Attic insulation, smart meters and weird smells By Alan J. Heavens The Philadelphia Inquirer

Question: We have an attic with a set of steps that pulls down from the ceiling. In the winter, we keep an insulated foam dome in the attic that covers the folded steps and the trap door that they are attached to. This helps to keep the

heat in the house and to keep the cold air in the attic. My question is, should we leave the foam dome in place in the summer? My thoughts are that heat needs to escape and we should move the foam dome off of the folded steps and door. But then I’m concerned that the heat going up to

Answer: Warm air rises and cold air falls, but since your attic gets hot in the winter, you might want to have the dome in place to keep the warm air in the attic and not leaking into the space around the folding stairs where it might add

meter installed about six weeks ago so I can now look online to see our usage. Usage is normal for one or two days, then surges for the next day or two. There is no pattern to the surges. It’s almost like a timer is turning on. I have a call in to our electrician, but don’t know if he can help. Originally I thought it was the refrigerator, but why the 24-hour surge? I've been turning the computer totally off at night to see if that helps. We only have one TV and one computer, but have well water and a freezer in the basement. Internet, TV and phone is provided by Verizon Fios. Our phones are on chargers, as is the Roomba vacuum cleaner. We have electric candlelights in several windows that go on at dark, but I can’t imagine them causing this big surge or usage. A: That's fascinating and perplexing. Heating and cooling typically use the most electricity in a house, but you never mention what your heat source is or how your water is heated, which is another higher-cost item. Gas or oil would be less of a burden than all-electric. It is time to ask the experts for help. Anyone with ideas, reply to the e-mail at the end of the column. Maybe the meter isn’t so smart. Q: We just purchased a new Bosch SHX55R dishwasher a couple of months ago. It cleans well, but we noticed a strange smell after just a couple of washes. It smells whether it’s empty or full, even right after it runs. Could it be the plastic coating on the baskets? We know the drain is clean. I have been sprinkling

a little cinnamon on the bottom to help. We tried different dishwasher detergents and pods, and they make no difference. A: I could find nothing describing your symptoms on the Internet, nor were your questions addressed by Bosch or Consumer Reports. Maybe the odor is something akin to a new-car smell. Plastic is an odd duck in that way. If it persists after six months, contact the manufacturer. From a reader: “By fortuitous coincidence, your publication today of the white blister problem that I had brought to your attention has been definitively solved. “My wife and I purchased a new ‘art’-painted table from an artistic furniture dealer.” On delivery, “I noted to her the damage of white spots on my dining room table” and she immediately took the fine gauge steel wool and brushed off the stains in five minutes. She then finished it off with a coating of leather shoe polish.

Rise in mortgage rates a positive sign for banks Banks agree slow, steady rise ideal for market By Richard Newman The Record – Hackensack, N.J.

Mortgage rates have been on the rise for six straight weeks, and the average 30-year fixed rate is bumping up against 4 percent. That may not be great news for would-be homebuyers, but for community bankers struggling to improve their profit margins on loans, it’s an encouraging development.

“As bankers, we like to see long-term rates high and short-term rates low,” said Paul Van Ostenbridge, CEO of Atlantic Stewardship Bank in Midland Park, N.J. “This could be the start of us getting back to a normal rate structure.” Or it could just be “a temporary adjustment,” he said. As the rates paid by borrowers have inched upward, the short-term rates banks pay for deposits have remained at rock-bottom levels. So the yield curve that measures the spread between short- and longterm rates has gotten a

community bank consulting firm in Parsippany, N.J. “Two things that would help are higher rates and a steeper yield curve.”

Generally, banks borrow short and lend long, so they benefit when the short-term rates they pay depositors are low and long-term rates received from borrowers are high. The Federal Reserve has held short rates low at zero to 0.25 percent, and through bond-buying programs that move markets, it has also kept downward pressure on long-term rates to further stimulate the economy. Mortgage rates tend to move in parallel with U.S. government debt yields. The 10-year Treasury bond was trading Thursday at a yield

