Minister: water crisis a technical glitch Laurelle Williams laurelle@tametimes.co.za Minister of Water and Sanitation and former Gauteng Premier Nomvula Mokonyane assured Gauteng residents at a media briefing last Monday that there is no water shortage in the province and that the recent crisis was due to a technical glitch, mentioning on numerous occasions that Rand Water is older than the ANC. “At the moment the Vaal River is sitting at 82%, while last year at this time it was at 60%,” Mokonyane said. Mokonyane explained that the problem first started when Rand Water experienced power outages and its backup plan, which involved the activation of a transformer, failed also. “The transformer never kicked in as it was supposed to,” Mokonyane said. The former premier also attributed the water interruptions to vandalism, cable theft and unsatisfactory maintenance. “Maintaining functionality of back-up plans is imperative and it needs to be tested continuously,” she said. She explained that 7% of municipal revenues will be set aside for maintenance and that a 10-year maintenance plan will be put in place. With regard to vandalism and cable theft, she said that these crimes are considered economic sabotage and should not be seen as petty theft. She explained that preventative interventions are being put in place, such as improving security at the sites. Mokonyane declined to give further details on the matter, however, so as not to divulge too much information to criminals. According to government, the system has been stabilized and will be monitored for two weeks. All areas will be supplied with water, although water load shifting will take place, which will involve the redirection of some of the water meant for certain areas to others. When the question was posed about whether
the problem was that a R2 billion budget was needed, Mokonyane responded, “The issue is not about money - 45% of that budget is available. It is about needing a plan.” Leon Basson MP, DA Shadow Deputy Minister of Water and Sanitation, has said that the Minister is misleading the residents of Gauteng by blaming the collapse of water provision on a single instance of cable theft. “Cable theft is a contributor to the problem, but the reality is that we are facing this crisis because the Water Affairs Department has not maintained our infrastructure adequately,” Basson said. Basson explained that, at a meeting with the General Manager of Operations at Rand Water, Mdudzi Mkhize, he was informed that this crisis was not merely a technical glitch. “The Minister dismisses various critical technical infrastructure problems at the time of this crisis: - Poor maintenance – numerous instances of pump failure and pipe failure have been reported, and these have not been sufficiently addressed; - Lack of backup response management – Rand Water ought to have backup arrangements in respect of power outages, which have now become common and will remain so over the next few years; and - Lack of technical competence – the consequential failures experienced over the past three weeks should have been foreseen and mitigated by engineering management,” Basson said. He added that Ekurhuleni Metro, for example, records 1 200 million litres of water losses per day due to faulty infrastructure and thus loses R500 million in water revenue per year.

Pay water and lights on time – bill or no bill
The City of Ekurhuleni has warned ratepayers that the Post Office strike is not an excuse for residents to avoid paying their municipal accounts or to pay them late. Residents, they say, who skip payments or do not pay on time will incur arrears on their accounts. “We are aware of the effects of the strike by Post Office workers; however, it was in view of circumstances like these, amongst others that the municipality introduced numerous options which only serve to make accessibility of statements and payments easy. The non-receipt of a statement does not exempt any person from the liability to pay such an account,” said Themba Gadebe, the Metro’s spokesperson. Residents are encouraged to pay similar amounts to those in their previous month’s statements should they not have received their current statements. Residents who receive neither full statements by post nor summary statements by SMS are encouraged to visit their Customer Care Centres to update their contact details. The municipal basket of
improved payment methods includes the online system, which enables customers to view and pay their accounts online. Therefore residents are encouraged to register on www.e-siyakhokha.co.za to be able to view their statements online. Residents can also pay their accounts at the Customer Care Centres or outlets identified on the backs of their statements. The online system also enables residents to pre-date payments (you can set the system to pay your account on a set date with a set amount if you are on leave or on holiday); the system also immediately gives you notification of payment and keeps records of your accounts and payments from the time you register to use this method. In addition, you can query your account while online. “It is important to note that the due date for payment is fixed and it does not change from month to month, which helps you not to miss your payment. When in doubt, customers may phone the numbers at the back of their previous statement,” Gadebe said, adding that alternatively they can email their account numbers including contact details to accountenquiries@ekurhuleni.gov.za.
National Inter-Metro Police Games The 10th edition of the National Inter-Metro Games 2014 hosted by EMPD commenced on Sunday 21 September, with the opening ceremony taking place at Charl Baard stadium in Brakpan and culminating in an Awards Evening ceremony which took place at Esselen Park Hall on Thursday 25 September. The Ekurhuleni Metro Police Department hosted Durban Metro Police Department (DMPD), Tshwane Metro Police Department (TMPD) and Johannesburg Metro Police Department (JMPD), engaging one another in nine sporting codes viz. soccer, netball, volleyball, cycling, running, golf, darts, pool and shooting. Esselen Park was the venue for soccer, netball and pool. Kingsway Club in Brakpan was used for darts, while John Barrable Hall in Benoni was the venue for

