Skeletal remains were spotted in Setauket on Sunday, prompting a police investigation, officials said. Suffolk County police were seen investigating the human remains soon after they were found, around 4 p.m. on Sunday near a stretch of the hiking and biking Greenway Trail off of Gnarled Hollow Road. The cause of death was un-

known, and it was still unclear whether the remains belonged to a male or female, cops said. The medical examiner’s office is still determining the cause of death, police said. The Greenway Trail runs 3.5 miles between Setauket and Port Jefferson Station. It starts at Limroy Lane on the western end and goes to the state department of transportation’s Park and Ride lot near Route 112.

Village is cutting costs Trustees start crafting budget for 2015-16 fiscal year By Elana Glowatz

Port Jefferson officials are whittling down the village’s budget proposal for 2015-16. During a budget workshop at Village Hall on Monday afternoon, the board of trustees slashed almost $300,000 from department funding requests, to get the preliminary spending plan down to about $10.34 million. One of the pricier items the trustees removed was a generator for the Department of Public Works — something that had also been an issue during last year’s budget process. On Monday, the trustees agreed that the generator, being a one-time capital expense, would better belong in the capital budget, rather than the operating budget. The board was also looking at the generator as part of a larger capital project: its proposed emergency operations center. Due to safety concerns and power complications during storms like Hurricane Sandy in 2012 and Winter Storm Nemo in 2013, officials have set up shop at the Mount Sinai headquarters of the Port Jefferson Volunteer Ambulance Company during weather emergencies.

But the village is seeking to build an emergency operations center, which would include a generator, at the village government building on North Country Road that houses both the public works and building and planning departments. That operations center could receive state aid to be built. The draft $10.34 million budget for next year — as compared to the current $10 million budget — would increase the tax rate by a little more than $1.50

for every $100 of assessed value. However, the trustees are still reviewing both the revenue and spending sides of the budget, including items like trustee salaries and the number of code enforcement work hours. The board will hold a public hearing on possibly piercing through the stateimposed cap on tax levy increases in Village Hall on April 6, and then will hold a public hearing on a finalized budget proposal on April 15.

State lawmakers want to increase college aid By BarBara Donlon

Assemblyman Chad Lupinacci (RMelville) is calling on Albany to increase the amount of financial aid it awards college students through the New York State Tuition Assistance Program. The hike is needed, Lupinacci said, because there’s been no significant increase to the maximum TAP award in more than 10 years. Lupinacci is calling for a 25 percent increase in the maximum grant amount. TAP funding is a grant that is intended to help cover tuition costs at New York State universities and colleges. The minimum TAP grant awarded per school year is $500 and the maximum is $5,165, according to the program’s website. Lupinacci wants to raise the maximum TAP award to $6,470 and increase the maximum household income for TAP eligibility from $80,000 to $100,000. “As a college professor, I see every day how important TAP is for thousands of students,” he said in a recent statement. “An increase in funding would give students the relief they need to hit the ground running after graduation.” TAP is awarded annually to New York State residents who study at fulltime colleges within the state. Students who receive the grant must stay in good academic standing and meet the income requirement. According to Gov. Andrew Cuomo’s (D) website, nearly 400,000 students across the state received a TAP grant in 2013. Assemblyman Andy Raia (R-East Northport) has signed on as a co-sponsor to Lupinacci’s bill and said an increase in the funding and eligibility is definitely needed for students across the state. “The price of public education has gone up tremendously in 10 years,” Raia said in a phone interview. Raia said while $80,000 seems like a lot of money, given the cost of living it is not as much for a family of four living on Long Island when compared to the same family of four living upstate. He said the cost of living is higher here and the increase in a maximum award is greatly needed. Lupinacci, who currently teaches at

Farmingdale State College, said it is important to have this increase in an effort to ease the financial burden on students. He said it would help cover significant portions of tuitions at State University of New York and City University of New York schools, and whatever it could for private schools’ tuitions. Currently, the bill that was introduced on March 5 is being referred to the Assembly’s Higher Education committee, where Lupinacci is a ranking member. If this bill is approved, Lupinacci hopes the increase kicks in beginning April 1, 2016. The most recent TAP increase was for $165 back in 2014. Cuomo announced the increase, nearly 15 years after the last one. The bill also has a state Senate sponsor, State Sen. Ken LaValle (R-Port Jefferson). Assemblyman Steve Englebright (DSetauket), who has not seen the bill, said he favors a TAP increase. “I think it’s a great investment in young people, who are the future of our state,” he said in a phone interview.

