Tax on savings Sarah from Monks on the new Personal Savings Allowance Bank interest rates are predicted to reach new lows following the Brexit vote as talk of further interest rate cuts are mooted. However, there is a silver lining as many taxpayers won’t have to pay Income Tax on their savings income. In the current 2016-17 tax year, taxpayers with total taxable income of less than £16,000 will have no interest to pay on their savings. This figure is based on the starting rate limit for savings of £5,000 added to the current personal allowance figure of £11,000. However, where non-savings income exceeds the personal allowance the savings Income Tax band is gradually reduced to zero. Of more relevance to most taxpayers, will be the introduction of the new Personal Savings Allowance (PSA) on 6 April 2016. For basic-rate taxpayers the first £1,000 interest on savings income is tax-free. For higher-rate taxpayers the tax-free personal savings allowance will be £500. Anyone earning over £150,000 will not benefit from the new PSA. Taken together, basic taxpayers with a total taxable income of £17,000 or less will have no tax to pay on their savings income (note that earned income i.e. not savings interest must be £11,000 or less). Interest from savings products such as ISA’s and ‘premium bond wins’ do not count towards the new limit. A basic-rate

taxpayer with ISA interest and premium bond wins can still benefit in full from the relevant PSA limits. Given the low interest rate environment, it is worth reviewing the interest rates you are earning on any savings to ensure that they are at or near the top of the interest rate charts. It is also important to bear in mind the current £75,000 bank deposit guarantee limit. The limit is per depositor per bank. On Tuesday 18 October thousands of young people around the UK will be given the opportunity to learn how to help restart the heart of someone who has suffered a cardiac arrest with the support of The British Heart Foundation, St John Ambulance, and The British Red Cross along with all regional Ambulance Services. The aim is to train more than 100,000 young people how to perform cardiopulmonary resuscitation (CPR) on that day and volunteer trainers are invited to participate, whilst schools can participate in number of ways – by registering for free online training, using free Call Push Rescue training kit or having a volunteer deliver a training session to them on the day. SUSSEX LOCAL unanimous planning permission by Adur & Worthing Borough Council to reposition its existing shopping centre into a modern restaurant quarter that is attracting interest from leading national restaurant operators. Plans for the Montague Centre will introduce increased food and beverage offers to increase footfall, dwell time and customer spend, and will seek to provide six modern units specifically designed to meet the needs of modern operators, and will introduce new paving, seating and landscaping in the centre. A blog on the Sussex Wildlife Trust (SWT) website reports that a rare beetle not seen for 100 years has been found in Sussex. The Sycophant, or Calosoma sycophanta to give its full name, was spotted by Senior Ecologist, Graeme Lyons, whilst conducting a farm survey on arable plants and his colourful photographs can be seen on the SWT website. sussexwildlifetrust.org.uk/news/mythically-rare-andpainfully-beautiful The 4th Littlehampton Scouts have been presented with their Duke of Cornwall Community Safety Award, the first group to achieve the prestigious award within West Sussex this year. The Duke of Cornwall Award scheme teaches young people how to protect themselves, their families and vulnerable people in their communities in an emergency situation, and the scout group has been learning from WSCCs Resilience and Emergency Team what to do in emergency situations such as flooding and weather disruptions. The Schools Library Service worked in partnership with Libraries to host author presentations for participating schools in libraries around West Sussex as part of the project. www.westsussex.gov.uk/libraries The possible effect of changes to the role of the PCSO on visible policing across Sussex was top of the agenda for members of the Sussex Police and Crime Panel. The Panel, which met in July, supports and scrutinises the work of Sussex Police and Crime Commissioner Katy Bourne. Members focussed on changes that came into force on the day of the meeting and give PSCOs in Sussex additional powers to allow them to deal with antisocial behaviour caused by alcohol, take statements and carry out some investigation work. The next Sussex Police and Crime Panel meeting will be held on Friday, September 23 at County Hall in Lewes.

