BUYING & SELLING A CAR IN SPAIN uying or selling a used car in Spain can be a hazardous business, but if you take care to ensure that all the necessary paperwork is completed to cover yourself against liabilities, things should go smoothly.
Buying a car in Spain When buying a car you’ll need to ensure sure you have at least one of the following (though, it’s best to have as many as possible with photocopies). • • • •

Permiso de Residencia or Residence Permit (NIE) or passport. Your escrituras, or house deeds, or a rental contract for a minimum of one year. Although it should not be required, it is a good idea to have a Certificado de Empadronamiento or proof of residence in your municipality, available free or for a few cents from the Town Hall. It should not be older than three months. Some car dealers insist on it, and if you don´t have it, everybody wastes time until the dealer checks his facts. If you are financing the car through a dealer you will also need to provide atres nóminas, your three last payslips, or some other proof of income, such as a copy of your work contract.
Buying a car from a private seller involves you and the seller entering into a joint legal relationship and handling all the paperwork yourselves. You and the seller must draw up a Contrato de compraventa (a purchase agreement), and make the transfer of ownership at the Registro de Vehículos (the vehicle registration desk) of the Jefatura de Tráfico (Traffic Department). You both fill in and sign the Solicitud de Transmisión de Vehículos (transfer document), and keep a copy. Make sure that the date and time of the transfer appears on the Contrato so that any traffic fines the seller has left unpaid are not passed on to you. If you are buying a car you must ask the seller for two further documents. The local car tax, impuesto sobre la circulación de vehiculos, should be fully paid up to date (ask to see the vendor’s passport or identity card to check their signature is genuine, and ask for a photocopy for your own security, in case anything goes wrong). The other document you should have is a transferencia. This is obtainable from Trafico and should be completed and signed. Help with all these papers can be given by a competent gestor or by the Real Automovil Club de España (RACE). Be careful to check the legal status of any car you buy. All cars over four years old must be inspected and must pass the inspeccion technical de vehiculos (ITV), equivalent to the MOT test.
If you buy a vehicle from a reputable car dealership, they usually handle all the paperwork on your behalf to complete the ownership transfer. However, they will look to you for payment of Trafico’s transfer tax and fee. The transfer will take a minimum of fifteen days. Trafico charges are approximately 40 Euros plus a tax amount that is 4% of the book value of the vehicle.
Paperwork for buying a car in Spain
Whether you decide to buy from a private seller or a dealer, similar paperwork is involved. You should ask to see the originals of all documents, particularly when dealing with a private seller. • The Permiso de Circulación or Log Book, which is the car´s ID. It shows proof that the chassis number (vehicle identification number) corresponds with the one on the vehicle´s registration document, and provides information on the car, such as the number plate, make, model, name and address of the owner and when it was first registered. • A Transferencia, or transfer of ownership form. • The Inspección Técnica (or ITV) document or MOT, stamped and dated on passing the last inspection and detailing when the next one is due. This proves that the car met the minimum environmental and road safety standards required by law. • The Impuesto Sobre Vehiculos or road license fee for the current financial year, paid in full.
Selling a car in Spain If you are selling a car, you must sign the section on the back of the permiso de circulación which begins ‘Transferido …’. To make sure no problems arise you should also write in the date of the sale. This obliges the new owner to complete the paperwork within 10 days. You can also notify the jefatura provincial de trafico of the sale, to cover yourself in case the buyer omits to change the name on the car’s papers. If the car is still in your name after the sale, the new owner could be running up fines for which you will be liable. You can check this: ask at the jefatura for the form called solicitud de datos del registro de vehiculos (request for vehicle registration details). This will tell you whether or not you are still the car’s registered owner. It is however a legal requirement for the buyer to transfer the vehicle into their name as soon as possible after its purchase.

TRIUMPH LAND SPEED RECORD UPDATE NEW SETBACK IN ATTEMPT TO BREAK NEW LAND SPEED RECORD
World-famous motorcycle racer Guy Martin’s attempt to break the two-wheel land speed record has suffered yet another setback when his 400mph bike toppled during a test run.
