laurelle@tametimes.co.za Glenvista High School is undergoing a second forensic audit, conducted by KMPG, that was commissioned by the Gauteng Department of Education (GDE). The first forensic investigation was commissioned on 5 December 2013 after allegations of impropriety and financial irregularities were made against the school. The probe will scrutinise the school’s bigspending budget and lease agreements, as well as whether the expenditure was approved by all governing body members and if irregular payments were paid to staff and School Governing Body (SGB) members. According to the Sunday Times newspaper, the first audit found that the school had multiple bank accounts, owned donated timeshares, did not maintain a complete asset register and had appointed a debt-collecting agency without following proper procedures. In a school newsletter dated July 2014, which was sent to tame TIMES, Prince Maluleke, the School Governing Body’s Chairman wrote, “The investigation has been completed and the report handed over to the SGB. I am pleased to report that there was no finding made of any financial irregularity or impropriety against any individual, the SGB or the School. There were however, issues

The SGB has already initiated corrective steps to ensure that there is full compliance with the school’s policies and procedures under the South African School’s Act.” Phumla Sekhonyane, GDE’s spokeswoman, told tame TIMES, “The Department received various anonymous reports through the Presidential and Premier’s hotlines, making allegations of financial irregularities at the
school. The Department subsequently appointed an independent firm to conduct a forensic audit at the school which is still being conducted. Due to the sensitivity of such investigations, the Department has taken the decision not to make any public comments relating to this investigation to prevent us from pre-empting the outcome of this crucial investigation.” Roberta Magagula, whose child is completing Matric at Glenvista High, has complained to the South African Human Rights Commission
that the school discriminates against girl learners as the majority of the sports budget is spent on boys. The school had until Friday to respond. At the time of going to print, no comment had been received by the Human Rights Commission on what the school’s reply was. Other allegations have also come to the attention of tame TIMES. Former SGB Chairman Michael Atti allegedly advised the school to invest R2, 7 million with a financial institution he works for and it is alleged that continues on page 2

Atti contacted tame TIMES directly and denied that he was asked to step down, saying he intended to resign a year before but stayed on to ease the new SGB members into their positions. With regards to the investment, Atti said, “The school made its money back and that investment commenced in 1998 already; however, there have been changes recently.”
It has also been alleged that the netball coach is the daughter of the deputy principal who distributes the coaching budget. The expenditure of the netball coach is R18 900, which is 13, 5% of the sports coaching budget according to documents that were provided to tame TIMES. tame TIMES asked the SGB to confirm if it is true that the netball coach is related to the person who allocates the
coaching budget, but are still awaiting their comment. This is not the first time Magagula has been to the Human Rights Commission. In 2009 she alleged that Bruce Fordyce called her a coconut and made a complaint against him. Turffontein Race Course supports Rotary Three Rivers The Rotary Club of Three Rivers celebrated 25 years of staging the Brian Korte Race Day event on 6 September at Turffontein Race Course, successfully raising R45 000 for charity as well. Rotary President Beth Thomas said, “We are grateful that three sponsoring companies, Climate Vaal, OWA Ceiling Systems and GMC Air Conditioners have been supportive of this event from inception, including Turffontein management who have equally been super supportive of our cause.” The event raises funds for needy causes ranging from shelter homes and feeding schemes to wheelchair and walking ring donation campaigns. Forever waiting for comments
I have come to my wit’s end this past week and the frustration comes in the form of waiting for comment. It seems no matter how much hounding a person does in the form of phone calls, emails, SMSes and telephone conversations, it does absolutely nothing to speed things up. I like to think of myself as a polite and friendly person and, as the saying goes, you win more flies with honey. In the industry I am in, my reporting depends on the contacts I have and the type of relationships I have formed with these contacts. But what do you do when the contact does not actually come to the party? I am speaking of the Gauteng Department of Education Media Office and Glenvista High’s SGB. I sent them questions on Tuesday regarding the alleged mismanagement of funds and other allegations. I sit here at 21h00 on Thursday night still without response. What makes my inquisitive mind start racing is that I was told by the SGB Chairman that his answers first needed to be checked by the GDE. They are two separate entities and I already sent questions to the GDE. I do know that no principals or teachers can speak to the media and that is why the media go through the GDE, but the SGB is an outside entity and is allowed to speak to the media; and is it not the GDE that has implemented the second audit on Glenvista High? Why would they have to check what information is given to the media if they are trying to investigate if the school has covered up their financial shenanigans? The response I get from the GDE is the answers are ready - they just need to be approved. It seems there is a lot of approving going on at the GDE. What is even more frustrating - I eventually get my comment from the GDE on Friday morning and it is all of five lines saying due to the sensitivity of the case they have decided not to comment publicly. It took four days to compile that? I must add that the former Glenvista High SGB chairman who is implicated in this whole saga phoned me directly and spoke to me.I would just like to thank him for that. Lastly, I must also applaud Roberta Magagula, the parent who reported Glenvista High to the Human Rights Commission for gender discrimination, for having the guts to allow her name to be published. I believe if you have the courage to blow the whistle, you should also have the courage to let everyone know your name. After all, you are whistle-blowing in hopes of justice taking its course or for some form of wrongdoing to be exposed and stopped. In conclusion, all I can say is this is one messy situation and I anxiously await the outcome of the whole saga.

