INUTES made public by the European Commission taken during the meeting held in July, show that the EU has warned both Spain and Portugal that whilst they escaped being fined up to 2,000 million euros for breaking European Deficit limits, it would not hesitate to withhold payment of the structural fund of €1,325 million (20% of the total) - a payment given for infrastructure development. President Jean-Claude Juncker made it clear that Brussels would recommend such freezing of funds. However, not all EU members are in agreeance with the threat. German Finance Minister, Wolfgang Schauble, called the move “heavy-handed” especially at a time when Spain is still facing politically uncertainty following three failed elections and is still being run by a caretaker government who are unable to implement any budgetary changes. “Spain needs to get its budget back on track, independent of the decisions of this summer,” said Jeroen Dijsselbloem chairman of Euro zone finance minister. “The budgetary problems of Spain are still there and any new government will need to address them immediately.”

HEADING With summer over, Europe must face up to its mounting crises Europe is about to experience a hectic start to the political season. It has more problems on its hands than at any time in recent memory. Author: Simeon Djankov

HE eurozone crisis created difficulties in 2009-2013, but they came in waves. Autumn 2016 brings three major challenges that all need attention at the same time. The aftermath of the Brexit vote, the migration crisis and discontent among some of the remaining EU member states are all problems that threaten to destabilise the union. Add to these the prospect of a rudderless Spain, where various attempts to form a government over eight months have failed, and the coming presidential elections in France, where Marine Le Pen, leader of the far-right National Front, leads in many polls. This is certain to be, at best, a difficult few months for the EU. At worst it could be the start of splintered Europe, with a number of new member states calling for a total re-think of the responsibilities of EU institutions.
HEAD IN THE SAND Europe has, so far, done a very bad job of dealing with Britain’s vote to leave. At first, Jean-Claude Juncker, president of the European Commission, insisted Brexit negotiations should begin immediately. He was snubbed by the British and unceremoniously told to pipe down by other EU member states. One senior EU official said Juncker “wanted Britain to leave the parking lot before setting the navigation system”. The European Council was charged with handling the politics and public relations of the separation. Just when things returned to normal, Michel Barnier, who barely speaks English and is known for unfriendly relationswith the City of London, was appointed chief Brexit negotiator. We know by now that Brexit is going to be a drawn-out affair and that many people in the EU want as amicable a divorce as possible, which leaves lots of options on the table. What we don’t know, however, is how important Barnier will be or whether the process will ultimately be handled by Germany, just as many of the eurozone crisis decisions were. Most of all, we don’t know what the new British government has in mind as a successful outcome. It is clear, however, that utmost
care is needed – something that European institutions have yet to show.
NEIGHBOURHOOD WATCH The second thorny challenge is migration. Turkey is the EU’s most important partner in dealing with this problem but its behaviour has been erratic of late. The Turkish government agreed in May to help stem the immigration flow in return for visa-free travel for its citizens. But the recent failed coup has thrown the deal into turmoil. President Recep Tayyip Erdoğan has imprisoned tens of thousands of alleged coup plotters in recent weeks. With the flagrant violations of human rights going on in Turkey, visa-free travel hardly seems feasible any more. And Turkey does not seem to be the safe destination for refugees it once was. That said, Turkey is currently sheltering around twice as many refugees as the number who entered Europe in 2015. Erdoğan could, if he wanted, toy with European leaders by opening the border temporarily to ramp up the stakes. He already threatened as much in February, before the coup. If he sees through on the threat, it’s not clear how Europe would respond. Eastern European heads of state have already called for a joint European army and border police – and Berlin and Brussels were quick to respond. In his September State of the Union Address Juncker appeared to acquiesce to the demand.
REPUTATION MANAGEMENT The third challenge is to restore the European Commission’s reputation after its poor handling of both Brexit and migration. There are increasingly vocal complaints coming from Eastern Europe about the failure of Brussels to manage crises and calls for Juncker to resign. Several countries, mostly from Central Europe, have asked for powers to be shifted away from Juncker’s commission and handed to the European Council of national leaders. It looks like Juncker will survive this storm but that his status will

be weakened by it. The fact that Merkel, and not he, was meeting with heads of state to discuss Brexit and immigration shows how little the political elite trusts him. Beyond his own failings, however, lie the apparent weaknesses in the Commission itself. It was slow to deal with the eurozone crisis, with the result of prolonged economic recession in Greece and high youth unemployment in most of southern Europe. The main lessons from this poor performance have not been learnt and the weaknesses continue to manifest themselves. To recover from its current crises, the EU needs to take action. That means listening to Eastern Europe about protecting its external borders and investing more money in joint border control and in dealing with the root causes of the refugee flow. And when it comes to Brexit negotiations, the task must be entrusted to politicians who truly believe in an amicable solution and are not after revenge. Finally, to re-energise and regain the trust of member states, the European Commission has to make real progress on important projects, such as a banking union, energy union and a single digital market. More than just tinkering is needed if the union is to survive the difficult months ahead.

Saving Project Europe: a todo list for Angela Merkel A
S the reality of Brexit sinks in, the European Union faces unprecedented challenges. While the endtimes scenario painted by European leaders in the run-up to Britain’s referendum was a wild exaggeration, urgent and determined action is needed to avoid the fragmentation that threatens the European project. All eyes are on German Chancellor Angela Merkel as she takes on an uprated leadership role for the Union. Here, Patricia Hogwood, Reader in European Politics, University of Westminster explains what she believes her todo list should look like:
RULE OUT MORE SPECIAL DEALS Avoiding a free-for-all clamour from member states hoping to negotiate special membership arrangements is a top priority. It will demand an especially delicate balancing act. Merkel is determined to hammer home the message that the member states must pull together at this time of crisis. However, if she steers too heavily towards greater integration, she risks alienating both the non-eurozone members and those with a more statist orientation. After Brexit, the eight remaining non-Eurozone countries will make up only around 14% of EU GDP. They will feel more vulnerable than ever to integrationist pressures. An all-inclusive focus on strengthening the single market may go down better with those countries determined to stay out of the shared currency (such as Sweden, Denmark, Poland and Hungary) than renewed pressure for outliers to join, or for a formal two-speed Europe. Early moves to shore up the single market will also help offset the worst short-term economic impacts of Brexit for more vulnerable member states. The OECD anticipates that by 2020, GDP in the European Union could be around 1% lower than it might otherwise have been without Brexit. As early as 2018, significant impacts may be seen on economic activity in those European economies with strong economic links to the UK, including Ireland, Luxembourg and the Netherlands. Merkel also has to balance the needs of her own, pro-liberal national party support base with more statist demands for European governance. Particularly France and Italy remain suspicious of a “Anglo-American” model dominated by market forces and globalisation. Brexit is likely to strengthen calls for a more “European” approach to managing the EU, involving greater regulation, internal transfers and distributional policies. By cementing the Franco-German alliance, Merkel has already taken steps to manage any dissent from French leadership circles. However, with the working agreement between the French and Germans on saving the EU based more on mutual dependence than true ideological affinity, issues raised during election campaigns on the ground in France, Germany and the Netherlands in 2017 will inevitably test this bond.

NEUTRALISE THE POPULISTS Near the top of the to-do list must also be urgent consultations with established political parties on how to stem the tide of radical populist and anti-EU movements across the European continent. These movements have been growing for some time and have been strengthened by Brexit. They are well placed to exploit newly-legitimised anti-EU sentiment by linking nationalism with racist discourse. This is particularly true of the countries most affected by the migrant crisis, including Hungary, Poland and Sweden.
TALK TO TURKEY The dramatic attempted coup of July 15 has catapulted Turkey to the top of Merkel’s EU agenda. She is the most experienced of the EU leaders when it comes to managing fraught relations with this neighbour. And these relations are fundamental. Turkey occupies a position of unique strategic importance to Europe, the US and the Middle East. Germany hosts the largest Turkish diaspora in the world and Turkish politics enjoys a high profile in the national media. Recently, German-Turkish relations have been clouded by high profile diplomatic incidents over Germany’s formal recognition of the historic Armenian genocide and contemporary freedom of expression. Amid growing concerns over President Erdoğan’s increasingly authoritarian displays, Merkel negotiated a controversial EU deal on migrants, with Turkey agreeing to take in refugees after they’ve arrived in Europe. Doubts about whether Turkey is safe enough to make it a legal destination for people seeking asylum have now been confirmed by the military uprising. The migration deal and the EU’s planned new phase in Turkey’s long-running accession negotiations may now be
dead in the water. Top priority is to halt Turkey’s descent into political violence. Merkel’s focus must be on stabilising a fragile geopolitical relationship for the long term. This will call for a more intensive German input into trans-Atlantic cooperation than has been the case to date.
MANAGE RUSSIA Merkel is also one of the few European leaders who has experience in dealing with another high-stakes neighbour. The restructuring of relations between the UK, NATO and the EU post-Brexit will inevitably affect Europe’s already fraught relationship with Russia. Franco-German cooperation has dominated the EU’s position on the renewal of economic sanctions against Russia over the impasse in Ukraine. At the same time, Merkel offered an “outstretched hand for dialogue” ahead of the recent NATO summit. The EU’s relations with Russia may prove significant not only in the international arena, but also closer to home. In Europe, the cult of Putin has struck a chord with populist, anti-EU parties, including Germany’s own Alternative for Germany (AfD), who see in Russia a model for “strong” governance imbued with national pride.
MAÑANA, MAÑANA In the longer term, Project Saving Europe will depend to a large degree on changing the current narrative of division and disgruntlement into something more positive. To survive, the EU needs to inspire confidence as a symbol of progress, stability and growth. There is one notable omission from Merkel’s to-do list. Negotiating the UK’s exit deal is firmly on the back burner. Merkel and François Hollande have ruled out any informal discussion prior to the formal triggering, by the UK, of Article 50, so that will have to remain in another leader’s in-tray for now.
PM INSISTS EU WILL NEGOTIATE A TRADE DEAL THERESA May has insisted that the 27 European Union member states will sign a trade deal with the UK despite comments over the weekend from Slovakia, Hungary, Poland and the Czech Republic who have threatened to veto any Brexit deal unless Mrs May guarantees their citizens the right to work in Britain. During her visit to the UN General Assembly in New York Ms May said “I believe in good trading relations,
I have said I want the UK to be a global leader in free trade. Brexit is not only about a single country we need to establish trading relationships within the European Arena encouraging investment to and from the UK as a whole” and as Britain is a large importer from the EU, member states would appear to lose more in trade terms if they attempt to impose punitive terms on Britain.

