SUSSEX LOCAL

Seasons Greetings!

HELLO! Christmas happens at the same time every year but we still seem to rush around at the last minute to get ready - at least we do in our house! Winter solstice on the 22nd of December is the shortest day and has been a traditional time for gathering together, feasting and some cultures light fires to celebrate the coming of lighter days. Our charity profile this month is on the Young People’s Shop. Based in Chichester but offering confidential emotional support to young people across West Sussex. With increasing numbers of children refusing to go to school and more young people suffering from anxiety and depression this is a valuable service in need of volunteers, trustees and of course donations.

Quote of the month...

"Blessed is the season which engages the whole world in a "B conspiracy of love." - Hamilton Wright Mabie

FREE first-class speakers for your talk The Rotary Club of Chichester has been going strong for 102 years. We have noticed that many clubs and organisations struggle to find good speakers who often command high fees. Rotary are offering to provide first class speakers with their own equipment at no charge who can also stand in at short notice. The talks will have universal appeal to all clubs, societies and organisations. Ashdown Vale allotments Once tomato greenhouses, Ashdown Vale estate now has attractive homes and an allotment site in Barnham. However, as residents moved in, the allotment site became overgrown with weeds. In 2022, residents took action and began the allotment community project. After extensive research on governance and set up processes, the Ashdown Vale Allotment Association was formed with

National Allotment Society support. A major hurdle was securing a lease from the m a na g e me n t company owning the land, still directed by developer employees years later. Finally resident directors were appointed and a lease secured in 3 months. With limited funds, clearing the heavy weeds for cultivation was challenging. Fortunately, support from Tivoli Services, local businesses and volunteers enabled site rotavation and path/plot marking. The allotments opened in September to great excitement as the community began cultivating. Though still developing with future plans for water, communal areas and more, the creativity and passion of plotholders has already made the journey rewarding. Painted Lady butterfly

Painted Lady migration patterns and other migratory insects Something to look forward to and appreciate next Spring. Every year, Southern England becomes the stage for a remarkable sight when 3.5 trillion flying insects, equalling the weight of 20,000 reindeer, migrate across the country. Among these insects are the Painted Lady butterflies, the subject of recent discovery among scientists and butterfly enthusiasts. The Painted Lady butterfly (Vanessa cardui) has a 50-56mm wingspan and often populates dry open areas. You will see them on your Buddleia or Lavender. Every spring they journey from their overwintering grounds in North Africa and the Mediterranean region to the UK. These butterflies have average altitudes of 500m, can reach 30mph in favourable conditions, and do a 9000-mile round trip from Africa to the Arctic Circle!

For many years it was a mystery where Painted Lady butterflies went in the autumn, whether they died in the UK or made a return journey, as they fly at such a high altitude and could not be seen by butterfly observers. It was recently discovered that the Painted Lady butterflies do make a return journey in autumn, returning to favourable temperatures further South. These butterflies are unique due to their migration being the longest ever recorded flight in butterflies. These migrations take generations, as they lay their eggs in the UK, and the offspring continue the migration South to southern Europe and North Africa, although not all participate, and some may not survive the harsh UK winters. How do they know when to start the migration? The caterpillars of Painted Ladies grow while the days are lengthening, to then fly northwards, and when the days shorten the butterflies know to travel south to warmer climates.

Although the migration of Painted Lady butterflies are one of a kind, other migratory insects are worth keeping an eye out for. Sometimes we experience mass migrations of insects in summer and autumn. Between 10 and 25 billion medium and large insects move back and forth out of regions in Britain. This could include hoverflies for example, where 4 billion come to and from Britain each year, and they are essential for pollination and natural pest control. December tasks • Bareroot planting - It’s the

right time to plant trees and hedges taken straight from the field. They are normally called ‘bareroot’ as opposed to ‘container grown’. They settle in nicely into the cool moist earth. • Bulbs - It is still ok to order and plant bulbs. The soil is still very warm even if the air isn’t. • Prune heavily sapping trees like Birches and Grape vines now before the winter sets in. • Harvest the rest of your root crops and lift and store your Dahlia, Canna and Ginger Lilly bulbs. • Wildlife - Don’t worry if your garden looks messy. The more mess the better for wildlife that needs a place to hide during the winter. • Leaves - However where needs must, continue to rake up leaves.