indoor volleyball. Shooting took place at Rooikraal Shooting Range in Heidelberg and Ebotse Gold, State Mine, Kempton Park. Royal Oak golf courses hosted the golfers and cyclists did their riding in and around the Boksburg Stadium.The games commenced in earnest at the various venues on Monday 22 September and concluded around midday on Thursday 25 September.The EMPD Shooting team excelled, taking gold medals in both individual best female and best male categories, a silver medal in the female team category and a gold medal in male team category. The EMPD shooting team also took the coveted floating trophy for the best team overall category in shooting. In netball, the EMPD team took the silver medal and so did the EMPD darts team. Overall, DMPD were first, TMPD second and JMPD third.
Immunization drive against tetanus, measles and cervical cancer To ensure that the children are safe from the tetanus, measles and cervical cancer infection, the Ekurhuleni Metropolitan Municipality will be conducting a tetanus, measles and human papillomavirus (HPV) immunization campaign in the month of October. Vaccinations against tetanus (Diftavax Td) will take place during the upcoming school holidays from 4 to 10 October, at the government clinics and selected strategic communication points for children aged 6 to 12 years-old. The measles second dose vaccine is a booster for the children who have missed the first dose of the measles vaccine. It will be administered to children from 18 months to 5 years at crèches and clinics, until the end of October. The HPV vaccine to prevent cervical cancer will be made available for girls aged between 9 years and 14 years
at schools where the vaccination procedure will be performed by school health nurses. The Ekurhuleni Metro encourages all parents to participate in this catch up campaigns by bringing their children in to get vaccinated. Consent forms will be sent out to parents whose children attend crèches and nursery schools to obtain permission for the vaccination.

The story begins when a beloved Khokho dies, and his great grandchildren are surprised to hear that they have inherited a large, dusty, old suitcase. They call their friends to help open the suitcase. As they all gather under the baobab tree, they carefully uncover a treasure-trove of mementos: some old photographs, a tape recorder, other odds and ends, including traditional garments and hats. Not knowing what this all means, they have great fun making up stories around these “treasures,” and listening, eventually singing and dancing also, to music from great grandpa’s collection, including songs by Johnny Clegg, Miriam Makeba and Mango Groove. A superb multi-talented cast takes the audience into a suitcase filled with fun, action, beautiful music, pulsating rhythm and dance. Adapted and directed by Francois Theron,
this delightful production promises to entertain and enthral young audiences and teach them some valuable lessons about friendship. Most of all, it will instil pride in our rich, unique South African culture and heritage. The Springboks ended the Castle Lager Rugby Championship season with a great win over the All Blacks with a score of 27-25 at Ellis Park on Saturday. Young player Handre Pollard scored two tries, adding 19 points as the Boks showed their determination in the first hour. South Africans gathered in the legendary Ellis Park and the atmosphere was electric as the build-up continued in anticipation of the two best sides in the world facing each other. Man of the Match Duane Vermeulen had a great impact on the team. The first try was scored by Francois Hougaard, who stepped out of Israel Dagg’s tackle to finish off an 80metre try that gave the Boks hope. Pollard showed everyone, on the stroke of halftime, that he had earned his Springbok colours when he beat both Aaron Smith and Barrett, rolled through Richie McCaw’s tackle and put the Boks up 21-13. Pollard added another penalty shortly after halftime to extend the lead to 11 points. The All Blacks, as always, put up a fight and it was not long before Conrad Smith scored. Dane Coles raised the suspense when he took the All Blacks into a 25-24 lead in the 70th minute. Liam Messam’s tackle, that ended up being a swinging arm, rewarded the Boks with a penalty and of course Pat Lambie made it count. It was a victory that not only ended a 22-match unbeaten record for the New Zealanders, but also allowed the rest of the rugby world to breathe a sigh of relief, knowing they are not invincible.