Britain’s new i360 tower a ‘pier in the sky’ A
162-metre (530-foot) high steel tower is ringed by a doughnut-shaped glass observation pod that gently glides up and down. The design is meant to be a 21st-century take on the Victorian pleasure piers that characterise British seaside towns: this time, a vertical pier in the sky, according to project chiefs. It is hoped that the attraction will further boost tourism in the southeaster resort of Brighton, a gem of 1700s and 1800s architectural grandeur. Designed by David Marks and Julia Barfield, the tower is the sequel to their London Eye observation wheel, which opened in the British capital in 2000 and is one of its most popular visitor attractions. Several places wanted a copy of the giant wheel, but the husband-and-wife team felt the concept wasn’t viable in smaller cities. Instead they took the chance to recalibrate it for Brighton, already Britain’s most popular seaside destination for foreign tourists, in this project that has taken 13 years of work to come to fruition. “The key ingredient, as with the London Eye, is moving very slowly to a great height for a fantastic view,” said Barfield.
THE ARCHITECTURE OF PLEASURE The i360 sits at the entrance to the 1866-built West Pier, which burnt down in 2003. With a height to diameter ratio of 40 to one, it is the world’s slenderest tall tower, according to Guinness World Records. “This is very much in the spirit of the West Pier, whose purpose was to delight, entertain and inspire people,” Marks said standing at the top of the tower. “Just as it invited Victorian society to go out and walk on water, the i360 turns that con-
The world’s tallest moving observation tower, the i360, opened recently, a futuristic landmark that has transformed the historic seafront in the English tourist resort of Brighton. cept vertically and invites people to walk on air and get a new perspective on the city. “Everybody seems to love a great view,” he added. “It’s a pleasure both to the eyes and the intellect not only to gaze at the horizons but to look beyond them.” The tower cost £46 million ($61 million, 55 million euros) to build but promises to break even as long as it attracts around half its estimated annual 700,000 visitors. From the top, visitors can see for 26 miles (42 kilometres) along the coast and out over the English Channel. Until now, the Royal Pavilion has been Brighton’s standout landmark: an over-thetop, mock Indian palace completed in 1823 as a seaside residence for King George IV, who was known for his indulgent lifestyle. The Sussex city is also known for its Georgian and Regency terraces, as well as its later Victorian piers, and is now home to an up-andcoming arty crowd and is often considered Britain’s “gay capital”. The tower’s designers say the new structure, which dominates the city’s skyline, is in keeping with Brighton’s history of bold architecture built for pleasure, but it has not been universally welcomed by locals. The tower’s nicknames range from the “iSore” to more sexually innuendoed names, and some residents decry the local authority taking on a £36 million loan to fund the project -- though the city council insists it is charging the i360 a higher rate than the borrowing costs.
ALIEN SPACECRAFT-STYLE POD The 18-metre diameter pod -- technically an oblate ellipsoid shape -- is pulled up by a giant cog and steel cable winch system, located underground. It also uses a counterweight within the tower. Christian Bouvier, vice-president of French cable car experts Poma, which built the pod and the drive mechanism, said the vertical lift system was a new technical challenge for the company.
“THIS HAS NEVER BEEN DONE BEFORE.” The 200-capacity pod looked like a visiting alien spacecraft when first assembled next to a cornfield in France, Bouvier said. Looking out from his maiden ride in the pod, he said: “It’s really the wow effect. It is sensational to see, as if in a helicopter.” Bouvier compared the i360 to Paris’s most famous tower. “David Marks is really the Gustave Eiffel of our century,” he claimed. The tower’s lattice steel cladding is designed to diffuse the wind so that it does not wobble, and to protect it from expanding in the sun. “The results of this actually turned out better than the theory,” said Bouvier. The pod, which will cost visitors £15 (18 euros/$20) per ride, will travel up and down around 200 times a week, and is set for its first wedding this month.

HE UK has promised to contribute £1.1bn to the Global Fund to Fight AIDS, Tuberculosis and Malaria but will withhold 10% of the moneys as part of a performance review. It has stated that the Global Fund, which over the years has wasted money, must meet 10 performance factors. The Global Fund, which was held last week in Montreal, Canada, raised just under $13 billion with activities to commence over the next three years. In addition to the pledge from The United States, the fund’s largest donor, pledged up to $4.3 billion. The decision to add caveats to the Global Fund pledge is in no way a reflection of the performance of the Global Fund, Mike Podmore, the director of STOPAIDS and an alternate board member of the Developed Country NGO Delegation at the Global Fund told said. The Global Fund has scored in the top five in the International Aid Transparency Initiative Index, and achieved “Very Good Value for Money” in 2011 Multilateral Aid Review. “Even some of the best performing international aid institutions can improve and deliver better value for taxpayers and those in need. That is why we are using this investment in the Global Fund to secure a demanding performance agreement to make sure U.K. aid achieves the maximum possible impact,” said Priti Patel (right), U.K. Secretary of State for International Development.

Kathryn Brain was invited to study and then work as part of a British governmentbacked scheme to shore up the Highlands’ ageing and shrinking population but the scheme has subsequently been scrapped to address Britons’ immigration concerns, leaving the Brains in a state of limbo. Ian Blackford, MP for the Dingwall area where the Brains live, said he had been told by the interior ministry (Home Office) that the Brains should make arrangements to leave.

But the offer was withdrawn in late July, giving the family little time to search for an alternative before an Aug. 1 deadline. Gregg Brain, a health and safety expert, told reporters that local support for the family had been overwhelming.”We signed up for a deal and built a life here, only to have the ground pulled out from under our feet,” he said. A Home Office spokesman said: “We have given (the Brains) three extensions on an exceptional basis over a number of months to allow them to try to secure a job that would allow them to meet the immigration rules, but this cannot be open-ended.”
English court sentencing filmed in pilot scheme CAMERAS have been filming criminal court trial sentencings in England and Wales as part of a pilot scheme to explore whether they could be broadcast. The filming of the judge’s sentencing has taken place in eight crown courts - the highest criminal trials courts - in cities including London, Manchester and Cardiff. A single camera is trained on the judge, with microphones close by to record their sentences. Nobody or anything else is filmed or recorded, due to concerns that it could intimidate people taking part in the case.

Viewers worldwide have followed high-profile trials for homicide involving those of O. J. Simpson and Oscar Pistorius on television. Currently under English law, no audio or photographic recording is allowed within crown court buildings. Broadcasters rely on journalists’ notes and artists’ sketches for their reports. Some proceedings in the Court of Appeal and the Supreme Court -- the two highest courts -- are already filmed and broadcast. Only senior judges are being filmed and they can stop the recording if they wish, said some of the broadcasters involved. London is the world’s top city of opportunity LONDON has once again claimed pole position for the second time in a row in a comprehensive benchmarking study of 30 leading business centers globally, boding well for its ability to withstand post–Brexit competition on a number of fronts. PwC’s Cities of Opportunity 7 provides a balanced benchmarking of the social and economic health of 30 of the world’s leading business cities. It measures their performance against 10 indicators including transportation and infrastructure, ease of doing business, demographics and liveability, technology readiness and cost. The report demonstrates that cities succeed not only when they perform well economically, but when they succeed in providing a range of social features, including good quality of life, senior wellbeing, housing, and disaster preparedness— each of which demonstrates a strong relationship with top cities in the study. As the report’s methodology and data is based mostly on the two years before the UK decision to exit the EU, the Brexit vote does not impact London’s position in the Index this year. Synonymous for many Britons with the heyday of British cinema, Pinewood’s first four studios were built in the 1930s at its site west of London and the company has since grown with facilities in the United States, Canada, Malaysia and the Dominican Republic The 007 stage at Pinewood, one of the largest in Europe, was first built for the 1976 Bond movie “The Spy Who Loved Me” and has been used by numerous films since including “The Da Vinci Code” and “Lara Croft Tomb Raider”. Pinewood Group, which said in February it was seeking a takeover to boost shareholder value and help it grow, said on Thursday it would recommend shareholders accept the offer from PW Real Estate Fund.
Pinewood shareholders will receive 560 pence in cash for each share plus a final dividend of 3.2 per share. Its shares were down 5 percent at 552p by 1028 London time. As a result of a failed takeover attempt in 2011, Pinewood’s biggest shareholder Peel Group owns 39 percent and Warren James Holdings has 26 percent, Reuters data showed. Pinewood said both had accepted the offer. As well as its 20 stages at Pinewood, the group also boasts underwater filming facilities, television and film post-production and editing and recording services for the computer games industry. To many older Britons, Pinewood achieved fame in the 1950s and 1960s for being home to the long-running “Carry On” comedy films and Norman Wisdom comedies. Investment bank Rothschild advised Pinewood on the deal.