Domestic violence reform passes county Legislature By Phil Corso

The Suffolk County Legislature stood united Tuesday as it approved a new bill that will change the way police and advocacy agencies approach domestic violence by taking a new look at different risk factors. The bill, which County Executive Steve Bellone (D) said he will sign into law, emphasizes a three-pronged approach: directing county police to assign grades of recidivism risk to offenders, providing domestic violence victims with selfassessment opportunities, and linking them up with advocates to deliver more resources. County Legislator Kara Hahn (D-Setauket), who introduced the bill, plugged the measure alongside Bellone, Presiding Officer DuWayne Gregory (DAmityville) and other Suffolk leaders just hours before the Legislature voted Tuesday evening, with 16 legislators in favor and one absent at the time of the vote. “One out of four women in the United States will experience some type of domestic violence during her lifetime, and every year more than 1,500 of these women will be killed by their abusers,” Hahn said. “Key to addressing this issue is to realize that over half of domestic violence victims who are murdered, or are the victim of an attempted murder ... did not accurately perceive his or her risk.”

According to the state Division of Criminal Justice Services, 38 domestic violence-related homicides have been reported in Suffolk County between 2009 and 2013. The legislation plays off of a Portland, Ore., police initiative that assesses risk for intimate partner violence — an initiative that Suffolk police used on a limited basis. The 20-question assessment, lawmakers argued, helps victims see how much danger they are in while also linking them up with advocacy groups near them. As far as the offenders go, Bellone and Sgt. Kelly Lynch, commanding officer for the Suffolk County Police Department’s Domestic Violence Bureau, said cops will use a new danger assessment tool to identify at-risk victims and assign a level of risk to previous offenders on a scale of one to 13, with the highest number meaning they are most likely to repeat an offense. “This computer program automatically collects and analyzes data from internal police records and produces a score that will identify offenders who are most likely to ‘recidivate’ in domestic violence offenses,” Lynch said. “Domestic violence officers will use this tool to contact the victims and families who are associated with these high-risk offenders.” Bellone called the legislation both a personal and professional endeavor for Hahn and described domestic violence

as one of the most important issues facing the county. “As the police are some of the first people to come into contact with victims of domestic violence, it is important that they have access to proven assessment tools and the most effective resources to best serve and protect victims,” he said. “This legislation will do just that.” Laura Ahern, executive director of the Crime Victims Center at Parents for Megan’s Law, said the 20-question

self-assessment will better identify certain risk factors, making violence more predictable and preventable. She said lawmakers must pay close attention to the victims of such crimes and help empower them to prevent future incidents. “This is an enormous step,” Ahern said. “All three components of this bill empower domestic violence victims. The police department will then use objective means to assess, identify and help these victims.”

There’s nothing ‘pal’-like about Palcohol Your turn

As a high school principal for the past 17 years, I am deeply troubled by the Alcohol and Tobacco Tax and Trade Bureau’s recent decision approving the labeling of a new form of powdered alcohol called Palcohol. This substance can be easily mixed with water or any other beverage, making it a camouflaged cocktail drink that is as easy to make as lemonade or iced tea. On so many levels, I find this decision by the manufacturer, Lipsmark LLC, to market this product a truly disturbing one.

Schools across the nation are engaged in an ongoing struggle to address the rampant alcohol and substance abuse issues that plague our communities. Each year, educational leaders and support staff must be able to identify in our students the physiological symptoms caused by the latest “designer” drugs; each year, it seems some new pharmaceutical grade substance becomes popularized in mainstream teenage culture, and before you know it, you have an epidemic on your hands. Just look at the impact that misuse of opiates has had on young adults over the past few years. I know of far too many school districts that have seen current students or graduates succumb to this or other narcotics. I weary of attending more gut-wrenching funerals for children lost to this plague. Now we have the addition of a powdered alcohol mix, which can be added to any bottled beverage while hundreds of students occupy a cafeteria. There is just no level of adult supervision that could prevent the creation of such a cocktail in school. Adolescents being risk-takers by nature, one can only imagine the out-of-school “drinking game” opportunities this new substance would create as well. For the last three years, I have served on

