Sussex Snippets West Sussex Waste Prevention reminds residents about the importance of battery recycling - all batteries can cause fires, in refuse trucks and at waste plants, but lithium batteries are more prone and these are the ones in phones, laptops, tablets, digital cameras and hand held games. The Challenge has recently been adapted for young people with Asperger’s where the focus is on social interaction, life skills and enjoying outdoor activity. Thus far the Trust has worked with young people who, because of their anxiety, have found it difficult to leave their homes, let alone travel to Wales on expedition. Waste Collection Changes From this month Horsham District Council (HDC) will be rolling out changes to your waste and recycling collection service. Your recycling will be collected one week and your household waste will be collected on the same day the following week. Garden waste will continue to be collected fortnightly for those who have subscribed to this service. All households will have received information in mid January explaining the changes and giving each household their new personalised collection dates. There is a link to a personalised collections calendar at the foot of this article. The changes are triggered by the government’s mandatory national recycling target of fifty percent by 2020. Councils failing to meet the targets will incur financial penalties. Horsham District already recycles forty four percent of its waste but Investigations into waste collections show that, on average, twenty percent of what we currently throw away in our household waste bins can be put into our mixed recycling bin.

Advice on Cyber Security Chris White, Police Cyber Security Advisor, recently gave a presentation to the Storrington & District Business Club at Joanna’s Boutique Tearoom. Chris White works for the South East Regional Organised Crime Unit that covers the Thames Valley, Hampshire, Surrey and Sussex. The purpose and aim of the role is to present and promote cyber awareness in line with the National Cyber Security Strategy 2016 – 2021. The unit offers presentations free of charge from board level to staff training workshops to completing local awareness days and/ or conferences to present on – CEO fraud, personal and corporate security, identity thefts, latest threats and vulnerabilities, cyber frauds and scams, advice on cyber security issues and password management and social engineering with regard to reducing insider threat. cyberprotect@serocu.pnn.police.uk
Crackdown on under-influence drivers In a major Christmas-period operation, Sussex Police and Surrey Police launched a joint crackdown on drink and drug-drivers with significantly increased patrols. Under new Government proposals, motorists who cause death by careless driving while under the influence of intoxicating substances, face a maximum sentence of life imprisonment - the current maximum term is fourteen years. These plans were put forward following significant support from people including bereaved families of victims and road safety experts. Driving under the influence of drink or drugs is among the four major causes of serious injury and fatal collisions, along with speeding, not wearing a seatbelt and using a mobile device while driving. Officers carried out extensive, dedicated patrols to target offenders across the two counties between 1 December 2017 and 1 January 2018, and dealt robustly with anyone they caught driving under the influence. A total of 195 arrests were made during the campaign – resulting in 46 convictions.

Government cuts Sussex apprenticeship funding Influential business partnership Coastal West Sussex (CWS) has hit out at a government decision which could see a drastic drop in the number of small firm apprenticeships on offer in the region. Government has awarded no funding for the Universities of Chichester and Brighton to run apprenticeship schemes on behalf of small and medium sized businesses, despite an increase in demand, and the Further Education Colleges received only about fifty percent of their requirements. The South East as a whole has fared badly in the funding announcement and now CWS chairman Geoff Edwards has written to the government’s Apprenticeships Minister Anne Milton calling for an urgent rethink.
Lodge Hill’s “ChallengeU” Since Lodge Hill Trust launched their ChallengeU programme in 2014 it has gone from strength to strength. Lodge Hill is a 32 acre outdoor educational and activities centre for young people in Watersfield. The Trust provides outdoor activity based facilities for those aged 7 years old up to corporate team building. ChallengeU is a unique, holistic, outdoor activitybased early intervention programme for young people who have disengaged with society aimed primarily at
SUSSEX LOCAL any young person of concern who may have offended, be at risk of offending, exhibiting anti-social behaviour or not engaging in education between the ages of 13 – 17. Volunteer-run social enterprise SayYesMore has launched a crowd funding campaign to establish a community hub, using the unlikely shape of a London bus, the YesBus, in a West Sussex countryside idyll as a healthy alternative to city/urban living.

