SEEPING SEWAGE CESSPOOL: the UCPA speaks

candace.king@tametimes.co.za Following the front page story that featured in the tame TIMES Johannesburg South Tuesday 24 February 2015 edition, tame TIMES interviewed the United Cerebral Palsy Association of South Africa (UCPA) regarding the ongoing sewage problem which has plagued the Rockridgeview complex on Soutpansberg Drive in Oakdene. Situated in North Street on the corner of Main Street in Townsview, the UCPA have been battling with the sewage saga for years as they have continuously unblocked the drain but the problem persists. The drain is not situated on the UCPA’s property but on municipal ground that lies between the UCPA and the Rockridgeview complex. “We consistently get private plumbers to work on the drain but they urge that it’s not their job but rather that of the municipality’s,” explains Marie van den Berg, Executive Director of the UCPA. “The property has been operating since 1952 when the property was acquired and we have never had any water issues on the premises,” she adds. “Hilary Weed from the Rockridgeview complex will constantly

call us to say that the pipe is blocked. We then get it unblocked and for between four and 12 months we experience no issues. Then it blocks again so the problem is permanent one,” notes Morne van den Berg, Operations and Maintenance Manager at the UCPA. “We call the municipality continuously to look into the problem and they don’t assist accordingly – we never receive feedback or any official documentation from the municipality about the problem so there’s no proof,” says Morne. The UCPA highlighted that according to a test done, there is a crack somewhere in the pipeline, but the actual location of this crack is unknown. “The area where the pipe system lies is very rocky and steep so it’s not easy to rectify where the problem is situated,” explains Morne. “The municipality must fix this problem as we are in no financial position to do so ourselves. It seems that no one wants to get to the bottom of this,” says Marie. The UCPA currently cares for 45 children. Its operation is a 24hour-per-day and 365-days-per-year care unit. The children range from three years to 43 years of age, making the UCPA unique as the only organisation in the country serving cerebral palsy individuals from childhood right through to adulthood. “We hope this problem is solved soon so we can focus on what matters the most to us – the care of cerebral palsy individuals,” says Marie.

THREE SUSPECTS ARRESTED ON EIKENHOF ROAD On Monday 2 March at around 15:00 a community member witnessed three males breaking into a house in Peggy Vera Street, Kibler Park. The community member followed the suspects, who were driving in a white bakkie. After observing the direction they took, he contacted the police. Warrant Officer Kgautsi and Constable Mudau of Soweto Flying Squad waited for the suspect’s car along Eikenhof Road. When the police officer tried to stop the suspects’ vehicle, the suspects retaliated by trying to bump into the officers’ vehicle. The

police then fired shots at the suspects, who lost control of their vehicle and crashed into a wall. All three suspects aged between 36 and 46 were arrested and treated for minor injuries, and the property stolen during the housebreaking was found in their possession - so they were arrested for possession of suspected stolen property, as well as housebreaking and theft. He says both City Parks and the Johannesburg Road Agency (JRA) have not kept their promises to residents – the pavements in Kenilworth, Forest Hill and Turffontein continue to be neglected and pose numerous risks, as broken bottles, refuse and debris lie hidden in the long overgrowth, making them a haven for snakes. Children, he says, also have a hard time as the verges have not been cut for some time outside the schools. “I have sent the request on to officials at City Parks, with only one acknowledgement. I have further sent this request on to the MMC for Community Development, which is responsible for managing City Parks, to intervene. If there continues to be no action, I will then forward the correspondence on to the Executive

Mayor who is a resident in the South of Johannesburg,” says Meyers. “As for JRA, numerous reference numbers were logged manually with head office and on the Find and Fix app, to rectify the reinstatement of pavements in Leo Street, restoration of a kerb in the same street, fixing a flashing red robot in Springfield as well as a pothole on High Street.” “Only the robot has been fixed, eight days after it was logged on the app. This far exceeds the turnaround time of 90% fixed within 24 hours, let alone the pothole that needs to be fixed within three days which was logged on 10 February and is fast approaching its one-month anniversary,” adds Meyers. “The matter is now being taken up with the MMC of Transportation to address the shortcomings of JRA. High school students begging for lifts poses a threat The Mondeor Community Policing Forum (CPF) has raised concerns regarding high school students begging for lifts: “From 14:30 onwards during weekdays Columbine Avenue is abuzz with scholars from several high schools in the area begging for lifts to Southgate Mall. Dangerous or not, this seems to be the norm in this area and appears to be getting worse by the day. In the light of this, there is an increase in complaints coming through from concerned residents. The exceptionally high speeding rate on Columbine Avenue also seems to be the norm – there is also a high accident rate on

