Port Jefferson officials and residents honored a village code officer on Monday night after he helped save another man’s life while on duty. On March 15, Paul Barbato was working in the village when a call came in of an unconscious man who was not breathing and was slouched over a table at Grumpy Jack’s sports bar and grill on Oakland Avenue in upper Port, according to Mayor Margot Garant. Barbato responded and found the victim did not have a pulse. “Barbato lowered him to the floor and initiated chest compressions and rescue breathing,” Garant said. At that point, a Suffolk County police officer made it to the scene with a defibrillator and the pair got the man breathing again. Garant said an ambulance transported the man, who survived the incident, to John T. Mather Memorial Hospital. The mayor presented Barbato, who was hired in 2012, with a certificate of appreciation during the board of trustees meeting on Monday, to much applause from the crowd of residents in attendance. According to code enforcement bureau Chief Wally Tomaszewski, Barbato was

originally trained as a park ranger and when he’s not working in village code enforcement, he transports criminals who are being removed from the U.S. to places as far away as Asia, Europe and North Africa, or as close as Canada. “So when you see a guy aboard an airplane, he’s got somebody with him with a set of handcuffs on, the other guy with the tie is Paul.” Tomaszewski also said Barbato is tough and when residents see him walking Main Street, they should shake hands with him, “and you’ll notice that he has a hand like a rock. Nobody would dare mess with him.” But in addition to muscle, he also brings a passion for the job. “One thing I love about seeing you in the village is you always stop and you say hi, and you say how much you love working here,” Garant said to Barbato. The officer did the same for the audience, saying, “I think this is just one of the nicest places you can get up in the morning and come to work.” Upon receiving the certificate, he said, “You spoil me here.” “You saved somebody’s life,” the mayor interjected. “That’s a big deal.”

Five streets pave the way Village approves roads for work after rough winter By Elana Glowatz

Following a snowy winter that punished local streets, leaving numerous potholes, Port Jefferson is kicking off the paving season with a few village roads that are in particularly poor condition. The board of trustees approved Old Homestead Road and the adjacent Landing Lane, Cove Lane, Chips Court and the northern half of Sands Lane for repaving at its business meeting Monday night. The village is contracting with Suffolk Paving Corp. to redo the roads, at a total cost of almost $285,000. “They are beyond — Old Homestead is in real bad shape,” Mayor Margot Photos by Elana Glowatz

Garant said. “Sands Lane, Cove Lane, Landing [Lane] and Chips [Court] are completely falling apart.” The roads are scheduled to be milled down on Thursday, with paving to follow a few days later, on April 13-14. “It’ll be good to get some of these roads done,” Trustee Larry LaPointe said. Though the five streets approved Monday will be the first in the village to get some TLC, they will not be the last — the board also approved a $25,000 transfer for the public works department from its storm sewer expenses to its street maintenance fund to help repair roads. The section around Old Homestead is “in desperate need of paving” but village employees “will be working on additional roads using their own equipment, so the paving doesn’t stop there,” Garant said during the public forum portion of Monday’s meeting. Pedestrians, like drivers, will see improvements during paving season — Garant said the village will be repairing sidewalks as well, including one on the frequently traversed Arden Place, which has municipal parking lots on either side.

Local library proposes small budget increase Port Jefferson Station resident unopposed for election By Elana Glowatz

Comsewogue library district residents can expect to pay a few dollars more in taxes next year, if voters approve the proposed 2015-16 budget. The budget, which would total $5.58 million, represents a 2 percent increase over the current year’s spending plan, according to figures in the library’s community brochure. Despite the budget total, Port Jefferson Station and Terryville residents would only be funding about half of that amount in taxes, as the tax levy would just reach about $2.7 million. In the spending plan, staff and mandated expenses would increase, but that would largely be due to the structure of the year — Library Director Debra Engelhardt said employees are paid biweekly and while that usually means 26 payroll cycles during the year, next year there will be an extra cycle. That extra payroll affects both the salary budget line and the lines for retirement, health care and other mandated costs. Library material and program costs would slightly decrease next year.

