Sussex Police Commissioner Katy Bourne has renewed the contract to support crime victims to Sussex charity Victim Support. The charity also covers specific provision for victims of hate crime, fraud and specialist support for children and young people.

A West Sussex firefighter team have completed the 100 miles South Downs Way by bike to raise more than £1,500 for the Fire Fighters Charity in memory of two former colleagues, Mark Butler and Simon Constable. You can donate at www.justgiving.com/sdw2023.

The Leader of West Sussex County Council, Cllr Paul Marshall, has joined other local government and construction industry leaders in calling on the government to review the introduction of a new infrastructure levy, which has been proposed in the Levelling Up and Regeneration Bill. Cllr Marshall said: “The infrastructure levy is something I strongly oppose as the expected changes would mean that West Sussex County Council would no longer be a statutory consultee on future planning development in our county.”

Shoreham Harbour is set to benefit from a grant of £300,000 to support climate change and biodiversity projects as part of the Joint Area Action Plan (JAAP) for Shoreham Harbour. The aim of the JAAP is to transform Shoreham Harbour into a vibrant, thriving waterfront destination providing new homes and jobs and by consolidating port activities in the Eastern Harbour Arm to ensure the Shoreham Port continues to play a vital role in the local economy. West Sussex Libraries have apps which can help you choose a range of travel themed magazines to help you get to know your summer holiday destinations; or if you are looking for something to enjoy in the sun they also have audio books available.

The annual Exceptional People in Care (EPIC) awards celebrated the achievements of children and young people in care in West Sussex. The Low Carbon Across the South and East (LoCASE) programme has come to a close, having handed out £913,185 in grant funding to West Sussex businesses. Delivered in partnership with West Sussex County Council, LoCASE gave grants and support to help businesses become more energy efficient and lower their carbon footprint. 107 businesses - including here at Sussex Local - received grants, together investing a total of £2,694,464 in a range of energy efficiency upgrades, from LED floodlights to new energy-efficient kitchen equipment. An estimated 445 tonnes of carbon emissions will be saved as a result.

Local residents agree with Adur & Worthing Councils that proposed improvements by National Highways to the A27 between Worthing and Lancing will not address congestion issues in the area. The £20 million earmarked is far below the £320 million for the Arundel bypass, and public consultation showed over half of respondents felt the plans did not go far enough to reduce delays or improve reliability. The proposals included some road widening and changes to access points but with no funding yet for new cycling and pedestrian routes.

snails and they first appeared on the planet 550 million years ago, equally at home in the tropics, desert or deep water.

The largest is the African snail with a record of 38cm long and the smallest is .8 of a millimetre.

Shelley has up to 14,000 little teeth that rasp bits of leaf off. They can take about a week to travel one kilometre, have a small lung to breath, and are deaf and almost blind despite their popping out eyes.

Their sexual habits are amazing. Hermaphrodite, they can circle each other for up to 6 -12 hours in a slime fest, and then when they are ready, they shoot love darts into each of their bodies. The mucus on the tip of the dart activates their spurm retaining systems to better aid conception. After

They have represented the Deadly Sin of Sloth in the past, and have been eaten in most cultures, even in Scotland during famines. Some cultures eat their eggs which are known as White Caviar. Shelley hates direct sunlight and their mucus trail, serving as a slimy path to slide on, works best at night when there is no sunlight to dry it up. They will often ride along another snail's slime path. During Winter they block the entrance to their little shell and hibernate underground. They live between 2-5 years but in captivity they can live up to 25 years!

A snail form Egypt lay dormant in a glass cabinet in the British Museum for over 100 years before it started moving again, living for a year and a half.

Gardening 21
Yellow garden snail

Whilst we generally hate them, they are a vital source of food to toads, birds, beetles, mice and hedgehogs.

Every Garden Advice show has a snail question. Recently the RHS did a large experiment using all sorts of physical barriers and none were proven to be effective!

