Questions asked regarding Alberante rezoning fears

The much anticipated presentation in respect of the rezoning of Erf 279 Alberante was addressed by developer Riaan Booysen on 20 November. Background Clr Bruna Haipel gave attendees a brief background regarding the matter. In 2013, an application was handed in to rezone Erf 279 Alberante from an educational, to a residential zone which will house 60 residential units. However, due to the area allowing a medium density, only 20 units are allowed on the proposed land. On 1

October 2014, Clr Haipel received a letter informing her that the applicant had taken transfer of the land. A meeting was requested where she asked Mr Booysen to present alternative proposals. Presentation Mr Booysen went on to explain that the process had been initiated by themselves. They have taken the various objections into account and understand that they will have to go through the tribunal process before any development may take place.

Alternative proposals include reducing the proposed 60 stacked simplex units to 50, as well as two storeys instead of the originally proposed three storeys. Mr Booysen stated that they are prepared to look at educational facilities on the property. ‘’We will therefore only be developing half of the site, keeping the other half open for educational facilities,’’ he explained. Other issues that arose from the objections included storm water and traffic congestion, both of which can be addressed according to Mr Booysen. Read more on page 3

musings {A note from the Editor}

Excitement is in the air with the year closing in on us. The summer is known for its fluctuating weather, but South African summers are perfect for the events that are taking place at the end of the year. The tame TIMES Community Cup is taking place today and next weekend Alberton Day and Music Festival will be entertaining everyone with fantastic music and stalls. Christmas lights are going up and year-end functions are being organized. We want to know what you are getting up to! Apart from pleasurable festivities ahead, the festive season is also marked by a high number of fatal road accidents claiming the lives of many; or in some instances, causing serious injuries or disabilities. It is against this backdrop that the Ekurhuleni Metropolitan Police Department hosted a Festive Season Prayer session on 20 November regarding the N12 freeway in Alberton. Various denominations and faithbased organizations were invited to join

hands in prayer against the high rate of accidents and for the reduction of fatalities on the roads. We would like to send our condolences to Boksburg Editor, Natasha Kotze, whose husband sadly passed away on Sunday. Our thoughts and prayers are with you during this difficult time. I hope you enjoy this week’s paper. Remember to enter our fun competitions and keep an eye on www.tametimes. co.za to stay updated!

Want, sonder BIS,

additional problems. Council must also answer some questions regarding this issue. A: The residential development will not create more traffic than an educational facility, which it is currently zoned for. Q: How long will the undeveloped part be left open for educational facilities? What happens after if it is not utilised for educational purposes? A: It will be left for two years. After this time has lapsed, there will be a new rezoning application for the remaining part of the land.

Q&A Q: New developments must leave 20% for natural ground. Can we get an undertaking that this will be adhered to? A: I will do the calculations and base an undertaking on those grounds. Q: A maximum of 20 units are allowed

on the property, yet you suggest 50. This is conflicting. A: I do take note of this and we are currently in discussions with Council regarding the matter. Q: The corner of Jacqueline and Joyce already has massive traffic congestion. The development will certainly create

Q: How did you obtain the land? A: Through an exchange transaction. We own a couple of sites in other areas. When the government wanted to build on those sites, we exchanged it for this piece of land. It was part of a parcel deal. Q: Did the values add up or was there a difference that had to be settled? A: The value of Erf 279 was higher, so we paid the difference. Q: So it makes this a sale? A: There was alienation of property, which

doesn’t make it a sale. Q: When did you decide to divide the property 50/50? A: After meeting with Clr Haipel. Q: Which socio-economic group are you targeting? A: The units will sell at a price between R800 000 and R900 000. It will be 2-bedroom, 2-bathroom units. In other words, it will not be low-cost housing. Conclusion Clr Haipel concluded that a follow-up meeting will be conducted, to which public and interested parties will be invited. It was suggested that all plans, proposals and alternatives be distributed and studied, so it can be better understood by the general public when steps are taken. The information from Mr Booysen will be available electronically in the near future. Copies can be requested from Clr Haipel at bruna.haipel@absamail.co.za.

H. F. Verwoerd onthul is. Vernique Johns is a finalist in the Face of Miss Signature Fragrances and Cosmetics competition. One of the requirements for finalists is to host a charity event. She chose AMCARE and arranged facials, manicures, pedicures, hair and makeup for the victims of domestic violence, as well as the caregivers. AMCARE is responsible for keeping vulnerable ladies safe from offenders. ‘’I appreciate that our young community is committed to helping those not-so-fortunate members of our Greater Alberton Community,’’ said Cathy Forsman, Fundraising Manager of AMCARE.” The winner of the competition will be selected on 29 November at Southgate.