“Over the last few years, we’ve been tracking our spending,” Engelhardt explained. In part by analyzing what sorts of materials residents request from Comsewogue and from other public libraries in the county — as the public libraries share their collections — library officials have “sort of honed the number” for that budget line. Comsewogue’s budget for library materials decreased between last year and this year as well, and that was also through more efficient budgeting. “We’ve just gradually been able to bring it down,” the library director said. But all of the library’s programming will continue next year, and Engelhardt said the staff is even experimenting with different types of programs. “I think people are going to see a little diversity” in the programs, she said. Under the proposed budget, the tax rate would increase to about $12.43 for every $100 of assessed value. For the average home valued at $3,000 that translates to almost an $11 increase in library taxes for the year. Voting is at the library on Terryville

She will take the place of former library board Vice President Chris Keegan, who

recently resigned with just a few months left in his term because he moved out of the district. DeStefano, who is married to Comsewogue school board trustee Robert DeStefano, has lived in the district her entire life. The couple has two kids, ages 6 and 2, and the wife works in quality assurance for software corporation CA Technologies. “We think it’s important to give back” and make sure Port Jefferson Station “stays a great community,” she said. DeStefano chose to focus on the library because it’s a place close to her heart, after growing up a few blocks away and walking there often with her mother to check out “massive amounts of books to read.” “I’m interested in making sure that something I’ve always felt is really great … continues to evolve with the times and continues to be a great resource for the community.”

Gone with the wind A woman reported leaving her cell phone behind at the Miller Place Stop&Shop checkout line on April 3. When she returned, the phone was gone. Gas station rage A complainant reported an individual was trying to start a fight at the BP gas station in Miller Place on Route 25A. During the April 2 criminal mischief incident, the suspect damaged the complainant’s 2009 Toyota Camry by kicking the rear passenger door, causing a minor dent. Shortly before the incident, police had responded to a suspect approaching another customer at the same gas station and engaging in a verbal dispute and throwing a bottle at the complainant’s car. Roughly 13 people die daily waiting for the organ, the group said. Stephen Knapik, Stony Brook University’s living donor coordinator, said that every 10 minutes someone in need of a kidney is added to that list. He called it an honor to work with donors who keep the list from growing. “I’ve never been in a room with so many superheroes in my life,” Knapik said. “The greatest gift you can give isn’t a boat or a car, it’s the gift of life.” Waltzer said that donating a kidney involves meeting certain criteria including compatible blood groups and matching body tissues between donor and recipient,

as well as ensuring that the recipient has no antibodies that will work against the transplanted organ. While he said the surgery is sophisticated, he called the science and medicine an incredible achievement. “The immunosuppressive therapy is so good and the medication so effective that you can override any mismatches,” he said. This allows for donors to give to loved ones that are not related by blood. With the most active renal transplant program on Long Island, Stony Brook has done 1,500 transplants since 1981. Waltzer said that donors are doing an “amazing service,” not just to their recipient but also to one of the thousands of people who are on the waiting list for a kidney. “There is a shortage of organs,” he said. “By donating, you are giving a chance to someone else on that waiting list.”

Board preps for piercing cap

Port Jefferson Village officials have a green light to override the state’s cap on its tax levy next year, if necessary. The board of trustees voted 4-1, with Trustee Bruce Miller dissenting, to allow themselves to pierce the cap — as the group has done each year since the state law restricting tax levy increases was enacted. In the next budget cycle, the village has a 1.68 percent state-imposed cap on its tax levy increase, according to Treasurer Don Pearce. But tentative budget figures would increase the levy — and thus taxes — by 4 percent. The latter increase would translate to the average Port Jefferson homeowner paying about $37 more next year in village property taxes. During a public hearing on the matter Monday night, a few residents railed against the prospect of busting

