生活樣貌,看見了城市源源不絕的生命力。臺北作為 永續宜居的城市,重視市民參與,由下而上的議題探 計改造,每一位市民都是影響城市進步的重要元素。
逐漸在臺北街角中綻放。在今年的臺北設計城市 展中,充分傳達「設計城市」的意涵,策劃與市 民息息相關的六大議題:公園、社區、景觀、教 育、數據、永續。27件國內外案例有系統的介紹 市民、設計師與政府三方共同討論構築的具體成 果,讓設計的本質回歸到以人為本的平等初衷。 這次以「平等哲學 ON EQUALITY」為策展主題,

貼切觸動到現今市民集體的心理樣態,在公部門、 私部門與第三部門之間需達成平衡的合作關係, 「設計」在此三方中扮演的是「為人設計,為人人 設計」的原則,運用以人為本的設計思考模式,讓 三方平行對話交流,產生更緊密的連結與正向的融 合。在展場空間規劃中首次以藝術化呈現,利用文 件展詮釋,給予觀展者安靜閱覽沈思的場域;並設 計二款體感互動裝置,具體呈現以三方力量互相牽 引達到平衡,讓觀展民眾不僅體驗創意設計、更能 深刻省思不分族群,生而平等的展覽核心精神。 今年展覽案例中,我們看到公園共融式遊具將逐漸取 代罐頭遊具、改造城市景觀以更符合市民居住需求、 改革體制內外使美學教育更為多元、運用大數據於 日常生活以及探討能源環境與無障礙發展之永續城 市等多項議題;這些實體與非實體的改變,讓人與 人之間產生具有溫度的互動連結。衷心期盼設計改 造能持續的進行,讓市民擁有更美好的城市生活!
Taipei is full of vitality and creative energy, with an unquenchable vigor in the bustling day-to-day life in the city’s back-streets. Taipei City Government is working to make Taipei a sustainable city with a high quality of life. To realize this goal, we encourage a high level of civic participation, with a bottom-up rather than top-down approach to discussion and resolution that helps to enrich our city’s culture. From intangible aspects through to tangible design improvements, every citizen has an important part to play in helping the city to make progress. Taipei City’s 2017 Design Promotion Project builds on the results achieved in 2016 when Taipei was World Design Capital. The promotion of the concept of urban aesthetics and the use of participative design to transform the city’s visual appearance are gradually starting to produce results that can be seen on the streets of Taipei. This year’s Taipei Design & City Exhibition aims to spread awareness of the concept of the “design-oriented city” by focusing on six key themes closely related to people’s lives: parks, neighborhoods, landscapes, education, data, and sustainability. A total of 27 examples of Taiwanese and international design projects are used to systematically show the concrete results achieved through three-way discussion between citizens, designers, and government agencies in a way that takes design back to its fundamentally human-centric emphasis on equality. The theme for the 2017 exhibition—On Equality— reflects the current public zeitgeist in Taipei and the need to realize equitable and collaborative relationships between public, private, and voluntary sectors. The role for design in these relationships stems from the principle of “design for one, design for all,” utilizing a human-centric approach that allows participants from all three sectors to engage in dialog and the exchange of views on an equal basis, thereby generating closer links and positive bonds.
This year, for the first time, the spatial design of the exhibition venue has used an artistic approach with a companion documentary exhibition that offers interpretations of the design features. In this way, visitors are provided with a space for reading and quiet reflection. The exhibition also features two interactive exhibits that provide visitors with a hands-on experience, demonstrating in a concrete way how three different forces can be brought into balance. In addition to appreciating the impact of creative design, visitors are also encouraged to reflect on the spirit of the exhibition, with its emphasis on equality for all, regardless of ethnicity or social background. The design case studies showcased at this year’s exhibition show how inclusive playground equipment is gradually replacing traditional apparatus in public parks, how the urban landscape is being transformed to meet public needs, how reforms to the education system and wider society are making art education focus on cultivating a broader and more inclusive aesthetic sensibility, and how Big Data are being used in everyday lives. Other sections of the exhibition explore a wide range of issues relating to energy use and the development of a barrier-free urban environment. These changes—both physical and virtual—are making it possible to promote interaction and build warmth between people. It is my earnest hope that we will continue to use design to transform the urban environment so that citizens can enjoy even better standards of living in the future.

舉辦活動終究是有告一段落的時候,但如果過程夠吸 引人、參與的夠深刻,它的影響力就不會結束,而這 就是我們當初對2016 WDC TAIPEI的期待。每年秋季 在松菸倉庫舉辦的臺北設計城市展是WDC計畫中的年 度大展,逐年可以在展覽中窺見城市改變的軌跡,不 僅記錄下所有市民、設計師、企業、政府部門之間, 深刻的討論與合作,也見證了所有參與者在城市的各

個角落持續著影響著這個巨大的有機體。 2017年臺北設計城市展就平等議題進行探討,乃在於 整體環境氛圍已然接受運用設計進行城市治理的正當 性與必要性,設計師不再只是服務少數業主,更要直 接面對所有城市的住民與使用者,若僅討論視覺美感 的追求,或以針對弱勢族群的人道關懷角度切入,都 會侷限設計的發展。因而此刻,將眼球移回城市與社 會的根本處,做反省式的交流討論是必要的。 混種的基因可使文化更加豐富與堅韌,所以集體需 要差異化的個體,然而公共資源和利益的分配在個 體上卻不能強調差異化,因之可能會是內在衝突的根 源。我們的提問是:平等精神究竟應該反應在物質 上、還是市民感受上?或者不一定關乎利益的分配, 而是能讓市民擁有均等的機會、表現與發揮的舞台? 「平等」看似簡單,但在不同的課題上就會有不同的 理解,它就如同一個哲學題目般充滿奧義。 為此,我們提出「Design for one, design for all!」 的口 號,設計不僅是為一個人,更是為每一個人,當一個 設計不可能同時滿足所有人的需求時,面對其中差異 與衝突的部份,我們應當如何調和、如何化解,或者 能從更前頭,讓設計就從脈絡之外直切核心做出顛覆 性的改變? 若試問臺北設計城市展在所謂的後世界設計之都時 代,應該扮演什麼角色,我認為應該是更積極地做到 前瞻的展望與行動,每年設定主題,針對臺北的未來 五年、十年,甚至三十年、五十年做出預想,透過論 壇的討論與激盪,提出具實驗性的方案並在隔年進 行。即便可能失敗,只要勇於嘗試,在汲取經驗後再 實驗與再調適,我們都有信心在充滿變動的全球化處 境中,自己定義自己,為自己打造出更理想的家園。

