November is a busy month with Guy Fawkes night on Sunday 5th and Remembrance Sunday on the 12th. Many local communities will gather to watch armed forces personnel, cadets and members of the Scouting organisation parade and lay wreaths in memory of those who have lost their lives in the line of duty.

Our charity article this month is on Carers Support West Sussex. An esteemed organisation doing so much for the many unpaid carers in our community. If you know of a West Sussex charity in need of recognition please get in touch. All charity articles are offered free of charge and promotion in these pages not only raises awareness but can lead to much needed donations.

Once established, the South Downs woodland initiative will contribute significantly to the UK's journey to achieving Net Zero by using woodland creation to sequester greenhouse gases. Aldi stores in Sussex donated 28,000 meals to families in need over the summer school holidays. All of its Sussex stores supported local charities and foodbanks during a period of increased demand by redistributing surplus food via community giving platform Neighbourly. West Sussex County Council have completed a £1.8m surface dressing treatment programme on 44.5 miles of roads. 20.6 miles of roads were also treated with a surface sealant which will prolong the life of the dressing on roads. Bulbs- a guide to a colourful Spring garden When a client asks me to design a garden with all year colour, my first thoughts are normally-“Right, lots of Spring bulbs so that the rest of the beds can be taken up with Summer and Autumn flowering plants!” They are the most efficient way to have colour from January to May without taking up too much space and bulbs can be planted in areas where the trees haven’t come into leaf so they survive where other flowering plants can’t. Planting Advice and Care The packet that the bulbs arrive in will normally tell you the depth and spacing for planting up. If you are planting in clumps dig a whole section of the bed up of about 40cm in diameter rather than try to plant them individually. Bulbs as a rule need very well drained soil so if you are in a lot of clay really prepare the soil well with grit and organic improver and even then you will have to experiment with what survives. If you have planted in pots make sure they don’t dry out which is possible if we have a dry Autumn or Winter. Bulbs like a mulch feed whether in pots or in the open ground so this can done now after you have planted them. If you deadhead the old flowers once they have finished then you will stop the plant having to produce seeds which can weaken it. Most people though like to leave the old seedheads of Alliums to dry out as they look very sculptural over the Summer and Autumn. Lastly if you leave the foliage to die back naturally then more of the energy of the plant can return to the bulb increasing its health.

History of the Vandalian Tower By local historian & artist David Johnston the largest joints could be cooked. In an upper room, windows commanded extensive views to the north, south and west. Here the company would enjoy the distant prospects, while discussing the talents of the Uppark cooks. In Regency days the feasts were on such a gargantuan scale that it was said that diners had to be trundled down the slopes in wheelbarrows back to the house to sleep.

Vandalian Tower - as it looked when first built -1774

Perched on the knoll of Harting Hill, (a few miles west of Midhurst) stands the solitary ruins of The Vandalian Tower. The architect Henry Keene, is shown in the illustration, comparing his design of the Tower with the completed building, commissioned by Sir Mathew Fetherstonhaugh in commemoration of the purchase of a large tract of land in the valley of the Ohio. The purchase however, turned out to be a barren acquisition to Sir Mathew, who lost the whole of it during the American War of Independence; so that the Tower eventually became a memento of an unfortunate speculation.

This Gothic Tower is built on a site that can be seen from far and wide, the place chosen being to the north of Sir Matthew's beloved Uppark House. A little compass drawing among the papers of the period shows with what meticulous care the geographical position of the Tower had been planned for the best views over Sussex, Hampshire and across the sea to the Isle of Wight. For many years it was the favorite resort for pic-nic parties who visited the Park. The Vandalian Tower was built of brick with stone Gothic pinnacles. The upper apartment had a neatly decorated ceiling, principally lighted by three large windows, partially filled with stained glass. A kitchen was provided on the ground floor, with a commodious fireplace where

