Members of the project team are here to explain our proposals and to answer any queries you may have. DOLYHIR AND STRINDS QUARRY

Dolyhir Quarry forms part of a quarry complex to the south of Old Radnor, which comprises Dolyhir Quarry to the north and Strinds Quarry to the south. Mineral extraction has taken place at this location for many decades. Dolyhir Quarry produces mainly gritstone, which is used as a high specification aggregate (HSA) in road construction. Dolyhir Quarry is one of the major resources of HSA in the UK, where the high quality gritstone reserves meet exacting skid resistance and durability specifications for road construction. This product is of national significance and is recognised in planning policy as a ‘special case’. Strinds Quarry is the only limestone quarry in Powys and produces mainly limestone that is used

for construction aggregates and agricultural lime. The quarries are effectively worked as a single operation using combined plant, stocking areas and related offices and infrastructure. The planning conditions for the operation of the quarries were updated in March 2012 as part of an Environment Act Review of Old Mining Permissions (commonly referred to as a ROMP Review). The comprehensive and detailed schedule of conditions covers all relevant environmental and amenity issues associated with the on-going operations at the quarries. A separate but related planning permission was granted in March 2012 (ref P/2010/1204) for an extension to the existing Dolyhir Quarry tip.


CURRENT SITUATION

The combined Dolyhir and Strinds Quarry currently operates at an average output of about 650,000 tonnes a year, but occasionally rising to over 800,000 tonnes a year. The readily available reserves of gritstone at Dolyhir Quarry are only enough for about another five to seven years supply, depending on rates of output. The balance of the reserve is either constrained under existing processing plant or is associated with a high ratio of shale, which has a limited market and if not sold would need to be tipped. The gritstone resource has been proven to extend from the existing quarry in a northerly direction where the reserve is unconstrained and where access to additional reserves of gritstone would address the issue of the ratio of gritstone to shale. In such circumstances, where environmental

impacts are being adequately managed, it is generally regarded as being sustainable for such a resource to be extracted and processed using existing plant and infrastructure. We are therefore preparing a planning application for a northern extension to Dolyhir Quarry which would provide additional reserves of about 23 million tonnes of gritstone that could be processed through existing plant and assist in balancing the ratio of gritstone to shale and thereby minimise that amount of material that would need to be tipped. This, together with the remaining existing reserves at Dolyhir Quarry, would provide a long-term supply of the aggregate products and secure jobs at the Quarry.


OUR PROPOSALS

The planning application will seek permission for a northerly extension to Dolyhir Quarry, to provide a long-term future for the quarry and its workforce, and ensure maintenance of high quality supplies into the medium / long-term. Our overall scheme has been designed to include the parallel quarry development at Strinds and the on-going supply of limestone from that quarry. However, no changes are proposed to the currently permitted quarry development and restoration scheme for Strinds.

The key elements of the proposed development are:

3. Temporary soil storage of top soil and sub-soil in three defined areas. These would be designed with gentle gradients to allow agricultural use and management while the soil is being temporarily stored. The material would then be used as part of the final restoration works on the inner side of the screening landform 4. Diverted agricultural access track and new agricultural access. The northern quarry extension would sever an existing agricultural access route. It is therefore proposed to establish a new agricultural access track around the northern and western boundary of the site, with a new access point to the public highway

1. Creating a screening landform around the western and northern sides of the extension area that would be progressively landscaped and brought into agricultural use as a new agricultural / landscape feature and wildlife corridor

5. Restoration and landscaping strategy for the overall Dolyhir and Strinds area, with additional peripheral planting proposed for land to the east of the Dolyhir extension area and enhancement of rights of way

2. Dolyhir Quarry northern extension that would be developed in three phases and then deepened to the final base levels within the enlarged footprint

Overall, with the extension development at Dolyhir there would be reserves of some 40 million tonnes of premium gritstone.


ENVIRONMENTAL CONTROLS

Dolyhir and Strinds Quarry is regulated by a comprehensive and up to date schedule of planning conditions which cover the full range of environmental issues including hours of working, noise and blast vibration limits, dust controls, and ground and surface water protection. We are not seeking changes to the planning conditions. There will however be the opportunity to apply these controls to the extension area, in addition to any further conditions that Powys County Council considers to be relevant to the proposed extension.

As part of the application, we will undertake an Environmental Impact Assessment to consider the potential environmental effects of the development, and the mitigation measures we can put in place to minimise potential impacts. This will include: • • • • • • • • •

The key objectives of this phase are to complete the restoration of Dolyhir Quarry and to focus on-going extraction operations in the Strinds Quarry area. By this stage the limestone will have been fully extracted and operations and output in Strinds would be focused on gritstone. Output would be similar to the levels recently experienced at Dolyhir (about 700,000 tonnes a year), with Strinds developed to its quarry limits in accordance with the currently permitted scheme.

RESTORATION OF THE QUARRY

Restoration of the site is important to us. We want to make sure our restoration plans build on the restored screening landform which would be created and we would establish a woodland around the edges of the quarry A concept restoration strategy for Dolyhir and Strinds Quarry is already in place. This recognises that when the quarry is completed and dewatering is stopped, the water levels within the two quarry voids will recover to create two lakes. This restoration scheme will

be updated to reflect the larger footprint of the Dolyhir northern extension area, but the general principles of the scheme would not change •

However, we would take the opportunity to improve the scheme by balancing agriculture use and providing a range of biodiversity habitats to meet local and national biodiversity action plan targets

More generally, the scheme proposes to create strong woodland links throughout the restoration area, particularly between existing Yatt Wood