Taipei, the city in which we live, is our “hometown” to which we remain forever attached. Even if you have traveled all over the world and seen its great metropolises, regardless of whether Taipei seems more backward or more advanced by comparison,the key point is that it will always be the place we call home, and so we will always want to see Taipei keep improving.Over the past five years, as a result of Taipei City’s securing the role of 2016 World Design Capital, Taipei has experienced an urban transformation. Although many aspects of the city’s appearance have remained the same, nevertheless, Taipei’s citizens have without question experienced a “baptism” of design thinking which has led to many small but significant changes in the city.Although Taipei’s year as World Design Capital is now over, with an activity of this kind, if the process inspires enough interest from people, and if citizens’ participation is sufficiently in-depth, then the positive impact of the activity can continue to operateeven though the activity itself may have ended. This was precisely what we initially hoped for from Taipei’s role as 2016 World Design Capital. The Taipei Design &City Exhibition that has been held at the Songshan Cultural and Creative Park every autumn for the last few years is an annual exhibition forming part of the wider planning for the World Design Capital project. Every year, this Exhibition has shed light on the way the city is changing, providing a record of the in-depth discussions and collaboration that have taken place between city residents, designers, business enterprises and government agencies, and bearing witness to the way all of the participants are having a continued impact on this great “organism,” in every corner of the city. In 2017, the Taipei Design & City Exhibition is exploring issues relating to equality.Given that the wider social environment is already accepting of the appropriateness of (and need for) design being used as a tool for urban governance, designers are no longer restricted to providing services for a relatively small number of business owners; instead, they find themselves face to face with all of the residents, and users,of this city. If designers limit themselves to only considering the visual aesthetic appeal of their work, or to only considering the aspect of providing humanitarian assistance to disadvantaged groups while ignoring everything else, then they will be placing unnecessary constraints on the future development of design in Taipei. What is needed at this moment
resilient, so any given community needs to have a wide diversity of individuals within its midst. However, the allocation of public resources and public benefits cannot emphasize diversification with respect to the individual, as this could become a source of internal conflict. The question we need to raise is this: Should the spirit of equality be reflected in material terms, or interms of citizens’ perceptions? Or should we be thinking less in terms of how benefits are allocated and more in terms of ensuring equality of opportunity for all citizens,and giving everyone an opportunity to maximize their potential? “Equality” seems a simple enough concept on the surface, and yet it can be interpreted in different ways in relation to different issues; it is like a philosophical precept, full of hidden depths. Taking all of this into account, we came up with the slogan “Design for one, design for all!” Design is not for the benefit of any one individual, it is for the benefit of every individual. When a particular design is unable to satisfy everyone’s requirements, the challenge for us is to consider how, faced with divergent views and conflict, we should go about achieving harmony and resolving conflicts, or whether we should start even further back, so that design can, by virtue of not being tied up with the immediate context of the issues, strike to the heart of the matter and bring about truly revolutionary change.As to what role the Taipei Design & City Exhibition should play in the “post World Design Capital” era, I personally feel that what is needed is for the Exhibition to take an even more proactive stance towards looking ahead to the future and towards the taking of related action. In setting the theme for the Exhibition each year, the organizers should be thinking ahead to what Taipei will be like in five years’ time, ten years’ time, or even thirty or fifty years’ time; panel discussions and brainstorming sessions can be used to come up with experimental proposals that can be implemented in the following year. Although some of these experiments may fail, as long as we are willing to try, then through a process of re-experimentation and re-adjustment, I am confident that we can define ourselves effectively in the globalized, constantly changing world that we are living in, and that we can make our home city an even better place to live.

Living environments influence relationships between people, both directly and indi- rectly. Sometimes people are too busy buried in their work to spare time to think about the possibilities of life. They even neglect to manage and maintain their im- mediate environments. But people today are gradually starting to value human con- nections and community awareness, and these ideas have begun to seep into our living environment from several angles, such as design, culture, and art. Social transformation can enrich lives. And it's not hard to imagine that such develop- ments could, in the future, create a variety of unique living environments. The only common thread will be how people interact and form connections, brought closer and made warmer by these transformations.

