Welcome... I hope you are enjoying the summer so far. Our July issue has another bumper What’s On Guide featuring summer fairs, music events and family entertainment listings aplenty! Starting on page 4 with more listings on our website. We are lucky to live in a very affluent part of the country but unmanageable debt is still a real concern for many. Our main article highlights the free course for people with debt problems run by CAP (Christians against poverty) see page 26. This month you can win tickets to the fabulous Loxwood Joust, see page 30. Taking place over the first two weekends in August, the Loxwood Joust sees knights in full battle armour on thundering horses setting their lances at ‘full tilt’ against each other. You can win tickets to the event as well as VIP seats in the Royal Pavilion. You can also win tickets to the Firle Vintage Fair near Lewes, page 17 and South Downs songs CD page 53. In local news, oil exploration has begun in Adversane - read more on page 43. We also have our regular Charity & community news round-up starting on page 20, schools news on page 46 and updates from the local parish councils starting on page 47. Finally, Andrew Staib our gardening guru gives ideas to help your garden ’sing’ this month, as well as July’s main gardening tasks. See page 36. Thanks for reading,

The organisers sought out this location with the idea that it would be the perfect setting for an event themed around wartime Britain. Each evening there will be a screening of a military themed film with two hours of immersive experience beforehand: Friday 23rd: Saving Private Ryan; Saturday 24th: The Great Escape; Sunday 25th: Warhorse. Newhaven Fort was the location where many service personnel left Britain for the DDay landings. For this event guests are transported back to wartime Britain by taking advantage of this incredible location. The organisers plan to create a set that comes alive through real feel action and production A sporting lunch held in aid of Sussex children’s charity Rockinghorse, has raised £35,550 for its 50th year appeal. Rockinghorse is celebrating its 50th anniversary this year and aims to raise £500,000 during its Golden Jubilee, to be split between 10 children’s centres and paediatric services in Sussex. The Wey & Arun Canal Trust and the National Trust are jointly celebrating the 150th anniversary of JB Dashwood’s adventurous journey down the River Wey along the Wey & Arun Canal towards the Solent. His mission was to see the Spithead Review in 1867 and he took his small boat ‘Caprice’ from Thames Lock at Weybridge, along the Wey & Arun Canal on his way to Portsmouth. Small boats are invited to take part in a reconstruction of the journey. www.weyarun.org.uk Advance notice of Littlehampton Town Council’s Screen on the Green on 19th August when there will be a free screening of The Goonies at 8.45pm on the East Green at the seafront. News from Sussex Police & Crime Commissioner Katy Bourne - Ahead of HMIC’s Legitimacy Inspection, the DCC said that the number of Stop and Searches had fallen from 24,000 in 2011 to 6,000 a year because of the concerted effort by the force to ensure stops were targeted, proportionate, justified and legitimate. Ms Bourne is also repeating the warnings of courier fraud crime, where you get a phone call from fraudsters posing as bank staff or, as in this case, a police officer. They persuade you that your bank account has been hacked or that they need your help to catch organised crime gangs and tell you to withdraw money and hand it to one of their trusted associates the courier- who will either keep it safe or use it in their fake police operation. Ms Bourne recently welcomed the first conviction in Sussex for exercising coercive and controlling behaviour in a relationship. Robert Conlon from St Leonards, was sentenced to four and a half years and also received an indefinite restraining order which prohibits him from any contact with his 28-year-old ex -partner and from entering Sussex. www.sussexpcc.gov.uk

Join the mission to help vulnerable local children. On the 22nd July Spider-Man is coming to Crawley on a special mission, and he needs the help of all our local Super Heroes. Spider-Man will be leading a children’s Super Hero Fun Run around Tilgate Lake, to raise vital funds for local charity Home-Start CHAMS. Last year more than 200 little Super Heroes joined Spider-Man, from Super Hero Parties, to take on the challenge which raised over £3,400 for Home-Start CHAMS. As well as sponsorship for the run, local children came up with a range of ways to raise money, from a Fundraising Day at nursery, to doing chores around the house. Each year Home-Start CHAMS help hundreds of local children in families dealing with issues such as mental health, financial problems, or serious illness. Their trained volunteers work with the families, helping parents to overcome these challenges and give young children the best possible start in life. Aneliese Whittaker, Fundraising and Marketing Coordinator at Home-Start said “This event is a fun way for local children to get involved and support other children. St Barnabas Fundraising

