Of much interest and importance to our members is how we can communicate most effectively. I am focusing my message this month on communication issues and methods. The Tahoe Donner web site is our most important tool, as it covers every category members are interested in - from business to activities - and is continually updated with the most current news and information. Our website has seen 183,945 unique visits over this past year with 43 percent of the traffic coming from new visitors. Most of the information relevant to property owners is under the Members heading on our home page, including current and past board of directors meeting minutes, our 2030 General Plan, progress on major projects including meeting dates and times for member input on those projects, committee meetings, financial information, recent land purchases and fire safety and other emergency information. Additionally, there is an area for members to communicate to the board and staff through the Letters section. There are two separate email newsletters. On Mondays, the “Weekly News” is focused on our current activities for the week and is distributed to over 7,000 members and general public. On most Wednesdays, the “Member News” is focused on business issues and updates with distribution to members only. The award-winning Tahoe Donner News is distributed to every home address on record.

It is an impressive magazine and covers every topic from special interests to letters from our general manager and president to inform members in a more direct manner. The very popular “Where in the World is TD News” is a good indication of our significant readership. There is a plethora of other communication tools including rack card brochures on each of our amenities, digital signage, Facebook with nearly 800 followers, and a Tahoe Donner TV channel for the 3,500 Tahoe Donner residents on Suddenlink being launched the fall of 2011. Also of importance is communication back to the board and staff through member comments boxes, emails, and our tracking systems of member usage at each of our amenities. Your membership card not only currently allows you to load cash to spend, but also tracks each time a member or guest uses each of our amenities. Those statistics provide important information for planning purposes during our budget process and formation of our General and Strategic Plans to best accommodate member demand on our 6,400 acres at Tahoe Donner. And of course the biggest impact members can have is to attend a board meeting and participate in the process. The board very much appreciates those members who take the time to attend board meetings, usually held the third Saturday of each month at 9 a.m. Of other significant member interest is what is happening for fun and enjoyment in Tahoe Donner. You have probably recognized the significant increase in activity offerings, some of them less known than others. One of my favorites is archery. I was first interested in archery when my Dad allowed me to use his bow and arrows at age 10 and take a shot at the target. When it hit the bull’s-eye, I was hooked. In my early 20’s, I competed in the Alaska State Archery Tournament in Anchorage and took second place in the bear bow division (which means not using a site of any kind). Archery is a very popular activity at Tahoe Donner and classes are usually filled, with the last classes of the year ending Sept. 3. In 1879, the first National Archery Tournament was held in Chicago. In 1900, archery was first introduced to the Olympics and both men and woman competed. Archery reappeared in the 1972 Olympics again on a continuing basis. It is a rewarding sport that offers significant self-achievement, so take the opportunity to begin in Tahoe Donner.

ROBB ETNYRE | GENERAL MANAGER While the summer held endless opportunities to enjoy your mountain retreat, fall is really one of the best kept secrets in Tahoe Donner. Summer seemed to come and go in a flash, teeming with many great new programs and services for the membership. Some of the more noteworthy new programs included mountain bike rentals at the Beach Club Marina, drop-in child care at Trout Creek Recreation Center, new and resurfaced courts at the Tennis Center, first place in the Truckee Fourth of July parade, expansion of the hiking trail network by 160 acres, and our very own community concert by the Robert Cray Band. Along with these new programs, there are abundant ongoing programs as well. Tahoe Donner is not just a two-season resort, but has endless opportunities year-round! Fall unlocks cool evenings, warm days, great autumn colors, and even more outdoor opportunities without the summer crowds. I have to admit, while I’ve spent some time on my road bike this summer, my mountain bike has sat idle waiting for the cool fall riding weather and wonderful trail conditions. Last year we held our first annual Fall Festival, which was widely attended. We are already in the final planning stages for this year’s Fall Festival planned for October 8, so don’t miss another terrific family friendly community event.