this road due to speeding and driving under the influence. The Mondeor CPF appeals to residents in the area not to give these scholars a lift as this poses several threats. If you are in an accident and the scholar is injured or fatally wounded, you will be solely responsible. If you do not have a PDP licence to transport passengers or scholars you will be fined. It is also illegal to transport scholars on the back of a bakkie or in the boot of a vehicle. 6 March marked the commencement of the School Governing Body (SGB) Elections across the Gauteng province. The Gauteng Department of Education urges all parents to take charge of their children’s education by actively participating in the 2015 SGB Elections which will be taking place up until 28 March. This is an opportunity for all parents to have a say on who is elected to the SGB of their children’s school and possibly stand for nomination as well. SGBs are tasked with ensuring that schools are run efficiently. Their functions include: maintaining school infrastructure; determining the language policy and sport codes of schools; learner discipline; recruitment and recommendation of appropriately qualified personnel and determining school fees at fee-paying schools. “SGBs are an expression of our firm belief

that education is a societal responsibility,” said the MEC for Education in Gauteng, Mr Panyaza Lesufi. There are over 2100 schools participating in the SGB Elections this year. The outgoing members of the SGB started in 2012 and for the last three years, they have been actively engaged in managing schools as SGB members. By the time the election process is completed, there will be well over 24 000 newly elected SGB members. A total of 47 provincial observers and 47 Independent Electoral Commission monitors from head office will oversee the election process to ensure that it runs freely and fairly. There are also 500 volunteers across the province tasked with mobilising the community to take part in the 2015 SGB Election campaign. These are the third biggest elections after the National General and Local Government Elections. MEC Lesufi encouraged parents to take part in the elections. “The Gauteng provincial government has undertaken to radically transform and modernise the education system. This is a clarion call to all parents to take interest and have a say in how this process unfolds. I encourage parents to join hands with the Gauteng provincial government by taking an ardent interest in issues,” said MEC Lesufi. Since the beginning of 2015, youth-focused environmental organisation Generation Earth has been in full force. From greening to cleaning to switching off and saving water in 2014, Generation Earth Glenvista High hands over the presidential title from Nicole Ferreira to Amaru Dalport for more environmental work for 2015. Glenvista High School hosted three schools that are currently putting their councils together. The Oprah Winfrey Leadership Academy have been involved with the organisation for the last four years and have a dedicated committee which shared their achievements at this meeting. Other community groups from the south attended the meeting with a desire to be inspired and to be a part of the Generation Earth south network. Each week since the start of the year, Generation Earth Founder Ella Bella Constantinides and her Generation Earth team have been visiting different schools hosting various regional meetings around the Gauteng area. Constantinides is something of an expert herself on environmental issues having served as a Youth Ambassador for the United Nations Environmental Programme (UNEP) since 2009. Having worked with the international UNEP and Bayer partnership, travelled the world and attended several international conferences

as a speaker and guest that mentors a group of other youth tied to UNEP. These youngsters have the environmental passion and the drive to make a difference through skills development; and with the opportunity and platform they are able to head up several Generation Earth councils in their own communities around South Africa and Africa as a whole. “Generation Earth was created out of passion, global vision and a drive to change the way people live and use the world’s resources. Working with these young people in schools and universities I can see they too hold the same passion and drive for changing behaviour and assisting society to make better decisions when it comes to energy usage, access to water and the problems within the waste industry. It’s an exciting programme to be part of and I’m honoured to meet these aspiring environmentalists every day,” said Constantinides.

LEEUWENHOF’S LUCKY AIDEN Visarend Gauteng Leeuwenhof student Aiden Smal was very excited to meet the Emirates Lions rugby team and run out on to the field with the players during the Saturday 28 February match against the DHL Stormers as part of the Super 15 Rugby tournament. He also had the privilege of placing the ball in the centre of the field prior to kickoff. Smal’s father entered his son into a competition which he won – the prize included a meet-and-greet with the Emirates Lions rugby team as well as the chance to carry the ball on to the field.
