Supply shortage drives growth THE RECENT release of the Australian Bureau of Statistics (ABS) December quarter dwelling commencement figures confirms that the supply shortage has been the prime factor driving price growth and represents the biggest threat to affordability over the next five years. In the past five years Melbourne’s rate of population growth has increased by 84 per cent and, according to the ABS, the number of dwelling commencements in Victoria has increased by 22.4 per cent (seasonally adjusted). The significant increase in the number of dwellings commenced is very welcome – and if it continues for the next few quarters it will have a beneficial impact on affordability and prices. The release of the REIV Annual Property Update for 2009 shows that as the population has increased, so have house prices. The median price of a house in Melbourne in 2009 was $465,000. Since 2006 the Melbourne median house price has grown by 23 per cent, compared to four per cent for the period between 2003 and 2006. The supply shortage became particularly protracted last year, as the improving economy brought life back into the market. As a result, six of the top 10 growth suburbs for the year had a median below half a million: Dallas, Broadmeadows, Sunshine North, Highton and Croydon North. In regional Victoria the median price of a house increased by seven per cent from $258,000 in 2008 to $276,000. Within key regional centres the strongest growth in prices was found in Bell Post Hill, Highton and Hamlyn Heights in Greater Geelong, in Alfredton and Sebastopol in Ballarat, and in Strathdale in Greater Bendigo. As the REIV Annual Property Update compares all sales in 2009 with all sales in 2008, it does not show the significant changes in demand towards the end of 2009, as is evident in the REIV December Property Update, which is available at www.reiv.com.au

Assurity for builders LAST week’s announcement by state finance minister, Tim Holding, on changes to the home owners warranty arrangements in Victoria sends a reassuring message to builders concerned about the withdrawal of Vero from the home owners warranty market. Legislation in Victoria requires builders to take out home owners warranty policies in favour of their clients before commencing any residential building work above $12,000. The policy covers a range of prescribed events, including the completion of work if the builder dies, disappears or becomes insolvent. Vero’s announcement last month that it would withdraw from the home owners warranty underwriting market from July 1 this year comes after the recent withdrawal of CGU and Lumley late last year. Under the new arrangements announced, the Victorian government will step in to underwrite all home owner warranty policies across Victoria through the Victorian Managed Insurance Authority (VMIA) with the transition commencing from last week. HIA Victorian executive director, Gil King, welcomed the

announcement, adding that the changes are intended to provide stability and certainty for builders and consumers alike. “Builders across Victoria have been somewhat uneasy about the future of the home warranty scheme and possible roadblocks constraining building activity since Vero’s announcement,� King said. “And while today’s announcement provides a clear signpost for the industry, our attention is now squarely on the transitional arrangements.� Existing HIA Insurance Service clients will be contacted to facilitate the transition to the new insurance scheme over the next few months and there is no need for them to do anything at this stage. It is ‘business as usual’. “Builders need ready access to policies on a daily basis and the current distribution arrangements provide that,� King said. “We wholeheartedly support the government’s announcement that the VMIA will continue to use current brokers to minimise disruption to the building industry.� It is important that the new scheme does not unintentionally penalise good builders who operate sound and

well capitalised businesses. “We must not lose sight of the purpose of the scheme. Consumer protection is not enhanced by exposing consumers to unsustainable businesses,� said King. “The current rating of builders’ risk provides a necessary safeguard and rewards builders who operate good businesses – enhancing competition

and facilitating cost savings for consumers. “With Victorian population growth leading the country, the next 12-18 months will be a critical time for residential building. “It is now more important than ever for the state government to work constructively with builders to reduce regulatory bottlenecks and facilitate a ‘business as usual’ transition into the new home warranty arrangements.� It is also important that the Victorian government works with industry to improve the existing domestic building dispute resolution process. “The current dispute resolution system is confusing and does not properly support the home warranty insurance scheme, regardless of who runs it,� King said. “Builders do not trust the dispute process and it does not provide adequate protection or certainty for homeowners. “It continues to be a total failure. “We are keen to work constructively with the Victorian government to facilitate a smooth transition to the new insurance scheme and to ensure it is fair and equitable.�

He had just been attending to some lobster pots, in Zeally Bay, and when returning home to supper, saw the out-line of a dark mass close up to the shore. He at once surmised that it was a ship, which in some way got out of her course, and said to his wife “ Why here’s a vessel in where she ought not to be� He had scarcely uttered the words when a torch light flashed across the angry sea, then he observed a red light shining at the mast-head of the vessel. He could not immediately do anything in response to the signals of distress that continued to be exhibited, but at 2am that morning, taking advantage of an interval of calm, put off in his fishing boat and rowed to within 300 yards of the wreck. Owing to the surf about the vessel, he could not approach further, but called out to those on board informing them of their position. He also pointed out the impossibility of anything being done to get away from the wreck, until the morning.
