Question: We received an unsolicited phone call for chimney cleaning and inspection. Since we had been considering getting this service done anyway, I listened to the sales pitch (the company was going to be working in our area in a few weeks) and it

sounded interesting. The caller said his company was licensed and workers were bonded. Then I asked for the company’s license number and a previous customer or two that I could contact as a reference. The caller said that he didn’t have the license number available, but that the workers would have it when they showed

Building Community: Creating Neighborhood Connections Terry Anne Kant, CRS Kant Realty of North Florida, LLC

Is your neighborhood a connected one? I’m not talking about the Internet; I’m referring to the relationships with one another. Several Tallahassee neighborhoods stay connected through shared activities and a sense of belonging, but many do not. A few simple actions by a small group of people can help a neighborhood become more vibrant and enjoyable. If you have a neighborhood homeowners association, start there. Go to a meeting or call members to discuss the concept. Talk to a few neighbors to create an event, each agreeing to bring a few others on board, using whatever communications network is already set up. Even flyers can get things rolling if nothing formal exists yet. The possibilities are endless. You can start small with a few neighbors on your block or involve the entire neighborhood. Multi-household yard sales, new neighbor visits, a neighborhood clean-up, or collecting canned goods for an organization can all work. One of the easiest ways to build community is to have a potluck supper on a regular basis (say once a month) at individual homes or in a neighborhood park. Over time, familiarity and trust will develop. All it takes is the initiative of one or more individuals. In addition to potlucks and clean-ups, I’ve observed neighborhoods that have book clubs, talent shows, annual festivals, outdoor movies, canning parties, shared organic gardens, holiday block parties, new neighbor welcome parties, holiday caroling, cooperative meal sharing, babysitting rotations, decorated bike rides for the kids, and meals delivered to families during stressful times. Some neighborhoods have their own Facebook pages and group email lists to communicate events and/or concerns. Wherever your neighborhood is on its connections, you can create even more opportunities for interactions and relationship building. And that makes living there more meaningful. from getting most of these kinds of calls, and I suggest you look into it. Sadly, it hasn’t stopped the “there’s nothing wrong with your credit but...,” inquiries from alternative providers of electricity, solicitations from charities I’ve never heard of, or robocalls from Bill Clinton on Election Day. In fact, the Pennsylvania Attorney General’s Office, which oversees consumer protection, reported on March 20 that “there has been a rash of overly aggressive and dishonest sales pitches” in several communities from electrical-generation companies. The state Bureau of Consumer Affairs receives 50,000 complaints a year for everything from shoddy construction to violation of the nocall law. New privacy laws? Give me a break. Most top-flight contractors and repair people are polite enough to ask customers if they’ll recommend them to others, but I’ve never heard of any concerned about privacy when a good word will secure a job. The best and most reliable contractors get their business by word of mouth. My plumbers on both sides of the river, my electrician, the guy who sanded my porch floor, my furnace repair person – all were recommended by friends, neighbors or contractors who used them. That said, you have to make sure those recommending them aren’t their friends or relatives. If contractors are working in your neighborhood, you can ask current customers about them or look at the work firsthand. But this is a classic example of something consumers should be wary of: telephone solicita-

tions by “contractors” who will be working in your area in a few weeks and that fact alone will benefit you. The consumer protection agencies in both Pennsylvania and New Jersey have been warning about the proliferation of these fly-by-night creeps since Hurricane Sandy raged through the area. But even in normal times, contractors should provide you with their license number up front so you can check them out with the authorities. In most states, home improvement contractors have to register to work. There is plenty of information online on how to hire reliable contractors and repair people, and there are groups such as the National Association of the Remodeling Industry that can help, too. Although I have never used them and probably never will, clearinghouses such as Angie’s List are another reliable source of contractors and repair people. You were right to say forget it to the telephone solicitation. I only wish everyone was as smart as you are.