Glebe Surgery - Your Views Dear Editor The article on the problems surrounding the provision of a new surgery for Storrington illustrates how the organisations’ concerned - excepting the doctors - are only interested in their own, overly rigid, interpretation of what they believe has to be their stance on this very important issue. I would like to take a representative from each of the interested parties, sit them in a room, and not let them out until they have used what little common sense most of them seem to have to reach an agreement. The only people who are suffering, and it can only get worse, are the local people the Glebe surgery is struggling to cope with. It seems to me that serving the local community, which some people involved are elected to do, comes way down the list of their priorities. David Charles, By email Dear Editor I am writing to thank Jeff for his report in Sussex Local (July 2016) on the problems and suggested solutions in connection with the Glebe Surgery in Storrington. It was both comprehensive and very informative. Storrington residents appreciate the difficulties that the Glebe Surgery has had since the closure of Millstream. It's often hard to park and, with 12,000

patients to cater for, GP appointments are heavily subscribed – resulting in problems for staff and patients alike. The answer would be additional or new premises but, from your report, it would seem that NHS funding, plus certain restrictions by the Diocese of Chichester, are the main obstacles to either of these solutions. As the Parish Council says … A new expanded surgery could be built on the Millstream site, which would have adequate parking and would be in a more central part of the village. It would seem that using Millstream in some way could alleviate the pressure, but I appreciate that it is not a simple matter. However, with the number of patients forecast to rise to 16,000 by 2020, only four years away, problems for the surgery will only increase. Let us hope that an answer is found soon so that the Glebe can continue to provide excellent healthcare to all Storrington patients. Penny Thornton, By email

Storrington History Group’s Award The Storrington and District Museum has received its third Heritage Lottery Fund award in as many years to research the Battle of Boar’s Head which involved local men from Sussex and took place the day before the Battle of the Somme. Little is known of this early morning attack, of the 30 June 1916, which was to divert German attention away from the Battle of the Somme, which began the following day. Those involved were from the 12th and 13th (Southdowns) Battalions of the Royal Sussex Regiment, (11th Battalion was kept in reserve), and almost 350 men died that morning with many more receiving serious injuries. One of those men was John French who lived on School Hill. A further seven men’s names can be found on local war memorials surrounding Storrington. Storrington Flower Club The club meets on the 4th Wednesday of the month except for August and December. The next meeting will be held in September, at Sullington Parish Hall– arrive 2pm for 2.30pm start. Ashington Festival 20th August Ashington Festival promises a fun day for all ages, for the local community and surrounding area. The festival starts at 1.30pm, with a colourful Carnival parading through the village, led by 2016s Carnival Princess, Amber Loisy, and her attendants, Lois Comer and Isabelle Fraser, and her pageboys, Todd Geal and Oliver Fraser. On the Recreation Ground will be the Harris Brothers Funfair, a fun dog show, car boot sale, flower show, classic car show and lots of stalls and sideshows. There will be food outlets and a licensed bar.

Eton Mess

A great last minute dessert using your favourite mix of fruits in season. Serve in tall elegant glasses or lazily arrange in one large glass trifle dish for a stunning centre piece - Serves 6. Method:

1. Whip the cream with a little vanilla until stiff and then gently stir in the yoghurt.

Ingredients:       

300ml double cream Few drops vanilla extract 150ml thick Greek style yoghurt (or add more cream if you prefer) 150g meringues, roughly broken up 250g ripe strawberries, raspberries or blackberries or a mixture Few tbsp raspberry coulis or other fruit puree (optional) Mint leaves or crisp sweet biscuits

2. Layer the crushed meringues, fruit and cream in glasses or a serving dish, alternately, adding a drizzle of fruit coulis as you go. The result should be a relaxed and tantalizing looking mess!! Sussex Community Foundation Trust Matching donors to needy people and causes. By Veronica Cowan This year the Sussex Community Foundation Trust - which awards grants to charities and community groups in Sussex, in four general grant rounds per year, and manages funds on behalf of a range of Kevin Sussex donors, conRichmond necting them to CEO groups and communities they want to support - celebrates its tenth birthday this year. The Duke of Richmond, who founded the trust, thought the establishment of such a foundation would highlight the smaller charities and community groups that are often overlooked when local people and companies think about giving to charity, but perhaps can’t identity where the need is. He said at the time. “Sussex Community Foundation has been set up to bridge this gap and to make it easy for local people and companies to give to local communities.” The Duke brought together a small steering group of