HERESA May’s new Brexit department has spent tens of thousands of pounds on legal advice in the eight weeks since its creation, according to official figures. Britain has yet to formally start talks to withdraw from the European Union, with the Prime Minister and Brexit Secretary David Davis coming under fire for revealing little detail about their plans to MPs. But the Department for Exiting the European Union said its legal bill has so far reached an estimated £268,711 - an average of around £33,500 a week. Officials are still assessing the total amount of taxpayers’ cash required for legal advice over the next 12 months when the UK Government is expected to have invoked Article 50 of the Lisbon Treaty, thereby triggering what is predicted to be a complex two-year negotiation process. The department came into existence in mid-July after a majority of voters backed Britain’s withdrawal from the EU in the June 23 referendum. Mrs May put Mr Davis into a position of power alongside fellow Brexiteers Liam Fox, now International Trade Secretary, and new Foreign Secretary Boris Johnson in a move viewed as an attempt to allow those who backed withdrawal to play a major role in finding solutions. The PM was viewed as a reluctant Remain backer during the referendum campaign although she is now seeking to convince Leave voters that she will honour their desire

Spaniards chased away by crisis attempt return home

UIS Lag is one of thousands of Spaniards who went abroad during the crisis. This “very good decision” allowed him to find a better job when he eventually came back. But many others who left their country in search of work are still unable to return home due to Spain’s sky-high unemployment. Before leaving in 2011, Lag says he was giving private lessons as he was unable to find work as a chemist, earning between 500 and 1,500 euros ($550 and $1,700) a month. Speaking just weeks after he finally returned, the 40-year-old said it had been difficult to live well and reimburse his mortgage with that amount of money. So he decided to leave for Germany. He first worked for a laboratory near the Austrian border in the southeast, and then moved west near Switzerland. Having now returned to Alcala de Henares near the Spanish capital with his wife and son, who was born in Germany, he manages a team of 15 people at a laboratory. This rise up the career ladder would have been impossible had he not moved abroad, he says. “I made progress in Germany,” he says, from a professional and salary standpoint. “It helped to get a good job here.” Andreu Domingo, an expert in international migration at Barcelona’s Centre for Demographic Studies, states that since 2008 when Spain plunged into financial crisis to 2015, “473,000 Spaniards have left.” And the prospect that these may not come back, emptying the country of its young and qualified workers, is of huge concern in Spain.

But as the country emerges out of the crisis, with its economy growing at 3.2 percent last year -- one of the fastest rates in the eurozone -- some have decided to return. According to Germany’s Federal Statistical Office, the number of Spaniards arriving in the country -- which had for years been on the rise -- reversed its trend in 2014 just as Spain began its economic recovery and started dropping. Meanwhile, the number of Spaniards leaving Germany is on the increase, it adds. “A multitude of little things” -- the language, being closer to family, quality of life -- prompted Lag to come back, even if he was
going to be paid less. And he is not the only one. Three friends in February created a platform called “Volvemos.org” (translated as “we are returning”) to help people like Lag connect with potential employers. Since then, 4,600 migrants have contacted the website -- engineers, architects, professors, researchers or sociologists currently living in a total of 86 countries attracted by Spain’s improved outlook, says founder Raul Gil. The government is predicting that Spain’s economy will grow 2.9 percent this year, better than Germany and France. And unemployment is also dropping, even if at 20 percent it still remains the second highest rate in the eurozone after Greece.
RETURNING IS HARDER THAN LEAVING But Gil warns that “the return is often harder than leaving.” While jobs are now being created, many are temporary, low quality and badly paid. Gil’s website has to discard 45 percent of all job offers it comes across, as the conditions are not deemed good enough. “Atypical contracts have increased a lot,” says Anna Gines, professor of social law at the Esade business school. Some 15 percent of all salaried employees in Spain now work part-time, and a quarter have temporary contracts. Sonia Martinez, who returned to Valladolid in the north after a year spent in Kentucky in the United States, acknowledges that the work market in Spain is still difficult. An economist, the 40-year-old returned to her post as an analyst in the public sector after taking unpaid leave, but says changing jobs would be a challenge. By comparison, she had been offered several jobs in the United States, and ended up working in human resources. “They appreciate the fact that you have a career, an MBA, that you’re bilingual,” she said, refusing to exclude leaving Spain again. Another drawback for those wanting to return is the salary level. Gines says that on average, salaries have dropped 10 percent since 2012. “Companies have trouble understanding that talented people are not going to come back at any price,” warns Gil.

EU orders Spain to recover rail test centre funding THE European Commission has ordered Spain to recover illegal state aid given to state-owned railway operator ADIF for the construction of a high-speed train test centre. The Commission said Spain planned to finance the full investment costs of 358.6 million euros (£299.6 million) for the construction near Malaga of a railway circuit for testing trains running up to speeds of 520 kilometres per hour (323 miles per hour). The public funding was awarded to ADIF. The Commission said that Spain had already paid out 140.7 million euros from 2011 to ADIF before the Commission’s decision, in violation of EU rules. The Commission also said that the project was not in line with EU state aid rules because it does not meet a genuine objective of common interest. “There does not appear to be an interest in the market to develop products that run at such high speeds because they would not be commercially viable,” the Commission said in a statement. It said that in the absence of such demand, the centre would in practise be limited to testing trains running up to 320-350 kmh, duplicating the work of existing test EU

Doñana National Park at risk SPAIN’S Doñana National Park, a natural beauty and host to over 4,000 animal species, six million migratory birds and home to the worlds rarest feline specie the Iberian Lynx may become the 1st UNESCO World Heritage site within the EU to be declared “at risk” According to the World Wildlife Fund (WWF) the park an expanse of lagoons and sandy dunes stretching 540 square kilometres, has lost over 80% of its water sources due to dredging of the Guadalquivir River meaning the situation within the park is now critical, this is compounded further by more than 1,000 illegal wells dug by farmers. The Spanish government authorised the search for natural gas in the areas around the reserve and is planning to reopen the nearby mine of Aznalcollar, where in 1998 the country’s biggest ecological disaster occurred. The Seville Port Authority wants to further dredge the Guadalquivir River, which feeds the humid area, to allow access to container ships and cruise ships by 2018. “We hope the Spanish government finally responds to the international community,” said WWF spokeswoman Eva Hernandez. “As a World Heritage Site, it has the responsibility before the entire world to protect Donana,” she said.

PAIN’S top criminal court has sentenced 11 former executives of stamp firm Afinsa to up to 12 years in jail for their role in a vast scam that ruined thousands of savers. The Madrid-based Audiencia Nacional also ordered six of the accused to pay 2.57 billion euros ($2.8 billion) in compensation for the losses incurred by investors -- including former Afinsa president Juan Antonio Cano, who was sentenced to 12 years and ten months in prison.
SCAM The court said the scam, which saw Afinsa sell low quality and sometimes fake stamps for highly inflated prices to more than 190,000 people in Spain and Portugal from 1998 to 2006, was “one of the biggest frauds our courts ever experienced.” The company promised to buy back people’s stamps after these supposedly rose in value, which would see their clients recoup their initial investment plus interest, the court said. But given that the reportedly rare stamps were actually of little value in the collectors market, initial investors were only paid thanks to the cash-flow received by other newer customers, in a classic Ponzi scheme. By 2006 when authorities started investigating the scam, Afinsa had accumulated 2.57 billion euros in liabilities.
ELEVEN JAILED IN ONE OF SPAIN’S ‘BIGGEST FRAUDS’ According to the court, the investors were largely middleclass people, “who in many cases lost the savings they were keeping for retirement or for crisis situations.” In one case reported by the El Pais daily in May 2006, nearly half of the 2,300 inhabitants of the village of Dosbarrios, a farming community in the heart of the country, lost their savings. Apart from Juan Antonio Cano, president of Afinsa at the time of the fraudulent activity, who was found guilty of aggravated fraud and criminal insolvency, the other former executives received prison sentences ranging from two years and three months to 11 years. They have also been ordered to pay fines totalling more than 72 million euros.

Oxfam condemns Spain for their lacklustre support in aiding refugees THE charity Oxfam has strongly criticized Spain for falling behind on accepting its agreed quota of refugees from the conflict in Syria and Iraq as published in a recent report. It states that “Spain has failed disastrously... and is a long way behind fulfilling its promises,” the report claims that so far Spain has only accepted 480 of the 17,387 refugees it promised the EU it would accept back in 2015. The report also criticizes the Spanish government for not adhering to correct procedure when dealing with immigrants from who have crossed the frontier into the North African enclaves of Ceuta and Melilla. “There has been over many years numerous incidence where the Spanish authorities have apprehended those who are on or over the Spanish wire and then returns them immediately to Morocco, without the necessary process of identification, without giving them the chance to ask for asylum, and without telling them they have the right to do so these actions go against both European and international law”.