through the cap. “This is just not tolerable,” Molly Mason said about tax increases. And Matthew Franco pointed to what he saw as wasteful expenditures, such as what the village spent on exploring uses for the Port Jefferson marina, which it had hoped to purchase from Brookhaven Town before the deal fell through. He spoke against the officials’ idea “to come to us and say, ‘Look, we want to go over the cap again.’” According to Pearce, the tentative budget totals almost $10.3 million. In order to meet the levy cap, instead of piercing it, the village would have to shave more than $140,000 in expenses or bring up revenues that amount. Mayor Margot Garant said the board would work to reduce that sum, what she called a “gap.” She also noted that the village uses $400,000 from its fund balance each year to keep down

resident taxes, a measure she said the village would take again next year. During recent budget workshops, the board has pored over budget lines, slashing more than $300,000 in proposed expenses. The trustees have also contended with increases in mandated expenditures. “I don’t know many businesses that go year to year with only a 1.68 percent increase in expenditures,” Trustee Larry LaPointe said. “If you’ve got a union contract, which we do, and there are built-in increases to all your employees’ salaries in that union contract, you’re going to have budget increases unless you fire people and reduce services.” He added that he did not think there would be resident support for reducing services. The village will hold a public hearing on a finalized 2015-16 budget on April 15.

Daniel and Christian Roder, of Boy Scout Troop 354 in Port Jefferson Station, completed the rigorous requirements to become Eagle Scouts and were celebrated at their Court of Honor ceremony on March 22 at Montfort Hall Parish Center at Infant Jesus R.C. Church in Port Jefferson. One of the requirements to become an Eagle is a community service project. Daniel’s project involved constructing a lit sign surrounded by a brick-enclosed garden on the front lawn of the Infant Jesus R.C. Church in Port Jefferson. Christian’s project was to build benches and rain/sun shelters over the baseball field dugouts at the Church of St. Gerard Majella fields in Port Jefferson Station. Brookhaven Town Supervisor Ed Romaine (R) attended the ceremony and presented the Roder brothers with proclamations. “Congratulations to Daniel and Christian for completing their service projects and achieving the rank of Eagle Scout,” Romaine said. “These exceptional young men are a credit to the community and we will look to them to be our leaders of tomorrow.” Earlier in the month, four members

of Troop 354 were honored for achieving the rank of Eagle Scout. Three of the Scouts completed projects at the Port Jefferson Station Save-A-Pet Animal Rescue and Adoption Center: Benjamin Granger built a mahogany picnic table encircling a tree in front of the center; Andrew McHugh built an outdoor exercise area for cats waiting to be adopted; and Kyle Schauss built winter housing and a feeding station for feral cats that are cared for by Save-A-Pet. Scout Harrison Granger completed a project at First United Methodist Church in Port Jefferson, where he replaced the light fixtures and painted walls in the meeting hall. Several town officials attended their Court of Honor at the Port Jefferson Elks Lodge 2138. Councilwoman Valerie Cartright (D-Port Jefferson Station) said, “It was an honor to shake the hands of these four young Scouts, each of whom made a contribution to our community with the completion of his Eagle Scout project.” Since the award was presented in 1912, no more than 4 percent of all Scouts have become Eagle Scouts, the highest rank attainable in the Boy Scouts of America.

OBITUARY Paul Stavrolakes Paul Anthony Stavrolakes, known as “Dr. Paul,” 86, of Miller Place and Port Jefferson, passed peacefully on March 20. Born Aug. 8, 1928, in New York City, Paul grew up on the Upper West Side. His parents were Kyriakos and Georgia Stavrolakes of Greece and New York City. Paul attended Princeton University and became a pediatrician. He moved to Port Jefferson in 1964, starting his practice in his Harbor Hills Drive residence. He then partnered to develop a medical complex, where, until his retirement in 1991, he became one of the most sought-after pediatricians. Paul also served as the chief of pediatrics at St. Charles Hospital in Port Jefferson. His seemingly unending list of interests included gardening, carpentry, camping, playing guitar, singing and being the perfect host; he was an avid skier, tennis player and sailor. As a member of the parish council of the Greek Orthodox Church of the Assumption in Port Jefferson Station, he helped found the new church and the Niki Stavrolakes Library. Paul was married to Vicky Papson from 1963-73, his late wife Niki Scoufopoulos from 1973-86 and Jean