Keep the Warmth in... ...And the High Costs Out! By Nick Roberts RMR Group As the days shorten and the anticipation of festive cheer grows, consider this: the greatest gift for you and your home this year might be the gift of insulation. As November's chill wraps the UK, one can’t help thinking about this year’s challenge of keeping the warmth in and the high costs out. It's not just the winds that are changing, but the cost of energy consumption too. Regardless of how late in the year you’ve left it before turning on the heating, the coming months are always the most tiring on our homes. The cold always finds a way to expose every nook and cranny and has a horrible habit of making itself known! The unfortunate reality is that many of our homes have simply been left behind for decades whilst insulation continues to advance and improve. The good news is that modern insulation

can still be installed – a welcomed anti-inflation measure to offset those nasty bills. Solutions range from cheap to expensive, but they all make a difference to your annual bill. The single, most impactful thing you can do to reduce heat loss is to insulate your loft. Draftproofing is another cost effective solution. From there, value per option really depends on specific homes and where the most significant inefficiencies lie. Options include: wall insulation, smart meters, floor insulation, a new heating systems and replacing windows and doors. We often find customers addressing insulation issues during larger renovations and extensions but there are important factors to consider here. Some solutions are more cost effective to carry out during certain works and others are unaffected, meaning that the sooner you apply them the sooner you start saving. So, it might be worth reaching out to your local experts this year to see how you can save. www.robertsmillerredshaw.com

8 tips for first time house buyers Practical advice to smooth your house hunting journey 1. Know Your Budget: Get a clear picture of how much you can comfortably afford. Consider mortgage payments, estate agent fees, surveys, solicitor fees and an emergency fund. 2. Get Pre-Approved: Avoid being unable to get a mortgage by getting preapproved. Show sellers you’re serious and you’re more likely to get accepted. Mortgage brokers will shop around and negotiate the best deals. 3. Location: Where do you want to live? Close to work? Near family/friends? Research areas you're interested in, check out local facilities, transport links, future developments and the overall vibe. 4. Wish List vs. Must-Haves: Make a list of deal breakers you must have. It could be a garden, an open-plan kitchen or a dedicated space. A clear list will keep you focused on your house hunt - be prepared to compromise on the ‘nice-to-haves’.

5. Viewing: Take your time, explore and ask questions. Suss out and nose around the properties. Don't forget to take photos and make notes. 6. Negotiate Wisely: This is a big investment. Put in your offer and prepare for toing and froing. Keep cool, calm and collected. If the deal doesn't fit your budget or expectations, walk away. 7. Don't Skip the Survey: A home might look perfect but appearances can be deceptive. A Homebuyer Survey by a professional RICS Chartered Surveyor could reveal hidden issues. 8. Trust Your Instincts: When you walk into a home and it feels right, you’ll know straightaway. With house prices falling and no stamp duty to pay below £425k (£625k in London), this could be the ideal time to step onto the property ladder. Caroline Buist: www.abovebeyondva.co.uk

Young People’s Shop…

Offering confidential support for young people by Lynn Smith Chichester based charity, Young People’s Shop (YPS) offers free and confidential support for young people aged between 11 and 25 years, who are struggling with their emotional wellbeing and mental health. The charity’s aim is to ensure that every young person in the west of West Sussex can access the help and advice they need. Cathy Burnard, CEO of YPS, tells me that there is a mental health crisis amongst young people, with the charity seeing rising rates of school refusers and young people suffering from anxiety, depression and self-harm. The factors behind this surge are not surprising, a significant influence has been the pandemic which introduced unprecedented uncertainty, fear and social isolation. At the same time, global economic instability and job losses have intensified stress and anxiety for many. Cathy goes onto explain that the widespread use of digital technology and social media has exposed people to a constant stream of alarming news and comparison-driven content that also feeds anxiety. “This is a critical time when a young person has taken the first steps to ask for help. Soaring numbers of under-18 sought NHS care for mental health problems in 2022, but according to Public Health England, only a quarter of those who need help get it.” She quotes the NSPCC, "There has been a 33 percent rise in referrals to specialist services for UK pupils needing mental health treatment."