Final notice dilemma

Ekurhuleni resident writes: I am a resident of Brackenhurst, Alberton and have always paid my bills in full every month; however, I find that the Ekurhuleni billing system does not reflect reality. I continuously receive final notices for payment of my account which they charge R72,34 for. I receive the billing/statement on or about the 9th to 15th of the month that have a date of payment on or around the 25th of that month. This is all well and good; however, I only get income on the last day of the month, when I then proceed to pay my account. It is not possible to pay any sooner so I have gone into the customer centre and asked if they could change the payment date and was told that it was not possible and that I should

call in to let them know every month. Unfortunately, I cannot get through to anyone on the number 011Â 999 0010, which just rings, so I find myself at an impasse. I would like them to make some changes regarding the payment date and issuing of final notices. Why do we not have the option to set our payment date up until the 3rd of the following month? If we fail to pay then, by all means they can issue a final notice and cut the power. The current process is highly inflexible, inconvenient and costly for those of us already burdened by a high cost of living. Furthermore, we then have to take off time from our jobs/livelihoods to deal with this issue, as we cannot get through to anyone.

Official comment from Ekurhuleni: The number (011) 999 0010 is receiving a high call volume, hence residents are also encouraged to log on to www.e-siyakhokha.gov.za where they can view their statements and pay online. Brackenhurst’s due date is the 25th of every month. Due dates cannot be changed as they are paired with a reading schedule and billing of the account. So, different areas in Alberton have different due dates. In terms of final notices, the system generates a final notice 3 to 4 days after there is no payment on the account.

Accident waiting to happen Concerned resident writes:

Rubble and building materials lying on the side of the road make it hazardous for drivers. They cannot view oncoming traffic, cyclists, or children playing in nearby areas. I am afraid that it is an accident waiting to happen. We urge builders to keep rubble and materials as neat as possible.

‘n Afrikaanse kind wat die Onse Vader in Engels moes opsê: “Our Father who shouts from heaven, Hallo what’s your name.” En toe hy kom by “give us this day our daily bread,” was sy weergawe: “Give us this day our day in bed.”

Reply to ‘’Brackenhurst up in arms’’ It should be emphasized that the “Mental Wellness Hospital” is not for medically mentally disturbed people, but is essentially a clinic for the drug and alcohol addicts who have permeated our society in recent years. “Safe” houses will begin to be occupied in the vicinity by suppliers because a flea market of users will be available. If the owner had not taken his time with the renovations, with long periods of inactivity, tenants would not have

moved on. They could just not afford the lost business they were suffering. With the three or four tenants still hanging in there, there are some 50 persons employed, which number before interruptions was about 200 - not the paltry 60 which the new development offers. Also, please restate the fact that individual objection forms must be tendered, not just signatures on a petition form. Authorities are using every trick in the book to bypass the community and ratepayers.

25 November 2014

The periodic special operations aimed at cleaning up the Germiston CBD are going to be the order of the day until illegal activities are eliminated. On 13 November, the multi-pronged approach of enforcing the by-laws involving various departments of the Ekurhuleni Municipality, SAPS and Home Affairs was once more adopted in order to raid the taxi ranks, streets and businesses where bylaws are commonly contravened.

22 businesses were either served with notices or noted for later verification of ownership and validity of permits or licenses. Both the Germiston and Simmer Road Taxi Ranks were cleaned up and information pamphlets were issued to educate operators and commuters on the city’s by-laws in order to assist them to stay on the right side of the law. 35 people were arrested, including 25 undocumented individuals. Five suspects

were nabbed on warrants of arrest, two for common assault, one for theft and fraud and one for shoplifting. Gangs of Ballet

Gangs of Ballet is a Durban band comprising of four musicians and friends - three of which have undertaken studying Music at University level. Their music, which combines their fresh energy with their musically intriguing melodies and arrangements, has a hauntingly anthemic sound which appeals both to the musicallyminded as well as to those merely seeking a fun musical experience. Their sound cannot be pinned down to one specific genre but rather experiments with an

eclectic mix of alternative, melodic, anthemic, electronic and dance. Influences include: Coldplay, Radiohead, Muse, The Killers, Civil Twilight, and Isochronous. In June, Gangs Of Ballet won the MTV MAMA Award for Best Alternative for their debut album ‘yes/no/grey.‘ The album was released in August 2013 through Universal Music South Africa.

