Not all buyers fit traits that surveys suggest By Alan J. Heavens The Philadelphia Inquirer

My dislike for surveys is matched only by my distaste for pigeonholing segments of the population based on the results of those surveys. The latter can have unforeseen consequences, as I discovered more than

a decade ago, when I began writing about baby boomers and over-55 housing preferences. During a long weekend of seminars in Scottsdale, Ariz., I listened to speaker after speaker catalog all baby boomers as wealthy, healthy and wise, all eager to spend their money on amenity-

rich, over-55 housing the next day. I am, of course, a baby boomer. I know a lot of other baby boomers. No one being described that weekend sounded like anyone I knew, or like me, either. Last year, I wrote about the over-55 housing market and learned that

all those speakers had been describing perhaps 10 percent of baby boomers, not 100 percent. I don’t think they were stretching the truth as much as they were hoping for the best, and their best was none too accurate. This long-winded prelude brings us to today’s

Flood Insurance Flood insurance can be one of the most overlooked pieces of a mortgage transaction, yet with current changes in the national flood insurance programs it is one of the most important. When you choose a home, ask your REALTORŽ and lender if the property is in a flood zone per the flood certification. If so, talk to an insurance agent about the type of flood zone and how that affects the cost of the flood policy. Flood insurance is an additional premium that affects the total mortgage payment. This additional cost could change how a mortgage fits your budget or cause the total debt ratio to rise above the threshold of the lender’s guidelines. This would mean that the lender may no longer qualify you for the same loan amount due to the higher payment.

In 2012, everything changed with the Biggert-Waters Reform Act. The biggest impact of this Act was that insurance rates in some areas increased dramatically to reflect “true flood risk.� FEMA stated that the change in rates was to help the program become more financially stable and to manage how the flood insurance rate map updates impact everyone. These changes did not take into account the impact on existing policyholders. By taking away the subsidies without a plan to tier rates, policyholders saw shocking increases in the new premium. In reaction, the Homeowners Flood Insurance Affordability Act of 2014 was passed. This law appeals and modifies some of the provisions of Biggert-Waters. For now, it will block the rate increases of the previous law while FEMA works with Congress and insurance companies over the next four years to develop an affordable solution for current policyholders. But with these new laws in place, there is no escaping that premiums are certain to increase. Contacting an insurance agent could help you avoid problems with financing at the start—and also down the road, so you are aware of how your flood rates may evolve over time. exercise, which is reporting the latest dope on buying trends from the National Association of Realtors and the National Association of Home Builders. First, the Realtors, who report that a “generstudy ational-trends shows confidence in the market, [and] some challenges.� The Realtors mailed a 122-question survey to 148,011 sellers and buyers who bought their homes between July 2012 and June 2013. In the 8,767 usable responses, “eight out of 10 recent buyers considered their home purchase a good financial investment, ranging from 87 percent for buyers age 33 and younger, to 74 percent for buyers 68 and older.� Twelve percent of all recent buyers had delayed their home purchase due to outstanding debt. Fifteen percent of buyers ages 34 to 48 had delayed buying, with 35 percent citing student debt and 46 percent citing credit-card debt. Finally, 14 percent of all home purchases were multigenerational by households – adult siblings, adult children, parents or grandparents. The biggest reasons for a multigenerational purchase were adult children moving home and cost savings, followed by health or caretaking of aging parents, and spending more time with aging parents. The home builders’ study is from its unending series, “What Home Buyers Really Want,� in this case, ethnic preferences. I have no details on this survey process, but having written a number of stories over the years on the topic, I presume it

was done very carefully. Minority buyers are typically younger than white non-Hispanic buyers. The median African American buyer is 39, the Hispanic buyer is 37, and the Asian buyer is about 36, while the median white buyer is 43, the home builders’ survey said. Fifty percent or more of buyers in all racial or ethnic groups are married couples: 80 percent of white buyers, 50 percent of African Americans, 74 percent of Hispanics, and 79 percent of Asians. Asian buyers have the highest median household income of all four groups, $72,797, compared with $67,747 for whites, $50,221 for Hispanics, and $43,774 for African Americans. Asians also expect to pay the most for a house: $283,469, compared with $205,775 among whites, $181,444 among Hispanics, and $176,397 among African Americans, the builders said. I’m certain the data would stand up under scrutiny, but these results, I’ve found, have a very brief shelf life. That is, of course, why there is never any shortage of latest surveys.