Library to spend more on programs, less on books By Elana Glowatz

The average Port Jefferson resident will pay $10.80 more in library taxes next year, if members approve a proposed $4.33 million budget for 2015-16. Most of the Port Jefferson Free Library’s expense lines would increase or decrease modestly under the spending plan, according to a budget breakdown from the library. One of the larger changes would be in materials and programs — the library would spend $42,500 less on books next year, for a total of $178,000. Spending on programs, meanwhile, would increase almost $15,000. In personnel expenditures, salary and retirement costs would both decrease next year, while insurance costs would increase. Library Director Robert Goykin explained that the decrease in the book budget “is largely the result of many of the expensive print items moving to less expensive electronic versions or publications going out of business,” such as encyclopedias. While Goykin called it “sad” that those publications are no longer being printed, he said that many of them work well in a digital format because “people don’t read them cover to cover as much as consult them for facts.” The director said, “In this case the economics work in our favor despite the fact of losing some ‘old friends’ on the shelf.” The proposed increase in funding for library programs reflects a higher demand, Goykin said, and more programming in science and technology, which can be more expensive than other areas. In addition to those budget lines, the library would transfer $107,000 into its capital fund for facility improvements. The library board of trustees has been working on a strategic plan for how the establishment will serve residents in the future, which includes improving the facilities and deciding what to do with a recently purchased residential property that is located next door on Thompson Street. “With the plan almost concluded,” Goykin said, “the board wanted to set aside some funding to make

improvements in the facility.” All together, the budget would increase less than 0.6 percent next year, and would carry a roughly $3 million tax levy. If the proposal is approved, for every $100 of assessed value, residents would have to pay an extra quarter to the library next year. The average house in the community is assessed at $4,500. “The board and the staff have been very mindful of the difficult economic circumstances of the last number of years,” Goykin said. “This is our fifth straight year of minimal budget increases.” Voting is at the library on Tuesday, April 14, from 10 a.m. to 9 p.m.

Anne Proc Anne M. Proc, 87, of Port Jefferson, died peacefully on Feb. 25. She was a former schoolteacher at Earl L. Vandermeulen High School who touched many lives. Anne is survived by her son, Jonathan Proc; her daughter-in-law, Lee Pomian-Proc; as well as a sister and a number of nieces, nephews and in-laws. A memorial service will be held at Infant Jesus R.C. Church in Port Jefferson on Saturday, March 28, at 10 a.m.

Linda Jonas Linda Jonas died on March 13, after a long illness. She was the beloved mother of Lillian (Stuart) Wain and Jacob (Kelly) Jonas. She was the loving grandmother of Nathan and Adam Wain, Alyssa Jonas and Annie Rose Davis. She was the devoted sister of Sam Friedman. Linda completed a successful 35year career as a speech pathologist at Eastern Suffolk BOCES, and then went on to volunteer at the Port Jefferson historical society and John T. Mather Memorial Hospital. Everyone who knew her loved her. She was a wonderful friend who will be sorely missed. Her interment was handled by Beth Shalom Memorial Chapel. Geraldine was proud of her major accomplishments: completing her associate’s degree in psychology at Suffolk County Community College and earning a bachelor’s degree in social welfare at Stony Brook University. Her favorite field of work was law enforcement, but she also worked as a caterer, a social worker and a travel agent, because she loved to travel. Her favorite destinations were Jamaica, the West Indies and Atlantic City. She was very creative and had an appreciation for arts and crafts. She loved making floral arrangements and painting. She was a fancy lady who loved to

wear red lipstick, have her nails done and go shopping. Jewelry was her favorite thing to shop for. She also loved to crochet. She was a beautiful, caring person who always gave to charities because she loved people. She was a wonderful mother who gave her children the best of everything, always stood up for what was right and didn’t take any nonsense. She will truly be missed. She is survived by her children, Naomi and Cinceria Parkinson and Ramona and John Montaque. Arrangements entrusted to the professional care of Branch Funeral Home of Miller Place, where a religious service was celebrated. Interment followed in Westhampton Cemetery.

Senior proves his math skills

Earl L. Vandermeulen High School senior Ryan Burke demonstrated his mathematics mastery after participating in two recent math contests. At the Suffolk Math Tournament, held at Suffolk County Community College, Burke competed against a few hundred students and placed fifth in the individual round. Burke also excelled in the American Math Competition, in which he scored

in the top 5 percent, qualifying him for the American Invitation Mathematics Exam this month. This is the second year he has qualified for that exam. Burke serves as captain of the Port Jefferson Mathletes team and is a member of the Suffolk Math team, which competes nationally. Burke is also a member of his school’s Science Olympiads and is captain of the Academic Team.