T
ricky course conditions at the legendary Bonneville Salt Flats have once again proved challenging during the latest stage of the Triumph Motorcycles Land Speed Record attempt. With clear sun and virtually no wind, world famous motorcycle racer Guy Martin set off in an attempt to break the two-wheel land speed record. Setting off smoothly, Guy was making good power in mile one when the Triumph Infor Rocket Streamliner lost traction on a damp section of the salt surface, causing the rear
of the machine to step out of line and the streamliner to go down on the course. Guy was completely uninjured in the incident, however the streamliner will now require a full inspection before any further runs can take place. “It’s one of the challenges of Land speed racing - the salt surface can be so unpredictable. We’ll fully inspect the streamliner and get ready for the next phase of our attempt,” commented Triumph Infor Rocket Streamliner designer Matt Markstaller. Rider Guy Martin added: “It’s all part the job boy, isn’t it? Feeling our way. I guess if it was an easy thing to do everyone would have done it by now. So we’ll get a plan sorted and get on with the next go at it as soon as we get the chance.” This is the latest incident to hinder the recordbreaking attempt, which currently stands at 376.36mph.

he vehicles, developed from concept cars first shown at the Tokyo Auto Show in 2013, is being showcased in Brazil to symbolize future technologies that will combine Intelligent Mobility, environmentallyfriendly impact and sports-car driving capabilities. Carlos Ghosn, President and Chief Executive Officer, Nissan Motor Co. Ltd said: “These prototypes epitomise Nissan’s drive to expand its Intelligent Mobility strategy, where driving pleasure combines with environmental responsibility. Nissan believes that enthusiasts should look forward to a zero emission future and BladeGlider is a perfect demonstration of that. It’s the electric vehicle for car-lovers.” The debut of the BladeGlider prototypes forms part of Nissan’s ongoing commitment to the development of zero-emission vehicles and new automotive technologies including autonomous drive systems and connectivity. Nissan already sells the world’s highest-volume zero-emission car, the LEAF, and is pioneering Intelligent Mobility systems that will be deployed in a range of vehicles over coming years. With the BladeGlider, Nissan’s vision was for an agile, efficient EV that would provide new dimensions of driving fun and excitement - a car that would ‘glide’, thanks to the near-silent performance of its electric powertrain and aerodynamic shape.
TWO YEARS IN THE MAKING After two years of work on design, engineering and development, Nissan BladeGlider has evolved further into an exciting, real-life study into the potential of advanced EV performance. BladeGlider epitomises Intelligent Mobility, a philosophy to make its cars more exciting by redefining how they are driven, powered and integrated into society. The demonstration models feature an advanced chassis configuration with a narrow front track and wider rear track for optimum aerodynamic efficiency and handling stability. High-waisted, rear-hinged dihedral doors provide a dramatic entry and exit to the cabin. The open roof of BladeGlider is reinforced with an integrated roll-over protection structure, providing the exhilaration of an open-topped race car with the safety of a coupé. Wheel-mounted controls for BladeGlider’s systems feed into an advanced display showing speed, state of battery charge, regeneration mode and torque map. Flanking the central display are two screens, with the images of rear-view cameras mounted just behind the front wheels. An alternative to door-mounted mirrors, this dual screen design improves the aerodynamic efficiency of BladeGlider. The driver sits in arrowhead formation slightly in front of two passengers, who enjoy extended legroom. The view for all occupants is panoramic, thanks to the seamless cockpit windscreen. Power is 100 percent electric, with exceptional powertrain performance delivered by Nissan’s technical partner for the BladeGlider project, UK-based Williams Advanced Engineering. Maximum speed of the demonstration models is in excess of 190km/h*, with 0-100km/h taking less than 5 seconds*. The rear wheels’ drive is provided by two 130kW electric motors – one for each wheel. The system features torque vectoring, controlling the torque delivered to the driven wheels, improving the handling even further. With torque vectoring, if the car starts to understeer, it automatically sends more torque to the outside wheel to restore the handling balance. Designed to add to the driving experience rather than govern it, the torque vectoring systems has three settings: off, agile and drift mode. Power is supplied by a high performance five module lithium-ion 220kW battery. Bespoke cooling systems have been developed for both the battery and the motors.

