BUYING & SELLING A CAR IN SPAIN uying or selling a used car in Spain can be a hazardous business, but if you take care to ensure that all the necessary paperwork is completed to cover yourself against liabilities, things should go smoothly.
Buying a car in Spain When buying a car you’ll need to ensure sure you have at least one of the following (though, it’s best to have as many as possible with photocopies). • • • •
Permiso de Residencia or Residence Permit (NIE) or passport. Your escrituras, or house deeds, or a rental contract for a minimum of one year. Although it should not be required, it is a good idea to have a Certificado de Empadronamiento or proof of residence in your municipality, available free or for a few cents from the Town Hall. It should not be older than three months. Some car dealers insist on it, and if you don´t have it, everybody wastes time until the dealer checks his facts. If you are financing the car through a dealer you will also need to provide atres nóminas, your three last payslips, or some other proof of income, such as a copy of your work contract.
Buying a car from a private seller involves you and the seller entering into a joint legal relationship and handling all the paperwork yourselves. You and the seller must draw up a Contrato de compraventa (a purchase agreement), and make the transfer of ownership at the Registro de Vehículos (the vehicle registration desk) of the Jefatura de Tráfico (Traffic Department). You both fill in and sign the Solicitud de Transmisión de Vehículos (transfer document), and keep a copy. Make sure that the date and time of the transfer appears on the Contrato so that any traffic fines the seller has left unpaid are not passed on to you. If you are buying a car you must ask the seller for two further documents. The local car tax, impuesto sobre la circulación de vehiculos, should be fully paid up to date (ask to see the vendor’s passport or identity card to check their signature is genuine, and ask for a photocopy for your own security, in case anything goes wrong). The other document you should have is a transferencia. This is obtainable from Trafico and should be completed and signed. Help with all these papers can be given by a competent gestor or by the Real Automovil Club de España (RACE). Be careful to check the legal status of any car you buy. All cars over four years old must be inspected and must pass the inspeccion technical de vehiculos (ITV), equivalent to the MOT test.
If you buy a vehicle from a reputable car dealership, they usually handle all the paperwork on your behalf to complete the ownership transfer. However, they will look to you for payment of Trafico’s transfer tax and fee. The transfer will take a minimum of fifteen days. Trafico charges are approximately 40 Euros plus a tax amount that is 4% of the book value of the vehicle.
Paperwork for buying a car in Spain
Whether you decide to buy from a private seller or a dealer, similar paperwork is involved. You should ask to see the originals of all documents, particularly when dealing with a private seller. • The Permiso de Circulación or Log Book, which is the car´s ID. It shows proof that the chassis number (vehicle identification number) corresponds with the one on the vehicle´s registration document, and provides information on the car, such as the number plate, make, model, name and address of the owner and when it was first registered. • A Transferencia, or transfer of ownership form. • The Inspección Técnica (or ITV) document or MOT, stamped and dated on passing the last inspection and detailing when the next one is due. This proves that the car met the minimum environmental and road safety standards required by law. • The Impuesto Sobre Vehiculos or road license fee for the current financial year, paid in full.
Selling a car in Spain If you are selling a car, you must sign the section on the back of the permiso de circulación which begins ‘Transferido …’. To make sure no problems arise you should also write in the date of the sale. This obliges the new owner to complete the paperwork within 10 days. You can also notify the jefatura provincial de trafico of the sale, to cover yourself in case the buyer omits to change the name on the car’s papers. If the car is still in your name after the sale, the new owner could be running up fines for which you will be liable. You can check this: ask at the jefatura for the form called solicitud de datos del registro de vehiculos (request for vehicle registration details). This will tell you whether or not you are still the car’s registered owner. It is however a legal requirement for the buyer to transfer the vehicle into their name as soon as possible after its purchase.

SUPPLIERS QUESTION TESLA’S GOALS FOR MODEL 3 OUTPUT Tesla Motors Inc has surprised parts makers with plans to move up the launch of high-volume production of its Model 3 to 2018, two years earlier than planned - an acceleration that supplier executives and industry consultants said would be difficult to achieve and potentially costly.
In the past three months, has told suppliers the company was doubling its original production projections to 100,000 Model 3s in 2017 and 400,000 in 2018, several supplier industry executives familiar with the plans. Details on Model 3 production projections have not been reported previously, and Tesla did not break out target volumes for the Model 3.
Tesla has taken 373,000 orders for the Model 3 - which has a starting price of $35,000, about half its Model S - and has said it would begin customer deliveries in late 2017. But it has made no promises, and, on earlier models, customers waited months for delivery. Citing “tremendous demand,” Chief Executive Elon Musk told analysts on an April call that the company planned to boost total production, including the existing Model S and Model X crossover, to 500,000 in 2018 two years earlier than its original target and a 10-fold increase over the 50,000 vehicles it made in 2015.
Musk said Tesla told suppliers to prepare for Model 3 production tests in July 2017, a goal he acknowledged may be unrealistic for some. But he said the “aggressive” target was necessary to reach production goals. “Now, will we actually be able to achieve volume production on July 1 next year? Of course not,” he told analysts. “The reason is that even if 99 percent of the internally produced items and supplier items are available on July 1, we still cannot produce the car because you cannot produce a car that is missing 1 percent of its components,” he said. Musk said the Model 3’s simpler design, new production hires and enthusiastic suppliers would help the company make its goals. He said Tesla would drop suppliers that could not meet deadlines and would bring more parts production in-house than traditional automakers typically do. He did not specify how much or which parts. “It’s very important for us to have the ability to produce almost any part on the car at will because it alleviates risk with suppliers,” Musk told analysts. Industry experts said Tesla’s new goals were extraordinary and raised doubts it could meet them. The handful of North American auto plants capable of building 500,000 vehicles a year are all run by automakers with decades of experience, they said. Tesla continues to have delivery delays for its Model X SUV. Its Model S also missed delivery targets when launched.

