ROAD DEATHS IN 2014: 190
ROAD DEATHS The number of fatalities over the Easter weekend increased nearly 50% compared to the same period last year. This alarming rise in the death rate was revealed by Transport Minister Dipuo Peters at a media briefing held at the Road Traffic Management Corporation’s offices on 8 April. According to the Road Traffic Management Corporation, major routes into Gauteng were extremely busy on 6 April as the long weekend was drawing to an end. News24 reported that spokesperson Simon Zwane said that between 13:30 and 14:30, around 1700 vehicles had come into Gauteng from the N3 and around 2000 travelled on the N1 from Limpopo. In Ekurhuleni, three people – one driver

and two passengers – were killed in two accidents over the Easter weekend. A further 57 people were arrested for drunk driving. The preliminary death toll on SA’s roads was 287. This eclipses the figure of 193 last year and is also more than the figure of 241 recorded over the Easter weekend of 2013. The total number of fatal accidents over the holiday was 208, with the majority, 38, occurring in KwaZulu-Natal. The province also had the highest number of fatalities at 55, with 44 people losing their lives in road crashes in Limpopo and 38 in Gauteng. The Eastern Cape recorded 35 fatalities, with 34 in Mpumalanga, 28 in the North West and 26 in the Western Cape. Pumulani toll plaza along the N1 recorded the highest number of vehicles an hour over the weekend when
4,494 vehicles passed through it between 10:00 and 11:00 on 6 April. Peters added that there was a significant change in the time periods during which people drove over the weekend. “Most of the road users opted to travel after dusk, which on its own brings about risks of fatigue, speeding, unroadworthy vehicles and drunken driving.” “These carnages and unwarranted misery brought about by irresponsible and lackadaisical behaviour can and should be avoided,” the Minister said. She emphasised that motorists had to take responsibility. “The figures show that South Africans don’t want to learn. We cannot be at peace with ourselves when we do not take responsibility.”

Then I spent some time with friends during the week, and on Saturday we went out to the lookout point in the Eco Estate. I realised again that we have beautiful sunsets and looking out over Alberton’s lights, I felt at home. My friends are here, my family is here - this is home. We’ve set out this week to show our readers opportunities to get involved within the community we call home. We are still accepting nominations for the tame Community Hero, such as Willie van Wyk, nominated by Jomarie Potgieter. You can make a big difference by getting involved with the EPIC Foundation, not only during Sexual Assault Awareness Month, but at any given time. And to make your home feel like your own, we’ve included a DIY feature with some great tips and life hacks. We wish our readers a blessed week!
Community Hero of the week Ek wil graag ‘n storie met jou deel – daar is regtig nog heroes daar buite. Ons was die langnaweek weg na Durban toe en het Maandagmiddag teruggekeer Alberton toe. So 160km van Alberton af, 19:00 die aand het my kar ons in die steek gelaat en sy clutch het gebreek, my kar wou niks weet van huis toe gaan nie. My vriendin Lizanne Joubert se kar kon my kar nie sleep huis toe nie want die karretjie se engine is te klein, so ons moes vinnig hulp kry. Ek het my versekering gebel en hulle kon ons nie help nie. AA kon ons nie help nie, want ek is nie ‘n lid nie. Enige ander tow trokke kos my R2500 net om ons huis toe te sleep en ek het nie die geld gehad nie. Ons enige uitweg toe 20:00 die aand was toe om ons vriende te vra vir hulp. Lizanne het haar boetie Tjaart Coetzee gebel en gevra kan hy ons nie help nie. Hy het toe op die CPF groep gevra of iemand nie kan help nie. Toe het Willie Van Wyk dadelik geantwoord en Tjaart
Willie van Wyk is genomineer deur Jomarie Potgieter laat weet hy is bereid om te kom help. Willie, Tjaart en Reg het toe al die pad van Alberton af gery om ons te kom help. Ons het ‘n uur en ‘n half vir hulle gewag. 21:30 die aand is hulle daar en help ons om die kar te sleep. Willie het ons gesleep op ‘n ander pad agv die verkeer en ons veilig by die huis aangebring 00:30 die oggend. Willie van Wyk is waarlik ‘n hero om so laat in die aand te kom help en sy vrou en twee kindertjies by die huis te los. Ek, Werner Joubert, Lizanne Joubert, Christiaan Potgieter en Belinda Potgieter is waarlik dankbaar vir hom om tot ons redding te kom. Dit was vir ons een scary experience, maar Willie van Wyk het regtig tot ons redding gekom.