Sir Matthew did not live to see the fruition of his building plans. He made his will on his deathbed, on March 19th, 1774. His directions were:- “That he be buried at Stanford-le-Hope where Sir Henry Fetherstone is buried. That his funeral be private. That Lady Fetherston's Jointure be punctually paid and £200 p.a. added to it and £3,000 paid her to be at her free disposal. That Lady Fetherstone and Benjn Lethieuller her brother have the care of his only son Henry Fetherstone till he comes to the age of twenty one years and that his said son be his sole heir and residuary legatree. That a year's wages be paid to all his servants over and above what may be due to them at his death. The mark of Sir Matthew Fetherstone signed this 19th March 1774 in the presence of Thomas Moore, Edward Pyke, H. Lasccelles. In 1842, the Vandalian Tower was reduced to its present ruinous state by a deliberate act of incendiary, attributed to a gang of notorious poachers from an adjoining parish, whose frequent raids in Harting covers had more than once brought them under the unfavourable notice of the magistrates. Carers Support West Sussex…

Offering support to unpaid carers in the county. By Lynn Smith NHS England, defines a carer as “Anyone, including children and adults who looks after a family member, partner or friend who needs help because of their illness, frailty, disability, a mental health problem or an addiction and cannot cope without their support. The care they give is unpaid. Carers Support West Sussex (CSWS) is the amalgamation of three organisations who saw fit to become one. Registered with the charity commission in 2008, the charity is now fifteen years old and has been growing from strength to strength as the need for support of carers has grown. Sonia Mangan, CEO of Carers Support West Sussex, says that there is a nationwide need to provide support to these carers. CSWS is West Sussex’s support for those who are caring for someone. The charity is dedicated to offering unpaid carers the information, guidance and emotional support they need, whether the individual’s carer journey is a sudden responsibility or a lifelong commitment. “It’s (CSWS) aim is to deliver a well networked and supportive approach to each carer in the county, in the city, town or village in which they live, providing local solutions to family and friend carers.” Why is the charity necessary? Carers UK has provided key national facts that give context as to why the charity is needed: Over the period 2010-2020, 4.3 million people became unpaid carers – 12,000 people per day (Petrillo and Benett, 2022); fifty-nine percent of unpaid carers are women (Census 2011), women are more likely to become carers and to provide more hours of unpaid care than men, and more women than men provide high intensity care at ages when they would expect to be in paid work (Petrillo and Bennett, 2022). Also, one in seven people in the workplace in the UK are juggling work and care (Carers UK, Juggling Work and Care, 2019) and between 2010-2020, people aged 46-65 were the largest age group to become unpaid carers. In fact, 41 percent of

people who became unpaid carers were in this age group (Petrillo and Bennett, 2022). CSWS offers guidance and practical and emotional support Accessing this support, Sonia Mangan explains, begins with the carer making contact or being referred to CSWS, by a professional who has recognised a need for support. The carer discusses their caring situation with a wellbeing worker who can assess the best course of action. The charity doesn’t subscribe to the belief that one size fits all. In fact, they believe that every caring situation is different and should be treated with the respect and dignity deserved. One way of achieving this aim is via a statutory carer assessment. The purpose of this assessment is to determine the help and support which could be provided to the carer, which may include access to equipment or services offered by the council. During the assessment, common topics of discussion include: The carer’s role and how it affects their life; how the carer feels about caring and the options available; and the carers health and wellbeing, including physical, mental and emotional problems the carer might be having. The assessment will also discuss the carers relationships, social life and recreation, as well as employment, training, studying and volunteering, and planning for emergencies. All the support on offer to carers is completely free of charge. If a carer would like to join a carer group – whether that is face-to-face or online – or If they wish to receive carer benefits advice, or arrange for a

volunteer to do a regular check in and chat, all they need to do is register with CSWS. A twenty-six percent increase in carer registrations CSWS has over 30,000 carers registered and has seen a staggering twenty-six percent increase with them. During 2022 – 23, 5,301 new carers were registered with the service. And, according to the charity, the number of monthly registrations just keeps climbing and climbing. The charity points those carers who are new to caring, or those looking for more information, to the Carers Smart Search, accessed via the CSWS website. This simple tool takes a couple of minutes answering questions and guides the carer to the information they’re seeking. If the carer cannot find what they’re looking for a phone call to the charity should provide them with the help they need. Defining success CSWS’s vision, Sonia Mangan says, is to bring the day forward when family and friend carers are seen, heard, and included. During 2020, the charity’s trustees, employees and volunteers worked together with carers to review who CSWS

are, what they aspire to and the actions needed to achieve these aspirations. “The vision and the strategy are the driving force of the organisation. And so, success is defined by how we stack up against that vision and the six strategy aims.” There is regular consultation with carers to establish if their needs have changed, to ensure we are delivering the right services at the right time. We also constantly ask carers to give us their opinions about how we are performing. And with ninety-nine percent of carers saying they would recommend CSWS to other carers

