Lastly, as our organization moves forward in pursuit of our strategic goals, we shall align ourselves daily with these principles. Every goal in this plan is founded on the following principles: • Support the customer first and always. • Sustain the foundation of Tahoe Donner programs and services. • Encourage environmental stewardship. • Engage in local community involvement and participation. • Minimize annual operating assessment by allowing homeowners to pay for the amenities they desire to use. • Responsibly maintain, preserve and enhance the common property. Board members are elected annually (on staggered terms of three years) by the owners. With each annual election, articles are published in the monthly magazine, email blasts are sent to the owners, and hard ballot mailings are sent to all eligible owners. I encourage all the owners to participate in our annual election as part of our larger governance model for the association. Summer is rapidly approaching and the amenities and trail system are looking great for your summer fun.

The feminism movement and demand for equal rights begins to take hold in the broader population. Joe Frazier outpoints Muhammed Ali to retain the world heavyweight boxing championship, and Hank Aaron hits his 600th home run. Stanley Kubrick’s “A Clockwork Orange” wins the Oscar and “Fiddler on the Roof" breaks the record for being the longest running musical in Broadway history. Americans begin dancing their troubles away to

the beats and melodies of disco. Evil Kneivel sets a new world record by jumping 19 cars with his Harley-Davidson motorcycle. And on June 26, 1971, in a little-known area near a sleepy railroad town called Truckee, California, a new housing development called Tahoe Donner Association holds its grand opening. Fast-forward 45 years to June 2016. The association is a thriving, successful community made up of recreational amenities and restaurants, with trails and open space and a respected forestry department. A highly professional board, staff and volunteer committees provide organization and direction. Opportunities abound for residents to come

MEET MIKE SALMON, SAGE OF FINANCE BY GRETCHEN SPROEHNLE In life, there are numbers people… and then there are the others. In fact, for many, dealing with numbers is downright frustrating. But a select few are so gifted in finance and accounting that they leave the rest of the world in the dust. Fortunately for Tahoe Donner, our director of finance and accounting Michael Salmon is one of those select few. His interest in finance started at a young age. “Growing up in Florida, mowing lawns in the heat, I knew I wanted to get a college education. My dad advised me that accounting and finance was a great field — this was during the late 70s Carter era — and that every company needed accountants, so it was somewhat recession-proof,” Salmon explained. Salmon’s career in finance began right out of college, and he’s never strayed from the line of work. Now a Certified Public Accountant (CPA), he began in the field of public accounting. Upon moving to the Truckee-Tahoe area, he joined the accounting team at Northstar-at-Tahoe, and was then employed by Booth

Creek Ski Holdings as corporate controller. “After leaving the intense learning and hours in the public accounting world, I really enjoyed working in the resort business,” Salmon said, explaining that this is one reason he was attracted to Tahoe Donner. “Things are very dynamic and always changing, and I thrive on a continuous improvement mantra. Tahoe Donner is very similar to the big resorts in the area, just with smaller numbers.” Salmon was hired by Tahoe Donner in 2007, and as director of finance and accounting, his duties include safeguarding the assets of the company and providing sound financial management and guidance for the board. “Providing timely, accurate and useful information is critical,” he said. “Then add on top of that the 6473 owners/advisors and the homeowner association aspects of the business, and yes, my team and I are quite busy every day.” “The dynamics of the diversity of ownership adds a lot of challenge to the job.” Salmon is quick to point out that the challenges of his position