POLICE OFFICERS ARRESTED FOR DRUG THEFT FROM TRAFFICKERS
Spanish court clears rapper of charge of glorifying terrorism
A
SPANISH court has found the lead vocalist of a rap rock band not guilty of glorifying terrorism when he joked about attacks carried out by Basque separatist group ETA and other radical groups on Twitter. Cesar Montana Lehman, leader of the Madrid-based band Def Con Dos who goes by the stage name Cesar Strawberry, was arrested in May 2015 along with 18 other people for allegedly using social media to praise past attacks carried out by the groups and calling for fresh attacks against officials. In a tweet dated December 20, 2013 Lehman asked “how many more should follow the flight of Carrero Blanco?”, in a reference to Admiral Luis Carrero Blanco, a Franco-era prime minister who was killed in 1973 in an ETA car bomb attack in Madrid. The massive explosion sent Blanco’s car hurtling into the air and over the roof of a church where he had just been attending mass. In another tweet dated January 5, 2014 Lehman joked about giving Spain’s former King Juan Carlos a bomb for his birthday. Lehman, 52, was charged with glorifying terrorism and humiliating victims of terrorism with his messages and prosecutors had asked that he be
sentenced to 20 months in jail. But Madrid’s High Court ruled that it had not been proven that Lehman had sought “with these messages to defend the tenets of a terrorist organisation, nor humiliate its victims, in a ruling dated July 18 which was published on Tuesday. During his trial Lehman acknowledged writing the Twitter messages but denied his intention was to support any form of violence or to humiliate victims of extremists attacks. None of the groups cited in his Twitter messages has carried out attacks in recent years. The largest of them, ETA, is blamed for more than 800 deaths in a four-decade campaign of bombings and shootings for an independent homeland in northern Spain and south-western France. ETA declared a permanent ceasefire in 2011 but refuses to dissolve and turn over its arms as demanded by the governments of France and Spain. Def Con Dos makes many references to pop culture, news and cinema in its lyrics. Spanish director Alex de la Iglesia used music by the band in his 1993 black comedy “Acción Mutante”, or “Mutant Action”, about a terrorist group made up of disabled people.
OFFICERS of the National Police have arrested seven individuals, four of them police officers, in a raid in Malaga following a drug exchange tip off. Police discovered that two individuals had planned to meet with a Moroccan trafficker for an exchange of a sizeable amount of hashish and that during the exchange five other individuals appeared alleging to be part of an undercover operation wearing police vests and carrying police documentation. After seizing the drugs which amounted to 69 kilos (152 pounds) the individuals then abducted the Moroccan trafficker tied him up and abandoned him on wasteland.

AWYERS for Guede, who was convicted after a fasttrack trial in 2008, presented an appeal to the courts in Florence with a deposition arguing that last year’s acquittal of Knox and her former boyfriend Raffaele Sollecito made their client’s conviction unsafe. The court must now rule whether the request for an extraordinary review of Guede’s appeal trial, at which his initial sentence of 30 years was reduced to 16, is admissible. If it does, that will open the door to a fresh trial and yet another twist in the lengthy legal saga that began with 21-year-old Kercher’s half-naked body being discovered in a pool of blood in a back room of the house she shared with Knox in Perugia, central Italy. The student’s throat had been slashed and she had been stabbed 47 times.
OVERTURNED A year after the judge in Guede’s case said he could not have acted alone, Knox and Sollecito were also convicted of the murder. But that verdict was overturned on appeal in 2011 and Knox and Sollecito were released after four years in prison.
Rudy Guede (right), the Ivorian jailed for the murder of British student Meredith Kirchener, has launched a bid to have his conviction quashed in the wake of Amanda Knox’s acquittal over the 2007 killing. Another court then ordered a retrial which reinstated the original convictions only for Italy’s highest court to throw out all charges against the pair in March 2015. Six months later the court released a written judgement which said the ruling reflected “major flaws” in the police’s handling of the investigation, the absence of a “body of evidence” allowing for a safe conviction and the absence of any admissible DNA evidence linking the two to the grisly murder. Legal experts said at the time that the Knox-Sollecito acquittal was tantamount to saying Guede acted alone, in contradiction of the judge’s summing up in his first trial. IMA Jayanti has not had formal training in detective work but with her sharp eye and gut instinct, her task is to spot Indonesian women at Jakarta’s bustling airport in danger of being sent abroad to a life of domestic servitude. Making her rounds, the 23-year-old quickly points out groups of women likely heading abroad to work as maids. “We can tell from their appearance - sometimes with a bit of instinct too - who are the potential victims and where they are going,” Indonesian ‘maid detectives’ on mission Jayanti said. Domestic helpers going to the Middle East to save women from trafficking tend to wear an Islamic headscarf, be middle-aged and elusive when asked about their plans, she said. Women travelling to Hong Kong or Taiwan meanwhile usually have short hair, wear sneakers and are younger. Some 2.3 million Indonesians are working as maids in wealthier countries in Asia and the Middle East, risking abuse including the nonpayment of wages and physical assault. Jayanti is part of a small team of “maid detectives” from Jakarta-based rights group Migrant Care, tracking down potential victims of human trafficking, and offering advice to others leaving of their own free will on how to look after themselves. They have had some small successes since they began work last year. IF MAIDS ARE CAUGHT, THEY WILL BE PUNISHED Officials from the foreign ministry and the government’s migrants’ protection agency, BNP2TKI, have advised domestic helpers against travelling illegally. “Maybe one or two are leaving illegally. If they are caught, they will be punished under anti-trafficking laws,” Agusdin Subiantoro, who deals with maids working abroad as deputy placement head at the BNP2TKI, said last week. Some researchers have questioned the wisdom of the ban, noting that the government has not offered domestic helpers - often the main earner in a family - an alternative. “The moratorium has significantly affected women’s opportunity to gain income for their family,” said researcher Rofi Uddarojat from Jakarta-based think-tank the Center for Indonesian Policies Studies. For now, the Migrant Care team is helping women in any way they can. “We try to raise their awareness before they leave, we ask them if they have a clear contract, if they know who their employers are,” Verawati said.
POPE SETS UP GROUP TO STUDY WOMEN DEACONS POPE Francis has set up a commission to study the role of women deacons in early Christianity, in a move that many believe might lead to changes in the role of women in the Roman Catholic Church. Deacons, like priests, are ordained ministers, and as in the priesthood, must be men. They may not celebrate Mass, but they may preach, teach in the name of the Church, baptise and conduct wake and funeral services. Scholars debate the precise role of women deacons in the early Church. Some say
they were ordained to minister only to other women, such as at immersion rites at baptism. Others believe they were on a par with male deacons. The Church did away with female deacons in later centuries. A Vatican statement said the pope decided to set up the commission, made of six men and six women members under a president who is a bishop, “after intense prayer and mature reflection”. Francis and his predecessors have ruled out allowing women to become priests. But advocates of women priests said the
move was a step forward that might eventually make it easier for a future pope to study the possibility of women priests. Nearly all of the panel’s members are theologians and university professors. Of the six women, two are nuns and four are lay women. The Women’s Ordination Conference, which advocates for a female priesthood in Catholicism, said it was encouraged by the fact that the pope had made the group gender-balanced and had included lay persons. The group called the pope’s decision “an important step for the Vatican in recognising
its own history of honouring women’s leadership”, because Biblical and historical evidence cited several women leaders working alongside men in the early Church. “Only when women are equally included in all ordination rites - as deacons, priests, and bishops - and at all Church decision-making tables, can we begin to restore our Gospel values of equality and justice,” it said. Francis first announced in May his intention to set up such a commission to study the female deaconate, during a meeting with leaders of orders of Roman Catholic nuns.

DALI STOLEN FROM DUTCH MUSEUM ‘FOUND AFTER SEVEN YEARS’ T
WO renowned paintings stolen from a Dutch museum seven years ago, one by Salvador Dali and the other by Polish artist Tamara de Lempicka, have been recovered, a specialist art detective has confirmed. Dali’s 1941 surrealist work “Adolescence” featuring the Catalan artist and his beloved nanny and Lempicka’s sensual 1929 tableau “La Musicienne” have been tracked down, detective Arthur Brand said via his Twitter account. “We recovered the #Dali and the #DeLempicka, stolen in 2009 from Scheringa museum,” he wrote in a Tweet, posting two pictures of himself with the paintings. The two works of art were snatched from the Scheringa Museum of Realist Art in the northern town of Spanbroek in a daylight armed robbery on May 1, 2009.
Several masked men threatened staff and visitors with a gun and then drove off in a car with the two tableaux, police announced at the time.
PAYMENT Brand said the two paintings had then been given to a criminal gang in lieu of payment -- a transaction which is common among criminal groups. But “this organisation did not want to be found guilty of the destruction or resale of art works,” Brand told the Dutch daily De Telegraaf, and had contacted him through a go-between. Brand said he had handed the paintings over to British police at Scotland Yard who are in contact with the rightful owners, whose identities have not been revealed.

T least 80 skeletons lie in a mass grave in an ancient Greek cemetery, their wrists clamped by iron shackles. They are the victims, say archaeologists, of a mass execution. But who they were, how they got there and why they appear to have been buried with a measure of respect - that all remains a mystery. They were found earlier this year in part of the Falyron Delta necropolis - a large ancient cemetery unearthed during the construction of a national opera house and library between downtown Athens and the port of Piraeus. Few people have been able to get in to have a close look. But on a rare tour of the site, archaeologists carefully showed Reuters the skeletons, some lying in a long neat row in the dug-out sandy ground, others piled on top of each other, arms and legs twisted with their jaws hanging open. “They have been executed, all in the same manner. But they have been buried with respect,” Dr. Stella Chryssoulaki, head of excavations, said. “They are all tied at the hands with handcuffs and most of them are very very young and in a very good state of health when they were executed.” The experts hope DNA testing and research by anthropologists will uncover exactly how the rows of people died. Whatever happened was violent - most had their arms bound above their heads, the wrists tied together. But the orderly way they have been buried suggest these were more than slaves or

The cemetery dates from between the 8th and 5th century BC. “It is a period of great unrest for Athenian society, a period where aristocrats, nobles, are battling with each other for power,” said Chryssoulaki. One of the strongest theories is that they were supporters of Cylon, an Athenian noble and Olympic champion who staged an attempted coup in Athens in 632 BC with the help of his father-in–law, the tyrant of Megara. The coup failed and Cylon hid in a temple of the Acropolis. More than 1,500 bodies lie in the whole cemetery, some infants laid to rest in ceramic pots, other adults burned on funeral pyres or buried in stone coffins. One casket is made from a wooden boat. Unlike Athens’ renowned ancient Kerameikos cemetery, the last resting place of many prominent ancient Greeks, these appear to be the inhabitants of regular neighbourhoods. The dig is within a 170,000 sq m landscaped
park, shadowed by the vast new modern library and opera house buildings being built by the Stavros Niarchos philanthropic foundation. High-rise apartments dot the skyline to the north while a noisy motorway snakes by the site’s east side. Chryssoulaki wants to see a museum built on the spot, as a monument to the daily lives of Athenians from another era. “A cemetery is a first and last photograph in antiquity of those people that pass from life to death,” she said.

