “They provide premier landscape services to create dynamic outdoor living spaces for their customers. I have already learned a great deal while working with the team and hope to continue contributing to their highly professional organization.”
For more information on Penn College’s Associate of Applied Science degree in landscape/plant production technology, call the School of Engineering Technologies at 570-327-4520.

Emergency management instructor delivers keynote address
WILLIAMSPORT – An emergency management and homeland security instructor at Pennsylvania College of Technology delivered the keynote address at the Pennsylvania Association of Intermediate Units’ School Safety and Security Coordinators Seminar, held recently at The Penn Stater Hotel & Conference Center in State College.
“School safety is a passion of mine,” said William A. Schlosser. “Helping educators understand the common elements between education and emergency management not only creates safer schools, but it allows educators to become more effective in keeping their schools safe and focused on educating children.”
PAIU is a nonprofit organization representing Pennsylvania’s 29 educational service agencies known as intermediate units. IUs serve students and schools by providing essential educational services, such as special education, online learning programs and support, preschool programs, development for educators, and more.
In addition to his full-time faculty role at Penn College, Schlosser is the school safety and security coordinator for Southern Tioga School District. He volunteers as the emergency management coordinator for his hometown, Mansfield Borough, and also serves on the Mansfield Borough Council and chairs its Safety Committee.
Schlosser is commander of the Pennsylvania Wing of the Civil Air Patrol. He is a graduate of the Air Command and Staff College and the Air War College. Both are operated by Air University, U.S. Air Force. He holds a master’s degree in emergency and disaster management from American Military University and a bachelor’s degree in music from Mansfield University. Schlosser is an Eagle Scout.
Penn College offers a Bachelor of Science degree in emergency management & homeland security – with on-campus and online options. To learn more about the major, visit www.pct.edu/em or call the School of Business, Arts & Sciences at 570-327-4521.