are also accompanied by rewards. “Implementing an effective and efficient comprehensive budgeting process cycle has been a rewarding achievement, as well as being part of the team that helped turn The Lodge financials around.” Poring over unending charts of numbers and data may not seem like an enjoyable way to spend every day to many people, but it’s such second nature to Salmon that he seems genuinely surprised when others aren’t as captivated by the world of finance as he is. “Going beyond the nuts and bolts of accounting is what makes the job interesting.,” he said. Those nuts and bolts may come easily to him, but he is keenly aware that not everyone understands accounting-speak. And in an effort to make Tahoe Donner’s finances as accessible and easy to understand as possible, he is continually coming up with new ways to present information so that even those non-numbers people can get it. “It is rewarding to create useful, easy to read financial information that helps to educate the membership.” An example of this effort is shown on page 26.
Salmon, along with his wife Emily, son Luke (16) and daughter Isabelle (13) enjoys traveling the world. He has trekked to Everest Base Camp with Emily, and around the polar ice cap in Argentina and Chile. In addition, he makes time for athletic pursuits and has run a marathon, which he says is “... pretty good for a Clydesdale,” —at 6'4", Salmon towers over most of the population—and he has completed the Death Ride, a 129-mile bike tour of the California “alps,” twice. In his spare time, Salmon has volunteered for the North Lake Tahoe Resort Association finance committee, is past president of the Truckee Trails Foundation, and is currently an assistant scoutmaster for Boy Scouts of America. Being in charge of a large homeowner association's finances is serious business, to be sure, but Salmon is also known to have a dry but witty sense of humor. His skills are appreciated by board members, finance committee members, employees and members alike. Just don't call him a beancounter.
ELECTION 2016 THIS MONTH Two director positions are open for this year’s board of directors election. You will have two opportunities to meet your candidates (see box below right). By now, you should have received election materials. The election materials include voting instructions and each candidate’s statement. These statements are the sole work of their authors; the association has not edited them in any way. Their purpose is to give owners some insight into the perspectives of the individual candidates. Please read the election materials carefully. Over the years, California law has made association elections more technical, and as specified in our director election materials, specific detailed procedures must be followed to be in compliance with these laws and for your vote to be counted. To cast your ballot, you must seal the ballot in one envelope, which is then sealed in another envelope. The outer envelope must bear specific information about you, the voter (name and property designation) and your signature. PLEASE REMEMBER TO SIGN THE OUTER ENVELOPE WHERE INDICATED. Likewise, please do not make extraneous marks on the ballot itself. If these steps are not followed exactly, according to California law, the ballot is disqualified. The last day to return ballots in person is Sunday, June 26 at the annual membership meeting from 10 – 11:30 a.m. (photo I.D. required). Before then, ballots may be mailed into the accountancy firm by June 24 at 5 p.m. or delivered in person on Friday, June 24 at the open board meeting from 9 a.m. – 5 p.m. Please participate in these elections and cast your vote for the candidate you feel will best represent you on the board. TWO TRIBUTE BANDS NIGHTLY, JULY 2-3 Tahoe Donner’s annual Summer Concert on the Green returns this year bigger and better than ever. This year the concert is a two-day series featuring a selection of ‘70s tribute bands as the iconic rock and roll era is recreated on July 2 and July 3 with inspiration from the Eagles, Elton John, Journey and U2. Four all-star tribute bands will take the stage and transport guests back in time. On July 2, concert-goers will experience The Eagles tribute band, Desperado, and an Elton John tribute band, Kenny Metcalf as Elton & The Early Years. On July 3, attendees will experience the Journey tribute band, Evolution, and the U2 tribute band, Hollywood U2. Summer Concert on the Green is an all-ages event and will take place under the stars at the Tahoe Donner Driving Range, located adjacent to Trout Creek Recreation Center at 12790 Northwoods Blvd. It is a tree-lined driving range with a gentle slope, surrounded by forest and greenery. Food and beverages will be available for purchase on site, but attendees may also bring their own picnics, including low_ back chairs. As his group prepared for a Cotahuasi trip, there was a strike in Arequipa. “There were rioters in the streets, destroying the roads and airports and we had to stay inside in fear for our lives,” he said. “We had people stuck all over the city, and made an escape late in the evening for the river. We were not able to gather all our gear, so we had to improvise and do with what we had.” Luckily, everyone in Goodard’s group stayed safe during this frightening ordeal, and while improvising and making do isn’t a common occurrence on trips, it can lead to some of the most memorable adventures created for guests and guides alike. For Alvarez Roos, his favorite and most memorable trip wasn’t an easy one. It took place back in 1995 when he did his first descent of the Sumulta River in the Sibe-

TOWN OF TRUCKEE GREEN WASTE DISPOSAL Snow piles and winter storms are behind us for the next months and with that brings yard cleanup. The Town of Truckee has several green waste programs available for Truckee residents including the very popular 6-yard green waste dumpster offered at a reduced rate of $60, waste drop-off at the Eastern Sierra Landfill of up to 6 yards for all tax-paying properties in Truckee, and the curbside green bag program. This year the Town is sending fliers to all town tax-paying addresses with full detail on all solid waste disposal programs available; look for it in your mailbox soon. You can also find current information online at keeptruckeegreen.org. The Town of Truckee surveyed residents in the spring of 2015 to gather information on how they are disposing of green waste, with what frequency they maintain their properties, and whether they perform the work themselves or contract it out. Fifty-eight percent of the total 1,028 respondents were Tahoe Donner residents; thank you to those who participated. Results show that over 87 percent of the residents perform their yard work themselves and Tahoe Donner residents perform either a one-time yard clean up, more than weekly, or monthly maintenance. At the

