RITAIN will consider paying for continued access to the European single market after it leaves the EU, a senior minister has confirmed, boosting investors’ hopes of a “soft Brexit”. The minister for exiting the EU, David Davis, was asked in parliament whether the government would consider making “any contribution in any shape or form for access to the single market” after it withdraws from
the bloc. Davis replied: “There is a distinction between picking off an individual policy and setting out a major criteria, and the major criteria here is that we get the best possible access for goods and services to the European market. “If that is included in what you are talking about then of course we would consider it.” Davis and other top Brexit supporters campaigned to stop payments to the EU during the campaign

HOW FIDEL CASTRO CHANGED CUBA: a small island at the centre of the world L
ATE on November 25 2016, it was announced that one of the last remaining iconic political figures of the 20th century, Fidel Castro Ruz, had died. Castro had played a less prominent role in the Cuban political system since 2006, when his health began to deteriorate, but his legacy, both within Cuba and internationally, is hard to overestimate. This is the man who led a small band of guerrilla fighters to power in the late 1950s, outlasted nine US presidents and ended up at the centre of the most dangerous moment in the Cold War. He even holds the record for the longest speech at the United Nations. In short, he brought a small Caribbean island to the centre of world politics.

20th-century political icons don’t get much bigger than Fidel Castro and his death will reignite many important and still-unresolved debates about his particular place in history, and about the revolutionary ideas he seemed to epitomise.

INFLUENCE Since January 1959, Cuba has been able to exert a disproportionate amount of influence on the international stage. In the 1960s, after surviving a US-backed attempt to overthrow its fledgling government, Cuba became involved in attempting to spark revolutions throughout the developing world. In the 1970s the Cuban military was dispatched to fight wars in Africa. Even in the post-Cold War era, Cuban doctors and teachers continued to travel abroad. Now some two million cataract operations have been conducted by Cuban doctors in the developing world, paid for by the government in Havana. Castro was also at the forefront of the Bolivarian Alternative for the Americas (ALBA) that emerged in the early 2000s. He was seen as leading the pink tide which swept through Latin America, bringing left-wing

In the wake of his death, some were out on the streets of Miami celebrating. The revolution’s continuation was called into question in the early to mid-1990s during the “special period”, when food shortages took hold. Cuba was struggling to survive the end of its relationship with the Soviet Union and change had to come. In the search for hard currency the economy began to be opened up to foreign investment and tourism was encouraged. Both were key for the revolution’s continuation. Now, at the time of Castro’s death, Cuba bears little resemblance to the country he took over in 1959. The excesses of 1950s Cuba have been replaced by a more equalitarian and proud nation. After such a long, extraordinary life, it is inevitable the Castro’s legacy will play out differently for various groups. But he was certainly a man who could not be ignored.

Average lifespan in EU tops 80: study THE average lifespan of people in the EU has topped 80 for the first time, but preventable illnesses caused by smoking, alcohol and obesity are taking a huge toll, a study by the European Commission and the OECD revealed. Gains were uneven as people in western European Union countries lived more than eight years longer on average than people in central and eastern countries, said the report. “More needs to be done to reduce inequalities,” said Angel Gurria, head of the Organisation for Economic Co-operation and Development as he launched the report in Brussels. The study said life expectancy across the 28-nation bloc has risen from 74.2 years in 1990 to 80.9 years in 2014 - the last year for which data were available - topping 80 for the first time. But it warned that chronic diseases and related risk factors - including obesity, smoking, and heavy drinking - were taking a heavy toll on European societies. More than 550,000 people of working age died prematurely across the bloc each year from heart attacks, strokes, diabetes, cancer and respiratory diseases. “This represents a loss of about 3.4 million potential productive life years,” the report said. Meanwhile 16 percent of adults are obese, up from 11 percent in 2000, while one in five people still smoked and heavy alcohol drinkers were more likely not to have a job than light to moderate drinkers. In total, around 50 million EU citizens suffer from two or more chronic illnesses, most
over 65. “It shows that in the EU many people die every year from potentially avoidable diseases linked to risk factors such as smoking or obesity,” said European health commissioner Vytenis Andriukaitis. These diseases are a drain on the struggling European economy too, the report says, with sick leave and disability benefits accounting for 1.7 percent of GDP in EU countries - more than the amount spent on unemployment benefits. People aged 50-59 who are suffering from severe depression were more than twice as likely to leave the labour market early, it added. Europe is also ageing fast, the report says. The over-65s have risen from less than 10 percent of the population in 1980 to nearly 20 percent in 2015 and could reach nearly 30 percent in 2060.

UNEMPLOYMENT in the eurozone has fallen below the symbolic mark of 10 percent for the first time since April 2011, EU data confirms. The Eurostat statistics agency said the jobless rate in the 19-nation eurozone fell to 9.8 percent in October, driven by falls in France and Italy. The September rate was revised to 9.9 percent from the 10 percent first given last month. The outcome was much lower than estimated in a survey of analysts by Bloomberg which put October unemployment unchanged at 10 percent. One of the lowest jobless rate was in powerhouse Germany, at 4.1 percent, while the highest rates were in debt-laden Greece at 23.4 percent and Spain with 19.2 percent. Unemployment in the full 28-nation EU fell to 8.3 percent in October from 8.4 percent in September, Eurostat said. Unemployment in the single currency bloc hit a record high of 12.1 percent during the worst of the debt crisis. The improvement since then has been painfully slow, with the economy still well short of the 7.5 percent jobless rate seen before the 2007-08 financial crash. By headcount, there were some 15.9 million people without jobs in the eurozone in October, down 190,000 from September and 1.8 million fewer compared with October 2015.

Britain boosts research investment ahead of budget T HE government will increase research and development spending worth £2 billion ( 2.3 billion euros) annually until 2020, Prime Minister Theresa May’s office said in a statement. Investments will be rolled out through a new fund which will prioritise technologies including robotics, industrial biotechnology and medical technology. The 45-year-old wife of former Conservative Prime Minister David Cameron won many fans for her smart but modern style during his six years in office, drawing comparisons with US first lady Michelle Obama. Art school educated, Cameron was formerly the creative director of luxury leather goods and stationery firm Smythson, where she remains a creative consultant, and has also been studying pattern-cutting. Free from the constraints of public life, she has now come up with her own collection of 40 pieces which will go on sale early next year. “I felt that there was a lot of American and French brands out there that fit that bracket of designer contemporary with the right price point and the right styling,
but there aren’t that many British brands which fill that space,” she told Vogue. She added: “I’ve spent a lot of time trying stuff on my friends.” The brand name, Cefinn, is reportedly derived from her children’s names -- Elwen, Florence, Ivan and Nancy. Alexandra Shulman, editor-in-chief of British Vogue, was quoted in The Times as saying that the collection had a broad appeal, predicting that it would be popular as workwear. “Like all designers Samantha has reflected her own taste in the clothes -- they are quite simple well-cut shapes, hard-wearing with a lot of concentration on the fabrics so that they won’t look rubbish by the end of a busy day and there are a lot of separates,” she said. She added: “The collection is above your average high street price but not anywhere near international designer prices. “This slot in the shopping market is actually doing very well at the moment so it’s a good time for her to be launching.”

Under previous prime minister David Cameron, Osborne oversaw an austerity programme of spending cuts and tax rises at odds with May’s views on the economy which she has said no longer works for everyone. His successor, Philip Hammond, will promise to place “investment in infrastructure... at the heart” of the autumn statement to lawmakers, according to a treasury. “He will set out how the government will fire up the nation’s economic infrastructure - all part of plans which form the backbone of ongoing work to close the UK’s productivity gapm” it added. Osborne’s austerity policies had intended to eliminate the budget deficit following the global financial crisis. But he scrapped his objective of producing a budget surplus by 2020 in July after May - in a speech launching her bid to become prime minister - said the policy should be dropped. “Hammond will set out a new fiscal framework, outlining the need for flexibility to allow government to respond to changing economic conditions,” the statement added, ahead of the budget which will be announced exactly five months after the referendum backing Brexit.
GETTING BRITAIN ‘MATCH FIT’ In another blow to Osbourne, Hammond told the BBC’s Andrew Marr Show that the government was committed to tackling the country’s “eye-watering” deficit. The budget will be the first indication of how Britain plans to adjust its economy to account for Brexit. “Many forecasts points to a slowing of economic growth next year and a sharp challenge for the public finances,” said Hammond. “We need to be match fit for the opportunities and challenges.” As well as tax-and-spend plans, the budget will include the Conservative government’s latest forecasts for economic growth. The autumn statement is seen as a mini-budget before the main tax-and-spend announcements given usually in March. While the risk of recession in Britain caused by Brexit fallout has largely disappeared following upbeat data releases since the June 23 vote, some economists fear the economy could still take a turn for the worse.
UK faces another Brexit legal fight over single market THE British government could face a legal challenge over whether leaving the European Union automatically would trigger a departure from the single market, the BBC have reported. The pro-EU think tank British Influence will tell Brexit Secretary David Davis that it will seek a judicial review to give parliament a vote on the country’s membership of the European Economic Area (EEA), taking the decision out of the government’s hands, according to the report. All EU member states are in the EEA, which allows the tariff-free movement of goods, services, capital and labour.
INFLUENCE The government believes that leaving the EU automatically means leaving the EEA, but British Influence argues that it must first invoke Article 127 of the EEA agreement, which requires the approval of MPs. “There is a strong chance that the UK will be acting unlawfully by taking us out of the EEA with Brexit... so we are going to be petitioning for a judicial review” Jonathan Lis, deputy director of British Influence, told the BBC. “Given Article 127 provides an express mechanism for withdrawal, it implicitly excludes other implied mechanisms for withdrawal such as ceasing to be a member of the EU,” added lawyer Jolyon Maugham. Conservative MP and Brexit supporter Dominic Raab accused the lawyers of “coming up with new legal wheezes to try and frustrate the will of the people”. “The public have spoken; we should respect the result and get on with it, not try to find new hurdles that undermine the democratic process.” The government is already fighting another Brexit legal battle after the High Court ruled it must seek parliamentary approval before triggering Article 50 of the EU’s Lisbon Treaty, serving notice of its intention to leave the bloc. Britain’s Supreme Court will hear the government appeal next week.