The “YesBus” based at Brinsbury north of Pulborough In 2012, founder Dave Cornthwaite, started sharing a personal motto. To him, SayYesMore was a lifeaffirming message, “… a reminder that small lifestyle changes can make a big difference and a gentle kick up the butt in those times where everything feels hopeless.” Research has shown that spending time in nature can improve cognitive functioning, short-term memory and creativity and Dave explains how he came up with the project: “Having lived in London for several years, I have firsthand experience of the frenetic pace of life and the impact it can have on mental health. Around one in four people in the UK will experience a mental health problem each year which is significant number – so I was motivated to establish a space where people can get away from city living, get closer to nature, and make space for new ideas. “Whether you’ve had a hard week and could do with some downtime in the country, run an innovative young company which sees the value in bonding their team in a countryside setting, or you’re a teacher wanting to give your students a special classroom for a day, we’ve developed multiple programmes to foster and incubate forward-thinking and the benefits that come from saying ‘you know what, I CAN do that’.” “It is,” Dave believes, “easy to get into a habit whereby your default response is automatically “no,” with the result that “you end up hiding away, not challenging yourself and growing stale.” Saying Yes More means people become more interesting, creating memories and learning new skills. What Dave describes as, “A call for action from anyone wanting to make life count.” Dave’s first step was to launch a Facebook page that quickly gathered followers. In 2015, following an urge to see if he could turn his Facebook friends into

Nineteen followers turned up at Liverpool Street station for the campout, and Dave discovered that they were not only real but also “nice.” Since this first campout, SayYesMore has held hundreds of events, from weekly free wild campouts under the stars - motivating, the group say, nights of inspiration and adventurous tales called YesStories to regular gatherings of all kinds including barbecues and river paddles, that encourage people to believe in their power of choice. This includes an annual microfestival called - what else - “Yestival” and an evergrowing global community with over 10,000 members. Nicknamed the YesTribe - which Dave Cornthwaite confesses sounds a bit like a cult but, as he says, “if so we’re just a very nice one” - the community is free to anyone who is looking to make life less restricted, more enjoyable, more interesting and more memorable. The aim: “… to make a culture of happy, kind, yes-people normal. To help foster dreams of living and working based around passions and hobbies, and to make sure members use their time as well as possible.” Dave’s idea was to establish a countryside hub for the YesTribe, and set about converting the YesBus. Once work on the bus was underway the search began for suitable land on which to site the finished bus/hub, resulting in SayYesMore entering into a partnership with Brinsbury Campus of Chichester College (just north of Pulborough) with a home for the bus on one of the college’s green fields. A place that would entice people away from the city into the countryside - a relaxing, safe space, overlooking stunning Sussex countryside, that would be the perfect setting for an escape. The aim for the bus was a multi-use space both to help nurture a community spirit amongst independent, creative humans and to provide a countryside escape
which would fuse the calming power of nature with the need to keep on top of work. The bus would have coworking desks, a base for inner-city kids exploring the countryside for the first time and be a “digital detox retreat” designed to improve the mental health of adults struggling with the pressures of modern society, and a memorable site for team building days. The group also wants to open up accessibility to the countryside, especially for city children who have

Smoking Spaghetti Carbonara A super easy, incredibly tasty, authentic Roman dish 4. Once your pasta Ingredients - serves 2 is cooked, remove 2 eggs 40g 'Sussex Charmer' cheese, grated 150g streaky smoked bacon (SK Hutchings meat) 200g dried spaghetti 1 plump garlic clove, crushed extra virgin olive oil plus seasoning
Method 1. Whisk the eggs into a bowl with the finely grated 'Charmer' , the crushed garlic and seasoning, mix well with a fork 2. Meanwhile pop your bacon under the grill to crisp up, turning when required 3. Boil a pan of salted water and add your spaghetti following the cooking instructions
from the heat and drain, reserving a few tablespoons of the water, as this will thicken the sauce. Immediately add your egg mixture to the pasta and stir continuously to create a lovely creamy constancy, the heat from the pasta will cook the egg 5. Paws for thought Arthritis The cold weather makes all of us more achy and stiff – and the same is true of our pets. Older dogs especially may struggle on slippery ice or mud: and running on hard frozen ground puts even Dr Julian Hoad more strain on joints. Arthritis is common in dogs and cats of all ages; but is especially prevalent in older pets. Although a variety of factors contribute to the development of arthritis, the end result is a loss of the smooth cartilage lining the ends of the bones. The bones rub together, causing pain, and the joints become misshapen and knobbly due to the chronic inflammation. Arthritis causes lameness due to pain and reduced range of movement of the joints. Affected pets are in pain all the time they are moving: they may not yelp or show obvious signs of pain, because the pain is a chronic dull ache most of the time. So: what can be done to help? Quite a lot actually. Your vet may want to take X-rays to see which joints are affected and how badly. In most cases, medication (anti-inflammatories) may be prescribed: either a short course, to reduce inflammation and pain, or