Page 15 statistic, because human trafficking is a difficult crime to measure, it is nevertheless a serious problem of global proportions.

SHOCKING STATISTICS

With the exception of the past week, human trafficking does not often make the headlines in South Africa; which is unfortunate, because experts estimate that 106 000 people are currently enslaved in our country. Although there has been a great deal of controversy around this

- A 2004 report by South Africa’s Independent Newspapers alleged that every year nearly 900 000 people are smuggled across borders as sex slaves, child labourers and illegal organ donors, with 75% of them going through South Africa. - Using numbers provided by informants in the sex industry and migration figures provided by Statistics South Africa, the authors calculate that between 850 and 1 100 women and children are trafficked to South Africa per year for the purpose of sexual exploitation. - They similarly estimate that at least 1 000 Mozambican women are

trafficked into some kind of sexual exploitation in South Africa each year, earning traffickers approximately R1 million. - An estimated 27 million adults and children are currently being held against their will worldwide, for either sex or work. - Of the victims, 75% are women, 25% are men and 79% are exploited sexually. - Every 30 seconds another person falls victim to human trafficking. - Only 2% of traffickers are ever caught. - A staggering 99% of victims are never saved. Human trafficking is a punishable offence and should be reported. www.pinkladies.org.za www.missingchildren.co.za The South African Police – 10111 Childline / Lifeline – 08000 55555

WHAT IS HUMAN TRAFFICKING? A site called africacheck.org describes the term “enslaved person” as follows: - A person who is delivered, recruited, transported, transferred, harboured, sold, exchanged, or leased within or across the borders of South Africa - A victim of a threat or use of force, coercion, abduction, fraud, deception, abuse of power or vulnerability, or payments or benefits to a person in control of him/her - A victim who is trafficked for the purpose of exploitation, which

Photo taken from: http://www.dreamcenter.org/dream-center/human-trafficking/

includes sexual exploitation, servitude, forced labour, child labour, or the removal of body parts. Human trafficking touches both adults and children. In Southern Africa, it is mostly women and children, of both sexes, who fall victim to this form of slavery. They are primarily used as sex slaves or forced into hard labour. In the DRC, they are mostly used as soldiers. “It is here where boys learn to kill before they can read,” says

Antonio M. Costa, the executive head of UNDOC. In Malawi, the victim’s organs are used for cultural rituals. According to UNDOC, an office of the United Nations, South Africa seems to be the primary destination of human traffickers. They are also of the opinion that cultural beliefs about sex, poverty and gender discrimination within Africa will have to change in order to stop this phenomenon.

JOSHUA HOUSE: Michelle Ferreira, Jodi Pretorius, Lorraine Sutherland and Melinda Karam Benoni based Bethesda House for Abused Women and Children and Mondeor based Joshua House and Epic Foundation were the beneficiaries of three recent fundraising breakfasts held by The Elegant Women’s Club (EWC). The Elegant Women’s Club was established for women from all walks of life who want to be encouraged in the pursuit of learning, sharing and becoming empowered. EWC hosts ladies theme breakfasts in aid of a different charity at every event. At the first breakfast, which was in aid of Bethesda House, renowned designer Gert-Johan Coetzee spoke and well-known songstress Louise Carver sang. The second breakfast was in aid of Joshua House and the most recent was in aid of Epic Foundation, with EWC sponsoring four transformational and business-related courses worth R12 000 from their sister company, Social Edge Biz and Social Edge Modern Day Finishing School to aid men, women and children with basic transformational and educational skills. Bethesda House reaped the fruits of the first breakfast on 15 November when an early Christmas brunch was held for the home at Silver Saddle Estate. Each woman received a goodie bag filled with luxuries and treats. The platters were sponsored by Pick ‘n Pay Panorama, which is owned by Bruno Barradaf. A cleaning hamper