people from across the county, and following an extensive feasibility study, a number of individuals, companies and trusts were approached to become founderdonors. Their support funded the initial costs of setting up the organisation. Kevin Richmond was appointed as its first Chief Executive, and explains further: "The Duke of Richmond and Gordon had the idea to set up [the Foundation] in 2006 because he felt that many people see Sussex as a wealthy county which, in places, it is. However, there are some areas of Sussex that are in the top 10% most deprived in the UK. There are also many donors who wish to give locally.” The project started with enough funds secured to cover three years’ running costs, and the Foundation’s record in the past ten years has been impressive, in that it has given a massive £10 million in grants. The deprivation is still there, and this autumn, the Foundation will be updating, and relaunching, a report it commissioned in 2013 - Sussex Uncovered - which revealed the hidden disadvantage existing in the county. Mr. Richmond grew up in Somerset but fell in love with Sussex and Brighton, in particular, when he went to Sussex University at the age of 18. He has worked in a wide range of local and national charities, and was director of the Carers Centre for Brighton & Hove from 1999 to 2006. The Foundation, with its opportunity to put generous donors in touch with needy people and causes, was an attractive move for him: “Happily, we can bring donors together with the causes, charities and community groups they wish to support,” he said. Do they find it easy to get ambassadors? “We have found that many people are attracted to the Foundation, either as donors or other sorts of supporters, when they see what a great and quite unique sort of organisation it is, Mr. Richmond comments, adding: “We can maximise a donor’s charitable giving and put them in touch with smaller local charities and community groups across Sussex that they wish to support.” A recent example of this is the Sussex Lund grants programme, launched by Peter Baldwin and Lisbet Rausing, which is a collaboration between their charitable fund, Lund, and Sussex Community Foundation. It aims to support small-scale, practical projects that improve the ecology and landscape of the High Weald, an Area of Outstanding Natural Beauty. Charities, community groups, schools, churches, councils, farmers, landowners and anyone with a good idea about progressing this project were invited to apply for a grant of between £500 and £10,000. It attracted over 50 applications, and whilst the first call for applications has now closed, it will be open for applications again in the Spring of 2017.

This charity received a Competing in the Regional RDA grant o f Countryside Challenge £1,000 last year. Home Start Arun, whose volunteers visit families at home, giving practical and emotional support, which is directed at improving life chances for vulnerable children, received £5,000. And the healing power of animals was recognised when Hope in the Valley Riding for the Disabled Association received a grant of £973 last December. This charity caters for physically disabled children aged between 3 -16 and was delighted to “receive a generous award from the Noel Bennett Fund through the Sussex Community Founda-

So how did they use the grant funding? “We spent the money on the upkeep of our ponies, without [which] we would not be able to function at all. Keeping and caring for ponies becomes more expensive every year and donations such as this are vital to our continuing existence. Items covered include shoeing, feed, grazing and routine vet bills,” explained Ms. Mills. The Foundation doesn't want to rest on its laurels, and Mr. Richmond believes there is still much more it could do. Accordingly, its target for the next four years is to reach a total of £17.5 million in endowment funds for Sussex and to give out £1.5 million in grants each year. He notes in a recent Newsletter

Horsham District to build 16,000 more houses before 2031Jeff tries to get behind the numbers Folllowing last month’s article on the Glebe Surgery proposals, and the disparity between the developers’ view of projected housing numbers and those of West Sussex County Council (WSCC) when arguing the case for closing Rydon, I thought I would try to make some sense of it myself.

If you remember, WSCC said quite clearly that they expected only 231 houses and flats to be developed in the STARS area between now and 2031. Those behind the proposal to expand the Glebe Surgery, estimate that dwellings to house 4,000 more patients will be built in the area between now and 2020. So what is the real story?

You’re probably aware that Horsham District Council handle the planning for this area, so I turned to their website and, only with the help of the HDC Press Office, eventually found a document entitled “Housing Mid-Yearly Update May 2016”, which is described as showing “The District’s present five year housing land supply situation;” The document states “Policy 15 of the Horsham District Planning Framework, adopted on the 27 November 2015 sets a housing target of at least 16,000 homes to be delivered over a twenty year plan period, running from 1 April 2011 to 31 March 2031.” Annex 1 & 2 of the document shows a five year total for the whole of Horsham District to 2020 of housing units which have allocated sites, in the form of spreadsheet tables. It should be noted at this point that the table in Annex 1 doesn’t always make sense, in that the totals for each row do not always correctly reflect the sum of its constituent columns. So, for example, the Vauxhall Stevens Site at Broadbridge Heath shows a total of 45 units, yet only 17 are actually listed (under 2016/7). Most strange, but I didn’t have time to query it - I just took the totals at face value.

Clearly WSCC understated the housing requirement by a long way. Also, as I have said previously, these are only committed planning projects, all of which will be built by 2020. On the other hand, I found no evidence to support the numbers of new properties quoted by the Glebe developers - remember they say houses for 4,000 more people by 2020. 4,000 divided by 338 would be almost 12 people per

property - a bit of a stretch in my opinion. However, I did find the possibility of plenty more building in the area before 2031 - more of that later.