BACKGROUND In recent years, nations across the world have promoted concepts such as smart and livable cities and they have conducted regional projects through inte- grated community building. The “Smart Eco Com- munity” advanced by the Department of Land Ad- ministration, Taipei City Government seeks to use technology and ecology while accepting citizens’ recommendations for reference in order to build a more livable urban life environment.
透過「智慧城市」、「田園城市」、「社區營造」等 三項重要施政理念,並以交通旅遊、環境生態、綠能 產業、安全防災及健康生活等五大面向,結合智慧科 技、生態環境與人文藝術的規劃,徵求各界針對臺北 市產業園區、商業中心與住宅社區提出解決當地問

題、提升生活品質的可行方案。
成就與展望 透過全民的參與,看見了來自各方的設計與創意發 想,更將智慧生態社區的理想與在地特色、居民需求 結合。評選出的21組得獎作品,代表著21個改造社 區的行動方案,並期待與市民共同攜手,打造創新、 節能、低碳、環保、永續、高齡友善與人性化的智慧 生態示範社區。
PROBLEM TO SOLVE Through the implementation of the three important administrative ideals including “smart city”, “garden city”, and “community building” as well as the five major aspects of urban life that include transportation and travel, environment and ecology, green energy industries, safety and disaster prevention, and healthy life, the Project integrates plans for smart technology, ecology, the environment, culture, and art and it requests feasible plans from all sectors for solving local issues and improving quality of life in Taipei’s industrial zones, commercial centers, and residential communities. OVERALL GOAL AND OBJECTIVES We shall be able to observe the design and creative ideas from all corners of the society through the par- ticipation of the people and we shall be able to inte- grate the ideals of smart ecological communities and local characteristics with the requirements of the local people. The 21 winning designs that represent action plans for 21 refurbished communities. It hopes to team up with the citizens to create innova- tive, energy efficient, low carbon, environmentally friendly, sustainable, elderly friendly, and human-ori- ented smart and ecological demonstration commu- nities.

成就與展望
BACKGROUND Many special bookstores, cafes, and cultural spacesare hidden among the alleys between Wenzhou Street, Roosevelt Road, and Dingzhou Road.What makes them different from commercial areas is that they do not use prominent advertising to attract customers.Instead, they wait quietly to be chosen, or rather, they quietly choose the customers. PROBLEM TO SOLVE Organize a series of events to connect the wide range of independent bookstores and citizens. Establishbook boxes in the neighborhoods to produce new links between citizens and bookstores.The series of events will soon end in October. We encouragepeople to visit the Wen-Ro-Ding District and bring reading and literature into our lives.

臺北市政府文化局與執行團隊財團法人紀念殷海光先 生學術基金會以「閱讀」做為切入街區的方式,除策 劃各式主題的系列活動串連不同的社群以強化在地特 色與文化氣息外,也首次嘗試為獨立書店打造一個整 合性的入口網站,讓民眾可即時連線瀏覽人文薈萃的 溫羅汀氛圍。
OVERALL GOAL AND OBJECTIVES The Department of Cultural Affairs of Taipei City Government and the execution team at Yin HaiKuang Foundation employed “reading” as the method of entering the streets. In addition to the organization of various themed events to connect different communities and strengthen local characteristics and cultural atmosphere, the Project also attempt to create an integrated portal website for independent bookstores for the first time so people can connect, browse, and experience the cultural atmosphere of the Wen-Ro-Ding District.

BACKGROUND In 2009, residents in the Kreuzberg area of Berlin transformed a plot of land that had been abandoned for half a century, greening the environment and planting fruits and vegetables. The community also took action to hold all kinds of events in the area, so that the vacant land is no longer vacant, but a open and diverse place for the locals to gather. PROBLEM TO SOLVE Local residents planted organic fruits and vegetables in Prinzessinnengarten, and also organized events such as cooking classes, beekeeping, workshops, maker communities, and flea markets. In 2016, over 100 volunteers spent over 10 thousand total hours building a 10 meter high wooden structure called The Arbour, providing people with a place to host work- shops, screenings, and public discussions. The structure also became a distinctive representation of Prinzessinnengarten.

OVERALL GOAL AND OBJECTIVES The development of Prinzessinnengarten stems from the people volunteering and uniting to take action, proving that resident participation can facilitate changes in the city. Prinzessinnengarten not only made the city greener, but more importantly, con- nected people in the community through public meeting spaces and events, making the city more lively, and showing the energy of the neighborhood.

BACKGROUND The centuries of history in the development of Wanhua have contributed to the local characteristics and cul- ture. As Taipei’s design capacity continues its rapid development in recent years, it seeks to integrate design capacity in old neighborhoods and explore the deepest parts of Wanhua in order to develop strategies and methods for various local communities. PROBLEM TO SOLVE Exploring Wanhua is like a search for universal won- ders as one uncovers endless secrets and surprises. Use the collective development of a team of over a hundred people to transform the history of Old Wanhua into a cultural experience for all ages and in- ternational visitors. The Project also invites participa- tion from the people of Wanhua to make it one of the must-visit destinations for visitors seeking a taste of life. Related events have begun from August to Octo- ber and people can use the “Made in Wanhua” Face- book page to uncover the versatile and charming nature of Wanhua together.

OVERALL GOAL AND OBJECTIVES The Department of Cultural Affairs of Taipei City Government wishes to bring about evolution through design, reverse people’s existing impression of Wanhua, and uncover the cultural treasures hidden in the alleys in order to promote the rebirth of industries and increase value. Today, the Xinfu Market is reopened and the market elementary school project on eastern Sanshui Street continues to promote urban renewal as the revival of the Green Grass Community continues. The project aims to concen- trate local resources and cultural networks, integrate and develop Wanhua’s unique cultural experience industry, revitalize Old Taipei, and restart the rebirth.

With global high technological development, the Earth’s resources have almost been exhausted, which has worsened living conditions and produced extreme climate problems. The dramatic changes in the environment in which we live have prompted people to begin thinking about the relationship between energy and global sustaina- bility. Cities are the most densely populated areas and are plagued by housing prob- lems. Can humans to solve these problems through technology and design? Can we fairly distribute resources? This time the topic is sustainability. We will discuss envi- ronmental and social sustainability. In addition to environmental protection, we also have to care for those in need, so that the environments and communities in which we live form a truly sustainable, friendly, and livable city.