AKRON, Ohio – We can't get enough of it – all 50 shades or so. Gray has shown a dramatic increase in popularity since 2010 and particularly in the last year, the National Kitchen & Bath Association reports. In fact, the color is used in 55 percent of the kitchens and 56 percent of the bathrooms decorated by the designers who make up the group’s membership. It’s a grown-up hue that lends a sophistication consumers crave, the association says. Gray is more than just a mixture of black and white, said Sonu Mathew, an interior designer who works on the color team that curates the palette for paint maker Benjamin Moore & Co. Gray can have undertones of red, blue, green or purple, which she said makes it “very complex,” even mysterious. That characteristic makes gray work well with many colors, Mathew said. Gray gives the eye a chance to rest, she explained, so we can appreciate the other colors in the room more. Interior designer Amy Douglass believes gray’s ability to play well with others – even other neutrals such as creams, tans and white – is a large part of its popularity. It’s similar to black in that regard but not as stark, said Douglass, owner and senior designer at the Interior Design Studio in Medina, Ohio. “It’s just a little softer,”

she said. “It’s not as dramatic as black and white.” Douglass has paired gray with yellow and white in a sunroom, and she’s now using a bluish gray in a kitchen she’s designing. It works well with the slate on the room’s fireplace and the maple of its cabinets, she said, as well as the gold, tan and rust in the adjacent great room. North Canton, Ohio, designer Robin Brechbuhler incorporated gray liberally in a home she decorated for Elizabeth Hoover, chair of the Herbert W. Hoover Foundation and great-granddaughter of Hoover Co. founder W.H. “Boss” Hoover. Brechbuhler said the color choice was inspired in part by the metal of a couple of vintage Hoover vacuum cleaners displayed in the home. The neutral palette throughout the house blends grays with beiges and browns, a quiet background for bursts of color. In a sitting area off the kitchen, for example, pillows in cream, orange and rust brighten a dark gray sectional. Gray grass cloth panels break up the dark taupe wall in the media room, and a wall covering made from chips of gray ceramic and glass makes one of the bathrooms sparkle. Brechbuhler loves the way gray sets off the colors of the antique Hoover displays around the house. “It’s a wonderful neutral,” she said. “It’s sort of taken the place of beige.” Gray used to be considered cold and masculine, Benjamin Moore’s Mathew said, but its use in fash-

ion and other products such as cars has given us a new appreciation for it. When we see gray used beautifully in, say, a silk blouse, we start to break those old associations and see new possibilities for the color. Using gray in our area, however, takes a bit of care, Akron interior designer Cynthia J. Hoffman cautioned. “We’re in Northeast Ohio. Not much sunshine,” she said. To keep the interior from looking as dull as the winter landscape, gray needs to be accompanied by plenty of light, she said. Hoffman outfitted a loft for one client with a charcoal floor and chairs covered in charcoal mohair, but she played them against ivory earth-plaster walls that lend warmth. Natural light bathes the space, and “that room feels beautiful, whether it’s winter or summer,” she said. No natural light? Use plenty of artificial light, she suggested. But make sure it’s dimmable, so you can change the mood of the room to fit the way you’re using it. Douglass and Hoffman said it’s also important to pay attention to the undertones when choosing a gray. Use a warm gray with warm colors, a cool gray with cool ones. Hoffman particularly likes the way gray makes bright colors stand out. She showcased one client’s vibrant artwork by using a gray hardwood floor, gray carpeting and a black sofa to form a backdrop, and then brought pops of color into the room by choosing dining chairs in different

hues pulled from the art. Mathew said gray can also be used successfully in a monochromatic palette, but the trick to pulling that off is contrast. Incorporate lighter and darker shades of gray “so your eye can move around the room,” she said. It’s not necessary to immerse yourself in gray, however, to be part of the trend. If you just want to experiment with the color, Mathew suggested using it as an accent, perhaps on a piece of furniture, a door or the inside of a bookcase. The amount of contrast you use on the walls is important, too. If you want a more energetic room where you notice the individual colors, use shades of gray with a good deal of contrast. If you prefer a more relaxing atmosphere, dial the contrast down. It all depends on what you like, how you use your space and how you want to feel in it, she said. As with any paint color, try gray out in a room first. Mathew recommended painting a large sample on a piece of poster board or foam core and moving it around the room, seeing how it looks in the darkest corner and the brightest spot. Light affects how we perceive color, so the lighting of your room might make a gray look very different from the one you fell in love with in the paint store. The good news is that no matter what color you love, there’s a gray you can use with it, Mathew said. You don’t have to abandon your color scheme and start from scratch just to be in fashion.

