Paint your new home before you settle in By Alan J. Heavens The Philadelphia Inquirer

With the residential real estate market on the mend and more first-time buyers in the mix, it is time to think about those little cosmetic changes new homeowners are into. In this case, painting. Experts say that one of the very best times to do interior painting is just before moving into a new home. Here are six reasons, according to Debbie Zimmer, paint and color expert for the Paint Quality Institute: » It’s easy now. Interior painting is simple and not at all physically de-

manding when you can move freely within a room. Why wait till later, when you may have to move heavy furniture from side to side, or work around big items, to do your painting? » It saves time. Painting can take a lot longer when you have to cover and uncover things, move them back and forth, and take down and rehang artwork. » It can save you money — lots of it. If you’re using a professional painting contractor, he or she can complete the work far faster in rooms that are empty. That’s extremely important, since time

charges for labor typically account for 80 percent of the cost of painting. “Bottom line: Calling in a contractor before moving into a home can drastically lower the cost of painting the space,” Zimmer says. » It safeguards your furnishings. No matter how carefully you or your contractor work, there is always the chance of a paint spill, or a few stray flecks finding their way onto a prized possession. Painting before bringing in your furnishings keeps these items out of harm’s way. » It can simplify interior decorating. Don’t yet

have your furnishings? There’s no better way to set the stage for your decor than by adding a fresh color scheme before decorating. Doing so greatly simplifies the selection of new furniture, carpeting, and accents, allowing you to choose just the right tints, tones, and shades to make your new home perfect. » It feels good. Adding a coat of paint makes any home seem cleaner, fresher, more welcoming, and best of all, more “yours.” To keep your paint job looking great, Zimmer recommends the use of top-quality, 100 percent acrylic latex paint; it will

Making the smart meter smarter Howard Solganick of Energy Tactics & Services Inc. in Langhorne, Pa., saw the question from a reader about the increasing usage she was seeing after a smart meter was installed at her house and could monitor it online. Here are some of Solganick’s thoughts: Smart meters are electronic and have the ability to measure smaller loads than the mechanical meters they replace. Therefore, measured usage can increase.

WELCOMING DISABLED TENANTS

by Cathy L. Lucrezi, Attorney at Law A disabled applicant should be treated just as any other applicant. The process of accepting an application, showing available units, doing a credit and background check, and executing a lease should be the same as you it would be for a nondisabled person. There are a few exceptions, described later in this article. The business office. Make sure that your leasing office meets accessibility standards. This includes being sure there is an accessible route from the parking area to your leasing office. This may mean adding a ramp or curb cut, or outfitting at least one restroom that is accessible. Question “Do’s” Generally, a landlord should only ask a person with a disability questions that are asked of all applicants or tenants. It’s OKAY to ask questions such as: -- Can you pay the rent? -- Do you have references regarding your tenant history? --Who will be living in the unit? -- Do you have a criminal history? If ours is an apartment community designated for people with disabilities, you can ask the applicant if he or she qualifies for the housing.

Mechanical meters run slower as they age. If the smart meter replaced an older mechanical meter, measured usage can increase. Some refrigerators and freezers use internal timers for the defrost cycle. This might be the source of the “24-hour surge” the reader saw on the usage profile. If the reader has a water softener that has a rejuvenation cycle, the additional water usage combined with a well pump might cause the surge. Also, are there any irrigation sprinklers on a multiple-day cycle? Do you have a sump pump in the basement for rainy weather? Doing the dishes every third day in the dishwasher? Clothes washing every few days? Shower cleaning Reader Robert Buchman said the best thing he’s found to clean a fiberglass tub is EasyOff odorless oven cleaner. After trying to clean his 17-year-old tub numerous times with other products, and about ready to replace it, he saw a post online. It removes all soap scum and makes the tub and shower surround look brand-new every time.

Do not presume to know what is best for the disabled applicant. If a person with a mobility impairment wants a unit on the second floor, do not try to talk him into a first floor unit. You would be presuming to know better what the applicant needs, than the applicant himself! It would be a violation of fair housing laws, no matter that you acted with good intentions. Do not offer a particular accommodation. Don’t suggest: “Will you need a handicapped parking space since you are in a wheelchair?” Instead, respond positively if the individual in the wheelchair asks for a handicapped parking space. The request for such an accommodation should come from the tenant, not you. You can let applicants know you welcome requests for reasonable accommodations and modifications, by noting it in your application materials.

Here’s a tip to decide what goes and what stays: Look at it, and if you cannot make a decision to keep within five seconds, it just might end up on a shelf all season. Here is my quick and easy way to store off-season clothing and other items. Vacuum-seal bags can get pricey, and this is a less expensive way to go. You’ll need a few large garbage bags (Wal-Mart, $7.48); a vacuum with a detachable hose (Wal-Mart $14.84); a plastic storage container (Lowe’s, $4.98). Package folded clothes

and extra items in a garbage bag. Insert the vacuum hose into the opening of the bag and hold the bag tightly around the hose. Vacuum the air from the bag until it is flat and air is gone from the bag. Still holding tightly around the bag opening, twist it and knot it. Store vacuumed bags in containers in a cool, dry place. I sent some of my tubs back to my parents’ house and will retrieve them when needed, and I keep some tubs under the bed.