FLORIDA teacher who speaks no Spanish is suing her employer for discrimination, after the school rejected her for a job that required teaching an hour of Spanish per day. Third grade teacher Tracy Rosner filed a federal employment discrimination lawsuit against the Miami-Dade County School Board, claiming that her race -- white -prevented her from getting the job. President Xi Jinping said in March 2015 that he hoped annual trade with the countries involved in the plan would surpass $2.5 trillion in a decade. Last year it amounted to $1 trillion. Less than 10 percent of Chinese exports to the European Union go by road, with most transported by sea or air. The International Road Transport Union (IRU), which administers TIR, hopes accredited trucks will soon be able to zoom from China through Central Asia to Europe - albeit while still subject to random checks by border guards.
THREE New Yorkers have been arrested and charged after criminals blowtorched their way into bank vaults and stole more than $5 million in a plot akin to Robert de Niro’s heist film “Heat”. The Brooklyn suspects were detained after a painstaking police and FBI investigation into the robberies at an HSBC in Brooklyn in April and a Maspeth Federal Savings Bank branch in Queens in May, officials said. They were part of a crew that cut through roofs and into the vaults using acetylene torches -- in Queens hiding from view by building a plywood shed on the roof.
Expanded road transport with less red tape would offer faster trade than by sea for large shipments of time-sensitive goods, such as smartphones or fashion items. “By truck you can go from western China to Europe in 8-12 days,” IRU Secretary-General Umberto de Pretto said. “It costs more than going by ship but the time savings you have are enormous... Waiting times at the border will be one hour instead of 3-4 days.” The impact of China joining TIR could end

Becoming a member of TIR, an international guarantee scheme that will enable Chinese freight containers to travel all the way to Ireland without being opened up for timeconsuming customs checks, is a first step towards putting the legal framework of the plan into action. “It’s a key element ...for the Chinese government... Sex -tape women forces Italy to take a hard look at itself
PROSECUTORS in Italy have opened a criminal investigation into the suicide of the young woman who committed suicide last week after a video of her having sex with her then-boyfriend went viral on the internet. Tiziana Cantone (above), a native to Naples fought for three years spending over €20,000 to have the video removed but after a public prosecutor ruled that the 31-year-old woman’s case was not considered an illegal breach of her privacy, she took her own life. Naples chief prosecutor Francesco Greco said following the young ladies death an investigation was underway into possible charges of instigating suicide in conjunction with another investigation into a defamation complaint Cantone brought against four individuals.
Time to avoid ‘megacities’ for 2024 Games, says Budapest B UDAPEST has pleaded the case for giving the 2024 Olympic Games to a little capital but insisted it is not an “underdog” in the race against Los Angeles, Paris and Rome. Budapest bid chief Balazs Furjes highlighted how “mega-cities” Beijing, London and Rio de Janeiro have hosted the last three Olympics and the next will go to Tokyo. He said reforms being pushed by the International Olympic Committee leadership should help the case of the Hungarian capital, population 1.7 million. “Agenda 2020 has widened the opportunities for others, who attract new, younger audiences,” Furjes told a press conference in Rio.
CHEAPER IOC president Thomas Bach’s Agenda 2020 aims to make the Olympic Games cheaper for cities to run by letting them use a greater number of existing facilities. Furjes said Budapest has invested about $55 billion on new transport and infrastructure and $2.2 billion will be spent on sport infrastructure from 2012 to 2019. Budapest and its rivals have all sent top politicians and leaders to lobby the IOC which will elect the winner at a congress in Lima next year.

Hungarian Prime Minister Viktor Orban will be at the Rio closing ceremony on Sunday and President Janos Ader was at the opening. Hungary, which has stressed its strategic position in central Europe, was one of the founder members of the IOC in 1895. It is eighth in the medal table since the Games started in 1896 and is the only country in the top 10 never to have organised an Olympic Games. Budapest is considered an outsider in the race but has tried hard to play down this kind
of talk. The country’s “new mentality is all about reactivity and determination. It describes how important it is to never to give up”, said Hungary’s double swimming gold medal winner Agnes Kovacz. Budapest rejects the “underdog status” against Paris, Los Angeles and Rome, said Furjes. “Budapest is an equal participant. As much as we are afraid of them, they should be afraid of us in the spirit of Olympic friendship.”
Natural Disasters have cost the world economy $71bn in the first quarter alone FROM earthquakes in Japan to wildfires in Canada, disasters across the world have cost the world economy a staggering $71 billion (62 billion euros) and that’s only within the first half of the year, according to Leading Global insurer Swiss Re. This phenomenal amount marks a 38-percent increase compared with the same period a year ago, the world’s number two insurer said, adding that only $3.0 billion was attributed to man-made events, while the remainder was due to natural disasters. At the same time, the human cost of disasters was far lower, with some 6,000 people dying in catastrophic events in the first half of 2016, compared with 12,000 during the first six months last year. The global insurance industry covered 44 percent of the disaster-linked losses, or $31 billion, up 51 percent from a year earlier.
Devastating thunderstorms in the United States and Europe were the costliest events for insurers during the January-June period, Swiss Re said. Three separate severe US weather events cost insurers over $7.0 billion, it said, with a single massive storm in Texas in April raking up insurance costs of $3.1 billion after large hailstones caused widespread damage. Europe was also slammed by heavy storms at the end of May and in early June, when France and Germany especially were hit with severe lightening storms and flash floods. At least 18 people were killed in floods that trapped people in their homes, felled trees and power lines, cut off roads and rail lines and forced rescuers to navigate swamped streets in lifeboats. The total insured losses from those storms and floods in Europe were $2.8 billion, Swiss Re said. The series of deadly earthquakes that hit Japan’s
southern Kumamoto prefecture in April, which killed 64 people, caused extensive structural damage, fires and collapsed buildings, raking up insurance costs of $5.6 billion, it said. Simultaneously, on the other side of the world in Ecuador, a 7.3-magnitude earthquake destroyed bridges and buildings, and killed 668 people. While this was by far the deadliest single event during the first half of the year, low insurance coverage meant that the insured losses amounted only to $400 million, Swiss Re said. Devastating wildfires in Canada’s Alberta province, which forced the evacuation of some 100,000 people and saw sweeping shutdowns of oil operations, resulted in insured losses of $2.5 billion. That makes it one of the costliest wildfire events in the insurance industry history, Swiss Re said.

‘No conflict between being British and being European’, Garcia tells UK Lib Dems

IT is not often you find a new species on the Rock, especially a mammal. Yet that is exactly what happened last Friday, 5th of August, 2016. Lurking in the dark depths of a cave was a bat, but this one was not one of the usual species for Gibraltar. Dr Geraldine Finlayson of the Gibraltar Museum found the bat while working deep inside the Rock and immediately reported her findings to specialists at the museum’s Natural History Department. Excited by the prospect from the photographs which they saw, recognizing it to be a species of horseshoe bat, a team from the Gib-Bats project was quickly dispatched. After several hours of work the team, composed of licensed bat specialists Stewart Finlayson and Giovanni Santini, with Dr Rhian Guillem of the Gibraltar Ornithological and Natural History Society and student trainee Kelsey Rowbottom of the Gibraltar Museum, the bat was identified as a Greater Horseshoe Bat (Rhinolophus ferrumequinum), a species which had never been recorded in Gibraltar before.

