Wordscanbejustaspainfulasaslap, thwackorthrup.LikewhenIdescribed someone“whor-ingoffdowntheroad.” Imeantharing.Dadcalmlyaskedme toexplainmychoiceofwords. Ididn’texplainverywellbecausehe thenadvisedthatI:“shouldn’tusewords Ididn’tknowthemeaningof”. IfIwasn’tembarrassedenough,he added:“Therearesomanybeautiful wordsintheEnglishlanguage,whyuse badones,horribleones”. Oh,thepowerofbeingslappedwitha fewwell-chosenwords.
Unique piece of aviation history
Tauranga’saviationmuseumwillbecome thepermanenthometoareplicaofwhat’s believedtobetheworld’soldestpowered flyingaircraft.
ClassicFlyershastakenpossessionofthefull-sized reproductionofNewZealandinventorRichard Pearse’s1903aircraftthatwasamongthefirsttofly. Itwaspainstakinglyreconstructedover15years bylateAucklandengineerIvanMudrovcichbuthas beeninstoragesincehisdeathin2018.
“ForaviationenthusiastsinNewZealand,thisis averyuniquedisplayandwe’repleasedtohaveitat ClassicFlyers,”saysCEOAndrewGormlie.
“It’soneoftheearliestaircraftandpotentiallyflew ayearbeforetheWrightbrothersintheUS.”
Ivan’sson,Ivan,andgrandson,Joseph,both workedwithhimonwhatisnowconsidereda familylegacy.
“Ithoughtitwasmydad’sbestidea,”saysIvan. “Iwasrapt.It’sthebiggestprojectheevertookon. “Itabsorbed15yearsofhislifethrough researchingandbuilding.I’manaircraftengineer, soIhelpedoutwhereIcould,andwehavephotos ofJosephgettinginvolvedfromwhenhewastwo
yearsold.”
BoththeoriginalbuiltbyPearseandthereplica havemanagedshort“hops”offtheground,but whethertheaircraftofficiallyflewornotisn’tthe debateasfarasIvanisconcerned.
“ThesignificanceisthatPearsewasaKiwipioneer atthesametimeastheWrightbrothers,sohewas upthereamongthefirst,”saysIvan.
“IputhiminthesamecategoryasBurtMunro andJohnBritten.
“Dad’sintentionwastobuildtheaircraftand allowotherstocometotheirownconclusions.
“It’sbeenlyinginMum’sshedsowelikethatit willnowbeonshow.”
Thereplicawithits12mwingspanwilltakepride ofplacehangingfromtheroofofClassicFlyers,so thatit’svisiblefromtheeventroom.
“WecannowtellthestoryofRichardPearse,”says Andrew.“He’stheonewhooriginallyinventedit around1900atTemuka,nearChristchurch.
“Hemayhavebeenthefirstguythatflewinthe worldbutirrespective,hewasstilldoingaseriesof testflightsasearlyasanyoftheaviationpioneers aroundtheplanetsoit’sprettycool.”