Brexit to blow hole in public purse
B
RITAIN is predicted to borrow an extra £122 billion ($152 billion, 143 billion euros) in the period to 2021, according to official forecasts from the Office for Budget Responsibility. About half of that budget black hole - or £58.7 billion - is a direct consequence of Britain’s decision to leave the European Union, according to the OBR, which blamed factors including lower migration, slower productivity growth and higher inflation. The nation’s EU exit vote will “change the course of Britain’s history”, finance minister Philip Hammond told parliament in the government’s first budget statement since the shock referendum that was held exactly five months ago. Brexit “makes more urgent than ever the need to tackle our economy’s long-term weaknesses”, the chancellor of the exchequer told MPs in his so-called Autumn Statement. Following slightly better-than-expected growth this year, gross domestic product was expected to expand by just 1.4 percent in 2017. That marked a drastic downgrade from the prior estimate of 2.2 percent. “That is slower of course than we would wish, but still equivalent to the IMF’s forecast for Germany, and higher than the forecast for growth in many of our European neighbours, including France and Italy,” Hammond told lawmakers. Aside from Brexit, the OBR also highlighted the effects of the government’s easing of austerity measures on borrowing levels. ING economist James Knightley said the

UNCERTAINTY While viewed as a government attempt to let up after years of austerity triggered by the 2008 global financial crisis, Hammond confirmed he had abandoned predecessor George Osborne’s aim of a budget surplus by 2019/20. “In view of the uncertainty facing the economy, and in the face of slower growth forecasts, we no longer seek to deliver a surplus in 2019-20,” Hammond said. John McDonnell, economy spokesman for the main opposition Labour Party, was scathing in response.
BRITAIN DISAPPOINTED AT UN PANEL DECISION ON ASSANGE THE British government has voiced disappointment following the UN panel’s rejection to review a ruling that WikiLeaks founder Julian Assange is being arbitrarily detained. “Julian Assange is not, and has never been, arbitrarily detained in the UK,” junior foreign minister Alan Duncan said in a statement. “We completely reject the opinion of the UN Working Group and are very disappointed that they will not review their deeply flawed and incorrect position,” he said, adding that Assange’s presence at the Ecuadoran embassy was “entirely selfinflicted”. Having initially issued its opinion in favour of Assange in February, the Working Group on Arbitrary Detention said it was not changing course as the British request “did not meet the threshold of a review... and (was) thus not admissible”. Assange, 45, has been at the Ecuadoran embassy in London since 2012, having taken refuge to avoid being sent to Sweden where he faces a rape allegation that
he denies. He fears Sweden would extradite him to the United States to answer for the leaking of diplomatic cables and other classified documents by his whistleblowing website. The disclosures caused huge embarrassment in Washington. The fate of the former computer hacker, who turned WikiLeaks into a vehicle for releasing classified documents on the US-led wars in Iraq and Afghanistan, remains unclear.
“We now face Brexit, the greatest economic challenge of a generation, and we face it unprepared and ill-equipped,” McDonnell told a rowdy parliament. The British economy has remained resilient since the referendum, even as a cut in the Bank of England’s main interest rate to a record-low 0.25 percent has contributed to a slump in the pound. Hammond said the projected growth slowdown was due to “lower investment and weaker consumer demand, driven ... by greater uncertainty and by higher inflation resulting from sterling depreciation”. Some experts have warned that a heavy blow could fall on the UK economy once divorce proceedings with the rest of the EU begin. Prime Minister Theresa May has vowed to
trigger Britain’s exit from the European Union by the end of March by activating Article 50 of the EU’s Lisbon Treaty, which begins a two-year countdown to leaving the bloc. Among his key tax-and-spend pledges, Hammond announced a £1.4-billion investment to help build 40,000 “affordable” homes. He outlined plans to ban certain costs incurred by renters of residential properties. The chancellor also announced a rise in the minimum wage to £7.50 an hour in April from £7.20. And he confirmed a plan to cut corporation tax to 17 percent by 2020 from the current 20 percent. Over the weekend, May announced fresh investment in research and development, hiking it by £2 billion annually until 2020.

The achievements of Alan Turing and fellow mathematicians at Bletchley Park in central England were not acknowledged until
2000, when the top secret work achieved there was declassified. The codebreakers’ story was turned into an Oscar-winning film in 2014, “The Imitation Game”, in which Turing was played by British actor Benedict Cumberbatch. The new college will target 16- to 19-yearolds with cyber security courses which will include lessons in computer science, maths and physics. Those behind the new centre include experts from the National Museum of Computing and BT Security. The institute is due to open in 2018, following the completion of a £5 million ($6.2 million, 5.9 million euros) restoration of Bletchley Park. Despite Turing’s role in securing victory over the Nazis, Turing was prosecuted by the authorities in 1952 for “gross indecency” with another man and was forced to undergo chemical castration. He was found dead by cyanide poisoning on June 7, 1954, 16 days before his 42nd birthday. It was not until 2009 when Britain’s then prime minister, Gordon Brown, formally apologised for the “horrifying” treatment Turing suffered: “We’re sorry, you deserved so much better,” he said.

The friars lived in silence but broke their rule for 10 days in the 16th century, to debate Henry VIII’s break with the Pope. The dramatic split from Rome in 1535 led to the monastery being dissolved and its friars put to death in an atrocious manner. The land on which the men once lived was passed to the Duke of Norfolk, who built a cloister and a palace. The Duke, too, met a violent end - he was decapitated for high treason in 1571. The Charterhouse complex was reinvented in the 17th century when it was bought by the wealthy Thomas Sutton, who founded a school, a hospital and a home for 80 impoverished gentlemen. The latter tradition continues, while the school was moved to Surrey in the 19th century where it is now a private boarding school. London’s Charterhouse today hosts 42 “brothers” who are chosen not for their religious affiliation but under strict criteria. They must be over 60, single, poor, prepared to live in a community and to be in good enough health to live independently.

Facebook will open a new London headquarters next year and create another 500 jobs, the leading social network said, despite uncertainty over Brexit. The group said the move will take its UK workforce to 1,500 staff, adding that Britain “remains one of the best places to be a tech company”, amid ongoing jitters over the nation’s looming exit from the European Union. The news comes one week after US tech giant Google confirmed it would expand its vast London campus in a move that could bring 3,000 more jobs. The Facebook announcement will be confirmed later at the annual meeting of top business lobby group the Confederation of British Industry, which is the country’s top employers’ organisation. “The UK remains one of the best places to be a tech company and is an important part of Facebook’s story,” said Nicola Mendelsohn, the company’s vice president for Europe, the Middle East and Africa. “We came to London in 2007 with just a handful of people, by the end of next year we will have opened a new HQ and plan to employ 1500 people,” she added in a statement. “Many of those new roles will be high skilled engineering jobs as the UK is home to our largest engineering base outside of the US.” A spokeswoman added that the new office is currently under construction in the bohemian central district of Fitzrovia. London Mayor Sadiq Khan welcomed the news from the US giant. “Facebook’s decision to expand in London is further evidence that London’s strength as a tech hub keeps on growing,” Khan said. “It follows news that London remains the best city in Europe for digital startups. “The capital’s vibrant tech scene is the envy of Europe and Facebook’s continuing commitment is another sign that London is open to talent, innovation and entrepreneurship from all four corners of the world.” Last Tuesday, Google revealed it will add a new office building to a complex currently under development behind London’s King’s Cross train station. An estimated 3,000 jobs will be created by the move. A total of 7,000 Google staff will eventually be working at the hub, which is set to open in 2018.

Spain ‘obstructing’ civil war, dictatorship probes AMNESTY International has accused the Spanish authorities of systematically obstructing probes into crimes committed during the 1936-9 civil war and Francisco Franco’s subsequent dictatorship. Spain has yet to come to terms with this dark, recent past, which remains suppressed to this day for fear of reviving once-bloody divisions, despite growing calls to heal wounds. “Spain’s problem is not the act of forgetting, it is obstruc-
tion so that the crimes committed during the civil war and Franco regime are never subject to probes, neither in or outside the country,” said Amnesty Spain chief Esteban Beltran. Just over 40 years after the death of Franco, he told reporters that courts refuse to probe victims’ complaints and allegations of torture, forced disappearances and extrajudicial killings. Sitting next to him, Antonio Narvaez, 83, said he was still
Spanish shelter head on trial for ‘killing’ over 2,000 cats and dogs THE head of an animal shelter is on trial in Spain, accused of killing over 2,000 dogs and cats in a way that provoked a “slow and painful agony,” judicial authorities have announced. Prosecutors have charged the woman and the janitor (pictured above) of the Parque Animal centre in Torremolinos on the southern Costa del Sol injected the drugs without any previous sedation and directly into muscle tissue, instead of intravenously as recommended. They also accuse the pair of using a smaller dose of the euthanizing drugs than is advised, to save money. “The animals were submitted to a slow and painful agony, which was totally unjustified and which the accused were aware of since the animals contorted in pain in front of them for hours,” prosecutors wrote in charges obtained Tuesday. They accuse the pair of having killed 2,183 animals between January 2009 and October 2010 when the alleged slaughter of the animals first came to light during an inspection of the facilities.
SECURITY CAMERAS The pair would allegedly disconnect security cameras when they carried out these “mass extinctions” and would play loud music over a megaphone to mask the “howls” made by the animals, prosecutors added. Both defendants have denied the allegations. The majority of animals that were allegedly killed by the pair were young and in good health, and in some cases were put down just days after being dropped off at the shelter, which was founded in 1996. Prosecutors allege a man dropped off two puppies at the shelter in June 2010 and the animals were killed later that same day. The man had paid the shelter 60 euros ($64) to
searching for his father’s body after he was killed in 1936, and also that of his mother, who was arrested and went missing that same year. Maria Servini, an Argentine judge, has opened a lawsuit to investigate rights violations during the war and dictatorship after alleged victims filed a complaint in her country.

“Even in the very improbable case that an official who is still alive and able to stand trial were identified, Spanish authorities could not authorise an extradition, as these are incidents that come under the remit of Spanish courts,” wrote Consuelo Madrigal. She added that past incidents could not be prosecuted as they were too old and had been tacitly pardoned under an amnesty law approved in 1977 after Franco’s death, as leaders tried to prevent score-settling, unite the country and steer it toward democracy. But Ignacio Jovtis, an Amnesty researcher, said “these arguments go completely against international law.” According to Amnesty, the UN Human Rights Committee says amnesties that prevent those who committed rights violations from standing trial are incompatible with a country’s duty to investigate serious crimes.

