Justin Madden approves St Leonards plan with key changes to encourage growth BY ALISON MARTIN MINISTER for Planning, Justin Madden, has paved the way for significant residential growth in St Leonards after making changes to a planning amendment submitted by City of Greater Geelong. CoGG had submitted the amendment to Madden for approval in September 2008, to enable the implementation of its Municipal Strategic Statement and local planning policies. The minister has approved the amendment but with some major changes, including the St Leonards Structure Plan map which now includes ‘potential long term growth areas’ within the settlement boundary.

There will also be a restriction on proposed Residential 3 zoning on the Bellarine. CoGG has explained the original version of the Housing Diversity Strategy recommended the Residential 3 Zone be applied to incremental change areas, which included residential areas which are not located within reasonable walking distance to neighbourhood centres, town centres and railway stations. However, as part of approving the amendment, Madden has restricted application of the Residential 3 Zone to areas “exhibiting a more defined garden character”. These areas include parts of Portarlington, Indented Head, St Leonards, Barwon Head, Ocean

CoGG mayor, John Mitchell, said the approval of Amendment C129 meant that a significant amount of strategic planning work undertaken by the city in recent years could now become part of the Greater Geelong Planning Scheme. “The result will be a more concise, easy to use and strategically robust Local Planning Policy Framework to guide planning decisions in the municipality,” he said. “We are pleased that we can now put into place one of our city’s most important strategic planning documents,” he said. With the exception of the specified changes, the minister has approved the amendment generally in the format adopted by CoGG in September 2008.

Residential 3 Zone replicates Residential 1 Zone except that it includes provisions to limit the building height of dwellings and residential buildings to a maximum of nine metres or 10 metres on sloping sites. The Residential 3 Zone can be applied in established residential areas where making the Rescode standard building height a maximum is necessary to protect neighbourhood character and amenity. Madden has also ordered the Portarlington Structure Plan map be changed to include a reference to “continue to promote Port Bellarine Area as a tourist accommodation precinct”.
