Ontheotherhand,aLondon basedhomelesscharitysayshanding overmoneytobeggarscanhave consequencesbecause,itclaims,80 percentofpeoplebeggingdosoto supportsubstanceabuse.Andthe spendingofthebeggeddollarscan severelyinterferewiththegoodwork itsteamsdointhefield.

Pukehinamanquestions council’sdecision A Pukehina resident has questioned why thecouncilbotheredwithcommunity consulltatiionaffteriitrejjected d thhe majority’sviewtorefundmore than$500,000intargetedrates.
In2000,WesternBayofPlentyDistrictcouncil startedcollectingatargetedrateof$20ayear fromPukehinaproperties,abeachsidetownnear Tauranga,forapossibleseweragescheme.
Thecouncilpausedcollectingtheratein2022 afterfeedbackfromthecommunityanduncertainty aroundthegovernment’swaterreforms.
Fouroptions Aspartofthisyear’s10-year-plancouncildecided tostopcollectingitpermanently.
Thecouncilaskedthecommunityhowitwould liketospendthe$528,053inthefundandgave thecommunityfouroptions.Itspreferredoption wastorepurposethefundforexistingprojects, which42%ofsubmitterswanted.
Themajorityofsubmittersat52%wantedthe moneytoberefunded.
Fourpercentwantedthefundtoberepurposed forseptictankcleaningand2%wantedtoretainif forafutureseweragescheme.
Duringlong-termplandeliberationsthecouncil votedtorepurposethefundforprojectsduetothe potentiallyhighadministrationcostofraterefunds andthelargeproportionofpeoplewhowanted themoneyusedonotherprojects.
PukehinaratepayerMurrayHowardaskedwhy thecouncilbotheredconsultingiftheyweregoing todecideagainstthemajority.
Howard’s submission was in support of the refund,buthesaidhisconcernwiththecouncil’s d decision wasn’t t “ssour grapes”.
Thecouncilshouldn’thavebotheredwith consultationiftheyweren’tgoingtolistentowhat mostpeoplewanted,hesaid.
“It’sawasteofmoney.”
“Ifyoudon’twanttogowiththemajority,why? It’snotadictatorship.”
Transparency Howardsaidhewantedthecounciltopublicise itsdecisionabouttheratebecausehehadtoring thecounciltofindoutaboutit.
Alotofotherpeopleinthebeachsidetownship weren’tawareoftheoutcomeeither,hesaid. CouncilpolicyandplanningmanagerMatthew Leightonsaidcommunityengagementwasan essentialpartofdecisionmaking.
“Hearingfromasmanydifferentvoicesas possiblehelpscouncillorsweighoptionsandmake moreinformeddecisions.
Communityfeedbackwasoneofarangeof considerationsforcouncildecisionmakingalongside otheradditionalinformationandconsiderations, suchastechnicalandlegaladvice,hesaid.
“Whenconsideringcommunityfeedback,itis notjustthenumberscouncillorsconsider,butthe reasonsandrationalepresented.”

FormerMountMaunganui residentWendyRobertsrealisedher family’sfuturewasintheNorth Americancountryafterwakingup fromadream“sentbyGod”in2015. “Isawapictureinmydreamofa two-storywhiteSpanishbuildingand
alotofdetails,”saidWendy.Once shewoke,shewrotedownevery detailshecouldremember.
FiveyearslatertheRobertsfamily wasinMexicovolunteeringat Tijuana’sYWAMbasewhenWendy hadanotherdream,whichagainshe wrotedown.
“Itwascrazyspecific.Itsaid:‘Your retreatandYWAMbasewillbe between50-55minutesfromCabo’. WewerevolunteeringattheTijuana

The16-year-oldTaurangaBoys’ Collegestudentcompletedthe freeYoungDriverWorkshop,run byTravelSafeanditspartners.
“Igotmylearnerslicencein Marchandhavebeendriving withmymumsincethen,”said theMtMaunganuiresident. “ButIwanttomakesureI havegoodhabitsandknow everythingIneedtopass myrestricted.”
StatisticsfromNZTAWaka KotahishowBayofPlentyhas ahighfailratewithonly50.9% passingtheirpracticaldriving testin2023.
“It’snotenoughtobeableto driveacarandnotcrash,”said instructorSueFurmagefrom DriveSafeDrivingSchool. “There’sacurriculumthat theymustlearnandbeassessed on.Forsome,it’sabitofa rudeawakening.”
