Welcome... It’s holiday time again, towards the end of this month the schools break up for the summer. If you’re looking for things to do over the summer break then there’s plenty of events listed in our What’s On guide starting on page 4 - and more listed on our website at www.sussexlocal.net. Whether you are at home or away this month do find time to enter our competition to win tickets to the Loxwood Joust - see page 16. This unique family event takes place over two weekends in August and sees armoured knights on horseback jousting along with other terrific Mediaeval attractions. We have a family ticket up for grabs which include VIP seats in the Royal Pavilion for the best views of the jousts. You can also win tickets to the Garden Show at Loseley Park, a great day out for all the family - see page 38. Our main article this month is a feature on the proposals for a new surgery on the Glebe Field in Storrington. We speak to the main players involved. See page 28. The Most Humbling Experience
Following a life changing work place incident, local man, Terry Bedford, suffered physical injuries and was left facing mental health illness and a constant battle with Post Traumatic Stress Disorder (PTSD). A few months after his incident, Terry began working with Chris Allen, a Fitness Instructor, Exercise Referral Instructor & Personal Trainer at Impulse Leisure Storrington, and to start with Terry was unable to walk on a treadmill. However, with a lot of hard work, grit, determination and support from his wife Angela, Terry has now, just over four months later and only nine months after the incident, completed a 24 hour treadmill challenge. Split over two 12-hour days, this raised awareness of PTSD and money for Mind UK, the mental health charity. Chris Allen describes Terry as an “inspiration” and working with him as “ a truly humbling experience.”

Questions are being invited for Katy Bourne and the Sussex Police and Crime Panel ahead of the meeting at 10.30am on Monday 4 July, at County Hall in Lewes. The Panel comprises councilors from all fifteen local authorities across Sussex, plus two independent members, and carries out the role of scrutinising the actions and decisions of the Commissioner. Members of the public can attend the meeting and ask questions in person or they can be submitted in advance. The time set aside for residents to pose their questions in person is limited and allocated on a first-come-first-served basis, so giving advance notice of an intention to attend and participate is advised. Dear Editor We were furious to read the article about closing Rydon School. Although we do not have children in that age group we signed the petition for the school to stay open, and we feel it's a very retrograde step for the WSCC to take this action. The cost of closing the school and providing other facilities, as well as the cost of bussing the pupils to Steyning seems to make no sense at all. Another factor to be considered is the harm done to the children involved, who may miss out on after school activities and be less involved with the neighbourhood in which they live. What are they proposing to do with the land that Rydon is on? Building more houses … would only add to a completely overloaded … health services and … the extra children … coming to Storrington will need schooling. How do the people of Steyning feel about the extra traffic involved in moving children from Storrington to Steyning? And what about the chaos this extra traffic will cause to parking and small roads, which are often very chaotic anyway. Has Nick Herbert been approached to help with this project? He regularly seems to lend support to causes in the region and perhaps he could have some influence with the County Council? Brian & Judith Webb. By email
The Society has been propagating heritage varieties of rhododendrons in Fryern Dell, following their identification by Storrington resident Andy Fly, of the Wessex RHS Rhododendron Group. All are large noninvasive shrubs and are thought to have been planted around one hundred years ago as part of the Victorian Pleasure Gardens. SCS aims to restore them as far as possible to their former glory. The next work party is on 2nd July and meets at 10am at West Street Garden to prepare for the 'In Bloom' judging later in the month. As this is an important annual event in the community, the SCS invites as many supporters as possible to join the work party. Losing pounds to raise pounds Members of the Ashington, Storrington and Pulborough Slimming World groups have collected 150 bags worth of clothes to raise money for Cancer Research UK. Claire and Sharon, who run the groups encouraged members, their friends and families to spring-clean their wardrobes and collect the clothes, shoes and accessories they’ve successfully slimmed out of to generate valuable stock for the the Horsham Cancer Research UK shop. Last year, Slimming World’s Big Clothes Throw raised £1.7m for Cancer Research UK, and this year the organisation aims to raise £2m for the charity. With each bag worth up to £25, Claire & Sharon hope the contribution from their groups will help to reach that total. Method:
1. Halve the potatoes if large. Cube the paneer to similar size as the potatoes. 2. Mince/grate the garlic and ginger into a large mixing bowl. Beat in the yogurt and add all the remaining ingredients except vegetable oil and lime juice. 3. Mix well and then add the potatoes and paneer. Toss gently to coat with marinade, cover and refrigerate for at least an hour or longer. 4. When ready to cook preheat the barbecue or grill to medium high. Thread the potatoes and paneer onto skewers. 5. Grill or barbecue turningonce, until golden, slightly charred and tender, about 5 minutes. Brush lightly all over with vegetable oil and continue for 2 -3 more minutes until they have crisped up and turned golden. 6. Transfer to a platter and sprinkle liberally with lime juice before serving with rice or hot buttered naans, wedges of lime and coriander or hot chutney.