Publictransportcommitteechairman CouncillorAndrewvonDadelszensaysthe changereflectstheneedtofillafundinggap whilelimitingthecostimpactonbususers andmaintainingkeyservicesforschool-age childrenandyoungadults.
From plans to progress
Inearly2021Tauranga’sfuture was“prettybleak”,itscouncilhad beensacked,theCBDwaslittered withemptyshops,andtheCovid pandemiccontinueditsgripon NewZealand’sfifth-largestcity.
ThisiswhatTaurangaCity’s four-personcommission,ledbyformer NationalMPAnneTolley,wastasked withturningaround.
Whentheyfirstarrived,plansfor unrealisedprojects“tumbledoutofthe cupboards,”saysTolley.
Nearlyfouryearson,thecommission havecompletedamyriadofthose projects,someofwhichhadbeeninthe worksfor20years.
Theirtenuredividedthecitywith manyopposedtotheirappointment, buttheywereputthere“todoajoband getonwithit”.
Theteamoffourwashandpickedby formerLocalGovernmentMinister NanaiaMahuta.
TheirtermstartedinFebruary 2021,afterthepreviouscouncilwas dischargedofitsdutiesbyMahutafor poorbehaviour,infighting,leaksof
confidentialinformationandtheinability tosetratesatarealisticlevel.
MakingupTolley’steamwere commissionersShadrachRolleston, aplannerwithMāoriengagement expertise,BillWasleyaplannerwith localgovernmentseniormanagement experience,andStephenSelwoodthe formerchiefexecutiveofInfrastructure NewZealand.
LocalDemocracyReportingsat downwiththecity’sstewardstotalk aboutthetrialsandtriumphsof runningTaurangabeforetheirterm officiallyendsnextweek.
In2021theonlyglimmerofhopefor thecitycentrewasthe$200million Farmersdevelopment,saysTolley. “Therewasn’talotelse,itwaslikethere werewill-o’-the-wisps[impossiblegoals] tumblingdownthemainstreet.”
Taurangalocal,Rollestonadds:“Ifyou thinkbackthreeandahalfyearsago. Whatwasourfuture?
“Itwasprettybleak.”
“[People]cannowseewhatthe futureholds.”
FindingTauranga’spulse Partofthisfutureisthe$306mcivic
precinctTeManawatakioTePapa.Due forcompletionin2028,theprecinct willhousealibrary,acivicwharefor meetings,andthecity’sfirstmuseumand exhibitioncentre.
Thisprojectalongsideupgradestothe waterfrontandotherpublicspacesmarks a$500mcouncilinvestmentaimedat revivingthecity’sheart.
Tolleysaystheirprojectshave createdconfidenceintheCBDsothat privateinvestmentisnowthreetimes thatofcouncil’s.
“Infiveyears’timeit[theCBD]will beunrecognisable.Thecitycentrewill behumming,andpeoplewillbeproud oftheircity.”
Privateprojectsincludetherecently completed$200mFarmersresidential andretaildevelopment,38Elizabeth, the$19mmasstimberofficeat90 DevonportthatTaurangaCityCouncil willlease,andthe$20mNorthern QuarteronTheStrand.
Alegacyofhope
Despitethecouncil’shugeinvestment, TeManawatakioTePapaisn’tthelegacy Tolleywantedtoleave.
“Iwantedtoleaveacitythatwasproud

“Whenwecame,wefound anorganisation[TaurangaCity Council]thatwasverydefensive, veryinward-focused.

Herfavouriteexampleofthis istherecentlyopened$3.6m skateparkinMountMaunganui. Itwasdesignedbya communitypanelandskatepark designerRichLandscapes.
Councilfunded45percent ofthecost,therestcamefrom communitygrants.
TaurangaresidentBillWasley saysaddressingthedeficitin communityfacilitieswasthe highlightofhisterm.
“Whetherthey’reparksand reserves,the[MemorialPark] aquaticcentre,skateparks, theMarineParadecoastal pathway,thatwholesuiteof
activitieshasbeenabsolutelykey, becauseit’saboutprovidingthe peoplethings.”
Itwaskeytocontinuethat investment,hesays.
“There’snopointbuildingall thesethingsandlettingthemgo andnothavingmaintenance.”
Nothinglost
Rollestonsayshishighlightwas therangeofculturalissuesthat thecommissionhadresolvedor startedworkon.
Thisincludedtheco-ownership ofthelandbeneathTe ManawatakioTePapabetween councilandmanawhenua.
“Whenwedidthetransfer… therewasnothinglost…itwas thehonourablethingtodoto resolvethoseissues.”
Councilalsoworkedwith WairoaMaraeonthePōteriwhi developmentandsetasideland forWhareroaMaraewhichis facingcoastalinundationand issueswithairpollutionforthe industrialareathatsurroundsit.
“There’sawholesuiteof
thesethingsthattheMāori communityhaveraised continuallywithcouncilover alongperiodoftimetoseek aresolutionto.”
Selwood,wholivesin Rollestonbutbasedhimself inMountMaunganuiwhen needed,saysthecommission wasina“remarkablyprivileged position”.
“Ouronlymissioninlife wastomakedecisionsinthe bestlong-terminterestsof thecityasawhole,withno politicalagendastopush otherthandoingthevery bestjobwecould.”
Thecity’sfirstelectioninfive yearsisonJuly20andthe commission’stermofficially endswhentheresultsare finalisedinaweek’stime.

Boat ramp charge ‘not on ’
Boatieswillnowhavetopaytoparktheir trailernearsomeboatrampsinTauranga. Itwillcost$20adaytoparkaboattrailer nearthePilotBay,SulphurPointandWhareroa Reserveboatramps.
Taurangaresidentswillbeabletopurchasea $200yearlypassfortheirtrailerinsteadofpaying thedailycharge.