Northbrook Friends of St Barnabas House raised a fantastic £2,594.32 at their Easter craft fair on Sunday 9 April bringing the total amount they have raised for the hospice to an incredible £50,000. Held at the Charmandean Centre, Worthing, The Fairy Tale Fair featured over 70 craft makers and vintage stalls on the day, along with face painting, balloon modelling and the St Barnabas House stalls and raffle. The fair was officially opened by Mayor of Worthing Sean McDonald and the Town Crier (Angela Standing – Arundel Town Cryer who kindly stood in for new Worthing counterpart). Previously, the sun shone at Coombes Farm in Lancing where the Shoreham Friends of St Barnabas House raised £180 by selling knitted items at their stall.

Finally, two members of staff from Biffa Waste Services’ Burgess Hill depot recently visited St Barnabas House to present a cheque for £1,000. The money was raised from a staff incentive to reduce workplace injuries, together with an additional donation. Biffa’s staff members generously chose to support St Barnabas as one of their charities. Mark O’Neill, Depot Manager, said: “The team at Biffa Waster Services, Burgess Hill, were very happy to recognise St Barnabas House as their chosen charity.”

Free help for debtors Registered charity Christians Against Poverty, help people to manage their finances According to recent figures, there are almost nine million people in debt in the UK, that’s around one in six adults. Being unable to keep up with bills and other financial commitments can result in people spiralling into debt and evidence shows that often the people who are most in need of help and advice on how to manage their finances, those who are teetering on the brink of debt or in debt already, either have no idea how to find this advice or else do not seek it until it’s too late. Registered charity Christians Against Poverty (CAP) offers help to anyone struggling with their finances, finding it difficult to budget or in debt. The charity believes that “nobody should be held hostage by debt and poverty,” and wants to help people escape the grip of poverty. CAP’s aims are threefold, to give people the skills to improve their money management, to encourage people to look at their own finances and make changes that are tailored specifically to their needs and to enable people to successfully budget, save and keep out of debt – supporting people to take control of their finances. The organisation offers a range of courses designed to do just this.

Chris Jay CEO and Chairman

The CAP Money course is a free money management course that teaches budgeting skills, promising attendees they will be on top of their finances in just a few weeks. The course is made up of three sessions and is open to everyone – irrespective of faith, income, financial circumstances or knowledge. Each session lasts two hours including refreshments, is informal and confidential and there are specially tailored courses available for Students, Youth and Kids available.

CAP was established in the late nineteen-nineties by John Kirkby, who was employed in the consumer finance industry and found himself in considerable debt. He managed to turn his life around and established the charity in his hometown of Bradford to help others in unmanageable debt. Since then CAP has grown to have over 290 debt centres helping more than 21,000 people a year out of debt and poverty. CAP developed the CAP Money Course In 2008 and it is the largest provider of face-to-face financial education in the UK.

28 Charity Profile Peter Sutton is local coordinator for the CAP Money course in Sussex, having been trained as a CAP Money coach in 2010, whilst living in North London. In 2013 he moved to Chichester and introduced the course to his church, Immanuel Church in Graylingwell. Peter is, he says: “A great advocate of churches working together and since moving here I have tried to expand awareness of this fantastic course throughout West Sussex as there seemed to me to be a real need for this type of financial management/ budgeting course.”

The organisation has a relationship with the Department for Work and Pensions, who regularly refer people with money issues to CAP. The services provided by CAP are completely free of charge, and the charity receives its income from donations, fundraising dinners, sponsored events and regular givers, who provide the majority of CAPs income. In fact, 63 per cent of the charity’s income comes from individuals, with