And the positive impact of that new-home construction will surely be felt among TBA’s “associate” members, including suppliers, subcontractors, and trades professionals. “Our site plan was based on the beautiful topography,” said Edmond. “I think builders will find it to their liking and they’ll have a wide range of lot sizes – up to one acre – to choose from.” Edmond hopes that infrastructure construction can begin in 2014, assuming market demand for housing is at hand, and housing construction will start thereafter. “Welaunee will be a significant development for not just builders

In my new place I had no idea where to put all my chains and bracelets. I had too many to put in a jewelry box, and professional jewelry cases were out of my price range. I needed something tall enough and with enough hooks to hold my collection — and then some. I decided to create my own jewelry stand modeled after a cake stand. No need for the expensive stuff; nothing in this project cost more than $1. You’ll need two to three plates (Goodwill, 25 to 50 cents each); one to two vases (Goodwill, 50 cents each); something to fill a clear vase, if using one; and hooks (Wal-Mart, pack of eight, 98 cents). Wash all plates and vases. Once dry, measure for

the center of each plate; it’s where you'll place the vases. Assemble the stand (plate, vase, plate, vase, plate) and test it before gluing to be sure it is balanced and centered. If any of your vases are transparent, fill them with beads or stones to add color if you’d like. Once satisfied with the stand, put it together using super glue or a glue gun. Glue as many hooks as necessary around the edges of the top two plates. Let your creation stand for at least 24 hours before adding jewelry.

Measure the paper to line the inside back of the box and set aside. Paint box the desired color and let dry completely before final assembly. Glue down craft paper; paint it if desired. Use hot glue on the shelves

Scaling Down As our local real estate market started gaining steam this past spring, my family saw a window of opportunity to do now what we were going to do five years from Robert “Greg” Lane now—scale down. The market was hot, our home was in “ready to market” condition, and I was simply tired of yard work after thirteen years of trimming viburnum and fighting crab grass. Fortunately for us, there are plenty of young families who still want the space and privacy of a large home and can afford this luxury due to low interest rates. We miss the space, especially now that we live in an apartment that would fit into the garage of our old house. The challenging part will be moving into our new home,

which will be five hundred square feet smaller than our previous home and sit on a lot half the size of our old yard. Space is at a premium; every wall and every alcove is already spoken for. Even the dog door took a week of planning. And even after purging our stuff before putting it into storage, there will still be more to sell at the “won’t fit in my garage sale.” What if we had waited five years to do this? In five years there will be fewer buildable lots available and those lot prices will be higher. Furthermore, construction costs will definitely be higher five years from now, and I think interest rates will be higher, too. So we are not looking back, it is full steam ahead, and I think we made the “right size” decision. But if anyone asks what we want for Christmas, we could use a gift certificate to Ikea and some of those large vacuum space bags.

Investors racing rising home prices for profits By Julie Schmit USA Today

House flippers are racing against rising prices to make fast profits. In the first half of this

year, 9 percent of the single-family homes that sold were resold again within six months — meaning “flipped,” according to market researcher RealtyTrac.

But some markets are seeing flippers recede following sharp gains in home prices. Flipping declined in the first half of this year versus last year in 32 of 100 markets, in-

cluding in cities that have seen rapid price gains, such as Las Vegas, Phoenix, Atlanta and San Jose, Calif., RealtyTrac says. Meanwhile, flipping is increasing in markets

with more muted home price gains, including New York, Washington, D.C., Chicago and in several Florida cities. Palm Coast, Fla., led the way, where 37 percent of single-family home sales were flipped in the first half of this year. Omaha, Neb., followed at 32 percent and Daytona Beach, Fla., at 16 percent. “The flippers try to catch the wave at the bottom,” says Daren Blomquist, RealtyTrac vice president. About 8 percent of sold single-family homes were flipped last year, he says. Flippers, who take advantage of rising prices to turn quick profits, were partially blamed for inflating the housing bubble before the market crashed in 2006. That could happen again in some markets, says John Burns, CEO of John Burns Real Estate Consulting. On the other hand, flippers often pay cash for homes that are in such bad shape that banks won’t lend on them, says Mark

Question: I am buying a home from a foreign investor. The closing agent is telling me that I need to submit a tax return and 10 percent of the sales price to the Internal Revenue Service. Is this for real? – Albert Answer: Yes. The Foreign Investment in Real Property Act was created more than 30 years ago to ensure that foreigners who own property in the United States pay the taxes due on the sale. The law puts the burden of collecting the tax on the domestic buyer, requiring you to collect and submit 10 percent of the full sales price. This money comes from the seller’s proceeds, but the buyer is responsible for making sure that the money is submitted, and the buyer can be held accountable if it is not. This 10 percent requirement exists even if the property is heavily mortgaged, creating an issue with short sales. As with any tax, there are many rules and exceptions here. The most common exception to collecting the tax: when the cost of the home is less than $300,000 and the buyer will occupy the home at least half the time it is used over the next two years. The closing agent may want you to sign an affidavit that you are planning to satisfy the occupancy requirement. If you sign the affidavit and don’t end up living there, the IRS could later come after you and make you pay the tax yourself. This entire issue can be avoided by insisting that the seller apply to the IRS well in advance of the closing to determine how much tax, if any, will be due.