Early Christmas in Germiston Germiston based company, Kenako Glass Brokers, in partnership with Bethesda House and Santa Shoebox, has donated 118 gift boxes for children aged 6 months to 14 years. The boxes contain many of the basic necessities children require, including toiletries, stationery and a facecloth. The children also each received toys and some sweets to enjoy. The project started when Kenako decided to give back to the community, and especially children, after their golf day. The project was headed and supported by Mark van Rooyen, head of Kenako Glass. “It was quite a challenge,” said Tammy Westenberg, spokesperson for Kenako Glass. “We kept on making more

and more, with the original plan almost doubling - but it was a project that inspired all our workers to give hope to children in need.” Bethesda House is a shelter for abused women and children. Samantha Moagi, an outreach worker for the shelter, explained that a sense of ownership means the world to these children. “Just to have something that is theirs, even if it’s only their own tube of toothpaste puts a smile on their faces,” Moagi continued. The project will see many children’s hopes lifted and put smiles on all of their faces.

Over 40 ladies supported this initiative and did their best to raise awareness of the fact that cancer can touch anyone, at any age. In keeping with the theme of the breakfast, Spanish dancer child star Gina Gomes entertained everyone with her vibrant dancing. CEO of the MdFF, Jeanette de Freitas, said that she could not find the words to express her gratitude fully to Teniqua Fonseca, Miss Republica Portuguesa Africa do Sul (Miss Portuguese Republic South Africa) and
Leanne Borrageiro, First Princess of Miss Republica Portuguesa Africa do Sul for attending the event. “I am indebted to Paula Ferreira from the Princesa Bakery for the awesome preparation and work she put into the success of this event - thank you Princesa Bakery,” Jeanette de Freitas said. De Freitas also thanked Mariazinha Gonçalves, who made a special tribute to her son who had lost the battle against cancer. “The impact of cancer on our lives can never be underestimated and that is why we at the MdFF do what we do - so that we can contribute to reducing the incidence of cancer,” she said.

Lives were changed when the Cornerstone Church Bedfordview held their recent three-day 2014 Kaleidoscope Women’s Conference. Three excellent and well-known speakers inspired the attendees: Dr Beverley Wolmarans, cofounder of Christian Family Church International; Adele Herbert, who serves on the eldership team with her husband, Marcus, at Cornerstone Church and Gill Patterson, who serves on the New Covenant Ministries International (NCMI) translocal team with her husband, Stewart. While depression is becoming increasingly common, men are still three times less likely than women to seek professional help and be diagnosed. The suicide rate for depressed men versus women is four to one. Depression is underpinned by many biological, psychological and social triggers, says Dr Hemant Nowbath, a specialist psychiatrist at Life Mount Edgecombe Hospital in KwaZulu-Natal. “There may be a family history, underlying medical problems, financial difficulties, problems in relationships, social isolation or bereavement. The stresses of living in a society bedevilled by crime, violence, corruption, poverty, racism and lack of opportunity should also not be ignored,” says Nowbath. Despite the fact that depression is one of the most treatable psychiatric disorders, with between 80 and 90 percent of all depressed people responding to treatment, South African men are unfortunately still reluctant to seek help because of the stigma attached to mental illness. “Due to the societal expectations of men never expressing tears and sad emotions,” says Pauline Mawson, a clinical psychologist at Life Bedford Gardens Hospital in Bedfordview, “men tend to bottle things up, which can become completely overwhelming.”According to Dr Nowbath, depression in men is often more severe and presents differently. “Pressure on the ‘macho man’ needing to be in control of his emotions means that depression in men is
frequently disguised by unhealthy coping strategies. These include working long hours at the office, or spending huge amounts of time at the gym; abusing substances, especially alcohol; and inappropriate behaviour such as aggression, violence and anger.” Dr Nowbath adds that because men may not be typically depressed and tend to suffer from numerous somatic (physical) complaints such as exhaustion, headaches, chronic pain and digestive and sleep problems, the diagnosis of depression is often missed, which can have dramatic consequences. It is unfortunately a fact that depressed men are four times more likely than their female counterparts to commit suicide. They battle to come forward, as this is (wrongly) considered a sign of weakness and excessive emotion. “Men need to understand that depression is a biochemical illness that needs to be treated from a medical point of view and has nothing to do with being less of a man,” says Dr Reino Verster, a psychiatrist at Life Hunterscraig Private Hospital in Port Elizabeth. “There are chemicals in the brain that regulate your mood, such as serotonin, noradrenalin and dopamine. When their concentrations become abnormal, you become clinically depressed, and the only way to overcome this is to restore the balance with the help of a qualified health practitioner,” says Dr Verster. Dr Nowbath adds that a combination of medication and psychotherapy can be highly effective in most cases.
Gauteng Premier David Makhura has signed the Robben Island Declaration calling for the release of Palestinian leader Marwan Barghouthi. Struggle veterans Ahmed Kathrada and Kwedie Mkalipi, together with Barghouthi’s wife Fadwa, were the first signatories of the Robben Island Declaration. Barghouthi is being held in an Israeli prison after he was abducted by the occupation forces on April 15, 2002. Following what international observers described as a “political show-trial,” Barghouthi was sentenced to five life sentences in prison after being convicted on five counts of murder. Barghouthi refused to recognise the legitimacy of the occupation court.