He is keen to further extend CAP’s network and to encourage as many churches as possible to offer these courses to the community. “Churches I have contacted have all been supportive and we have been running courses in a variety of venues in Chichester, Bognor and Littlehampton.” Peter estimates that around 6000 people go through a CAP Money Course every year and that with 46 active churches in West Sussex, there is potential for around 200 people go through a course in West Sussex a year. In addition to the courses CAP has debt centres in Chichester, Bognor, Littlehampton, Worthing, Crawley and Shoreham-on-sea, and also in Brighton, Bexhill and Hastings; and there are currently job clubs available in Billingshurst, Horsham and Chichester. Although all of the courses are run by a Christian charity, the services provided by CAP are open to all irrespective of faith or no faith at all. Peter says that, “CAP encourages all who wish to do the course to attend. The CAP money course is not an evangelical event and focuses purely on the financial issues.” Since its inception the charity has grown enormously, and garnered a number of awards – including being named Debt Advice Provider of the Year at the Collections and Customer Service Awards 2015 – and has a wide range of supporters. One of whom is Martin Lewis from Money Saving Expert, who regularly recommends CAP to people who are in debt and struggling to cope, and is quoted as saying: “CAP is unsurpassed in its debt counselling.” Peter tells me that CAP has enormous credibility within both the private and public sectors; the charity’s website carries endorsements from, amongst others, HRH Prince Charles, former Prime Minister David Cameron and the Archbishop of Canterbury, Justin Welby.

nineteen per cent from church donations and the bulk of the remaining eighteen per cent coming from charitable activities and charitable trusts. All of the 300 staff at CAPs Bradford Head Office are paid. But the CAP Money Course is run completely by unpaid volunteers from churches; there are currently 3,500 CAP Money Coaches running the course across

through the door the UK. Volunteers are trained by CAP and do not require any experience of the finance industry, details on how to become a volunteer are available on the website. Peter says, “We never give financial advice on a CAP Money Course, we just facilitate an amazing DVD based course full of handy principles to get your finances in order.” The DVDs used during the course are also available on line from the CAP Money website, and also focus on many whose lives have been transformed following attendance. In addition to the existing CAP Debt help and CAP Money Course, there are also CAP Job Clubs – to help people support back into work – and CAP Release Groups - helping people to tackle addictions. The organisation has recently piloted a new venture – CAP Life Skills, which equips people to live well on a low income and was launched at Westminster in March at an event attended by around seventy guests, including thirty-one MPs. Interestingly, when I ask Peter Sutton what he sees as the greatest challenge faced by the charity, he doesn’t reply with the usual – and understandable – response from those involved in the charitable sector, namely funding, but rather that the greatest challenge CAP Money faces is: “getting people to know about CAP and encouraging them to come.” CAP Money courses are scheduled locally on a regular basis, and at a variety of venues and times. Anyone

who thinks they would benefit from attending a course can find more details on the website, where simply inserting your postcode will bring up your nearest venue. At a time when everyone is feeling the pinch and when anyone’s financial health can be hit by an unexpected event, and debt so easily entered into, learning the skills that could mean the difference between healthy money management and spiralling levels of debt can only be a good idea. In Your Garden Monthly gardening ideas and tasks by Andrew Staib of Glorious Gardens So how do we free up our garden and make it feel abundant? One question you can ask is how can I let the plant off it’s leash. The other is do I need to move it or pull it out and start again. A good example of the first point is how we treat our Philadelphus. This popular Orange Blossom is basically a multi stemmed small tree that we treat as a shrub. It has a very tall, arching nature, sending lots of stems up from the base to rejuvenate itself each year. Most well intentioned gardeners will just cut it into a 5 foot rectangle after flowering each year. But if you

Designing a Graceful Garden Letting Plants Sing As a garden designer I am often called in to renovate a garden that has become tired or stultified. Two problem elements often stand out for me. The first is that plants are not in the right place. This leads to owners having to prune them to size on a regular bases. If you are wanting a tight, formal look to your garden this can work out well if the right plant for controlled pruning has been chosen. However, plants are just normally hacked back because they are too big for the allotted space and the poor householder has no choice. The second problem I often encounter is that the planting has no real connection to the house. Neither the texture or structure of the plant, it’s leaf colour or personality relate to the house and its characteristics. It goes without saying that houses tend to be large and hard objects but often the planting is equally hard and atrophied, pruned to fit into a border rather than being free to ‘do it’s thing’. Nigel Phillips, a well known Sussex garden designer, has a wonderful way of looking at it. He says - Ask yourself a simple question - Does that plant in that place SING? That is, does it embody all the beauty and unique characteristics of its nature without looking bound, chopped, squashed or held back. It is surprising what answers you will get once you start asking yourself this question of each plant in your garden.