My friend recently picked off over 100 from amongst his vegetables, and did this every night for a week. By the 7th day he could hardly find any- so perhaps the best method is to manually remove them. However, if you are thinking of chucking them into your least favourite neighbour’s garden think again. In 2010 Mrs Brooke won the British Amateur Scientist of the Year award by painting snails with nail polish, then carrying them into a nearby woodland. Most eventually retuned, proving they have some kind of homing device. She suggests a 300 foot buffer zone would be effective! There are other methods of reducing the Shelleys of this world. The Soil Association approve Ferric phosphate though the RSPB

warns that it also includes other chemicals which aren’t good for worms.

There are the beer, yogurt and fruit traps, nematodes especially effective against slugs, or you could think about creating a lovely lettuce patch for them and so distracting them from the real vegetable patch.

Whatever your relationship with Shelley, they have lived on the Earth more than half billion years. That is something!

Breaking barriers with open-plan living

Picture this, you're coming back home from a long day's work, pushing the door open, expecting the usual maze of partitioned rooms, low light, and shadows. But, today, it's different. Today, you walk into a stunning, expansive, and brilliantly lit space that simply takes your breath away. Welcome to the transformative power of open-plan designs.

Historically homeowners have been drawn to the segregated comfort of room-based living. However, over recent years, the rise of the openplan design, a concept that is redefining homes, creating a new harmony between architecture, light, and space.

You see, walls aren't just physical barriers, they're visual barriers too. When you remove them, something magical happens. The room isn't just 'bigger', it's transformed into a multifunctional space that’s part kitchen, part living room, part dining area, but wholly refreshing.

This removal of partitions allows the home to breathe, to grow, and to adapt to the rhythm of life that is uniquely yours.

At the end of the day, an open-plan design isn't just about tearing down walls, it's about creating a sanctuary that brings family closer together. It's about transforming a house into a home, and it can be easier than you might think.

There are plenty of experts, all of which are capable of carrying out the work. But the important thing is finding the right one for you, and that’s where the anxiety often kicks in!

Whilst the process is normally relatively simple, there are still quite a few moving parts – from structural calculations, obtaining planning permissions (if extending the property), carrying out the work, delivering the finishing quality you expect and all within budget. All homes are different so your potential might not be obvious, so get in touch with your local architect today to discuss what options you have available.

A Rough Guide to Planning Permission

Ensuring building & development is controlled & sustainable

When considering any extension or home improvement, always consult a professional and get official advice from experts. Here are some key points regarding planning permission in the UK.

1. Planning permission is required for most forms of development, including new buildings, extensions, and alterations as well as change of use.

2. Minor changes may fall under permitted development rights, which allow certain types of development or change without any need for formal permission. Check with a professional.

3. The Local Planning Authority (LPA) grant permission. They are usually part of the local council. Each LPA has their own Local Development Plan which sets out policies and guidelines.

4. Planning applications must be submitted to the LPA. The application usually includes architectural and site plans and supporting documents describing the proposed changes.

5. The LPA has to consider various factors including impact on the neighbourhood and local environment, disturbance to neighbouring properties,

infrastructure, and making sure the plan complies with local policies. Also whether there have been any public objections.

6. The LPA can grant planning permission with or without conditions, refuse permission or defer a decision. Permission may be temporary or permanent or subject to renewal after a specified period.

7. In certain cases, the LPA require a public consultation or notification, allowing residents to raise any concerns. Stakeholders can also be involved at this stage in planning larger or more controversial developments.

8. If planning permission is refused or granted with conditions that could be deemed unfavourable, applicants have the right to appeal. The Planning Inspectorate are an independent government body who review cases. During the appeal, any additional information is gathered and a planning Inspector makes a final decision.

Please note that regulations vary between different regions within the UK so you should always seek professional guidance.

Transforming access to life saving treatment. By Lynn Smith

Diarrhoea is the second biggest killer of children worldwide, around 500,000 die per year. Even though the efficacy of Oral Rehydration Salts (ORS) given with zinc, has long been recognised as a simple solution, 85 percent of diarrhoea cases are not treated with ORS and zinc. The problem, it seems, has been getting the message and the anti-diarrhoea kits out to those who most need them.

In 1986, Simon Berry OBE and his wife Jane were working on the British Aid Programme in north east Zambia. Simon had spent twelve years working on the programme and he and Jane had three children under five years old. They were shocked to learn that, amongst their Zambian peers, one in five would die of simple causes, like diarrhoea, before their fifth birthday, and the couple resolved to do something about it.