It’s that time of year again. A tropical storm will cause mischief somewhere and damage someone’s rental premises. The havoc will interrupt the tenant’s possession of the premises as well as the landlord’s income. Here are some important repair matters to keep in mind: Damaged and uninhabitable. If rental premises are damaged in a way that renders them uninhabitable, the tenant is not liable for rent for the period that the premises are uninhabitable. The owner is not obligated to pay for a hotel or move the tenant to another unit (unless the lease specifically says he should). Repairs should be completed as quickly as is reasonable. This is often difficult in a post-hurricane period, given the great demand on services. Documentation is key to show that you are making best efforts to get the premises repaired. Damaged but still habitable. If the premises are damaged but not destroyed, it is wise to work out some “credit” to the rent until repairs are done. How much of a credit depends on the facts of the particular situation. Alternatively, a wise landlord will have a clause in the lease that allows the landlord the right to terminate the tenancy in the event the premises are “damaged”. notice while significant repairs were ongoing, and then filed an eviction, it is very likely that a judge would consider the damage to be a “diminution” in value. That’s enough to mess up an otherwise good eviction case. When repairs are completed, you will be on solid footing to demand the full rent. Destruction of premises. If the rental premises are destroyed, the owner might wish to terminate the lease rather than do repairs. Unfortunately, the option to do this is limited. The Florida statute does not entitle the landlord to terminate the tenancy under these conditions. The tenant can do so, but not the landlord. The landlord can terminate the tenancy due to destruction only if the lease says he can. This language is usually found in a paragraph titled “Casualty” or “Maintenance”. If the lease does not contain language that permits the landlord to terminate the tenancy, yet repairs are out of the question, the owner may want to “invite” the tenant to terminate the tenancy. The landlord would suggest to the tenant that the tenant could give notice to vacate and be released from the lease. Data and documentation. Sure, everyone knows to take photos of damage after the hurricane, but do you have photos of what the place looks like now? It is sometimes hard to fully appreciate an “after” picture without having a “before”. You should record and document the condition of the rental premises now, before the winds blow.

That’s down slightly from 3.98 percent the week before, but still represents a sharp rise in recent weeks. Banks that have been relying on fee income from refinancing loans and selling them to Fannie Mae or Freddie Mac could see a decline in revenue. But several community bankers said this week that they welcome some increase in long-term rates — with reservations. “We think it’s healthy for rates to move up slightly,” said Chris Martin, CEO of The Provident Bank in Jersey City, N.J. “It would be great if rates were going up and the economy was growing.” “The downside, if rates continue to go up, on the lending side, is that people may not refinance or consider doing construction projects,” said Frank Giancola, CEO of Mariner’s Bank in Edgewater, N.J. Bankers agree that a slow and steady increase in long-term rates is their best hope. “If the 30-year (mortgage rate) really spikes a lot, that will have an effect on the real estate market, and it’s a fragile market,” said Alex Grinewicz, chief operating officer at Fair Lawn, N.J.-based Columbia Bank.


Beautiful dahlias keep on giving as additions to your landscape By Kathy Van Mullekom Daily Press – Newport News, Va.

Dahlias are delightful additions to the garden because they keep on giving. “Dahlias are the ‘love flower’ because the more you cut them and give them away, the more flowers they produce,” says Becky Heath of Brent and Becky’s Bulbs in southeastern Virginia. “If for some reason the flowers die on the vine, those dead flowers need to be clipped off, which also encourages the plant to produce more,” she adds. Taller, bigger dahlias, which often need some support, work best at the back or center of a garden design. Shorter, compact dahlia varieties look great as

welcoming borders along walkways, sidewalks and driveways, says Hans Langeveld, president of Longfield Gardens, another flowering bulb supplier. They also make good front-of-bed plants with taller perennials at the back. Dahlias like full sun, or just a bit of shade, and prefer well-drained soil. A weekly watering – from rainfall or your garden hose — is necessary during flower production time, according to Heath. “Once established, they begin blooming in late spring, continue to bloom a bit during the hottest part of the summer and thengives tons of flowers in the fall when the evening temperatures cool a bit. THINGS TO DO FOR DAHLIAS Follow these tips to grow dazzling dahlias: » Plant close up. Dahlias, much like iris, need to be planted close to the soil surface, not deep in the soil. In fact, 2 inches deep is ideal. » Water wisely. Don’t water your dahlias when you first plant them, but once sprouts begin to show, water deeply on a regular basis — deeply weekly when there is no rainfall. » Think hot sun. Give dahlias as much sun as possible – 6-8 hours a day. » Deadhead faithfully. Remove old blooms on a regular basis so you get lots of new buds. Cut down the stalk, not just the flower head. » Stake big types. When you plant large-blooming dahlias, place a stake next to the tuber, so the weight is supported as the plant matures. Staking later can damage a growing tuber.

Question: I live in a condominium for seniors, and the building needs repairs. The board has decided to hire workers for the job without consulting the unit owners, who would prefer to put the project out for bids. What are our rights? – Nora Q: My condo board

approved an assessment of more than $1.2 million in one building and $650,000 in another for a gated parking lot that the unit owners don’t want and didn’t vote on. cause the board appears to have broken the rules, I recommend speaking to an attorney about suing the association or filing a complaint with the state. Nora, your situation is more difficult because the board likely can take this action. Unless there is some sort of kickback or insider relationship, you probably will have to persuade the board to your way of thinking.

In this column, I’ve recommended that unit owners who want to make real change need to run for the board and work from the inside. I realize this may not be possible due to time constraints or other reasons. At the very least, show up at the board meetings and politely voice your concerns. Get your neighbors involved by educating them on the

issues that they might not even know about. Some residents have properly posted notices or created newsletters that led to great success in getting things fixed. The relationship between the condo board and its members is often contentious, and there may be no way around that. It’s difficult for the board to juggle the many priorities of the commu-

nity, the limitations of the budget and the wants and needs of unit owners.