Ons laaste groet aan Stephen R Rossouw Stephen Ronald Rossouw is gebore in Kaapstad op die 15de Oktober 1934 waar hy as Predikant se seun grootgeword het in ‘n gesin met 4 kinders. Hy voltooi sy studies en kwalifiseer as tuinboukundige en op 1 Julie 1957 word hy aangestel as die jongste hoof van Parke en Ontspanning van Alberton Munisipalitiet, en begin sy beroep as getroude man met 2 kinders, Maureen en Ronald. In 1967 na die tragiese dood van sy eerste vrou en dogtertjie, Charmaine (2.5 jaar) trou hy met weduwee Mercia Janse Van Rensburg. Uit haar eerste huwelik is 3 kinders gebore, Dawie, Heleez en Henk en hulle word deel van die Rossouw gesin. Hulle was Augustus 2014 48 jaar getroud. Vanaf 1 April 1966 tot 30 November 1973 verlaat hy die munsipaliteit as entrepreneur en begin hy verskeie suksesvolle besighede onder andere ‘n vervoer besigheid, eiendomsagentskap asook ‘n landskap argitektuur onderneming in Alberton. 30 November 1975 nader die Alberton munsipaliteit hom om terug te kom en hy aanvaar die aanbod. Hy word weer aangestel as Hoof van Parke en Ontspanning en in 1980 kry hy ook die Reinigings afdeling by. In daardie tyd ontwikkel hy Alberton begrafplaas as die top begrafplaas van alle munisipalitiete in Gauteng. Verder was hy verantwoordelik vir die onderhandelinge met Johannesburg Stadsraad om die grond vir Kromvlei begrafplaas te verkry en ontwikkel hy dit ook. Sy hoogte punte was in 1982 waar hy die groot geleentheid gekry het om as gasheer op te tree by ‘n simposium van die Instituut van Parke en Administrasie. Die geleentheid was gewoonlik slegs in groot stede gehou en is hy dus verantwoordelik dat Alberton die nodige erkenning en roem verkry het. Nadat die burgermeester, wyle Mnr Douglas Harris die verrigtinge geopen het, het Mnr Rossouw ook die hoof referaat
gelewer wat vir hom ‘n groot eer was. Met groot sukses onthaal hy 550 afgevaardiges wat landswyd verteenwoordigers is. Dit het ingesluit raadslede van die verskeie stede, hoofde van departemente oor die hele republiek van Suid Afrika asook hulle burgermeesters. In sy loopbaan word Stephen Rossouw ook deur die stadsraad van Alberton aangestel as die hoof van die Veiligheidskomitee van 12 departemente. Nog ‘n mylpaal vir hom was toe hy na sy uitstekende leierskap ‘n vyfster toekenning vir al 12 die departemente verwerf het en toe hy die 5 ster toekenning namens die Alberton Stadsraad in die superbowl in Sun City ontvang het. Hy het ook sy leierskap uitgeleef as selleier van Alberton Lewenssentrum waar hy baie geliefd onder sy lede was. Dis met groot leed dat hy op 1 April 2015 na ‘n lang siekbed sy vrou, kinders, 6 kleinkinders en 7 agterklein kinders agterlaat. Ons liefste man, pa en oupa se herhinneringe sal ons in ons harte soos ‘n skat bewaar. Totsiens is nie die einde, maar net dat ons jou sal mis totdat ons mekaar weer ontmoet . . .
District Meeting great success
The Methodist Church of South Africa Highveld and Swaziland District Women’s Auxiliary held their 45th Annual District Meeting at eMseni Christian conference Centre on 27 and 28 March with the theme “The Armour of God.” Irene Campbell was presented with a beautiful orchid as they honoured her for attending her 45th District Meeting, without a break. They were also honoured to have Rev Luvuyo Sifo who spoke about “Transforming Discipleship” in his address on Friday encouraging them to be people of the light, to carry the light for God and to share the Good News. Beth Kok (District President from Central District) addressed the ladies and handed out gifts to everyone. Rev Phidian Matsepe conducted the Commissioning Service where they were joined by Mrs Mary Nqaba (President Women’s Manyano), Nokwanda Nyobole (President Young Women’s Manyano),
Oscorina Tshabalala (Vice President Young Women’s Manyano) and Khongelwa Siyumba (C.C.S.). They welcomed Mary Ellerbeck from Kempton Park Women’s Auxiliary as the new District President and said goodbye to Judy Allan after her two years of dedicated service. Deacon Dr Vernon van Wyk inspired them to be like “fresh herbs” and gave a breakdown of different herbs and their meanings, some of which included: Lavender = Devotion, Sage = Wisdom, Tarragon = Lasting, Thyme = Strength. They also had fun during the two days starting with Gareth Lush, a ventriloquist who kept them laughing and wanting more. Each branch, including the District Executive, performed a short skit which they all enjoyed. The District Meeting is always a time of sharing, fun, fellowship and meeting friends again – at the same time remembering that they are all ‘Sisters in Christ’ doing His work.