GRAFT-TAINTED SPANISH POLITICIAN RITA BARBERA DIES Veteran Spanish politician Rita Barbera, a prominent figure from Spain’s ruling conservative Popular Party who was under investigation for alleged money laundering, has died whilst at a Madrid hotel. AN ambulance was called to the Villa Real hotel in front of parliament after Barbera, 68, a senator in Spain’s upper house of parliament, fell ill, an emergency services spokesman said. “The medical team carried out cardiopulmonary resuscitation for over 30 minutes but finally were only able to confirm her death,” the spokesman added. Barbera recently appeared for questioning at Spain’s Supreme Court in connection with an investigation into an alleged irregular party financing scheme in the eastern city of Valencia, where she served as mayor for 24 years. She denied any wrongdoing. “I am an honourable person, I am not corrupt, neither economically nor morally,” Barbera said in February, adding she felt “boundless pain” because of the suspicions raised
about her. Prime Minister Mariano Rajoy, who has praised Barbera in the past, said he was “greatly distressed” by her death. “She dedicated her life to the Popular Party,” he added as he entered parliament. Barbera renounced her membership in the Popular Party in September after she was put under investigation. But said she would stay on in the Senate as an independent, a move which protected her from being tried by any tribunal lower than the Supreme Court. MPs from far-left party Unidos Podemos boycotted a minute of silence observed in parliament in honour of Barbera. “We are not going to take part in a tribute to someone whose path was marked by corruption,” the party’s leader, Pablo Iglesias, told reporters.

Spain detains german murder fugitive, recovers toddler SPANISH police have arrested a German fugitive suspected of slitting his girlfriend’s throat and have safely recovered the couple’s 18-month-old toddler. Officers arrested the unidentified man at a block of shortstay apartments in Lloret de Mar, a seaside resort roughly 70 kilometres (40 miles) northeast of Barcelona where he was hiding with the baby boy, police said in a statement. He had been on the run since German police found the body of his 20-year-old girlfriend inside plastic garbage bags at the couple’s apartment in the town of Freyung, southeastern Germany, at the end of October.

Spanish police said they began looking for the man after they were alerted by their German counterparts that he may have fled to Spain as he made his way to North Africa. The man is suspected of having used his girlfriend’s mobile phone after he killed her to update her Facebook and other social media profiles to try to throw off investigators. Police took the toddler to a juvenile welfare home which will look after him until German social services staff arrive in Spain to pick him up.
Barcelona city hall fines banks over empty flats BARCELONA’S leftwing city council has charged three Spanish banks over a million euros in fines for keeping four apartments empty for more than two years. The city issued a fine of 315,000 euros ($335,000) for each of the empty apartments, which the banks have had on their books for over two years, and which they have refused to hand over to the authorities to be used as social housing, a statement said. In total, the fines came to 1.26 million euros.

The country’s two largest banks, Santander and BBVA, were slapped with one fine each. Meanwhile Spain’s “bad bank” Sareb, set up in 2013 to take on billions of euros in land, buildings and loans inherited from bailedout banks, was given two fines. “The goal of the municipality is not to collect money, but to ensure that homes have a social use,” said Barcelona’s city councillor for housing, Josep Maria Montaner. The law allowing Barcelona to crack down on banks with empty homes was passed by the previous city council in 2014. But it has only been applied since Ada Colau, a former anti-eviction activist, became mayor of Spain’s second largest city in 2015. Colau has long signalled that the right to housing is one of her mayoral priorities and has vowed to build 8,000 new social housing flats. Spain was one of the worst-affected countries in Europe in the financial crisis of 2007-8. The nation’s property bubble burst and unemployment soared, leaving many unable to meet their rising mortgage payments. Across the nation, thousands were evicted by their lender banks.
CASTRO PROTESTERS TAKE TO STREETS IN SPAIN FOLLOWING the death of Cuban leader Fidel Castro, King Felipe VI paid tribute to leader describing him as “a figure of indisputable historic importance”, as supporters and opponents of the late Cuban leader took to the streets of Madrid. In a telegram sent to Cuba’s current President Raul Castro -brother of the revolutionary who died Friday aged 90 -- the Spanish monarch expressed his condolences and noted his “family links with Spain”, Cuba’s colonial power until 1898. The brothers’ father was born in the northern Spanish village of Lancara. “The great closeness between Cuba and Spain means that everything that affects Cuba is felt very strongly here,” the king wrote. In Madrid, police had to step in to separate rival groups protesting for and against Castro outside the Cuban embassy. Around a dozen demonstrators shouted “The tyrant is dead!” and clinked glasses to cheer the death of a man loathed by many for crushing his opponents but seen as a hero by support-
ers of the revolution for his fight against capitalist domination. The anti-Castro protesters were booed by a much larger group of around 150 Spanish and Cuban demonstrators -many of them members of the Spanish communist party -cheering “Long live the revolution!” Rigoberto Carceller Ibarra, a Castro opponent from the group Cuba Democracia Ya (“Cuba Democracy Now”), accused the late leader of “stealing the revolution” and imposing a “hereditary monarchy”. “All those who did not share his ideology or did not approve of him were punished or put in prison,” said the 53-year-old Cuban, who said he was booted out of the country in 1993 after spending a-year-and-a-half in detention as a political prisoner. SPANISH police have arrested a lawyer wanted in Brazil for his suspected role in the country’s biggest ever corruption scandal involving state oil company Petrobras. The 43-year-old man, who has Brazilian and Spanish citizenshipm was arrested at a Madrid hotel last week shortly after he arrived from the United States where he was hiding after fleeing Brazil in April, police said in a statement.
OVERCHARING The suspect, identified only by his initials R.T.D., was a lawyer for Brazilian construction giant Odebrecht, the company at the heart of the pay-to-play scheme with Petrobras. Odebrecht and other large Brazilian construction firms are suspected of overcharging Petrobras for work and passing on kickbacks to executives and politicians. Police said the man is suspected of being the “financial brain” behind the Petrobras corruption scandal, which has shaken up Brazilian politics. He is accused of money laundering, bribery and criminal association. Brazil has issued an extradition order for the man. He must now appear before a judge in Spain who will decide if he can be sent back to Brazil, a police spokesman said.
Brazilian media identified the man as Rodrigo Tacla Duran and said he was arrested. Police said it is the first arrest in Spain as part of the probe into corruption at Petrobras dubbed “Operation Carwash”. The operation was launched two years ago to tackle price fixing, bribery and political kickbacks at Petrobras. It has led to dozens of convictions for bribery and money-laundering, and several top politicians are being investigated. The “Carwash” probe, which has expanded to include other state firms and projects, has hobbled investment and fuelled a political crisis that led to the suspension of President Dilma Rousseff in May.

A CANADIAN tourist who left a suitcase containing 10,000 euros in cash in a Barcelona taxi has been reunited with his money thanks to an honest cab driver, police said. The driver dropped off the suitcase at a police station in Barcelona’s Eixample neighbourhood, home to Guadi’s famed Sagrada Familia church, after he realised it had been left behind, a police spokeswoman said. “Police opened the suitcase to try to find information that could identify its owner. Inside they also found 10,000 euros in cash, baby clothes and a Canadian passport,” she added. Using the passport police were able to track down the owner and return the suitcase. “He was really grateful and sent us a thank you note for returning it so quickly,” the spokeswoman said.
SPANISH PROSECUTORS SEEK TWOYEAR SENTENCE FOR NEYMAR

ROSECUTORS are also seeking a five-year sentence for former Barcelona president Sandro Rosell - who resigned over the scandal in 2014 on counts of fraud and corruption, but dropped charges against current president Josep Maria Bartomeu. The case initiated with a complaint from Brazilian investment company DIS, which owned 40 percent of Neymar’s sporting rights at the time of his transfer from Santos in 2013. In presenting their case on Wednesday, DIS called for fiveyear sentences for Neymar and his parents, who acted as the player’s representatives, eight years for Rosell and Bartomeu plus a mammoth 195 million euro fine for Barca. Sentences of two years or less are habitually suspended for first time offenders in Spain.
Spanish prosecutors have recommended that Brazilian star Neymar be handed a two-year jail sentence and a fine of 10 million euros ($10.6 million) for alleged corrupt practices in his transfer to Barcelona, a court filing has revealed.
BANNED However, DIS also recommended that Neymar be banned from playing football during any judicial sentence. Barcelona initially announced the cost of the move at 57.1 million euros, 17.1 million of which was paid to Santos with the remaining 40 million paid to N&N, a company owned by Neymar’s family. However, Spanish authorities believe the real cost escalated to 83.3 million. DIS received just 6.8 million euros, 40 percent of the fee paid to Santos. The company believes it was cheated of its real share because part of the transfer fee was concealed by Barcelona, Santos and the Neymar family. “We feel betrayed by Neymar and his family,” DIS chief executive Roberto Moreno told reporters. Moreover, DIS also argued a pre-contract agreement
between Neymar and Barca signed in 2011 impeded other clubs from making offers for the player, affecting the value of the transfer fee. In July a judge ruled that irregularities in the transfer were detected, but said it was an issue for a civil court, not a criminal court to settle. However, prosecutors successfully argued the player and his father were aware of potentially fraudulent dealings between Barcelona and Santos to the detriment of DIS to fully overturn that decision. - Image blow The decision is another blow to the image of the Spanish
champions and the player himself. Barca hoped to bring an end to the murky affair when the club agreed to pay a 5.5-million-euro fine in a deal with prosecutors in June to settle a separate case and ensure the club avoided trial on tax-evasion charges over the transfer. Neymar is far from the only Barca star to find himself embroiled in problems with the Spanish authorities. Five-time World Player of the Year Lionel Messi and his father were given 21-month jail sentences in July for tax fraud relating to the player’s image rights. Barca’s Argentine defender Javier Mascherano also agreed a one-year suspended sentence with authorities for tax fraud earlier this year. The off-field upheaval hasn’t affected Barca or Neymar with the signing an undoubted sporting success as he has formed one of the most fearsome strike partnerships of all-time with Messi and Luis Suarez. Barca have won back-to-back Spanish league and Cup doubles with the trio and the Champions League in 2015. Neymar signed a bumper new deal with the club to extend his contract until 2021 in July despite admitting he held talks with Paris Saint-Germain amidst interest from a host of top European clubs in luring him away.

