Donald J. Bachand was appointed Saginaw Valley State University’s fourth president in February 2014. He first joined SVSU in 1978 as an assistant professor of criminal justice and rose through the ranks of the faculty and academic administration. Bachand served as SVSU’s vice president for academic affairs starting in 2006 and added the responsibilities of provost in 2010. During that time, SVSU received new accreditations by the National Association of Schools of Music in 2009 and the National Accrediting Agency for Clinical Laboratory Sciences in 2011; seven other accreditations were renewed on his watch. Prior to becoming vice president, Bachand served nearly 10 years as dean of the College of Arts and Behavioral Sciences, the largest college in terms of the number of academic departments. As a faculty member, Bachand played a leading role in the growth of SVSU’s criminal justice program, which had a small number of students when he arrived but grew into one of the most popular majors by the time he became dean. In 1987, he received the Landee Award for Teaching Excellence, SVSU’s highest honor for classroom teaching; the following year, he received the Michigan Association of Governing Boards Distinguished Faculty Award. Prior to SVSU, Bachand served 10 years with the Detroit Police Department, where he spent several years on patrol before becoming among the youngest in department history to receive a promotion to sergeant; he was subsequently assigned to the chief of police’s strategic planning division. While on the force, Bachand completed a bachelor’s degree at Mercy College and a master’s degree at the University of Detroit. After joining SVSU, he went on to complete a Ph.D. at the University of Michigan. Bachand is married to Liana Bachand and they have three children. They are Kathryn, whose significant other is Derek Kucharski; Melissa, who is married to Derek Harper; and Brian, who is married to Megan Bachand. Dr. and Mrs. Bachand have four grandchildren: Melissa’s Kyle and Julia, and Brian’s Alyssa and Collin.

The audience is requested to stand during the Processional, remain standing for the National Anthem and Invocation, and stand again for the Benediction and during the Recessional.

The SVSU Board of Control is the link between the University and the State of Michigan; it is comprised of eight members, plus the SVSU President, who sits ex officio as a non-voting member. The eight regular members are appointed by the Governor of Michigan, subject to Senate confirmation, and are predominantly, though not exclusively, from the Saginaw, Bay, Midland tricounty area. Established in 1966, the Board of Fellows is an advisory group for the President of Saginaw Valley State University. Appointments to the Board are for staggered four-year terms and are approved by SVSU’s Board of Control. Members of the Board of Fellows represent a wide range of professions and communities across the Great Lakes Bay Region. In addition to holding informative meetings on a regular basis, the Board of Fellows hosts an annual breakfast for legislators and is committed to supporting the personal and educational development of SVSU students, especially through community service. About Saginaw Valley State University Background Saginaw Valley State University (SVSU), the newest of Michigan’s state universities, is situated on a 782-acre campus in the Great Lakes Bay Region within a triangle formed by Saginaw, Bay City, and Midland. SVSU was originally chartered as a private institution to meet the higher education needs of east-central Michigan. The year was 1963, and because there were no four-year institutions of higher learning in the region, committed community members saw a need for a liberal arts college in an area with a population base of 500,000 people. The grassroots investment has remained consistent throughout SVSU’s history, as the University and the region remain intertwined in both goals and leadership. As Saginaw Valley College, the institution admitted its first class of 119 students in 1964, became state-assisted in 1965 during a period of national expansion of institutions of higher learning, and held its first commencement in 1966. The name was changed from Saginaw Valley College to Saginaw Valley State College in 1975 and to Saginaw Valley State University in 1987. The earliest students were primarily non-traditional commuter students. However, the student profile has shifted steadily, especially over the past decade, to a more traditional student base, with significant numbers of students living on campus or nearby. Additionally, a recruitment effort to expand its student population to be more diverse and global has resulted in an international population of more than 600 students from more than 34 countries who now study at SVSU. From its beginnings the University has experienced steady growth, not only in its student body, faculty, and staff, but also in the programs it offers, as well as its physical facilities and infrastructure. SVSU has evolved into a distinctive comprehensive regional university that fulfills the goals of its founders by providing higher educational opportunities for the citizens of the region, the

state and, to a more limited extent, beyond. While many things about Saginaw Valley State University have changed in its more than 50 year history, its primary mission — to provide access to high quality academic programs, to provide opportunities for success in personal and intellectual development, and to serve the region as an intellectual and cultural center — has remained constant. Mission To support its historic mission, SVSU offers an appropriate range of programs at the baccalaureate level, with select professional graduate programs. These programs and associated support services are well suited to SVSU’s enrollment profile and provide access and opportunities to students from a diverse set of academic and socioeconomic backgrounds. SVSU is committed to diversity in its campus climate, workforce composition, and curriculum. It has made significant progress in these areas since 2003 and, in 2013, Insight into Diversity recognized SVSU with a Higher Education Excellence in Diversity (HEED) Award. The University also supports the public good in the region through artistic, cultural, and intellectual programming as well as continuing education and economic development activities. Many of these activities are made possible by endowments from local business and civic leaders. Through various advisory boards, including the Board of Fellows, SVSU receives regular input from the community to guide its operations and programs. Governance Because members of the SVSU Board of Control are appointed for eightyear terms by the Governor of the State of Michigan, the Board is sufficiently autonomous and knowledgeable to make decisions in the best interests of the institution. The Board of Control Bylaws require annual disclosure of potential conflicts of interest, and the diversity of the Board provides multiple perspectives in decision-making. As defined in its bylaws, the Board of Control yields responsibility for all functions of the University to the University President, who only requires Board Approval on a well-defined set of issues. As expected, the faculty have significant roles in curriculum development, approval, and oversight, as well as in faculty evaluation, promotion, tenure, and sabbatical processes. The institution’s commitment to academic freedom is demonstrated by both the bylaws of the Board of Control and the Faculty