time the survey showed that only 45 percent of the respondents knew about the reduced rate six-yard dumpsters. A result of this was a concerted effort to communicate the availability of the dumpsters as well as a renegotiation of the price of the dumpsters, which resulted in a drop from $75 to $60 — which is about the same cost as 40 green bags with less hassle and less plastic waste. Last summer the dumpster program participation soared with the majority of users from Tahoe Donner. With the creation of the reduced rate dumpster and resulting cost effectiveness, there has been a small reduction in the large piles of green bags on streets. However, improvement on this end is still needed and only the homeowner can help solve the unsightly and unwanted mountains of green bags. The curbside green bag program was created to address the weekly maintenance of yards and not the large yard cleanup. The Town’s survey comments show that many of the responding Tahoe Donner residents didn’t know that the mountains of bags stayed for weeks on end due to the program only allowing four bags to be picked up per week. Some of the second homeowners would come up, clean their lot for a weekend, and then not return for several
weeks; thus not seeing the impact made to the street aesthetics, and also not realizing the possibility for debris to fall out of torn bags and the potential fire hazard. The green bag program states that only four bags will be picked up each week, and they ask for voluntary compliance with not having more than four bags at the curbside prior to or after curbside service. Tahoe Donner asks residents to consider the impacts of putting out more than four green bags and to devise alternate methods of disposal including the convenient green waste dumpster or engaging the assistance of a neighbor to possibly assist with turning the green bags out on waste pick-up days. Tahoe Donner is the highest user of the Town’s green waste programs; as such the management staff, by board direction, actively engages with the Town of Truckee staff to improve services and to provide creative solutions to issues like the mountains of green bags. Additionally, the Covenants Committee regularly discusses the green waste program to also provide feedback to the town. How can you help? Your town leaders need to hear from you. Either send an email, or be sure to participate in important surveys such as the 2015 Green Waste survey. Town decisions are made based on the results and comments received. TRUCKEE DONNER PUD CONSTRUCTION IN TAHOE DONNER - SUMMER 2016 During the Summer of 2016, the Truckee Donner Public Utility District (TDPUD) will be conducting two construction projects in the Tahoe Donner subdivision.
WATER PIPELINE REPLACEMENT The TDPUD plans to replace about 7,000 feet of pipeline at three separate locations in Tahoe Donner during the summer of 2016. The locations where work will take place this year are shown on the map below. This work has been coordinated with a Town of Truckee project to resurface Northwoods Boulevard. The pipeline project will be performed by Aspen Developers (a private contractor) under contract to the TDPUD. The work, which started in May, should be completed in late September of this year.
This work will involve excavations to install meter boxes and/or perform meter box upgrades at those properties where a water meter is not currently installed. The work is currently scheduled from 7 a.m. to 5 p.m., Monday through Friday. Construction is not planned for Saturday or Sunday. The construction work will be performed by District personnel. Meter boxes are normally located at the property line between private property and the roadway right-of-way. As a result, the actual excavations will be located outside of the street pavement. Access to your property should not be affected. However, there will be heavy machinery and workmen in the area. Please take care and allow adequate time in
your schedule to accommodate the construction work. Property owners whose meter boxes will be installed will receive prior notification. Water service to the property will be shut off during the construction period, which is expected to take about four to five hours. Properties will not be left without water service overnight. METER BOX RETROFIT The TDPUD is subject to a state mandate to install meters on all of its water system customers by the year 2025. Currently, about 96 percent of the customers are equipped with a water meter. Starting in 2011, the TDPUD has undertaken a meter box retrofit project each Summer to install water meters on additional customers. During the Summer of 2016, the TDPUD will be installing meters on a number of customers in the southern portion of Tahoe Donner in the area shown on the map at right.

BOARD MEETING RECAP APRIL 22, 2016 Executive Session Report: No Action The board met in Executive Session on April 6, 2016 and discussed the agreement for Purchase and Sale of Real Property, including a Conservation Easement Deed to acquire and protect 640 acres adjacent to Euer Valley, including Crabtree and a portion of Carpenter Valley. The board approved Resolution 2016-3 authorizing corporate officers to execute a land purchase agreement and record an easement deed. The board awarded a fixed price construction contract to R&D Professionals to proceed with previously board approved Phase 2 Equestrian relocation efforts in 2016. Adjacent Recreation Open Space Protection and Procurement – 640 Acre Crabtree Canyon: Approved 5-0 The board approved the expenditure of $550,000 out of the Development Fund in 2016 to acquire the 640-acre property (Crabtree Canyon) from the Truckee Donner Land Trust, including $50,000 identified above to address legal fees, gates/fencing, signs, recording easements, and a survey of the property. Board Communication and Formulation of Board Governance Policy: No Action The board will continue discussion regarding their current methods used to engage the membership, formulate board consensus and reach board approval in accordance with the association’s governing documents and applicable laws. This includes regularly scheduled monthly board meetings, executive session meetings, and the

Tahoe Donner Home Inspection Program: No Action The board was provided with an update on the current status of the home inspection program.