SPEEDING UP ASSEMBLY One complication is that Tesla has not finalised the Model 3 design and specifications, said auto making consultants and supply executives who asked not to be identified because Tesla prohibits them from disclosing contract details. Musk has said the Model 3 design and engineering would be complete in June, 13 months ahead of the planned production start-up. Under ideal conditions, automakers have launched new assembly lines in 18 months, but they typically take two to three years after the first tooling and supply contracts are signed, several manufacturing consultants said. Fiat Chrysler Automobiles <FCAU.N>, for example, is converting a Sterling Heights, Michigan sedan plant to make 300,000 Ram 1500 pickups a year, a 50 percent increase in capacity. “FCA already has the talent and the money, and the underlying machinery is already installed in the plant,” said one long time supply sales executive. “They’re aiming to be up and running in 2018, so they have two years – and suppliers are wondering if they’ll make that deadline.” Tesla says the Model 3 features 6,000 to 7,000 unique components, fewer than the typical automobile with a combustion engine and the Model S, which has more than 8,000 parts. The company still is soliciting bids for parts and machinery, according to representatives from several of companies that have received them, as well as industry consultants who monitor such bids. Automaking consultant Ron Harbour of Oliver Wyman said increasing production at the Fremont plant to 500,000 vehicles in 2018 would require more stamping, welding and assembly machinery that “could take up to 18 months to order and install.” He said Musk’s plan to make parts in-house can minimize risk, but it also can be more expensive and distracting. Tesla’s production push comes at a time of high demand for machinery and tooling created by a surge in product launches coming from established automakers, said a Detroit-based supplier sales executive.

Jeff Schuster of industry forecaster LMC Automotive said the goals were “implausible,” in part because Tesla’s battery factory in Reno, Nevada, was unfinished. Aluminium, lithium and other materials - already in short supply - “could be another limiting factor,” said Sam Fiorani of AutoForecast Solutions. Earlier this month two top manufacturing executives left the company and last week, Tesla said it had hired Peter Hochholdinger, formerly of Volkswagen AG’s Audi brand, as vice president of vehicle production. Tesla may pay a premium for work to speed up the Model 3 production launch, supplier executives said. The company has increased its 2016 capital spending forecast by 50 percent to about $2.25 billion. Last week , Tesla announced it would sell up to $1.7 billion in new common shares, in part to pay for machinery and engineering for the Model 3.
“I’d be really surprised if he can launch production by next July,” said Frank Faga, a Detroit-based auto manufacturing consultant. “But this is a guy who says he’s going to Mars. Who am I to say he can’t do this?”

After more than 10,800 people showed an interest online in buying a new Ford GT, Ford have confirmed they received 6,506 fully completed applications from people around the world during its one-month application window to apply to purchase the new EcoBoost-powered, carbon-fibre supercar. “We’re excited by the amount of enthusiasm fans are showing for the new Ford GT,” says Dave Pericak, director, Global Ford Performance. “This initial application window is just one of many ways fans and potential owners will have to connect with our all-new supercar even before it hits the streets.” Ford is now reviewing applications from those 6,506 potential supercar
buyers and will start notifying potential owners in the next 90 days. Ford wanted to ensure people who bought the GT would actually drive it, not resell for a quick profit or just stash them away looking for huge gains years down the road, which is why the application process was implemented. Hundreds of registrants submitted videos with their applications during the month-long application window, hoping to bolster their chances of purchasing one of the first 500 new Ford GTs. Creative applicants featured children, lighting effects, racing footage, revving engines, garage tours and life stories to show why they should own the all-new Ford GT.

First deliveries of the all-new sports car is set for later in 2016. The new car ditches its predecessor’s V8 engine in favour of a twin-turbo 3.5-litre Ecoboost V6. Ford claims a power output of more than 592bhp. Prices are tipped to start at €500,000 (around £395,000), although Ford is yet to confirm this officially. This pricing, if used, would put it well above the Lamborghini Aventador, Ferrari F12 Berlinetta and McLaren 675LT.

years ago, BMW presented the BMW R 5 to the international public - an exciting new technological development that was to influence motorcycle construction right through to the 1950s. Inspired by the 500 cc factory racing machine of 1935, it was one of the groundbreaking sports motorbikes of the late 1930s with its newly designed light frame. To mark the 80th anniversary of the BMW R 5, BMW Motorrad is honouring this icon at the Concorso d’Eleganza Villa d’Este 2016 with a special model: the BMW R 5 Hommage.