(SHELAA)”. This is quoted as being “a list of latest information on additional sites that are considered ‘developable’ but do not yet have planning permission”.

The Missing Decade

Oh were it that simple. Once you get into the reports - there is one for each parish - you find listed not only the future sites, but also those which are deemed as “deliverable” within the next 1-5 years. I guessed they should be on the first document. They are - sort of. These sites all have reference numbers which are reflected in the helpful maps, however the references do not correlate back to the first Five Year Projection spreadsheet - and some of the site descriptions vary. Lacking the resources to spend time cross-referencing them one by one, I had to take it on face value that these were indeed the committed sites listed, and decided to just concentrate on finding the ones in the missing decade.

So far I had 5,025 housing units identified to 2020. However the spreadsheet had columns listed up to 2031, with houses allocated against sites, but - believe it or not - with no totals. Sighing heavily, I did it myself, and came up with a further 4,911 units. I had therefore identified just under 10,000 units against a 16,000 target, and I was still interested in trying to discover where the balance was going to be built between 2020 and 2031. Oh but hang on - the 16,000 target started from 2011, so some of these will have already been built. Where that information resided was anyone's guess, I certainly couldn’t find it as all the tables seem to start from the current year. Surely it shouldn’t be too much of an ask to have one over-arching document?

Well hello there SHELAA Apparently so, as paragraph 4.5 of the projections document states that it is “to be read in conjunction with the latest Strategic Housing & Economic Land Availability Assessment

Once again, you would have thought that thirty odd different documents might be summarised into one coherent table. Not one I could find. So, again, I analysed the resulting data into a) areas which were covered by STARS/Glebe; b) areas which could conceivably be Steyning Grammar catchment, and c) all others. The results are shown in the table below. Please read on for maps of the possible areas affected in our region.

In Conclusion In considering the data and maps, two points should be noted. First, the SHELAA report is dated June 2015, and will be updated annually. Second, just because a parcel of land is included in SHELAA, doesn’t necessarily mean it will be granted planning permission. The only correlation which seems to make sense is that my total of 14,217 possible units between 20152031 could be seen to be reasonable against the stated building target of 16,000 between 20112031. Therefore the “developable” areas in yellow could well happen - if not alternatives will have to be found. I am though confused by the discrepancy in the estimates to 2020. The Five Year plan totals 5,025, but my totalling of the SHELAA data for the same period gives a total of 7,325.

I think, if anything, this exercise has shown me that this data seems to be extremely difficult for the public to interpret, and, in my view, should be a whole lot more accessible. Interested parties should not be able to get away with making false claims about the numbers of houses being built, and be able to hide away behind the fact that their claims are difficult to disprove. In its desperation to close Rydon at all costs, West Sussex County Council has clearly deliberately ignored the SHELAA data. In ten years that data shows that there could well be 1,000 more houses in its catchment than they admitted. But they were aware of it all along - their comment that moving Thakeham First School to the Rydon site for “future expansion” can now be understood in the light of further development around Rock Road. The doctors look correct, although their timing is out. But surely NHS England should be persuaded to change its rules so that Ashington gets its own

Young people join Storrington in Bloom

Storrington is preparing to welcome the judges from South & South East in Bloom this month - volunteers have been busy all year sprucing up the village, including another clean up event which took place on 3rd July. The organisers would like to thank everyone who lent a hand. During July the efforts of our young people have become visible with the arrival of the flags designed by the students at Rydon Community College, and the ten ‘bright and beautiful’ themed wheelbarrows prepared and planted by local youth groups. A group of pupils from Storrington First School, together with teacher Sophie Bull, spent several artistic afternoons creating the eye catching art. “We wanted to paint something that celebrated Storrington in Bloom as well as celebrating the Queen’s 90th birthday” says Sophie “and I think the children have absolutely achieved it!” Earlier this year children from the school helped with planting preparation for the award. The children’s artwork can be seen near the postbox on Old Mill Drive. Judging for the Storrington in Bloom local competitions is underway and the winners will be announced at the awards ceremony in September.

