Bushfire prone properties to be flagged at sale

BY JAMES TAYLOR PROPERTY buyers will be told upfront whether land is in a bushfire prone area, when Victorian property laws change at the end of the month. The change to the legislation, which comes into effect on July 31, will state that if land is in a bushfire prone area, then the vendor statement must include a statement that the land is in such an area. Minister for Consumer Affairs Heidi Victoria said the Sale of Land Act 1962 would require this information to be disclosed in the vendor statement (or Section 32). “This amendment was an important recommendation of the 2009 Victorian Bushfire Royal Commission into the Black Saturday bushfires. “Buyers will now be informed about whether the property they are considering is in a bushfire prone area. “Property sellers must declare this information in any vendor statement prepared from July 31.� Ms Victoria said that the change gave buyers further legal protection, but urged them to do due diligence. “It’s important to fully research any property you are planning to buy, including finding out about its bushfire safety.� According to the Department of Planning and Community Development, a minimum construction standard applies to all new buildings in a bushfire prone area. Landowners are required to build to a minimum Bushfire Attack Level (BAL) – a measure of the severity of a building’s

Building a way to economic recovery BY JAMES TAYLOR THE head of the Urban Development Institute of Australia says building more homes will be essential to Victoria’s economic recovery. Earlier this month, Tony De Domenico said the impending loss of 1,200 direct jobs through the closure of car manufacturing plants in Geelong and Broadmeadows and the wider impact on the region had exposed the economic challenges facing the state. He said the development industry was not immune, with recovery forecast to be gradual and “not happen overnight�.
“However, there is little doubt that the expansion of the new house and land market, apartment and urban renewal projects in Victoria in the next three to five years will be a major key to Victoria’s economic recovery and employment because of the multiplier effect generated by the land development and house building industry. “Behind every new home stands the employment of a range of trades people, employment networks of suppliers and ultimately the retail sector with homes requiring white goods, furniture and services. “The new house and land market, apartment and urban renewal is a major area of economic activity for thousands of small businesses across Victoria in
metropolitan, regional and country areas. “The industry also underpins business for the range of professional skills in engineering, town planning, environmental sustainability, and water management, landscape design, banking, sales and marketing.� Mr De Domenico said the state’s development industry directly employed about 310,000 full-time employees, contributed about 12 per cent of the state’s gross domestic product and $4.6 billion in taxes to all tiers of government. He said the industry was looking to create urgently needed jobs, but required investment and projects in the pipeline.
“The recent realignment of the first home buyers grant by the state government to the construction of new homes and the reduction of stamp duty recognised the role the development industry plays in the economy by focusing funds where the maximum number of jobs will be created.� The first home buyers grant combined with low interest rates are expected to lead to moderately higher sales activity through the second half of the year. “The forecast of Victoria’s population growing at more than 90,000 annually will also add to the expanding of market opportunities.�
Extend swimming season with pool heating BY JAMES TAYLOR SWIMMING pools are generally only used in the warmer months of the year, but the increasing popularity of pool heating is extending the swimming season into winter. Pool water usually hovers at 18-20 degrees Celsius, and a designated heating system can bump it up to a more comfortable 25-29 degrees Celsius. Swimart national manager Chris Fitzmaurice said creating and maintaining the ideal pool temperature took a little effort but could be done. “Installing the right pool heater can extend your swimming season by up to four months and beyond, thus increasing the return on what was undoubtedly a fairly large investment in your pool.� There are three main heating options to choose
from – solar, gas and heat pumps. Unlike the others, solar pool heating pays for itself in just a few years. After the initial setup cost, the ongoing running expenses are minimal as heat is provided free from the sun. Solar systems are a low cost method and have virtually no operating costs other than the electricity to pump the water through the solar absorber on the roof. Ultimately, the biggest influence is the exposure to the sun. A solar system is not viable in climates without a great deal of sunlight or very shady suburbs. Heat pumps extract heat from the air – similar to a reverse cycle air conditioner – and use that heat to produce hot water. “Compared to gas and electric element heating,
heat pumps use just a fraction of the energy to generate the same amount of heat,� Mr Fitzmaurice said. “Although initially heat pumps take longer than gas heaters to warm up the pool or spa water, they are much more economical and will then maintain the heating as well as gas heaters.� Benefits of heat pumps include their lower running costs and high energy efficiency, though this can be lost when the weather is significantly cooler. Gas heaters are the fastest method for heating your pool, providing a comfortable temperature for swimming on demand. A key advantage of a gas heater is it is simple to use. It can also heat pool water much faster than a solar or heat pump system, and will heat up to 40 degrees Celsius, no matter how cold the climate is.

June rental update THE June REIV rental market statistics show an easing in the rental vacancy rate and decrease in median rents in Melbourne. Melbourne’s vacancy rate increased from 2.8 per cent in May to 3.4 per cent in June and there was a decrease in the weekly rent for a house from $390 to $381. These are minor variations given that the vacancy rate has been around three per cent throughout this year and the median rent has also been around $380 as well. Within the metropolitan area, vacancies remain highest in the middle suburbs where 3.6 per cent of rental homes were vacant compared to three per cent last month. The vacancy rate for the inner and outer suburbs increased to 3.3 per cent and 2.9 per cent respectively from 2.8 per cent and 2.2 per cent last month. While overall median rents in Melbourne decreased this month, there was a decrease in the weekly house rent for the middle suburbs from $350 to $340. The median weekly rent for units in Melbourne decreased from $380 to $375 this month largely due to a decrease in the outer suburbs. The vacancy rate contracted in regional Victoria from 4.1 to 3.7 per cent with the most significant change being in Geelong, the largest regional centre, where the vacancy rate fell from 6.7 to 5.5 per cent. In Bendigo, the vacancy rate remained stable at 3.1 per cent while in Ballarat, it rose from 2.7 to 4.0 per cent. Median rents again remained stable in regional Victoria.
