The Taiwan Institute for Sustainable Energy (TAISE) has held the 8th Annual 2018 Climate Change Painting Competition this year, in the hope of allowing fourth graders to sixth graders in elementary and junior high to express creativity through painting as a means of expressing their concern for climate change and energy issues. This year in conjunction with the UN Year of Sustainable International Tourism Development, our theme is “My Climate Action”. Through the activity we aim to promote sustainable tourism concepts, allowing the public to appreciate diverse cultural values and enhance environmental protection awareness and quality of life improvement. The Competition is a perfect channel to encourage students to think about their lifestyles or how to reduce their carbon footprint during travel and improve their environmental protection activities. This 8th Annual Competition enjoyed participation from throughout Taiwan with 22 cities and counties, 537 schools, and 2,615 participants, making it quite difficult to select the winners. We express our deepest appreciation to National Culture and Arts Foundation Director Mun-Lee Lin, Association For Education Through Art Republic of China president Wu Long-Rong, The Society Photographic Aesthetic Chinese Board Director KANG,TAI-Sen, National Taiwan University of Science and Technology, Department of Chemical Engineering, Adjunct Professor Young Ku, and Prof. Yuh-Ming Lee of the Institute of Natural Resource Management, National Taipei University, among the expert judges who evaluated the entries for their artistic technique and environmental significance and consciousness. We also express our gratitude to all the organizations who co-sponsored this event, working hand in hand to promote Taiwan’s environmental sustainability and future development.

本年度活動配合聯合國永續發展目標 13：「氣候行動」，以「Action ! 我的氣候行動」為題，引導學生將抽象的氣候變遷概念具象化，並鼓勵學生們將自身對於地球的關懷及希望實際付出的氣候行動以繪畫創作的形式呈現，為我們所生長的環境貢獻一份永續的力量。教師也可配合校園環境知能教育課程，幫助學生注意地方上節能減碳、環境保護相關的點點滴滴，並帶領學生思考自身在生活或旅行中可從事的節能減碳、環境保護作為。本屆繪畫比賽由教育部、環保署及台北市環保局共同指導，共計有來自美國、印尼及全國 22 個縣市、537 所學校，共 2,615 名學生報名參加。本年度更首度增設海外組獎項，廣受各國華僑學校熱烈推廣，並有 34 件僑生作品繳件參賽，畫作呈現完整度高亦極具創意性，獲得評審高度肯定。本次特邀國家文化藝術基金會林曼麗董事長擔任評審長，並邀集台陽美術協會吳隆榮理事長、中華攝影藝術交流學會康台生理事長、台灣科技大學化學工程學系顧洋講座教授及國立臺北大學自然資源與環境管理研究所李育明特聘教授擔任評審委員，也非常感謝所有合作單位的協助，共同攜手為臺灣的環境永續及未來發展而努力。

當暖化所造成的災害日益嚴重，全球正遭受著極端氣候的威脅，採取各種應變措施以對抗氣候變遷，已是世界各國刻不容緩的待解議題。

今年永續能源研究基金會兒童繪畫創作比賽，正是以「我的氣候行動」為主題。從參賽作品中豐富多元的形式，與充滿想像力、創造力的表現，可以看出學生們對於氣候變遷與環保問題的擔憂；透過繪畫，提出自己的見解，純真生動的創作使觀者也深受感動。許多作品不論是在技巧發揮，或是畫面的成熟度方面都讓人驚艷。透過繪畫比賽，國中小的同學們一方面展現豐沛的創作能量，同時也傳達了自身對於環境問題的關心與理解，期許在他們試圖與周遭世界對話時，發現藝術是最富有感染力、滲透力的媒介。

Warming continue to exacerbate natural disasters worldwide, the world is faced with the threat of extreme weather events, and it is imperative to take appropriate responsive measures to combat climate change, which is now an issue that all the nations of the world can no longer wait to address. This year the Taiwan Institute for Sustainable Energy organized annual painting competition, has promoted the theme of “My Climate Action”. From the extremely diverse variety of the works entered, and their rich imaginative presentation, with abundant creativity, one can see the students are indeed deeply concerned about climate change and environmental protection issues; through their painting, they have been able to aptly articulate their personal viewpoints and perspectives, using pure and naturalistic motives to inspire their creations which are profoundly moving. Many of the entries reflect not only sophisticated talent in painting techniques, but also a maturity of content that is very impressive. Through this painting competition, the elementary and junior high schoolers were able to unleash their creative energies and express their creative potential, while concomitantly expressing their own concern and understanding for environmental issues, with the aspiration that they could engage their local world in a dialogue, and discovering that the arts are a perfectly suited way in which to infectiously spread interest in these concerns through this uniquely penetrating media.