else as a long-term treatment. There are many other pain medications which can be given if these are not effective enough. Joint supplements may also be of benefit: and keeping your pet’s weight down will be very important. Physiotherapy is often a great help: sometimes you, the owner, can do this at home; at other times your vet may refer your pet for physiotherapy, acupuncture or hydrotherapy. Laser therapy is becoming more popular, with an increasing wealth of evidence to support its use. In more severe cases, surgery may be an option: either joint replacement or fusion, or cartilage implant surgery. A small number of veterinary surgeries, such as my own, are now also offering stem cell therapy. Known as regenerative medicine, this involves a small operation to harvest special cells (stem cells) from your pet, and then injecting them into affected joints. These stem cells have the ability to grow into cartilage cells that can reform the joint; in some cases completely reversing the signs of arthritis. To sum up - there are lots of options for treating arthritis and your vet will be happy to talk to you about them. Remember: lameness is always a sign of pain not just a consequence of getting old! An asbestos cement roof By Chris Ennis FRICS Only recently I was phoned by a frail elderly lady who was concerned that a rogue builder was proposing to charge her hundreds of pounds to remove and replace her garage roof. I popped round to see her and found that the work was not really required as a matter of urgency and in her circumstances, should not have been prohibitively expensive. The roof was shallow pitched with a central asbestos capped ridge and all weathered in corrugated asbestos cement panels, probably some 30 or more years of age. Asbestos was banned from use in buildings in 1999 but is still seen in many dwellings, often in rainwater goods, soffits and water tanks. Asbestos cement building materials typically contain between 10-15% of white asbestos (there are three main types), bound in a cement base. It is the fibres from the asbestos that can be a danger to health if they are inhaled so asbestos Containing Materials (ACMs) should never be abraded to create dust. In this instance the roof was leaking where metal fixings secured the panels to the roof frame, and also where the asbestos sheets overlapped. I arranged for a contractor to have the roof cleaned with a biocide to remove moss and other debris, then to apply heavy
builder’s flexible mastic to the overlapping joints. If water penetration continues, then a Asbestos coat of proprietary water proofing barrier (Aquapol or similar) over the joints should further extend the life of the roof. This repair is not expensive or time consuming, but care should be taken if climbing on to the roof since asbestos sheets can be brittle with age. Always use crawling boards. With good fortune the complete renewal of the roof might be delayed by 5 years or so. Asbestos disposal regulations allow any domestic householder to dispose of reasonable quantities of ACMs without charge if they are double wrapped in plastic sheeting prior to consignment to a local tip with facilities to collect this hazardous waste. – I believe Shoreham amenity site is the nearest. Computer Care Budget laptops by Alan Stainer You may be tempted to buy a £200 laptop, but be careful what you buy or you might find yourself with a useless piece of a tech. Chromebooks are good and reasonably priced. They manage this because they are built around web apps. That means you don’t need much storage space or processing power, because everything is done via the web. Microsoft have brought out a range of budget laptops to compete with Chromebooks. Windows was never designed to run using web apps alone and therefore requires much more space and processing power to run smoothly. A case in point, a Windows 10 laptop I was asked to look at was running low on space. It was new and still had the default programs installed. When I looked I found the hard disk only had 27.8 GBs of space in total, which is not enough for Windows, especially since Microsoft started pushing applications onto Windows 10 without user consent. While I was watching, the available space dropped down to zero bytes. There isn’t really anything to be done in that situation, other than take the device back and get a refund. We are by no means finished, yet as 2017 drew to a conclusion I received a letter from the South Downs National Park inviting me to attend one of their board meetings celebrating the work we have done here at Bury to connect the school with its environment. Each of the 15 National Parks selects a ‘hero’ once every two years and this year the South Downs chose us because of the work we have been doing to connect the children with their environment. Whilst there is still more that we can do to further enhance the quality of the curriculum we are providing, it is incredible to have this recognised by those outside of the school. We will continue to develop and improve our curriculum whilst ensuring that the curriculum we provide ensures the children are able to reach great academic heights. In a recent newsletter, I shared with the parents the story of Shaquille O’Neal from the book Bounce by Matthew Syed.