Adjunct receives SUNY Chancellor’s Award Kelliann Schrage Flores, a Port Jefferson Station resident and a Suffolk County Community College assistant professor of foreign language, humanities and women’s studies, recently received a SUNY Chancellor’s Award for Excellence in Adjunct Teaching for the academic year 2014-15. She was one of only 48 award recipients who were selected from 30 colleges and universities across the state. “The Chancellor’s Award confirms what we have known all along,” Suffolk County Community College President Shaun L. TO ThE EDITOR: (This letter is a response to the article “Stayin’ alive,” about state plans to control the mute swan population, March 19.) I find it outrageous that the New York State Department of Environmental Conservation wants to destroy these beautiful birds. Swans are peaceful birds and would not be a danger to the public unless provoked, which is a natural instinct for animals and humans. Plans to control the Canada geese population have been pitched, but to no avail. College is expensive. Actually, college is ludicrously expensive these days, as 60 percent of graduates from colleges and universities in New York are coming out of school with a debt of more than $26,000, according to the Project on Student Debt, an initiative of the nonprofit Institute for College Access & Success. With these numbers in mind, we support Assemblyman Chad Lupinacci’s (R-huntington Station) push for increasing the maximum amount of financial aid awarded through the New York State Tuition Assistance Program. While college costs have increased drastically over the last 10 years, there has been no substantial increase in the maximum TAP award a student can receive. Individuals can currently cash in a minimum grant of $500 and a maximum of $5,165 each year. Lupinacci said he wants to raise the maximum to $6,470, while also increasing the maximum eligible household income from $80,000 to $100,000. We wholeheartedly support this measure, as the increases would better align with SUNY and CUNY tuition rates for in-state residents and the high cost of living in New York. For the 2014-15 school year, a typical undergraduate student studying at a SUNY college will pay a little more than $7,500 for tuition and student fees. Add room and board, and that cost becomes about $19,600. Raising the maximum TAP award would provide many students — who may be supporting themselves and working full-time — an easier pathway to obtaining their degrees. This program could be especially crucial to students who are on their own and may not have someone to co-sign a loan. We often use the phrase “every penny counts,” and in this case it couldn’t be truer. The purpose of public education is to increase access to an important service. Increasing TAP will help further that goal.

Too many commercials TO ThE EDITOR: As a 68-year-old, who remembers when his family bought their first television, during the “Golden Age of Television” in 1950, I’ve seen the amount of sponsors of programs go from as little as one per show to dozens. When television was in its infancy, it was common to see the show’s host step out of character to advertise the one product sponsoring it. In a 30-minute program, only four minutes or eight minutes an hour were spent doing commercials. Then, around 1960, that was extended to 12 minutes hourly, where that figure remained as a

standard for decades. Today, with production costs rising, partially due to paying actors exorbitant salaries, the once 52 minute per hour shows have now been reduced to approx. 40 minutes, leaving the public to endure 20 minutes of commercials or a full one-third of airtime. As an example, in a recent “NCIS,” I counted 35 separate commercial “spots,” plus 14 public service announcements or previews of other shows. This meant that after watching approximately seven to eight minutes of the program, the viewers then had to sit through five minutes of commercials, thereby hurting the show’s continuity. These excessive commercials also require older programs, produced decades ago, to be severely trimmed

to conform to current standards. Now, to make matters worse, recent reports state that programmers are actually running some programs at faster speeds to save 1.3 minutes per hour to place yet additional commercial “spots” in that time frame. In my opinion, the only solution left to viewers wanting to rectify this problem is to call or email the Federal Communication Commission. If thousands or even millions take the time to express their dissatisfaction over this insufferable situation, television network CEOs might “take the hint” to comply with the viewer’s demands and bring the amount of commercials to a reasonable level. unshots rang out in the night on March 11 in Huntington Station. The bullets from the gun of someone fleeing a traffic stop struck Suffolk Police Officer Mark Collins in the neck and hip, triggering an immediate reaction in a team of medical and emergency personnel with one goal: Do whatever can be done to keep Collins alive. Seeing the injuries to Collins’