BACKGROUND The Venice Architecture Biennale is an architectural exhibition held in Italy. The theme of the exhibition in 2015 was “Reporting from the Front”. This year’s exhibition has 14 themes, and encourages non-professionals to take part. We look forward to seeing the most intrinsic first hand architecture information. PROBLEM TO SOLVE TDIS was founded in 2015, it is short for Transdisciplinary Design Innovation Shop. The team began as UNICODE, a transdisciplinary design team made up of professors and students at National Chiao Tung University. The team took part in the Solar Decathlon Europe 2014, with “Orchid House” as the central concept of sustainable architecture in Taiwan. In the past, people’s idea of urban architecture was usually landmark buildings, yet these famous architectural works rarely reflected how people really live. So in accordance with the exhibition’s theme, TDIS collect- ed local architectural elements in Taiwan, and with the concept of sustainability in mind, used recycled materials to create a space that fully reveals the most local essence of Taiwanese architecture. OVERALL GOAL AND OBJECTIVES “Re: Made in Taiwan” builds upon the experiences and technology of Taiwanese people, using people’s real needs as the starting point to find ways of adding innovation to architecture, while responding to environmental issues by developing innovative materials and new models that can solve predicaments. This not only improves the connection between nature and human civilization, but also breaks barriers between design and daily life, so that architecture is no longer the personal expression of a single great architect, but rather something that meets everyone’s collective needs.

PROBLEM TO SOLVE Citizen journalists visited Kazakhstan’s largest city Almaty to learn about local energy policies and the influence of China’s One Belt One Road Initiative on Kazakhstan, as well as observing Central Asia’s po- litical and economic changes. They also visited the Expo 2017 to gather first hand footage, so that people can see other countries’ experience and progress in bio-energy, renewable energy, and alternative energy, and through the sharing and exchanges between different countries, think about the future possibilities and trends of sustainable energy.

BACKGROUND This year’s Expo 2017 was held in Astana, Kazakhstan. The theme chosen for the expo was “Future Energy”, discussing “how do we ensure safe and sustainable energy sources while lowering carbon emissions?” Under the influence of globalization, in- teractions between countries are becoming increas- ingly urgent and important, and even though Taiwan did not take part in this year’s expo, the team still hoped that Taiwan can keep up with world trends and be geared to international standards, so they de- cided to attend the expo as citizen journalists.
OVERALL GOAL AND OBJECTIVES Issues related to energy and electricity has sparked debate recently in Taiwan, forcing people to think about Taiwan’s future steps in terms of energy. In our modern age, sustainable energy is no longer just a slogan, instead it represents concrete actions. Ex- changes about future energy at the Kazakhstan Expo 2017 leave a lot for Taiwan to ponder and learn from.

BACKGROUND Agoood wants to make charity work a part of daily life,and searches for talent among minorities through collaborative events, creating collaborative works for people to appreciate and in turn bring out the power of kindness. So far, Agoood has collected over a thousand collaborative works by mentally disabled people, of which “City Leisure” won the Golden Award at the Taipei Design Awards. Agoood also took part in the product design of this year’s Taipei 2017 Universiade, hoping to truly realize social wel- fare.

Agoood collects people’s imaginings of a city, then hosts collaborative events for mentally disabled people to turn these imagined scenes into childlike pictures, which are then transformed into products or interior designs by designers. Agoood hopes that customers buy these products not out of pity and sympathy, but because they really need them, or really like the designs.

OVERALL GOAL AND OBJECTIVES The way public interest groups used to be run also focused on minority groups creating products, but they often neglected market demands. Consumers only purchased items on a one-time basis out of pity. It is hard for public interest groups to make ends meet, and they can’t continue with their business models. The Taipei City Government’s Department of Cultural Affairs hopes that design can truly remedy the city’s societal issues. Agoood combines the creativity of minorities with the professionalism of designers to make collaborative work that meet market demands, so that profit can be distributed among public interest groups, minorities, and designers, creating a sustainable system of love and care.

Human civilization progresses through education—the conduit for knowledge, skills, and life experience. Education promotes individual development, which in turn spurs the progress of human society. In recent years, more and more people have been thinking about the value of self-realization and the meaning of life. Education is no longer about grades but the manifestation of self-worth. You can learn about life through travel, and even through self-teaching and experimental education. These changes show that our understanding of education is gradually changing. BACKGROUND Aestheticell was founded by three students from National Chiao Tung University. While traveling in Europe, founder Chen Mu-Tian was stunned by the aesthetics present everywhere. Realizing that Taiwan is lacking in aesthetic education, he returned to Taiwan and established Aestheticell. The team has worked with many Taiwanese designers to bring aes- thetics into education, adding design elements to boring textbooks in attempt to breathe life into Tai- wan’s aesthetic education.
團隊耗費半年時間,設計出一本五年級國語課本,與 新竹香山的大湖國小合作,以實驗性質的方式測試一 個學期,意外地發現孩子們除了喜愛新的課本,還能 指出新課本與舊課本的差別,給予美感細胞團隊極大 的信心。三年多來美感細胞已經發放超過1萬本課本, 讓超過200所國小實際使用,獲得高達94%的滿意度。

PROBLEM TO SOLVE It took the team 6 months to design a Chinese language textbook for 5th grade students. They collabo- rated with Dahu Elementary School in Xianshan, Hsin- chu to test out the textbooks in an experimental way, and found that the children not only loved the new textbook, but can also point out the differences be- tween the old and new textbooks, giving the Aestheti- cell team a huge level of confidence in their work. Over the past three years, Aestheticell has distributed over 10 thousand textbooks to over 200 elementary schools to use, with satisfaction rates as high as 94%. OVERALL GOAL AND OBJECTIVES Through crowd funding, the team has received 5.6 million NTD in funds from over 3 thousand backers. They were invited to talk at TEDxTaipei, and took part in the Za Share EXPO. In the future, they will col- laborate with two large publishing companies in Taiwan, Kang Hsuan and Nani, to continue pushing for change in the system. Their work is expected to affect over 50% of Taiwanese students by the beginning of 2019.