The Glen: third armed robbery Laurelle Williams laurelle@tametimes.co.za The Glen Shopping Centre has once again been the target of armed robbers, with the Altech Autopage store being hit on 8 September at 17:30. This time, however, the getaway vehicle was seen. The first armed robbery took place at the Samsung Store on 30 July and the I-store was targetted on 14 August, with a security guard being shot in his leg. The management of The Glen Shopping Centre said, “Four armed suspects entered the shopping centre through entrance 10 at around 17:30 and proceeded to Altech Autopage where staff were held at gunpoint. The suspects fled the scene with the cellphones in a charcoal grey Audi with the registration number DC25DPG. No shots were fired and no one was injured. Security remains a priority at The Glen and we are proactively working with the SAPS to identify criminal activity. Tenants are also briefed to assist in keeping a lookout for known suspicious individuals and asked to alert security when necessary.” According to Moffatview SAPS spokeswoman Cst Rebecca Bila, the value of the stolen cellphones was R50 000. The SAPS are investigating the incident and the Gauteng Police Commissioner, Lesetja Mothiba, addressed the media on 9 September regarding the increasing number of mall robberies in the province. Did sub-station vandals cause fire? A house in Panorama Place, Glenvista caught fire late last Thursday afternoon. No one was injured, but residents are furious as they believe the fire was caused by fluctuating electrical current due to a sub-station being vandalised yet again, as numerous substations in and around the South have been vandalised recently. Bruce Lennox, Glenvista CPF spokesman said on the GCPF Facebook page, “CPF patrollers are at a second scene this afternoon with the Fire Department at a house fire caused by fluctuating electrical current. This afternoon yet another substation in the area was vandalised for copper, resulting in fluctuating current in and around Vista Drive, Glenvista. Luckily nobody was hurt as our patrollers evacuated the people from the gutted
house. We have written extensively on this page about City Power’s lack of interest in tackling theft out of their sub-stations. Their lack of interest has come full circle as today we have a mother and child hospitalised for smoke inhalation and another family’s home destroyed. It’s a matter of time before we lose a life to this situation. I invite City Power management to publicly inform the public what their strategy is to address this situation. When our houses are burning and our residents are in hospital we believe urgent intervention is demanded,” Lennox concluded. The first incident is believed to have occurred at a complex near the sub-station in Laubscher Street. A mother and child were taken to hospital to be treated for smoke inhalation and numerous electronic items were damaged.
tame TIMES asked Nana Radebe, City of Johannesburg EMS spokeswoman, if the fire was caused by fluctuations in electrical current, but Radebe said she cannot comment until the Fire Safety officers have completed their investigations. “The fire fighters did dumping down today and tomorrow the Fire Safety Officers will go back to start the preliminary investigation,” she said, adding that two bedrooms and a lounge were damaged and, due to the fire spreading, it took a while to extinguish.A next-door neighbour told tame TIMES she could feel the heat of the fire in her kitchen. tame TIMES requested comment from City Power which in-turn asked for the address so investigations can be conducted.

GDE spokeswoman Phumla Sekhonyane said, “A disciplinary hearing was conducted on Tuesday, 2 September and Mondeor High learners who were allegedly involved in the chicken-kicking and pepper-spraying incident were found guilty of misconduct with the following sanctions: Matric jackets removed, may not wear school uniform, may not write exams at Mondeor High School, must attend a community service session at the SPCA (to be arranged with SPCA) and letters of apology to be written to the school and SPCA.”