Glebe Surgery Plans - the main players speak It’s all change around Storrington and the surrounding areas at the moment. Whilst West Sussex County Council say that the locality doesn’t have the population growth to support its own secondary school, apparently our medical services are taking the opposite view. With a controversial proposal to build a new surgery on the Glebe Field in the offing, Jeff thought he would get views from the main protagonists.

The Doctor Keir Newsom, a local family man with children at Rydon, who is passionate about providing the best possible care for the community he serves, says that lately he is spending almost as much time on trying to plan for sufficient surgery facilities as he does treating patients. His problem is that since the closure of Mill Stream surgery, Glebe Surgery is now treating 12,000 patients instead of 8,000 prior to 2014 - and he is predicting this to rise to 16,000 by 2020. His team are coping, with the addition of three extra doctors and two portakabins, but they are being stretched to the limit and desperately need extra facilities. The surgery provides cover for patients in Storrington, Thakeham, Ashington, West Chiltington, Amberley,
Houghton Bridge and Washington. Dr Newsom tells me that Glebe has always been a practice which aims to provide a same-day service for most appointments (and certainly those which are urgent), plus the facility for booking non-urgent appointments a week ahead, together with advance bookings for a named doctor. He can see this level of service could be compromised by the forecasted extra demand, so needs to expand the surgery accordingly. Dr Newsom believes the solution is to build a completely new surgery adjacent to the site of the current Glebe building, on land which is owned by the Diocese of Chichester. Preliminary plans have been drawn up for a much larger General Practice building which could also house extra specialist services such as cardiology, as specified in the Five Year Forward Plan. A formal planning application will be made in July. The proposal is controversial, as it involves the rest of Glebe Field being given over to a housing development. More of this later. He explains that his options are limited. 1. Finance for expansion of the surgery - in any form - comes from NHS England, and they are strict on their criteria for granting funds. Specifically, they would not grant finance to simply provide a building for the current capacity. The “Five Year Forward” plan, published in 2014, states “GP group practices would expand, bringing in nurses and community health services, hospital specialists and others to provide integrated out-of-hospital care. These practices would shift the majority of outpatient consultations and ambulatory care to out-of-hospital settings.” 2. Location. Dr Newsom regretted the closure of Mill Stream surgery, but said that opening it again wasn’t viable. This was because NHS England stipulate a minimum number of trained staff must be available at any one time in a surgery setting. For him to cover that requirement over two sites, he would need more personnel than in one larger building, and this wouldn’t be financially viable. And again he doesn’t believe NHS England would fund this anyway, under their current criteria.