BACKGROUND This project brings up the viewpoint of “education from life, learning in cities”, reaching out to Nuit Blanche and Za Share EXPO, and keeping in mind the spirit of people in ancient times studying at night with the light of fireflies, to try and create a city of nighttime learning with the concept of night schools. PROBLEM TO SOLVE Through “curating exhibitions”, education can be inte- grated more smoothly into people’s lives, with cultural curatorial events like nighttime exhibits and nighttime seminars, combining topics once considered taboo. Local cultural education units can work together to reach people from the bottom-up.

BACKGROUND Za Share EXPO was formerly “Naughty Education”. The founder, Mr. Su Yang-Chih, saw that innovative education institutes in Taiwan lack a platform to dis- play their energy, so he voluntarily spearheaded an innovate social exhibition that displayed different paths of learning suitable to all, paths that weren’t taught in schools. In the following year, “Za Share EXPO” was founded under the idea that one should “learn what you want to learn, and what you want to become”. It is hoped that Za Share EXPO’s influence will not only bring a wave of positive energy in Tai- wan’s innovative education, but also impact the entire Chinese-speaking world. PROBLEM TO SOLVE Za Share EXPO invites institutes or individuals involved in innovative education to take part. Exhibits include digital education, creative hands-on activities, and environmental studies. Workshops, lectures, and sharing sessions are also held to talk to the public about innovative education while sharing different paths of learning. Hopefully everyone can find a way of learning that suits for them, and become the person they aspire to be. OVERALL GOAL AND OBJECTIVES In the past, education expos in Taiwan were mainly focused on study abroad or disseminating government policies. The emergence of Za Share EXPO gave people a view of this new form of education. As Asia’s largest innovative education forum, Za Share EXPO has been invited to share its experiences around the world, prompting more local education forces to join in, and changing the public’s ideas towards education.

BACKGROUND Since the 2016 World Design Capital event, city aesthetics and aesthetics education have become a heavily discussed topic in society. Aesthetics should be taught from a young age, and art classes in school play a very important role in this regard.

PROBLEM TO SOLVE There are many teachers working passionately on the frontlines of education. This year the Taipei City Government Department of Cultural Affairs gathered people across disciplines—artists passionate about aesthetics education, and art teachers from 8 schools in Taipei City—to share, discuss, and com- pile their teaching experiences and creativity. The result will be incorporated into lesson plans for art class, enriching the content of the curriculum, reliev- ing teachers from the burden of having to design art education on their own, and making resource distri- bution in art education more fair and balanced.

OVERALL GOAL AND OBJECTIVES The project attempts to elevate students’ understanding of aesthetics by inviting 20 artists to take part in standard classes in schools. The team hopes to convey the message that art does not require ex- pensive materials or expert techniques, and that simple steps are enough to universally achieve the goal of “beauty”. In 2017, this project will complete 40 art lesson plans, and conduct experimental class- es. In the next school year, the results will be com- piled into a lesson plan manual for all teachers to download and use.

BACKGROUND or years, our education system has lacked more proactive approaches when it comes to the hu- manities and aesthetics. The traditional methods of teaching have undergone many adjustments, but there seem to have been no breakthroughs. The team hopes to come up with different course materials and approaches through open collection and discussion. PROBLEM TO SOLVE Organize summer art workshops for children and art- ists to observe the environment around them and create art together, cultivating the children’s ability to analyze beauty by letting them see the beauty in life through the artists’ eyes. The team will also host forums and seminars to discuss the public’s thoughts about art courses, and the importance and ways of implementing aesthetic education. OVERALL GOAL AND OBJECTIVES Art is the concrete representation of societal culture. The Taipei City Government’s Department of Cultural Affairs encourages local groups to take part in design, and the team believes that education can cultivate children’s abili- ty to appreciate and analyze beauty, in turn strengthening their ability to think and create. Therefore, the team hopes that this experimental project, art courses, or visual chang- es in the environment can elevate children’s artistic under- standing, and even elevate the whole city’s aesthetics.

The way you read a city determines how you understand it. This is why every corner of the city has to be properly arranged so that it is understood as intended. Taiwan’s urban de- velopment shows a sense of organic growth—in building on empty lots to suit local needs, or landscapes created based on available resources—small changes are constantly taking place. In recent years, our concept of beauty has changed, and there is a demand for a higher standard of living. In the course of these changes, it is important to understand how to make local communities happy and so create more dynamic interaction. We also need to understand that every single thing we leave in the city will be a part of the city experience.

PROBLEM TO SOLVE The alleyways along the park are transformed with wall renovations and art installations in an attempt to change the visual effects of the whole environment. Aesthetics unique to the neighborhood are created through designs that incorporate ideas and sugges- tions from local residents. Suggestions based on people’s experience in the area prompted nighttime lighting to be added to the designs, creating a visual environment shaped by light.

BACKGROUND Communities often have a few areas, such as parks or plazas, where locals can relax and interact with one another. But if these places are seldom used, then they do not meet the purpose for which they are designed. Songjin Park is located in a residential area. How to meet the needs of different age groups, and make the environment friendlier, formed the basis of the ideas for its renovation and develop-ment.

OVERALL GOAL AND OBJECTIVES The park playground is designed based on the concept of a “family playground”, hoping to increase chances of local residents and children relaxing in the park, and creating a new centerpiece in the neighborhood though elements of light and art. Lighting designs also made the neighborhood a safer place, allowing pedestrians to see the road clearly at night, and making the area brighter, thus deterring crime from being committed in the neigh- borhood.