Thus, the idea that became ColaLife was conceived. Although Simon Berry tells me, “This was before the internet and we had no phone in NE Zambia. So, it incubated for a while.” Then in 2008, their youngest child left home and Simon and Jane went to Facebook to publish their basic idea: “The co-distribution of medicine with CocaCola, making use of the unused space between the bottles.”

A question posed by Simon - “Why is it that you can get Coca-Cola wherever you go in the world, but you can't get life-saving medicines?” – gave the charity its name.

“The idea,” Simon says, “went viral.” Throughout 2009-10 they approached existing global child health organisations with the objective of them taking on ColaLife’s idea and network but found little interest. Then in June 2010, Simon and Jane gave up their jobs to focus on raising the funds necessary to test out their proposal themselves. In 2011 ColaLife was granted charitable status and, following successful fund-raising, in December 2011 they ceased to be volunteers. In 2019 the World Health Organisation (WHO) added copackaged ORS and zinc to its Essential Medicines List. By the end of 2020, sales of the kit reached 1.36million, which represents nearly 1.36million lives improved, with the Zambian government being the largest customer for the co-pack.

“Building an impact that lasts way beyond our

Now living in Coldwaltham, Simon tells me that he and Jane have carefully built the organisation’s guiding principles, the key one being that they do nothing that requires them to be a permanent part of the solution. The couple’s withdrawal from the organisation has been planned from the outset, so that, “Things will not collapse when we leave.” ColaLife also, “Respects and works with existing local organisations and within local systems, customs and procedures.” And, “Working in partnership, around an agreed mission not around us or a pot of money. This helps the partnership survive without us and deal with blips in funding.” Interestingly, the principles suppress the brand itself, as Simon says, “Our presence is only temporary. Parents in Zambia have never heard of ColaLife.” The Commercial format of the anti-diarrhoea kit is branded as Kit Yamoyo (Kit of Life) and there is a governmentbranded version too.

Established a high-level engagement with the Coca-Cola Company

As the initial idea behind CoalLife was to codistribute a pack containing ORS and Zinc, using the unused space – the spaces between the bottles - in Coca-Cola crates, establishing highlevel engagement with the Coca-Cola Company

Simon Berry OBE

was imperative. Through this process the organisation learnt how, “Coca-Cola gets their products everywhere. Put simply: they design aspirational products and then market them directly to consumers; they then put their products into the distribution chain at a price that enables everyone involved to make a profit while at the same time ensuring that the product has a retail price that is affordable.”

Simon applied these same principles to an antidiarrhoea kit. “Although our initial focus was on the private sector, the Zambian government took on the product and now distributes it free at health clinics as well.” He also emphasises that, “The Coca-Cola Company’s involvement was during the pre-trial phase and was advisory; they never asked for anything in return, and we did not receive funding from Coca-Cola.”

Extending global reach

After the scale-up in Zambia, Simon says, “We looked at how we might have a global impact and decided this would be best achieved by changing the WHO guidelines for diarrhoea treatment. As always, we worked through other organisations and in partnership to achieve this. Since 2019, in response to our application, the

WHO now recommends that ORS and Zinc are co-packaged for the treatment of diarrhoea in children. In 2021 we co-founded the ORS and Zinc Co-pack Alliance (ORSZCA) to accelerate the uptake of this new recommendation by national governments.”

A husband-and-wife team

Simon tells me that for the trial and scale-up in Zambia, ColaLife received ‘project funding,’ i e funding directed to a specific project but that the organisation now benefits from ‘Strategic funding,’ which allows funds to be used in a way that the organisation feels most useful – within

2

Kit Yamoyo (Kit of Life) promotion & Zambian children

agreed parameters. “This Strategic funding,” granted from the private, Isenberg Family Charitable Trust, “Has,” Simon says, “been absolutely crucial to our success.”

In terms of staffing, the charity is just Simon and Jane. “There are no additional staff and never have been.” Although ColaLife does use volunteers, who, in the past, have helped with product design, graphic design and data visualisation.

“Currently,” Simon says, “we are looking for a data analyst to help us with two more papers aimed at the academic press.” In terms of governance the organisation has a volunteer board that currently has five members.