The Ocala Historic Advisory Preservation Board suspended action on Boone’s application for 90 days, beginning April 3, to give the board time to study the building. “We’re in the process of learning more about it,� Smith said. He said the board will examine the condition of the structure and options for preserving the historic home. Once the 90 days has passed, the board will

vote whether to issue the Certificate of Appropriateness that would allow Boone to apply for a demolition permit. If the board approves the application, Boone can request the permit from the city’s Building Department. If the board denies the application, it would issue a Designation of Public Notice of Demolition, which can delay the permit process for up to 365 days. Once the public notice expires, the property owner is free to seek the demolition permit and

OCALA — Another of Ocala’s historic homes may soon disappear. Eugene R. Boone has filed an application for a Certificate of Appropriateness to demolish one of the oldest existing homes in Ocala, one that sits at the gateway to the Tuscawilla Historic District. The historic two-story home at 615 E. Silver Springs Blvd. is being used as offices for Foxfire Realty. The wood-frame vernacular home, with a Queen Anne ornamental exterior, was built in 1877. “It may be moved, I just had to pull the permit to get the process started,� Boone said about the house. “The reason we have started the process is we want to build a more functional office building.� The process of demolishing a structure in an historic district is a lengthy one. It is also a painful one for preservationists, who work to safeguard historic buildings and the history that surrounds them. “Any ideas would be appreciated to try to save the existing structure. We are very interested in that,� said Theodore Smith, chairman of the Ocala Historic Preservation Advisory Board, the city of Ocala’s body that would make the decision whether to allow the applicant to apply for the demolition permit. “It’s a nice old building. Using the right colors, furniture and accents, you can shave years off a home’s perceived age – and hopefully, that’s all it will take for Gary Parsons to generate some interest in his Killearn Estates home. four-bedroom, The three-bath house at 3828 Shamrock St. W. now has a more contemporary feel to it, yet the essentials that appealed to the Parsons family back in 2003 when they moved in are still there. “This is what makes a difference,” said Realtor Priscilla Tharpe of Coldwell Banker Hartung & Noblin Inc. of the staging. The project helped update the house, add fresh colors and more modern finishes. The seller is hoping to appeal to buyers ages 30 to 40 with children and who might appreciate a place with a more modern feel. “They want it to not look like their parents’ grandparents’ and homes,” she said. Gary and Karen Parsons and their three sons saw a decidedly different décor when they bought the house 11 years ago. Built in 1973, the home had a color scheme back then was classic – for that decade. “The whole house was purple and pink. It was rough. We did a lot of things to it over the years,” said Gary Parsons of the improvements. Totaling 2,684 square feet, the house has the space for a growing family, along with a pool out back. Still, consumer tastes change as time passes. Just a span of 15 years can make a big dif-

ference, Tharpe said. Designer Dan Bray, owner of Dan Bray Interiors LLC in Orlando, noted that while the traditional architecture of the home and its exterior are continued inside, he opted to “repurpose” some of the rooms He referred to the living room off the small foyer as a “club room” that now has seating and furnishings creating an environment for adults to meet, socialize or use as a space to relax. Staging does require some balance. Bray said it’s important to make sure items selected for staging aren’t too big, and to make sure there aren’t things missing that could add to the look. In the living room there is still space for the antique Victrola phonograph and a Kodak Brownie Hawkeye camera decorates the shelf under the coffee table. And sometimes, less is more. In that respect, Bray says he tries not to overdo staging. “I want to create the sense of authenticity when buyers come in to look at the house,” he added. Another project goal was making sure the kitchen retained its eat-in considering function, that is typically a prerequisite for many families. “That was a driving part

of this. We recreated the bar island,” Tharpe said, referring to the large built-in table that formerly occupied the space across from the cooking area. Also on the upgrade list was the sunroom that leads out to the pool. That space was improved by removing a large built-in shelf array and cabinets that were 24 inches deep. The resulting space gain opens up the room, and behind the built-in was a brick wall that lends a different architectural element. Bray brought in a sofa, lamp and recliner to create a good spot for reading or watching TV. He says the greatest improvement came in the former utility room, which had sliding glass doors leading to the pool deck. The washer and drier were in there, but pipes and wiring were exposed and there was virtually no workspace. His answer was to add a sink, counter and shaker-style cabinets, use a stacked laundry pair and put in windows where the sliders used to be. “It has great possibilities,” he said of the finished space. repurposing “When rooms, getting the homeowners to go along with that is big,” Bray said. “They are used to living in the house as it is.”