suddenly had doubts about reaching the NBA. At school he was always the best, but at the camp there were other children ahead of him. He got home from the camp and told his mother that he was having doubts about his future in the sport. She responded by encouraging him to try harder, but O’Neal was having none of it: ‘I can’t do that right now. Maybe later.’ Then his mother said the words that would change everything for him: ‘Later doesn’t always come to everybody’. These words caused O’Neal to snap back to reality. ‘You work hard now. You don’t wait. If you’re lazy or you sit back and don’t want to excel, you’ll get nothing. If you work hard enough, you’ll be given what you deserve’. For all of us at Bury, it is not about being the best, it is about being better… Being the best suggests there is an end point to our improvements, we are all striving to exceed our best and are constantly pushing ourselves to achieve greater things. For this term we will be supported by West Sussex Music Service and have been approached by the Arts Society South Downs who will be providing an artist in residence to undertake a large art project with the school and the older children will be undertaking the John Muir award looking at various local habitats. Coldwaltham School Alive with the sound of music!
Music takes a very high priority on the curriculum at St James’ School in Coldwaltham. Visiting teachers enable the children to learn classical guitar, piano and singing and a significant number of children learn the cello. All the children in Years 2,3 and 4 are currently learning to play the recorder and all the children in Years 5 and 6 are learning to play the saxophone. At the end of the autumn term, parents at the school were treated to performances by the children. ‘Music and the performing arts take centre stage in the school’s curriculum,’ explained Head Teacher Jon Gilbert. ‘As well as learning how to play an instrument and to read music, the children learn the skills of teamwork, resilience and collaboration which are essential life skills.’ www.st-james-coldwaltham.w-sussex.sch.uk

Bury Council News So the New Year is with us, and already the schools have started their Spring Term. Bury Parish Council are budgeting for the year and making plans for projects to include in 2018.
SDNP Local Plan SDNP have made a draft Local Plan which is well worth looking at and available on their website. It is incredibly lengthy, but if you look at just their key (c) Rob Farrow Creative Commons AttributionShare Alike 2.0 Generic Licence. policies highlighted in Chapter 4, you will see that they have worked hard to protect our landscapes. The first priority of the Park is to Conserve and Protect the Park. This takes precedent over their second objective that is to encourage tourism. Amberley Station timetable to include a good service on the weekends is going to be important to encourage people to arrive by train and possibly bring bikes with them.