Time is of the essence. In the last two years of negotiating with NHS England the practice has learned that achieving funding is a slow and laborious business. If work on building a new surgery on the Glebe site doesn’t go ahead, then the inevitable delay in finding a new site will mean that negotiations on funding may well need to start all over again. As yet details of any NHS infrastructure funding past 2018/2019 are unclear. I asked Dr Newsom why consideration had not been given to providing a satellite surgery in Ashington, given that Storrington has a massive air quality issue. It would seem to make sense to take the opportunity to reduce the amount of traffic coming into Storrington with an even larger surgery. He said that the same arguments applied to that of the re-opening of Mill Stream - NHS governance requirements would mean either a satellite or a stand-alone surgery would be financially unviable; but in any event NHS England would be unlikely to fund a surgery if it simply shifted patients from one location to another. “The crux of the matter” he says “is that the Glebe Field proposal is the only current deliverable and financially sound proposal which NHS England will consider”

Plan. Anna Worthington-Leese, Chair of SSPC wrote recently to the County Times: “The Parish Council has been actively engaged in producing a Neighbourhood Plan which indicates where future housing development should take place. It is currently working on amendments to this and hopes to resubmit it in the autumn. In the meantime it is a material consideration in any planning application. The Glebe Field is and will continue to be designated in that plan as a protected green space, following our consultations that show people value it as the last remaining green space within the village itself. Regardless of these there are severe planning constraints that make development of that field extremely difficult, such as, to name but a few: dangerous access, loss of green space, density, views to and from the National Park, protection of the Conservation Area and the protection of the listed building, Lady Place and the fact that it is not in either the Neighbourhood Plan or the Horsham District Planning Framework. These views are endorsed by Horsham District Council (HDC). It is the view of the Parish Council that, whilst we wholeheartedly support expanded medical facilities, we do not believe this is the correct location for them and we are not prepared to sacrifice the last green space within the village unnecessarily. HDC purchased the Mill Stream Surgery with a view to having extended medical facilities there. What is preventing the doctors moving there or indeed anywhere else is

32 Local Issues the covenant placed on the Glebe Surgery by the diocese, which prevents it from being used for anything other than a doctors’ surgery, which they have refused to consider lifting or varying. The view that “the only way” we can have a new surgery is by developing the field is for this reason and this reason only.” I mentioned Dr Newsom’s point about re-opening Mill Stream, and she replied “We are not convinced about the 'financial' arguments as to why a split surgery would not work and this is certainly a solution that has been suggested by many parishioners. We feel that it would be possible, for example, for nurses/ physiotherapists etc. to operate out of one surgery and doctors out of the other without an incremental increase in staff numbers. However, the intention, with HDC's purchase of the Mill Stream, was always to have expanded facilities. We believe this to be a much better location for a surgery as there is car parking and access is much safer than at the Glebe. It is also more central. It also does not require the loss of the Glebe Field. We believe that the obstacle in the way of a move to the Mill Stream, or indeed any other site, remains the refusal of the Diocese to lift or vary the covenant unless in exchange for a considerable sum of money and/or planning permission for the Glebe Field. This is, in effect, preventing the village from having expanded medical facilities.”
The Diocese of Chichester I asked the DOC Press Office for an interview, and was passed to Guy Leonard, former estate agent, who is apparently handling enquiries about the Glebe proposals on their behalf. Guy told me he had been engaged by the DOC as a consultant to give professional advice on the best ways of developing the various “glebes” - parcels of land - which it owns. I asked him why the plans had not been submitted as part of the original Neighbourhood Plan, and he told me that, at the time, there were no plans to develop the Storrington Glebe, but that this was driven by a request from the doctors. I then asked why the DOC could not sell just enough land for the surgery alone. Guy told me that, as a charity, the DOC were obliged to confirm to the Charity Commission (CC) rules on disposals which have to show “best value”. The revenue from selling land on a commercial basis is not as high as would be for residential development. The DOC had sought the advice of a solicitor whose opinion was that the CC would not approve such a sale (the DOC has not approached the CC directly). The DOC has a covenant on the current surgery which holds that the building may not be used for any other purpose. Surely, I asked, the DOC would be happier if it could develop the Glebe fully as housing, and get a higher return, and release the covenant so that the surgery could move to an expanded Mill Stream site? Guy answered that the covenant could be lifted but that would have to be paid for, and, in his estimation, this would make the move financially unviable (for the