Christ from 1991 until his death. He is survived by Jean; his children, Kimberly, Georgiana, Kyriakos and Dora; four stepchildren, George, Greg, David and Laura; and 15 grandchildren. Services were held at O.B. Davis Funeral Home in Port Jefferson Station, followed by services at the Greek Orthodox Church of the Assumption. Memorial donations are being accepted at the church or at Good Shepherd Hospice.

Memorial service: Rev. Robert Capon A memorial service for the Rev. Robert Farrar Capon (1925-2013) will be held on April 11, at 4 p.m., in St. Luke’s Chapel at Camp DeWolfe, 408 North Side Road, Wading River. Father Capon, who resided on Shelter Island at the time of his death, was the dean of the George Mercer Jr. Memorial School of Theology in Garden City for many years and the longtime rector of Christ Church Episcopal in Port Jefferson. Father Capon also served at All Souls’ Episcopal Church in Stony Brook, Little Portion Friary in Mount Sinai, St. Luke’s Episcopal Church in East Hampton and, most recently, Holy Trinity Episcopal Church in Greenport. A best-selling author of books on theology and cooking, he was also a food columnist for Newsday and The New York Times.

Opting students out of state standardized tests has become a hot topic, and it’s a decision that should rest in the hands of parents, not school leaders. Recently, Comsewogue School District officials had threatened to consider not administering the tests altogether if Gov. Andrew Cuomo (D) and the state education department did not acquiesce on a list of demands, one of which was to stop weighing student test scores so heavily in teacher and administrator evaluations. But the district clammed up on the measure after its attorney intervened. In addition, the NYSUT union, which represents teachers across the state, has called for a mass opt-out. State law comes down hard on actions like this: Any school-board members or other officials like superintendents who willfully violate state education regulations — such as by refusing to administer a required assessment — risk being removed from office by the education commissioner, and state aid could be withheld from the district. At the heart of the matter is a battle over local control of our school districts. While local officials should be consulted when it comes to shaping state education regulations and standards, there must be some degree of state standardization in education to ensure that our programs sufficiently educate kids. It’s wrong for administrators and school officials to politicize a highemotion situation — the opt-out movement — in a way that could be detrimental to students. In a school-sponsored, massive opt-out, the ones who face the greatest risk are the students — officials may put their jobs at stake, but the kids’ entire futures could hang in the balance if the state pulls education aid from a district that heavily relies upon it, or if otherwise competent school board members and administrators are kicked out of office. Let us also pause to think about how adult behavior affects our kids. This paper has previously editorialized about how the commotion over the Common Core and state testing has negatively affected children — students see and hear their parents’ and teachers’ reactions, and many mimic that fear and anxiety when they otherwise would not have had such emotional reactions to tests and classes. At some point, we have to ask ourselves if this is the kind of behavior we want to teach our kids. Calling for change is one thing, but screaming for it is another. Let’s not play politics. Above all, let’s keep cool.