Old lumber is a trend for some new homes Recycled wood helps bring history alive By Allen Norwood The Charlotte Observer

CHARLOTTE — Reclaimed lumber is among the most environmentally friendly building materials because, as any 12year-old can explain, recycling is good for us and the planet. The wood is beautiful. A floor of salvaged antique heart pine glows with the patina of decades, even centuries. Every piece of barn siding is uniquely weathered, which gives a oneof-a-kind appeal to walls and furniture. And, say Paul Atkinson of Southend Reclaimed and Jonathan Kauffman of Kauffman and Co., buyers appreciate the tales behind reclaimed and salvaged lumber, too. “Every piece of wood comes with a story,” Atkinson said. “Buyers want to know: Did it come from a factory in Alabama, or a warehouse in Kentucky? It’s bringing history alive and bringing it home.” The two North Carolina companies, like such nationals as Pottery Barn and Four Hands, are responding to consumers’ appreciation for reclaimed wood. Atkinson’s company, Southend Reclaimed, specializes in salvaged heart pine floors and antique, hand-hewn beams. It has begun selling old barn siding. It’s no longer in South End, though. It has grown and moved over the years. It’s based in Cornelius, N.C., and operates a sawmill in the eastern North Carolina town of Scotland Neck. Kauffman and Co. is in Charlotte’s South End, though, on Worthington Avenue. It sells custom furniture, most crafted of wood salvaged from barns in Pennsylvania. The national companies use lots of reclaimed wood from Asia and South America, where teak and tropical hardwoods are native. Southend Reclaimed was born a decade ago as the regional textile industry shrank. Mills were sitting empty. The company’s founders thought to ask,

“Hey, what are you doing with the wood and brick?” Now, the company relies on a huge and organized network to find entire buildings to salvage. It sells antique brick as well as flooring, timbers and barn siding. “The company has grown ... as awareness of the beauty of these woods has continued to increase,” Atkinson said. Kauffman launched Kauffman and Co. seven years ago, he said, because he appreciates the look of the salvaged lumber. His company offers everything from farm tables and kitchen islands to entire bedrooms. They’re built by a craftsman in Lancaster, Pa. “A lot of our customers bring us a picture, and we start there,” he said. “We work with local designers. ... Lots of our pieces are

in vacation homes at the mountains and the beach. (The wood) is aged naturally, so we don’t have to do any distressing.” Public tastes are evolving as our appreciation grows for reclaimed wood. Ninety percent of Southend Reclaimed’s business used to consist of flooring, especially heart pine. Now, hand-hewn beams — so stunning in kitchens and great rooms — account for half of wood sales. Kauffman’s customers increasingly are choosing sophisticated instead of rustic country looks. They want the patina and natural distressing, but with more contemporary lines. Reclaimed items blend with other furniture of all sorts, for a collected look. Fans of reclaimed woods like to mix, rath-

er than match. There are pieces for every room of the house. Wood prices vary by grade – whether there are lots of knots and color variations – and by the length and width of planks. Longer and wider is more expensive. Reclaimed pine costs more than new oak, Atkinson said, perhaps twice as much. But antique pine flooring boards are typically longer and wider than new oak. Groovystuff, based in Dallas, offers an amazing array of items made from reclaimed teak. There are lots of old mills and barns, and lots of ancient cypress logs at the bottom of rivers, but not an endless number. What happens when the supply runs out? Well, that will be a chapter in the story, too.

Condo rules will dictate profit division from sale By Gary M. Singer Sun Sentinel – Fort Lauderdale

Question: A family member of mine lives in an eight-unit condominium. A developer has offered to buy the building, and it was our expectation that the owners would

split the money evenly because all the units are the same size. But some of the owners say they deserve a larger share because they’ve renovated their units. What does the law say about this? – Anonymous Answer: As with most questions related to con-

dominiums, the first step is to check the condo documents to see what they say on the subject. Deals to terminate the condo and sell to a developer generally must be approved by 80 or 90 percent of the owners. Also, any mortgage lenders that will not be

paid off in full need to approve the transfer. The method of calculating each unit’s share may also be in the condo documents. If not, the owners will need to agree to share the money based on size of the units or fair market value. A simple solution

might be to check with an appraiser to see how much a renovation increased the fair market value of a particular unit. Values typically are determined by location and size – so a renovation may not make much of a difference, leaving nothing for the owners to argue about.