The fall also marks the beginning of our annual fiscal planning efforts to shape the 2012 budget. Of course, before we get into numbers we first review the previous year’s operations and performance to learn and review the important lessons from the past. This process includes a review of our Strategic Plan, Strategic Plan goals, Replacement Reserved Plan, and 2030 General Plan. We do this to ensure that Tahoe Donner continues to look for improved, new, or enhanced ways to provide our membership with a vibrant and desirable mountain community with modern recreational facilities, events, programs, and unsurpassed customer service. Once this plan is developed, we will look at numbers and work to balance the operational and capital plan for 2012 with a realistic budget. Tahoe Donner is a unique organization as a California corporation and a federally tax exempt 501(c)(4) organization with 6,471 assessed properties, approximately 25,000 members, over 4,000 acres of common property, and a wide variety of programs and services across all four seasons for our members, members’ guests, and public alike. To be described in Internal Revenue Code 501(c)(4), a homeowners association must primarily serve the community rather than the private interests of its members. On the surface this may seem strange, but in reality it is the perfect fit for our unique rural mountain community and why homeowner associations came into existence in the early 1970s. With approximately 65 percent of our membership utilizing their property as a second home, we often see a wide swing in amenity utilization based on the day of the week and the season of the year. Operationally, in order to offer the wide variety of full-time programs and services for our membership, we allocate just over $13 million annually. However, we do not pass this entire operating cost on to our 6,471 assessed property owners. For the last three years we have held the operating assessment at $695 per assessed property, which only represents 34 percent of our annual operating expenses. Instead of applying 100 percent of the operating cost to the assessment, we rely on additional income derived from a user-based amenity system which allows members, guests and the public to access many of our offerings. In fact, 80 percent of the non-assessed revenue generated annually comes from our public amenities, with 42 percent of that $6.6 million coming from public use, and

While this is not the driving force behind our operational or capital decisions and offerings, it certainly provides an added benefit to the membership in the form of federal tax exempt status and the ability to keep the annual assessment extremely low, while providing year-round programs and services to the membership.

LET’S TOGETHER The end of summer draws near as fall swoops in on September 23. We hold out for an Indian summer even though crisp evenings and damp mornings greet us more frequently. Transitions are inevitable and season after season we meet them, sometimes with a long sigh, other times with open arms. Life generally slows down for most families when the kids return to school and Labor Day can be seen in the rear view mirror. Many people pack up, leave the mountains and return to reality. But those of us lucky enough to remain for the shoulder season know it can be the perfect time to catch our breath, enjoy a day hike, take a spin around Donner Lake or crack open that book we’ve been eyeing all summer on the coffee table. Let September be your catch-up month. Pack a picnic lunch, put on some comfy shoes and head out to your favorite place. Relax and immerse yourself in the change of seasons. The format is better ball of a two man team with 90 percent of the course handicap used to a maximum index of 18.4. Players with an index above 18.4 will play as an 18.4. If partners’ handicaps differ by more than eight strokes, an additional 10 percent reduction will be applied to course handicaps. The two winning teams advance to the next qualifying round. T

he ball instantly leaves sight, coming into focus again while jetting across the court. The return is equally matched with quick action and speed, sending another burst of neon fuzz straight down the line of the opposing player’s backhand. The rally continues as you hear strong breathing, footsteps, silence, hustle and finally… celebration. You see tension, athleticism, reaction, and complete focus. You might hear “love, forty” but hopefully not; you might witness a remarkable gameclosing serve. Either way, all matches end in a handshake or high fives and a very sportsman-like interaction between players and spectators. The Tahoe Donner Tennis Center, once a quiet, dreamy open court amenity, has grown into a bursting scene of friendly competition and social activity over the short course of the last four years. It used to be that you would show up for a court, play a match and head out on your own way with little interaction with the center. This is not the case anymore. Part of the vision for the center was to improve the total experience by adding social events, tennis camps, fitness style tennis classes and more. This is where Tahoe Donner homeowner and four years Tennis Club Board Member Linda Stewart came into focus.