TO ThE EDITOR: Last year, members of the American Legion Post 694 approached me with the idea of enacting a Suffolk County law to protect the honor of our decorated veterans; mirroring the federal Stolen Valor Act. They made a compelling case for why a local law was needed after witnessing individuals impersonating decorated veterans as a means to solicit funds. I was surprised to learn that in Suffolk County such deceitful acts, tarnishing the accomplishments of brave men and women, were being committed for monetary gain. In response, I have sponsored a local law that will make it a misdemeanor in Suffolk County for any person to fraudulently market themselves as a decorated veteran while soliciting funds. This local law will not only signal to potential offenders that

such disgraceful actions will not be tolerated, but will expedite justice on the local level. I congratulate and thank the local veterans in my district for taking action on this issue. I am grateful that my col-

April fools TO ThE EDITOR: With April Fools’ Day on the mind, it appears that the meat, egg and dairy industries have been playing us for fools all year-round. Their more remarkable hoaxes include “California’s happy cows,” “Free-range chickens” and “humane slaughter.” All lies. Less fun is the stuff they never talk about. Like the hundreds of millions of chickens crammed seven into a cage designed for one,

unable to move or spread their wings. Or their hundreds of millions of male counterparts ground up live at birth and fed to other chickens or just dumped into plastic garbage bags to suffocate slowly. Or the miserable breeding sows producing millions of piglets per year while trapped in tiny steel cages. All in the spirit of year-round April Fools’ Day, the meat industry has even developed a whole dictionary of fun terms to fool unwary consumers.

Breaking ourselves down to build back up

very defeat, rejection, or failure can be like a drop of ice water on the back of our necks. We often can’t brush those droplets away and they seep into us, weighing us down, causing our feet to shuffle and shoulders to slump. The self-esteem bashing moments in a week, month, or year can build up, turning us into a balled-up, wet rag in the corner

of a dark room. Certainly, the sunlight and warmth of spring can dry some of that out, as the chirping of newly hatched birds, the sight of children chasing after a ball on a playground and the scent of fresh flowers can evaporate the dreaded droplets. And yet, that’s often not enough. We sometimes need more to turn ourselves into ice-water-resistant creatures who can tackle any assignment, avoid obstacles, or remain undeterred in the face of significant opposition. Where do we find this relief? Some get it from exercise, where they perspire out those metaphorical drops of ice water. As they push themselves along the pavement or across glistening fields, they generate momentum, release endorphins, and become like the Little Engine That Could, remembering that a healthy dose of believing in themselves works. Others get it from talking on

the phone, writing in a diary or a blog, escaping to the movies, diving into books, or sharing a laugh with friends they’ve known for years. What we sometimes need in our lives is a catharsis. You remember that Greek word for that moment when someone releases strong emotions, obtaining relief at the same time? We learned about this some time when we were in middle or high school. Recently, my middle school daughter received an assignment that seemed like a confusing and challenging juggling act. She finished George Orwell’s “Animal Farm.” Her language arts teacher asked his students to find a song in which they saw an overlap with a theme from the book. They also had to relate that theme to their lives. When my daughter came home from her first day of these presentations, she described in detail, how two of the four presenters broke down in tears as they shared their stories. In

other classes, several students, including one of the untouchable “popular kids,” cried in front of his class as well. One of the students described his frustration with his frequent movement from one school to another as his parents’ jobs required starting over again every year or so. He looked out at the classroom, his teary eyes revealing his deep discomfort, and said he was sure no one in the room would be his friend for longer than the short time he’d be in town. He was resigned to the fact that he’d be a sad ghost someone might remember at graduation. Another student shared the challenge of dealing with an impossible relative. This person pushed away any connection to a family she used to have, slamming the door, literally and physically, on anyone from her past who dared approach her. The disillusionment her father felt was magnified in her. As my daughter thought of

her assignment, her eyes welled up as well when she thought of the moment when something promising turned tragic. She had a spectacularly close connection with a young, vibrant first grade teacher whose life ended all too soon after a cancer diagnosis. Even as my daughter described her feelings, I could see the small ice droplets that landed so hard on the back of her neck in elementary school, as they found an exit through her eyes. She will always remember that loss, but the catharsis more than five years later provided some relief. “Woman in Gold” is based on a true story. It is also eerily similar to another true story to which I am privy. The movie, currently playing in limited release and shortly to move into local theaters, is about an octogenarian Jewish woman who struggles to reclaim paintings looted from her family by the Nazis a halfcentury earlier. Dame Helen Mirren plays Maria Altmann, an Austrian