Bangladesh buys two submarines from China
BANGLADESH has taken delivery of its first submarines, bought from China, as it seeks to boost its naval power in the Bay of Bengal. Bangladesh paid a reported $203 million for the two submarines, a deal that reflects the country’s growing economic and defence ties with Beijing. Armed forces spokeswoman Taposhi Rabeya said they would become part of the country’s naval fleet at the beginning of next year. “This is the first ever addition of submarines in Bangladesh defence force,” said Rabeya. Bangladesh has been expanding its defence capabilities in recent years, building a new airbase close to neighbouring Myanmar, opening several new military cantonments across the country and adding new frigates to its naval fleet.
DEAL In 2013 the government of Prime Minister Sheikh Hasina signed a billion-dollar deal with Russia to buy fighter training jets, helicopters and anti-tank missiles. Hasina announced the plan to purchase two submarines the same year as part of her government’s move to build a modern navy to defend the resource-rich Bay of Bengal. A UN tribunal has settled Bangladesh’s long-standing maritime border disputes with neighbours Myanmar and India, paving the way for Dhaka to invite bids from multinational firms to explore for oil in the Bay. Bangladesh officials say that has ensured the country’s sovereignty over 111,631 square kilometres (43,100 square miles) of sea, an area nearly equal to its landmass. Xi Jinping last month became the first Chinese president in 30 years to visit Bangladesh, which has historically been more closely allied to rival regional power India.
ALARM OVER PROPOSED PHILIPPINE LAW TO JAIL 9-YEAR-OLDS
CHILDREN as young as nine could be jailed in the Philippines for certain crimes under a proposed law backed by the president, sparking concern from the United Nations and rights groups. President Rodrigo Duterte’s allies have been pushing to pass laws by December that would restore the death penalty and lower the minimum age of criminal responsibility from 15 to 9. Duterte won May elections largely because of a vow to kill tens of thousands of drug dealers, also promising on the campaign trail to close a loophole in the juvenile justice system that he said allowed traffickers to use minors as narcotic couriers.
AGE THRESHOLD “Adult criminals knowingly and purposely make use of youth below 15 years of age to commit crimes, such as drug trafficking,” Pantaleon Alvarez, one of the proposed law’s main backers, said in an explanatory note. While Duterte wanted the age threshold dropped to 12, his allies went one step further by calling for it to be lowered to nine. The UN children’s agency UNICEF reminded the Philippines of its international obligations. Manila is a state party to the UN Convention on the Rights of the Child, which says criminal responsibility below the age of 12 is not acceptable. “Jail is no place for a child. It is alarming for children to be institution-
alised (sent to a penal institution),” UNICEF said in a position paper. “It will be retrogression on the part of the Philippine Government.” Rights organisations launched a campaign called #ChildrenNotCriminals to urge lawmakers to reconsider their support for the law. One of the groups, Plan International, said that children on the wrong side of the law were often victims of criminal gangs. “It is unfair that it’s always the children who are blamed. This will result in children becoming hardened criminals,” said Ernesto Almocera of Plan International Philippines. The advocates appealed to Duterte to explore factors that led children to commit crimes, such as poverty and lack of parental guidance and education. “We cannot hold children to the same standard as we hold adult offenders,” Melanie Llana of the Philippine Action for Youth Offenders said. “Are we really going to jail 9-year-olds who we know are not fully mature?” Duterte’s hardline approach to criminals has drawn criticism from its ally the United States, the UN and human rights groups. Nearly 2,000 people have been killed in police operations and 2,800 have died in unexplained circumstances since Duterte took office on June 30, according to official figures. Critics allege some of these deaths amount to state-sponsored extrajudicial killings, a charge Duterte has rejected.

With a planned US-EU mega-deal called TTIP also looking doomed, Merkel predicted that in future “there will be more trade agreements, and they won’t have the standard which this agreement and the mooted TTIP deal have”.

Brad Pitt has been cleared after a probe into allegations he mistreated one of his children in a mid-air altercation, the FBI confirm. The claims centered on an alleged incident with his 15-year-old son Maddox in September on a flight from France to Los Angeles. Pitt’s wife Angelina Jolie claimed he had struck the boy.
NO CHARGES “In response to allegations made following a flight... carrying Mr. Brad Pitt and his children, the FBI has conducted a review of the circumstances and will not pursue further investigation,” the agency said in a statement. “No charges have been filed in this matter.” The announcement marks Pitt’s second vindication over the incident, two weeks after Los Angeles social workers cleared the 52-year-old of wrongdoing following interviews with the couple, their children and witnesses. NO MORE WORKING HOSPITALS IN EASTERN ALEPPO
THERE are no more functioning hospitals in the rebel-held eastern part of Syria’s Aleppo, where more than 250,000 people are living under siege and many need urgent medical care, the UN has said. Health facilities have repeatedly been targeted during the country’s brutal civil war, a pattern that has continued in a ferocious government assault launched last Tuesday to recapture eastern Aleppo. “There are currently no hospitals functioning in the besieged area of the city,” the World Health Organization (WHO) said in a statement on Sunday, citing reports from its partners in the area. “More than 250,000 men, women and children living in eastern Aleppo are now without access to hospital care,” the United Nations agency added.
WHO noted that some health services in the devastated area “are still available through small clinics”, but that trauma care, major surgeries and other responses to serious conditions have stopped. UN agencies, including WHO, have been barred from entering eastern Aleppo since July when regime troops seized the last access route, leaving the area cut off from food and medical aid for more than four months. UN Syria envoy Staffan de Mistura, whose efforts to negotiate aid access to eastern Aleppo have repeatedly fallen flat, warned Sunday that time was running out to avoid a humanitarian catastrophe. Civilians in the city’s government-controlled west have also been hit in deadly rebel attacks, but the area has continued to receive humanitarian supplies.
Argentina says to discuss Falklands war dead with UK ARGENTINA says it has agreed with Britain to discuss exhuming and identifying Argentines who were buried in the Falklands after being killed in the countries’ 1982 war over the islands. Argentine Foreign Minister Susana Malcorra confirmed the two governments planned to meet in mid-December in Geneva along with representatives of the Red Cross. “The meeting will define a protocol for the exhumations” of 123 Argentine soldiers buried in a cemetery on East Falkland Island, known in Spanish as Isla Soledad, she said. Red Cross personnel have visited the site in the South Atlantic and carried out a preliminary evaluation, she said. Malcorra said her country has asked that an Argentine forensic expert be allowed to join in the Red Cross’s preliminary investigations. Families of Argentine troops killed in the conflict have long demanded that their loved ones be identified.
Britain and Argentina fought a brief war over the islands, known as Las Malvinas in Spanish, in 1982 after Argentine forces occupied them. The conflict killed 649 Argentine soldiers, 255 British soldiers and three islanders. Argentina argues it inherited the windswept islands from Spain when it gained independence in the 19th century. But Britain says it has historically ruled them and that the 3,000 islanders have the right to self-determination. In a 2013 referendum, residents voted overwhelmingly to remain part of Britain. After years of testy relations under former leftist governments, Argentina has pursued a cautious rapprochement with Britain under current President Mauricio Macri. The countries agreed a series of deals in September covering oil, fishing, navigation and trade in and around the islands.

‘I was the only one alive’ says India train survivor T
HE last thing Uttam Kumar remembers is a huge bang as his carriage was violently crushed. When he came to, he was trapped upside down in the wreckage of an Indian train that derailed on Sunday, killing more than 140 people. Fighting back tears, the 26-year-old business student recalled how he waited over three hours to be cut out of the mangled train carriage, which was crushed under another by the violence of the crash. When rescuers finally put him in an ambulance, there were only dead bodies for company. “It was like being in a nightmare. It was happening, but I couldn’t believe it was happening,” he said from his hospital bed in the northern city of Kanpur near the accident site. “They cut the part of the carriage where I was stuck and pulled me out. Then I remember being moved to the ambulance, which was parked next to the site. I was the only one alive among all the dead bodies.” An estimated 2,000 people were on board the intercity express train when it came off the tracks around 3 am on Sunday, violently jolting passengers out of their sleep. Relatives have since flocked to the crash site
and to nearby hospitals desperate for news of loved ones on the train, which was carrying at least one wedding party with the marriage season in India in full swing. So far 142 bodies have been pulled from the mangled wreckage, a painstaking process involving metal cutters, heavy lifting equipment and sniffer dogs. Rescue workers say many of the bodies are so badly damaged they are unrecognisable, and expect the toll to rise further as the worst affected carriages are cleared.
‘WHERE IS SHE?’ Vivek Parikh, whose two sisters were on the train, left for Kanpur from his home town around 350 kilometres (215 miles) away as soon as he heard of the disaster. One sister was confirmed dead, but he spent the night desperately searching Kanpur’s hospitals for the other. “No hospital or location has any clue or detail about Roshni. Where is she?” he said as he rushed from one hospital official to another pleading for information. Kumar’s family managed to track him down quickly thanks to the help of local residents, who heard his screams for help from the

wreckage and took down his home telephone number so they could contact his relatives. “The people heard my screams but no one could do anything as the carriage was crushed under another carriage,” he said. “(So) I shouted my home telephone number loud for anyone who could hear.” Kumar suffered head and back injuries, but his biggest concern is finding his 75-year-old grandfather, who was sitting next to him on
the train. The pair had been on a pilgrimage to Ujjain - famed for its temples - and were on their way home to the eastern city of Patna, the train’s final destination. “I don’t know what happened to him. He was on a seat beside me,” he said. “Now he is not in any of the two lists - of victims and survivors. No one has a clue about where he is.”