Progress Energy says its Neighborhood Energy Saver program covers the homes and apartments of qualified customers. Question: I bought a vacant lot a few years ago on the Internet, sight unseen. Turns out, the property is unusable because it’s on the edge of a development and on a deep slope. I found out that it is part of an association, and the dues now have exceeded the value of the property. What can I do? – Helen Answer: Never buy anything sight unseen. You must always do your due diligence. As the owner of the property, you are responsible for all the obligations, such as association dues and property taxes. You can’t simply give the lot back unless the seller agrees to take it. But if the seller lied to you about the property, you may have some recourse in court. I do not recommend stiffing the association on the dues because you could become personally liable and end up with a judgment against you. In that case, the association could garnish your wages. You should also make sure that the property is being maintained until you are able to unload it because you don’t want to be hit with code enforcement fines that could make getting rid of it more complicated. If you can’t find another buyer, strongly consider giving the land to a local charity.

Whether it is reserved or “first-come, first-serve”, parking is a territorial issue which tenants loathe to let anyone change. Because of this, a property manager may have a dilemma when a tenant with a disability requests a reserved accessible parking space.

Guest parking is subject to ADA Title III rules, which require that at least 2% of all guest spaces in any lot meet access requirements and be designated with appropriate signage. These spaces must be at least 96” wide and must have an adjacent access aisle at least 60” wide, which allows room for a wheelchair, electric scooter or other mobility device. An access aisle can be shared between two accessible parking spaces. At least one of these spaces must be van accessible with a 96” access aisle.

Fair housing law obligates you to provide reasonable accommodations for tenants with disabilities. That means you are obligated to provide the reserved space even if your property does not assign parking spaces to specific tenants or units. You must provide a reserved parking space to a tenant with a disability if he requests it. The reserved parking space for the disabled tenant must be posted with a sign at the head of the parking space, saying the spot is reserved and enforced. It should be marked as reserved so that other people with disabilities don’t park there. You must enforce the tenant’s right to the reserved accessible parking space. That may mean issuing a notice of noncompliance to a tenant who parks there.

The Chinese snowball viburnum has a lot going for it: Virtually no insect or disease pressures, 12-foot height, spectacular glistening white blossoms, and cut flowers by the buckets. That makes this heirloom strutting its stuff right now in the South an absolute winner and a must-have plant in the zone 6-9 gardens. Don't get me wrong – I love native viburnums, like the Southern arrowood, and all they have to offer as a wildlife habitat for feeding birds and butterflies. This import from China, however, has stood the test of time and has to be high on the list of companion plants for spring-blooming trees and shrubs. The Chinese snowball is known botanically as Viburnum macrocephalum and is actually related to honeysuckle. It is for sale usually in small quantities, rarely meeting demand – perhaps because it does get large, meaning today’s small urban landscapes usually only have room for one or possibly two of these. The snowball viburnum produces 6- to 8-inch glistening white blossoms. A close examination shows the bloom is really made of dozens of 1-inch florets. The blossoms almost resemble a cheerleader’s pompoms. While three or four flowers would make a dramatic statement, know that the Chinese snowball produces them by the dozens. It might make you wonder how a plant can support all of those huge hydrangea-like blossoms. The Chinese snowball is a large shrub or small tree, well suited for large gardens where it can be enjoyed from a distance. It can reach 10 feet tall in five or six years, pushing 15 feet plus in the South. They are so prized that you

often find them standing alone in the middle of the landscape. While this shows off your love and perhaps their beauty, it really deserves to be planted as part of a shrub border with colorful contrasting partners. Aesthetically speaking, I prefer to plant it behind or in combination with azaleas. It performs best in the same moist but well-drained shady environment where you would grow an azalea, and it makes an incredible companion plant, usually blooming in sequence with the Southern Indica azaleas. At the Columbus Botanical Garden we have ours not with azaleas but in a bed partnered with perennials like the native Stokes asters, lavender obedient plants and spring bulbs. Prepare a bed for both azaleas and viburnums by working in 3 to 4 inches of organic matter, such as compost or humus. Another good option is to plant on raised beds and bring in prepared landscape planting mixes available at most garden centers. Dig your planting hole two to three times as wide as the rootball but no deeper, planting at the same depth it is growing in the container. As you prepare the soil, incorporate 2 pounds of 5-10-5 fertilizer per 100 square feet of bed space. Feed about four weeks after planting with a slow-release fertilizer like a 12-6-6 or balanced 8-8-8 at a rate of 1 pound for the same area. There will be a lot of choices when you shop this spring at your garden center. I hope you will look for viburnums, both the native and flashy imported Chinese snowball.