who barely escaped with her new husband before the jaws of Nazi death clamped down on Jews and dissidents following Austria’s annexation by Germany in 1938. Ultimately, they lived out their lives in Los Angeles, but much of their extended family stayed and perished in the Holocaust. Their possessions were confiscated, including five paintings by Gustav Klimt. Those paintings, including “Portrait of Adele BlochBauer,” became Austrian icons; but for Maria Altmann, the portrait was simply of her Aunt Adele. The loss of those paintings came to symbolize the terrible loss of her immediate family, her home and her world. As the years went by, claims of looted property began to surface. In the 1990s, Maria Altmann tried to reclaim her family’s art through the early channels for such action in Austria. She encouraged the son of a friend, a young and struggling lawyer, to represent her. He is the grandson of one of Austria’s

most famous musicians, Arnold Schoenberg. He is also an American with little emotional connection to his grandfather’s country, nor Altmann’s cause, but he was initially attracted to the fight for the potential monetary windfall. Their battles with the Austrian government continued for a decade, during which they were aided by an Austrian journalist. In a similar story, my friend Alice was also born in Austria and lived with her parents and brother in Vienna until the Nazi annexation. Her father was a lawyer, and when warned by one of his clients that he was on the round-up list for the next morning, he managed to escape with his immediate family to the west. They, too, eventually arrived in America, having left all their possessions behind in their hasty flight. One of their pieces of art was an original drawing by Picasso. Alice and her brother, now the rightful heirs, determined to enter claim for their stolen art, especially the most

valuable piece by Picasso. Their claim dragged on through the courts for the better part of a decade, roughly at the same time as that of Maria Altmann although much less in the news. Remarkably, they too were joined in their struggle by an Austrian journalist, whose efforts ultimately helped make the claim successful. Like Altmann and E. Randol Schoenberg, Alice and her brother, against their will, returned to Vienna for hearings. It was an emotional journey back to the streets of their childhood for them. The film does justice to Altmann’s terrible memories with repeated cuts back in time to the growing atrocities of the late 1930s. There is another interesting parallel when the claims succeeded. In the movie, the primary Austrian antagonist asks for some sort of shared ownership from Maria Altmann. His suggestion is curtly dismissed by Mirren. by an Austrian official, she was told sarcastically that she’d “probably just sell it for the money!” to which she replied, “And that is now none of your business.” She did not sell it, but rather gave it a position of honor in her Washington Heights apartment. It was, for her, the tiniest satisfaction from a bitterly lost world. Maria Altmann did sell the painting of Adele Bloch-Bauer to Ronald Lauder, Estée Lauder-heir and owner of the Neue Gallery of Austrian Art on 86th St. and Fifth Ave. in New York. She used the money to help Schoenberg establish his law practice and to help both family members and charities close to her heart.

In practice, the Comsewogue boys’ lacrosse team performs a drill called “12 minutes,” and they’ve been putting that practice to good use so far this season. “We treat it like the fourth quarter, where there’s 12 minutes left, and we work harder to make sure we come out on top,” junior midfielder Trevor Kennedy said. “We work to score more goals in that 12 minutes.” On Tuesday, for the third time this season, the Warriors came out ahead in a close,

one-goal game. This time, the boys topped Hauppauge, 6-5, rewarding their coach, Pete Mitchell, with a birthday win and claiming the top spot in Division III four games into the season. “Winning against a top team in the division — it’s always nice to take them down and prove that we’re a contender,” Comsewogue junior goalkeeper Jake MacGregor said. “[Coach] had the starters over to watch film for two or three hours at his house to prepare for the game. We always take each game seriously and come out to win.” MacGregor wasn’t kidding. The junior made six stops in the first six minutes en route to 17 saves on the evening. “They were really good shooters on the other team but my defense held it together