doctors/NHS). Furthermore he thought that regular developers, unlike the specialist developer engaged for the Glebe project, Medical Centre Developers (MCD), would be unlikely to speculate that they would obtain planning permission for a residential only site. Lastly he stated that MCD had opined that Mill Stream was not a suitable site for an expanded or rebuilt surgery.
The District Council After a week of requesting a comment and/or interview from Horsham District Council, we were eventually given this short statement on behalf of Conservative Leader Ray Dawe: “The proposed increased capacity at Glebe Surgery is in part as a result of the closure of a doctors’ surgery in the Storrington catchment area in recent times. We feel that these statistics* must include further numbers of patients who have not yet transferred to Glebe Surgery and that they probably include the absolute maximum potential houses that could exist in the greater Storrington area over a longer period than five years.“ (* Refers to the housing statistics projections quoted by Dr Newsom and the developers.) It seems clear that an expansion of facilities is necessary in one way or another. The difficulty is how to achieve it in the case of various conflicting interests and pressures. The obvious starting point is, as ever these days, finance and what NHS England will or will not allow in terms of their own current (national) plan. The other main issue - which also pertains to the Rydon debacle - is just how many houses are in the pipeline. West Sussex County Council have said around 150. Horsham DC don’t deny there could be thousands more, which, frankly, seems more likely. I personally think it is an indictment of the way we organise ourselves that no one unitary authority can predict with any certainty housing development numbers - surely the cornerstone of any infrastructure planning. Then there is no one unitary authority which is able to draw together all those infrastructure plans, be it education, medical, transport or other essential services, and take sensible, pragmatic decisions first and foremost on what is actually required. I am still not sure how the area needs expanded medical facilities but not its own secondary school. But with our two ruling councils unable to agree on even the basic housing projections. Lattice - This is found in the strong lines of ferns

Deadhead perennial flowers as they will often create a new flush of buds as you inhibit the energy of the plant going into seed production. Plus the first flush of Hybrid and Patio roses may have finished so deadhead them back to a couple of new, outward facing buds.

Make sure any ponds don’t get swamped with blanket weed.
Any shrubs that flowered in June can be cut back eg Wigelia and Philadelphius.

Annual returns to change The Annual Return is being replaced by a new ‘Confirmation Statement’ from the 30th June, says Sarah from Monks Accountants If you own a company you will have had to file an annual return with Companies House each year so as there is a public record of specific details about the internal structure of your company on a specific date. The Annual Return is being replaced by a new ‘Confirmation Statement’ from the 30th June 2016. The new statement will also be required to be filed at least once a year but it can also be updated as many times as you like throughout the year, for instance if you issue new shares, but you will only be charged a fee by Companies House once in the year. The fee has yet to be determined. The main difference from the Annual Return is that the Confirmation Statement must include information of Persons with Significant Control (PSC). Companies must take reasonable steps to disclose on the public
register all persons with significant control or influence. The new rules for PSC came into force in April and by now every company should hold a PSC register. Failure to supply the information will result in fines or imprisonment (!). However for most owner managed companies this should be quite a straight forward process. Young people involved in crime share their stories to make others think twice
I would have rather been dead than go through that again’ – West Sussex young person. The stark realities of crime are described first-hand by young people convicted of crimes in West Sussex in a new series of video blogs (vlogs). The animated vlogs have been made to help young people understand why they have got into trouble, what needs to change so they don't get into trouble again and help them to put things right with those affected by crime. The vlogs were produced by the young peoples’ blog, Your Space, and the County Council’s Youth Offending Service which works with young people aged 10-17 to prevent and reduce youth crime. The current vlogs look at: • First offence • What is it like to get arrested? • Being in a jail cell, in court and getting sentenced • What is reparation? In one of the vlogs, a young person describes the tedious experience of being in a police cell before an intimidating experience of being questioned by the police and finally appearing in court.