The month of September is dedicated to raise awareness about deafness as over 260 million people in the world are living with a disabling hearing loss. This is why Netcare Mulbarton Hospital and the Hearing and Balance Clinic based at the hospital will be offering free hearing screenings to members of the public for the month of September. From 15 to 19 September an information desk will be set up at the hospital for hearing-related questions. Types of Hearing Loss
As the third most common physical disorder, behind arthritis and heart disease, hearing loss is a phenomenon affecting everyone from newborns to the elderly. Although some causes of hearing loss are permanent and untreatable, others can be treated or prevented.
Conductive Hearing Loss Conductive hearing loss occurs when sound is not conducted efficiently through the outer ear canal to the eardrum and the tiny bones (ossicles) of the middle ear. Conductive hearing loss usually involves a reduction in sound level or the ability to hear faint sounds.
Sensorineural Hearing Loss Sensorineural hearing loss (SNHL) occurs when there is damage to the inner ear (cochlea), or to the nerve pathways from the inner ear to the brain. Most of the time, SNHL cannot be medically or surgically corrected. This is the most common type of permanent hearing loss.
Mixed Hearing Loss Sometimes a conductive hearing loss occurs in combination with a sensorineural hearing loss (SNHL). In other words, there may be damage in the outer or middle ear and in the inner ear (cochlea) or auditory nerve. When this occurs, the hearing loss is referred to as a mixed hearing loss.

Eleven mall robberies have taken place in just 25 days in the province of Gauteng. The robberies began on 13 August and the most recent one occurred on 8 September. Most of the crimeso- have involved armed men robbing cellphone and high-end electronics stores. The low level of security in these stores and the speed with which criminals are able to convert the stolen goods into cash has made them highly attractive targets. Gauteng Provincial Commissioner, Lt Gen Lesetja Mothiba, said during a media briefing on 9 September, “As the Provincial Commissioner of Gauteng, speaking for myself and my management, this spate of robberies and attacks on malls is of great concern to us. The festive season is soon approaching and Gauteng SAPS will increase visibility in and around some of the malls that we have identified as high risk. We have identified 12 malls where we will increase visibility, which will include the deployment of Nyalas.” A national team of detectives has been assigned to assist the local authorities with their investigations. Africa Banking Risk Information Centre to attempt to stop the surge of business robberies. Meetings will be held with the management of the various malls to discuss the improvement of security systems in malls. A breakthrough has, however, been made in the police’s investigations. This followed an intense investigation and several leads from Crime Intelligence on the robberies. Four suspects, aged between 28 and 44 years, were arrested at their hideouts in Brixton and Doornfontein. During the arrest police confiscated a 9mm pistol and three semiautomatic rifles, as well as 97 live rounds of ammunition. The suspects are in custody and will be charged with the illegal possession of firearms and ammunition. The possibility of more charges being added has not been ruled out. The investigation will focus on their alleged involvement in the robbery at the Black Chain Shopping Centre in Diepkloof in Soweto, ATM bombings, taxi violence and business robberies. Shoppers and businesses are encouraged to be vigilant until the safety measures can be implemented.
The Automobile Association has taken note of a South African National Roads Agency (SANRAL) media statement in which SANRAL spokesperson Vusi Mona made reference to studies conducted by the AA regarding the costs of traffic congestion to the economy. “The AA agrees that traffic congestion has a considerable impact on the effectiveness of the economy,” the AA said. “However, the Association is concerned that reference has been made to its name and views in the context of a SANRAL press statement which promotes e-tolling, a system which the AA has consistently opposed,” the AA added. “This may give rise to uncertainty over the AA’s exact stance,” the Association commented.
In 2007, the Association was one of the original objectors to the funding of the Gauteng Freeway Improvement System via tolling. It said that tolling increased the cost to the end-user and concentrated the funding burden on a limited number of citizens. The AA said there were more equitable ways of funding roads which had low or no collection costs, such as taxation and the fuel levy. “References to studies we have done or the mention of the AA’s name by SANRAL spokespeople should not be interpreted to mean that the AA has changed its stance on the issue of how best to fund the roads which need to be built to relieve congestion,” the AA commented.”We wish to re-affirm that we remain opposed to e-tolling,” the Association concluded.