through the door want it to 'sing' the best way to prune is to thin out a third of the oldest stems right down to the ground and encourage the new stems to freshen up the plants. This will leave you with a graceful yet very tall plant, about 12 foot. The second issue becomes - Now I have let my plant sing, it too big for its spot? Then you will need to be brave and either move it or pull it out. Getting rid of plants is a whole issue in itself. In my oil painting class what we struggle with a lot is not just getting something to look right but knowing when to start a whole area again in the service of getting the whole picture to work, even though what we have done ‘looks good’. This courage to ‘destroy’ is arguably more important than the skill in making something look presentable. If you can muster the courage to take out something then you find you can start working towards a greater goal. We often baulk at taking out a healthy plant but if a garden is to work and inspire you and others with the beauty of nature then the sacrifice is worth it. And in my experience once you have the nerve to do it, you end up planting a richer garden with possibly more plants than before.

Look at the shrubs you have Every plant has its own characteristics, forged from thousands if not millions of years of growth in particular habits. The amazing thing is how adaptable they are. If you work with them rather than against what they want to do, your garden will have a natural and effortless feel and you won’t be feeling there is a fight on your hands every weekend. You can let the shrubs you have let their hair down this Summer and see what happens. They might go up and out in which case you could try a different type of pruning which would be thinning out whole branches rather than chopping them into a round shape. If they do get too big you can think about training them against a wall, moving or removing them. Here are some of the common garden shrubs that you could re think. Rosa rugosa - leave at the back of the border to become wonderfully leggy letting it throw its blooms over the plants at the front. Escalonia - this can be thinned and the small

38 Gardening branches at its base can be stripped back to the core branches creating a nice looking ornamental tree. Acuba japonica - let it go and see what happens. Again it can be allowed to stretch out if planted deep in a shady corner rather than in a prime spot in the border. Weigela - this popular flowering shrub often gets pruned into a ball but it has the most wonderful fountain of branches. Again the lower branches can be cleaned up and old branches taken right out. Spirea - same as above There are so many other plants that you can give a green light to this Summer. What’s the worse that can happen? They look untidy and you can just neaten them up again!

The National Garden Scheme Founded in 1927 the scheme encouraged people to open up their gardens to the public to raise money for the newly formed district nurses role in poor urban areas. It has moved on since then, from “a shilling a head” to raising over 20 million pounds for a variety of charities in the last 10 years. If you go to the NGS website and type in ‘Sussex’ plus the dates you are free and you will find 36 gardens that are opening their gates in July though each garden is just open for a day or two only. Most serve tea and cakes so you can burn off 15 calories by walking around and then put on 600!

What to do in July  Deadhead perennial flowers as they will often create a new flush of buds as you inhibit the energy of the plant going into seed production. Plus the first flush of Hybrid and Patio roses may have finished so deadhead them back to a couple of new, outward facing buds  Bring out any tender plants out from your conservatory now  Ponds - Make sure any ponds don’t get swamped with blanket weed  Watering - Any new plants that went in this year will dry out much faster than established plants as their roots are not as plugged into the surrounding soil.  Keep pinching out side shoots on your tomatoes  Keep sowing salad for a continuous crop

Broadford Bridge Oil Drilling starts near Adversane We have received the following reader letter: Dear Editor UK Oil and Gas plc (UKOG) began exploratory drilling for oil at the Broadford Bridge site, on Adversane Lane, near West Chiltington at the end of May. They brought a towering rig in before anyone noticed. It now disturbs the views for many and disrupts the rural peace. Worryingly, a lot of locals remain uninformed about the company’s true plans. The company is using a permit for conventional drilling previously awarded to Celtique Energie, in 2013. It is waiting to hear on its submission to the Environment Agency for a variation to that permit to allow unconventional exploration techniques including the use of chemicals that could risk our water supplies.

Local Issues

43

Dr Roger Smith for the Campaign to Protect Rural England, shared geological evidence of a fault near the site, which could result in the ground shifting if disturbed - as happened at Preese Hall Lancashire, causing the earth to shake in Blackpool. He warned if drilling went wrong, liquids and chemicals could get into the public drinking water supplies to 100,000 homes via the River Arun. Some of the chemicals to be used – listed in the Safety Data Sheet submitted by UKOG to the Environment Agency (EA) - are carcinogenic and two are toxic to aquatic invertebrates. Any leak of such chemicals could cause havoc to an internationally important Special Protection Area wildlife site on the river. Is this the ZERO impact on the water supplies, which they talk of. And who will be monitoring this anyway? Have baseline tests been done by the EA to see if any changes occur as the drilling goes on?