Association contract: one of the articulated responsibilities of the Board of Control is to “preserve academic freedom”; the Faculty Association contract states that faculty members have the “freedom to report the truth” in their respective disciplines, as they see it. Quality Programs SVSU’s General Education program, redeveloped in the undergraduate curriculum after 2003, has matured into a well-designed, well-assessed program that meets the institution’s goals of improving student’s critical-thinking, logical reasoning, and effective communication, with due consideration of human diversity. The University has also developed a number of Programs of Distinction such as the Honors Program and the Roberts Fellows Program to challenge its most advanced students; various support services have been implemented to address the academic and social needs of students. Nearly 80% of full-time faculty hold a terminal degree in their respective disciplines, and these well-qualified faculty carry out their classroom and non-classroom roles, including the development, delivery, and assessment of academic programs. In support of its mission-driven claim to engage with the greater community, SVSU is in the process of formalizing and assessing its service learning and community engagement efforts to meet its goal of obtaining classification as a Carnegie Community Engagement Institution. Field-based learning, internships and other types of applied-learning experiences are increasingly part of an SVSU education and its programs of study. Continuous Improvement As SVSU has matured as an institution, the quality of the teaching and learning environment has matured as well. The tagline “Something more. Something better,” which is often attached to SVSU communications, is an appropriate description of the overall academic experience. Inspired by the University Mission of creating opportunities, respecting diversity, and pursuing and propagating knowledge, the learning community strives to develop strong programs that lead to successful and productive graduates. In parallel with the development of strong academic programs, the University has devoted significant energy to assuring students’ success, both in the early stages of their

education and also in their post-graduation endeavors. With well-established assessment and planning methodologies in place, faculty and staff are able to evaluate student learning, retention, and persistence to graduation with the goal of continuous improvement and encouraging students to take advantage of the many opportunities the University offers. The Future The sound financial condition of the University enables it not only to support its current educational programs but to strengthen their quality in the future. The institution will maintain its ongoing core functions but is well-positioned to undertake new initiatives and program enhancements. The organizational and centralized planning and budgeting structures support the mission and educational needs of SVSU’s student population and provide support services for efficient and effective operations. The growth in academic units and academic support services reflects the evolution of the institution to one increasingly focused on retention efforts and persistence-to-graduation rates. The robust size of the alumni corps, now more than 41,000, further strengthens the value of an SVSU degree. And given that 85% of alumni reside in Michigan, this “army of the Cardinals” allows for the university’s reputation to be further enhanced and championed. The University remains committed to its Mission/Vision and Strategic Plan and has the resources to serve its region as an intellectual and cultural hub, yet recognizes the need to compete for a larger market share of students in Michigan, to expand international markets, to increase retention and persistence, and to budget conservatively as it faces the enrollment challenges of the future.

Institutional Accreditation
Saginaw Valley State University was accredited by the Higher Learning Commission of the North Central Association as a baccalaureate degree-granting institution in 1970. In 1980, the HLC/NCA continued this accreditation and granted accreditation at the master’s degree level. Both accreditations have been retained continuously since the original accreditation.

The Seal
The triangle within the SVSU seal symbolizes the geoÂgraphical area formed by Bay City, Midland and Saginaw. It denotes the linking of three separate communities and surrounding areas through an institution dedicated to higher education. The year of the university’s founding, 1963, appears below the triangle. Three symbols within the triangle are of Egyptian origin. The figure at the top represents life, denoting that education is an ongoing, lifelong process and has a value that lasts forever. The symbol at the lower left represents light – perhaps the inner light. It recognizes that our knowledge is a torch of smoky pine that lights the pathway but one step ahead. Opposite the light of knowledge in the lower right corner is a staff, which stands for strength. This may be regarded as an appeal for the endurance necessary to search for and find the truth, as well as the strength to speak and live it.

Academic Regalia Official participants in the Commencement ceremony wear distinctive apparel referred to as regalia. The gowns, caps and hoods worn today evolved from costumes worn several centuries ago in European ceremonies. Gowns traditionally are black, although some academic institutions prescribe a school color for their graduates’ gowns. SVSU graduates wear black gowns. Members of the Board of Control and the President wear red regalia to distinguish them as serving on the university’s governing board. Caps are either mortarboard or a soft beret modeled after the cap of Cambridge University. The tassel on the cap may be black or a color indicating the field of study for the earned degree. A gold tassel signifies the holder of a doctoral degree. Hoods, which drape over the back of the gown, are worn only by those with a master’s degree and higher. The colors in the hood denotes the degree earned, academic institution, and field of study. The colors revealed in the center back of the hood signify the school colors of the academic institution granting the degree (SVSU colors are red and blue). The velvet trim showing around the neck, and also on some doctor’s gowns, represents the field of study.
