18.84.080. Designreviewstandards. Thefollowingstandardswillbeusedtoevaluatetheproposedsiteplan: A. Exceptasnecessaryforconstructionofaccessroads,buildingpads,septicdrainfields,publicutility easements, parkingareas, etc.,theexistingtreeandshrubcoverscreeningthedevelopmentfromthe designatedroad,river,orstreamshallberetained. Thisprovisiondoesnotprohibitmaintenanceof existinglawns,removalofdead,diseasedorhazardousvegetation; thecommercialharvestofforest productsinaccordancewiththeOregonForestPracticesAct,oragriculturaluseoftheland. B. Itisrecommendedthatnewstructuresandadditionstoexistingstructuresbefinishedinmutedearth tonesthatblendwithandreducecontrastwiththesurroundingvegetationandlandscapeofthebuilding site. C. Nolargeareas,includingroofs,shallbefinishedwithwhite,brightorreflectivematerials. Roofing, includingmetalroofing,shallbenon-reflectiveandofacolorwhichblendswiththesurrounding vegetationandlandscape. DCC18.84.080shallnotapplytoattachedadditionstostructureslawfully inexistenceonApril8,1992,unlesssubstantialimprovementto theroofoftheexistingstructure occurs. D. SubjecttoapplicablerimrocksetbackrequirementsorrimrocksetbackexceptionstandardsinDCC18. 84.090(E),allstructuresshallbesitedtotakeadvantageofexistingvegetation, treesandtopographic featuresinordertoreducevisualimpactasseenfromthedesignatedroad,riverorstream. Whenmore thanonenonagriculturalstructureistoexistandnovegetation, treesortopographicfeaturesexist whichcanreducevisualimpactofthesubjectstructure,suchstructureshallbeclusteredinamanner whichreducestheirvisualimpactasseenfromthedesignatedroad,river,orstream. E. Structuresshallnotexceed30feetinheightmeasuredfromthenaturalgradeontheside(s)facingthe road,riverorstream. WithintheLMZonealongastatescenicwaterwayorfederalwildandscenic river,theheightofastructureshallincludechimneys,antennas, flagpolesorotherprojectionsfromthe roofofthestructure. DCC18.84.080(E)shallnotapplytoagriculturalstructureslocatedatleast50 feetfromarimrock. F. Newresidentialorcommercialdrivewayaccesstodesignatedlandscapemanagementroadsshallbe consolidatedwhereverpossible. G. Newexteriorlighting,includingsecuritylighting,shallbesitedandshieldedsothatitisdirected downwardandisnotdirectlyvisiblefromthedesignatedroad,riverorstream. H. ThePlanningDirectororHearingsBodymayrequiretheestablishmentofintroducedlandscape materialtoscreenthedevelopment, assurecompatibilitywithexistingvegetation,reduceglare,direct automobileandpedestriancirculationorenhancetheoverallappearanceofthedevelopmentwhilenot interferingwiththeviewsofoncomingtrafficataccesspoints,orviewsofmountains,forestsandother openandscenicareasasseenfromthedesignatedlandscapemanagementroad,riverorstream. Useof nativespeciesshallbeencouraged. (Formerlysection18.84.080 (C)) I. Nosignsorotherformsofoutdooradvertisingthatarevisiblefromadesignatedlandscape managementriverorstreamshallbepermitted. Sandfiltersystemsmaybe requiredasreplacementsystemswhenthiswillallowadwellingtobelocatedfurtherfromthestream ortomeetthe100-footsetbackrequirement D. RimrockSetback. Newstructures (includingdecksoradditionstoexistingstructures) shallbesetback 50feetfromtherimrockinanLMZone. Anexceptiontothissetbackmaybegrantedpursuanttothe provisionsofDCC18.84.090(E). E RimrockSetbackExceptions. Anexceptiontothe50-footrimrocksetbackmaybegrantedbythe PlanningDirectororHearingsBody,subjecttothefollowingstandardsandcriteria. 1. AnexceptionshallbegrantedwhenthePlanningDirectororHearingsBodyfindsthat: a. Alessersetbackwillmakethestructurelessvisibleorcompletelyscreenedfromtheriveror stream;or b. Thesubjectlotorparcelwasalotofrecordpriortotheadoptionofthisordinance; or c. Dwellings (includingdecks)onbothlotsorparcelsabuttingthesubjectlotwithin50feetof therimrockandtheadjacentbuildingsarewithin100feetofthelotlineofthesubject property;or d. Adherencetothe50-footsetbackwouldpreventthestructurefrombeingsitedonthelot. 2. Adwellingqualifyingforarimrocksetbackexceptionunderthecriteriasetforthintheaboveshall belocatedasfollows: a. Thestructureshallbedesignedandsitedtominimizethevisualimpactwhenviewedfrom theordinaryhighwatermarkonthefarsideoftheriver. Thisshallbedeterminedbyviewing thepropertyfromtheordinaryhighwatermarkimmediatelyacrossfromthecenteroftheriver frontageonwhichthestructureisproposedwithlikeevaluationsbeingmade300feetupstream anddownstreamoneithersideofthatpointovertheentirelengthofriverfrontageonwhichthe structureisproposed. b. c. Theheightofthestructureshallnotexceedthesetbackfromtheedgeoftherimrock,except asdescribedintheexceptionsection (f), below. d. Nostructure (includingdecks) shallbelocatedcloserthan20feetfromtheedgeofthe rimrockunlessthePlanningDirectororHearingsBodyfindsthatthelessersetbackwillmake thestructurelessvisibleorthestructureiscompletelyscreenedfromtheriverorstreamexcept asdescribedintheexceptionsection (f), below. e. Wheremultiplenonagriculturalstructuresareproposedonalotorparcel,thestructures shallbegroupedorclusteredsoastomaintainageneralappearanceofopenlandscapeforthe affectedarea.
