A damp summer often means mold for the fall Water permeates bricks, masonry

Above-normal rainfall since early June has yielded a bumper crop of mold and mildew problems, homeowners and professionals tell me. But one of

the worst reports comes from Richard A. Heath, worshipful master of the Palestine-Roxborough Masonic Temple in Philadelphia. The building is seldom used in summer, and when Heath stopped by in late August, he saw mold on the back wall of the banquet hall. “In the vestibule of our

lodge room, this same back wall has photos of our past masters, and many of the mats and photos are covered with mold,” he wrote. The outside of the wall is brick, and “I was thinking maybe repointing is necessary. Or could the problem be lack of ventilation in the building over the summer?” Heath

Ex-Versace mansion may show art exhibit Associated Press

MIAMI BEACH — Gianni Versace turned a neglected oceanfront Miami Beach mansion into a work of art. Now the mansion’s new owners might use its ornate interiors to showcase new art. VM South Beach LLC bid $41.5 million last month for the Ocean Drive property. The Miami real estate agents who collaborated with an auctioneer on the sale say the deal officially closed Thursday. VM South Beach owns the Hotel Victor next to the mansion. The company’s principals include the Nakash family of New York, which controls Jordache Enterprises. The real estate agents say the chairman of Jordache Enterprises is considering using the man-

art deco renaissance a generation ago. “I really started to fall in love with the cleanliness,” said Anthony Lomascolo, who had a change of heart and decided to restore and not tear down the Sea Grape Commons building he bought on Commercial Boulevard. “I finally saw they were ahead of their time

patterns and simplicity. But it also can have dramatic angles, use iconic images on its walls, and have a variety of elements ranging from intricate railings to “cheese hole” structures. It’s those special touches that give it a flamboyant, futuristic, fun reputation. “The mid-century style can be overly simplified,” architect Rex Nichols said. “It’s when you take that streamlined mid-century building and add decorative elements to it that it really comes to life.” The town made the switch in 2011 at the suggestion of University of Miami design consultants. “So many of us are used to that style and grew up on that style that we don’t see it as special or important,” town planner Linda Connors said. “But when you see a concentration of buildings that embrace the style,” she said, “it starts to really make an impact.” The town’s stock of mid-century modern buildings includes Town Hall and the Community Church behind it, and a significant number of its mom-and-pop hotels and motels. The Sea Lord hotel has submitted plans for a second building, a three-story Sea Lord Beach and Hotel Club, on North Ocean Drive property just north of the old Holiday Inn. The building will include curves, undulating parapets, a Neptune sculpture, railings with a wave design and “some slightly edgier modern features,” said Nichols, its architect. “Even though it’s midcentury in style, it’s going to be a fresh, playful, updated, modern look,” he said. At the 52-year-old Sea Grape Commons, which is to be home to a Cajun seafood restaurant, Lomascolo is adding even more

mid-century modern features. He is extending exterior first-floor pillars to the second floor and adding a parapet wall, a custommade sunburst and an iconic clock tower. The building, being renamed Pier 222, will have the town’s name in stainlesssteel block-lettering. Lomascola also purchased an adjacent Mediterranean revival building and plans to make it mid-century modern as well. The two buildings take up a full block on Commercial, between Sea Grape and Bougainvilla drives, near the town’s western entrance. “Mine will be the huge welcome corner,” Lomascolo said. “This will make the town look revived and refreshed and ‘Hello, we’re here and we’ve arrived.’” For the town's effort to succeed, change will have to come to the smaller hotels and motels that are either run-down or hiding their mid-century modern architecture under previous renovations. Developers of the Tides Inn on the beach were going to do away with many mid-century elements of their beach property — its brick facade, slim second-story pillars and original signage — until town officials convinced them to incorporate the features into their renovation plans. Beachside Village Resort has become the town’s top-rated accommodation on TripAdvisor.com. Gadsby said what he’s doing, others can do, too. “We do have some properties that are in rough shape, but with a little elbow grease, a few gallons of paint, some guys that really know what they’re doing can put the properties right back on top of their game,” Gadsby said.

LOS ANGELES — When mortgage rates began climbing in May from rock-bottom lows, Kevin Williams worried he might miss out on an opportunity. So he listed his home in Orange County, Calif., and planned to buy a bigger house in San Diego after it sold. It took all summer. Last week, he and his wife locked in a mortgage. The extra time added at least $1,000 more a year than if they had secured a loan in May. Still, Williams believes they made a prudent decision. “I don’t know what rates are going to be in four years,” he said. “I felt I had to act now before I was priced out.” Williams’ justification — buy now or risk paying more later — is why many brokers and analysts remain confident that the housing recovery can handle higher mortgage rates. While the jump in rates should test the strength of the recovery, analysts foresee stable sales increases over the next year for a number of reasons.

Fair housing law prohibits discrimination against individuals on the basis of familial status. One cannot deny housing or take other adverse action against a tenant merely because there are children in the household. So, what can you do if a resident complains about the raucous children who live next door? “Noisy kids” is a lament that’s been heard for centuries. One imagines cavemen complaining of how loud the cave kids next door banged their clubs. Perhaps Van Gogh would have kept his ear had the neighbor’s kids not been practicing the drums. Regardless of the “tradition” of complaining about noisy kids, there remains no easy way to handle the tenant’s complaint. TD-0000238300

Many would-be sellers have been waiting out the downturn and could put their houses on the market in the next year. That should ease supply constraints, one of the biggest obstacles for sales over the past year. Financing a home is still more affordable than

If a tenant complains that the children who live upstairs are making a racket all hours of the day and night, handle it like any other noise disturbance. Do not focus on the fact that children are making the noise. Instead, note the details of the disturbance - loud music, skateboards in the breezeway, stomping on the steps, slamming

doors. That noise is a disturbance regardless of the age of the perpetrator. A Seven Day Notice of Noncompliance with Opportunity to Cure can be served. Focusing on the age of the noisemaker raises red flags. It can easily appear that the landlord is complaining about children rather than noise. That means a fair housing claim might arise. A landlord should not complain about “children loitering”. Such a statement focuses too much on the age of the individuals - as if it would be okay if adults had been loitering. “Unsupervised child” is another bad statement. It is so vague that the only possible focus is the age of the individual. Instead, note the details of how the unsupervised child affects the tenancy or other residents. For instance, the “ten year old member of the household used gym equipment without supervision, thus risking injury and damage.” Lastly, it is important to let kids be kids. It is not unreasonable for kids to make some noise when they play. Such “racket” may disturb a resident’s afternoon nap, but it is not a lease violation.