You can find out more about CSWS’s six strategy aims from the “Our Strategy for the future” report, available on the website. Carers Rights Day – Thursday 23 November 2023 Each year Carers Rights Day brings organisations together to help carers in the local community know their rights and find out how to get the help and support they are entitled to. This year the campaign will focus on the ways in which caring costs unpaid carers. Events will be running throughout the week and CSWS encourages carers to book their places in advance. Predominately funded by local government contracts CSWS receives most of its funding from West Sussex County Council (WSCC) with the remaining funding coming from grants and other trading facilities. Currently, CSWS has 118 employed members of staff and 73 volunteers. The charity relies upon the support of volunteers who Sonia Mangan describes as “Fantastic and assist in all areas. Last year,

volunteers contributed an incredible 146,704 minutes of volunteering. The volunteer run “check in and chat” telephone befriending service provided 20,910 minutes! Which helped carers feel more socially connected. “We are in the process of reviewing our volunteer roles, but will very much be recruiting for new volunteers very soon – so keep an eye out for the roles on our website. When I ask Sonia what the greatest challenge is facing CSWS, the response she gives is, sadly, a common one amongst the charity sector. “One of the greatest challenged faced by the charity is the ability, with the resources given, to keep up with demand. CSWS wants to ensure that each carer is given the time they deserve, which may mean that waiting lists may be longer than the charity would like. Creamy baked gnocchi With seasonal squash & spinach Ingredients • 500g seasonal squash of your choice, deseeded and cut into small chunks. • 1 tbsp oil • 2 garlic cloves, crushed • 1 tsp ground cinnamon • ½ bag spinach, washed • 250g Tims Dairy natural Greek yogurt • 80g gruyere, grated • 500g gnocchi • 2 tbsp pine nuts • Seasoning Method 1. Place the squash in a heatproof bowl with a splash of water and a pinch of seasoning, cover, and microwave for 5 mins or until tender, or alternatively you can roast for 25-30 minutes in the oven with a little olive oil. 2. Meanwhile heat the olive oil in a large oven proof dish and fry the garlic and cinnamon for 30 seconds until sizzling but not coloured. Add the spinach, season and cook until wilted.

Option 2 - Make sustainable changes to your diet and exercise habits. Now, no one is going to tell you that option 1 won’t work. It will work, and it’ll work quickly. But, you’ll reach a long lasting, hard plateau fairly quickly. Then, you’ll need to cut your intake and increase your activity further and further – until you’re surviving on a tiny amount of food and spending all your time exercising. Worse, if you dare to take a couple of days off, or eat a little more, the weight will stick to you like glue. Sadly, this is a position many find themselves in.

Option 2, however, will get off to a bit of a slower start. Not much seems to happen at first but then the change starts to accelerate and snowball. This approach is much more sustainable both in terms of the habits you’re putting into place and in terms of the results you will see over the long term. It’s kind of like delayed gratification, except it’s not, because you’ll almost certainly never reach your goals with option 1. So, if you’re looking for true last-for-life results, don’t be tempted to do the most you possibly can – instead, do what is genuinely sustainable for the long term and work at consistently putting these changes into place. In November, when the nights are drawing in and we start hibernating for the winter, the RSPB Pagham Harbour and Medmerry reserves are alive with visiting winter birds. If you have not visited the reserves before, now is a great time to go. For beginner birdwatchers, identifying the different birds in the monochrome tones of winter can be confusing. Here’s a few to look out for: Waders This is an overarching term for a number of species which share many characteristics. Curlews, redshanks, turnstones, snipes, godwits and plovers (among others) are all ‘waders’ which, as the name suggests, can often be found wading in shallow waters. Waders have a range of different bills – some short and pointed, some longer, some curved like the curlew’s, all tailored for each species depending on their preferred habitat and prey. Pagham Harbour is the perfect haven for wading birds. Look out for the black-tailed godwits. With their fabulous long legs and beaks and soft greybrown winter plumage, these elegant winter visitors are likely to be migrants from Iceland. They can be distinguished by their long, straight bills – their close relative, the bar-tailed godwit, has a distinct upturn in its bill and also has shorter legs. Divers Although divers have many similarities to grebes, they are a small but distinct group of just four species, and genetically quite different. You might initially identify divers by their unusual feather structure which gives them a