“More and more young people who are struggling come into YPS.” “Many young people who access our services are experiencing problems with their emotional wellbeing and mental health. This may manifest itself as depression, anxiety, anger, low selfesteem, vulnerability, isolation, self-harm, or through an eating disorder. They may be in abusive relationships (neglect from parents, siblings, partners, or bullying at school). We take many referrals from Statutory Services, including GPs and Child and Adolescent Mental Health Services (CAMHS) who acknowledge that the young person's mental health is significant enough to warrant further intervention and support from our services.”

Providing a variety of services to help young people with their needs. Services provided by YPS include - emotional support sessions, provided online, in person or by telephone. These are open-ended, meaning that there is no limit to the number of sessions a user can have. YPS also offers a free counselling service with a team of qualified and student counsellors trained and supervised to offer the best support possible. Again, users can access counselling in person, online, or by telephone. Additionally, the charity operates a drop-in service providing information and advice on any issues young people may face and can also signpost users to other specialist services. Outreach services take YPS into events, schools, colleges and universities in the community and the charity also runs workshops on topics such as selfesteem, anxiety, mindfulness, employment skills, self-care, and wellbeing. However, Cathy explains that YPS is a holistic service that doesn’t just focus on mental health. “We offer activities to support physical health and others to support creativity. Yoga, noncontact boxing, skateboarding, arts and crafts, Bushcraft, and sailing are just some activities we offer throughout the year.” Accessing the services of YPS YPS prides itself on being an accessible service for young people and young people can refer themselves to the charity, be referred by statutory bodies, GPs or through school contact. Cathy tells me that YPS has been supporting young people since 1998, when West Sussex

Council set up “Information Shops for Young People,” of which there were seven across the county, each overseen by a management committee. “The project began as part of the National Youth Agency’s initiative to provide free and confidential information, advice, support, and counselling services for young people on all matters that had importance and meaning in their lives. In December 2009, a policy change by West Sussex Youth Service dictated the closure of the Shop, in favour of merging its advice and support elements with the Connexions/Careers service. However, members of the Management Committee were passionate about preserving the project’s highly valued counselling service. They decided to maintain governance of the counselling as a separate entity, and to retain the name ‘Chichester Information Shop for Young People.’ “ With no statutory funding or premises, it was a challenge for the committee. Still the Boys’ Club in Little London supported their endeavours and identified a space in their building, which became the project’s new counselling hub. In 2012 the Shop gained charitable status and moved into a larger space in the Boys’ Club building,

enabling the project to offer drop-in information, advice and support in addition to the existing counselling service. In 2021, the charity moves to premises in South Street, Chichester and, “In October 2022, we re-branded and changed our name to the Young People's Shop.” Since 1998, YPS has been making a positive difference to the lives of the young people it supports. “The number has significantly increased over the last few years. In 2022, we had over 2,500 contacts with young people for counselling and emotional support, with an average

These numbers continue to grow.” “Outcomes of the young people we support …” When I ask what degree of success the charity has, and how that success is defined, Cathy provides some of the outcomes experienced by the young people YPS supports, including improved self-esteem, confidence and happiness, and learning self-management techniques to help with stress, anxiety, depression and other mental health issues. She tells me that progress and outcomes are measured through feedback forms. Current results indicate that after visiting YPS, 72 percent said their self-esteem improved, 76 percent felt more confident, 62 percent said anxiety levels had improved, 49 percent said their relationships and socialising had improved and 66 percent said they wanted to make positive life changes following YPS support. An independent charity, working hard to raise voluntary funding YPS is funded from applications to local community and national funders such as the National Lottery Community Fund and BBC Children in Need. The charity currently has 47 staff