SPEAK UP! Metro seeks community’s comments on draft budget and development plan
Proposed new tariffs, the new valuation roll, credit control and indigent benefits as well as budget proposals related to capital projects across the Ekurhuleni Metropolitan Municipality are expected to dominate discussions at the Metro’s Draft Integrated Development and Planning (IDP) and Budget public consultative meetings to be held over the next two weeks. Residents of Ekurhuleni and various other stakeholders will have an opportunity to comment on the developmental programme of the Metro as contained in the IDP for 2015/16 and the Budget for the next three years. Integrated development planning is a process through which municipalities prepare a strategic development plan which extends over a five-year period. This then guides and informs all planning, budgeting, management and decision-making processes in the municipality. The municipality undertook a consultative process on the review of its Integrated Development Plan with ward councillors and ward committee members in September last year. The inputs received through the consultative process formed the basis of the draft IDP 2015/16 and draft multi-year Budget for 2015/16 - 2017/18 that were tabled at the Council meeting of January 29 2015 for the purpose of consultation with stakeholders. Before the draft IDP and draft Budget are
approved by Council in May 2015, the acceptability of the proposals must now be tested with our communities. From April 14 to 22, Ekurhuleni will hold IDP and Budget meetings in all its 20 Customer Care Areas at 18:00 to discuss the draft documents with communities. Council will brief stakeholders on the proposed developmental programme and allow communities to comment on the proposals. This year, these IDP and Budget meetings will also be combined with the Mayoral Izimbizo to give progress reports on service delivery issues. Over and above these meetings, stakeholders can, from now until April 30, access the draft IDP and draft Budget documents which are open for comment. These can be viewed electronically at any time on www.ekurhuleni.gov.za; or at public libraries, pay points and Customer Care Centres during office hours. Comments can be filled in and dropped into “Budget Tips” boxes at the mentioned offices or emailed to budgettips@ekurhuleni.gov. za . Students need Maths, Science and Technical Drawing to enter this career. However, the African Academy has catered for those individuals who have a passion for the drawing field and wish to study draughting but do not have these subjects by offering a three-month Technical Draughting subject and outsourcing the Mathematics and Science to a partnering college on the same premises. One can then progress to the NQF 4 Draughting programme, which comprises a year’s study and covers all the different disciplines of engineering, such as building, mechanical, electrical draughting and structural steel detailing. All of this is done on computer with the draughting software. Once in employment, students can then further progress their skills by studying the various programmes offered by the Academy on a level equivalent to the NQF Level 5, such as Structural Steelwork Detailing, Architectural Technology and Piping Draughting. To enable more students to study in the field, engineering draughting and design programmes from the African Academy are also now available nationally through distance learning. Sadly, domestic violence is the most common human rights abuse in South Africa. Every day, women and men are murdered, physically and sexually assaulted, threatened and humiliated by their partners within their own homes. It is estimated that one out of every six women in South Africa is regularly assaulted by their partner. In at least 46% of cases, the men involved also abuse the children living with the women. Determining how many instances of domestic violence actually involve male victims is difficult. This does not mean that the problem does not exist. Some studies have shown that women who assault their male partners are more likely to avoid arrest even when the male victim contacts the police. Domestic violence also occurs in same-sex relationships. Gay and lesbian relationships have been identified as risk factors for abuse in certain populations. Historically, domestic violence has been seen as a family issue and little interest has been directed at violence in same-sex
relationships. Domestic violence is a pattern of abusive behaviour that transgresses the right of citizens to be free from violence. When one partner in a relationship harms the other to obtain or maintain power and control over them, regardless of whether they are married or unmarried, living together or apart, that is domestic violence.

1 Abuse When the time and circumstances are right he begins his attack. This is a display of power and control over his victim 2 Guilt These are not normal feeling from hurting someone, but fear over the possibilty of being caught.
3 Rationalization The abuser blames the victem to justify his own behavior. “ You should shut up when I tell you to , then I wouldn’t have to hit you” 4 Normal Behavior Here the abuser acts as if nothing has happened. Behaviour is normal and this period gives the victim hope that it won’t happen again.
5 Fantasy. Here the abuser fantsizes about past and possible situations in which he abuse his the victim. The abuser will think about ways in which his victim could spark his anger. This fuels the abuser’s anger and puts him in an abusive mindset.
6 Set Up The abuser creats a situation of control in which the victim has no choice but to act in a way that in his mind will justify abuse. He may tell himself he hits her because she “talks back” and will start an argument to set her up.