more primitive look compared to other seabirds. They have long, slender bodies with legs situated at the back rather than the middle. This gives them many superpowers, for example, they are exceptionally graceful and fast swimmers and can dive down to depths of 10 metres. They can also ‘rush’ along the surface of the water with their bodies upright and, once airborne, are elegant fliers. However, when it comes to walking on land, they are not so graceful, and generally stay in the water other than to nest. The red-throated diver and the great northern diver are both winter visitors to Pagham although they stay out at sea rather than venture into the shelter of the harbour. The redthroated is the smallest and most common in British waters – the red throat only being visible in the breeding season, and so more easily identified by their white faces and soft grey cap and neck. The great northern diver looks very different – it’s is a much larger and stockier bird, slightly smaller than a cormorant, with a shorter neck and a steep forehead compared to the redthroated diver. Grebes Grebes also have feet situated towards the back of their body allowing them to be adept and graceful swimmers. In the UK, Slavonian Grebes breed on just a few lochs in Scotland, but the sea around the Selsey peninsula and Chichester Harbour has become an important wintering site for these little birds; again they prefer to stay in the waters offshore. In their fine breeding plumage, they display stunning, exotic colours of golden yellow and rich rusty reds; in the winter, they are still beautiful but a monochrome black and white. You may see them disappear under the water to feed for 30 seconds or more before popping up again. These birds are definitely happier in the water than on shore and you’ll rarely see them walking. Easebourne CE Primary School Hello from the new headteacher I am delighted to introduce myself as the new headteacher of Easebourne CE Primary School. My name is Simon Trahern, and it is with great excitement that I join this vibrant school community. I am thrilled to share that the term has started off exceptionally well, with lots of exciting activities and events already taking place. We recently had the pleasure of welcoming the grandparents of our Year 1 students into the school. Together, they enjoyed decorating biscuits, playing games, and sharing books, creating cherished memories for both generations. Our Year 2 students embarked on a trip to Pallant House in Chichester, immersing themselves in art and culture. Also, our Year 3 students had a fascinating visit to Butser Farm as part of their Stone Age project, where they experienced hands-on learning about our ancient ancestors. Our Year 5

students participated in the John Muir day, connecting with nature and developing their environmental awareness. We also had a visit from Dogs Trust, where our students learned about responsible pet ownership and the importance of animal welfare. Looking ahead, I invite all prospective parents to join us for our open day on 2nd November at 9.30am. Midhurst C of E Primary School New headteacher & summer reading challenge achievements It has been the usual busy start to the year here at MPS, welcoming back the children and some exciting and new changes under new leadership. Mr Mark Jefferson has been appointed our new headteacher and we have enjoyed showing him how our fantastic school works. Particularly fun has been showcasing how we enable children to flourish, achieve and believe in all that they do.

This has been perfectly epitomised by our intrepid and dedicated readers, who took on the Summer Reading Challenge. All of the participants were presented with their medal and certificate in Friday's traditional FAB assembly. Over the summer, the children had to read 6 books, cover to cover, and evaluate them afterwards. We are very proud of our children and strongly champion reading at all points in school. Midhurst Rother College Autumn adventures in Normandy Forty-six lively year 9 students and five MRC staff recently enjoyed a packed programme of sightseeing and activities in France.