UKOG director Stephen Sanderson has said to make their operation worthwhile they have to drill wells, ‘almost back-to-back so it becomes… an industrialised process’. Is this what we want all over the Weald, polluting the air, soil and water we rely on for our very lives?

UKOG say, “Onshore oil and gas exploration and production is among the most regulated industries in the UK and, therefore, one of the world’s safest and environmentally rigorous sectors.” But the Conservatives are planning to relax local planning scrutiny and with cutbacks in EA resources will the regulation be safe enough? Many more questions need to be asked before further drilling takes place. Dr David Smythe, Emeritus Professor of Geology at Edinburgh University has raised several:

In a letter delivered to nearby residents before the public meeting in Pulborough on 30th April, UKOG shared ten ‘facts’ about Broadford Bridge, clearly to reassure residents that it’s all perfectly safe, clean and beneficial. Yet there is much evidence to the contrary and experts told a different story.

Firstly, the Weald is a mature, albeit minor, oil province; the thin limestones within the Kimmeridge Clay have been penetrated many times by exploration wells, and the oil price has historically been far higher than today's $50 per barrel. Extended-reach horizontal drilling has been around for 25 years.

The site at Wood Barn Farm, Adversane Lane, Billingshurst, RH14 9EB (c) John Houston

44 Local Issues

SUSSEX LOCAL

So, given that many major companies such as BP, Shell and Conoco have looked at and tested these limestones, and that the technology has been in place for a long time, why have these limestones not hitherto been exploited as conventional plays? Professor Richard Selley, an expert on oil seepages, published in 1992 an account and listing of 173 known UK oil and gas seepages. One of his sections is headed 'Petroleum seepages of the Wealden basin', within which he discusses 11 seepages. Why does UKOG claim that there are no seepages in the Weald Basin, when they have been known about and documented for years? Furthermore, I believe the geology expected to be encountered submitted to the EA by UKOG is seriously in error and internally inconsistent; this is because it is a copy of the Celtique Energie column drawn up for the latter's well, directed at the Triassic target. There is section absent where it should be present, and vice-versa. Does UKOG hold the regulatory authorities in such contempt that it does not take the trouble to prepare an updated prognosis along with the expected deviated well-track, or does it not simply not understand the geology? In addition, the US unconventional gas and oil plays have proved, after about 15 years to have been a financial disaster. The Wall Street Journal claimed at the end of 2015 that the industry carries more than $200 billion in debt. Up to 135 companies were in danger of bankruptcy, as of September 2016. The useful life of unconventional wells, whether gas or oil, is very short - about 5-8 years, with most of the production coming within the first 2 years. Unconventional exploitation was originally designed for an oil price of at least $80 to break even. UK exploration and production costs will be far higher - perhaps double - than those of the US. Why does UKOG and its subsidiaries persist in promoting, with newsworthy but technically unsustainable claims, what will be almost certainly an uneconomic exploration agenda in the UK?” Surely, if we value our countryside, water and health these questions should be fully answered before any more potentially destructive drilling takes place and before we know if it even makes economic sense. Yours faithfully, Broadford Bridge Action Group Find out more: facebook.com/broadfordbridgeaction action@broadfordbridgeaction.co.uk Editor’s note. The UK Oil and Gas website (www.ukogplc.com) has a page on the Broadford Bridge site (www.ukogplc.com/page.php?pID=115) with a link entitled “latest information for residents”. This leads to a document entitled “Broadford Bridge: The Facts Not The Fiction”.