neck, the medics at the scene directed the injured officer to the Stony Brook Trauma Center, where the Code T Team — the highest level activated — was called in. Several medical professionals prepared for his arrival, including a board-certified general surgeon and an anesthesiologist, in case the officer needed emergency surgery. The center also held open an operating room and a CT scanner and had several other medical professionals, including a radiology technician, at the ready. “We bring all the necessary resources to handle any array of injuries,” said Dr. James Vosswinkel, chief of Division of Trauma, Emergency Surgery and Surgical Critical Care at Stony Brook Medicine. A gunshot wound to the neck “doesn’t sound good,” said Vosswinkel, who was home in East Setauket before the incident. When Collins came in, “we mobilized all the appropriate services.” The prospect of such a serious injury raised concerns for their

incoming patient. Any time there is a Code T alert, “your blood pressure goes up a little bit,” Vosswinkel said. Still, he and the other members of the medical crew were prepared to follow a system that uses a “standard algorithmic approach” for injured patients, “where we have people come in and everybody knows their role.” The medical staff relies on a set of instructions that involve multiple people whose responsibilities range from stabilizing the patient to identifying injuries. How does a surgeon who might be required to spend hours with a patient at any given time — and often late in the night, as was the case with this officer — prepare for the moment when he might ask his or her body and mind to focus on something unexpected? Vosswinkel’s response, like those of the police who deal with emergency situations in our communities, was simple: training. Four years of medical school, five years of general surgery and then

a few years of additional trauma training helped him prepare emotionally and physically. everal joyous events are coming together for us at Times Beacon Record Newspapers. One is the 39th anniversary of the founding of our media group, which began with the first issue of The Village Times on April 8, 1976. While we had little doubt that we would be successful, such being the perception of total ignorance, we look back at the intervening years with astonishment and humility. We are astonished by all that has transpired in the communications in-

dustry during that time, from the advent of typesetting and desktop computers to the soon-to-be released Dick Tracy watch from Apple. And we are deeply grateful for our endurance, the result of a selfless and totally committed staff and a trusting and supportive readership and advertising base. We are incredibly appreciative that we have with us staff who have been with the company for so many of those years, and subscribers and advertisers who still think we are worth the cost. And we highly value those who have joined us most recently, for they keep us on the cutting edge. In creating The Village Times, in effect we created a microscopic world within our office in which talented staffers worked as a team to publish a hometown newspaper each week. Everyone learned to fill almost every position because we never knew who would be called away without finishing the allotted work. Why would that happen? Because we were mainly a group of mothers with young children, and I can say in all truthfulness that we invented

the concept of job sharing. As a result of so much teamwork, we tightly bonded then, even as we have continued the tradition of helping each other every day. Those bonds are much in evidence whenever former staffers, now highly successful perhaps in larger communications corporations, stop by to say “hello” and catch up on the latest. For we know of each others’ families, challenges and successes over the years and we delight in staying in touch. As we built and grew newspapers, we also worked diligently to build and grow community. That is, after all, the consequence of a community newspaper that exists to share the problems and triumphs of the latest news, The net effect is to encourage bonding among residents for the common good and for pride of place. Where there is a strong sense of community, everyone benefits, from school districts and local governments to commercial, cultural and athletic efforts. This weekend, we will celebrate the 39th annual party

The official rollout is next week but, like the news itself, it will be an ongoing work in progress. We create these new products and events to further your pleasure and the value you feel in our media company. But we cannot succeed in any of these efforts without your support and input. We’re still very young on that end, so there are going to be some growing pains at the beginning of the year.” Another adjustment for the team will be new competition in Hauppauge and Kings Park, as a result of a league realignment. Comsewogue and the other Class B schools are now in League 3. “I think the Class Bs are very, very good,” Mitchell said. “Our [league] is, I think, very diverse, and there are 10 teams that could be county champs this year. It’s very balanced, and it’s good for lacrosse — there should be a lot of exciting lacrosse games.” MacGregor said although there will be a bunch of tough matchups, the guys are taking it one game at a time, with the first coming today, Thursday, at Mount Sinai at 7 p.m. “I’ve been playing with these guys since I was in third grade, so we know each other really well — we have good connections and chemistry,” he said. “I feel like it’ll transfer well into game-time situations. We have a lot of good players that can make some great plays, and we’re just focusing in on Mount Sinai right now.”