SCAMMED WHEN BUYING A USED CAR WARNS HPI HOW TO NAVIGATE THE DANGER SIGNS
V
ehicle history check expert, HPI, is warning motorists not to fall foul of scams and rip offs when buying a used car. The company’s own HPI Check® has identified that there is a one in three chance of encountering some kind of hidden problem.
Barry Shorto, Head of Industry Relations at HPI commented: “Buying a used car can be stressful enough without having to worry about whether or not the vendor is trying to rip you off. There are a wide variety of potential pitfalls facing used car buyers. It could be that the car is stolen or subject to outstanding finance, it may have been clocked or it could have been involved in an insurance claim at some point. Despite there being so many ways for buyers to be caught out there are also numerous ways to ensure they are prepared and protected.” HPI has pulled together the following list of scams and problems to be aware of when buying a used vehicle, together with how to avoid making a costly and potentially dangerous mistake. CLOCKING - One of the simplest scams going and most common, especially if the car being sold has a digital odometer. An odometer displays how many miles a car has done; if it’s digital it’s just a question of hooking up a laptop with the right software, pressing a few buttons and setting the mileage to whatever you want it to be. Always go through the car’s service history and check the mileage for each year – see that it goes up steadily and that it doesn’t suddenly drop. Finally, make sure that when collecting the car it shows the same mileage as when it was first viewed. It’s not unknown for the mileage to be reduced for a viewing, then to go back up once the car is being collected. CLONING - A car is stolen and given the identity of an identical car, which is legitimate. The car probably won’t come with a Registration Document, but if it does ensure it’s not a forgery. If suspicious contact the DVLA to check the authenticity of any paperwork. RINGING - Ringed cars are like cloned cars, in that they’re stolen then given a new identity. The difference is that the stolen car assumes the identity of a written-off car. This in itself should arouse suspicious, but selling a written-
off car isn’t illegal; selling one that’s been stolen clearly is. To protect against buying a ringer, make sure the chassis number on the car matches the one on the V5C, look for evidence of the chassis plate having been tampered with and ensure you’re viewing the car at the address on the V5C. Buy a ringed car and you’ll lose it, along with your money, if the police catch up with you. CUT AND SHUT - This is arguably the most dangerous scam of all, as it’s the only one where the car is definitely sold in a seriously unsafe condition. It works by buying two cars, cutting them both in half, then welding those two halves together. Such cars have no structural integrity and in an accident would literally fall apart. Avoid buying a cut and shut by looking closely in the door shuts, around the top of the windscreen, underneath the seats and across the underside of the car for signs of welding. THE HIRE CAR SCAM - This hinges on hiring a car then selling it, which is obviously illegal but people do it anyway. The key is to make all of the usual basic checks, including analysing the car’s Registration Document (V5C). If that’s not to hand, walk away.
FAKE ESCROW ACCOUNTS - These accounts allow buyers to deposit cash with a third party until a transaction has been completed, so both sides have some level of security. The buyer deposits money in the account and the car vendor will then disappear – with the buyer’s money. Even though it looks professional the escrow service is fake. The key is to see if the escrow service is registered with Companies House and check with Trading Standards too. DEPOSIT FRAUD - Some vendors put buyers under pressure to leave an unnecessarily large deposit to secure a car. However, a small deposit will show that you’re equally serious, but always get a receipt. There is still a danger of being ripped off but this is a good way to limit any potential losses. Barry Shorto added: “While it’s easy to be taken in by many of these scams, it’s also easy to protect yourself by doing just a few key things before buying. This includes buying an HPI Check which allows buyers to always get the fullest possible picture of the car they are about to buy before they part with their hard earned money. The HPI Check® protects buyers against making a costly mistake by revealing whether a vehicle is currently recorded as stolen with the police, has outstanding finance