Letters Parents must instil discipline Anonymous writes: In today’s times, it is the parent’s duty to know what their kids get up to. Principals and teachers cannot be held liable for ill-mannered hooligans. If you as a parent cannot instil discipline in your child, then what can they do? There are 1 600 learners at Mondeor High and there are only a handful who seem to be a huge problem. Mrs Nicolaou is an exceptional principal and she always regards her students as important. She is very passionate about her school and her learners.It disgusts me to think that reporters do not make sure of their facts before publishing stories. There are so many other principals and teachers that I am aware of that should be charged with theft. When cases are handed to The Department of Education at Head Office nothing gets done to them. It would be interesting to see how many cases of theft and other charges are still unresolved by the GDE and maybe look at how qualified these people are in performing their function. People that were dismissed from their positions are still getting monthly salaries. How much taxpayers’ money is being wasted by them paying “ghosts” at school level? Parents and students have apologised to Mrs Nicolaou, yet she is still being charged. RESPONSE FROM THE EDITOR: I appreciate your response, however, if you know of principals and teachers who are stealing I urge you to please report them as well as put a complaint in at the GDE regarding the officials who are not doing their job and paying teachers who are not working. This letter has been sent to the GDE for comment but no comment has been recieved.

Resident acted humanely Anonymous writes: I read with dismay and utter shock about how some owners can relocate and just forget about their pets. (Abandoned dogs in Cathedral Peak Street). When they were staying there, these pets were good enough for them but when they moved, they were just forgotten. What these people are doing is despicable and one day they will be judged by the way they treat their pets.
Could they not have just taken the dogs to the SPCA rather then let them starve and bark like that? I hope that they will not have any more pets until they learnt to be responsible enough to care for them. I admire the concerned resident who has acted very humanely towards these dogs. Well done.

Heimlik was dit baie lekker om hom weer te sien. Dit het my teruggevat na my stresvrye studente dae waar ons sommer so sorgvry op sy motorfiets geklim het en ‘road trips’ gehad het. Hierdie naweek het ek weer daardie gevoel teruggekry toe hy my om die blok op sy motorfiets gevat het. Maar die hoogtepunt vir my was toe ons almal, wat saam studeer het, op die strand gaan sit en na die skemer staar, dit was ongelooflik mooi met die branders wat voor ons breek. Seeff JHB South hosted the Annual Seeff Spring Family Picnic & Market Day at Rietvlei Zoo Farm on 7 September. Families came armed with picnic-baskets, blankets and chairs to celebrate the return of warmer weather and enjoyed live music and entertainment. There were food and drinks stalls, arts and
crafts market stalls, jumping castles and plenty of fun for the whole family. The kid’s karaoke, face-painting, magician, hip hop dancing and hula hoop competitions were a huge success as great prizes were on offer and with Sammy Seeff and Zak the Zoo Buddy cheering the children along, they just could not resist taking part.

The Acting CEO of the GCIS, Ms Phumla Williams tells of how she became politically aware, of when she was detained and leaving the country to receive military training. She explains how living in the democracy of today was worth the fight of yesteryear. “We sacrificed quite a lot of our lives as young people but when I look back I feel we have made a contribution. South Africa would not be where it is now had we not been resolute about changing the system. Have we made a difference in 20 years? Certainly we have made a dent. My kids no longer know any differences in terms of race. They see South Africans as South Africans. When I was growing up I saw South Africans as black and white. My son and my daughter went to a school that has all the basics. I’m working as a senior manager in the public service and I don’t think that would ever have been possible.”
Judge Yvonne Mokgoro: The former Constitutional Court judge from 1994 to 2009 and chair of the Nelson Mandela Children’s Fund tells of the difficult times faced by her and her siblings and how important education was for her. “Throughout my childhood because we were four girls my dad raised us as strong girls… He raised us to know that girls could also have an education and a profession.” Judge Mokgoro looks back at our history giving advice to the youth. “Make sure as a citizen that you play a role in helping to build your country. This is your country. You don’t have any other. You’ll be building it for yourself, your children and your children’s children. You can’t go around the world looking for another country. Ask yourself what you have contributed to building this country.”