Dreams turn to sex slave nightmares for Nigeria’s trafficked women A
ND in Italy’s migrant-saturated southern ports, prising these young Nigerian girls away from their traffickers is a formidable challenge. With each new landing of migrants rescued at sea, the wellworn processing procedures have an almost ritualistic aspect to them: a first identification interview, cuddly toys for the children and a specialist from the International Organization for Migration paying particular attention to any young women. Nigerian females have been landing in Italy in significant numbers since the 1980s, lured by the promise of jobs only to find themselves with colossal debts to the traffickers who got them here. The trade has exploded in recent years. According to IOM figures, 433 Nigerian women arrived in 2013, 1,454 in 2014, 5,653 last year and 7,768 in the first nine months of 2016. “We estimate that between 70 and 80 percent of them are in danger of being forced into prostitution,” said the IOM’s Luca Pianese, adding that the numbers do not include hundreds of minors. Some of the women will end up working on the streets of Italy, others in France, Spain, Austria or other European countries where demand seems to grow incessantly. Pianese, who works as part of a 13-strong team that includes two women of Nigerian origin, has learned how to spot the signs that newly arrived women have been trafficked. Most of the victims come from Edo state in southern Nigeria, they invariably have had only the most basic education and say they can remember little about how they got from Nigeria to the Mediterranean. Usually the women have a phone number they have been told to call when they arrive. Sometimes they will be accompanied by a minder. “You have to separate them from false sisters and pretend husbands,” said Pianese. Then comes the painful bit. “They arrive here full of hope, confident they are headed for a better future,” the aid worker says. “Unfortunately our duty is to smash their dream.” That involves explaining that the future envisaged for these
A PAKISTANI anti-terror court has sentenced five people to death over the killing of a Christian couple who were lynched and burned in a kiln after being falsely accused of blasphemy. The deaths of Shahzad Masih and Shama Bibi caused outrage in Pakistan and saw other Christian families living near their home in Punjab flee the area in fear. The illiterate couple had been falsely accused of tossing out pages of the Koran along with the rubbish, desecrating the Muslim holy book. Blasphemy is legally punishable by death in the deeply conservative Muslim country, where even unproven accusations can stir violence. Witnesses described how an angry mob of hundreds of people set upon the couple near the town of Kot Radha Kishan in Punjab in 2014, attacking them and then throwing their bodies into a brick kiln. young women involves long hours perched on the edge of out-the-way roads, servicing 10 to 20 clients a day for less than 20 euros (dollars) a time with no guarantee that some of the punters will not be violent. There is also some positive news to be shared: Italian law guarantees residency rights and social support to women trafficked for prostitution, even if they have not got to the stage of being forced to sell their bodies in Italy. Despite that, the IOM says barely 300 women accepted such help between the start of 2015 and the end of August. According to Nigerian nun Monica Chikwe, who coordinates a network of safe houses for trafficked African women, that is not surprising.
In Nigeria, “no one tells the truth” and when they hear about Europe “all the girls can see are sequins”, she says. For many, abuse and violence starts en route, in particular in Libya. Yet a degree of gratitude persists alongside fear of the people smugglers who, after all, have delivered on their promise to get them to Europe.
50,000 EURO DEBT Even those women savvy enough to suspect that all might not be as it has been presented to them have little idea of the violence that awaits them - or how hard it will be for them to repay the debts they have incurred. Typically this will be between 20,000 and 50,000 euros (dollars). “These are sums way above what other migrants have paid,” says Maurizio Scalia, a public prosecutor in Palermo in Sicily who has been helping to track down individual traffickers and now wants to expand the scope of his investigation to “get a picture of the whole system”. Adding to the problems involved in smashing the smugglers’ business model is the fact that many of the victims have taken part in voodoo ceremonies before they leave Nigeria and fear reprisals against their families if they do not pay back their debts. As a result, most of them will maintain a stony silence until they reach reception centres, where traffickers will come to find them. In such cases, all the IOM can do is give them an emergency number they can call at any time. Sometimes it works. Earlier this month Sicilian police were able to liberate a young Nigerian who had landed on October 24 and dialled for help after being kidnapped by three of her compatriots and told she would have to prostitute herself to reimburse 30,000 euros. The toll-free number received some 150 calls in 2015 and the first half of this year. Faced with the sharp increase of young women confronting the same plight, the Italian government recently allocated 15 million euros to establish specialist reception centres. They are already nearly all full.

PISTORIUS MOVED TO ‘SPECIAL NEEDS’ PRISON JAILED Paralympic athlete Oscar Pistorius has been transferred to a prison adapted for disabled inmates to serve the rest of his sentence for murdering his girlfriend, a South African official confirmed. The Department of Correctional Services said the double amputee was moved from Kgosi Mampuru II prison in the capital Pretoria to Atteridgeville Correctional Centre, just
outside the city. “The transfer was in line with his special needs,” department spokesman Singabakho Nxumalo.”The new prison caters for people with special needs, it has been revamped to include facilities like bath tubs.” The smaller facility holds convicts serving sentences of up to six years. Stairs from Eiffel Tower sell for over half a million euros A SECTION of stairs from the Eiffel Tower in Paris have sold for more than half a million euros, auctioneers sconfirm- more than 10 times the pre-sale estimate. The 14 wrought-iron steps from a winding staircase between the second and third floors of the Paris landmark went for 523,800 euros ($556,000) after furious bidding at the sale in the French capital. Auction house Artcurial said the dramatic sale held last week had “unleashed the passions” of several international buyers, with bids rising rapidly from 20,000 euros, leaving the 40,000 euro estimate far behind. The prize eventually fell to a telephone bid from an Asian buyer. Auctioneer Francois Tajan said “the battle over the phone and in the auction room for the stairs showed the profound attachment there is for a monument that is so emblematic of French culture.” The stairs date from 1889 when the legendary French engineer Gustave Eiffel built the 324-metre (1,063-foot) edifice as the centrepiece of the Paris Universal Exhibition. It soon became the most iconic feature on the Paris skyline, and is France’s most visited monument despite suffering calls for its demolition in the years after the exhibition.
It is still the country’s third tallest structure, and was the highest building in the world for 41 years until the construction of the Chrysler Building in New York in 1930. The stairs were removed from the tower in 1983 to make way for a lift and cut into 24 sections, ranging from two to nine metres high. Several were bought by museums while others ended up in the gardens of the Yoshii Foundation at Yamanashi in Japan, beside the Statue of Liberty in New York and at Walt Disney World in Florida, next to its copy of the Eiffel Tower. Artcurial sold a larger 3.5-metre section of 19 steps for 220,000 euros in 2013. Tajan said he was particularly “moved by the sale... having watched the first sale of the staircases in 1983 which was presided over by my father Jacques Tajan.” Although the Eiffel Tower stairs fetched “an exceptional price”, the highest from the sale of Art Deco artefacts was four monumental sculptures by Georges Saupique which went for 1.24 million euros. Saupique is best known for his bust of Marianne, the woman who symbolises the French republic.

‘PAY FOR HIS CRIME’ At Pistorius’ sentencing, High Court judge Thokozile Masipa said a mitigating factor for giving him less than the 15-year term for murder included his claim he believed he was shooting an intruder. “He cannot be at peace. I’m of the view that a long term of imprisonment will not serve justice,” Masipa said. At an earlier hearing, a sobbing Pistorius hobbled on his stumps across the courtroom to demonstrate his physical vulnerability. His lawyers argued he should not be returned to jail on account of an anxiety disorder and depression. But Steenkamp’s father Barry told the court that he wanted Pistorius to “pay for his crime”. The Supreme Court of Appeal last year ruled he was guilty of murder, irrespective of who was behind the door when he opened fire with the pistol he kept under his bed. The year before he killed Steenkampm Pistorius became the first double-amputee to race at Olympic level when he appeared at the London 2012 games. While on parole he gave a television interview saying that an “instant fear” drove him to grab his gun and walk on his stumps towards the bathroom. “All of a sudden I hear a noise, at the toilet. I presumed it was the toilet door opening and, before I knew it, I’d fired four shots,” he said.
Baby-makers bed for free in Italy HOTELS in the Italian city of Assisi are doing their bit to boost the country’s flagging birth rate by offering a free holiday to couples who conceive there. Ten hotels are offering refunds or a free future stay to guests who fall pregnant under the Fertility Room campaign. Guests will simply have to produce a birth certificate to
prove the baby was born around nine months after their stay in the medieval city. “Giving birth to a child is an act of deep love, which should be encouraged despite the multitude of difficulties in life,” organizers said as the campaign launched. Local tourism councillor Eugenio Guarducci, the man behind the initiative, said the aim was to encourage
travel to the Umbrian town in central Italy - the birthplace of Saint Francis - and help reverse Italy’s low fertility rate. But he told AFP: “This isn’t just a matter of economic interests -- once you start asking average citizens to kneel down or beat them, it becomes about human rights and problems with China’s rule of law.” Andreas Wicenec, head of data intensive astronomy at the International Centre for Radio Astronomy Research in Australia, said that FAST had “world class” potential and its engineering was “absolutely a marvel”. Unusually, the FAST programme was “remarkably, extremely open” to outside collaboration, he said. HE Five-hundred-metre Aperture Spherical Telescope (FAST) in the country’s southwest, which began operations in September and cost 1.2 billion yuan ($180 million) to build, is the world’s largest radio telescope. Once fully operational, FAST will be able to peer deeper into space than ever before, examining pulsars, dark matter and gravitational waves -- and searching for signs of life. Authorities also hope it will bring tourist dollars to the province of Guizhou, one of China’s poorest regions. But it comes at the cost of forcibly displacing about 9,000 villagers who called the site in Pingtang county their home. Many were outraged at being forced to leave the valley surrounded by forested karst hills and hundreds of families are now suing the government, with some cases being heard this week. Octogenarian Han Jingfu drank pesticide days after being made to sign a relocation contract and died at his front door, neighbours and relatives said. China built FAST as part of efforts to take on international rivals and raise its embarrassingly low tally of Nobel Prizes, explained Peng Bo, director of China’s National Astronomical Observatories, which oversees the telescope. The 500-metre-wide (1,640 feet) dish dwarfs its nearest competitor, the US’s Puerto Rico-based Arecibo telescope, which is only 305 metres across. “We said we had to be a little more daring, because we had to surpass the US no matter what,” Peng said. “I think we can get a few Nobel prizes out of it. We as Chinese people really want to win them.” The world’s most populous country and second-largest economy has so far only won one scientific Nobel, awarded last year to chemist Tu Youyou for medicine. FAST’s receivers are more sensitive than any previous radio telescope, and its pioneering technology can change the shape of the dish to track celestial objects as the Earth rotates. It could catalogue as many pulsars in a year as had been found in the past 50, Peng said. But he acknowledged that FAST will be overtaken by the larger Square Kilometre Array telescope in South Africa and Australia, which will be built over the next decade.