The underground explanation footprint (c) UKOG POC In it, Stephen Sanderson, Executive Chairman, writes “We have been fully aware of a pressure group in the area who have been spreading extraordinary levels of misinformation about our planned activity, which is causing unnecessary alarm to some residents.” “The main concern has centred around us using ‘acidisation’ techniques which has been erroneously and mischievously linked to massive hydraulic fracturing, ‘fracking’. We are not fracking. We do not want to or need to, because the Kimmeridge Limestones rocks that we are targeting are naturally- fractured by mother nature.” “Although much of this subject has been dealt with in our .... document ‘10 Things You Need to Know About Broadford Bridge’, we now feel compelled to give a more detailed explanation:” and he goes on to list eight points to support his case. He then continues “We fear that the ill-informed pressure group will throw any counter information back at us with more and more unfounded accusations. All we can do it deal in facts, not fiction.” and lists a further seven ‘factual answers’ to ‘false claims’ which he says have been made by the pressure group. The document makes interesting reading, and is certainly useful for anyone trying to make sense of what, for most, is a complicated subject. We aren’t taking sides on this matter as we haven’t researched the detail. However we do think that if Mr Sanderson, a (presumably highly remunerated) chairman of a PLC who is trained in a specialist technical industry - is aiming to win over local support for the project, he might take a somewhat less bullying tone. He might also recognize that one person’s “illinformed pressure group” is another person’s group of ordinary residents who, without his specialist knowledge or funding, are trying - in their spare time to grapple with a highly technical issue which they feel could blight not only their own homes and lives, but those of many generations to come.

Bury CE Primary School Leave Only Footprints At the end of last month’s update I told you about a woodland we had acquired access to. We have some very nice neighbours who have kindly allowed us free access to their woodland whenever we like. This is perfect for us because we are building a curriculum here which is explicitly linked to our South Downs environment and uses this as a stimulus for learning.

SUSSEX LOCAL The children here are very excited as their sculptures have just returned from a week’s stay at Pulborough Brooks. They will be on exhibition at school along with a host of other pieces of art they have created over the last term. The children have been working tirelessly to redevelop their wildlife area in school with the National Trust and we will be having a public open afternoon on Friday 7th July from 2pm. For more info visit: http://www.bury.wsussex.sch.uk or www.bury.w-sussex.sch.uk Thomas Moore

We are proud of being a small school and able to respond to the needs of all of the children due to our very small class sizes, allowing us to tap into the children’s individual interests to support their learning. The addition of a woodland has further enhanced our superb grounds and gives us a different habitat to utilise with the children. To support us in developing our curriculum I recently met with the South Downs National Park Education Team to discuss how we can support each other and become a hub of outdoor learning through our individual high quality curriculum. We will be engaging on a termly basis with the team and offering a wide variety of events from star gazing to pellet dissection.

Pheasant on display at Pulborough Brooks

Fittleworth CE School As Martin Hudson, of The Guardian newspaper says; ‘Life is full of challenges and we owe it to our children to equip them with the skills to recognise risks, assess them sensibly and react positively’. Some of these skills can be taught in class but there is no better way to learn than on a school residential trip’. The children in year 4 really enjoyed their recent residential trip to the Isle of Wight – developing new skills and forming strong bonds with their classmates. Each activity was planned with an objective in mind; to work together as a team, leadership skills, confidence building and to identify and take calculated risks. Mr Bloomfield, Headteacher commented, ‘the residential trip had a really positive effect on all of the children’s self-esteem, especially those that don’t always shine in a classroom environment. The children were able to be themselves, to think and act independently, and many of them demonstrated a heightened sense of personal responsibility and showed respect for themselves and others’. www.fittleworthschool.org.uk

Pulborough Parish Council

Traveller Sites

The matter of traveller sites was discussed in the Annual Meeting on 18th May. The item was to “consider response to Horsham District Council potential gypsy and traveller sites consultation”. Here is an extract from the unconfirmed minutes: “Following lengthy discussion, it was resolved that the Clerk submit the Council's formal response in time for the comments deadline of 2nd June 2017, incorporating the following points: On balance the Council does not object to the proposals for Oakdene, Blackgate Lane and Lane Top sites in Pulborough.  Pulborough Parish Council strongly objects to the inclusion of the Parsons Field Stables, Pickhurst Lane, Pulborough site being included and requests that this site is removed from the GTTS Draft Site Allocations DPD Preferred Strategy.  The site was granted occupation on a temporary basis until 2019 only, for specific reasons relating to one particular family/owner only.  The site has subsequently been occupied in breach of conditions imposed, which the Parish Council has repeatedly requested the District Council to enforce, to no avail. There is now alleged further breach of conditions taking place by way of industrial activity, possibly including breach of the existing site boundary.  Inclusion of this site would be effectively legitimising illegal occupation, setting precedents for the future.  This is a site where there have historically and consistently been problems between the occupiers and the community.  Inclusion, and expansion, of this site will have a detrimental impact on the landscape which the site allocation documentation concedes, stating that earlier appeals concluded that the harm to the rural character and appearance of the countryside was considerable.  The Council understands that the documentation data relating to this site is inaccurate in that the site size differs considerably from the stated measurement of 1.72 ha.”