consisting of brooms, mops and toilet paper was given to the home. The ten children were spoilt with party packs donated by Rosita, the owner of David Shannon Hairdressing. Presents for the children were sponsored by Wim Theron and Neal Quirk and the children’s entertainment and jumping castle were sponsored by the Elegant Women’s Club. Joshua House also had their vehicles jam-packed with generous donations: bedding from Natasha Piper and Nicole Sutherland, a computer and printer from Ina Hannan and cleaning materials, brooms, mops, and toilet paper; as well as two baby hampers filled with nappies, wet wipes, packs of Purity, baby creams, powder, baby oil, baby teas, porridge and Nan formula - all sponsored by EWC. Lorraine Sutherland, founder of EWC, calls on all women to become part of the Elegant Women’s Club and transformational academy. “We need all the support we can get as sisters in our hood. Membership is free - it’s inspiring and empowering.” Sutherland is supported by her team members Jodi Pretorius, Melanie Olhaus, Tiffiny Sutherland and Zamma Makhathini. Worldwide, non-digital media is in decline and journalists are fast losing their reputations, their salary increases and even their jobs. Between July 2013 and July 2014, Times Media Group retrenched 100 staff members, while Media24 retrenched 446; and Independent Newspapers retrenched about 30 of its 100 sub-editors this year. [http://grubstreet.co.za/2014/11/10/ countrywide-retrenchments-at-times-medias-newsrooms/] In South Africa, the Internet, the Secrecy Bill and social media are largely to blame for the decline in most of our national dailies. Daily Sun, on the other hand, arrived on the scene in 2002 and has grown ever since. It grew its circulation of 78 000 in its first year to 513 291 in the first quarter of 2009; and, according to the South African Advertising Research Foundation, its readership grew from under 500 000 to 5 million between 2002 and 2010. [http://www. mediaclubsouthafrica.com/component/content/article?id=73%253] There are two factors that have driven Daily Sun’s impressive growth and the huge gap between its circulation and its readership that sees days-old copies of the paper routinely passed from brother to aunt, to neighbour to work-mate. Firstly, the tabloid factor has undoubtedly driven the popularity of the People’s Paper. Its sensational stories and shocking headlines have arguably done more to develop a culture of reading in our nation than some of the interventions of our Department of Education (which often seems to struggle to deliver textbooks to schools). Secondly, the nature of many of the stories is relevant to the paper’s readers. Front-of-the-paper stories like sewage overflows and attacks by evil chickens could happen to anybody in South Africa, while back-ofthe-paper stories about mothers who have educated children on the proceeds of selling vetkoek are feel-good stories that remind all of us of a favourite aunt or next-door neighbour. In short, a large part of the success of Daily Sun has come from its publication of news “about us.” In many ways, Daily Sun is a local national newspaper. (Could you imagine anyone reading it in New York, Hong Kong or Sao Paulo?) It is not surprising, then, that the circulation of South African community newspapers is a sizeable 5,5 million, as opposed to the 12,4 million of national daily papers bought in our country – despite the much lower budgets of community papers and their comparatively tiny marketplace visibility. Also, community papers, like the Internet, are free. The future of non-digital print media in our country is local. The narcissistic generation of the twenty-teens wants news that is about them, their neighbours and their town. Twitter and Facebook tell them about friends and like-minded individuals who are socially, but not necessarily geographically, close to them – but the local paper is uniquely positioned to tell them about people they share a town with, thus building a sense of community in a credible and relevant way, while promoting businesses and creating role models. www.mediaclubsouthafrica.com/component/content/article?id=article#ixzz3JJU8mQqe]

The Tin Cup Driving Range at Rietvlei Zoo Farm was officially opened on Saturday 15 November. The range will be open to those who want to become members as well as players who just want to drop by every now and then. The driving range is the brainchild of four partners, namely Grant Muller, Hugo Botha, Vaughn McMullen and Andre Mostert. Grant Muller, a pro golfer with 23 years of experience, said that it has always been a goal of his to open a driving range close to Alberton. He is very excited about the prospects

for the driving range in the future. In the next few months the driving range will expand, adding both a putting green as well as a putt putt course. There is also the possibility that a chipping green will be added. The driving range’s clubhouse can be booked for functions. The Tin Cup Driving Range will hold their official launch event in March 2015, when the other additions to the range have been completed.

This year, they took to the streets of Tshwane for the second Nelson Mandela Sports and Culture Day. It was held to demonstrate the depth of South Africans’ commitment to Madiba’s vision of sports and culture as nation-builders and a unifying force for a cohesive society. Cycling and running races, as well as a road race and a fun walk were available for sport lovers to take part in. For the culture vultures, artists like Lira and AKA entertained crowds at the Union Buildings. The 67km cycle race was held in remembrance of Madiba’s 67 years devoted to social activism. The 27km road running challenge was in commemoration of the 27