SAY HELLO TO LINDA Like the neon glow of a jetting cross-court serve, Linda had to focus on the potential of the tennis program. She has been president of the eight member tennis club board for two years. Before that, she and others on the board helped Tahoe Donner Operations Director Miguel Sloane hire Ian Mindell, who she quickly describes as a great combo deal: tennis professional, program promoter and visionary. Linda speaks highly of Ian and feels fortunate to have been able to field him as an applicant for work at Tahoe Donner. The Tennis Center’s bottom line would prove her sentiments to be on-point, as does the bustling schedule of Kid’s Tennis Camps, Cardio Tennis and a great private lesson program with top-notch professionals. This summer’s social events, such as the Boot Scoot Boogie dance-off, transform the Tennis Center into a social hub for families and members.

This year, Linda Stewart and Ian Mindell brought on fellow tennis player Beverly Hovorka to focus on the fun as the Tennis Center’s first social coordinator. Beverly works tirelessly to plan out fun and engaging après tennis events. If you haven’t met Bev yet, Ian says “you can feel her energy buzzing around you” and that’s just the culture she’s creating at this buzzing amenity. Hats off to this hard working team.

Do you have a history on the courts? I do, only they were volleyball courts with a really high net. I played outdoor volleyball on the grass of San Francisco’s Golden Gate Park for a long time. I was always on USVBA teams and in intramural leagues. It was a great way to meet people in the city.

Where do you call home? Tahoe Donner is my current home, although I lived for many years in the heart of San Francisco. I would recommend this to anyone. It is such an amazing city and the life experience you gain is priceless. We had friends in Tahoe Donner whom we would stay with on occasion, but in 2005 we decided to purchase our TD home and make it a routine. Once I saw the tennis facility, I knew I would put the volleyball courts aside and focus on tennis. I have a tendency to focus on the things I love. It keeps things simple.

What did you do for work? I’m a technical writer at heart, employed as an investment advisor. I’ve always had an appreciation for writing and have attempted, at various times, to make this my professional practice; however, I’ve found my involvement as an investment advisor hard to put aside. Perhaps we all have this one way or another. I was also once a German teacher, so I had to focus on English and grammar as subjects. I’m currently semi-retired.

What is your USTA rating? 3.5 and I have a great affinity for doubles matches. The Tennis Club helped with money to create a new position at Tahoe Donner Tennis Center and the result has been an improved social atmosphere. At the last event, 40 percent of the participants were non-tennis players looking to have a good, western-style, line dancing time. Linda also spoke of her winter activities and how much she enjoys Tahoe Donner Cross Country’s expansive trail network. Linda likes paddleboarding and kayaking and enjoys her spot right here in Tahoe Donner.

GARBAGE PICKUP FEES UPDATE

T

own of Truckee staff members are in the process of making recommendations to the town council regarding amendments to the agreement with trash pickup vendor Tahoe Truckee Sierra Disposal. There has been quite a bit of discussion about the company’s “trip fees” for picking up garbage beyond a certain distance from the roadside. At the moment, town staff is looking at extending that distance to 25 feet. As part of the “settlement” with the garbage company, trip fees will not be charged until July 1, 2012. Until then, the town will be working with the garbage company on a public outreach effort to let folks know about their options regarding trip fees and to implement a “yes / no” system for garbage pickup. As these details are finalized and made public, Tahoe Donner will follow up with members about them. Tahoe Donner Tykes is a weekly ski school program designed for 3 to 6 year olds. The program is a great way for your child to begin their skiing experience. The program begins the second week of January and continues through the end of March. Participants meet every week for two and a half hours of instruction that takes place both on the hill and in the Snowflakes room. TD Tykes for Kindergarten Kids Tahoe Donner Tykes for kindergarten kids is designed for 5 – 6 year olds from the local area that want to improve their skiing skills. Ski and Snowboard Teams The Tahoe Donner Ski and Snowboard Teams are established for skiers and riders who want to take their skills to the next level. The teams will participate in the Tahoe League race series, and other events in the Tahoe region. Races begin in January and are held every other weekend throughout the season. Two week-long training camps are also included; these are planned for the Christmas holiday and Ski Skate week. Over 30 days of coaching and racing are scheduled for this season, conditions permitting. A complete schedule will be posted on the website as soon as it is available. Fees include a Tahoe Donner Downhill season pass. Price: Members $1,000, Public $1,200