members, including seven paid staff, contracted staff, volunteers and trustees. The charity is, Cathy says, “Always looking for volunteers and trustees to enrich our service to young people. For people interested in volunteering, please don't hesitate to contact YPS, outlining why you would like to volunteer for us and how you can help us support young people. “The last two years have been a difficult time for the charity sector. The current economic climate poses significant challenges for organisations reliant on charitable donations. Economic downturns frequently lead to higher demand for the services provided by charities, especially those supporting vulnerable populations like young people. This increased demand can strain resources and capability.” Cathy says that the more people who know about YPS then the greater the impact they will have on the community. “We want to raise awareness and reach potential funders and the young people we champion.” Contact: Young People’s Shop 29 South Street, Chichester PO19 1EL. Christmas at Arundel Castle By local historian Mark Phillips

The magnificent Barons Hall at Arundel castle.

History tells us that Roger D’ Montgomery started to build Arundel castle on Christmas Day 1067, the year following the Norman invasion. Arundel castle and Christmas, or rather ‘the Duke’s Christmas Party for children at the castle’ crops up a number of times in interviews that Arundel Museum conducted with local residents over the past 30 years or so. Arundel children would be invited to the castle where would be a huge, decorated Christmas tree in the Baron’s Hall along with roaring log fires and all the children were given a slap-up tea and a present. There seems to be some uncertainty when this yearly party tradition commenced, however, some interviewees seemed to think that the final one was sometime in the late 1940s or 1950s. My Arundel-born mother, Joan, told me how exciting it was as a child in the1930s to attend this ‘prestigious’ event. “Being invited to the castle always seemed ever so posh and made you feel really proud and sort of special.” Alfred Peckham (b1905) recalls: “Duke Henry was still living when I was a child, and I remember the Christmas parties he gave in the castle, for the Arundel children. On one night the Roman Catholic children had their party and the Protestants on the following night. Possibly due to lack of room but more likely to avoid battles between the various creeds.”

Every year the Protestant children would joke and say it wasn’t fair as they were always second and that they were only invited at all just to get rid of the leftovers. Alfred continues: ‘Duke Henry presided, I remember him as an imposing bearded figure .We all had wonderful presents, once I was given a clockwork motorcycle and rider which ran in circles when wound up. Regrettably I changed it with another boy for an illustrated copy of Robinson Crusoe.” Roy Wilson (b1920) remembers that, “…it was Gwendolyn, Duchess of Norfolk, who would invite our school to the castle every Christmas. You’d have a smashin’ tea in the Servants’ Hall, with crackers, and would be waited on by the castle maids. Later in the Baron’s Hall there would be a conjurer or other entertainer and then everyone would receive a present from the tree. The Roman Catholics would go on a separate night as we were not as friendly as we are now.” The tradition continued under Bernard, the 16th Duke of Norfolk (1908-1975) and his wife, Lavinia Duchess of Norfolk (1916-1995). Joan Phillips (nee Grinyer), recalling her childhood, said: “Christmas time was so lovely. All us children were invited up to the castle by Duke Bernard and Duchess Lavinia. We would be ushered into the Servants’ Hall to have our tea before being taken, almost shaking with excitement, along the corridor to the Baron’s Hall with its Christmas tree and blazing log fires. We were all given a really nice present such as a toy train, a dolly, roller skates or some other great toy.” Roland recalled: “…there were always tea chests by the door as you left the Baron’s Hall, and you’d get given an apple, an orange and a bag of sweets by the sisters of the duke. The excitement of the party was the hot topic of conversation between the children for a good week or so afterwards until someone would ask the inevitable question, ‘What present do you think we will get next year?’”

Bonham’s Field, Main Road, Yapton By Allen Misselbrook, Yapton & Ford local history Bonhams Farm At a time when our fields are fast disappearing under new housing estates, I have turned my attention to a time when some were used as venues for village gatherings. One such field, now known as Bonhams Field, was regularly used for village events. It was part of Bonhams Farm, the owners of which frequently allowed village organisations to make use of the land for a wide variety of functions. School Sports Day

School Sports - 3-legged Race

I have already mentioned in a previous article that it was highly probable that in 1919 the Peace Celebration took place in the field. Not so well known perhaps, was the staging of Yapton C of E School’s Sports Day here, permanently recorded on glass slides on one occasion c.1910, by Sidney Fletcher of Berrea Court, who was the subject of another of my articles. The photographs show children competing in various races including sack and three-legged races watched by a gathering of family and friends.