PukehinaresidentRichardHowardclaimsthis showsthecouncilistargetingratepayerswho “havenochoicebuttopayforservicesthatthey alreadypaidfor”.
Richardspeaksonbehalfofmanyfisherman friendswhowillbeaffectedbythisdecision.
“Iamaregularfisherman,mainlyonshorenow IhavesoldmyboatbutIgooutwithmembers ofourlocalPukehinaFishingClubInc.
“Manyofourmembersusemostoftheramps fromWhakatānetotheMount.
“Our25boatingmembersofabout135 memberswouldusetherampsatleasttwoto threetimespermonth.Thiswouldmeanthere wouldbeatleasttwoadultsonboard,andwe haveastrongkids’ sectionsomanytimes therewouldbekidson board,

Chargesnecessary-council
Inresponse,TaurangaCityCouncilspacesand placesmanagerAlisonLawsaysthesechargesare necessaryasmoneyisneededformaintenanceof theboatramps.
“Theongoingmaintenanceofboatramps includeswaterblasting,maintenanceinspections, allowanceforreplacementofpontoonunits,line marking,signagereplacement,lightingrepairs andsandremoval.
“Tohelpkeepratesriseslow,itsimportant peoplepaytheirfairsharetowardsmaintaining thefacilitiesandservicestheyusethemost, andmanyothercouncilsinNewZealandhave implementedauser-payssystemfortheirboat rampsand/orboatramptrailerparking.
“Also,visitorstoTaurangausingtheramps arebenefitingfromthesefacilitieswithout contributingtotheircost.
“Wherecouncilconsidersthereisaclearly identifiedrelationshipbetweenusersandthe servicesprovided,particularlywithanimmediate benefit,itwillimplementfeesandchargesfor thatactivity.Charginguserfeesreflectsthe privatebenefitofanactivity,andtheuseoffees andchargesmaybebalancedwithotherfunding sourceswhichrecogniseapublicbenefit.”
Theannualcostofmaintenanceand depreciationoftherampsis$233,691,according toacouncilreport.
25yearsofHealthShuttles
Localswhohavevolunteeredtheirtime todrivefreehealthshuttlesforHatoHone StJohnwillbepartofacelebration thisweekend.
AnafternoonteaisbeingheldonSunday, July21,tomark25yearssincetheservicebegan inTauranga.
AlanPinehasbeenavolunteerforthe organisationfor69yearsandsaysittakesagreat dealofcommitment.
“Ourdriversaremostlyretired,”hesays.
“Oncethey’vegonethroughtheinitialinterview andchecks,theycompleteafirstaidcourse, drivingassessmentandanobservershiftbefore weconsiderthemreadytoberosteredon.”
TheofficiallaunchoftheserviceinTaurangawas heldonJuly24,1999,withapurpose-builtFord Couriervanthatcouldtakeseatedandwheelchair
customers.Theoriginalteamcomprisedsix volunteers.Thatnumberhasnowgrownto30 who’verackedup4847driverhoursinthelast twelvemonthstransporting800customers.
Around40pastandpresentvolunteersalong withtheirpartnersareexpectedtojointhe celebrationthisweekend.
“Thevolunteersdogreatwork,”saysAlan.“It’sa veryworthwhilejobbecausepeoplewhouseour servicehavenoothermeansofgettingtotheir medicalappointments.It’snotjustfortheelderly; we’lltakeanyonewhoneedshelp.”
HatoHoneStJohnAmbulanceHealthShuttleis afreeserviceoperatingtwovansthatgetsaround halfitsrunningcostsfromdonations.It’scurrently lookingformorevolunteerdriverstokeepthe serviceoperating,alongwithfundingstreamsfor ongoingHealthShuttleoperatingexpenses.

Changes for driver license wait times coming
TheGovernmentisrollingout changestothedriverlicensing systemtotacklethelongwait timesfacingNewZealanders tryingtosittheirdriver’slicence testsnationwide,saysTransport MinisterSimeonBrown.
“SincethepreviousGovernment’s decisionlastyeartoremoveresit feesfortheoryandpractical
tests,demandfordriverlicence testbookingshaveincreased significantly,ashavetestfailure ratesandno-shows.Thishasledto unacceptabledelaysforKiwistrying tobookatestfortheirdriverlicence.
“Demandforoverseasdriver licenceconversionshasalsogrown significantly,addingtothepressure onthedriverlicencetestsystem.
“This,coupledwithunlimitedfree resits,hasmeantpeopleapplyingto
sittheirdriverlicencetestshave beenwaitingmorethan60days inpartsofthecountry.