Relief but muted enthusiasm as Merkel vows to run again T
HE veteran chancellor who announced earlier this week that she would run again in next year’s polls and seek to govern Europe’s top economy for a total of 16 years, which would equal the marathon term of her conservative mentor, Helmut Kohl. “Many people would not be very understanding if now I failed to use all of my experience to do my duty for Germany,” she told party faithful from her conservative CDU. But she humbly rejected as “grotesque and absurd” the many accolades showered on her as the new “leader of the free world” who would keep the flame of liberal democracy burning in the era of Donald Trumpm Brexit and rising populism. While outgoing US President Barack Obama and The New York Times have cheered Merkel, many voters have become fatigued with the reign of “Mutti” (Mummy) and her right-left ‘grand coalition’ which utterly dominates the political scene. Her renewed candidacy is a red flag to the ascendant populist and anti-immigration Alternative for Germany (AfD) party, which rails against a “political elite” divorced from the needs of the people. “Under Merkel, democracy in Germany has withered and mutated into an all-party coalition,” charged Alexander Gauland, deputy leader of the protest party which is now polling at 12 percent. Criticism also came from other commentators who groaned at the thought of more-of-the-same after Merkel pledged to “work for more cooperation in this country”, bolster the pension system and push on with the digital revolution. “Did anyone understand why Angela Merkel wants to run again and what she wants to do in the next four years in office? I didn’t,” wrote Der Spiegel’s commentator Dirk Kurbjuweit. Based on what she said Sunday, he wrote, “we can expect

RESPECT, NOT EUPHORIA If Merkel was long considered invincible at the ballot box, she took a beating over her unusually bold decision to throw open the borders to a mass influx of refugees in 2015. The fiercest critic in her own ranks, the head of Bavarian sister party CSU, Horst Seehofer, reacted coolly to Merkel’s renewed candidacy, saying only that it was “good that we now have clarity”. The party’s Markus Soeder was even blunter: “We should note Merkel’s announcement with respect, if not exactly with euphoria.” To be sure, Merkel looks back at a strong record after 11 years in office, in which she battled to save the eurozone and sparred with Russia’s President Vladimir Putin over the Ukraine conflict. The German economy is humming, the budget is balanced, unemployment is down, and her country is widely seen as the strongest voice in a troubled EU.
Despite the bruising refugee crisis, 55 percent of Germans still say they would favour another Merkel term, according to an Emnid poll. “Merkel will do it, who else?” Die Welt said in its headline, adding that now “her most important task is to groom a successor”. The conservative Frankfurter Allgemeine Zeitung said that as a level-headed and experienced crisis manager, Merkel is still her party’s strongest candidate, even if she is “past her zenith at home and abroad”.
GO ON THE OFFENSIVE Merkel herself was clear that the national election expected next September “will be difficult like no other,” as for the first time she will face challengers on both the right and left. Her current junior partners in the unhappy grand coalition, the Social Democrats (SPD), are flirting with the idea of a leftist alliance with two current opposition parties. Polls so far would rule out such an alliance - or another scenario where Merkel’s conservatives would team up with the ecologist Greens - suggesting that Germany may ultimately return to yet another grand coalition. The SPD’s vice chancellor Sigmar Gabriel is yet to declare whether he will fight his current boss or leave that challenge to another candidate, possibly European parliament president Martin Schulz. Nonetheless, the SPD’s parliamentary leader Thomas Oppermann boldly declared that his party is ready for a good fight, and that Merkel “is no longer invincible”. Germany’s top selling Bild daily, usually a strong Merkel defender, had some tough advice for her, predicting the looming campaign “will be her hardest yet” and decided by mainstream voters, “not editorials in The New York Times”. “She needs to go on the offensive,” the daily said. “This one is about her - it’s her endgame.”

ACHINES long ago usurped a donkey’s traditional role as the farmer’s beast of burden, but the animals are winning new fans in Montenegro - thanks to their luxury milk. It comes at a trickle and selling at a hefty 50 euros ($54) per litre it could provide a lifeline for the Balkan donkey breed, whose numbers have sharply declined. But it is the product’s therapeutic potential that makes it stand out, according to producers and buyers. “This milk is extremely healthy for skin disease and other diseases,” said Darko Saveljic as he squeezed an inch of the white stuff from Tereza, one of 30 donkeys at his sanctuary in the central Montenegrin countryside. Even small daily amounts can help tackle asthma and bronchitis, he said. The animals are first milked just two to three months after giving birth and produce only 400 millilitres a day, a fraction of what a cow can provide. “Don’t expect a lot of milk,” warned Saveljic, who gives away half his yield to those he thinks will benefit but cannot afford it. The product’s price tag is significant in Montenegro, home to 620,000 people and an average monthly wage of about 500 euros.

MILDER SYMPTOMS About half an hour away in the capital Podgorica, Valeria Markovic contacted the farm after searching online for a cure for her fiveyear-old son Vlado, whose allergies were making it difficult for him to breathe at night.
“I’d only read that Cleopatra bathed in donkey milk,” said Markovic, an economist, laughing about her discovery. “I didn’t have
any idea about it.” After drinking a small amount each day, Vlado’s symptoms became “milder than they
were before.” Photis Papademas, a dairy science expert and assistant professor at Cyprus University of Technology, said there are strong indications that donkey milk is effective against disorders resulting from a poor immune system. He said the composition of proteins in the animal’s milk - which is similar to human milk but lower in fat - appeared to regulate immunity, but clinical studies are needed. “The proof is not very strong yet, but there are very good indications,” he told AFP. “You have to be very cautious when connecting health and food.” Donkey products are also promoted in Serbia, where the Zasavica Nature Reserve claims to sell the world’s most expensive cheese - made from donkey milk - for 6,000 dinars (48 euros) per 50 grams.

New Chinese home for ‘world’s saddest polar bear’ A POLAR bear dubbed the “world’s saddest” by animal rights activists has been removed from a Chinese shopping mall where campaigners said it was suffering in unsuitable conditions. The Grandview Mall in the southern city of Guangzhou held a farewell party for Pizza the bear as he left his enclosure which was set up in “Ocean World” along with 500 other species to try to draw in shoppers. “Pizza left the aquarium with escorts after the farewell party” said a representative for The Grandview Mall. Chinese media reports said he was returning to the facility where he was born in captivity in the northern port of Tianjin.
PLIGHT The mall claimed the move was a temporary one due to the facility being renovated, and that Pizza would return after the works were completed. But the US-based Humane Society International mounted a media-friendly campaign to highlight the bear’s plight, coining the description the “world’s saddest polar bear” and generating global headlines. It distributed video showing Pizza pacing around his 40-square-metre glass-
fronted enclosure and shaking his head as onlookers took pictures on their cellphones. The footage showed the bear was in poor physical and mental condition, it said. Peter Li, China policy expert at HSI said in a statement: “Pizza the polar bear has endured a life of deprivation and suffering in his small, artificial glass-fronted room at the shopping mall. “At last he will feel the sun on his fur, sniff fresh air and see the sky above in the company of his mum and dad.” The move was a result of public pressure,
he said, and suggested that if the bear was in poor health that could be another factor. “We implore the Mall to make this a permanent move for Pizza and to not condemn him to return,” he added. Pictures of the bear’s farewell party posted on China’s Twitter-like Weibo by the mall showed children queuing up to say goodbye to the bear. “Tears and sadness are only temporary, we will make the cosiest home to await your return,” it said.
Montenegro’s last agricultural census in 2010 put the donkey population at around 500, although Saveljic estimates there are now only 150, and this year the animal was included in a national conservation programme for indigenous breeds. Three decades ago “not any house in the villages in this Mediterranean part of the country was without donkeys, thousands of donkeys, and now we’re using machines and donkeys are animals for nothing,” he said. For 42-year-old Saveljic, producing milk is just one of the functions of his sanctuary and a way to keep it sustainable. An ornithologist by training, he set up the farm over a year ago to preserve the mountainous country’s donkeys, alarmed by dwindling numbers of the indigenous and domesticated Balkan breed. Some of his sanctuary’s residents were given away while others were bought at livestock markets, often suffering neglect or abuse. One is blind and another was badly malnourished. All known by name to their new owner, they now live out their days peacefully with a few roaming chickens and guinea fowl for company - and plenty of treats. The entrance fee to the sanctuary is one kilo of apples or carrots, and Saveljic hopes that welcoming visitors each weekend will raise awareness. He also invites families with autistic children to visit for free, saying parents report positive behavioural changes after they interact with the animals. “If you work with donkeys well, donkeys are like dogs. They respect you, they are really ready to go with you everywhere,” Saveljic said.

Tokyo gets November snow for first time in 54 years T
OKYO woke up last week to its first November snowfall in more than half a century, leaving commuters to grapple with train disruptions and slick streets. Snow fell overnight as the mercury approached zero thanks to a cold weather system which had moved south. The Japan Meterological Agency said it was the first time snow had fallen in November in central Tokyo since 1962. Amounts were greater in suburban areas closer to mountains but even central Tokyo saw brief accumulations, which the agency forecast to be as high as two centimetres (one inch). That was the first November accumulation since records began in 1875, the agency said. Tokyo, which spreads over a wide area and includes many suburbs, enjoys relatively mild winters compared to some other parts of the country where snowfall is more frequent. Television footage showed a resident in the western suburb of Hachioji shovelling snow as the pavement, trees and park benches were covered in white powder. Train and subway services were temporarily suspended or delayed especially in western Tokyo, affecting thousands of commuters during the morning rush hour.

British navy warns Spanish ship with flares near Gibraltar A BRITISH navy patrol boat has had to use excessive force firing at a Spanish Ship after it entered disputed waters off Gibraltar, officials said, the latest in what is a series of maritime face-offs between the two sides. The Angeles Alvarino, a survey ship operated by Spain’s state Oceanographic Institute, illegally entered the disputed waters last weekend on several occasions and was repeatedly told to leave by Royal Navy vessels, a Gibraltar government spokesman said.
The navy also prevented the vessel, whose crew say they are conducting a survey of an underwater canyon in the area of the Strait of Gibraltar, from deploying research buoys into the sea. But the ship remained in the area so a British patrol boat had to fire at least three warning flares as a result of its movements, according to the Gibraltar government spokesman, Britain’s Foreign Office and eyewitnesses. Spanish electricity bills continue to rise following seven month of gains
The average electricity bill has experienced a rise of 2.3% in November and looks to continue rising upward following seven consecutive months of price increases. According to data collected by the simulator bill in light of the Commission Markets and Competition (CNMC), the November rise comes after a rise in October (+ 7.3%), September (+ 1.5%), August (+ 0.9%), June (+ 1.5%) and July (+8 ,3%). This rise is attributed to among other factors the import costs from France and the temporary closure of the EDF nuclear reactors in the Gallic Country. In November, the average consumer paid a total of 68.84 euros for the electricity bill , compared with 67.12 euros in October.