School Sports Day c.1910

Horse Show In 1951, Bonham’s Field was home to the inaugural staging of the Yapton Horse and Dog show. It was quite a prodigious event with as many as 150 horses and ponies competing in some years. Although in 1957, due to gale-force winds, only 100 horses took part. This particular event was attended by the Duke and Duchess of Norfolk who were there supporting their daughters, Lady Sarah and Lady Jane Fitzalan-

Howard with Lady Sarah winning the Junior Hitand-Hurry event. One contestant was given a special mention in a report in the local paper, and that was 39-year-old pony, Micky, once the mount of Fred Winter, the legendary National hunt jockey. In 1957 Micky was owned by Miss Heather Clay. He was thought to be the oldest pony in Britain at the time. It was also the venue of the Village Flower Show for many years. According to newspaper articles published in the early part of the 20th century, they were extremely well attended, with many sideshows and visiting bands. Farmhouse Lawns It wasn’t only the meadow that was utilised for village entertainment. In the years immediately following WW2, the Farmhouse lawns were opened up in the summer to English and American Folk Dancing. In 1952, according to a report in the Bognor Observer “hundreds of people from surrounding villages flocked to the village” for the Southdown Rangers open-air square dancers with music provided by Billy White and his Harvesters. Special guests attending were the complete cast of ‘Summertime’ from the Bognor’s Pier Theatre. New Homes Today these shows and celebrations are just echoes from the past and just a memory for some of our older villagers. They have made way for a new era in our village life, where once horses hoofs thundered and garden produce was proudly shown, new families have arrived to create their own homes and memories. Let good enough be good enough! By Heather Smith - Nutritionist & Personal Trainer Do you feel like you’re either ‘being good’ or ‘eating badly’ with very little in between? Please take this as your annual reminder that sometimes good enough is, well, good enough! Many people feel a sense of dread when they think about the food and drink around at Christmas. I think this is a real shame, and I’d really like to help you avoid that feeling this year. I’d like you to remember that we eat for lots of reasons which aren’t nutrition. Food is also a way to celebrate, a way to join together with our friends and family. Food can bring back memories and help create new ones. And so, the idea that veggies are good and mince pies are bad means that we are ignoring many of the reasons we eat. ‘Eating well’ to ‘eating badly’ is a spectrum, and you’re not always at one end or the other. It is quite reasonable to find a balance between the food and drink you want to enjoy, and the food and drink which is supportive to your health

Season's Greetings and wishing everyone a happy and healthy 2024! Look after yourselves at this time of year. Getting the decorations down from the loft, climbing ladders to reach the top of the Christmas tree or stringing those lights up. There are lots of festive mishaps which bring people to my door.

goals. This is most clear-cut at Christmas, but it is true for the rest of the year as well. Sometimes, you’ll be focussing harder on your health goals, and sometimes you’ll be focussing more on the non-nutrition reasons we eat. So, choose a few things you can do over Christmas which are aligned with your overall goal, and choose a few things which allow you to enjoy the non-nutritional reasons for eating. Homemade eggnog A traditional Christmas drink Ingredients • 6 egg yolks • 150g local honey • 500ml whole milk • 230g double cream • 1 tsp ‘Carlas Seasoning’ sweet spice blend, plus extra for topping • A pinch salt • ¼ tsp vanilla extract • 100ml Sussex spirit brandy • To serve, whipped cream Method 1. Whisk the egg yolks and honey together in a medium bowl until light and creamy. 2. In a saucepan over a medium to high heat combine the milk, cream, spice blend and salt, stir regularly until the mixture just reaches a light simmer. 3. Add a ladle of the hot milk to the egg mixture, whisking vigorously. Repeat ladle by ladle to temper the eggs. By doing this gradually will mean the eggs should not scramble.