Skies were mainly grey but that didn't dampen the spirits of our wonderful group of students. The long ferry crossings between Portsmouth and Caen were part of the fun. We could visit the onboard cinema, browse the shops, dine at the tea bar or self-service restaurant, go outside for lots of fresh air on deck, or get involved in quizzes and entertainments. Once in Normandy we enjoyed lots of activities at our accommodation centre, la Grand' Ferme; bread-making, team games, outdoor sports and card games. In the region around us we visited the American Cemetery and D-Day Museum at Coleville-Sur-Mer, the Bayeux Tapestry, weekly market at Villedieu-Les-Poeles and our favourite goat farm La Saffrie.

For many of us, the day at Mont St Michel, followed by a walk across the famous bay, back to the mainland was a highlight of the week away! On our trip, many explanations are given in French and the students are encouraged to contribute a lot in the local language. It was great to see the students grow in fluency and confidence, using their French at the market and in other authentic situations. We all took a breather from online chat and enjoyed a lot more faceto-face fun and laughter by leaving our mobile phones at home. The week flew by, and the students were a credit to our college community and their families of course. We are sure they have made some very happy memories in Normandy with their friends and teachers. www.mrc-academy.org

Chichester City Council Planning & Conservation Edited extracts of minutes of the Planning & Conservation Committee 14th September 2023 Applications for Planning Permission CC/23/01214/FUL: Priory Park Public Conveniences Priory Lane Chichester West Sussex: 2 no. additional doors, installation of defibrillator and water fountain to south east elevation with associated alterations and repairs. The City Council has no objection to this application, however, consideration should be given to the materials as UPVC is not appropriate in the Conservation Area. City Centre Pavements Update and the West Sussex County Council Timeline for Improvement Works - The Clerk advised that the following update had been received from officers at WSCC: “Following the steering group session in July and feedback from stakeholders, we continue to work on a business case to be presented at the monthly WSCC Capital Asset Board (CAB) meeting. The report will present a case to request funding for a feasibility study on the city

centre public realm. Since our last meeting we have also sent out letters to partners to request a funding contribution to the feasibility study. If the funding is confirmed, we will be able to instruct our highways consultant, WSP, to carry out this piece of work. We will provide an update following the CAB meeting/at the next steering group session on 23rd October.” The committee expressed their frustration that the project was still not moving ahead, as a number of costeffective solutions had been identified in the past. Council added that they had attended a disability forum recently and the main issue of concern for attendees was the safety of pavements and footways in the City. The Chairman advised the Committee that WSCC had published a Highways Infrastructure Asset Management Policy, Plan and Strategy (HIAM) on 11/9/23 which contained specific policies regarding maintenance of safe footways and pavements. www.chichestercity.gov.uk

Petworth Town Council East Street parking; planning applications; new bus shelter Edited extracts of minutes of the Town Council meeting 17th August 2023. SDNPA recently bought the Severn Sisters Country Park and it has been developed and refurbished for holiday accommodation. Parking issues on East Street continued, in particular two parking bays without parking restrictions. She advised that the pavements are too narrow for WSCC to erect signposts and SDNP requires planning permission for signs to be placed on buildings. A councillor said would like to find additional food outlets for the Main Town car park and suggested a Thai food outlet. She encouraged all Councillors to let her know if they had any ideas for such outlets. The Christmas Cracker working group had proposed to increase the pitch fees by £5 across all sites except for Charities which would remain at £35, and to increase the electricity charges in Market Square and in Lombard Street by £5. The proposal was agreed.

A planning application for the Square Field development, had reduced the number of dwellings initially from 45 to 36, and this time from 36 to 32. The Clerk reported that the Planning Committee had welcomed the changes and had no objection to the application. An application to develop land next to Hampers Green cemetery had come up again and that the Planning Committee objected to the application on the basis that no provision had been made for parking and the Planning Committee wished to see this addressed. A meeting is proposed with from Chichester DC in the near future to review the condition of the grounds at Horsham Road cemetery. Traffic & Highways Committee had considered a proposal to erect a bus shelter on Church Road, similar to that outside the Leconfield Hall, and that approval would be required from WSCC Highways department, although interested parties should be consulted before this. www.petworth-tc.gov.uk