BACKGROUND With keen spatial perception and observations of the city, spaces created through drawings became important clues to understanding the urban textures of Taipei City. This is an attempt to understand the city not through history or geography, but the tiny bits of information scattered through life, which just might reveal the indescribable and forever mysterious “image of Taipei”. PROBLEM TO SOLVE In the process of creating this project, the space that each piece depicts was kept anonymous. As pieces are reassembled though collages and metaphors, the spatial awareness that the artists held were dissolved, reduced to images that describe places, events, and spaces, thus returning the artists' understanding of Taipei to its original form outside of the consciousness of the self through various displays. OVERALL GOAL AND OBJECTIVES Manipulation as a re-enchantment of geography and space: Turning the clear-cut Taipei seen on Google Maps or travel guides into a mysterious, ambiguous Taipei with local characteristics. These "location pieces" made with creativity weren't confined by realistic conditions. Each piece contains different experiences and stories, and when placed together, they show the many sides of Taipei.

BACKGROUND City spaces and development of infrastructure are often dynamics that should go hand in hand. Dajia District’s old appearance makes it appear like a rural town. The construction of airports affects the buildings and industries of surrounding areas. The proximity to Songshan Airport hindered the development of Dajia District, and even though it is located in Taipei City, its old appearance makes it seem like a rural town. The large outflow of the population also deprived the community of energy and vitality. But now the town is given a colorful makeover.

PROBLEM TO SOLVE With local characteristics as the starting point, the design team incorporated characters from the Taiwanese cultural brand “Peej” to transform Dajia Dis- trict’s famous Airplane Lane, so that tourists can feel the force of airplanes taking off and landing and also ride bikes through the colorfully painted community. As the airplanes overhead take people on a different journey, visitors on the ground can weave through the alleys and embark on a journey of the city. OVERALL GOAL AND OBJECTIVES When it comes to urban planning, there are some places that cannot be changed due to concerns of safety. This project hopes to transform the alleyways of these areas, bringing a fresh look to old communi- ties, and offering locals and visitors more diverse sights.

BACKGROUND Are there greater possibilities in urban landscapes? In cities, often times the urban landscape and ob- jects are designed based on functionality, while over- looking aesthetics and creativity. Yet the introduction of different functions can create more possibilities for once-boring streets, and make people’s memories of the city more diverse and fun. PROBLEM TO SOLVE During the 2015-2016 World Design Capital events, Taipei began promoting the idea of simplifying the colors in its urban landscape, so that the public would gradually consider and agree with simplified designs. This year, Taipei continues with its “New Color for Transformers” project, while setting up new installations such as the City Sport Signs, which has integrated maps of the city. People can flip through the signs to decide how to exercise in the city that day. Exercise street signs are also erected in the hopes that people will be inspired to exercise as they wait for buses or traffic lights.

Parks are urban oases; they are where people gather, exercise, and socialize. They are also important places where city-dwellers can experience nature, have adventures, and ex- plore. But with the passage of time, many parks have been stuck with mass-produced playgrounds and cookie-cutter landscaping. Parks have to cater to more than one kind of person, and their design should take into account the needs of local people. A little more imagination and discussion would help to create a public space that is integrated with local culture, enabling parks to be more than one-dimensional spaces, and instead be places where friends go for a picnic, where people go to play—a site for some of life’s most important memories. Whether through inclusive playgrounds or art installations,by mixing different elements parks can build unique identities and become the breeding grounds for wonderful memories in the future.

動聯盟」掀起的參與行動,希望公部門正視 罐頭遊具並以孩童身心發展做為核心考量, 臺北市政府更於2016年推動「Play For All」 計劃。本案由臺北市文化局以建成公園兒 童遊戲場為基地,邀請在地居民提出使用經 驗、觀察與需求,並透過跨界專業者的合 作,創造具有「在地性」與「原創性」的共 融式遊戲場域及裝置。

In consideration of children’s safety and convenience in repairs and management, mass-produced playgrounds are spread across parks of all sizes. This not only robs the parks of uniqueness and character, but also limits children’s chances to explore the envi- ronment and adults’ rights to use the park. The Parks and Playgrounds for Children by Chil- dren Coalition began to take action in 2015, urging the government to acknowledge the problem of mass-produced playgrounds and take children’s physical and mental development into consideration. In response, the Taipei City Government presented the Play For All project in 2016. In this case, the Taipei City Government Department of Cultural Affairs appointed Jiancheng Park as a base for locals to voice their experiences, observations, and needs regarding the park. Through collaboration between professionals in different in- dustries, this created an inclusive playground and installations that have local characteris- tics and originality.

BACKGROUND In the era when shipping was prominent, the area around Jiancheng Park had many blacksmith shops providing ships with parts needed for repairs. As transportation evolved, many of these shops also evolved into auto parts and repairs shops, becoming part of the local culture, and creating a unique at- mosphere within the side-streets. This cultural ele- ment and atmosphere will be incorporated into the designs of the park.

PROBLEM TO SOLVE Jiancheng Park in Datong District has been renovated based on the theme of children’s playgrounds. The park is divided into sections based on the how active or passive the activities conducted in the section will be, so that the park can not only be enjoyed by children, but also by different demographics at different times, creating more possibilities in how the space can be used. Fun, distinctiveness of theme, and educational purposes are also primary consider- ations in the design process.
自2017年7月以來,臺北市政府文化局開始舉辦「里 民參與設計座談會」,透過光能里里長陳靜筠邀請在 地居民針對公園改造提出自身的意見,並藉由5場次 的「專家設計工作坊」進行設計發想與提案,最後將 設計師們所提出的公園提案透過設計座談與里民分 友伴互動裝置 — 轉吧!我們的小宇宙 建成公園為日治 (1937年)開園劃定「下奎府町兒童遊 園地」,為臺灣最早兒童樂園。現今大家耳熟的打鐵 行業主要集中在下奎府町(現萬全街、歸綏街、太原 路、承德路等)。在1967年為解決大稻埕淹水問題, 在現今的承德路下闢建大排並拓寬道路,打鐵行業多 遷移至萬全街和興城街一帶,而現今光能里赤峰街 則是汽車及五金零件產業在此蓬勃發展。融入在地特
享,並聆聽里民對於設計提案的想法與回饋,希望透 過設計師與使用者之間的妥善溝通,讓公園的改造不 僅能更為有趣,更能夠貼近在地需求,本案持續進行 中,預計於 2018年完成改造計畫。
OVERALL GOAL AND OBJECTIVES Since July of this year, the Taipei City Department of Cultural Affairs have started organizing Villager Design Participation Forums, where the Neighbor- hood Chief Chen Ching-Yun invites locals to voice their suggestions for the park’s renovation. In the forums, designers present their plans for the park, and then listen to ideas and feedback from the locals. It is hoped that through proper communica- tion between the designers and the people who will be using the park, the park can be renovated into something more interesting, and more connected to local needs. The project is still currently ongoing, and renovations are expected to be completed in 2018.