against it, or has been written off. It also includes as standard, a mileage check against the National Mileage Register, with over 200 million mileage readings. In addition by following these four simple steps will also help prevent drivers being scammed in the majority of cases: • Always pay with a banker’s draft, not cash. Criminals don’t like banker’s drafts as they’re traceable – cash isn’t. • View the car at the address on its Registration Document (V5C) and check that the details on this piece of paper match those on the car. • Don’t rely on just a mobile phone number to communicate with the seller. Get a landline number, although it’s still easy for a scammer to disappear once they’ve given you one of these. • Ultimately, if you have any doubts about the vehicle or the seller whatsoever, walk away. EUROPE SEES HIGHEST NUMBER OF FIRST HALF YEAR CAR REGISTRATIONS SINCE 2008 Stronger economic conditions, new products and continuing shifts in consumer taste have all helped maintain positive momentum in the European car market during the first half (H1) of 2016. Total registrations grew by 9.1% during the first six months of the year, taking them up to 8.09 million units, the highest level seen since H1 2008. June’s figures showed a slowdown in growth, 6.5% compared to 15% in May. EUROPEAN NEW CAR REGISTRATIONS JUNE & H1 2016
Not all car makers benefitted equally from the overall growth seen in H1. Most mainstream brands lost market share, underperforming against the average growth rate especially Volkswagen (+0.6%) and Nissan (-1.5%). Volkswagen has seen its market share fall almost one percentage point, due to diesel and emissions issues, from 12.1% in H1 2015 to 11.2% in H1 2016, which is their lowest H1 market share since 2010. “Volkswagen is not only dealing with the emissions problem but also the brand’s top-seller - the Golf - is well established, whilst its rivals continue to overtake it with newer products,” commented Felipe Munoz, Global Automotive Analyst at JATO Dynamics.
In contrast, Renault’s registrations grew by a massive 15%, making it the second largest car brand in Europe and clearly outpacing its mainstream rivals; Ford, Opel/Vauxhall and Peugeot – who all posted market share losses. An updated range, Europe’s strength and Volkswagen’s stagnation have all helped improve Renault’s position in the ranking. Fiat was the other big mainstream brand to gain ground during H1, mostly due to good results in its home market, along with good sales momentum from its five year old Panda and the 500X mini SUV. Audi, Mercedes and BMW were ahead of Fiat, with all of them posting double-digit growth, and with Mercedes outselling BMW. Hyundai and Kia were the also improvers amongst the top 20. Other successes included Mazda, Land Rover, Honda, Jeep, Jaguar, Ssangyong, Abarth and Infiniti.

The market continued to shift towards SUVs, with the smallest ones – B-SUVs – grabbing the biggest part of the market share gain, from 8.3% share in H1 2015 to 9.4% in H1 2016. B-Segment cars lost the same amount of market share over the same period, going from 22.6% down to 21.4%. Overall, SUVs accounted for 24.7% of the market and posted the second highest percentage growth at 24%, after the Sport cars category which grew by 31%. The markets with the biggest gains in SUV share were Cyprus, Ireland, Croatia, Hungary and UK. SUV growth was more moderate in Latvia, Finland and Sweden. The brands whose SUV ranges gained the most were Bentley, Jaguar, Mazda, Suzuki and Honda. The model ranking showed that most of the traditional market leaders posted very limited growth, while the latest launches, especially the new SUVs, were the biggest winners during H1. The Volkswagen Golf was once again Europe’s best-selling car with 3.3% market share, which amounted to 269,400 units. Their total was 2% lower than its result for the same period last year, which means that, along with the Hyundai ix35 and Ford Fiesta, it was the model that posted the biggest market share drop. The Renault Clio, Volkswagen Polo, Opel/Vauxhall Corsa and Nissan Qashqai were the other leaders that underperformed against the market’s average growth. These models lost out to small SUVs like the Renault Captur, Peugeot 2008 and Fiat 500X, which all recorded double to and triple growth.

The biggest changes are taking place in the SUV segment. Small SUVs are becoming almost as popular as compact ones (C-SUV) due to their pricing and a greater amount of choice. During H1, 40% of the SUV sales corresponded to C-SUVs, with B-SUVs just behind at 38.2% share. The fastest growing were the large SUVs (E-SUV) with 145,700 units, up by 30%. The Qashqai (+1%) was still Europe’s best-selling SUV, but its sales were impacted by the arrival of the Hyundai Tucson (which has almost 1% market share), the new Kia Sportage and the Renault Kadjar. However, the Renault Captur got closer to the Qashqai with its volume growing by 10%, despite the popularity gained by its rivals Fiat 500X, Suzuki Vitara and Jeep Renegade. In the upper segments Volvo and the German premiums continued to dominate.