HE Deputy Chief Minister, Dr Joseph Garcia, this morning told the plenary session of the UK Liberal Democrats meeting in Brighton that there is no conflict between being British and being European. Dr Garcia was given special permission to address the conference during the debate on a Policy Motion on Britain and the European Union. He explained, to warm applause from the floor, that Gibraltar had voted 67% in favour of the Liberal Democrats during the last European elections and how 96% had voted to remain in the European Union.
RISKS The Deputy Chief Minister said that the Policy Motion referred to the risks to Gibraltar posed by Brexit. He declared that these risks were potentially very significant and very real. Dr Garcia said that freedom of movement was important to Gibraltar and made the point that 12,000 people crossed the border to and from Spain in order to work in Gibraltar. This represented half the labour force. He also spoke of the importance of access to the EU Single Market. Dr Garcia outlined the threats against Gibraltar made by Spain in relation to the border and also the attempted blackmail in relation to joint-sovereignty. He said that joint-sovereignty had been rejected nearly unanimously in a referendum held in 2002. There is no place more pro-British or more patriotic than
Gibraltar, and we are a shining example of how you can be British and European at the same time. There is no conflict between the two, he explained. The intervention on the Policy Motion was very well received with a standing ovation by the floor and it was followed by other speakers including the former UK Deputy Prime Minister, Nick Clegg, who is now the party’s Brexit spokesman.
There are five species in total of Horseshoe Bat in neighbouring Spain and Morocco, with the Greater Horseshoe being the largest species. The team understands from old records that Lesser Horseshoe Bats (Rhinolophus hipposideros) were once found on the Rock, but they have become locally extinct over the past decade. This is therefore an extremely important find. This particular individual was a juvenile female, born this year and was probably dispersing from its birth site in search of new feeding grounds. The Greater Horseshoe Bat is a large bat, with a wingspan up to 40 cm across. It has a distinctive nose leaf, which has a horseshoe shaped lower part, hence the species name. Its horseshoe nose leaf helps to focus the ultrasound it uses to ‘see’ at night. This species ranges from North Africa and southern Europe through south-west Asia, the Caucasus, Iran, Afghanistan, Pakistan and the Himalayas to south-eastern China, Korea, and Japan. These bats feed mainly on large moths and also large beetles which they catch off the ground. It is entirely plausible that since the Catalan Bay Sand Dune on the Rock’s eastern side was cleared of the water catchments and vegetation now grows on the sand, it has allowed more insects to colonize the area. This may have produced new food sources for bats which may be tempting new species to come in. If this is the case, this example illustrates the value of the habitat restoration which has taken place on the eastern side. Gib-Bats is a collaborative project between the Gibraltar Museum, the Department of the Environment and the Gibraltar Ornithological and Natural History Society. HE Deputy Chief Minister Dr Joseph Garcia has told delegates at the Liberal Democrat party conference in Brighton that the interests of Gibraltar must be fully protected during the negotiation of a new relationship between the United Kingdom and the European Union. In reply, the Foreign Affairs spokesman for the UK Liberal Democrats Tom Brake MP pledged his full support for Gibraltar, in front of MPs, Lords and other politicians. The Deputy Chief Minister is accompanied in Brighton by the Minister for Business and Employment Neil Costa and the Minister for Heritage and Culture Steven Linares. They will split up in order to maintain a Gibraltar presence at a series of different events which have been organised. Dr Garcia’s address, during the traditional Gibraltar Government reception, centred on the consequences of the UK vote to leave the EU. He explained that the people of Gibraltar were pro-European, as reflected in the 96% vote to remain that was recorded there and added that people considered that the legal framework of the European Union provided a measure of protection against Spain. The principle of freedom of movement was important to Gibraltar because about 12,000 people, half the workforce, came in from Spain to work every day. Brexit could potentially be negative for Spain itself given that Gibraltar was the second largest employer for the neighbouring region of
‘Self-determination is the way forward’, Garcia tells UK Liberal Democrats Andalucia and accounted for 25% of the GDP of its immediate vicinity. In that context, the Deputy Chief Minister then outlined the threats against Gibraltar that had been levelled by the Spanish Foreign Minister Mr Margallo over recent months. These threats had culminated in the attempt to bounce Gibraltar into sharedsovereignty with Spain as the price to pay if we wanted to remain in the European Union. “The people of Gibraltar overwhelmingly rejected joint-sovereignty in 2002 and we continue to do so to the day. Three hundred years of British culture, traditions and way of life have taught us not to give in to bullies”, Dr Garcia declared. The forward is self-determination and not submission to blackmail. SPAIN’S oil giant Repsol has confirmed that its net profit fell 30 percent in the second quarter, with asset sales failing to compensate for restructuring costs. The 205 million euros ($228 million) in net earnings was way below the 341 million euros expected by analysts surveyed by Factset. Net profit for the first half of the year came in at 639 million euros, a drop of 39 percent from the same period in 2015. The company explained the drop with restructuring charges as well as unfavourable exchange rate changes. In October, the company unveiled a five-year plan to sell 6.2 billion euros of non-strategic assets and cut investments by as much as 38 percent. Abengoa signs 188 million refinance loan
ABENGOA Concessions Investments, a subsidiary of Abengoa group, has signed a loan agreement for the sum of188 million euros, under a financial restructuring plan. The loan will be used to refinance all debts arising from the loan signed with Talos in October 2015 for 116 million euros, as well as help maintain the general needs of the company. The new loan which has an annual interest rate of libor plus 12.5%,will mature in March 2017 - but has an option for extension until September 2017 - an additional interest rate of 5% will be added if there is further delay.

No clean bill of health for EU banks in stress test
E
IGHT years since the collapse of Lehman Brothers sparked a global banking meltdown, many of Europe’s banks are still saddled with billions of euros in poorly performing loans, crimping their ability to lend and putting off investors. “While a number of individual banks have clearly fared badly, the overall finding of the European Banking Authority - that Europe’s banks are resilient to another crisis - is heartening,” Anthony Kruizinga at PwC said. Italy’s Monte dei Paschi, Austria’s Raiffeisen, Spain’s Banco Popular and two of Ireland’s main banks came out with the worst results in the EBA’s test of 51 European Union (EU) lenders. “Whilst we recognise the extensive capital raising done so far, this is not a clean bill of health,” EBA Chairman Andrea Enria said in a statement. “There remains work to do.” Italy’s largest lender, UniCredit <CRDI.MI>, was also among those banks which fared badly, and it said it will work with supervisors to see if it should take further measures. Germany’s biggest banks, Deutsche Bank <DBKGn.DE> and Commerzbank <CBKG. DE>, were also among the 12 weakest banks in the test, along with British rival Barclays <BARC.L>.
Banks from Italy, Ireland, Spain and Austria fared worst in the latest European Union stress test, which the region’s banking watchdog said showed there was still work to do in order to boost credit to the bloc’s economy. Monte dei Paschi, Italy’s third largest lender, had been scrambling to pull together a rescue plan and win approval for it from the European Central Bank ahead of the test results. The Italian bank confirmed less than an hour before the results that it had finalised a plan to sell off its entire portfolio of non-performing loans and had assembled a consortium of banks to back a 5 billion euro capital increase. The EBA looked at how banks could withstand a three-year theoretical economic shock which ended with the Italian lender, the world’s oldest, having a core equity capital ratio of minus 2.44 percent. This was the third stress test in the EU since taxpayers had to bail out lenders in the 200709 financial crisis, with no pass or fail mark this time round. The test involved scenarios including EU economic output 7.1 percent

below the baseline over the next three years and a 20 percent drop in interest income. “Based on these results European banks do have deeper loss absorbing capacity than previously, but concerns clearly remain around profitability and the appetite of equity investors to invest in bank stocks,” said Steven Hall of KPMG. Analysts have informally set a basic pass mark of 5.5 percent, the threshold set in the last round of tests in 2014, and a weak result could raise question marks over dividend payments.
MORE RESILIENT Like Monte dei Paschi, Allied Irish Banks was also below the 5.5 percent level at 4.31 percent, but said it has undergone fundamental restructuring and is now sustainably profitable. Markets will also look at how many banks were able to maintain a core ratio of capital to risk-weighted assets of 7 percent. This is a typical level for triggering the writedown of bonds issued by banks to replenish capital. Spain’s Banco Popular, Bank of Ireland and Austria’s Raiffeisen all ended the test below this level at 6.62 percent, 6.15 percent, and
6.12 percent, respectively. “We are aware of our capital situation and have been implementing for some time appropriate measures to strengthen our capital base,” Raiffeisen CEO Walter Rothensteiner said. Popular earlier said that it had fired its chief executive Francisco Gomez after its profit was nearly wiped out in the second quarter. It said the EBA tests had not included the 2.5 billion euro share issue it completed in May to clean up toxic retail assets. Deutsche Bank and Commerzbank both scored core ratios of below 8 percent, although Deutsche said it was on track to reach at least 12.5 percent by the end of 2018. Of the banks tested, 37 are based in the euro zone and supervised by the ECB, which said the results reflected progress in repairing balance sheets. “The banking sector today is more resilient and can much better absorb economic shocks than two years ago,” said Daniele Nouy, who heads supervision at the ECB. At the start of the test, the banks had an aggregate core ratio of 12.6 percent, with all capital requirements factored in. However, this fell to 9.2 percent by the end of the test, a drop of 340 basis points, equivalent to 226 billion euros of capital. For the first time, the EU test included the impact of conduct risks such as fines and settlements. EBA said the total hit from conduct costs was 71 billion euros. The largest impact was from credit or losses on loans, totalling nearly 350 billion euros across all the banks tested.
Airasia launch sale AIRASIA BHD, Asia’s biggest budget airline, will kick off the sale of a majority stake in its plane leasing unit this month, a deal that could value the business at about $1 billion (752 million pounds). The Malaysia-based carrier, headed by tycoon Tony Fernandes, has hired three investment banks to run the sale of the Asia Aviation Capital stake, the people said. They declined to be identified as the discussions were confidential.
CRITICISM The deal would help AirAsia boost its finances and slash debt after it faced criticism last year for its accounting practices. At an overall valuation of $1 billion, the sale would be significant for a carrier with a market capitalisation of $2 billion. AirAsia declined to comment. The airline plans to tap potential suitors
including the leasing units of China’s HNA Group, China Merchants Bank, and the aviation leasing company backed by Hong Kong billionaire Li Ka-shing for the sale, the people familiar with the matter said. China Merchants Bank, HNA Group and Li’s CK group did not respond to Reuters’ requests for comments. AirAsia was also open to selling the unit completely, they said, and its final valuation could change depending on how talks with potential buyers proceed. The people said the carrier is considering paying down debt or paying a special dividend from the proceeds. They said AirAsia has hired Credit Suisse, BNP Paribas and RHB Bank to handle the sale, and expects to complete it by early next year. BNP Paribas and RHB Bank declined to comment, while Credit Suisse did not respond to Reuters requests for comments.