The EPIC Foundation’s Comfort Pack project is aimed at various groups in crisis – survivors of rape and abuse. This includes women, men and children. The objective of the project is to provide rape and abuse survivors with essential items to assist them during the initial reporting process at the police station. Once a statement is taken and the medical examination is completed, the victim will be given the opportunity to clean up. Everything needed for this process will be in the bag provided. Any clothing containing DNA will be kept by the police, so clean underwear is an essential item in the bags. Where possible additional clothing will also be provided to the crisis centres. In most instances, when victims arrive at shelters, they do not have any personal belongings with them. The bags are provided to Victim Empowerment Centres (VECs) linked to police stations, hospitals, Rape Crisis Centres and various shelters in the province. These bags are not left at police stations. Handbags are used for women, kitbags of backpacks for men and for children two bags are prepared: a drawstring with items for when the case is reported and backpacks for the court day.
This week, we will concentrate on Womens/Mens packs. Listed below is items needed for the packs: Comfort pack for when case is reported:

Cape Town teen tries to join ISIS A 15-year-old girl from Cape Town, who allegedly ran away from home to join the Islamic State, was caught moments before a British Airways flight was about to leave for Johannesburg, followed by a flight to Saudi Arabia, according to State Security Minister, David Mahlobo. Relatives of the girl contacted authorities after she disappeared from her parents’ home on Sunday morning. It was discovered that the teenager, whose mother is a medical doctor, was missing when she failed to answer her grandparents’ call for breakfast. She had left the house after locking her bedroom door and escaping through a window. According to Yusuf Abramjee from Crime Line, one of the family members approached them for help. He added that dockets suggesting that the group had recruited her, were found in her room. It was initially thought by the police that she was a runaway and the family were turned away by Landsowne police, who told them, in contravention of police procedure, that they had to wait 24 hours before reporting her as missing. When Abramjee was contacted by community leaders, he alerted the Western Cape police commissioner, who raised the alarm with the State Security Department. Airports and border posts were immediately notified and given a description of the girl. The Institute for Security Studies stated that such organisaions are becoming increasingly proficient in using social networks to recruit members. According to the institute’s Anton du Plessis, the schoolgirl could have been deliberately targeted. Du Plessis added that it demonstrates that ISIS is very strategic and clever in terms of how they target the youth. Brian Dube, spokesperson for the State Security Minister, told The Times that this is not the first case they are investigating. They have been picking up information about other possible recruitments in South Africa. Mahlobo told eNCA that the girl had been using technology and social platforms to interact with strangers. She had also been reading some material suggesting that she was interested in joining the terror group. He added that while the ministry is constantly searching through international cyberspace for any evidence of terror threats or recruitment, he is concerned that recruiters have direct access to children, according to EWN. The girl was returned safely to her parents after she was taken off the flight. It is still being investigated how she obtained the funds for the airfare. The entire family is being questioned by State Security to establish exactly how she was recruited and what her role was to be. (News 24 / EWN www.rdm.co.za)

CHAN qualifiers for Rwanda set up Bafana Bafana have been drawn against Mauritius in the preliminary stage of the Orange African Nations Championship Rwanda 2016 ( C H A N ) qualifiers. The draw was conducted on Sunday 5 April at the CAF Headquarters in Cairo, Egypt. South Africa is

among 42 teams that will be taking part in the qualifiers – these will produce 15 finalists who will join hosts Rwanda at the tournament scheduled to take place from 16 January to 7 February 2016. Bafana Bafana will host Mauritius on the weekend of 19, 20, 21 June 2015, while the return leg will be held two weeks later (on the weekend of 3, 4, 5 July). Should South Africa proceed to the next stage - the first round - they will then face the winner between Swaziland and Angola with the first leg scheduled for the weekend of 16, 17, 18 October 2015. The second leg will be played a fortnight later (23, 24, 25 October). “Some may be thinking we are playing Mauritius so it will be a walk in the park, but there are no easy teams anymore in international football. Every team wants to do well and if they believe you are a powerhouse they come to you firing on all cylinders, so we must prepare well and work hard for our success,” said Bafana Bafana coach Ephraim Shakes Mashaba after the draw. “The last time, we did not do well at home in the CHAN tournament and many will still be making reference to that so we have to improve on that. We need to pick a strong team that will represent this country well because we have many capable players who are home-based and can hold their own against other nations. I am confident we will succeed.”

The Mandela Day library project, which is supported by riders under the Participate for Good fundraising initiative, has already seen R1.4 million raised and seven container libraries established at rural schools along the route. According to project CEO Robert Coutts, the libraries had already had a major impact on literacy ratios in those communities. Wapnick said the race was proud to have been involved with a range of community upliftment initiatives such as these since its inception six years ago.