Thousands of people have contributed to ColaLife

In recognition of his work, Simon was awarded an OBE in the 2023 new Year’s Honours List for Services to Global Child Health. However, when I congratulate him on his achievement, Simon is keen emphasis that ColalIfe’s impact is not just down to one man.

“ColaLife has won many awards over the years including ‘Product Design of the Year’ in 2013 and the ‘GSK / Save the Children Healthcare Innovation Award’ in 2015. These help enormously with profile and credibility. The 2015

award came with £300,000 which enabled us to leverage the additional funding we needed for the scale-up in Zambia.

“Awards bestowed on me personally I am hugely grateful for but are a bit more problematic. Thousands of people have contributed to the impact that ColaLife has had, it’s not just been down to me.” Amongst those contributors is Jane Berry, who Simon says, should have a fifty percent share in his OBE.

A charity that has achieved what it set out to achieve …

ColaLife has faced many challenges over the years, “But nothing that we’ve not been able to overcome.” Simon acknowledges that funding is always an issue with charities but that ColaLife has mitigated this by keeping small, agile and sharply focused on a single issue. Plus it has never had premises to maintain. At the end of this year ColaLife will close down gracefully having achieved what it set out to achieve (and a lot more).”

The perils of speeding

Fines of up to £2,500 and instant bans can be levied

Getting caught speeding can lead to fines, penalty points, speed awareness courses or even driving bans depending on the severity of the offence. For minor offences, the police have 14 days to issue a Notice of Intended Prosecution.

Drivers may be offered a speed awareness course, which involves paying to attend a half-day session, instead of getting points on their licence. Whether this is offered depends on the police force.

More serious speeding offences over 10% plus 9mph of the speed limit rarely qualify for awareness courses. The minimum penalty is a £100 fine and 3-6 penalty points. Not responding to the police within 28 days can lead to the matter going to court. Very serious offences go straight to court, with fines up to £1,000 or £2,500 on

motorways. 12 points in 3 years leads to disqualification. Instant bans are only considered for significant speeding, like over 51mph in a 30 zone or 85mph in a 60 zone.

Bans range from 7-56 days but can be up to 120 days, after which driving tests may need to be retaken. Courts consider road conditions and consequences of lost licences. In summary, minor speeding may lead to awareness courses while serious speeding leads to large fines, points and potential driving bans. The courts do have some discretion around driving bans which could include factors such as if you were speeding for an emergency or if losing your licence could cost you your job.

Halnaker Mill

Halnaker Mill is set 420 feet high on an outlier of the South Downs, it remains a major landmark even if no longer in use. From this high point, there are unrestricted views over the four miles to Chichester, and outlying villages.

Historical records suggest that a windmill was sited here in 1540 by the Duke of Richmond in order to operate as the fuedal mill for the Goodwood Estates. In 1740 a postmill was replaced by the tower -mill. The present construction is described by the experts as a tower-mill with hand wheel winding, built of bricks faced with clay tiles and has a restored timber beehive cap and four sweeps; indeed, it is claimed as the oldest tower-mill in Sussex, dating from about 1750.

A miller's cottage was built to the west of the windmill. The last milling family was that of Watkins, who worked the mill and lived in a mill house close by from 1868 until 1905 when lighting split the mainshaft carrying the sweeps and rendered the mill unusable.

No repairs were made and the mill became derelict. In 1934 a major restoration of the outside was carried out by Neves of Heathfield as a memorial to the wife of Sir William Bird, the owner of Eartham House. The damaged wooden windshaft was removed and an iron one, specially extended to fit, was put in from Punnett's Town saw mill near Heathfield. New sweeps were also fitted. Before 1934, when it was derelict it was apparently filled with chalk. Inside it is a hollow shell with the beams for two floors in the tower, and the cap is floor-boarded throughout. The cap has an exterior platform at the rear facing inland. This was used by the Home Guard as an observation post.

The windmill was damaged by the military during the war years. However, since time immemorial, the locals of Chichester, and outlying villages would take their pleasure walks (as many still do

nowadays) up through the sunken lane to Halnaker Mill. This much favoured local outing is mentioned in the (unpublished) memoirs of thelate Nellie Barclay, who lived in the Almshouses in Oving up until 1922.

