TLW Mission Statement The TLW is a 5,000-member, nonprofit trade association dedicated to serving the needs of the retail beverage alcohol segment of the hospitality industry in Wisconsin. The league exists to provide services to members that are not available to them as individuals and to use the collective strength of its membership to accomplish, as a group, goals that cannot be accomplished alone. The league provides its members with legislative and governmental relations, legal information and educational services, and promotes the industry on behalf of its membership.

PRESIDENT’S PERSPECTIVE W
ith what I hope was a busy and successful holiday season behind us, we are now in the time of year when the days start to get longer, meaning spring thaw and warmer temperatures are just around the corner. As our fellow members plan and transition into the next season, the state TLW is doing the same. Plans are coming together for our Spring Conference & Trade Show, State Golf Outing and League Leaders Day. But with spring and summer approaching, we are also entering election season. At the time of this writing, we are already seeing some announcements: some familiar names retiring, new names coming forward and some very important races that we will be keeping an eye on. It seems every election cycle brings the same message: “This will be the most important election year!” Now I believe every election is important, but looking back the last two years, it’s pretty obvious this one rises to the top. Once the landscape starts to come together, I intend to deliver information on a regular basis. Also, I would like to thank all the leagues that invited me to their events the last couple of months. It has been wonderful meeting so many of our great members around Wisconsin. If I’ve been unable to attend your local event, please keep me informed of future events and meetings, and I will continue working my way around the state. Operationally, I have been working with our state treasurer and office staff to roll out a budget that is comprehensive and transparent, yet easily interpretable. We have also started discussions on the future direction of our former headquarters building and have compiled multiple options with supporting data behind each one. In February, we

The transition as your president continues to go smoothly. Of course, there will always be bumps in the road, but I will continue to work with our staff to operate efficiently, and address questions and concerns I have heard while visiting local leagues. Lastly, as we approach April’s Spring Conference & Trade Show in La Crosse, we have many people running for board positions around the state. Please take the time to talk with these candidates, whether they have opposition or not. Let them know your concerns, and express your likes or dislikes. An in-tune board is crucial, and helps navigate the conversation and direction that is best for our membership. I have informed our current board that I will be leaning on them to help “be the eyes and ears,” ask the tough questions and help shape our association as a whole. That is all for now — time to get back to work! As always, if you have any questions, please feel free to reach out and contact me. WHERE YOUR DUES GO The TLW receives $125 of your annual dues; the remainder stays with your local league. The amount of dues that local leagues charge varies from $0 to $50 annually. The breakdown of the $125 that goes to the TLW is as follows: $67.50 stays with the TLW to pay for: • A headquarters office building in Middleton. • A monthly TLW newsletter to keep you abreast of legislative issues facing our industry, details of events and activities going on within the organization, as well as a calendar of events. •

Getting an Education Bartending Courses Online TIPS Bartender Training Course
T
he Wisconsin Department of Health mandates that at least one person in each establishment must be certified by the state as a food manager within 90 days of opening a new or existing restaurant. The only exceptions are Portage and Kenosha counties, where certification must occur before opening for business. Certification is accomplished by passing an exam on safe food-handling practices. The TLW is one of a few groups to offer instructional classes. Our experienced instructors have taught over 37,000 hospitality employees over the last 27 years. They are people from the industry who know what to teach and how to teach it. The information covered allows participants to learn the proper techniques for handling food in a safe and convenient manner. With constant flux in the food industry, our instructors also review all changes to the Food Code to keep food-handlers up to date. Certified food managers must take the written exam every five years after initial completion of the program. When the certified person is not on premise, the person in charge must demonstrate the same knowledge. Establishments that have five or fewer cooks or food-handlers across the entire staff may qualify for the small operator’s permit under Wisconsin licensure of Food Safety Training for Small Operators. Due to a change in 2019, certified food managers no longer have a 30-day grace period after the expiration of their license or certificate. It is the responsibility of the license holder to get the proper certification in the mandated time. The TIPS on-premise training course is an online program designed to teach those who sell and serve alcohol ways to prevent intoxication, drunk driving and underage drinking. This two- to three-hour online course addresses concerns specific to restaurants, hotels, bars, nightclubs, banquets, private parties and other onpremise liquor license holders that serve alcohol by the drink. eTIPS certification is valid for three years. Online 360 Training Bartender Course With 360training.com, you can take your bartending certification training and exam anytime and anywhere you have an internet connection. The Wisconsin Responsible Beverage Server Training is a four-hour interactive e-learning course that teaches students how to responsibly sell and serve alcoholic beverages in Wisconsin. Food Manager Certification The National Registry of Food Safety Professionals, approved by the Department of Health and Family Services, approves the TLW's instructors and provides us with state-approved exams for our classes. GLOSSARY Below is a glossary of commonly used terms you may see in Tavern League publications or hear at meetings, but not fully understand. Hopefully, the explanations below give you a better understanding. ABI – The American Beverage Institute is an association that represents major chains, distilleries, breweries and wineries, and includes the TLW. ABL – American Beverage Licensees is an association representing on- and off-premise licensees across America. ABLPAC – American Beverage Licensees Political Action Committee ASCAP/BMI/SESAC – ASCAP stands for the American Society of Composers, Authors and Publishers; BMI stands for Broadcast Music Inc.; and SESAC stands for the Society of European Stage Authors and Composers. These organizations represent songwriters, composers and publishers worldwide, collecting and distributing public performance royalties. CORE – Children of Restaurant Employees Direct Givers Fund – This fund is comprised of voluntary personal contributions to be held in escrow for a later contribution to a candidate’s campaign account with the consent of the donor. DISCUS – The Distilled Spirits Council of the United States is a national trade association representing producers and marketers of distilled spirits. DOR – Department of Revenue DOT – Department of Transportation
NHSTA – National Highway Safety Transportation Administration NRA – National Restaurant Association NTSB – National Transportation Safety Board TIPAC – The Tavern Industry Political Action Committee is a fund that individuals may donate personal, not business, monies to. This money is then contributed on behalf of the Tavern League to candidates supportive of our industry. TLW Foundation (Wisconsin Tavern League Foundation) – TLW's charity arm WAMO – Wisconsin Amusement & Music Operators is a trade association that includes vendors of pool tables, jukeboxes, darts, etc. WBDA – The Wisconsin Beer Distributors Association consists of most of the beer wholesalers in Wisconsin. WISTAVPAC – The Wisconsin Tavern Political Action Committee is similar to TIPAC, however, monies are used to support candidates on the federal level. WRA – Wisconsin Restaurant Association WWSI – The Wisconsin Wine & Spirit Institute is an association comprised of several liquor wholesalers in Wisconsin.