Trump picks ‘King of Bankruptcy’ to head Commerce US President-elect Donald Trump has picked an investor with such a history of investing in dying industries that he was known as the “King of Bankruptcy” to head the Commerce Department. Wilbur Ross, a billionaire known for taking over ailing steel and coal companies and selling them for profit, will help handle trade disputes with countries like China, including complaints about the dumping of cheap metals into the US market.
STEEP TARIFFS Ross, whose fortune is estimated at $2.9 billion, agrees with Trump in the need for Washington to pull out of bad trade agreements and has advocated steep tariffs on Chinese imports. Among his signature investments was the purchase of Pennsylvania’s iconic but now-defunct Bethlehem Steel, a deal which was hailed by unions for saving manufacturing jobs. He also took on Burlington Industries, the centerpiece of North Carolina’s once-thriving textile industry. Since then, however, many steel mills have shut down amid a glut of foreign production, much of it in China, and US textiles have been gutted faced with competition from mills in Latin American and Asia, where labor is cheap. Ross is a graduate of Yale and Harvard Business School, and chairman of private equity firm WL Ross & Company. He also owns a waterfront estate in Palm Beach, Florida, down the road from Trump’s Mar-a-Lago golf club and resort. S leisure group Cordish Companies has unveiled plans to invest 2.2 billion euros in a new leisure complex just outside the Spanish capital which it says will create over 56,000 jobs. The project is a welcome boost for the Spanish economy which has returned to growth after a property bubble burst in 2008 but is still saddled with a jobless rate of 18.9 percent, one of the highest in Europe.

EUROZONE INFLATION AT HIGHEST LEVEL SINCE 2014 EUROZONE inflation rose to a two-anda-half-year high in November as Europe inched away from very low consumer prices that have threatened an already fragile economic recovery. The level matched forecasts by analysts and will come as a relief to the European Central Bank which has embarked on a highly controversial and massive stimulus programme to boost inflation. The Eurostat statistics agency on Wednesday said consumer prices in the 19-country currency bloc rose by 0.6 percent this month, the first time it has hit that level since April 2014. The eurozone’s ultra-low inflation is a huge worry for the ECB, whose goal is to keep it near 2.0 percent. Inflation reflects underlying consumer demand in the economy and while still edging higher this month, 0.6 percent means Europe is short of a full-fledged recovery. ECB chief Mario Draghi said in an interview with Spain’s El Pais newspaper that the central bank continued to “steer the ship” towards that target. Draghi said that inflation would reach its target level by 2018 or 2019. “The recovery -- albeit modest -- is robust. We are growing and inflation is improving,” he said. Analyst Howard Archer said that core inflation -- stripped of highly volatile food and
oil prices -- still remained far too low at 0.8 percent. “The muted November core inflation data highlight that the ECB cannot relax on the inflation front yet, even if the headline rate looks primed to rise appreciably over the next few months,” Archer, of IHS Global Insight, wrote. World oil prices have crept up in recent months, snapping a long decline that destabilised the global economy and brought a spell of deflation to Europe. Draghi said the eurozone’s tentative recovery remained heavily reliant on the bank’s monetary boost, fuelling expectations of more stimulus to come. “We think that the ECB has more work to do to return eurozone inflation to target on a sustained basis,” said Jack Allen, European Economist at Capital Economics. The fresh data appeared to only confirm that analysis with the ECB expected to announce an extension of its 80-billion-euro a month bond-buying programme when the governing council next meets on December 8. The scheme, aimed at encouraging lending and investment, is currently scheduled to end in March. Draghi cautioned that other factors clouding the euro area’s prospects included the election of Donald Trump and Britain’s Brexit vote.

RITISH supermarket Iceland has hit back at Iceland the country after Reykjavik said it was suing the retailer over use of the Nordic nation’s name. The frosty response came after the government of Iceland complained that the British supermarket had “aggressively pursued and won multiple cases against Icelandic companies” that use the word “Iceland” as part of their name or trademark -- even in completely unrelated industries.

AIRBUS has announced it will be cutting more than 1,100 jobs in Europe and closing one of its sites in the Paris region as part of an ongoing restructuring programme. A total of 640 jobs will be lost in France, mostly affecting operations in Suresnes, near Paris, where a research facility will close. Another 429 jobs will go at German sites including in Hamburg, Bremen, Ulm and Ottobrunn, near Munich. “Airbus Group envisages a progressive reduction of its current workforce of around 136,000 by a maximum of 1,164 positions,” it said in a statement. Unions accuse Airbus of following “financial logic” in cutting jobs at a time when its order book is worth nearly 1.0 trillion euros ($1.05 trillion), equivalent to eight to 10 years of production. Airbus however is running into headwinds, prompting the search for cost-cutting opportunities. Its helicopter division has suffered from a weak market, the company has had to set aside nearly two billion euros of provisions to cover the cost of its military A400M model, and its A380 flagship has been slow to take off commercially. Its restructuring project, called Gemini, aims to merge the company’s commercial aircraft division into a new entity, Airbus Group, by the summer of 2017.

EUROGROUP HEAD WARNS UK: NO FINANCIAL HUB WITHOUT EU RULES EUROGROUP head Jeroen Dijsselbloem (right) has arned that it would be impossible to maintain Europe’s financial capital in London if Britain chooses to thwart EU rules after Brexit. “Being quite frank, we can’t allow the financial services centre for Europe and the eurozone to be outside Europe and the eurozone and to go its own way in terms of rules and regulation requirements,” Dijsselbloem told a European Parliament hearing in Brussels. “We can’t let that happen. We have to take a firm stand on this. There is no alternative there,” he said. Dijsselbloem spoke as the government of Prime Minister Theresa May distanced itself from a memo suggesting Britain believed it can keep the privileges of the European single market, while also limiting immigration by European citizens after it leaves the bloc. Britain is especially eager to preserve the EU’s so-called passporting rights that allow banking and financial services, approved by a single member state to apply across the European Union. The memo, caught inadvertently in a photograph, also indicated that Britain would refuse joining the tariff-free European Economic Area, which could also give single market access but only by obeying EU law. But Dijsselbloem, who is also Dutch finance
minister, said that his “preferred option” would be that Britain accept all EU rules and regulations on financial services so that this type of set-up could continue. He noted however that Britain seemed dead set on reclaiming sovereignty and would not accept the conditions that come with the EU’s single market, including free movement of people. “We cannot allow a third country to have access to the financial services market in Europe if at the same time we allow them to deviate from the rules,” he said. “It is going to be a rough ride, specifically for the UK,” he said.
ABENGOA shareholders back second wind for ompany SHAREHOLDERS of Spain’s debt-laden energy giant Abengoa have approved a rescue plan designed to save the renewables specialist from bankruptcy. The key item in the deal cleared by a shareholders meeting is a capital injection of 1.17 billion euros ($ 1.24 billion) from banks and investment funds in return for 50 percent of Abengoa’s capital. This will dilute the ownership of current shareholders, including the founding Benjumea family, to just five percent.
BACKING The deal, hammered out in August, has already received the backing of a majority of Abengoa’s creditors and of the commercial court in Seville where the company is based. The world player in solar and wind power, biofuels and water management announced last year that it was filing for preliminary protection from creditors following years of frenzied, unsustainable expansion worldwide. In addition to the debt deal, it launched a recovery plan that includes the sale of biofuels assets and other non-strategic holdings, as well as job cuts - it has already shed at least 11,000 jobs since the end of last year. Abengoa’s billions-strong debt has affected many of its projects around the world, which it has either been unable to keep construct-
ing or operating, including solar power facilities in Chile and South Africa and electricity transmission lines in Brazil. Its bioenergy sector was particularly hardhit, with several bioethanol plants in the United States and Europe paralysed by bankruptcy proceedings. A family-owned company founded 75 years ago, Abengoa rose from being a local electrical firm, fixing installations damaged in Spain’s 1936-1939 civil war, to a major player in solar energy and other renewables. But risky bets on biofuels and Spain’s cuts to renewable energy subsidies during an economic downturn pushed the company to the edge of ruin.

The Wintery aroma of roasted chestnuts An essential ingredient in virtually every cuisine, nuts provide richness, flavour, body, crunch and vital nutrients in dishes both sweet and savoury. In their purest form, with their varied shapes and hues, unshelled nuts piled high in a festive bowl help mark the autumn season and nothing is more festive than roasting foraged chestnuts on an open fire. Sadly though the chestnut season is far too brief so why not make the most of these delicious delights with these sweet and savoury dishes.
Sticky Chestnut buns Chocolate goes with everything, and chestnuts are certainly not an exception to this rule. INGREDIENTS For the brioche dough 325g plain flour, plus extra for dusting 325g strong plain bread flour 14g fast-action yeast 1 tbsp caster sugar 2 tsp salt 5 large free-range eggs 300g unsalted butter, softened, plus 50g, melted For the toffee topping 175g unsalted butter 350g light muscovado sugar 100ml maple syrup 75ml double cream ¼ tsp salt For the filling 50g light muscovado sugar 50g demerara sugar 1 tsp ground cinnamon 75g cooked peeled chestnut, finely chopped, plus 75g extra to scatter 50g toasted pecan nuts, broken into small pieces, plus 75g extra to scatter METHOD 1. For the dough, sift the flours, yeast, sugar and salt into a stand mixer with the dough hook fitted. (If you don’t have a stand mixer, see Canny Cook for how to make the dough by hand). Add the eggs and 125ml hand-hot water (hot enough so you can put your hand in without discomfort), then beat on a low speed for 4 minutes. Loosen the mixture from the dough hook and the base
of the bowl, then beat for another 4 minutes. Don’t worry if the dough is a bit stiff and dry. It’s supposed to be this texture at this stage. 2. Continuing to beat on a low speed, gradually add the 300g butter a small piece at a time, waiting for each piece to become incorporated before adding the next (this should take about 10 minutes). Increase the speed slightly and beat for 15 minutes more until the dough is slightly sticky and shiny. Press a sheet of cling film on to the dough, then cover the bowl with another sheet. Leave somewhere warm for 30-45 minutes to prove until it’s almost double the size. Transfer the bowl to the fridge for at least 2 hours – the dough will firm up and be easier to handle. 3. Meanwhile, for the topping, melt the 175g butter in a medium pan. Add the 350g light muscovado sugar and 85ml water and stir over a low heat until the sugar dissolves. Remove from the heat and stir in the maple syrupm cream and salt. Pour the mixture into a non-stick roasting tin about 24cm x 36cm and 7cm deepm then tilt back and forth so it covers the tin evenly. Set aside to cool. 4. For the filling, mix the sugars, cinnamon, 75g chestnuts and 50g pecans together in a small bowl. 5. Uncover the dough, turn out onto a lightly floured surface and knead until smooth. Cut the dough evenly in half and, one piece at a time, roll out into a 23cm x 30cm rectangle. Turn the dough so a short edge is facing you. Brush the surface with half the 50g melted butter and sprinkle evenly with half the filling mixture. Then, working away from you, roll up tightly. Repeat with the second piece of dough. Cut each roll across into 6 x 4cm slices and put cut-side upm evenly spaced, on top of the toffee topping. Cover with cling film and leave somewhere warm for 1-2 hours until the buns have
doubled in size and are touching each other. Meanwhile, preheat the oven to 180°C/fan160°C/gas 4. 6. Bake in the middle of the oven for 35-40 minutes until puffed and richly golden. Cool in the tin for 20-30 minutes. Carefully separate the buns and put on to a wire rack, sticky-side up (don’t clean the baking tin). Put another baking tin underneath, then sprinkle the buns with the extra chopped chestnuts and pecans. Return the original baking tin to the oven for a few minutes until the leftover toffee sauce is runny again, then drizzle over each bun. Serve warm. If they cool, reheat in a low oven for a few minutes or in the microwave for 30 seconds per bun.

