IMM DISASTER MANAGEMENT STRUCTURE IS CONSISTING OF TWO PARTS AS RISK MANAGEMENT AND EMERGENCY MANAGEMENT. RISK MANAGEMENT STUDIES ARE MANAGED BY DEPARTMENT OF EARTHQUAKE RISK MANAGEMENT AND URBAN DEVELOPMENT AND ITS BRANCH DIRECTORATES. EMERGENCY MANAGEMENT STUDIES ARE GENERALLY MANAGED BY DEPARTMENT OF FIRE BRIGADE AND COORDINATED BY DISASTER COORDINATION CENTER WHICH IS BRANCH OF FIRE BRIGADE DEPARTMENT.

STUDIES ON URBAN GEOLOGY
The geological studies for the entire city have been completed with a scale of 1/25.000 and 1/5000.
DISASTER PREVENTION/MITIGATION BASIC PLAN-JICA PROJECT Model A: Magnitude: 7,5

With in the framework of the report drawn up in cooperation with Japanese International Cooperation Agency (JICA) based on 4 different earthquake scenarios, the damages that are likely to take place on the infrastructure and substructures on the basis of districts have been determined.
MICROZONATION PROJECTS IN ISTANBUL
GROUND ENGINEERING DATABASE and GROUND CLASSIFICATION STUDIES
Ground Engineering Data Base; All of the ground engineering data prepared for Metropolitan area is being digitized by the database software.
Ground Classification; Studies of calculating the Microtremor Vs shear wave velocity aimed at the ground classification in European and Asian side are carried out with TUBITAK and Kandilli Observatory separately.
STUDIES ON SEISMOLOGY;18 Earthquake Monitoring and Record Stations are established in cooperation with B.U. Earthquake Observatory for monitoring the micro earthquake activities. In cooperation with TUBITAK-MAM, physical and chemical changes of the spring waters and daily radon gas changes are being monitored on the existing fault lines in Marmara Region.
RISK ANALYSIS STUDIES
Istanbul Megacity Indicator System (MIS) Project; The project which is carried out with EMI (Earthquake and Megacities Initiative), CEDIM (Karlsruhe University) and Kandilli Observatory to determine the “risks, coping capacity and preparedness� by using the indicators on physical, social vulnerability and coping capacity of Istanbul Metropolitan Municipality.
RISK ANALYSIS STUDIES Evaluation of Zeytinburnu District
Project for Developing a Programme for Damage Analysis (HAZTURK), HAZUS software created by American FEMA that is used before, during and after the earthquake is developed as the version of HAZTURK for national use in Istanbul. The purpose of the project that is carried out in cooperation with State Planning Agency, TUBITAK and ITU is to contribute to the issues of the emergency management, mitigation, planning, preparedness, response and improvement.
STUDIES ON BUILDING RETROFITTING Studies on retrofitting the buildings of the Metropolitan Municipality are completed. Also some of the viaducts are being retrofitted by Metropolitan Municipality.
LANDSLIDE AND FAULTS RESEARCHES
Researches on landslides and faults in Marmara Sea and in land are continuing with ITU and TUBITAK.
ISTANBUL DISASTER PREVENTION EDUCATION CENTER PROJECT Main objective: is to promote public awareness and to be well prepared and risk reduction before possible disasters. Education methodology: is amusingly training in the center. Management principles: are to provide continuity and variety of education, to keep and increase visiter number.

AKOM ACTIVITIES
Periodical meetings are held among the units of Istanbul Metropolitan Municipality, national and international agencies whereby the efforts to be exerted before, during and after the disaster are discussed.
DISASTER & EMERGENCY PLAN
IMM Disaster and Emergency Plan is for to coordinate and organize the Emergency Services, the units and related agencies of Istanbul Metropolitan Municipality. IMM Emergency Plan data entries and updates are still continuing.

Servers; The backup data related to the units of Istanbul Metropolitan Municipality and its subsidiaries are transferred to the servers in AKOM.

Telephone, Wireless Phone, Video Conference and Internet; Visual and audio communication is provided among the Istanbul Governorate, Metropolitan Municipality, City Police Department, Kandilli Observatory and AKOM by IP phones.

Satellite Communication; There are 10 communication vehicles and 78 satellite phones. Mobile Command Vehicle; A mobile control vehicle which is equipped with newest communication systems (Telephone, Radio, Satellite Phone, GPS, Fax, Server etc.) is available. Live Broadcast Vehicle; In the event of possible disasters, there is a live broadcast vehicle that can transmit footage from the event scene to AKOM.

Traffic and Multi Directional Cameras; The live footage from 175 important junctions is transmitted to AKOM. 10 cameras which have been positioned at strategic hills of the city are going to be used for rapid response.

Automatic Meteorology Observation Stations; Automatic Meteorology Observation stations have been installed in 10 different locations to observe the weather conditions and to take necessary preparedness measures.

Automatically Road and Observation Sensors for Meteorology; 25 sensors of automatic meteorology and road observation are used for to estimate 3 hours before the time to get icy and thickness of the ice.

AKOMCELL; “AKOMCELL” will warn the citizens with a SMS about the possible or on going events that take place in Istanbul.

Command Control Center; The efforts for building a Command Control Center for Fire Brigade, IGDAS, ISKI and Directorate of Road Restoration and Maintenance adjacent to AKOM Building are ongoing.
TRAININGS
“Training for Disaster Protection” is being done in AKOM by the support of the Directorate of National Education for the 5th and 6th class students in Istanbul.
FIRE - SEARCH&RESCUE - FIRST AID
In order to response at short span of time, Fire Brigade has increased the number of stations from 39 to 70, number of vehicles from 308 to 507and number of staff to 4,982.
2 fire fighting planes are leased for use in the course of forest and industrial fires.
3 emergency response helicopters have been hired for search-rescue, first aid, environment control and traffic control. 72 helicopter landing areas have been built at important locations of Istanbul.
There are two tents to use for hospital purposes in the sanitary supply depots which are located at Anatolian (Üsküdar) and European (Gaziosmanpaşa) side.
Emergency Transportation Plan; Alternative transportation studies for main arteries, bosphorus bridges, coastal roads, viaducts, highways, rail roads, air and sea way are completed.
Directorate of Road Restoration and Maintenance; Directorate whose primary objective is to open the blocked roads increasing its disaster response power.
IETT (Istanbul Bus Company) and IDO (Istanbul Sea Bus Company) the preparedness studies, on the transportation of people from disaster areas to safer areas, are completed.
ISKI (Water and Sewage Company), Primary objective of ISKI is to repair the water, sewage infrastructure systems that have been damaged and to meet the needs of the evacuation areas with water and sewage infrastructure.
Public Bread Company completed the organization plan on bread distribution and other studies for the event of disaster.
Logistic Support Center is constructed in Halkal覺 for serving of 100,000 person/day. Mobile Kitchen is in service for to serve the 20.000 person/day with two types of meal.
IGDAS (Company for Natural Gas Distribution) has completed the emergency action plans depending on the possible disasters and installed 8 automatic shut off valves. 638 regional regulators and service boxes have automatic shut off system.
Istanbul Metropolitan Municipality provided post-disaster aid to Indonesia and Pakistan. Emergency Relief Teams were sent to some of the Eastern Anatolia Region and TekirdaÄ&#x;.
