start with public agencies and schools, and then expand to include private enterprises; it is more efficient to implement policies like this first within the public sector and then expand outward to the private sector. Third, design is not only the job of professional designers, and we need all people to be part of it. Only users understand what exactly is the most convenient way of life, and therefore we must take into considerations their opinions. The concepts are then realized by professional designers. This is the way to do things better.

設計.公共.政策
Design for Public Policy
Design for Public Policy Foreseeing Future City Visions Being designated as WDC means a continuous movement of urban transformation. “Design” is no longer a concept; it is no longer about products, architectures, or making the city beautiful. Design is a way to solve problems. Through engaging citizens and understanding user needs, we show people where the real problems are, propose the most appropriate solutions to make things better, and implement these solutions a step at a time.

be rigid, fully focusing on the needs of people, and give the future of the city back to its citizens. Anne Stenros, the world’s first Chief Design Officer appointed by the city of Helsinki presented her analysis of three influences on organizational reform through the introduction of design thinking: first, improving efficiency, second, changing operational model, and lastly, strategic transformation, ultimately resulting in the complete turning around of the organizational culture. City innovation ignited by Helsinki has taken design out of the scope of everyday application, transforming the operational model and strategy of government organization. It has not only forged new community identity, but has further driven Finland’s economic growth.