This brussels sprout recipe, with black pudding and chestnuts, makes a wonderful seasonal dish.
INGREDIENTS
INGREDIENTS
1 tbsp ground coriander 2 tsp ground turmeric 1 tbsp ground cinnamon 3 tbsp olive oil 1 red onion, finely chopped 1 red chilli, finely chopped 2 garlic cloves, crushed 50g dates, finely chopped 2cm piece fresh ginger, grated 500g (about 2 small) aubergines, cut into 2cm cubes 600g pumpkin or squash, deseeded and cut into 3cm cubes 200g pack cooked, peeled chestnuts 2 x 400g cans good plum tomatoes Handful each chopped fresh mint and coriander, plus extra coriander to garnish Juice of 2 lemons
300g brussels sprouts Drizzle of olive oil 50g black pudding or chorizo, quartered and sliced 50g cooked chestnuts (see tip) Good drizzle of clear honey Splash of madeira Zest of ½ lemon Leaves from 3 fresh thyme sprigs
For the herb couscous 450g couscous 2 tbsp olive oil 5 shallots, sliced Handful each finely chopped fresh coriander and parsley METHOD 1. .Heat a large saucepan over a medium heat. Add ground coriander, turmeric and cinnamon and dry-fry for 1 minute. Add the oil, onion, chilli, garlic, dates and ginger and cook, stirring occasionally, for 5 minutes, until the onion is softened. 2. Add the aubergines, cook for 5 minutes, then stir in the pumpkin and chestnuts to coat in the spices. Add 100ml
water and the tomatoes, breaking them up into chunks, and simmer, stirring, for 25 minutes.
METHOD
3. Meanwhile, put the couscous into a bowl and season. Pour over 450ml boiling water, add half the oil and stir once. Cover and set aside for 5-10 minutes, until the couscous is tender. Fluff up the couscous with a fork.
1. Bring a pan of water to the boil and add the whole sprouts. Simmer for 5-6 minutes until just tender. Drain and refresh under cold water, then leave to drain. 2. Heat the olive oil in a large pan over a medium heat, add the black pudding and fry for 5 minutes until crisp. Loosely crumble in the chestnuts, add the sprouts and honey, then fry with the black pudding for 5 minutes more.
4. Heat the remaining oil in a frying pan over a medium heat. Add the shallots and cook, stirring occasionally, for 6-8 minutes or until soft and golden. Stir into the couscous with the fresh herbs. Season to taste. 5. .Stir the herbs and lemon juice into the tagine. Serve with the couscous.
Chestnut and almond creams Chestnuts have a very distinct Winter flavour - try using them in their puréed form to make this yummy dessert recipe.
3. Pour over a good splash of madeira and cook for a further 3 minutes. Sprinkle over the zest and thyme, season well and serve.

METHOD 1. Cover the blanched almonds with boiling water and soak for 10 minutes. Drain and slice lengthways into thin shards. Preheat the oven to 200°C/fan180°C/gas 6. Spread the nuts out on a baking tray and roast for 6-7 minutes, until golden. Remove and leave to cool. 2. Put the chestnut purée in a small pan over a gentle heat and warm through – don’t let it get too hot. Beat in the sugar (the purée will go glossy and dark). Transfer to a bowl and leave to cool. 3. Drop alternate teaspoonfuls of the chestnut purée and crème fraîche into 4 x 150ml dessert glasses and swirl with the handle of a spoon. Drizzle with a little honey and scatter with almonds to serve.

Firefighters have described “one of the strangest” rescue missions of their careers - helping a rhino at Edinburgh Zoo with a toothache. Newcraighall fire station’s crew were needed to move two-ton Bertus to a safe place in which vets could operate. The eight-year-old animal was first sedated and then winched to safety in a challenging and complicated process. Station manager Willie Pollard said: “By jointly working with zoo staff, we were able to formulate a plan which involved winching and pulling equipment, using techniques normally used for either road traffic collisions involving heavy vehicles or in the event of a building collapse. “These techniques allowed us to reposition the animal, thereby creating a safe working space for the dental team to repair the tooth.” Simon Girling, head vet at the zoo, said: “We are incredibly grateful for the help of the fire and rescue crew. Bertus’s operation was a great success and even though it was a minor tooth operation, it involved a massive team of people all working together to ensure the operation went smoothly.” Bertus is now reported to have made a full recovery from the procedure carried out earlier this month and is eating comfortably.

ENOWNED freediver Enzo Maiorca, whose rivalry with Frenchman Jacques Mayol was immortalised in the 1988 Luc Besson film “The Big Blue”, has died aged 85, Italian media said on Sunday. Maiorca was the first man to dive to a depth of 50 metres (164 feet) on a lungful of air and without a respiratory aid. He eventually set a personal best of 101 metres in 1988 at the age of 57. “I was breaking records step by step. I obeyed the doctors and didn’t dive deeper than 160 feet,” Diver magazine quoted him as saying in an interview on its website. “And as I progressed I was learning more and coming to realise that the doctors were building walls based on beliefs that were wrong. Even Aristotle claimed a man could dive no deeper than 30 feet,” he said. Maiorca was born in 1931 in Syracuse on the
island of Sicily, where he also died. His great rival Mayol died in 2001. “The Big Blue” placed the spotlight on a risky competitive sport in which divers, with no tanks or air tubes, seek to descend as far as they can on one breath. Blackouts and lung damage are common perils. French actor Jean Reno played Maiorca in “The Big Blue,” with Rosanna Arquette as the love interest and Jean-Marc Barr as Mayol. Maiorca, though, was unhappy with Reno’s portrayal, saying he had been stereotyped as a mafioso-style uneducated Sicilian. He got the film banned in Italy until an edited version, in which contested scenes were deleted, was issued in 2002. Having been a keen spearfisher in his younger days - something he gave up in 1967 after a “titanic struggle” with a “combative grouper” - Maiorca dedicated himself to defend-
ing the marine environment during his later years. He briefly went into politics, serving as senator between 1994 and 1996 with the National Alliance, a conservative successor to the post-fascist Italian Social Movement party. Among the many who paid tribute to Maiorca was Italian Interior Minister Angelino Alfano who described him as a “great Sicilian, an explorer of the seas, who revolutionised the world of freediving”. “It’s a sad day, but I want to remember you with your smile, your easygoing nature, your lust for life, your love for the sea,” fellow Italian freediver Umberto Pelizzari said on Facebook. The record depth for unrestricted freediving today, as recognised by the rule-making body for the sport AIDA, is 214 metres for men and 160 metres for women.

Blackwell hospitalised after sparring
FORMER British middleweight champion Nick Blackwell, who nearly died following a fight in March, has been hospitalised after being taken ill following a sparring session. Blackwell, 26, retired from competitive boxing earlier this year after he suffered a bleed on the brain and had to be put into an induced coma following a defeat by compatriot Chris Eubank Jnr. TIGER’S BACK! Rivals impressed with Tiger Tiger Woods has impressed a world-class field after a 16-month layoff in the opening round of the Hero World Challenge despite double bogeys on two of the last three holes to shoot a one-over par 73.

OODS, who had not played since August 2015 after back surgery, birdied three holes in a row starting at the par-5 sixth and shared the early lead at four under after eight holes. But bogeys on the par-5 ninth and 11th and errant tee shots that found sandy brush on 16 and water at 18 dimmed the early excitement Woods built. “He was playing pretty good today. After that long off and not being able to play in a tournament, to come out, looks like he’s playing pretty good,” said J.B. Holmes, who fired a 64 to grab the first-round lead. “It’s great to have him back. He has been gone a while and he definitely brings a lot more to our sport. Nice to see him.” Eighth-ranked Patrick Reed, who shot 72,
played alongside Woods and liked what he saw from the 14-time major champion. “Unfortunately it wasn’t quite the way we both wanted to play, but it was awesome to get him back out here and play golf with him,” Reed said. “The first eight holes he played really well. I was like, ‘Wow.’ He seemed like he had complete control of what he was trying to do with the golf ball. “There were just a couple loose swings here and there... He needs to tighten some things up, too, but it’s awesome to have him back. It’s good to see him, for the most part, have pretty good control.” Woods says more rounds will help eliminate the errors that turned a solid round into a mediocre return. “I just need to keep playing,” Woods said. “My feels need to keep coming back, seeing
the shots, feeling the shots, hitting my numbers and getting all that. “It felt good to have that adrenaline surging through the system again. It has been a long time. To get up there on that first hole and feel it again and then dumb it down to be able to control it, that was nice.”
HE’S REALLY CLOSE What pleased Reed the most was seeing Woods swing like he once did routinely without any twinges of pain, something that had become commonplace in failed comebacks by Woods from earlier knee, leg and back injuries. “His swing looked good,” Reed said. “When he hit it well, it was really good, and when (Woods) mis-hit it, they weren’t very good misses. NDY Murray was tipped to become ‘Sir Andy’ after crowning a golden season on top of the world days after brother Jamie topped the doubles standings, prompting their mother to hail the “kings of world tennis”. Andy produced an imperious display to defeat long-time rival Novak Djokovic 6-3, 6-4 and win the ATP Tour Finals at London’s O2 Arena on Sunday. Champions League plays tribute to Brazil plane-crash players A MINUTE’S silence for the Chapecoense football players killed in a plane disaster in Colombia will be held before every Champions League and Europa League game the UEFA has announced. “This tragedy has shaken the world of football and we would like to send our support to all of those affected by it,” said UEFA president Aleksander Ceferin in announcing the gesture. Most of the Brazilian club’s players and coaching staff were among 71 people killed when a plane carrying them to the Copa Sudamericana final against Atletico Nacional crashed near Medellin in Colombia earlier this week. New findings have indicated the plane crash was a result of the plane running out of fuel.

lafent, an expert in child protection, to head it up.The FA said the review would find out “what information the FA was aware of at the relevant times around the issues that have been raised in the press, what clubs were aware of, and what ac-