4. Once most of the hot mixture has been used pour the mixture back into the saucepan over a low heat. 5. Whisk constantly for just a few minutes, until the mixture has just slightly thickened. 6. Remove from the heat and stir in the vanilla and Sussex brandy. 7. Pour the eggnog through a fine mesh strainer into a jug and cover with cling film. 8. Refrigerate until chilled. It will thicken further as it cools, if you prefer a smoother consistency, you can blend the mixture before serving with a couple tablespoons of milk. 9. Serve with a dollop of whipped cream and a further sprinkling of the sweet spice blend. www.mrandmrscheese.co.uk Ingredients at Village Larder - villagelarder.co.uk Weekly meal inspiration - @village_larder

The importance of being part of something I believe encouraging our children in engaging in community clean-up activities helps them become responsible, environmentally conscious, and active members of society. Being part of something motivates you to do well. Our very own ACE litter pickers helped with the Arundel clean up on a Saturday. They did a good job! It was wonderful to see just how many of our children care about their

local town and I think it is essential that we teach our children to be good citizens who helps others. ACE has a new reading dog - the lovely Bonnie! We are so fortunate that we have been able to obtain a trained and supportive reading adult and their dog to support our children. Bonnie is a Miniature Schnauzer and the wonderful volunteer and owner of this beautiful specimen is Elaine. We feel very blessed to have them at ACE. We believe having a reading dog at ACE can bring numerous benefits, including encouraging a love for reading, building confidence, enhancing reading skills, developing empathy and stress relief. St Philips Catholic Primary School Update for December 2023 Working with others Every year, our school are asked to celebrate The Mayor’s Service. This year it was celebrated in Arundel Cathedral and many of our children represented their Rainbows, Brownies, Guides, Beavers, Cubs and Scout packs by welcoming the Mayor and his councillors from the Town Hall into the church. Our school choir joined with Arundel Church of England choir to sing the song ‘Wonder’ together as part of the service. Children from both schools also wrote and read their own poem for the service. Memorial Some children from St Philip’s were our keen representatives who were there to witness the unveiling of two new benches in memory of Lady Mary and Lady Anne. The Earl of Arundel and Canon David Twinley presided.

Sports Sport continues to be a prominent feature at school, with before and after school sporting activities and competitions. We are preparing for sporting events such as Cross Country and Football this term. Our Year 6 girls are pictured above, participating in our Locality Friendly Football tournament. There were a lot of goals, wins and happy faces throughout. We also took part in the Boys Friendly Football tournament and they ably demonstrated their effort and team work. The children are enjoying the new ‘Running Club’ and it is lovely to see their stamina and sportsmanship developing week by week. www.stphilipsarundel.org.uk

Paul Ullson, otherwise known as ‘The History Man’, came to give a talk to the children about The Great Fire of London. Having visitors with specialist knowledge come to the school is an excellent

way to enhance learning and we love welcoming people in. A trip to the Planetarium Oak Class, our Year 4, 5 and 6 class started the half-term with a visit to the South Downs Planetarium in Chichester to support their learning in Science. The children were able to listen to a professional astronomer and learn some amazing facts! Educational visits are very much part of school life; not only do they support learning but are a way of children creating special memories and seeing places they may not otherwise see. Issues raised by residents included traffic, drainage, open space, Pine Close access, bridges usage, and sustainability. An environment risk assessment is in the process of being completed. A leaflet was distributed to 600 homes and there is a designated website for residents to provide their comments.

Planning Decisions

The Cala Homes development is part of the strategic Arun District Council Local Plan.