The 70th Cotlands Annual General Meeting (AGM) was held on 9 September at the Cotlands head office in Turffontein. Unlike most AGMs, which are anything but playful, this one was very entertaining, with various games led by Cotlands ELFs (Early Learning Facilitators). Even Board members were captured dancing, clapping and singing rhymes between the more serious items on the agenda. The event highlighted the impact of toy libraries and early learning play groups in addressing the social and economic challenges experienced in South Africa. Cotlands CEO, Jackie Schoeman, spoke of the financial shortfall the organisation is experiencing and appealed to donors to assist in their efforts to improve the lives of children. Schoeman reflected on the importance of maintaining high quality programmes for children in need and stressed that financial contributions were essential to carrying out this work. Cotlands COO Monica Stach delivered the keynote address in which she showcased Cotlands work nationally. The photo-driven presentation captured the good work being done in remote and under-resourced communities. Stach thanked staff for their unwavering dedication to the organization and for improving the lives of children. Since Cotlands launched their early learning play group in May 2013, 1 261 children have been enrolled, 4 973 play sessions have taken place and 33 848 meals have been served. Top mathematicians A total of 16 330 learners (of whom 5 363 were from the Gauteng province) participated in the second round of the SAMO. In the second round of the South African Mathematics Olympiad (SAMO) that took place in May this year, Jimmy Yuan, a Glenvista High School Grade 10 and Sean Thabo Moyo and Malwande Nkonyane, both Horizon International School Grade 8s, made the top three in their respective divisions in the province. Glenvista High’s Yuan was placed in a tied third position in the Senior division (Grades 10 to 12) while Moyo and Nkoyane from Horizon International School in Turffontein both placed third in the Junior division (Grades 8 and 9). The SAMO, sponsored by Harmony Gold and the South African Institute of Chartered Accountants, is the biggest Olympiad in South Africa. More than 82 000 learners from schools across the country participated in the first round in March this year. A total of 16 330 learners (of whom 5 363 were from the Gauteng province) participated in the second round of the SAMO. The country’s top young mathematician will be announced at the Gala Awards evening on 11 October in Cape Town, based on the results of the final round, which will take place in September.

TEAM SOUTH AFRICA: Dylan da Silva, the flag-bearer, with his team mates. After much fundraising and many raffles and meetings, 19-year-old Alan Manor resident, Dylan da Silva, with the help of his family and many others, managed to raise enough money to compete in the TransCanada Corp World Elite Triathlon Grand Final in Canada and performed extremely well. Not only did he come 10th in the Elite PT3 category, but he was also chosen to be the flag-bearer at the opening ceremony. Due to da Silva placing tenth in a time of 1h16m12, he is now ranked 10th in the world in the PT3 category and is the number one PT3 triathlete in South Africa. Although this was only the third triathlon da Silva has competed in, his excellent results also earned him his senior Protea colours in triathlon. However, da Silva sees his performance differently, saying he can improve his running. “I thought I had a good chance, but competing with people from different countries was a wake-up call. I need to pick up on my running. I was sixth out of the water, third fastest on the bike but in the running I got left behind,” da Silva explained. His ten-second penalty for dropping his swimming cap when coming out of the water was a further blow, he said. da Silva told tame TIMES that it was a great honour to be the flag-bearer for South Africa and said that when he spotted his team-mates in the crowd as he was finishing the race he increased his pace to give them something to talk about. “I would like to thank everyone for all their efforts in assisting me with sponsorships, both strangers and people who know me. It is much appreciated.” “I would also like to thank everyone for all the messages of support and encouragement while I was in Canada - it really meant the world to me that you were all there in mind and spirit,” da Silva said. da Silva was born with Phocomelia, which means he
does not have complete arms and hands. His biggest goal is to compete in the Paralympics Rio 2016. “I am training for that and hope I will be able to compete. I just need a swimming pool close by to practise in,” da Silva said. The next race the athlete will be taking part in is Rand Water’s Race for Victory (54km), which he has won for two years in a row in his category. tame TIMES would like to congratulate Dylan da Silva every time we cover a story on him, this dynamic young man inspires us.
Daryl Impey has returned to competitive racing and has proved his talent and skill once again by winning the final stage and overall victory at the Tour of Alberta on 7 September. With the full support of the ORICA-GreenEDGE outfit, Impey went into the final stage in third place overall and used the bonus seconds on offer for the stage win to snatch the yellow jersey from Tom Dumoulin (GIA) by just one second. “I was so motivated coming back - I really trained hard when I was off,” said Impey after his victory. The cyclist returned to racing at the Canadian six-day event, having been cleared of any wrongdoing in a recent investigation by the South African Institute for Drug Free Sport.