SUSSEX LOCAL Neighbourhood Plan Bury Parish Council have been working on their own Neighbourhood Plan, on behalf of the parishioners. The proposal offers protection to our local views, hidden lanes, and has been worked on for a long time in order for it to be really relevant to our own parish and its needs. It has been scrutinised by SDNP and stakeholders. The draft plan was displayed in the Village Hall on various occasions. The Neighbourhood Plan is a parish decision. If the plan has is approved, it will have to be adhered to by CDC and SDNP. In order to get this statute on the books, the Referendum needs is to be held in Bury Village Hall on 1 March. It is hoped that there will be a good turnout. Christmas and New Year were over in a flash. The church had many services, with the candlelight flares up the path and within the church gave it a traditional look. As the church is Saxon, there have been generations attending these services for hundreds of years, so the candlelight was very appropriate. The sprinkling of snow added to the traditional look during the season. Bury Hill had enough for snowmen, but in the village there were not enough materials available. www.buryparishcouncil.org.uk

Coldwaltham News Compliance and Planning Increased costs for legal compliance The cost of “running to stand still” will increase for Coldwaltham Parish council for the next financial year starting April. The annual budget, which was agreed by councillors on 12th December last year, shows a whopping increase of 40% in fees for “External Audit” from £250 to £350. On top of this, costs for complying with the new General Data Protection Regulations (GDPR) have been budgeted at £150 plus £48 for the clerk to attend a course. GDPR is affecting every single organisation in the country, public or private, with increased liability for ensuring that personal data is securely stored, protected and disposed of correctly. There are massive fines for breaches, which is why every organisation needs to properly prepare. All in all, the council has to find another £300 just to comply with its legal obligations. All other items on the budget ran at around inflation or less, but there is a projected overall deficit of £240 - or about the cost of the increased compliance costs! Development at School Close A member of the public reported that large lorries were cutting up the verges due to their having to manoeuvre around awkwardly-parked residents’ cars. Also that the road was lifting due to the lorry weight. Prior to commencement of the work, the Parish Council had suggested to residents that a photographic record be kept of the existing condition of the verges. It was suggested that this be recovered and the developers approached by residents in order for the damage to be rectified. Councillor resignations At the time of the meeting there were two vacancies for Parish Councillors, but the parish Clerk had been contacted by two people who may be interested .
Pulborough Parish Council Extracts from the minutes of the Planning & Services Committee Meeting held on 4th Jan 2018 (minutes unconfirmed at the time of going to press). Local Bank Closures Members are concerned about all the bank closures. It was commented that banks are not looking at the demographic of each area before deciding to close; older residents require banks as many will not use on -line banking. Cllr. Kipp has contacted local traders to ask them how the bank closures have affected them as a business and as a resident, she will also be contacting Age UK to discuss this issue with them. Cllr. Henly will also obtain feedback from members of the Wednesday Club. Southern Water Issues in Pulborough Members discussed the various historic and recent water issues and sewerage smells within the Pulborough area and commented that the Highfield development will add to the problems. Cllr. Tilbrook would like to arrange another meeting with Southern Water and invite Parish Councillors, District Councillors, Nick Herbert and the Environment Agency to discuss and resolve
Update on new Data Protection laws (GDPR) These come into force in May of this year, and ait will eb necessary for the Council to appoint a competent person in the role of Data Protection Officer. It may be possible to appoint a company which says it will acti in this capacity, offer compliance and continued support for £150 per annum. further details will emerge but in the meantime this amount has been provided for in the new budget, and the clerk is attending a briefing session in February about the new regulations. Health and Safety responsibilities Responsibility for a reporting timetable on health and safety issues in various public areas of the parish including Centenary Garden, Hesworth Common, Pavilion, Playground, Recreations Ground, The Triangle and village tree inspections were agreed, together with the councillor responsible for each area. Village Shop update The application to the Leader Fund at WSCC was successful and have been awarded £75,000 subject to conditions. Total grants to date is now £132,500. In total, including grants, the share offer, donations and fundraising over £200,000 has been raised. DC/17/2744 - Mount Farm, Hill Farm Lane, Codmore Hill, Pulborough Demolition of existing pool house and enclosure. Construction of replacement swimming pool and enclosure. No objection. DC/17/2812 - 2 Southside, Pulborough Front single storey extension. No objection. Members noted that this planning application has been submitted by Cllr. Bignell of Pulborough Parish Council. If you see electricity lines that are down or causing significant risk to the public call 999. Extra help is provided to customers on the Priority Service Register during a power cut. Households with older or disabled people, those with children under five, or where someone uses medical or mobility equipment that requires electricity as well as other reasons can join the register. Your waste collection service is changing – are you ready? From February 2018 Horsham District Council will be rolling out changes to our waste and recycling collection service. What’s changing? Recycling will be collected one week, and household waste will be collected the same day the following week. Garden waste will continue to be collected fortnightly for those who have subscribed to this service. Why are these changes being made? Horsham District Council replies: “The government has set a mandatory national recycling target of 50% by 2020. If we fail to meet this, we will incur financial penalties. Currently the Horsham District recycles 44% of its waste so we are close, but we know we can achieve more because investigation into our waste collections have shown that on average 20% of what we currently throw away in our household waste bins can be put into our mixed recycling bin.
