Charter Construction
Charter Construction was founded in 1999 by partners Leon and Kimberly Chambers after reorganizing their two Montana-based building firms. As native Missoulians with over 35 years of combined experience, they strive to give back to the local community through their design work with homes and neighborhoods.
One major project that highlights their dedication to community is the design and construction of a multi-generational duplex. This unique plan allowed a family to live together within one dwelling, yet retain their independence with individual units.

It’s this type of creative problem solving that helps Charter Construction to excel at design build. With a focus on residential and light commercial construction, they also make Green Build and Energy Efficiency primary concerns in their in-house designs.
From low-impact materials to complete construction systems, green building techniques are used extensively at Charter Construction. Always learning, they continually research and utilize new environment-friendly technologies. This effort to stay informed on the forefront of green building techniques results in constructed homes that naturally exceed Model Energy Code requirements.
Currently, Charter Construction is working on the Hellgate Meadows Homes project. With an aim to keep old values in a renewed setting, this living development embraces the concept of New Urbanism. This planning movement is a revival of the lost art of place-making, and aims to form complete communities in place of conventional developments.
This mixed-use neighborhood provides an opportunity for residents to live, work, and play – all within a 10-minute walking distance. The pedestrian-friendly street design combines with dedicated open spaces and nearby local businesses to make healthier lifestyles more accessible to everyone.
Planning residential neighborhoods with the concept of New Urbanism also makes more efficient use of local tax revenue, as less is spent on spaced-out utilities and roads. Additionally, mixed-use neighborhoods can enhance property values and reduce traffic congestion.
Although passionate about their involvement with the local building industry, the company is also dedicated to working with local youth to provide opportunities for trade education and apprentice labor. One of the owners, Leon, works to promote skills development training for teenagers between 15-19 years old. Charter Construction also provides donations of material to their trade schools.
Meanwhile, Kimberly serves as the National State Representative for the National Building Industry Association, representing Montana nationally. Prior to that, she has served as the first female state president for the Montana Building Industry Association as well as serving two terms as the local President of MBIA. However, she puts the greatest importance on working with state governing officials to help keep home building affordable and essential to all Montanans.
Both Leon and Kimberly are active with their continuing education with Aging In Place and Green Building. They also proudly hold CPG certifications.