FTER a spike in volatility in the wake of the June 23 referendum, financial markets have returned to a relative calm, but economists have warned the full economic effect of the Brexit vote may have yet to materialise. “Financial market volatility following the referendum in the United Kingdom on EU membership has been short-lived,” the ECB said in its regular economic bulletin. “However, uncertainty about the global outlook has increased, while incoming data for the second quarter point to subdued global activity and trade.” Surveys suggest Britain’s economy is shrinking at its fastest rate since the 2008-09 financial crisis and the Bank of England is widely expected to cut interest rates on Thursday. With the euro zone economy having largely shrugged off the Brexit vote so far, the ECB reaffirmed on Thursday its expectation of a “moderate” recovery. This view was shared by the head of Germany’s central bank, Jens Weidmann, one of the most hawkish ECB rate setters. “My impression is that the economic outlook for the currency area has not fundamentally changed through the Brexit vote,” Weidmann told German weekly Die Zeit and Italian daily Corriere della Sera in interviews published last week.

Investors have been betting the ECB will soon extend its 80-billion euros a month moneyprinting programme beyond its current enddate in March 2017 and change the terms of the scheme to avoid hitting constraints on sovereign debt purchases. Weidmann opened the door to some changes but drew the line at touching a rule dictating that government bond buys must reflect each country’s contribution to the central bank’s capital, which makes Germany the biggest beneficiary. “If we grant individual countries special conditions or concentrate increasingly on highly indebted countries than we will blur the lines between monetary policy and fiscal policy somewhat further,” Weidmann said.

Why London won’t lose its crown as Europe’s financial capital
OLLOWING the Brexit vote, the race to succeed London as Europe’s financial capital is on. “We know that groups based in the City are planning to leave for Dublin, Amsterdam, Frankfurt and Paris,” the French prime minister, Manuel Valls, told journalists soon after the UK’s referendum. Other countries in the European Union are also intent on stealing financial services jobs from the UK. Even the economy minister of Bulgaria, the EU’s poorest country, invited City of London escapees. In reality, however, London will remain Europe’s main financial centre. There are three reasons for this continued dominance over European financial services:
1. The pre-eminence of the British court system in upholding the rule of law, including the protection of creditor and shareholder rights. 2. The superiority of the UK’s university education in economics and finance over its continental counterparts. 3. The UK’s tax and employment regulation that is conducive to the industry’s health and profits. Protecting the interests of creditors and shareholders from the rapacious behaviour of competitors or the state is obviously important for attracting financial services. On this score, the UK is ahead of the rest of Europe. The World Bank’s Doing Business project ranks the UK fourth in the world in shareholder protection, behind only Hong Kong, New Zealand and Singapore. France is in 29th place when it comes to the strength of laws protecting shareholders, Germany is 49th. In terms of protecting creditor rights, the UK ranks 19th in the world, France 79th, and Germany 28th. Of course, the rule of law can improve in Europe so that financial investors feel equally well
protected in Paris or Frankfurt. But this process will take years, perhaps decades. In terms of education, markets increasingly require a sophisticated understanding of economics and finance, as well as in-depth knowledge of the legal architecture underlying financial services. Here, too, British universities lead Europe in offering quality education. In the latest Shanghai global ranking on economics education, there are six UK universities among the top 50 and only three continental European universities (one in the Netherlands and two in France). Four of the top five masters of finance programs in Europe are based in London (the only exception being INSEAD near Paris). And in terms of tax and employment regulation, the financial services sector in the UK benefits from lower corporate tax rates and more flexible employment laws than Germany and France. In the World Bank’s Doing Business ranking on paying taxes, the UK is ranked 15th in the world, well ahead of Germany (ranked 72nd) and France (ranked 87th). The UK’s lead is even wider in terms of flexible labour regulation. The latter is especially important in the highly cyclical financial sector that annually hires and fires tens of thousands of white-collar professionals.
VULNERABLE AREAS The finance industry has many fields within it, however, and some parts are viewed as more vulnerable to Brexit. One candidate is foreign exchange trading in the euro – a US$2
trillion-a-day market. Currently, more than 70% of euro trading takes place in London, compared with 11% in Paris and 7% in Frankfurt, according to Bank for International Settlements data. The European Central Bank has already tried banning clearing houses outside the eurozone from trading the euro. But in 2015, the EU’s highest court disagreed. Hence London’s vulnerability may be overplayed: Brexit does not alter the status quo as the UK has never been a member of the eurozone. Insurance is another sector that’s European activity is highly concentrated in London and where Brexit may hurt. But the UK’s main competitors are in Asia (Singapore and Tokyo) and the US. The access that London has to European money is based on proximity and historic relationships, not on being part of the EU. In short, even in insurance markets it is hard to see a rapid shift away from the City of London. But Brexit may have a negative effect on London’s position as the world’s best-regulated financial centre. Following the uncertainty around its EU exit, Asian and American markets could take some business away from the City of London. The government’s knee-jerk reaction to this development may be to erode some of the UK’s financial regulation in an effort to attract more investment. Such a response would be unfortunate as London has attracted a lot of talent because it is a place for clean business practice. This possibility notwithstanding, London is unlikely to lose its crown as a global financial centre. This article was originally published on The Conversation.

HEALTH CHECK: How much sugar is OK to eat?
C
ONSUMING too much energy – whether from fat or carbohydrates, including sugar – will make you gain weight. If left unchecked, this excess weight increases your risk of lifestyle-related diseases such as diabetes, heart disease and some cancers. In recognition of this, the World Health Organisation (WHO) recommends adults and children limit their intake of “free sugars” to less than 10% of their total energy intake. Below 5% is even better and carries additional health benefits. Free sugars refer to monosaccharides (such as glucose) and disaccharides (sucrose or table sugar) added to foods and drinks by the manufacturer, cook or consumer. It also refers to sugars naturally present in honey, syrups, fruit juices and fruit juice concentrates. Free sugars are different from sugars found in whole fresh fruits and vegetables. There is no scientific evidence that consuming these sugars leads to health problems. So the guidelines don’t apply to fresh fruit and vegetables. If you’re an average-sized adult eating and drinking enough to maintain a healthy body weight (roughly 8,700 kilojoules per day), 10% of your total energy intake from free sugar roughly translates to no more than 54 grams, or around 12 teaspoons, per day.But most people usually exceed the WHO recommendations. Most sugar we eat (around 75%) comes from processed and
pre-packaged foods and drinks. The rest we add to tea, coffee and cereal, and other foods we cook. Sugary drinks account for the largest proportion of ‘ free sugar intake. A single can or 600ml bottle of soft drink can easily exceed the WHO recommendation, providing around 4070g sugar. One teaspoon equates to 4.5g white sugar, so soft drinks range from 8.5 to 15.5 teaspoons. Sugar added to foods and drink can have different names depending on where it comes from. When reading labels, alternative names for sugar include: • sucrose • glucose • corn syrup • maltose • dextrose • raw sugar • cane sugar • malt extract • fruit juice concentrate • molasses. Note that products with “no added sugar” nutrition claims may still contain high levels of natural sugars, also considered as free sugars. A good example of this is fruit juice: the sugar content of 200ml of sweetened orange juice (21g) is 7g higher than unsweetened juice (14g).
SO HOW CAN YOU CUT DOWN ON YOUR ADDED SUGARS? First, eat fewer foods with free sugars. Reduce your intake of sweets such as chocolate and lollies, cakes, biscuits, sugarsweetened soft drinks, cordials, fruit drinks, vitamin waters and sports drinks. Second, make some swaps. Swap your cereal for a lowersugar variety and limit the amount of sugar you add. Drink plain tap water and swap brands for sugar-free or those with lower added sugar. Swap fruit juices for whole fruits, which also give you fibre and other health-promoting nutrients. Finally, read the labels on packaged food and drink. If the product has more than 15g of sugar per 100g, check to see if sugar is one of the main ingredients. This article was originally published on The Conversation.

AIWAN has been producing tea for more than 200 years and a cup of the island’s famous oolong is obligatory for many visitors, but exports have been knocked by rising labour costs and bubble tea has eclipsed a carefully crafted cuppa. Often artificially flavoured and loaded with milk, sugar and tapioca pearls, bubble tea has in recent years gained a global following, from Southeast Asia to the United States and Europe. Ultra-modern tea shop “Xie Xie” is one business trying to turn the tide back to sophistication. Founder Xie Yu-tung, 30, comes from a family of tea producers and uses leaves grown on their plantations in Taiwan’s mountainous Dayuling and Lishan areas. Her sleek all-white tea boutique at Taipei’s Mandarin Oriental hotel is stacked with teabags in book-like boxes and clear cylindrical bottles of ready-to-drink cold brews. “I think Taiwan has the best oolong and it’s a pity that it’s not seen all over the world,” says Xie. Xie Xie offers teabags in book-like boxes and clear cylindrical bottles of ready-to-drink cold brews. She sells pure and flavoured oolong -- a fragrant, semi-fermented tea. Infused with spearmint, chamomile, rose and ginger, she hopes the pretty packaging and ready-made bottles will attract uninitiated foreign customers. At Tw$680 ($21) for 10 teabags, she says it is a reasonable price for top tea. “Every step (in producing oolong) has to be exact. I think the craftsmanship involved matches that of international luxury products,” she says. Xie has served up her tea at the Venice film festival, Paris fashion shows and Milan design week since launching two years ago.