Spring is the season for flea-market finds highlight the uniqueness of the vintage item. You don’t necessarily want to live in a time capsule.”

The arrival of spring means that flea markets are reopening for business around the country. Shoppers will hunt for treasures amid acres of used goods. A few will come home with just the right vintage art or quirky piece of furniture to make their home more beautiful. Jaime Rummerfield, cofounder of Woodson & Rummerfield’s House of Design in Los Angeles, sometimes mixes fleamarket finds with high-end new furnishings to decorate the homes of her celebrity clients. “The beauty of flea markets,” she says, “is you never know what you will find. There’s nothing like being outdoors or in a place off the beaten path rummaging through old treasures.” Los Angeles-based interior designer Brian Patrick Flynn, creator of the FlynnsideOut design blog, also hunts for vintage pieces: “I shop second-hand regardless of my project’s budget or client’s level of taste,” he says. “Vintage and thrift is the best way to add one-of-a-kind flair to a space without insanely high cost.” There is luck involved, of course. But skill also plays a role. As you browse crowded tables of used things this spring, how can you find the treasures that will give your home an infusion of style while avoiding decorating disasters? Here, Flynn, Rummerfield and another interior designer who shops for vintage decor — Lee Kleinhelter of the Atlantabased design firm and retail store Pieces — tell how they do it.

When to go Winter and early spring are perfect for flea-market shopping, says Flynn. “Since ‘thrifting’ and ‘antiquing’ are often associated with gorgeous weather and weekend shenanigans, many people shy away from hunting for their vintage finds when it’s cold or gloomy,” he notes, so go now and go early. “I usually show up just as the

ly leftovers, things priced too highly which others passed over, or things that are just way too taste-specific for most people to make offers on.”

Rummerfield occasionally finds signed artwork and ceramics by noteworthy artists at flea markets and antique malls. “It is amazing to see what people cast away,” she says. “I personally hunt for Sasha Brastoff ceramics because of his unique California heritage as a set decorator and artist.” She has also found vintage Billy Haines chairs and Gio Ponti lighting at flea markets. So read up on the designers and artists from your favorite periods, and then hunt for their work or impressive knockoffs. A single flea market might offer goods from every decade of the 20th century. Can you put a lamp from the 1970s on a table from 1950? Yes, if the shapes and colors work well together, Kleinhelter says. If your home has contemporary decor, Rummerfield says it can be powerful to add one statement piece — a side table, say, or a light fixture — from a previous era. But “a little bit goes a long way. Use vintage in moderation with contemporary spaces,” Rummerfield says. “It will

You may assume that old upholstered furniture should be avoided, especially if the fabric looks dirty or damaged. But these designers say it’s actually a great thing to hunt for: “Hands down, upholstery is the best deal to walk away with at flea markets. Just make sure you train your eye to pay no attention to the existing fabrics,” Flynn says. “Zero in on the lines of the frames instead.” Kleinhelter agrees: “I usually gravitate toward the bones and frames of vintage pieces, and I make them my own by adding fun fabric or lacquering the base.” The same goes for lighting. Buy it if you love it, but get the wiring updated by a professional. Flynn usually estimates an extra $50 to $75 per fixture for updating the wiring, so keep that cost in mind as you bargain.

Mix and match Be on the lookout for pieces you can use together. “You don’t need multiples of the same chair or sofa to make a room work,” Flynn says. “Stick with those which have similar scale and proportion, then recover them in the same fabric.” Once you get home, use flea market finds sparingly, Flynn says, mixing them in with the pieces you already own: “A few big pieces mixed with some smaller ones added to your existing stuff can instantly take an unfinished space and make it feel way more finished and remarkably personal.”

Money advice “The best way to get an amazing deal is to buy a bunch of different items from the same vendor,” says Flynn. “This way, they can actually lower their prices since you’re guaranteeing them more sales, which in turn also makes their packing up and leaving much easier.”
