The registration fee for TACTP members and other collegiate personnel grants access to all TACTP and Texas Assessment Conference events. This joint conference includes two events that are either for TACTP members specifically or are being sponsored by TACTP with assistance from event sponsors: 1) Monday TACTP Board Meeting 2) Wednesday TACTP Open Forum Additionally, TACTP members may attend all of the functions normally offered at the Texas Assessment Conference.

Leadership Matters Presenter: Dr. LaTonya Goffney, Aldine ISD Superintendent
Dr. LaTonya Goffney is a champion for equity, leadership, and literacy. In this session, she will share stories and illuminate the issues that are most important in ensuring that ALL children have choice, opportunity, and access from the very beginning of their lives as students. In her organization, leadership matters, and everyone is a leader who makes a difference in the trajectory of a student’s life. Assessment and equity go hand in hand, and it is leadership that ensures that what educators learn from testing leads to increased opportunity, and is not used to take agency away from students. Goffney serves as the superintendent of schools for Aldine ISD. Since taking the helm in July 2018, she has dedicated herself to nearly 67,000 students and more than 9,000 employees of the district as well as the entire Aldine community. Goffney has increased student achievement in every district in which she’s served by focusing on early childhood education, literacy, targeted professional development for teachers, and collaboration across the community, including developing business and school partnerships, parent engagement, and communication. In recognition of her efforts, Goffney has received numerous awards and honors, including being named Superintendent of the Year by the Texas Association of School Boards in 2017 and the Texas Association of School Administrators nominee for the 2018 American Association of School Administrators National Superintendent of the Year award. A native of Coldspring, Texas, Goffney is a graduate of Sam Houston State University. She earned her bachelor’s degree in history, master’s in educational administration, and doctorate in educational leadership. She served as superintendent for both Coldspring-Oakhurst CISD and Lufkin ISD before becoming superintendent of Aldine ISD.

TEA’s Response to COVID-19 Presenter: Mike Morath, Texas Commissioner of Education
COVID-19 has created an unprecedented education disruption across the state with local school districts, policymakers, and other external stakeholders looking to the Texas Education Agency (TEA) for guidance and support. The pandemic has impacted the 1,200 public school districts across the state in various ways, requiring TEA to provide increasing levels of support. Commissioner of Education Mike Morath will discuss how the agency continues to support Texas school districts. Morath has led TEA since January 2016, when he was appointed to the post of commissioner of education by Gov. Greg Abbott. Prior to that, he served on the Dallas ISD (DISD) Board of Trustees for more than four years. During that time, he focused on academic improvements. And by his final year on the board, DISD had seen improvement in various areas including rise in kindergarten readiness, math proficiency, and graduation rates. Commissioner Morath graduated from Garland High School in Garland ISD. And thanks to the great public school education he received in Texas, he went on to earn a Bachelor of Business Administration degree, summa cum laude, from George Washington University in two-and-one-half years.

This session will provide a walkthrough of all the steps of paper ordering and provide tips on how to avoid issues.
The Student Assessment Department in Aldine ISD will share their experience in transitioning from the administration of paper-based STAAR assessments to fully testing online in the 2020-21 school year. This session will emphasize how a transition plan, supportive partnerships, and specific resources made the change a success for all involved. Participants will hear about lessons learned and gain a framework for planning the transition at their campus or in their district.

Continuing Education Credits 1. LPC Credit Many of the sessions are approved for Licensed Professional Counselor (LPC) continuing education credit according to the rules of the Texas State Board of Examiners of Professional Counselors (TSBEPC).You are responsible for submitting your forms to TSBEPC as per its rules.
2. Continuing Professional Education (CPE) for Superintendents Effective September 1, 1999, individuals who have not completed all requirements for the Lifetime Superintendent Certificate are issues the Standard Certificate, which must be renewed every five years. Superintendent Certificate are issued the Standard Certificate, which must be renewed every five years. Current holders of the Lifetime Superintendent Certificate are not required to participate in the renewal process but may voluntarily choose to do so. The renewal process for superintendents, principals, and assistant principals includes obtaining 200 hours of CPE credit every five years. The local school board will be notified at the end of a five-year period of any employed superintendent in the renewal process. As required or voluntarily, who has not met renewal requirements. The following are standards that are required for the superintendent certificate as stated in Texas Administrative Code §242

Instructional Leadership and Management Certificate renewal standards adopted by SBEC for principals and assistant principals, with the omission of the policy and governance standard, are very similar to the superintendent standards; however, the numbering of the standards is slightly different. All sessions are also approved for Counselor Certification Renewal, even though the titles of the standard are different.