邁入第四屆的大內藝術節,一直以來皆以民間自發的 方式進行策劃與執行,並隨著執行團隊逐年考察所帶 回的經驗日益進步,近年來試圖讓政府與更多的市 民看見此一藝術聚落、參與此藝術節慶,並朝著具有 在地特色與文化氣息的大型藝術展覽持續努力著。
BACKGROUND In the busy Neihu Technology Park, the integra- tion of art can be traced back to the early devel- opment of the technology park. After local gal- leries surveyed major neighborhoods and art ex- hibitions abroad, they tried to connect art centers in Neihu and Dazhi districts, organizing large art festivals to give the public more oppor- tunities to experience art. PROBLEM TO SOLVE During the event from 10/7 to 11/5, 18 cultural buses, 4 artistic bus stop projects, 3 large public art exhibition centers, and 4 art exhibitions will try to connect local art establishments with shop- ping districts in organizing lectures, guided tours, and creative events. This will bring people closer to art, and help realize the important concept of Art as Life. For more information, please check the Taipei Art District Festival Facebook page. OVERALL GOAL AND OBJECTIVES Entering its fourth year, the Taipei Art District Fes- tival has always been coordinated and carried out voluntarily by the public. It strives to be a large art exhibition with local characteristics and cultural atmosphere.

BACKGROUND Wulaba Park is located in the Waterloo area of New South Wales. The population structure in the area is diverse and quickly changing, but for a long time, this diverse community lacked facilities and environments for the public’s leisure. As time passed, many apartment buildings have been built in surrounding areas, and a large number of new residents are expected to move in.

PROBLEM TO SOLVE Large-scale playground designs, and installations such as giant slides, climbing ropes, swings, nature games, and tunnels, provide these simple elements that can train children’s activeness, balance, coordination, and muscle strength. The variety of play elements, materials, plants, and artwork also stimulate the senses. Separate and independent play areas can fulfill the needs of both individual and group play. Elements such as large stones and concrete walls create unconventional ways of playing. Diverse ma-terials and games can guide children to explore and embark on all kinds of playful experiences. OVERALL GOAL AND OBJECTIVES he establishment of Wulaba Park attempts to meet the needs of the community, which has for a long time lacked a place of leisure. The art and games brightened the community, and sparked all kinds of sensory experiences. The play space created by the Sturt Noble design team will provide a wide variety of fun and adventure for residents of all ages.

ParkUp DT 品牌受臺北市政府與左腦創意行銷邀請,反思鄰里公 園閒置遊戲區域的改造雛形計畫。相信「簡單的設計 才有更多想像的可能」,Plan b 於是設計一套可供未來 遊具設計師因地制宜的模組化柱結構系統。該系統能 適應場域形成不同規模的空間配置,再透過觀察在地 需求與行為模式,設計合適的硬體裝置。利用柱結構 點對點成線、線連線成面的變化,將不同材質運用在 其中。這次雛形計畫,我們利用木柱、鋼管及結網來 呈現。遊戲者可以在如林中的木柱間玩耍躲藏,並隨

著攀爬架與遊戲網上下穿梭;適當的柱間距及高度讓 輪椅族群與娃娃車都能進入空間中互動;老人們也可 倚著木柱伸展筋骨。當空間能接受多樣的族群一起使 用,共融的精神才有機會體現。

BACKGROUND Citizens are always in need of open spaces to balance their urban lives. Taipei City has average of ca. 5.32m2 open space per person, which is much lower than other capitals around the world, but the unused spaces are up to more than 14,000 units, spreading around the city. Through urban planning & design with 3 principles of space transforming, ParkUp turned the neglected spaces into open and adaptable. PROBLEM TO SOLVE ParkUp GT The first renovation project of Plan b, which located in Guting, Taipei City, is a 99 square meter plot of unused land, managed by the National Property Administration and adopted by Plan b. There are 9 white horizontal bars, spaced wide enough for wheelchairs to freely pass through. Beside the functions for elders’ workout, airing out blankets, they are also being designed for swings, hammocks and the prop up canopies…etc., adapting to diverse possibilities in the community. ParkUp GT is located in an old community, but with frequently events, it attracts young ages to visit and brought within more interactions between the communities. ParkUp DT Being invited by Taipei City Government and Left Brain Marketing, to reflect the project of transforming prototype for the playground in the neighborhood park, Plan b believes “Simple ideas would fuel imagination,” thus designed a set of modular pillar structure systems for future play-equipment designers, to adapt various scales of fields and spaces; through observing different local demands and behavior patterns, the pillar structure element was used into different geometric entities (point, line, surface, etc.) with different materials. Plan b designed wooden pillars, steel pipes and spider nets for this prototype project. Players could play between the pillars and do net climbing; appropriate spaces and heights between the pillars are wheelchairs & baby strollers accessible; furthermore, the elders could also lean against the wooden pillars to stretch their backs. When m ultigenerational groups could accept the space, the spirit of integration would be finally fulfilled. OVERALL GOAL AND OBJECTIVES A small idle space in the city could be used in a great multiplier effect after planned properly. ParkUp expects to build a set of solutions, for satisfying the needs of urban development, making the space resource be both shared in public and privately, and placing a substantial influence in the city we live, so that could meet the sustainable development goals (SDGs) set by the United Nations: To make cities inclusive, safe, resilient and sustainable.

