Police: Thieves target rent checks in boxes Associated Press

GAINESVILLE — Police in Gainesville are warning apartment residents to think twice about leaving their rent checks in drop boxes. The Gainesville Sunreports thieves have stolen at least 30 rent checks from apartment complex drop boxes this week. Spokesman Ben Tobias says there are no signs of forced entry to the boxes, so it appears thieves are using a tool to reach inside and take the checks. He says people should also be cautious about dropping checks in door slots. Tobias says once the thieves get the checks, the sometimes alter and cash them. He advises renters to hand deliver any pay-

ments directly to the office staff. Meanwhile, police have increased overnight patrols in the areas where the checks have been taken.

The last attribute is heightened by Huguley’s decision to skip curtains, favoring views of lush landscaping instead of privacy and shade. “My taste and style have been influenced by the films of the ’30s,” the actor said, citing “Lost Horizon,” “Bringing Up Baby,” “Top Hat” and “The Thin Man.”

Other influences: the art of the era, social realism and the photographs of Margaret BourkeWhite and Dorothea Lange. “William Kesling epitomizes all of it for me — his sense of the future and simplicity and streamlined approach. I feel like I’m living in a piece of art and history.” Many Kesling houses have been altered or even razed, but Huguley said he has tried to respect the home’s original details, including an unglamorous wall-mounted porcelain sink in the upstairs bathroom. The actor admits he has been teased a few times about the sink. “The person who built this house put the sink in himself,” Huguley said. “I’m not taking it out.”

Houses don’t come with instruction manuals. Little emergencies inevitably crop up, and new homeowners aren’t always equipped to deal with them. To help, we’ve put together a list of tasks every homeowner should know how to do. Think of it as you own homeland security strategy.

Start with a corded drill, and save the purchase of a cordless model for later. It’s worth investing in good-quality tools. They’ll last years, maybe even a lifetime.

Open garage door This one’s easy. There should be a cord — probably red — hanging overhead from part of your garage door opener. When you pull the cord, it disengages the opener. Put out a grease fire

The best way to deal with a grease fire is to use an ABC extinguisher, a multipurpose extinguisher that can be used on fires caused by grease, electricity or ordinary combustibles such as paper, plastic and wood. It’s a good idea to buy one and keep it in an accessible place in your kitchen. If you don’t have one, smother the flames with a lid that covers the pan completely. That will cut off the oxygen that feeds the fire. Turn off the burner if you can do so safely, and don’t touch the pan until it has cooled.

The fair housing laws are very clear: it is unlawful to discriminate in the terms and conditions of a rental based on a person’s race, color, religion, sex, national origin, familial status, or handicap. There are few people that would do so overtly, but a landlord can be engaging in this form of discrimination without recognizing it. The stakes are high. If it is determined that a landlord is unlawfully imposing different terms and conditions on a rental, the landlord can become liable for damages, fines, and attorney fees. Examples: “We will do monthly inspections of your unit.” The landlord plans to do a monthly inspection of the rental unit because (pick one) the tenant has a service animal, the tenant’s wheelchair will damage the floor, his “kind” always cause more damage to a place, or it is a large family. Such reasons violate fair housing laws regardless of how a landlord might justify them.

Of course, many landlords have the practice of performing regular inspections of the premises. [“Monthly”, though, is too intrusive in almost any scenario.] That practice is fine, because it is for a legitimate business reason that has nothing to do with a person being a member of a protected class. When a water pipe leaks, you need to stop it right away. Otherwise the water can do extensive damage to your home and your bank account. Shutoff valves for individual pipes are typically found along supply lines and near fixtures, but those valves can break or freeze up. So it’s important to know how to stop the water supply to the whole house. The main shutoff valve is found where the water supply enters the house, near the water meter.

Everybody hates this chore, but sometimes you just have to take the plunge — or more accurately, take up the plunger. Use a flange plunger, which has a cone extending from the bottom of the bell. It creates a better seal in a toilet than a cup

plunger, so you can create the suction you need to clear the clog. Put on rubber gloves, and if necessary, bail out the toilet bowl until it’s only half-full. Then position the plunger over the drain hole, and pump up and down a few times to let the air out and create a vacuum seal. Once you feel the resistance that indicates you have a good seal, pump in rapid, short strokes four or five times without breaking the seal, and then pull out the plunger. If you’re lucky, the clog will clear. If you’re not, repeat. For really tough clogs,

He is requiring something of the family with minor children that he would not require of other tenants. He is violating the law.

If the landlord is so concerned about the risk of the children being injured, he should install the child barrier fence himself. Note, too, that some local codes require landlords to provide child barrier fencing around a pool. “Your children can use the pool in the afternoons only.” The landlord’s rule is that children can use the community pool only in the afternoons, even though the pool is open until 9:00pm. As a result, the tenant with children in her household is limited in her use of the amenities. The landlord is violating fair housing laws. Reasonable pool rules are absolutely okay. It is smart to have rules to promote safety. However, rules that limit use, but which have nothing to do with safety, are very likely to violate fair housing law. The fact that the adult tenants would prefer to use the pool at a time that kids aren’t around is, well, tough noogies. The solution See the pattern? If you are attaching a term or condition to the tenancy that affects only a certain group of people, then it is very likely you are violating fair housing laws. Terms and conditions on a tenancy are perfectly okay - after all, that’s what a lease is for. Just be sure you have a legitimate, nondiscriminatory reason for what you do. If you are imposing a term or condition on an applicant or tenant because she is a member of a protected class, and not imposing it on others, you should expect to see a HUD complaint arrive in the mail. Question: I live in a neighborhood governed by a community association. Several months ago, I had words with a neighbor who happens to be our association’s president. Since then, I have been receiving warning notices from the management

company about every little thing I do in violation of the rules (wrong color mailbox, front lawn too high). Other residents who should be receiving these notes say they haven’t heard a word. What can I do? — Alan Answer: As small as the violations may seem, you need to follow the rules, even if others aren’t

doing so. As the saying goes: Two wrongs don’t make a right. Even though you haven’t spoken to other neighbors who have received violation letters, that doesn’t mean that they aren’t being sent out. You just may not be talking to the actual violators. Sometimes, though, it is more than just a coinci-

dence. The association president may really be singling you out as part of a “selective enforcement” campaign. Community associations are required to treat all of their members fairly and equally. You may have a case if you can show that the association is picking and choosing which rules to

enforce in an arbitrary or capricious way — or that you were singled out for enforcement while other members with the same violations were not. But before you pursue this any further, understand that this would be a very difficult case to prove — and it would be expensive, too. It’s probably just easier to bring

your property into compliance.