Taiwan tea entrepreneurs brew up new twist on tradition Cheap instant “bubble tea” has become one of Taiwan’s best-known culinary exports -- now a new wave of entrepreneurs hopes a high-end modern take on traditional brews will also be sipped worldwide.
TEA AND CAKE Other entrepreneurs are hoping to create a cafe culture that will entice younger generations. At David Huang’s salons in Taipei, customers order pots of organic Taiwan-grown tea served up alongside tea-flavoured French pastries. “I don’t want to see tea-drinking fade into history because young people think it’s oldfashioned,” says Huang, who opened the salons after studying marketing in France. “It is one of the things that most represents Taiwan.” Huang’s “Zenique” brand of pure and flavoured oolong, green and black teas do not come cheap -- a small tin starts at Tw$409

and can cost up to Tw$1,890. Huang says it is a price worth paying for a high-quality product and he counts seasoned tea drinkers among his regular customers. First-time salon visitor Anne Yu, 30, says she likes the “chic and tasteful” feel to the place.
“I started to drink more tea recently after I got palpitations from drinking coffee,” she said, between mouthfuls of green tea and almond cake topped with a macaron, washed down with osmanthus oolong tea. “I like tea better now.”
FASHION STATEMENT While industry experts say the average age of tea drinkers in Taiwan is rising, entrepreneurs like Xie and Huang are giving the business a fresh edge. “To some young people now, running a tea company is attractive and trendy, it’s like being the owner of a French vineyard,” said Lin Chih-Cheng, president of the Association of Taiwan Tea. “They feel like they are part of a creative, cultural industry.” Both Huang and Xie have regular international clients and are hoping to expand the list. However, there are still those who argue that no-frills is best. At tea store Lin Hua Tai, leaves are still processed in a factory at the back of the shop, using traditional methods unchanged for the decades it has been in business.
Standing in Taipei’s once-bustling “tea street” it is one of only a few tea stores to remain. The shop buys raw tea from plantations across Taiwan and sells 100 types, from basic brews to the pricey “Oriental Beauty” oolong, which can go for more than Tw$4,000 per 600 grams. Tea leaves are stored in stainless steel barrels and packaged in plastic bags printed simply with the store’s name and contact details. The shop says its loyal clientele has been won purely by word of mouth. While it is dedicated to maintaining traditions, Lin Hua Tai is also trying to inspire younger generations by giving store tours and tea tastings to students. “Children drink bubble tea, but they don’t know what oolong looks like, or that there are many more types of tea. When they get interested, they will grow up drinking more tea,” says shop manager Joanne Kang. Kang said it would be easy to transform into a “pretty store”, and recognises the shop now faces trendier competition. “But then everything would change and we would not be who we are,” she says.

POMEGRANATES: Pomegranates are a slightly sour fruit that has received a substantial amount of press in recent years as an antioxidant powerhouse. The juice provides a tangy base for marinades, sauces and syrups and the seeds can be tossed into salads, rice and poultry dishes to juice up the flavor. Pomegranate juice has higher antioxidant levels than red wine and is a fabulous source of vitamin C and folate. This fruit is best eaten fresh and using a hand powered citrus juicer is the easiest way to get all the juice without the messiness of peeling and scooping the seeds.
AVOCADOS: As the avocado season draws to a close in October, this fruit can easily be transferred to a frozen treat for future meals. Scoop the flesh out of the skin, spray with lemon juice and pack into airtight containers for freezing well into the winter season. Avocados provide nearly 20 essential nutrients, including fiber, potassium, Vitamin E, B-vitamins, and folic acid. They also act as a “nutrient booster” by enabling the body to absorb more fat-soluble nutrients, such as alpha and betacarotene and lutein, in foods that are eaten with the fruit. All of these foods have minimal calories so it’s not surprising that they can be part of a healthy diet that promotes weight loss. WITH more and more people owning properties in Spain and spending a large part of their year here, pet travel has increased dramatically with owners preferring to bring their animals with them rather than leave them at home for any length of time. IT was a dramatic end to the 2016 World Triathlon Series, with British boy Jonathan Brownlee practically being carried across the line by his Olympic champion brother Alistair in a desperate attempt to help him win the world title championship Jonny Brownlee, the younger of the two Brownlee brothers, was leading the race on the Mexican island of Cozumel on Sunday but as he approached the final straight heat exhaustion took hold, his legs became wobbly, he became disorientated and it looked as if he would be unable to finish
that was until his brother Alistair intervened practically carrying him across the line. Jonny needed to secure second place with his rival Spain’s Mario Mola needing to finish fifth sadly Mario Mola was placed fourth so he won the championship on points. After passing the finish line Jonny was taken to hospital and put on a drip as a precaution, but was reportedly fine within a few minutes of the finish twitting his followers and praising his brothers action. “Thanks Alistair, your loyalty is incredible.”

ONG KONG galloper Pakistan Star caught the world’s attention back in July with a debut win that saw him trickle out of the gates and trial the field by several lengths before producing an explosive run more akin to the style of the legendary Frankel bringing him from last to first in the blink of an eye. Many thought the run a fluke, so the gelding had a lot to live up to for his latest race the 7f handicap at Sha Tin. Seemingly Pakistan Star has adopted a lazy style trained by Tony Cruz and ridden by Matthew Chadwick he at first seemed reluctant to go into the gates and once stayed back in last place for much of the race a number of the lengths of the rest of the field. However, turning into the home straight Pakistan Star proved once and for all that his debut last-to-first win was no fluke, delivering an explosive turn of foot to soar past his opposition to win the race by 11/4 lengths
Pakistan Star is now set to step up in grade and Cruz hopes he will become a Hong Kong Derby horse next year.

THE Qatar Prix de l’Arc de Triomphe, dubed the ‘world’s greatest horse race’ will next month be staged at an alternative home whilst the €130 million redevelopment of Longchamp continues. France Galop, French horse racing’s governing body has confirmed that this year’s Arc which will be run on 2nd October will be at Chantilly, a much smaller venue where the capacity will be reduced by around a third, to 40,000. Peter Moody, the trainer of the great mare for all of her unbeaten career, shared the exciting news by posting a photo of the newborn filly to Twitter. ‘Well done big girl,’ Moody wrote alongside the photo of mother and foal. The birth has however been overshadowed by claims made by animal rights activists, PETA who claim they were ‘saddened but not surprised that Black Caviar is being used as a breeding machine. The racing industry is about financial gain and nothing more,” a spokeswoman for the group said. Black Caviar won all 25 of her races, including 15 Group 1s, earning nearly $8 million in prize money. When sold the foal is expecting to reach as much as $3million.

F1 no longer an ‘Olde Boys Club’

T was announced earlier this month that Liberty Media, a Colorado-based company owned by 75-year-old John C. Malone, owners of Major League Baseball team Atlanta Braves and several radio and telecoms companies had taken the first step in a $4 billion acquisition of F1 by paying $746 million for an 18.7 percent stake with completion of the deal expected to be completed by March 2017 when Liberty Media will take full control with a 35.3 percent share through 100 percent ownership of Delta Topco, the parent company of Formula One — with a list of co-owners holding the other 64.7 percent, including Ecclestone, his family trust and, CVC Capital Partners. Comercial chief Bernie Ecclestone is expected to remain the chief executive officer of F1 but the 85-year-old will have to work under a new chairman: Chase Carey, the executive vicechairman of Rupert Murdoch’s entertainment conglomerate 21st Century Fox however rumors have already began to surface that Ecclestone may announce his retirement at the end of this season, apparently because he and Malone, the Liberty Media owner, have clashed. Malone is said to have been appalled at the way Formula One operates as a ‘good olde boys club’ in particular he disagrees with the special payments given to Ferrari simply

‘WE FAILED HAMILTON’ MERCEDES boss Toto Wolff has spoken candidly to members of press at the Singapore Grand Prix and conceded that “we failed Lewis, he did not have a car able to extract all the performance.” Hamilton who was leading the championship race until the weekend’s race could only muster third place as teammate Rosberg took first place, his third succession since the summer break moving him eight points clear with just six races remaining. Hamilton’s woes began on Friday when he suffered mechanical issues during Practice Two, this led to Hamilton missing the race simulations when a hydraulics fault struck his W07. Then in practice on Saturday his car developed a suspension problem which affected its braking and compromised his qualifying preparations. Both cars continued to experience braking issues during the race but Rosberg managed to overcome his securing first lace on the podium with Hamilton crossing the line in third place. Speaking after the race Hamilton said he felt glad to have finished on the podium “its been a tough day today, but as always it is in Singapore. This weekend’s just been a bit of a tricky one for me. I’m so glad I could get back up on the podium and get some points for the team.” Reflecting on his year so far Hamilton said “All in all, with all that has gone on this year, I’m still in the fight but there’s still a long way to go. I’m going to give it everything I’ve got.”

Russia’s Revenge I
TS countries top athletes were banned from competing at the Rio 2016 Olympic games by following a recommendation form WADA (The World Anti-Doping Agency) , after an independent report showed that the country had adopted a state-sponsored doping program during the 2014 Sochi Winter Games. So in response Russian hacking group known as Fancy Bears has systematically began leaking confidential medical data gained from the Anti-Doping Administration and Management System, or “ADAMS,” exposing who they claim have past or current records of using banned substances with Mo Farah, Bradley Wiggins and Justin Rose their latest targets. “We will expose athletes who violate the principles of fair play by taking doping substances,” the group said on its website. It also went on to promise new leaks. Russian officials have denied any involvement.
‘I need a break’
AFTER a busy few months Andy Murray has conceded that his body needs a break and now! The 29-year-old has had a busy summer on the court he reached the French Open final, was knocked out of the Davis Cup Semi Final, was triumphant at Wimbledon and then successfully defended his Olympic gold at Rio. “I have played so much tennis in the last few months, I need a break and I need it now,” Murray was quoted as saying by the Telegraph. Sadly, Murray won’t have much time off before getting back on the court he is scheduled to play in the China Open, beginning on October 3, followed by the Shanghai Masters.