Here is an extract from her notes taken from when she was around 12 years old in 1914:“Spring was the time that I liked best, for then I could go for long walks and gather flowers. One Easter I had a great treat, I was taken by donkey cart (driven by an old gentleman who my granny knew) to Halnaker windmill. There was an old lane which led up to the mill and each side of the lane sweet violets grew in abundance, one side was white violets and the other side was blue. I brought home several baskets filled with these beautiful flowers, and they were bunched up and put in water and then made into a cross for the lectern in [Oving] church on Easter Day; there was enough to do the top of the font. We put moss round the top first and put the bunches of violets in among the moss. I went to church with my granny morning and evening and I also sung in the choir.”

Lorna Wishart of Binsted

and intellectuals. In 1928 Douglas bought Marsh Farm, and later Binsted Wood and Binsted House, to protect Binsted Woods from unacceptable development.

While researching the village of Binsted I came across Lorna Wishart (1911 2000), born Lorna Garman. She was the youngest of nine children. All seven sisters were strikingly beautiful, artistic, wanton. Their father, Walter Garman, was a doctor in the Midlands, who died in 1923. This meant that Lorna could leave her hated boarding school, and instead roar about on the back of boys’ motorbikes. Her elder brother Douglas, was educated at Rugby School, and read Law at Cambridge, where he made friends with Ernest Wishart (‘Wish’).

Ernest Wishart was the eldest son of Sir Sidney Wishart, the immensely wealthy head of the insurance company, General Accident. In the 1920s he moved to Binsted as a gentleman farmer. It was at Church Farm in 1925 that Lorna, aged 14, was introduced by Douglas to Ernest Wishart. Soon she seduced him on a hayrick, married him when she was just 16, and bore their first child, Michael, a year later. She and her husband led a Bohemian lifestyle at their household in Brunswick Square, Bloomsbury, surrounded by artists

In August 1937 Lorna came across a young man aged 23 playing his violin on a Cornish beach. ‘Boy, come and play for me’, she said, and he did. It was Laurie Lee, the poet, and soon they became lovers. When Lee went off to the Spanish Civil War in 1938 she sent him £ notes drenched in Chanel No. 5 perfume. Their child, Yasmin, was born in February 1939. In the autumn of 1940, during the War years, Lee rented a green caravan, for seven shillings a week, up on the Downs just under Chanctonbury Ring. Lorna would drive there in her chocolate-brown Bentley, after having first put the children to bed. Later, Laurie Lee took a cottage in Bognor Regis. Yet, in 1943, Lorna left Lee for Lucian Freud, the painter. She was ten years older than him, and again she became his muse. He styled her in his paintings as ‘The Girl with Daffodils’ in 1943, and ‘Woman with a Tulip’ in 1945, She, in turn, sent him a dead heron, and later a zebra’s head, to insert into his paintings. And then, at the end of the War, aware that Freud had taken a new lover, she went back to Ernest, becoming his wife again.

After that, Lorna stayed local at Marsh Farm, Binsted. She burnt her letters and gave away her jewellery. She became a Catholic in 1950, attending Mass daily, and built a life-size shrine to her mother at what became known as the Madonna Pond in Binsted Woods. After a car crash in 1996, she became quite reclusive, and died at the Walberton Place Nursing Home in 2000. Everyone remembers her as a force of nature. I look at her photograph, and can understand why so many fell under her beguiling spell. I certainly have.

Are you ever too old to strength train?

Personal Trainer

Age means a natural reduction of the amount of muscle on our bodies, which means a reduction in our strength too. Of course, this means a change to your figure, but more importantly less strength also means decreased motor control and balance – which means higher chances of falling. Strength training can reduce your risk of injury in general by maintaining and improving your strength and coordination.

Age impacts our brain too as brain function declines. After 40, our brain function declines by about 5% per decade, and accelerates once we hit about 70. While there are no definite numbers, it has been repeatedly shown that those who maintain their fitness see markedly less decline in brain function.

When you’re starting strength exercise, or you’re going back to it after a break; there are a few things to keep in mind (regardless of your age):

• Start light. Don’t let your mind convince you that “some is good, so more must be better”. Start easier than you think you should. Gain confidence and skill before making things harder.