我很榮幸有機會再次受邀與其他幾位專家先進一起擔任「2018 氣候變遷國中小繪畫創作比賽」的評審，當兩千多件來自國內外各地國中小同學的參賽創作，展示由於本年度繪畫創作比賽活動的主題為「我的氣候行動 - My Climate Action」，所涵蓋的內容相當具體活潑，因此可以創作的表現空間也相當廣泛，這次參賽繪畫創作對於環境、生活、與社會等相關整合意象的表達內涵都相當豐富，可以明顯感受到參賽國中小同學用繪畫表達出對於參與在地氣候行動、落實守護家園的理念的熱情回應。我也期望能經由繪畫創作比賽，能更積極深化並持續展現國中小學、老師、同學對未來因應氣候變遷、參與氣候行動的決心。

I am honored to have again been invited to participate with my fellow professionals as a judge for the 2018 Climate Change Elementary School and Junior High School Painting Competition, with over two thousand entries from across Taiwan’s elementary and junior high schools, which were amazing at the judging site, as each work revealed the student’s painting techniques and investment of heart and mind. Since this year’s Competition theme was My Climate Action, the contents of the entries were highly diverse and lively. Thus, there was indeed much room for creative expression with entries reflecting the environment, lifestyles, and society, in integrated and holistic imagery which was highly expressive. This meant that we could clearly see the elementary and junior high school students used their painting as an expression of their positive Climate Action for the planet, while using warm hearted inspiration to help realize the precepts of protecting our homeland. I also hope that through this painting competition, we will ardently strengthen the determination of the elementary and junior high school students, teachers and classmates to engage in Climate Action to respond to future climate change issues.

生動，國中組則介於想像力與描繪技巧的轉換期，表現略為遜色，這是在其他比賽看到的普遍現象，參與此次評審，有兩個感想： 1. 對於主題要有自我主觀的想法和參與感，要善于應用地區性的特質或議題，不要流於「人云亦云」或是教科書式的內客。 2. 繪畫比賽最終仍要回歸畫面的視覺效果與適度繪畫媒材與技巧的應用，簡潔有力的構圖與鮮明主題為得獎的重要因素。

For this year’s Climate Change and Environmental Protection themed Painting Competition, speaking overall, the elementary school entries featured lively colors with active lines and movement, while the junior high school entries revealed imagination and maturity in their techniques, with less outstanding performance, which is quite typical of competitions, so as a Judge this year, I have two main thoughts: As for the self-reflection and sense of participation, these must be deftly deployed in the unique local characteristics of regions or themes, avoiding following the crowd or mimicry of textbook contents. Naturally the winning entries in any painting competition must ultimately reflect a return to the expression of visual effects and appropriate painting media and use of technique, with concise and strong constructs, as well as colorful themes.

此次第三度擔任繪畫比賽評審委員，主要仍就環境保護專業檢視繪畫創作之科衝擊，畫作之色調普遍較為灰暗。同時也可能受海洋塑膠垃圾議題之影響，部分作品改以海龜為主角，取代過去常見的北極熊。而為因應細懸浮微粒之空氣污染議題，部分作品也出現頭戴防毒面具的畫面。然而，就氣候變遷的主題觀之，傳統空氣污染與海洋污染問題應該無法與氣候議題直接連結，其傳達之行動意念略顯不足。但部分作品中則出現翻轉蛻變之表現手法，例如灰暗的海龜轉化出亮麗的色彩、枯黃的樹葉轉變成綠意盎然的樹林等，均屬正向翻轉行動之創作理念。

In this my third venture as a Judge for the Painting Competition, my efforts focused mainly on using my environmental protection professional specialty to examine the scientific contents and significance of the works. This year’s Competition theme was taking positive Climate Action, with some paintings emphasizing the threats posed by climate change, and a corresponding choice of dark and grey colors were widely employed. Also, as a likely result of the influence of the marine plastic trash issue, some paintings explored the sea turtle as their focal point, replacing the polar bear’s role in prior competitions. As a result of the fine aerosol particulate matter air pollution issue, some works used imagery of wearing face masks. Then one can say that as for the climate change theme, the traditional air pollution and marine pollution issues would usually not be easily integrated with climate issues, so the communication of appropriate action concepts was not as cogent or robust. However, some paintings were able to metamorphose their modes of expression and mediums employed, for example, the grey sea turtle was presented in vibrant colors, and yellow leaves were transformed into verdant forests of trees, each of which expressed the competition theme of taking transformative action in their creative concepts.

To contribute to the planet our treasured love for sustainability, is the host organizer’s dedicated commitment from beginning to end, encouraging young scholars to use their brushes to express care and concern for the environment and climate, and our desire to protect the planet, revealed in the competition paintings, which give their viewers a chance to engage in self-reflection, for a highly significant expression. In considering the winning entries, according to their painting themes, original creative constructs, and their painting images’ expressions in its special characteristics, which can be summarized as follows: 1.Mastery of the subject, bold creativity, with the degree of completeness, and a deeply individualistic and innovative expression. 2.The variety of contents, with rich imaginistic imagery, may transmit a high level of concern for climate change, evincing care and strong investment in determination for environmental protection. 3.Many of the exemplary works revealed the theme in stark contrast, with paintings revealing a warning about the serious urgent degradation of the ecology, which indicates an educational content. 4.Some theme constructs had strong conceptualism, with excellent techniques in expression, revealing this year’s competition had a high degree of harmonic resonance and urgency in the issues expressed and explored. all the young artists in this year’s Competition, for their rich contents and outstanding technical proficiency, which serve as cogent reminders to us all to invest in the ever important climate change, as it is only through treasuring our world that we can achieve sustainability and secure our survival.

The dense forest of smokestacks emitting relentless fumes seem as if they are bursting a balloon shaped like our planet earth, and every day all we see are sights which leave us suffocating, and before our eyes remain only layers of dust and ash, so as we open the window hoping to see blue skies, we realize that has become a merely luxurious and unattainable dream.