A Sporting Year for Storrington First School The school year drew to a close for Storrington First school with a decidedly sporty feel. The school’s swimming pool opening was swiftly followed by a visit from Olympic Gold Medallist, Duncan Goodhew. During Duncan’s visit, pupils from Storrington and other STARS schools enjoyed taster sessions in a range of sports – and got to hold a real gold medal! The school’s sports week included an amazing range of PE and Sports – from the more usual Sports Day races and competitions to visiting workshops including yoga, Bollywood dance and a special visit from former STOMP performer, Pete Francis. Headteacher, Marion Smith commented “We are keen to encourage all our pupils to get active – some make the most of our field and football pitch, others love the summer swimming and some pupils just excelled during the dance workshops’’ Healthy Eating was also a big part of the Sports Week with produce from the school’s allotments made into some tasty dishes in the school kitchen and healthy eating workshops provided by Tesco’s Community Champion, Karen Brooks. Looking forward, the school will be offering a wider range of before and after school sports clubs and, from September, will have a sports coach to focus in particular on team sports and tournaments.

Mobile phone signals in Storrington, Sullington and Washington Arising out of the consultation process for the Neighbourhood Plan there were numerous representations from residents and businesses seeking significant improvement to the lack of, very poor and/or erratic mobile phone signal in and around the Parish and the Parish Council has responded by seeking the support of Nick Herbert, Ofcom and the four network providers in finding a solution. To take appropriate action Ofcom and the network providers need to be convinced that the current Ofcom signal strength checker map, which indicates overall expected signal strength as good, is inaccurate but, at this stage, Ofcom has only indicated that it will “attempt

Hurston Lane Field Improvements.

As reported last month, the Parish Council is planning improvements to the surface of the field at Hurston Lane so that it is suitable for junior football and other sporting activities. The project is due to commence shortly and we hope that two new pitches will be in place for the beginning of the Storrington Vipers’ 2017 /2018 season. The field and footpath will be closed to the public for some of the period and the Parish Council would appreciate the cooperation of the community in this respect.

Ashington Parish Council We received 132 replies to the Residents General Survey. This represents a response rate of 12.1% which is good for this kind of exercise. Thank you to everyone in the Parish of Ashington who returned a questionnaire.

Brief Headlines 85% of the replies indicated that you really like living in Ashington because it is: Small; in a peaceful and quiet semi-rural location; friendly; clean village; good community spirit; nice countryside and scenery. A number of the replies commented on the good local shops, garage, pub & restaurants, others would like more shops and several residents mentioned a café in the village as a central meeting point. Many would like to see healthcare facilities in the village or better access to those outside of the Parish. In general, residents liked the fact that Ashington has easy access to towns, countryside, airports, the coast

Thakeham Parish Council Thakeham news The agenda of the Parish Council continues to be very full. Following the successful revival of our Village Day in June we are already starting to plan next year’s event. But our key issue in the next few months will be considering a proposal to change the mix and increase house numbers in phase 2 of the Abingworth development. Without extending the consented building area, the proposed change would increase total house numbers by 40-50 over the 147 currently permitted. While such a change would be significant, there are good reasons to consider it seriously. The current scheme does not seem to reflect local demand, being dominated by a large number of homes designated for the over-55s, alongside mainly large executivestyle houses. A better balance of smaller and medium -sized homes could allow more local families to remain in the area.

Other annoyances include: indiscriminate parking on pavements and verges, speeding, lorries using the village as a ‘rat run’, dog fouling, littering and vandalism/anti-social behaviour. Many residents suggested limits on new builds, with small infill development only, no large estates and restricted to Brownfield sites where possible. A number of people were concerned that too many large homes are built in the village and there is a lack of small, affordable or retirement properties. Several replies were concerned about the increase in new houses and the threat of overdevelopment, the pressure on local infrastructure and the potential loss of green spaces. Full details of the results can be viewed at www.ashingtonpc.org.uk The Neighbourhood Plan Steering Group will be studying the results in detail, undertaking further analysis of the Parish, collating the wishes of Community Groups, businesses, young people, elderly etc before producing a ‘State of the Parish’ report in the autumn. Some increase in house numbers at Abingworth would also strengthen our ability, under our Neighbourhood Plan, to resist speculative development of less suitable green spaces over coming years. There may also be an opportunity to secure additional village benefits, beyond the new facilities already due from the project (new Village Hall, shop, sports facilities and Pre-school). At the same time, we must clearly also consider potential negative impacts and how they can be limited. We want to hear what residents think about what is the right housing mix, whether some more houses on the site would be acceptable, and whether there are missing facilities or support services that the parish should pursue as part of this. We are approaching this in a measured and consultative way, before decisions are required (probably in early autumn). It is essential that the community has full opportunity to understand, question and give views on the issues. When a formal application has been submitted we will have a public meeting to review the plans and get feedback in open forum. Meantime, anyone who wants to give us input on the questions above, or to raise further questions can do this via our parish clerk or any councillor.