• Keep the intensity low. It’s always better to do less and to do it consistently, than it is to go all out too quickly or too often and hurt yourself.

• Work on mobility. The older you are, the more likely you are to have some kind of injury or postural deficiency which makes some positions harder for you to achieve. Keep working on your mobility.

In summary; you are never too old to improve your strength – it is inactivity that we should be wary of! www.fitbiztraining.co.uk

Midhurst C of E Primary School

Midhurst Primary School (MPS) 50th celebrations

On Friday 30th June, Midhurst Primary School celebrated 50 years of MPS history on our current site at Ashfield Road in Midhurst. MPS moved from the Half Moon School half a century ago – as recorded in our school log book. We interviewed former staff, pupils and parents and even a headteacher about their memories of the last 50 years of MPS. Each year group took a decade each and researched it in order to create historical displays. This was collated into a Midhurst Primary School Museum in our school hall.

The sensory garden, decorated with our commemorative tree cookies and the totem pole were unveiled in celebration of such an auspicious event. Our guests joined us for a FAB assembly, which felt hugely nostalgic, with Mrs Rhian Parry playing the piano and Father Andrew Cunnington leading us in a prayer. Children were able to look through artefacts and sources from the past creating enquiry questions and finding out answers through their own research. They

also created an online survey for anyone with memories of the school to write in and share with us.

The children were very excited to find family members in the school registration book – all handwritten without a single bit of word processing in sight! All in all, we had an absolutely splendid day perfectly encompassing our mission to celebrate and commemorate 50 years of education at Midhurst Primary School. Now here’s to the next 50 years…

Midhurst Rother College Year 10 maths challenge

8 of our MRC’s most able Year 10 mathematicians visited Winchester College to take part in the Win: Coll Year 10 Maths Challenge. Competing as two teams of four against teams from other schools local to the College, they took on four seriously brain challenging rounds.

Group Round - 40 questions in 40 minutes, how best to share these among the team for the highest number of correct answers.

Maths Factory Round - 8 questions each one given to the team 4 minutes apart over 32 minutes, but you could only have 2 questions on your table at any one time.

Crossnumber Round One pair had the across clues, one the down, many interlinked clues and answers. Students had to work together to solve the whole puzzle.

Shuttle Round - 4 questions answered in turn between pairs but the answer to the first question was needed for the second and so on.

They didn't win overall but they did us proud and had an enjoyable afternoon of Maths, plus there was a lot of delicious cake on offer to keep them energised!

Could you answer any of these questions?

Hilaire Belloc - The Politics of Living

“A complex man” a new book on the famous poet by local author

Today Hilaire Belloc is remembered for his outrageous verses for children and his moving and poignant poems about the landscape and people of Sussex.

Local author and historian, Chris Hare, has recently published a new book on Belloc, showing there was much more to him than poetry. He was a complex man with deeply held beliefs, whose brief but tempestuous career in politics ended with disillusionment. His warnings about the growing power of the financial and banking system, the dangers of big government, and threats to the environment, all appear very prophetic today.

Chris has very personal reasons to be grateful to Belloc, which he discusses in the introduction to the book.

Available to purchase from Arundel Museum, Mill Road, Arundel, Petworth Bookshop, Golden Square, Petworth; Steyning Bookshop, High Street, Steyning; Worthing Library, Richmond Road, Worthing; or direct from Chris, send an email to: sussexhistory.hare@gmail.com

i) Condition 4. After hearing the representations from the public outlining their objections and concerns, there was a lengthy debate and Members resolved not to adopt the Planning Adviser’s recommendation to vary condition 4. It was then further resolved to raise an objection

to the variation of condition 4 due to the harm to the tranquillity of the conservation area and harm to residential amenity.

ii) Condition 16. Members heard further representations from the public who outlined their specific concerns and objections.

After further debate it was resolved to accept the Planning Adviser’s recommendation as follows: Objection. Condition 16 is precise and enforceable and thereby provides effective protection for residents against noise disturbance. The Noise Management Plan, although welcome as an additional measure, is not sufficiently precise for the LPA to determine a breach of planning control in respect of noise, or to enforce against it. Therefore Condition 16 must remain in to prevent unacceptable harm to residential amenity.