Recreational Ski and Snowboard Teams The recreational team meets every Sunday from January 8 through March 25, from 10:30 a.m. – 3:30 p.m. This program is designed for 7 – 13 year old skiers and snowboarders who want to improve their skills in a fun environment while developing new friendships. The low student to instructor ratio ensures lots of individual attention, and themed days provide great fun for everyone. Matched time races, crazy helmet day, and “totally turns” day are just a few samples of the themes planned throughout the season. A full schedule will be posted in November. Fees include a Tahoe Donner Downhill season pass. Price: Members $450, Public $500

Robert Cray Band delights Tahoe Donner Music fans f locked to Tahoe Donner’s major outdoor summer concert to see fivetime Grammy winner Robert Cray. On tour with his wife and son, Cray was clearly charmed by the laid-back vibe of the venue and seemed to even be eyeing the wine, cheese and snacks the crowd was enjoying. A handful of people who were on their feet moving and grooving at the beginning of the show eventually turned into hundreds who decided to jump up and dance along. This was TD’s first time hosting a show of this size on its own, without an outside organization’s oversight. A full moon and sparkling sky topped off the perfect Tahoe concert setting. Judging by the crowd’s enthusiasm, there may be many more.

I

t’s time for our annual reminder of the rule requirements for fences and/or any other changes to your property. During the course of our normal inspections, we continue to find a number of fences, specifically wire fences, that have been installed without approval of the Architectural Standards Committee (ASC). The ASC will review the type, size, location and height of fences on a case-by-case basis. The area to be fenced must be limited because the rules state that perimeter fencing of a lot is not allowed. The location, primary use and design are of utmost importance since any owners’ fence may be viewed by their neighbors. In reviewing a fence for approval, the committee considers various interests along with the need for enclosure. The majority of the fence must be transparent so as not to create a visual barrier. The following factors will be taken into consideration by the committee: • Whether the fence design should be horizontal or vertical, and whether the lot is flat or sloped. • The size of the lot and the area proposed to be fenced. Fences may not be located within any setback area.

• The architectural style of the fence will be considered. No solid fencing is allowed. • The use must serve to protect small children or pets although low decorative or spot fencing for screening and landscaping may be allowed. • The height is restricted to a maximum of 6 feet and approved screening may be required. • Any wire used must be plastic coated or factory color treated in approved colors. All metal support posts, railings and hardware must be of the same color. Please be sure that any changes that are made to the exterior of your home, or on the lot, are approved in advance by the ASC. • Action: Tahoe Donner Monument and Way Finding Signage Review: Approved 4-0 (Director Miller absent) The board approved utilizing Reserve Replacement Funds for the permitting and engineering of signs, as indicated in the current signage plan, in the 2011 budget year for a not-to-exceed amount of $25,000. The board indicated that they would consider the replacement of all signs, as identified in the current signage plan, during the 2012 budget approval process under the Reserve Replacement Funds. • 2012 Budget Guidance: No action The board was provided with a presentation by General Manager Robb Etnyre and Director of Accounting and Finance Mike Salmon on the 2012 budget process, with no action being taken. • Member’s Request to Waive Late Fee: Denied 3-0 (Directors Miller & Johns absent) The board denied a member request to waive late fees for the 2011 Annual Assessment.