PROBLEM TO SOLVE Because we understand the importance of local par- ticipation, and how parks should benefit local resi- dents, it is necessary to learn about local needs before design and planning begin. In August and September, many citizen participation workshops were held in two parks to better understand the direct needs and ideas of the local population, through face-to-face interaction with the locals.

PROBLEM TO SOLVE In this summer, we held nine sessions of Creative Play Workshop, invited 164 local elementary school students and 60 disabled children to play with park designers; and turned ”little game expert” ’s creativi- ty, expectations for and imagination of a park into the new design of three parks. Also, we held six profes- sional Workshop, invite expert and civil group which concern playground issues, to make the design meet the needs.

結構,建築一座森林中的遊戲空間,讓孩子在裡頭 攀爬、穿梭與躲藏,老人們則倚著柱子拉筋伸展, 用不同的柱間距、排列,歡迎大小朋友一同遊玩, 打造屬於所有人的森林遊樂園。

1.JINGHUA PARK The designers plans to put a space- ship at Jinghua Park, there’s light beam slope, planet climbing net to let children play wild, on the other hand, they design a secret flip-board wall to let local people easily create pattern for different festivals, make playground not only a place for children but also stimulate social interaction. 2.CHAOYANG PARK The local element of clothing mate- rials and tea culture will be the design element for Chaoyang Park, designer plan to set a “Button Lion” which offer several interactive device include ball maze, button pole, spool climbing net and lion tail rain stick so that children playing in the park can learn about local culture and characteristics. 3.SHUDE PARK Shude Park is the park of trees, we plan to use simple pillar structure build a play ground in forest to let children climb, shuttle and hide in here, also elder people can lean on the pillar to stretch. Different space arrangement of pillar allow all the people play in this playground, make the park of tree a park of everyone’s forest playground.

Using that data to make life more convenient and accessible, while separating truth from falsehood in this fast-paced information age, is the challenge we must face, as well as an unavoidable part of our journey into the future.

BACKGROUND In an era filled with data, when data loses its dominance, how can people use them? This society needs a way to make the city better through data. Start-up companies have good ideas, corporations have resources, and the government has data. How can each party get what they need, and achieve mutual benefits? The city needs a mediator, con- necting stakeholders through data. PROBLEM TO SOLVE This project combines the innovative ideas and problem-solving skills of start-up companies, resources of corporations, and key data from the local government to design the best solution that meet the city's needs through data and technology. A start-up team once worked with telecom companies to research the city's level of traffic by tracking users, the results is then combined with streetlight data from the city government to dim streetlights in low traffic areas, thus conserving 10% of energy consumption, and saving the government from the high expenses of setting up traffic sensors. OVERALL GOAL AND OBJECTIVES This project attempts to solve issues in the city, such as smart architecture, urban planning, and energy consumption. Many corporations are willing to provide different sets of data, hoping to work with other stakeholders and create good results. In the end, the goal of these innovative solutions is to create win-win situations, let data be used fairly, and facilitate a positive cycle.

BACKGROUND The LASS community started as a group of makers passionate about environmental monitoring. The group’s spirit emphasizes open source sharing and DIY. Through the fast connection of social networks, the group is leading a revolutionary towards a crowd-monitored environment. PROBLEM TO SOLVE The LASS community developed low-cost sensors, and uploads collected data to the Internet in real time, presenting the information in a visual manner for the public to scrutinize online. While these self-made sensors are not as precise as precision in- struments, LASS believes that the value of changing trends in the air can be found by analyzing these big data. Through power of the masses, LASS has united makers across Taiwan, even some govern- ment institutions, to lay down a network of sensors in Taiwan.

OVERALL GOAL AND OBJECTIVES The LASS community later collaborated with corpo- rations and the Academia Sinica Institute of Informa- tion Science to promote the “Airbox” project, devel- oping a set of small, easily installed air quality sensor. Through advocation from the LASS commu- nity and the government, airboxes were set up in places like schools and people’s residences, so that when air pollution occurs, people can find the culprit through clear, easy-to-read data. The Airbox project not only makes air pollution data public and easy to read, the environmental issues it values also serve as the best teaching material for elementary school and junior high. The low-cost, easy to install sensors are also a great way to promote the maker ideal to stu- dents. The project has amassed lots of trial experi- ence under local and government support, even drawing other countries to come and learn from it, becoming a great achievement in Taiwan’s environ- mental monitoring.

幾年前,永續一詞總是討論著環境與能源的議題,關係著

近 年 來 各 式 特 色、 實 驗 教 育 正 夯, 甚 至 掀 起 一 股 自 學
自2012 年 起, 臺 北 舉 辦 了 設 計 城 市 展, 同 時, 設 計
地球的生命與生態。今日,永續不僅是環境的議題,而成
在城市之中,大量的私有空間中夾雜的大眾皆可參與的公
風 潮, 在 渴 望 跳 脫 傳 統 框 架 並 追 求 創 新 的 時 代, 教 育
教 育 的 成 果 也 在 臺 灣 逐 漸 綻 放, 這 些 能 量 的 堆 疊 到 了
為在教育、創業、施政等各層面的首要關鍵。相較於過去
共空間,而公共空間的規劃也直接地影響了市民生活,無