Arundel Town Council Flood advisor addresses ongoing projects Edited extracts from draft minutes of the Town Council meeting on 14th September 2023. Flood Risk Projects in Arundel Derek Waller, ATC Flood Advisor, addressed the meeting to advise that Arundel is under a high risk of flooding. Derek outlined the projects in which he is currently involved. This includes repair work on the river wall, paid for by the EA. There is also an ongoing review of the management of drainage ditches, many of which are under the responsibility of private land owners. The South Downs National Park are bidding for money from DEFRA to rewild Arun Valley. The suggestions include additional trees and peat bogs, all situated in the north of the valley. These plans, Derek warned, could open the sluices and breakdown the embankments increasing the flood risk to Arundel. Environment & Wildlife

The ongoing Greening Arundel project aims to encourage and conserve wildlife and green spaces.

Plans are in progress to install a tower at Herrington field. This will serve as a nesting spot for house martins. This is important as the area has seen a huge decline in house martin population, over the last 10-15 years. The Terra Cycle stall at the Arundel Farmers Market has been very successful, continuing to collect a huge amount of plastic.

Finances Energy costs are anticipated to be above budget, but additional income from weddings and events, plus the saving in interest on the Public Works Loan, means that the Council expect to be broadly aligned with budget at the year-end. The Mayor, however, reminded Councillors that we had budgeted a deficit of £24,583 for the Financial Year. While it had been hoped that this would be clawed back through additional income, the Mayor has advised that any deficit could be supported by the general reserve. arundeltowncouncil.gov.uk

Yapton Parish Council Update for December Edited extracts of the draft minutes from Council meeting conducted on 25th September 2023. Parish Council The Parish Council will make an application to the Arun District Council requesting that the District Council conducts a Community Governance Review with a view of increasing the number of Parish Councillors elected to represent the residents in the Parish of Yapton. The Council also considered whether the current operating structure of the Parish Council is the most effective in carrying out the functions and services it provides. The Council needs to define what the Parish Council is seeking to achieve and this could be done by setting Priorities with a Mission Statement, Aims and Objectives. Defibrillators A letter from the Minister for Health and Secondary Care, Will Quince MP, was discussed. This regarded the registration of defibrillators on ‘The Circuit’: the national defibrillator network database. The Parish Council discussed the merits of acquiring and siting a 24-hour accessible defibrillator in the Parish. They

will investigate possible locations for this. It was reported that the defibrillator located in the Village Hall was failing and that the outside of the Co-op Shop on Main Road could be a suitable site for a new accessible machine. This was also discussed by the Village Hall Management Committee. Anti-Social Behaviour The Parish Council discussed the recent bout of anti-social behaviour in the village and the poor response from the police, including the local PCSO. It was suggested that various links to Anti-Social Behaviour agencies could be placed on the website and the Anti-Social Behaviour contacts be sent to all parish councillors. Eco Group Councillor Mark Andrews, who has been leading the newly-established Yapton Eco Group, reported that preparations were well in hand for Spring planting, and that works had been carried out to improve the brick bus shelter on Bilsham Road. Work to tidy the border around the play area was also discussed. www.yaptonpc.gov.uk

Walberton Parish Council Update for December 2023 Extracts from the minutes of the Finance and Legal committee meeting (3rd October) A presentation was made by Sean Harvey, the Arun West Community Warden now covering our Parish. He advised what he can do to help the community including addressing antisocial behaviour and environmental issues such as dog fouling or fly tipping. An aim is to provide a reassuring, regular, uniformed presence in Parishes. His activities will be publicised so residents are aware of support available. The current financial situation was reviewed and the external auditor’s report noted. A CIL payment is due to the council. The nature and any alternatives to the Public Sector Deposit Fund will be researched.

Parish Council assets and liabilities and current contracts are under review. Progress on the cycle path options was presented and options discussed to link the Walberton and Fontwell paths. Further safety measures on existing cycle paths will be considered. Residents will be approached along Copse Lane to gauge their views on improving the road surface there in addition to it gaining a cycle path. Work continues on the Fontwell Meadows Community building. Arun District Council will be contacted for advice on the section 106 agreement and land ownership. A GDPR training session will be arranged for all members. The Clerk’s attendance on an ILCA course was approved. The use of noise monitoring and detection cameras to identify conveyances causing nuisance levels of noise in residential areas was considered. Further research will be undertaken. www.walberton-pc.gov.uk