You would think you had already been through enough emotional up and down but when your family is in the court with you and you then look over your shoulder to see how your parents are reacting… I’ll be honest, I would have rather been dead than go through that again. “I had never seen my dad cry until that day and that will scar me for the rest of my life. I felt bad because I had to put my parents through that. That day I have to say is one of the most hectic days of my life.” The vlogs provide first-hand information about what it was like facing up to the consequences of a crime. Stephen Hillier, Cabinet Member for Children – Start of Life, said: “By bravely talking about what happened to them and how they felt, these young offenders are playing a vital role in the future of West Sussex by offering their time to prevent others from making the same mistakes.” The youth offending vlog series will continue with more vlogs being added in the future. Ashington Parish Council Neighbourhood Plan Survey Results We are currently analysing the results from the Neighbourhood Plan Survey but early feedback shows that: Likes: countryside, rural, village, friendly residents Dislikes: parking on verges and roads, speeding, potholes, poor public transport. A number of residents suggested new infrastructure is needed eg healthcare services. This will be assessed in detail in our next Survey. New infrastructure is usually only provided with money from new housing developments and is often dependent on population size. This is where the Neighbourhood Plan ‘Call for Sites’ becomes important – Developers will be given access to the results of our Residents Surveys and will be able to put forward development proposals for their sites that would satisfy residents requirements and will, quite probably, be for a mix of housing and infrastructure. Residents will be able to view and comment upon all development proposals
before the Neighbourhood Plan is finalised. Several Residents’ Surveys commented on the lack of public transport to Healthcare appointments in Storrington, Steyning, Pulborough. The Storrington Area Help Scheme is a volunteer led project providing transport for medical appointments for residents of Ashington, Storrington, Thakeham, Washington and West Chiltington. Call 01903 742124 to book a car to pick you up from home, take you to your appointment and bring you home again. There is a small charge for the service to cover fuel costs.

Storrington Memorial Pond On Thursday 9th June, members of the Eco Team from Storrington First School visited the Storrington Memorial Pond to inspect the improvements made by the Parish Council. We were pleased that the pupils seemed to be impressed with the area and in particular the “Bug Hotel” which was recently refurbished. Hurston Lane Field The Parish Council is planning to make improvements to the Hurston Lane field so that it can be used for junior football and other sporting activities. We hope to start this project in September 2016 and it is possible that the field may be closed for some time to allow essential levelling works to take place. Thakeham Parish Council Thakeham news May was a busy month, which included another successful Annual Walk featuring our peerless local bluebells. Our Annual Parish Meeting heard excellent presentations on highways issues and about the great Youth Work that is going on locally. At time of writing we are looking forward to our Village Day event on Saturday 18 June – as you will be reading this after the event, we hope you came and had a great time! Winners of our inaugural photography competition have been published on our website. During June we will be continuing to represent to WSCC highways officers and developers our residents’ concerns about traffic-related issues in the built-up area of central Thakeham, around Rydon School and along the B2139 generally. We will report back on progress.
SUSSEX LOCAL We are also working closely with WSCC Rights of Way team, developers and local landowners to seek to improve walking, cycling and equestrian routes in the parish – updates will follow on that too. Construction work continues apace at the Water Lane (Crest Nicholson) and Abingworth sites and we continue to work with the developers, e.g. in relation to problems with vehicles not adhering to agreed movement plans. Please continue to let us know of any issues you are aware of. There are lots of ways in which you can help make Thakeham an even better place to live. Residents can join our Community Committee, to help plan our events and communications. Or help us to update the Parish Design Statement, which seeks to guide future development to protect and enhance our environment. We also now have an archive of historical images, to which you can contribute photos, maps, sketches and other documents up to the end of the 20th Century. The Village Hall is also seeking new members to join its management group, and it is still worthwhile registering your interest in the new Abingworth allotments.