Planning Issues

The Planning and Services Committee met on 8th June. There was a discussion about the Horsham District Council’s Strategic Housing and Economic Land Availability Assessment SHELAA update, which is due this summer. This is where landowners can submit tracts of land to the council for consideration for future development. Here are extracts from the unconfirmed minutes, which discussed submissions. “Members received the above and commented as follows:

SUSSEX LOCAL SA831 - Brinsbury Centre, Chichester College West, Stane St Pulborough Objection to assessment. This is prime agricultural land. SA832 - Brinsbury Centre, Chichester College East, Stane St, Pulborough Objection to assessment. This is prime agricultural land. SA635 - Land at Toat Cafe, Stane St, Pulborough No objection to assessment. This site is within the draft Neighbourhood Plan. SA172 - Broomers Hill Park, Broomers Hill Lane, Pulborough No objection to assessment. SA830 - Land Opposite Broomers Hill Park No objection to assessment. Members also commented that with all the above sites, they have concerns regarding heavy goods vehicles traffic along the A29, especially Church Hill. The Deputy Clerk will forward these comments to HDC.” There was also discussion on the following issues: “Update on Willowmead Development There are 3 separate issues with this development: 1. The railway companies do not want to spend money on the proposed new car park, their franchise is up in a few years and they will not see any return from it. They want to pass it to Willowmead, who will in turn pass it onto any Community Land Trust (CLT) that might be formed. Southern Rail are refusing access from the car park to the platform. It would be difficult to have an independent operator for that one side of the car park. Willowmead would not want to accept limits on the car park charges and a CLT may want to charge lower rates than the railway company. 2. If the Willowmead development does not proceed soon, the landowner, of the main site, has indicated that he may apply for planning permission for houses or businesses, to generate funds, which would put the whole matter in jeopardy. 3. House prices are going down in the area, so it will not be in Willowmead's interest to build on that site.” It was commented that with these 3 issues, it seems less likely development will go ahead in the short term, but this is a problem outside of the Parish Council's control. Empty Premises in the Swan Corner Area Members discussed, at length, the state of the Swan Corner area, in particular the Spice Boys and Ransoms properties. It was AGREED that Cllr. Tilbrook will draft letters to HDC and the owners of the properties commenting on the state of them and to request that something is actioned to maintain them. Members will be sent the draft letters for approval before sending.” www.pulboroughparishcouncil.gov.uk

Having a solid Neighbourhood Plan is important to you because the policies it contains have to be used by Horsham DC when determining planning applications in the Parish. An adopted Plan also secures for the Parish 25% of all funds raised by HDC through the Community Infrastructure Levy (CIL). This 6 week consultation stage leads towards you being asked to cast your vote at a public Referendum. It is important that you understand and agree the policies it contains. To contact the Parish Council: The office is normally open between Tues to Thurs, 10am – 2pm. Telephone: 01798 817434 or email: wcpcclerk@aol.com www.wchilt-parishcouncil.org.uk

Songs of the South Downs Uncovered A CD of forgotten songs is recorded - with some which may make your hair curl!

representation of traditional singing, so songs such as ‘Rolling in the Dew’ were included. Wink wink!

A new generation of singers has learned some traditional songs of the South Downs which were all but lost and forgotten. Folk trio 'Emily and the Hares' taught the songs over a two year period and then produced a CD, South Downs Songs - with full lyrics included, involving 180 singers. The project was run by the South Downs Society and funded by the Heritage Lottery Fund.

Many who joined the workshops formed the South Downs Folk Singers, and meet regularly to sing the songs, learn new ones and perform at events, see www.southdownsfolksingers.blogspot.com. You can hear snippets of the songs on our website you can visit :www.sussexlocal.net/southdownssongs.html Copies of the CD are available at £10 plus P&P at www.southdownssociety.org.uk.

The wonderful old songs on this CD were still being sung up until the First World War and cover all aspects of life important to the country folk of those days, including rural work, love, courtship, drink, traditional festivals and songs of wartime. Most are known to date back to the eighteenth century, although some may be far older. One Edwardian song collector thought that there were songs ‘of a decidedly licentious and unwholesome character’ which were ‘better left unrecorded’. However the producers wanted an accurate