On Sunday 26 October, Avon Justine will host the ninth annual iThemba Walkathon breast cancer awareness event at Marks Park in Johannesburg. Suitable for the whole family, the event attracted a record 20 000 participants in 2013 to become the largest event of its kind geared towards breast cancer awareness. Adults pay R95 while children under 12 pay R75 to participate, with toddlers up to the age of two entering for free. The event will start with an 8km and a 5km walk at 08:00 and 8:30 respectively, with loads of live entertainment, various food stalls and other activities available for participants to enjoy when they finish their walk. There is also a kiddie’s corner to keep the toddlers and young children entertained. A l l participants must pre-register on www.ithembawalkathon.co.za by 11 October. Participants can also make a donation into the iThemba Fund and can raise additional funds by being sponsored for every kilometre they walk. Simply download the form on the registration site and ask friends, family
and colleagues to sponsor each kilometre. All funds raised go towards breast cancer education and awareness in South Africa. One in every 29 women is diagnosed with breast cancer annually in South Africa, a significant increase over the last statistic recorded by the Cancer Association of South Africa (CANSA) in the previous national cancer registry in 2003. Avon Justine works with the Breast Health Foundation to ensure breast cancer education and awareness in communities, particularly in rural areas such as the vast Sedibeng region in the Vaal. Since 2010, the unit in the area has reached over 100 000 women with education by breast cancer survivors. Avon Justine has also funded a mobile unit in the Western Cape in partnership with Curves, and in the Free State, for CANSA. Together these units have educated just under 180 000 women, with over 436 women referred for treatment (surgery or chemotherapy) since 2012. In addition, Avon Justine donates R180 000 worth of products to Look Good... Feel Better for their workshops with women cancer patients across the country. This programme has helped 25 000 women.

Linda van Niekerk, die regisseur van Helpmekaar Kollege se ROOI sê: “Om deur te gaan Aardklop toe, is die kersie op die koek,” maar álmal baat hierby, nie net die finaliste nie. Sy sê die kompetisie skep ’n ongelooflike platform, ook vir dié kinders wat nie deurgaan na die finaal nie. “Ons het ’n groep wat nie deur is nie, maar selfs daardie kinders het soveel geleer.” ROOI is geskryf deur Dr. Pierre-André Viviers met regie deur Linda van Niekerk en haar dogter, Larét van Niekerk, tree as assistentregisseur op. Helpmekaar Kollege verruil hul bruin skoolklere vir rooi kostuums in die toneelstuk wat die verhaal van ’n eksentrieke drama-onderwyseres en die gehoor beleef al haar emosiewisselings van bloedrooi tot skelrooi, vertel. Dit is egter nie net die storie van een nie, maar van vele, want op ’n manier het almal ’n juffrou Thompson... Die vraag is wie of wat is jou stukkie rooi? Die ATKV-Tienertoneelkompetisie het in 1965 begin met 22 toneelgroepe uit die ou Transvaal. Iron Lion chokes The Monster Only one of the twelve fights of Extreme Fighting Championships (EFC) 34 hosted at Carnival City last Thursday went to the judges. The two colossal title fights, Mynhardt vs. Mdoko and Pena vs. Groenewald, both lived up to the pre-fight anticipation inside the arena. Mdoko said in his pre-fight interview that the Hexagon was going to be painted red, and so it was - but with Mdoko’s own blood. Pretoria native Leon “Iron Lion” Mynhardt maintains his lightweight title after annihilating Cape Town’s Sibusiso “The Monster” Mdoko with a rear naked choke for the victory. He showed exactly why he is one of the most destructive athletes in the ring.
Demarte “The Wolf” Pena, who was clearly a crowd favourite, was welcomed into the Hexagon with a live performance duo instead of the usual recorded song. He is clearly determined to take showmanship and entertainment to the next level. The Wolf stepped up to defend his bantamweight title for the first time against Francois Groenewald, making pulp out of him by pounding relentlessly even when it was clear that Groenwald was on his last legs. Instead of allowing him to drop, he played with him like a cat with a mouse. Pena finished the challenger after he landed a right cross in the fourth round, forcing the referee to stop the fight and award the TKO victory.