For the homage bike, numerous components such as the valve cover and the breastplate of the boxer engine were machined from billet aluminium based on sketches: they give the historical core a dash of modern flair. ... in a tailor-made custom outfit.
The BMW R 5 Hommage translates the essence of motorcycling into the modern era, combining the world of historical motorcycle design with the modern world of custom bikes.
The result is impressive: even from a distance the proportions convey the timeless beauty of a consistent reduction to the essentials – entirely true to the spirit of the R 5 – and translate this idea into the modern age. The frame and fuel tank echo the elegant drop shape of the original, though in a more modern, streamlined interpretation. The steering head is slightly more tilted, for example, so as to give the R 5 Hommage greater presence and expressive stance while at the same time underscore the fact that it belongs to the customer bike world. As far as the frame is concerned, the focus here was on the oval shaped tubes which were such a striking feature of the original. Together the frame and fuel tank draw a continuous line from the steering head to the rear wheel hub, giving the side view a touch of elegance. The handmade steel rearfender perpetuates the minimalistic layout.
Vintage meets custom The BMW R 5 Hommage shows just how well the world of historical motorcycles and the custom scene harmonise. At the core there is an original 500 cc Two-cylinder engine provided by motorcycle enthusiast Sebastian Gutsch. This boxer engine was damaged in a race and provided the starting point for creating the BMW R 5 Hommage. As befits a custom bike, the homage bike was elaborately hand-crafted from scratch. Ronny and Benny Noren were called upon to produce the parts according to the specifications of the BMW Motorrad Design Team: the two brothers have been building tailor-made customer bikes for more than 30 years.

The Two-cylinder 4-stroke boxer engine of the R 5 was completely newly designed at the time and had an output of 24 bhp at 5,500 rpm. The valve drive was taken care of by two camshafts powered by a timing chain. Thanks to the likewise newly designed frame made of electrically welded oval tubing, the light R 5 reached a top speed of 135
A particularly defining feature in terms of the appearance of the original R 5 was the telescopic fork - new at the time - whose characteristic fork covers were aerodynamically shaped at the level of the headlamp. The BMW R 5 Hommage invokes this element and interprets it in modern style based on the custom made fork. The leading edge
of the forkcovers echoes the “crease” on the breastplate and valve covers with a suggested interpretation of the typical “R 5 rib”. The brake and clutch levers activated from the bar-end likewise blend the past with stateof-the-art technology: these custom-made components combine the look of historical reversed levers with the adjustment options of modern controls.
Exquisite custom craftsmanship: supercharger, exhaust pipes and suspension The heart of the BMW R 5 rests within the minimalist proportions of the homage bike. The technical highlight of the engine is the specially developed supercharger, which in the BMW R 5 Hommage now significantly boosts the output of the original 500 cc pow-
er unit of 26 bhp to achieve a contemporary accurate level. A completely newly built stainless steel exhaust system ensures that this increase in power is appropriately reflected in terms of sound. Other contemporary accents are provided by the new rear wheel suspension, the modern piston brake system and the elaborately designed front and rear wheel hub. The latter combines the brake system and spoke mount in a single formal unit - a detailed reflection of the minimalistic concept embodied by the BMW R 5 Hommage.
The colour: classic BMW style yet still a true custom bike The BMW R 5 Hommage is presented in classic style when it comes to colour. The basic theme is typical BMW – black with white pinstripes, though interpreted in contemporary style of course. In addition to the opaquely finished surfaces, the so-called smoke finish on the fuel tank and rearfender allow the steel underneath to partially show through. In addition to the white pinstripes, the black finish on the fuel tank and rearfender especially comes into its own right, in perfect custom style, due to the metallic finish and a slight flake effect. The engine cases and gearbox in glass bead aluminium provide the perfect stage for the polished aluminium parts such as the machined breastplate and the valve covers with its “R 5 crease”. The soft lustre of the polished aluminium is especially reminiscent of the BMW R 5 originals. The overall image is rounded off with a handstitched leather seat with high-quality embossing.

Car sales across EU are at their
HIGHEST since the 2008 crisis
New-car sales across the European Union rose 9.1% to 1.3 million in April, the highest level since before the financial crisis hit, the European Automobile Manufacturers’ Association has announced. “This is the highest result in volume terms since April 2008, just before the economic crisis hit the automotive industry,” the association, known as ACEA, said in its monthly release. Germany and Spain sales rose again after falling slightly in March, when the timing of Easter shrunk the number of available sales days. Spain also had the highest number sold across the union, followed by Italy, Germany, France and the U.K.
Volkswagen AG, still coping with the fallout of its emissions-cheating scandal, remained the largest single manufacturer but continued to shed market share in April. The data show the Volkswagen-brand market share slipping to 12% from 12.7% in April 2015. The ACEA figures show that Europeans snapped up luxury cars in April, with sales of Daimler AG’s Mercedes-branded cars up 23%, and Volkswagen subsidiary Audi and BMW AG notching low double-digit new-car registrations, a mirror of sales.
